Stacked in the attic of the Rossland Miners’ Hall were piles of dusty tin tiles, removed from the roof and walls during a major renovation of the hall from 1979 to 1983. The tiles were never replaced, as it was discovered that they were a later addition to the hall and not part of the latenineteenth century construction. Decades after the 1980s, the tiles were unearthed in preparation for another renovation, its purpose not so different from the one that proceeded it. The Miners’ Hall was built in 1898 by the Western Federation of Miners Local 38.

Headquartered in the hall, the union won the fight for an eight-hour work day, amended the Trade Union Act and paved the way for the union movement in BC and Canada. The Miners’ Hall also has the distinction of having survived all three of Rossland’s major fires. But by the late 1970s the Miners’ Hall had fallen into disrepair and, after acquiring the building from Local 480 of the United Steelworkers of American for $1, the Rossland Heritage Society (RHS) began to undertake a major renovation of the space that included digging out the dirt around the foundation by hand and raising the hall to replace the support beams. They also installed a “historic” trough-style

urinal in the men’s bathroom and setup a movie theatre on the lower level of the hall. Screening movies for the public was just one community use that the team envisioned for the hall, but seems to have been one of the most challenging to implement. Eileen Fletcher — architect, president of the RHS and project coordinator for the renovation — wrote to the National Film Board on Feb. 15, 1979 to ask if someone would come and take a look at the hall and suggest a course of action for setting it up as a parttime movie theatre. Later that same year on Aug. 27, she contacted Kirk Tougas from the Pacific Cinematheque Pacifique in Vancouver to ask how the RHS could get access

to films and if he could offer any advice on how to run a film club. The team that worked on the renovation in the ’70s and ’80s repeatedly stated in their documents and correspondence that they wanted to restore the Miners’ Hall as the centre of life in Rossland. Their goal was not just to restore a heritage building, but to create a usable community space, and they were conscious of the compromise required while working toward both objectives. To help match the layout of the hall to the original layout, Bruce Allen contacted Elsie Varcoe, who used to live on the lower level of the Miners’ Hall. Varcoe wrote back on May 24, 1979 and shared what she

could remember about the hall, including the fact that the lower level was used as dressing rooms during performances, and that there was one office, which was split in two. In line with the compromise between historical accuracy and community use, the renovation did not restore the original living quarters. Today’s renovation is not nearly so extensive, as the City of Rossland — who eventually took possession of the hall from the RHS — and the Rossland Council for Arts and Culture (RCAC) are able to build on the improvements made in the 1980s instead of having to completely restore the building. While many aspects of the renovation, such as the

The RCAC is raising money to renovate the Miners’ Hall attic for the first time in 118 years. replacement of the siding and the repair of the roof, are purely structural, the renovation of the attic is intended to increase the Miners’ Hall’s capacity as a community space. The refurbished attic will include a makeup area and green room for performances, a meeting lounge, washrooms, a kitchenette as well as a large mutipurpose space. To finance the renovation, the RCAC sold off the tin tiles that had been stored in the attic since the 1980s renovation. The sale was part of a matching campaign that allowed the council to raise more than $52,000 toward the $500,000 project. Despite the success of fundraising efforts so far, there is still another $100,000 to $150,000 to be raised,

though the RCAC has a number of grants under consideration that could help cover the remaining costs. According to an undated and unidentified document found in the Rossland Museum archives, titled simply “The Miners’ Hall,” the attic was intentionally left unfinished when the hall was first built. “The building itself is 90 ft. wide and is in all, three stories high, exclusive of the great attic, which at present will not be utilized but, nevertheless can be converted into an additional lodge room whenever it is thought necessary.” One hundred and eighteen years later, the attic is finally being turned into a community space.

CASTLEGAR — An author who grew up in Castlegar has had his first book nominated for a humanities prize. Ian Mosby graduated from Stanley Humphries Secondary School and his first book, Food Will Win the War: The Politics, Culture, and Sciences of Food on Canada’s Home Front (2014), is currently a finalist for the Federation for the Humanities and Social Sciences’ Canada Prize in the Humanities. “It’s a book about the role that food played in the mobilization of the home front in Canada in the Second World War,” explains Mosby, who has a PhD in history from York University. “So it looks at things like food rationing, popular nutrition campaigns and women’s voluntary work.” Working on the book, Mosby was surprised to find that rationing wasn’t as much of a hardship as he’d imagined. “The surprising thing I found is that I assumed going in that rationing would mean austerity, it would mean cutting back on a lot of food, but what I found was Canadians actually ate better during the war than they had for decades,” he says. “In fact it wasn’t at that level again until at least the late 1950s or 1960s, and part of that was because there was a lot of government control of food with the idea of making more accessible to everyone.” Food Will Win the War has already collected one award, co-winning the Political History Group Book Prize from the Canadian Historical Society.

After last year’s dry summer and water restrictions, there have been some concerns in the area about maintaining reservoir levels. But the dry season in the Kootenays is nothing compared to desert areas in countries like Nepal and Chile, where researchers have come up with an innovative way of supplying communities with water. Fog harvesting is the process of collecting fog in a large, vertical polyethyleen mesh net. The fog is captured in the net and drips down to the bottom where it’s captured in a trough that connects to a pipe. The pipe can lead either to a storage tank or can flow downhill to a nearby village. It takes 10 million microscopic droplets of fog to make one drop of water, but in the right areas, a large fog collector (LFC) can collect an average of 200 litres a day. Dr. Robert Schemenauer is co-founder of FogQuest, a charity based out of Kamloops that constructs LFCs in communities of developing countries with seasonal or year-round dry conditions. He first started working on fog collecting around 1985 when he was working for Environment Canada as a research scientist in Chile. His work there resulted in

So far, fog collecting has only been done for research purposes in Canada and Schemenauer says that fog harvesting is only recommended in places where there are no other options for accessing water. LFCs cost $1500 USD to construct, which isn’t bad considering the amount of water they produce, the low maintenance they require and their ten-year lifespan. But setting up the LFCs first requires taking the time to experiment with location and placement, which is done using 1m2standard fog collectors. Ultimately it’s not worth

That being said, fog collection is already a natural part of our water cycle. “Fog collected by the trees, whether it’s in the summertime when it’s liquid droplets hitting and dripping off, or whether it’s fog in the wintertime, it’s again liquid droplets and they freeze forming rime ice, together that source of water from fog is probably around 20 per cent of all of the water that’s available in the area,” he says.

Nelson-Spokane highway gave customs port its name GREG NESTEROFF West Kootenay Advertiser

One hundred thirty-seventh in a semi-alphabetical series on West Kootenay/Boundary place names Nelway is a contraction of “Nelson and Spokane highway,” although some have speculated it might actually be derived from “Nelson and Fort Sheppard Railway,” which didn’t run through Nelway, but was in the general vicinity. The Nelson-Spokane highway (now Highway 6) officially opened on Aug. 29, 1923, but the name Nelway wasn’t adopted by the Canadian customs crossing until a few years later. An early mention is in the Nelson Daily News of Aug. 2, 1926: “Large crews of men were yesterday dispatched to Nelway to fight the Slate creek fire …” The Nelson Board of Trade worked hard to promote the highway, but its efforts were sometimes stymied by mapmakers. According to the Daily News of Oct. 8, 1926: “Latest of bodies

to be oblivious to the existence of the Nelson-Spokane highway, in use now several seasons, is the bureau of provincial information … “Copies of the otherwise excellent manual on ‘Highways, Motor Camps, and Stopping Places in British Columbia, Compiled for Visiting Motorists,’ received by the Nelson Board of Trade, plainly mark on the road map therein the international connection at Yahk, via East Kootenay … but fail to show any record of the connection between Nelson and Spokane. “Secretary E.F. Gigot, on receiving a supply of the new publication … was almost stunned when he found this official road map had this glaring omission, for an appreciative part of his correspondence the past two years has been in drawing attention to the omission of this highway.” While Nelway is in BC, there are plenty of erroneous references to “Nelway, Wash.” The American side of the crossing is known as Metaline Falls.

NEW GLASGOW (aka NEW GALWAY) This phantom townsite east of Burton was founded by John Gibb Devlin (1865-1925), nicknamed the Gunner from Galway after a song he often sang. According to Whistlestops Along the Columbia Narrows: “During the gold rush days there was a rivalry about which townsite up Caribou Creek should be reached by the wagon road … Devlin staked a townsite on Rodd Creek and called it New Glasgow City. The other townsite was staked on Mineral Creek and was named Mineral City. The wagon road crossed Caribou Creek and went into Mineral City, bypassing the Gunner’s townsite. Had he lived he would have found the present road now goes over the site of the New Glasgow City which he had staked.” Elsewhere the book says the townsite was also known as Gunner’s City. No contemporary references have been found to either name. In fact, while Devlin

was born in Glasgow, his town was called New Galway. The Ledge of March 28, 1895 reported: “J.D. [sic] Devlin is building an hotel on his pre-emption on Cariboo creek. His townsite will be known as New Galway.” New Galway was also mentioned the following week in the Revelstoke Kootenay Mail and Vancouver Daily World, but never again. The Rossland Miner of March 7, 1896 noted Devlin was planning to reopen his hotel in a week or so, but it might not have happened. There are lots of stories about the Gunner and here’s one: that fall, he landed on the front page of the New York Times and many other newspapers after declaring a critical shortage of women in West Kootenay. He insisted that if “1,500 nice girls [came] out to Rossland alone, every one would get a good husband.” Soon after, the Gunner himself took a bride, Isabella Watson, although he returned to Glasgow to marry her before they moved back to Canada. They had four children.

First Nations leader to speak on decolonization, self-determination CASTLEGAR/NELSON — “It is always good to go back to the Kootenay,” says Arthur Manuel of his upcoming visit to Castlegar and Nelson. The former chief of the Neskonlith Indian Band says his mother was Ktunaxa and recalls spending part of his youth in the Cranbrook area, including a year in residential school there. But it’s the future that’s on Manuel’s mind these days. And next week he’ll be speaking at the Selkirk College Castlegar Campus and Expressions Café in Nelson as part of a lecture series sponsored in part by the Nelson United Church, the Federation of Post-Secondary Educators and the Selkirk College’s Mir Centre for Peace. He’ll talk about the path to equality and prosperity for First Nations. That path, he says, is through self-determination and self-government. “Canada needs to recognize Aboriginal title on the ground and recognize that indigenous peoples have the right to freely choose their own political governance over their land,” he says. “The federal government will have to repeal the Indian Act, abolish the Department of Indian Affairs and define selfdetermination of Canada with indigenous peoples.” Manuel’s career has been spent fighting for that goal, beginning in the 1970s as a chief, and continuing as a political leader at the provincial, national and internationals levels. Despite some gains—he notes how the rights of Aboriginal people are recognized

Selkirk College photo internationally today and any form of colonization condemned by the United Nations—he says he’s still disappointed by progress made in Canada. “We have a long way to go because we have not even come up with a mutually agreeable policy to settle Aboriginal title in our territories,” he says. “These territorial and land rights associated to our territorial interest must be resolved before we can get down to agreeing what kind of self-government we will have over those territories.” The new Liberal government in Ottawa may bring talk of a new relationship and make symbolic attempts at inclusion, but Manuel remains skeptical. He notes the party was in power for most of the last century and has

its fair share of attempts to eliminate or eradicate Aboriginal title, government and even culture. “Canada must root out colonization between indigenous peoples and Canada as a settler state,” he says. “Self-determination is the international remedy for colonization. We must draw upon the experience of the global community to decolonize Canada.” Manuel co-wrote a book last year with Grand Chief Ron Derrickson, Unsettling Canada: A National Wake-Up Call, in which he talks about de-colonization and entering new relationships. His speaking tour is part of the process to educate people about colonization, selfgovernment, self-determination and the realities Canadian society. Manuel says education is key

if people are to understand and support First Nations aspirations for self-determination, including in the Kootenays where talks have begun to settle Aboriginal title and claims. “Nelson and Castlegar, like all other communities in B.C., are affected by Aboriginal title,” he says. “And it is best for both settlers and indigenous peoples to get to know this topic from a human rights perspective.” Manuel’s stop at the Castlegar Campus takes place on March 22 between 12 p.m. and 1 p.m. in The Pit. He will then travel to Nelson where he will speak that evening at Nelson’s Expressions Café from 7-8 p.m. Tickets for the evening event are at the door @ $5/ticket. Sliding scale in effect.

Columbia River Skywalk picked as new bridge name

TRAIL — Columbia River Skywalk it is. Trail council agreed with 152 citiznes last week, by voting to name the new pipe/pedestrian bridge, the Columbia River Skywalk. Notably, the name “Columbia Skywalk” was originally submitted, but council chose to add “River” to give the proposal clarity, before the option went to public

vote along with six other options. The city received over 80 bridge name suggestions from its “Name that Bridge!” campaign. The complete list of proposed names was then disseminated to a select committee that included former Trail mayor Dieter Bogs, Jamie Forbes, president of the Trail Historical Society and Trail Times editor,

Guy Bertrand. The suggestions were narrowed by the select group to 10, and from that list the top six (plus Columbia River Skywalk) were sent back to the public for an online poll. Of the 574 responses, Columbia River Skywalk garnered almost double the votes, 152, ahead of the second option, Silver City Suspension Bridge, which was selected by

only 83 people. Trail resident Glen Schneider, who provided the chosen name, will be recognized with a prize of appreciation. Additionally, the city is developing a plaque for placement once the bridge is completed and officially opens in mid-December. Grand Forks and Boundary Regional Agricultural Society (GFBRAS) presented the annual Seedy Saturday event at the Holy Trinity Anglican Church. The Zebra Mussel, although small, is a major concern for Kootenay Lake. This mussel and the Quagga mussel are both freshwater bivalves, native to the Black-sea Region of Eurasia. They were introduced into the Great Lakes from transoceanic ships that discharged their ballasts in the 1980s. Both Zebra and Quagga mussels have light and dark alternating stripes, hence the name Zebra Mussel. The female mussel of each family can produce an average of one million eggs each year. These mussels have spread from the Great Lakes and are now in Lake Winnipeg, Manitoba and have infested 24 American States. Some of the implications that will occur if this mussel infests Kootenay lake are:

1. They become so thick that they clog distribution systems for drinking water. 2. They impact fish and wildlife by increasing toxic algae blooms. 3. They ruin beaches. 4. NELSON — Nelson de velop er Eddie Boxerman wants to take you to Karmaka. “I like to think of it as a sort of karmic judo,”Boxerman told the Advertiser. “It’s based on the theme of karmic justice— what goes around, comes around — so if I do something nasty to someone, they’re going to be able to do that to me during my next life. But if I do something nice, then ultimately I’ll benefit.” The tactical card game, which is scheduled to be released in six months, earned $220,000 during a Kickstarter campaign earlier this year. It was created with Toronto’s Dave Burke. Their first run will be 10,000 copies, and they’re also trying to find their way into retail stores. The illustrations were done by Marco Bucci, an artist with experience working on the Star Wars franchise and with Mattel. The game is intended for two to four players, with a two-player game lasting 30 minutes and a four-player one often taking an hour. Boxerman said he feels supported by the artistic community of Nelson, and appreciates the growing tech community. His wife Angela Schade grew up here and they have a young daughter. He’s thrilled he can do his work from such a picturesque locale. “The city has been doing a lot to attract tech people and support them, and I really appreciate that,”he said.

FortisBC grant energizes Selkirk College’s sustainability project CASTLEGAR — A $10,000 grant from FortisBC has energized Selkirk College’s quest for sustainability, joining together as leaders in the community. “Sustainability is important at the college,” says grant applicant and Selkirk College Geography and Hydrology instructor Allison Lutz. “It’s our responsibility as leaders in our community to demonstrate responsible stewardship of our envi-

ronment and this grant will help us to conduct a sustainability audit, and set new goals around reducing greenhouse gases and energy use.” The grant comes from FortisBC to support community energy planning, energy efficient design and organizational policies that support environmental sustainability use. “Selkirk College has shown leadership by taking steps to identify which energy-conser-

Time to talk ticks The early spring weather means many of us are spending more time outside. We aren’t the only ones enjoying the unseasonable warmth — the change in weather also brings out ticks — small bugs that feed on the blood of humans and animals and can sometimes transmit disease. Ticks are most often found in tall grass and wooded areas, so covering up before you head outdoors and checking for ticks on yourself, your children, and your pets after being outdoors, are simple things that go a long way to prevent tick bites. “The most common tick species in the Interior Health region is the Wood Tick (Dermacentor andersoni), which is not known to carry the Lyme disease bacteria, said Dr. Silvina Mema, Medical Health Officer with Interior Health. “The Wood Tick can carry other diseases such as Rocky Mountain spotted fever, although it is very rare. Some ticks also have toxins that can cause temporary muscle weakness and paralysis but the symptoms fade once the tick is removed.” The tick species that carries Lyme disease (Ixodes pacificus) is more common in the coastal areas

of B.C., but may also be present in low numbers in areas within Interior Health. Less than one per cent of Ixodes ticks in B.C. carry Lyme disease. In addition to fever, headache, and muscle pain, people infected with Lyme disease will often develop a rash that looks like a “bull’s eye” target and expands from the site of the tick bite. “Most tick bites do not result in illness, however, all tick bites should be cleaned, as infection can occur whenever there is a break in the skin,” added Dr. Mema. “It is important to watch for signs of tick-transmitted illnesses. Signs of many tick-borne infections can be quite similar and include fever, headache, muscle pain, and rash. Anyone who experiences a bulls-eye rash or other symptoms should see a doctor as soon as possible.”

Other precautions include: Walking on cleared trails when in tall grass or wooded areas. Wearing a hat, long sleeves, pants, and light-coloured clothing. Tucking pant legs into socks or boots. Applying insect repellent containing DEET on uncovered skin. Carefully checking clothing and

scalp (covered or not) when leaving an area where ticks may live. Having a shower after returning from areas where ticks may live. To reduce ticks from entering your home and yard, try these steps: Keep your lawn short and remove any fallen leaves and weeds. Keep a buffer area such as wood-chip or gravel border between your lawn and wooded areas or stone walls. Any play equipment or play zones should be kept away from wooded areas. Trim tree branches to allow more sunlight in your yard. Keep wood piles and bird feeders away from the house. Widen and maintain trails on your property. If you find a tick on yourself, a family member, or pet, wear gloves and gently remove it. Use needlenose tweezers to gently grasp the tick close to the skin and pull the tick straight out without squeezing. After removal, clean the area with soap and water. If you have concerns or need assistance removing a tick, please contact your family doctor or visit a walk-in medical clinic.

FortisBC grant encourages Selkirk College students The FortisBC grant reinforces the efforts and encourages Selkirk College to keep on striving. “It’s like getting your exam marks back and finding out that you’ve done well, that we’ve accomplished something here,” Lutz says. With learning at the heart of Selkirk College, this sustainability project becomes part of the lesson. “Using the sustainability data in course curriculum whether it be a stats class, a computer class with a spreadsheet or a sustainability course, it’s always good to use real data that’s relevant and local,” says Lutz. “In the School of Environment and Geomatics, we strive to provide hands-on-real-world learning opportunities to our students.” That education extends to the broader public. “As a community college, we are in a privileged position to interact with many people in the community we serve,” says Lutz. “We strive to be progressive and innovative as an example, sharing our success with others and being a role model in the community.”
