Plans are well underway for this year’s annual Founders Day celebration in Greenwood. Janet Matsalla, vendor coordinator, said planning is going very well and is already ahead of last year’s. The celebration is put on by the Greenwood Board of Trade. “Preparations for this year are actually ahead of schedule from the last two years,” said Matsalla. “We’ve got new vendors making enquiries. It’s going very well.” The Founders Day event was

Ernst Baxmann is a hero, says International Forest products (Interfor) logging engineer Aaron Gunther. The company agreed without hesitation and stepped up with a way to thank him. It was in early December that Baxmann was driving his personally-owned logging truck, fully loaded, when he met a jeep that had crossed the centre line. Because of Baxmann’s driving expertise, both he and the female driver of the Jeep are alive today. “Ernst saved a lady’s life in Greenwood before Christmas by wiping out his own logging truck and could have easily either seriously hurt or killed himself doing it,” Gunther said. The driver of the Jeep had to be extricated from her vehicle and was taken to Boundary Hospital for precautionary reasons. She was issued a violation ticket under the Motor Vehiclie Act for undue care and control of the vehicle. ICBC is now involved and Baxman’s truck is a write-off. He has picked up employment in the meantime, but the truck was his livelihood. “We here at Interfor Grand Forks thought this was a heroic act so, although it doesn’t replace his truck, we gave him a little recognition for himself, his wife and kids,” Gunther said. Interfor, with assistance from Big White Resort, recently presented Baxmann with a certificate for accommodation and resort activites at Big White valued at $1,500!

A town-hall style meeting to discuss event planning for families and other community members had a less than enthusiastic showing. Organizer Curtis Sharp said only eight people showed up to the meeting, which took place Sunday afternoon at McArthur Centre.

“It went very poorly—we had eight people show up,” said Sharp. “We were expecting a much bigger turn out.” Sharp told the Times that the project is on hold for now. He said he will look into contacting some other people in the community that may be able to help out but is non-commital of any future plans. “I haven’t given up on it but we have to reassess the whole

situation to see where we go from here if at all,” he said. “When you have a community of some 500 people who were notified and only eight show up, four of whom were our friends, who were just there to support us—it’s not promising.” Sharp said there was some good discussion and good ideas that came out of the meeting but that was the only positive.

People seemed to rebound. There seems to be people buying and selling in Greenwood. We’re staying very positive and hoping for another good year.”

Rollover results in minor injuries

A 19-year-old man suffered only minor injuries after rolling his vehicle, reported Cpl. Judson Mayes of the Midway RCMP detachment. On Sunday, March 13 at 5:53 p.m., police responded to a single vehicle collision on Highway 3 near Norwegian Creek Road.

Child Insurance One of the most recurring questions I get from my clients is “Should I purchase insurance on my child?” While no one ever wants to think about the unthinkable, if something should happen, the last thing you need to worry about is money. It seems every time you turn on the news or go on the internet, you hear of some tragedy that has happened that ended with a loss of a child. I can’t even imagine what those families must go through. Over my career, I am sad to say, that our office has seen this type of tragedy on several occasions. No one ever wants to benefit from a loss of a child, but a life insurance policy does have other important benefits that most people don’t know about. The fact is in 20 or 30 years, children will need life insurance for the same reasons that you have insurance today. You can apply on their behalf and get almost a 50% discount on the premium. That means that they will pay 50% less, every month for the rest of their lives. The chances of getting the insurance at standard rates are almost 100%. In the future, when your children apply for insurance there may be obstacles to getting the insurance, such as medical problems, risky careers, hobbies etc. This means that they may not qualify or may have to pay more. On a policy I did for myself a few years ago, I ended up paying a little more than the regular premium as the company said I was to “short” for my weight as I like to look at it. I guess they figured my build was out of the “normal” range for their liking. Had I purchased more insurance when I was younger, I

wouldn’t have had to worry about paying more premiums by being rated. Another reason to consider insurance on a child is the policy has significant cash value in the future. You are teaching your child that “a little over a long time is a lot”. We all would have started saving earlier if we could do it over again. Here is your opportunity to make sure your children have an edge. Very few children cash out policies started by Mom and Dad. I am finding that children today, who have had a policy for the past 20 or 30 years that their parents bought for them, are using these policies to help pay for college, purchase vehicles or help with the down payment on a house. It’s amazing how much a small monthly premium can grow to a sizable cash value over time. If the unthinkable should ever happen, the policy proceeds would give you the funds needed to pay for a funeral and give you the choice of when to return to work. My parents weren’t financial geniuses when they purchased insurance on me when I was young, but I am glad that they did. That policy helped me get through college and the only thing that I wish is that they purchased more!

A true hero Heroes are sometimes hailed for a lifetime of behaviour and commitment, and sometimes just for a moment. In Ernst Baxmann’s case, it’s both. It’s both because if he hadn’t taken the time and patience over the years to become a good driver and if he hadn’t spent his lifetime putting others first, he wouldn’t have reacted as he did last December when he faced a vehicle crossing the centre line in front of his loaded logging truck. The driver of the other vehicle wasn’t paying attention—she received a ticket for it—and witnesses allege her windshield was snow-covered, limiting visibility. In a split second, it was Ernst who made the decision to ditch his own truck; the accident would likely have been much worse had he not done so. Interfor and Big White Resort have stepped up and offered Ernst and his family a stay at the ski resort as a way of saying thank you. As Aaron Gunther of Interfor said, it doesn’t give him his truck back but it gives him a bit of recognition for his selfless act. Ernst Baxmann, a true hero.

A look back

In his retirement from the newspaper business, former reporter Pat Kelly has started a daunting project—to digitize his archive of photographs. He had taken hundreds of rolls of film each year, equating to thousands of photographs, and knows it will take him a long time to complete the whole project. As he says (read his story on page 12), not every photo has the elements of a “good picture,” but many show friends and relatives from back in the day and are therefore valuable. He’s offering to share his digital albums with whoever is interested. He doesn’t want money; it’s a labour of love. Take him up on his offer, because the photos are wonderful.

Major changes need to be made The following commentary was sent to the Ministry of Forests, Lands and Natural Resources Operations—to Minister Steve Thomson, Deputy Minister Tim Sheldan, and Assistant Deputy Minister Madeline Maley (in charge of fire protection).

by Fred Marshall During last summer’s Rock Creek fire, many people experienced shock, frustration, anger, dismay, confusion and even arrest because of the way the evacuation orders were applied or rather misapplied. Similar feelings were and have been experienced on other fires in B.C. Major changes need to be made in the training and application of these APRIL 9 & 10, 2016 procedures so that they are properly 250-494-4356 understood by all parties and applied in a logical, knowledgeable and effective manner. With extremely few exceptions (children under 19 or handicapped adults) no one can force a resident to evacuate. It has also been the practice for the regional district, enforced by the RCMP, to prevent people from re-entering or accessing their properties once they have left or are restricted from entering if they were away when the evacuation order was given. Rescindment means that the evacuation orders are rescinded and people are allowed to return to their properties. Problems and Challenges: 1. The term order is extremely confusing to all parties involved in emergency management operations, especially to those dealing with fires. The word “order” conveys the meaning that it is mandatory when it is not and hence confusion reigns. Recommendations: A. The term “order” should be replaced by the term “recommendation.” This would convey the meaning that evacuation was a wise course of action but was not mandatory and would remove the main cause of the widespread confusion. B. Residents that chose to remain but needed to temporarily leave their property (e.g. to get food or gas etc.) and/or those residents who were away when the “recommendation” is made should be allowed to return to and/or access their properties. If necessary these people could be asked, or even required, to sign a release indicating that they were remaining at their own risk with no liability accruing to others because of their decision. C. Access by the general public would be restricted as appropriate. D. However, access by neighbuors and/or ministry firefighters and/or other authorized personnel who wished entry to assist those who stayed in defending their properties would be allowed access as appropriate. E. To determine whether or not one should stay or evacuate, the following evacuation guidelines should be provided to and used by them. Evacuation Guidelines Criteria/questions to assist in determining whether one should evacuate or stay: A. Have all children and/or handicapped people been evacuated to a safe place or evacuation center? If yes, then— B. Is the home and property fire-safe so the property is defensible? If yes, then—

C. Do they have adequate firefighting equipment and water etc. on hand with everything in working order? Two of the most important items are a reasonable supply of water and a way to deliver it, either by gravity or via a gas water pump with sufficient hose and nozzles etc. If yes then— D. Are they physically fit and properly clothed to fight fire? If yes, then— E. Do they have at least one and preferably two escape routes and safe places to go to? This might be a lake or river or cleared opening at one’s back door or a good road etc. If by foot, then one must be physically fit. If by motor vehicle then is the vehicle in good working order? If yes, then— F. Do they have reasonable knowledge of fire behaviour and have a level of risk identified ahead of time so that when that level is reached they know they will evacuate? If yes, then— G. When a person evacuates is therefore entirely up to then. If there is any no answer to the above provisos or criteria regarding when to evacuate, then one should say yes to evacuation and proceed accordingly. Obviously, as per the above list, when people evacuate will vary to a large degree. Some people, and I’ve known many, evacuate when the evacuation notice is issued. Good for them. Others wait until the orders are issued. Again, good for them. Some, however, remain and/or evacuate whenever they feel unduly endangered by a situation above their level of preparedness or competence to handle. Very good for them 2. The regional district, as they are in charge of emergency operations, has a due diligence responsibility to inform and protect the people under their jurisdiction. By issuing the evacuation recommendations as above to their constituents and providing them with the associated information, they will be fulfilling their due diligence responsibilities owed to their constituents. 3. Those choosing to stay inherently accept the responsibility for their own safety with no negligence accruing to the regional district, MFLRNO, MOTI, the RCMP or other party. Recommendations: A. The provincial government should ensure that all relevant parties involved in emergency evacuation procedures, especially the general public, are made aware of and are well and properly informed of all of the above.

Boundary C 4H Club held its third meeting of the year on March 3. Prior to the start of the meeting, our six youngest members gave their first prepared speeches. After the meeting placings were announced with Sophia Schneider in third, Sylvie Harpur in second and in first place, Cameron MacDonald. A separate speech night was held for the remaining 31 members. We started at 4:30, finish-

ing at 9:30 with only a short dinner break half way through. In addition to prepared speeches, senior members had one minute to prepare a one- to two-minute impromptu speech which was worth 50 per cent of their total score. The placings for seniors are: fourth – Megan Ewing, third – Sarah MacDonald, second – Hanna Harpur, and first – Marijka van Kuik. For the juniors, tying in third place are Analia van Kuik and Olivia Schneider, in second place is Reine Fossen, and tying

Founders Day 2016 will be taking place in Lion’s Park on Saturday, July 9. “It’s a great celebration in honour of Greenwood and the founding of Greenwood,” said Matsalla. “It’s to celebrate the community. It’s a free event to get in and everyone is welcome.” Matsalla said the event just keeps getting better and better. “Last year we had just over 1,200 people show up,” she said. “It was awesome. This year we’re more than prepared for that.” Matsalla said new this year will be a Movie in the Park under the stars. Matsalla said a movie hasn’t been selected but it will likely be a Disney movie. Movie in the Park will be put on with the help of the Boundary Regional Chamber of Commerce. All the popular events will be back including music acts, vendor’s market, Metis First Nation, Kids park, beer garden, Yukon Dan and Miner’s Alley, door prizes, food vendors, and plenty more.

“Over the past couple of years we’ve had over 60 vendors each year,” said Matsalla. “We expect the same number and maybe more. We’ll have restaurants represented such as Bored Room Bistro, Pacific Grill, D.J.’s Doughnuts and Fries. Also on hand will be the Pie Lady, North Fork Pork and Poultry and much more. There will be lots of activities for the kids. The Boundary Mining Association has an exhibit where kids can gold pan. They have prizes for the kids. It was very busy last year. The mining association is also sponsoring Yukon Dan once again. He’s a celebrity in the mining industry. The Founders Day event starts at 8 a.m. and goes until the end of the movie in the park. There will be a parade down the main street starting at 10:30 a.m. on Saturday. The opening ceremony will be at noon with a cake cutting and speeches expected from MLA Linda Larson, Vicki Gee, RDKB Area E/West Boundary director and Mayor Ed Smith. On Sunday there will be an interdenominational church service in the park. “We want to thank Signs49, the City of Greenwood and McMynns for their help,” said Matsalla. “We’ve got a good volunteer base as well but we can always use more volunteers. I moved to Rock Creek back in the mid-‘70s along with two married couples (the Beattys and Munros). We had formed partnership (aka commune) to live out our back-to-the-land dreams. Before moving up from Vancouver I had helped a girlfriend install a darkroom. Unfortunately, she was a citygirl through and through—so when I came to Rock Creek she, and her darkroom, both stayed in Vancouver. But like Andrew Tripp mentioned in his column last week there is something about the smell of photographic fixer that hooks you. So I put together my own darkroom and started snapping pictures. I took hundreds of rolls of film each year. But printing photographs in a darkroom is time consuming so most of pictures that I took never got beyond the negative stage. The rest of the negatives went into storage sleeves and were stowed away. I hauled those early negatives around for the next four decades, adding more to the pile each year. But the darkroom equipment went into a box too, so the pile only grew.

I decided a good retirement project for myself would be to digitize all those pictures. To my surprise there are many good ones (I was sure most would be out of focus or poorly exposed). But even those that don’t have the elements of a “good picture” often show friends and relatives from back in the day and are therefore valuable. Digitizing photos also makes them easy to share. Since January I have been placing them on Flickr as I finish scanning every couple of rolls. I then announce the new album via my Facebook page and invite friends to check them out. I was asked to share some pictures over the next few weeks until the new reporter gets here. I hope you enjoy— and if you do, then look me up on Facebook (Patrick Kelly).
