A head-on collision on Highway 33 Monday morning claimed the life of a 73-year-old Beaverdell woman. The accident, which took place 25 kilometres south of Big White Road, occurred at 8:29 a.m. and caused the highway to be closed for several hours. Kelowna RCMP and Central Okanagan Traffic Services responded to the crash. “Preliminary findings at the scene suggest that a southbound Mazda van had crossed the centre line to pass a semi-tractor trailer when it collided head on with an older beige Ford four-door sedan passenger car,” said Jesse O’Donaghey of the Kelowna RCMP in a press release. “The driver of the beige Ford was pronounced deceased at the scene. Preliminary findings also indicate that the woman was partially ejected from the vehicle during the collision as she was not wearing a seatbelt at the time of the crash. Her passenger, a 21-yearold man also of Beaverdell, sustained non-life threatening injuries and was treated in hospital.” The driver of the Mazda van, a 35-year-old woman, and her passenger, an eight-year-old girl, both from Kelowna, were treated at Kelowna hospital for non-life threatening injuries. No names have yet been released. The RCMP and the BC Coroners Service are continuing to investigate.

The Greenwood Seniors have arranged a meeting with Pat Vermiere from MLA Linda Larson’s office to help all low income people to apply for B.C. medical premium assistance. It does not matter what age you are or if you have been turned down in the past. All

you have to do is bring a copy of your 2014 notice of assessment as this must be sent away with your application. Vermiere said she will help everyone fill in the application forms. Some people can take between $3,000 to $9,000 off their income to bring it down to where you can qualify for premium assistance. So bring a pen and paper

Greenwood city council met on March 14 for their regular council meeting in which they discussed several important issues including the appointment of the fire chief, a Slag Royalty Reserve Fund bylaw and a Slag Reclamation Reserve Fund bylaw.

Council approved Capital Asset Policy No. 1705-01. The policy is a framework which has been established for the management and control of the city’s capital assets. Included in this framework are proper recognition, measurement, thresholds, aggregation, segregation, amortization, reporting, safeguard and disposal.

Council approved the first three readings of both the Slag Royalty Reserve Fund Establishment Bylaw No. 897 (2016) and the Slag Reclamation Reserve Fund Bylaw No. 898 (2016). The Slag Royalty Reserve Fund establishes a reserve fund for the money received from the sale of slag from the city’s portion of the slag pile. The interest earned on the money shall be used to pay for a number of items such as: capital projects; the purchase of machinery or equipment; the purchase of land and/or building; and repairs and maintenance expenditures over $5,000. The amount of money that should be in the Slag Royalty Reserve Fund is $20,337. The remainder of the slag fund ($37,521.70) has to be put into the Slag Reclamation Reserve Fund. The city will have to open an account at the Heritage Credit Union for the Reclamation Reserve Fund. The money is to be used for the reclamation of land under

the slag pile. Until the reclamation work is complete, the principle and interest may be spent on: reclamation work at the slag pile; testing required for reclamation work; and testing to establish a base line on Boundary Creek and the creek that goes under the slag pile. Higashi pointed that there is nothing happening with the slag pile. “This is something that happened in 2003,” she said. “There were agreements put in place to move the slag but the bylaws were not in place. This is just a formality.” Final reading for both bylaws is expected at the next council meeting. Fire department operational guidelines Greenwood now has an Operational Guidelines Fire/ Rescue Manual after council approved it at the last meeting. Higashi says this is the first time the city has put together the manual. “If anything changes we can go back and make adjustments,” she said.

The Minister of Transportation and Infrastructure is encouraging everyone to check DriveBC.ca before they head out on their travels. “On a long weekend, there is more traffic on the roads, as many people travel to visit their loved ones for family dinners and gatherings,” said Minister Todd Stone. “And at this time of year, the weather can often be unpredictable. We want everyone to stay safe on the roads this upcoming long weekend and so we are urging you to ‘know before you go’ by checking your route on DriveBC before you set out on your journeys.” DriveBC provides information on latest road conditions, weather, incidents, and special events, such as road construction. DriveBC also provides seasonal driving tips and other helpful links for planning a safe trip. Road conditions can also be accessed toll free at 1 800 550-4997. The ministry has increased the DriveBC network by adding more than 66 new highway cam views last year, which boosts the network to more than 549 highway cam views across B.C. Another way to “know before you go” is to follow DriveBC and TranBC on Twitter and get up-to-date information on your desktop or mobile phone. Drivers are reminded to obey all posted speed limits and if the weather is bad, slow down according to road conditions and maintain a safe following distance. Motorists are also reminded of the “slow down move over” law, which now includes all vehicles displaying a flashing red, blue or yellow light. This law improves safety for first responders, Commercial Vehicle Safety and Enforcement (CVSE) and tow truck drivers, as well as all roadside workers, including highway maintenance workers.

With the drought of last year and subsequent water restrictions, water is a hot topic in the Boundary. The Kettle River Watershed Management Plan, which began in 2010 under the direction of project coordinator Graham Watt, is a colloborative initiative supported by a stakeholder advisory group with participation from local and provincial governments and representatives from various sectors and organizations across the Boundary. The plan, which is now in the implementation phase, is to develop a shared understanding of watershed ideas and create a vision, goals and strategies to care for the Kettle River watershed. Watt has accepted a position at the City of Grand Forks as an engineering consultant and will be stepping down as project manager of the Kettle River Watershed Management Plan. Jessica Mace, who moved to Grand Forks a year and a half ago with her young family, will be taking over as project manager. Watt,

however, will be staying on as an advisor with the project. “Right now Commons­ Place Consulting, which is a business owned by Cavan Gates and I, has a contract with the RDKB to coordinate the implementation of the Kettle River Watershed Management Plan,” said Watt. “It’s a three-year contract (2015-17) so we’re just under halfway through. Now I’ve flown the coop after taking an opportunity with the city but I still have a really strong interest in the Kettle River Watershed Management Plan and especially some of the work as it relates to city work. “As it stands, our company needed someone to come in and take over the coordination part of it and I could still stay on a little bit as an advisor. It’ll be Jessica Mace who will be leading the work and making sure everything is ready to flow.” Watt said he will continue to support the events already underway with the plan and connecting on some of the shared initiatives between the city and the RKDB around water conservation and protection of the aquifer. from Ontario but lived in Yellowknife, Northwest Territories for the past six past years before coming to Grand Forks with her family. Her first job was doing environmental work on the distant early warning (DEW) line sites. Most recently when living in Yellowknife, she helped clean up contaminated mine sites as a project manager working for Aboriginal Affairs and Northern Development Canada. “I think it’ll work well,” she said. “I can use my management skills to manage the project. We’ll hire consultants when we need to and work with partners to ensure the implementation of the plan is underway.” With three children under six, Mace has spent her time in Grand Forks mostly as a stay-at-home mom although she has been active in the community with sports and groups such as the agricultural society where she sits on the board. “I think the timing has been really good for looking ahead to the rest of this phase of implementation,” said Watt. “We kind of have an end goal of understanding

how to have governance over the watershed. It’s a really complex task.” Watt said the “passing of the baton” is a great chance to refocus on the big initiative to get the big tasks done around drought management, drought response and governance over the complex issue of water. He said it’s important that all the stakeholders work together for the betterment of the project. wThe stakeholders include the RDKB, local municipalities, agricultural organizations, environmental groups, industries, and more.

Boundary Central Secondary’s Spirit Club collected 197 pairs of socks during a sock drive for the Boundary Women’s Transition House. I have always been a supporter of women’s rights and through personal experience I have witnessed unhealthy relationships that have occurred in the Boundary. This initiated my interest to help end violence against children and women and also take an action towards women and men equality. In addition, I thought creating awareness of the issue in my school would

help youth differentiate healthy and unhealthy relationships and what support systems are available just in case they need any. My goal was to spread awareness and benefit the organization to help in any way. I was aware of the Boundary Women’s Transition House from participating in workshops when I was younger so I already knew how amazing this organization was and how much it benefits and impacts our local and provincial areas. I wanted the fundraiser to be successful so women and children could feel more comfortable during their time of hardships, so I sought help from all members of Spirit Club at Boundary Central Secondary School to help make

RCMP had a report of a stolen 2006 grey Chrysler Sebring car, reported Cpl. Judson Mayes of the Midway RCMP Detachment. The car’s BC license plate number is CB751F; it’s registered to a male from Beaverdell, Mayes added. If the general public is able to assist in providing any information related to this theft of auto, if the vehicle is located they are asked to contact the Midway RCMP 250-449-2244 or Crimestoppers at 1-800222-8477 (TIPS) right away.

Mayor and council report The mayor reported that he would be unable to attend a meeting on May 10 regarding the Trans-Canada Trail and that a councillor would have to take his place. An annual general meeting of the Midway Trails Society is coming up on April 25 at 6 p.m. at the Fire Hall Training Centre and that it is open to the public. Bylaw to establish a reserve fund for gas tax Council gave final reading and approval to Bylaw #478, which is a bylaw to establish a reserve fund to receive gas tax funding through the Community Works Fund. Council responds to closing of reuse facility at Rock Creek landfill On Monday, council heard the RDKB

report from council representative Marguerite Rotvold. Rotvold reported that the RDKB is discussing reducing the hours at the Rock Creek landfill. She also said they would be closing the reuse facility for safety and liability concerns. Council directed to send a letter to the RDKB regarding the closure of the reuse facility and why the public was not consulted.

At the RDKB regular board meeting today (after press time), the board of directors will vote on whether to change the Sunday closing time of the Rock Creek Transfer Station to 5 p.m. and the Saturday closing time of the West Boundary landfill to 4 p.m. Also at the meeting, the board will vote on directing staff to initiate a communications plan and close the reuse centres at the West Boundary landfill as well as at the McKelvey Creek and Grand Forks landfills.

It’s time to talk about ticks The early spring weather means many of us are spending more time outside. We aren’t the only ones enjoying the unseasonable warmth—the change in weather also brings out ticks—small bugs that feed on the blood of humans and animals and can sometimes transmit disease. Ticks are most often found in tall grass and wooded areas, so covering up before you head outdoors and checking for ticks on yourself, your children, and your pets after being outdoors, are simple things that go a long way to prevent tick bites. “The most common tick species in the Interior Health region is the Wood Tick (Dermacentor andersoni), which is not known to carry the Lyme disease bacteria, said Dr. Silvina Mema, Medical Health Officer with Interior Health. “The Wood Tick can carry other diseases such as Rocky Mountain spotted fever, although it is very rare. Some ticks also have toxins that can cause temporary muscle weakness and paralysis but the symptoms fade once the tick is removed.” The tick species that carries Lyme disease (Ixodes pacificus) is more common in the coastal areas of B.C., but may

also be present in low numbers in areas within Interior Health. Less than one per cent of Ixodes ticks in B.C. carry Lyme disease. In addition to fever, headache, and muscle pain, people infected with Lyme disease will often develop a rash that looks like a “bull’s eye” target and expands from the site of the tick bite. “Most tick bites do not result in illness; however, all tick bites should be cleaned, as infection can occur whenever there is a break in the skin,” added Dr. Mema. “It is important to watch for signs of tick-transmitted illnesses. Signs of many tick-borne infections can be quite similar and include fever, headache, muscle pain, and rash. Anyone who experiences a bulls-eye rash or other symptoms should see a doctor as soon as possible.” Other precautions include: Walking on cleared trails when in tall grass or wooded areas. Wearing a hat, long sleeves, pants, and light-coloured clothing. Tucking pant legs into socks or boots. Applying insect repellent containing DEET on uncovered skin. Carefully checking clothing and scalp (covered or not) when leaving an area

where ticks may live. Having a shower after returning from areas where ticks may live. To reduce ticks from entering your home and yard, try these steps: Keep your lawn short and remove any fallen leaves and weeds. Keep a buffer area such as wood-chip or gravel border between your lawn and wooded areas or stone walls. Any play equipment or play zones should be kept away from wooded areas. Trim tree branches to allow more sunlight in your yard. Keep wood piles and bird feeders away from the house. Widen and maintain trails on your property. If you find a tick on yourself, a family member, or pet, wear gloves and gently remove it. Use needle-nose tweezers to gently grasp the tick close to the skin and pull the tick straight out without squeezing. After removal, clean the area with soap and water. If you have concerns or need assistance removing a tick, please contact your family doctor or visit a walk-in medical clinic.
