City taxpayers hit with tax increase to pay for Strathcona Regional District wellness centre KRISTEN DOUGLAS CAMPBELL RIVER MIRROR
Campbell River taxpayers will likely be on the hook for a new wellness centre at Strathcona Gardens for the next several years. The 2016 budget for the Strathcona Regional District, which operates Strathcona Gardens, contains a five-year plan to raise $7 million for a wellness centre with a therapy pool, fitness and exercise room. That means Campbell River taxpayers would be taxed $90.94 each year for the next five years. That didn’t sit well with Campbell River directors on the regional district board. Director Charlie Cornfield said it was just too much to put onto taxpayers. “To say I was shocked at the increase to Campbell River is an understatement,” Cornfield said. Area D also pays a chunk into Strathcona Gardens (both Campbell River and Area D residents are taxed $0.86 per $100,000 of assessed property value). “Myself and a good number of the constituents I represent look at the bottom line on their tax bill, they don’t care whether it’s city, regional district, hospital, or school, it’s the bottom line and this is getting up there,” Cornfield said noting the regional solid waste function will be

T
he power of social media was on display Saturday as a large group of volunteers – many who didn’t know one another – came out to clean up one of the city’s worst illegal dumping grounds.
With a group of around 25 people, organizer Jme Andrew said it was the biggest crew she’s had yet. Andrew organized the clean up through the Shame the Logging Road Dumpers Facebook page, a site which maps out where people tend to illegally dump their refuse and encourages others to join in the cleanup. The page was started
more than three years ago by Bud Logan and Kathleen Sharpe and has evolved into a gathering place for those in the community who have had enough. Last Saturday, volunteers gave their time to clean up the mess along Duncan Bay Main and Iron River logging roads, up above the Canyon View Trail.
Volunteers, armed with gloves, garbage bags, trailers and high spirits, hauled items such as window frames, old car parts, mattresses, sofas, yard waste and piles of household garbage out of the ditches. The waste was taken to the landfill which waived the tipping fees for the volunteers.

(JRCC) in Victoria, the Campbell River Coast Guard responded to the incident, which happened near Chatham Point, and escorted the barge and tug to Menzies Bay for examination to determine the extent of the damage. Five people were on board, but no one was hurt in the event. The JRCC says there was no evidence of environmental pollution at the site of the grounding, but the extent of the damage will be determined during the examination of the vessels. The tug was carrying what is being called a “significant” amount of diesel.

Tax: City directors ‘shocked’ Cornfield asked Finance Manager Dawn Christenson what the impact of spreading the taxation over seven years, as opposed to five, would be. Christenson said her best guess would be somewhere in the range of $60 to $70 annually. That still didn’t suit Cornfield. “I can’t support seven annual years,” Cornfield said. “This is a little too much in my opinion. I could have supported a one-year, single time.” Campbell River Director Ron Kerr said it’s something that has to be done. “I think this is infrastructure and in this community, we’ve held off on a lot of our infrastructure investments over the last five or more years and you know, at some point infrastructure breaks down and you have to start replacing it,” he said. “Even though this is a seven year annual contribution, the financial plan comes up every year. We have a choice every single year to decide if we want to contribute. In reality, we have a choice coming up next year and the following year and we could say enough’s enough.” In the end, the board agreed to go with the seven-year plan, with directors Jim Abram (Area C), Cornfield and Larry Samson (Campbell River) – who wanted 10 years – opposed. “This money is going into a reserve fund so that we can provide that back to the community,” Babchuk said. “This is a fantastic project for Campbell River and Area D.”

upping taxes, as has the city. Directors Michele Babchuk and Andy Adams suggested the regional district spread the increase over seven years to lower the number. “I do think it needs to go over a longer time frame as opposed to the five year,” Babchuk said. “At this point I don’t think the extra $90 from the Campbell River side is palatable.” Cornfield, though, said he couldn’t agree with taxing residents just to put money aside for something that may not pan out. “I liken it to we’re taxing people now for something we may or may not use,” Cornfield said. The Strathcona Gardens Commission, made up of directors from the regional district board, is planning on applying for matching federal and provincial funding to undertake $28.1 million in improvements to Strathcona Gardens that were identified during a multi-year facility needs assessment study. Director Adams said local governments are typically more successful in securing senior government funding if they can show they have the means to provide their share of the required funding. “The importance here is to have a plan in place that is putting our portion of the money aside,” Adams said. “I think a seven-year (term) may make the number a little bit more palatable but I do think it’s important the board approves the commission’s plan to have a shovel-ready, money-ready plan.”

When all was said and done, volunteers had removed 3,212 kilograms of garbage. Andrew, who runs a horseback riding business, said she first discovered the sorry state of the logging roads after a trip up to the back roads to scope out some riding trails for her clients. “I’ve never seen so much garbage anywhere else in Canada or even in the southern States than there is here,” Andrew said. “I went on the Rant and Rave (Facebook) page and just started ranting. People told me I should do something about it.” So she did. And she recruited an army of volunteers to help her by posting about the cleanup on the Shame the Logging Road Dumpers page. It was the second such cleanup she’s organized in the last few months.
A similar event in December filled several pickup trucks with waste, including things like a living room set and yard waste which Andrew said is especially dangerous to the environment. “It brings species here that don’t belong here,” she said. “The last time I was up here, there were branches and lawn clippings that had been dumped onto a drainage ditch and it was flooding out an access.” Luisa Richardson, who teaches environmental education, said people are dumping their waste illegally on back roads and in the woods to avoid tipping fees at the landfill. “People think it’s free to dump out here but there’s an environmental cost, a social cost and an economic cost,” Richardson said. “Socially – it’s an eyesore. It also encourages more dumping. If people see it, they
think it’s okay to do when really all of these materials could have been recycled or disposed of at the landfill.” Economically, Richardson said, it hurts tourism. “If people think it’s a pig sty, why would they come here?” she said. There’s also a cost to having bylaw officers come out in an attempt to catch the illegal dumpers. If the government organizes an official clean-up, that money comes out of taxpayers’ pockets, Richardson added. And lastly, there is an environmental cost. “Everything will break down and end up in the water table because people are dumping in the ditches,” Richardson said, adding one of the worst items people dump are baby diapers. “There is just a huge cost all around. When people think this is the easy way out, they don’t
realize how much the cost is on sustainability.” But it’s not all bad news. Andrew said concerned citizens have been taking and posting pictures on social media of illegal dumpers and any identifiable waste in an effort to catch the culprits and make them think twice about their actions. “People are getting a little more diligent about noticing these people,” Andrew said. As a thank-you to those who turned out to help clean up on Saturday, Andrew gave all the volunteers discounted riding passes and Fogg Dukkers provided free hot beverages. Andrew is also eyeing another clean up soon along the back roads near Willis Road where she recently photographed old mattresses, plastic totes and other household waste lying in the ditches.

North Island MLA Claire Trevena continues to draw provincial Health Minister Terry Lake’s attention to her constituents’ concerns about the plan to charge for parking at the new Campbell River hospital. Trevena says she has again written to the minister of health to call for a rethink on plans for paid parking at the new Campbell River hospital. Stop procedure a gamble
It has long puzzled me why drivers rarely stop at the stop sign in front of the casino. As a professional driver, I’m frequently going through this area and see most drivers continue on through this section of Alder ignoring the stop signs. Most corners have just one sign – the large red and white signage. This location for some reason doesn’t have that type of sign but there are two signs telling drivers to STOP – one painted clearly in large letters on the road itself; the other on a rectangular black and white sign to the right on an island. It’s really clear and reinforced by the thick white line on the roadway as with every other place with stop signs on our roadways. With this being so clearly indicated I wonder why people are so careless in disregarding their requirement to stop? Bruce Paddle

There’s something about hearing a writer read his or her own words. They become more than words, and I think — at least for me — they pull you into their world in an even stronger way than reading the words on a page can. That’s just one of the beautiful and inspiring aspects of Words on the Water, the annual Campbell River Writers’ Festival that took place this past weekend at the Maritime Heritage Centre. This was the 15th year the festival has been held here, and I think it’s so incredible that Campbell River hosts an event like this. The all-volunteer committee has an amazing vision and brings in incredibly talented and interesting writers year after year. I am sure those writers leave with a new appreciation for our city and all that Campbell River offers, as do all the people who come from afar to

One can’t help but think that it’s a case of the pot calling the kettle black when Campbell River city representatives on the Strathcona Regional District board express shock and outrage about having to implement a tax increase to pay for a wellness centre at Strathcona Gardens. Most of the municipal directors on the board were aghast at having to impose a $90.94 tax increase each year for the next five years because, as director and city councillor Charlie Cornfield says, bottom line, most residents of Campbell River don’t distinguish which level of government is taxing them, it all comes from the same pockets. Victoria writer and poet Eve Joseph brought a real musicality to her writing when she read from In the Slender Margin, her new book about death and dying. I can’t imagine there were many dry eyes in the room during her reading — especially when, at the very end of the session, a woman from the audience stood up and thanked Joseph for her book, saying that she and her friends are now planning together so they can take care of each other when they are dying. Vancouver’s John Vaillant read from his new novel, The Jaguar’s Children, and it felt like listening to a play. He has a strong, powerful voice and he read some passages in Spanish, really bringing his novel to life right in front of us. Those were just some of the inspiring and memorable moments I was able to experience. I hate thinking of all the great moments I missed.

Changes coming for RCMP auxiliaries March for Children funds KRISTEN DOUGLAS CAMPBELL RIVER MIRROR
The city is investigating the effects of sweeping changes being imposed on RCMP auxiliaries that one councillor said will result in “severe cutbacks” to their duties. Coun. Larry Samson said at the March 7 council meeting that he was concerned to hear in the media about proposed changes that will reduce the role auxiliaries play in fighting crime. “We’re hearing about significant changes to our auxiliary program where they’re going to be severely cut back in the duties that they’re allowed to perform to such that we will no longer see them on roadways doing traffic checks, we will no longer be seeing them be able to do crowd control at some of our events, they’ll no longer be able to do ride-alongs,” Samson said. RCMP auxiliaries are unarmed, unpaid RCMP who assist RCMP Regular Members (RM) with some of their general duties. Under the supervision of an RM, auxiliary constables participate in RCMP support community events and programs, crime prevention programs in schools, traffic control, ground patrols, search and rescue, parades and other ceremonial events. But a January memo from RCMP Deputy Commissioner Janice Armstrong, circulated to the 1,600 auxiliaries who
serve across the country, said changes are coming that include putting an end to ride-alongs and firearms familiarization training. Cpl. Janelle Shoihet, media relations officer with the RCMP’s E Division, said the proposed changes are the result of a review of auxiliary constables prompted by the Oct. 22, 2014 shooting of unarmed Canadian Forces member Cpl. Nathan Cirillo in front of the Parliament buildings in Ottawa and Const. David Wynn in St. Albert, Alta., in 2015 while investigating a disturbance outside of a casino. Auxiliary Const. Derek Bond was also shot in the casino incident but survived after suffering non-life threatening injuries.
“All Regular Members (RMs) and staff were warned to be vigilant when in public, especially those in uniform, and a directive was issued requiring that auxiliar y constables working in uniform be under the direct supervision of an RM equipped with all intervention tools,” Shoihet told the Mirror. “The focus of this directive was on the safety of our volunteers.” Shoihet said auxiliaries were never intended to supplement the work of RMs, rather the duties they perform are meant to be complimentary work such as community engagement. “In communities such as Campbell River, auxiliary constables will continue to perform the duties where they have
the greatest impact, that is in community policing, crime prevention and community engagement,” Shoihet said. She added that going forward, auxiliaries will need to be either accompanied by a Regular Member with all intervention tools or not be in operational uniform. The RCMP is further considering ordering all auxiliaries to wear a uniform to distinguish them from regular RCMP members. On March 7, Samson wanted to know how exactly the changes will affect the city and, with approval from council, directed city staff to reach out to local RCMP Inspector Jeff Preston and the city’s RCMP municipal manager for more information.

Funds from December’s March for Children will go towards helping newborns who need to be transported to a larger medical centre. March for Children raised $10,270 in 2015 and the funds were recently presented to the Campbell River Hospital Foundation by the Rotary Clubs of Campbell River. The money will help support the Transport Isolette for the Maternity Department at Campbell River Hospital. The Transport Isolette is used when a baby needs to be transferred to another hospital for a higher level of care and can be used when flying isn’t possible.

Crowing about Black Hen Travelling Roadshow Revue
H
ot on the heels of the highly successful inaugural run in the fall of 2014, the Black Hen Travelling Roadshow Revue returns with nine concerts running from March 30 to April 9, including a stop at the Tidemark Theatre March 31. Helmed once again by Black Hen head honcho Steve Dawson, the 2016 Roadshow will feature Prairie Oyster crooner Russell deCarle, Montreal chanteuse Roxanne Potvin and iconic American bluesman Alvin Youngblood Hart, all joining Dawson and his rhythm section to deliver a memorable night of classic old-time entertainment. As the lead singer for the iconic country band Prairie Oyster, Russell deCarle is no stranger to awards and accolades. Over his career the CCMA Hall of Fame inductee has amassed
an impressive array of Junos, CCMA’s, Platinum and Gold records
and Number 1 singles. Not content to rest on his laurels though,
DeCarle released his solo album “Under The Big Sky” in 2010, to rave reviews. One of the country’s most beloved and in demand performers, his instantly recognizable tenor resonates with a depth of feeling and experience drawn from more than four decades of making music. Grammy Award winner Alvin Youngblood Hart is one of the world’s leading exponents of authentic Mississippi country blues. Known for his powerful voice and prodigious playing abilities, Hart is the real deal. He’s worked with greats such as Bo Diddley and Taj Mahal and has garnered praise and recognition from such iconic luminaries as Eric Clapton and Bob Dylan, to name only two. In demand the world over, Hart hasn’t toured Canada for some time, so his addition to the lineup is a real coup

Part II (from March 9) Gender-neutral washrooms are now in place in every school in the Nanaimo-L adysmith School District, and have been since last summer. That wasn’t the case 14 years ago when a bitter controversy erupted about a male-to-female transgender student using the girls washroom at Nanaimo District Secondary School. “A student was transitioning. Parents were very afraid that this person was using a washroom that wasn’t their gender,” assistant superintendent Bob Esliger said. The district supported the student’s choice, but the passion kindled by that incident caused it to re-examine its gender policies and what education was needed to reinforce those policies. The decision to provide gender-neutral washrooms in every school was made two years ago and implemented relatively quickly. Esliger said the way the washrooms were selected and why they were selected was just as important as their actual
arrival. “It’s a consultative process with the staff. We don’t want to just pass over the washroom — that is the conversation itself. It is an opportunity to address issues and shift thinking.” O t h e r Va n c ou v e r Island school districts have taken steps to provide gender-neutral washrooms — Cowichan has a policy in place calling for one in each school — but Nanaimo was the only district that confirmed to Black Press it is providing one in every learning centre. Though usually wellintended, gender-neutral washrooms don’t always work. Alec Hauser said there was one in his school, Carihi, but it was in a remote area and behind a locked door. “Unfortunately, it was very difficult to access. I never knew who to talk to to get a key,” he said. But even as districts work to address potholes of that nature, the community seems ready to accept the change in a way it was not in 2002. “There has been no pushback,” Esliger said.

“ That incident got enough play that it really caused people to think.” According to Devor, chances are good the parental fear for their daughters surrounding the NDSS situation 14 years ago was unfounded anyway. “The reality is it’s the trans kids who get assaulted in washrooms and locker rooms,” he said. But this issue is not just about washrooms. For Esliger and educators like him the goal is about fostering a climate that is “respectful, accepting, safe and supportive” of all students and employees. A 2013 study of B.C. schools by the McCreary Centre found 19 per cent of students identify themselves as other than heterosexual. Alberta recently issued a policy stating “gen-

der-diverse students and teachers should be able to choose which school bathrooms they want to use, as well as the names, pronouns and clothing that represent their gender identity.” The B.C. government has no official gender policy, but supplied Black Press with a statement that it supports districts that “have implemented LGBTQ-specific policies and continue to encourage educators to engage students to better understand issues confronting LGBTQ youth.” The Saanich, Cowichan, Alberni and Comox districts have detailed gender policies in place. Sooke has a less detailed policy. Campbell River makes a brief reference to gender in its diversity policy. Qualicum has no specific policy. Victoria is drafting one and North Island did not respond

He credits the principal for setting a welcoming tone and making sure it carried through the staff and the student body. “By the time he met us, he was already up to speed on the issue,” he said. “I’ll never forget he said ‘thank you for putting your trust in us.’” Despite her young age, Harriette has become an advocate for transgender rights, speaking to school assemblies, university classes and the B.C. Human Rights Tribunal on the issue. In 2014, her lobbying helped change B.C. laws. As a result, she now has a birth certificate that identifies her as female. to a Black Press inquiry on the issue. Nanaimo has been working on a detailed new policy expected to be ready for September. It will create standards for things like overnight sports trips, field trips, locker room use, pronouns and dress. District student registration forms already give parents a choice of male/female/other, instead of the traditional boy/girl. Student advocacy groups in most Nanaimo district high schools are part of a concerted district effort to change binary signage, challenge gender assumptions and make all documents inclusive. ”What it does is create a caring and inclusive environment,” Eslinger said. “In your classrooms you have to include everyone.” Colin Cunningham said Harriette Cunningham switched schools

I don’t think humanity is pink and blue, I think humanity is a rainbow.” Esliger acknowledges the system still has a lot of ground to cover before every student with two mothers feels comfortable coming to class on Mother’s Day and every transgender student can go to the washroom without carrying a hint of doubt or fear.

Raymond Matthews November 12, 1947 - January 8, 2016
Roesler, Lea Lea Roesler passed away on February 27, 2016. She was born in the Ukraine on July 20, 1934. Lea came to Canada in the early 50’s and made her home in Steveston, Richmond, BC for more than 30 years. She recently moved to Courtenay, BC to be with her daughter. She lived a quiet life, and was well known for her knitting and crocheting, making many items for friends and fund raisers. She was a passionate puzzler and had a great love of animals, volunteering at the sick animals hospital, she was known and could often be seen feeding the birds and squirrels in the park near her home. She is survived by brother Albert Schiller (Sebine), brother Edward Schiller, daughter Rose Johnston (Paul), son Denis Molcan, six grandchildren and 4 great grandchildren and many nieces and nephews.

Raymond (Ray) Matthews passed away peacefully on January 8, 2016 surrounded by his family and loved ones. Ray was born in Kelowna, BC but spent time in many different communities including Kitimat, Campbell River, Sacramento, and Edmonton. He was a journeyman electrician but found his passion through teaching others, holding teaching and administration positions with North Island College, Rexall, and EITCA. After retiring from the EITCA and leaving many friends in Edmonton, he moved to Sicamous, BC where he and his loving wife, Mina, made new friends, new plans and enjoyed the Shuswap area. Ray touched the lives of many with his easy smile, adventurous spirit and almost annoyingly gregarious personality. Friends, coworkers, students and family will always remember him giving himself selflessly in all that he did. Ray fearlessly lived his life, making strangers into friends, changing everyone he met with his warm and giving nature. He will be missed by all. Ray is survived by his wife Mina, children Kyle (Jessica), Sean, Katie, Melissa (Kenton), Nathan and stepsons Demos (Tracy), Babis and grandchildren Emma, Keira, and Costaki, brother, sisters and an army of friends. A Celebration of Life tea will be held on Saturday, March 26, 2016 between 2:00-5:00pm at the St. Peters Anglican Church, 228 S Dogwood St. For those who knew Ray, please come and share your stories. In lieu of flowers, the family requests that donations be made to the BC Cancer Society.

Dennis William Holm May 3, 1953 - March 10, 2016
It is with deep sadness we wish to announce the passing of our beloved husband and father. On the morning of Thursday, March 10, Dennis William Holm lost his valiant fight with cancer. He passed away peacefully at his home in Campbell River with family by his side. Dennis was born May 3, 1953 in Meadow Lake, Saskatchewan and had a very fulfilling, yet short life. The world not only lost a generous, honest, caring man but a devote father, husband, best friend and Saskatchewan Roughriders fan. Den is survived by Judy, his loving and devoted wife of thirty-eight years, children; Christopher (Laura), Robert and Erin, grandchildren; Kira and Arik, mother; Melva, sisters; Diane (Jim) and Penny (Giles) and brother, Ron (Marcia) along with a large extended family. Den was not only larger than life, but had a smile that never ended. He was a hard worker and loyal to the core. He never took life for granted and wanted to experience all he could. From living in the Canadian Arctic until his final days, Dennis was an avid outdoorsman. He never did catch that elusive halibut but what a fisherman he was! Dennis was always humble and respectful of what the ocean offered. He loved quiet Sundays and walks on the beach with family and his loyal fourth, four legged child, Harley. Dennis was just beginning to enjoy the perks of retirement, was taken too soon and shall be deeply missed. Sincerest appreciation and gratitude to Dr. S. LeBeuf and Barb B., RN for all their unwavering care and compassion during this difficult time. As per Dennis’ wishes, there shall be no funeral service but a Celebration of Life shall be held at a later date. The Campbell River Storm will meet the Victoria Cougars in the VIJHL Championship Finals for the second year in a row. Game One is Sunday night in Victoria. In their drive to the Keystone Cup a year ago, the Storm’s fiercest competition came from the Cougars. Although they captured the Brent Patterson Memorial Trophy as League Champions in four straight, each game was decided by a goal. This year, Victoria hasn’t lost to Campbell River in four regular season games having outscored them 29-9. This series will be a battle of two teams with the best records in BC Junior B Hockey. The Cougars find themselves in the Finals after a 4-3 win over the Peninsula Panthers on

Monday. They are a perfect 8-0 in the post season. The Storm advanced following a 7-1 drubbing of the Buccaneers at the Nanaimo Ice Centre on Sunday. The win completed a four game sweep. The Black and Red played one of their most dominant games of the year. According to Head Coach Lee Stone, “We knew we were going to have to start strong in this game, we didn’t want to give them any life and I don’t think we did.” The Storm scored four goals on their first six shots and held a 4-0 lead after one. The Storm’s Braeden Cyra opened the scoring, at 3:17 of the first on the power play, with a slapper at the side of the net. He had a strong night, picking up two goals and two assists.

Midway through the period, Colin Blake circled the Nanaimo net and fired a high shot that fooled goalie Alex Orth. Later in the period, Keenan Scardina made it 3-0, but just 22 seconds later the Storm would add to that lead. The speedster, Carter Hikichi, on a two on one, slid the puck over to Cyra, who fired a laser that went cross-bar and in. In the second period, Campbell River would outscore the Buccaneers 2-1 on goals from Blake, his second, and Josh Coblenz. The Buccaneers would get one back when Jordan Levesque scored on a deflection at the side of the net. Jake Mullen stopped 29 of 30 shots including a third period penalty shot from Levesque. Mullen is undefeated since coming to the Storm in January (13-0). By the time Gage Colpron scored the seventh Campbell River goal in the third period, the game was out of reach and took on a strange twist. At 10:52, in the space of just a few plays, four Buccaneer players and their Head Coach were ejected from the game. Jake Calverley took a ‘roughing after the whistle’ penalty and was subsequently ejected. Levesque, as captain, conferred with one of the on-ice officials and he was tossed. Seconds later, Orth was also given a game misconduct. On the following play, after one of the referees was

After the game, Stone credited Saanich for his team’s success over Nanaimo, “I have to give some kudos to Brad Cook and the Braves because they fully prepared us for this (series). We went into the Saanich series thinking it was going to be a four game sweep and they taught us that’s not how it works in the playoffs.” He added, “We approached Nanaimo one game at a time.” Game 1 of the Finals is Sunday in Victoria with Game 2 slated for Rod Brind’Amour Arena on Tuesday.

Campbell River gymnast qualifies for Western Championships Fifteen athletes from the Campbell River Gymnastics Association went to the Carol Lenz Memorial competition in Surrey.
