Forensic nurses treat and empower assault victims

t might be that her memory can’t explain her aching body and confusion. Perhaps her black eye wasn’t caused by her “clumsiness.” Or maybe, she’s a victim of violence – physical and/or sexual. She may come alone, with family, or with a police officer, but whatever the circumstances, she has come to Abbotsford Regional Hospital (ARH) shaken and in need of help. It’s here at the nexus of health care and criminal justice that Fraser Health’s forensic nurses like Susan Short go into action dozens of times each year. Part nurse, part forensic investigator, it is Short’s job both to treat victims of sexual assault or intentional violence – the vast majority of whom are women – and, if they consent, collect evidence that could be vital to a police case. The program began in Surrey in 1992 and expanded to Abbotsford in 1999. Since then, patient volumes in Abbotsford have grown considerably, from just 10 in the program’s first year at ARH, to 68 in 2013, and up to 106 last year. Across the province, forensic nursing services vary from stand-alone services like Fraser Health’s, to sexual assault response teams that include examiners. Although the number of patients seen has risen steadily, Short says a lack of awareness still prevents many women from getting the help they need. And despite their training, specialized forensic nurses continue to run into some skepticism in the justice system. “Most people don’t actually know we exist,” says Short from the small office in ARH’s emergency department from where she co-ordinates the program. Many victims also don’t know they can receive treatment at the hospital – and even have evidence gathered from their body – without filing an immediate police report. Anjie Gibson, a nurse with Fraser Health’s Embrace clinic, which provides follow-up care to assault victims, said people “think by coming to the hospital, Continued on A3

PILOTS OF THE WEEK! Carter Korstrom
police are automatically involved.” Instead, each assault victim who walks into the emergency room is not only in need of help, but is also a walking crime scene who has the right to grant a forensic investigation. While every patient receives medical care, those who wish to submit to a forensic exam can opt to either have that evidence forwarded to police, or to have it stored on site while they choose how to proceed. “That often gives that patient time to decide what they want to do,” Short said. ■■■■ The forensic nursing unit in Abbotsford is just one of two in Fraser Health, with the other located at Surrey Regional. In Abbotsford, the program employs Short and five other nurse examiners, all women, who have specialized training, and work on an on-call basis alongside their other duties. Patients who come into other area hospitals with evidence of interpersonal violence or sexual assault in the last seven days are taken to the two hospitals to see a forensic nurse, although those nurses can also travel to see a patient if needed. (Those who visit a week after the incident are directed to the Embrace clinic, which was established in 2014.) Referrals come not only from the ER’s triage unit, but from family doctors and practitioners. Short says many patients feel more comfortable discussing such assaults with another woman who doesn’t have a connection to family members. But patients remain overwhelmingly Caucasian, with those of South Asian or First Nations background under-represented. Whether for cultural, personal or other reasons, studies have shown most sexual assaults are never reported. The options given to victims by forensic nurses aims to address that, and the 2014 launch of the mobile Embrace clinic aimed to provide further services to victims who have seen a forensic nurse, and those who never visited a hospital for an incident. “There are so many barriers in coming into the ER,” Short said.
In Abbotsford, while the forensic exam room doesn’t look anything like a set from lurid CSI police procedurals on TV, the nurses have a full forensic toolkit at their disposal. The typical patient is a woman in her early 20s. Often she will have more questions than answers, due in part to drinking the previous night. A toxicology report can help in that regard, as can a blue-light-assisted search for bodily fluids. In consultation with the patient, the nurses will also search for DNA, and examine and document any wounds or marks. While doing so, they’ll also provide standard medical care and look for further injuries. Abbotsford Police Const. Paul Walker called the nurses’ work “invaluable” and said it regularly allows police officers to bring cases to trial. “It’s a vulnerable time for somebody going through that, and disclosing that to police is often difficult,” Walker said “By having someone that is trained in the exam and the collection of evidence, for a lot of people it sets their mind at ease.” Their importance can be seen in a court case last year, in which Short’s discovery of injuries to a patient was found to contradict the testimony of a man accused of sexual assault. “The evidence of the injuries noted by the forensic nurse are more supportive of how the complainant testified that the sexual encounter occurred than how the accused says that it occurred,” the judge said while delivering his guilty verdict. The lack of knowledge – from ordinary people and those who are more familiar with the system – continues to frustrate. Short recently testified at a trial in which the judge questioned that a doctor might be better suited to collect forensic evidence, even though Short has specialized training and years of experience that most physicians lack. “It’s like, ‘Judge, you’ve got time for coffee? Because I’d love to chat.’ “Anybody can do this work with specialized training,” she said. “We often hear, ‘Oh, shouldn’t a doctor be doing it?’ and I’d have to respectfully disagree with that because they don’t have the training, they’re not getting any of that in medical school.”

before veering off the road on Cardinal Avenue and striking the pedestrian. The driver remained on the scene of the collision and was taken into police custody. Walker said Tuesday that the female victim had made “remarkable progress” overnight and was listed in stable condition. On Saturday night,
an Abbotsford man was also seriously injured in a vehicle accident in Langley. The collision occurred at about 8:45 p.m., when it’s believed that a 53-year-old Abbotsford man was driving at a high rate of speed westbound on Townshipline Road near 272 Street. The driver failed to negotiate a curve and his 2003 GMC Sierra
pickup became airborne, landing in the ditch below at the westbound lanes of Highway 1. The lone occupant was airlifted to hospital with serious injuries, and police said there were several witnesses to the crash. Port Mann RCMP are following up on whether impaired driving charges will be recommended.

Calf in traffic safely captured Vikki HOPES Abbotsford News
A calf on the loose in Abbotsford traffic was captured without harm on Tuesday morning. Const. Paul Walker said the incident went better than one in November in which the Abbotsford Police Department (APD) was highly criticized after an officer fired 24 shots to kill a cow that had escaped from a local property. In that incident, the cow – first reported running in traffic at South

Parallel and Whatcom roads – made its way along the freeway and through residential and business properties before it was shot on Sumas Way just north of South Fraser Way. At the time, police said they had tried to locate farmers who could help capture the cow, but they were unable to do so. Since that time, Walker said the APD has expanded its list of people who are available to assist at all hours in such situations.
The latest incident began at 9:10 a.m. Tuesday, when police received reports of a calf running in and out of traffic on Sumas Way near Highway 1. Walker said police were able to reach a couple of farmers/ranchers on their list who were able to come to the scene, as officers stopped traffic in the area. The animal was safely captured at 9:36 a.m. in a field on Sumas Way near Vye Road and returned to its owner at a nearby stockyard.

She was taken to hospital by air ambulance with serious injuries. Walker said the woman was initially unconscious and motionless at the scene, but paramedics were able to revive her. While on scene, police received a report of another accident minutes earlier in the 30200 block of Automall Drive. Witnesses described seeing a large truck sideswipe a parked vehicle in the Fraser Valley Auto Mall before departing at a high rate of speed. Police confirmed that both collisions involved the same suspect truck. Walker said it is believed that the driver became unconscious
ALLWOOD ST
A 19-year-old woman has made “remarkable progress,” according to police, after being pinned beneath a pickup truck following a collision on Monday afternoon. Police are now recommending that the 30-year-old male driver of the truck be charged with impaired driving by drugs causing bodily harm. Abbotsford Police Const. Paul Walker said it will likely take several weeks or months for Crown counsel to approve the charges, as more evidence – including toxicology reports – is gathered. Police were called to the 30700 block of Cardinal Avenue near Highstreet mall in west Abbotsford at about 4:30 p.m. for a report that an eastbound truck had hit a pedestrian on the sidewalk. Police, fire crews and paramedics arrived to find a young woman

‘High-profile’ pollutant omitted from pipeline plan Tyler OLSEN Abbotsford News
A lawyer for the Fraser Valley Regional District criticized Kinder Morgan Canada for failing to account for a key pollutant when assessing the health affects of a twinned Trans Mountain Pipeline. Kinder Morgan’s proposal to twin its Trans Mountain, nearly tripling its capacity to 890,000 barrels per day, is currently before the National Energy Board, which is expected to make a recommendation to government in the late spring. The pipeline runs for around 30 kilometres through Abbotsford, where the company also operates a tank farm and pump station on Sumas Mountain. It is expected to also bring increased tanker traffic to Burrard Inlet. In the regional district’s verbal submissions to the National Energy Board last Friday, Maegen Giltrow said the FVRD is concerned about the effect of that tanker traffic on the valley’s funnel-shaped airshed, which traps pollutants close to the ground. She said the district

spends considerable time trying to limit air pollution, and criticized Kinder Morgan for omitting ozone from its health assessments. “Fraser Valley’s fundamental concern is that while ground-level ozone is one of the most high-profile, well-studied and significant ground-level contaminants in the Fraser Valley airshed, ozone is not included in the human health risk assessment of Trans Mountain’s submission,” said Giltrow, who also presented submissions for the City of Abbotsford,
and the Township of Langley. As presented, the pipeline plans “fails to identify and evaluate a key risk of the project.” Abbotsford’s submission stressed the need for on-theground emergency planning exercises. The NEB heard that following a 2005 spill in Abbotsford, Kinder Morgan conducted “table-top” exercises during which scenarios were talked-through, but which involved no on-the-ground activity. When a second spill occurred in 2012, problems again arose and those Kinder Morgan

employees tasked with co-ordinating the response had not been involved in the “discussion-based exercis-
es.” Giltrow said those board-room exercises failed to test equipment and the ability
of responders to act in high-stress situations without infinite time. The city said that a preliminary condition
that leaves Kinder Morgan to decide which operation-based exercises are conducted is insufficient.

Homeless in parks What jumps out at me ... is all the posts attempting to tell council what they should do. I would like to know what makes you think they (others) were put upon this planet to think and preform as you prescribe? And who or what gave you the right to make a claim that assumes such a superior position? Morris Goodchild
OF THE WEEK Do you believe foreign property ownership is driving up real estate prices in the region? To answer, go to abbynews.com
LAST WEEK, WE ASKED:
People are allowed to give their opinion and options on what they think is the best way to deal with this. That is a right in this country. It doesn’t necessarily mean they are thinking themselves superior in any way. It’s freedom of speech. Cam Davies
Are you generally positive about the B.C. economy in 2016?
Why not create housing. The cost of living on the streets is far more expensive than creating affordable housing. Society pays for the homeless with the costs of heath care, policing, social services, hospitals and even prison time. Lenora Stearns

Who has rights? The B.C. Drug War Survivors – how do Abbotsford taxpayers become responsible? How are they responsible for supporting the rest of Canada? They need to be returned to their hometowns. This can be done by the police transporting them at little cost during their daily routine. The coast towns and the B.C. government cannot support them all. Our town looks worse than a Third World country with their mess and fences. The problem will only become larger, so every municipality has to look after their own. The lawyers will say they have rights, but it appears the taxpayer has no rights. We cannot refuse to pay the increase in our taxes created by supporting them. That huge bill council imposed already hasn’t solved anything. They never intended to move from Gladys Avenue and will not. These people will not move out of the parks each day either as the court ordered. They will leave their needles and garbage in the parks for little children to pick up. The Salvation Army kitchen has to be removed also. It is the cause of these people wanting to stay outside and be free in Jubilee Park and then along Gladys Avenue. This problem is going to increase as our young people move into harder drugs after the government legalizes cannabis. These people had the same opportunity as we did to become responsible, tax-paying citizens. Anne Holmes

FVRL celebrates Family Literacy Day The Fraser Valley Regional Library celebrated Family Literacy Day in Canada on Jan. 27 with the launch of a new literacy program. The new initiative is called 1,000 Stories Before Kindergarten for families with preschoolers. Children can register for the free program by visiting any FVRL location. FVRL’s early literacy program encourages families to share 1,000 stories with their preschooler before they enter kindergarten. Registered preschoolers receive a free keepsake reading log to track the stories they hear. The illustrated log offers parents helpful tips on how to read, write, talk, sing and play with their child. All stories are eligible, whether read at home, preschool, daycare or even library storytimes. A sticker is awarded to the child for every 50 stories. Completing a log can take anywhere from a few months to a few years, depending on how often parent and child read together. Literacy events for all ages happen throughout the year at FVRL. Search for events by visiting fvrl.ca and clicking on the events tab.

Rural school decision Feb. 23 Frank BUCHOLTZ Abbotsford News
The first round of public consultations on a proposal to reconfigure six rural Abbotsford schools is now complete, with plans in the works for a second set of meetings.
The school district is proposing that Grade 6 and 7 students from Barrowtown, Upper Sumas, Aberdeen, Ross, Bradner and Mount Lehman elementaries go to middle schools, beginning in September. All other Grade 6 and 7 students
in the school district already attend middle school. The final decision on reconfiguration will be made by the board of education at its Feb. 23 meeting. The proposal is driven by both educational and enrolment con-

cerns, according to superintendent Kevin Godden. Students in the two highest grades at the six schools do not receive the full benefit of middle schools, attending only in Grade 8. Godden said middle schools help to prepare students more fully for secondary school, and a three-year transition period is far better than one year. But the plan has met substantial opposition from parents, who say the Grade 6 and 7 students contribute substantially to school life and help younger siblings. Bradner parents have voiced concern that the move would pose a threat to the annual May Day celebrations, which are organized by parents and prominently feature Grade 6 and 7 students. The proposal would also alter middle school catchment areas, which has also triggered concern among some parents. A Facebook group dedicated to fighting the changes, Save our K-7 Schools, currently has more than 400 members. Godden said the district is striving to maximize the use of all its schools. “The board has responsibility for 50 school sites,” Godden said. “They are all intimately connected. Rural schools are not disconnected from the rest of the district. We need to be good stewards of the public purse. We need to be accountable to taxpayers to make sure all the money spent on school facilities is put to good use.” Godden said there has been good participation and thoughtful suggestions in the discussions over the past month. The district is now scheduling follow-up meetings at which parents and community members will be given a summary of all ideas that were brought forward, and which of the alternatives district staff deem as feasible. Those will be included in a report to the board which trustees will consider as they prepare for the Feb. 23 meeting.

Bateman secondary presents Mary Poppins Vikki HOPES Abbotsford News
The musical theatre department at Robert Bateman secondary presents its production of the Broadway musical Mary Poppins on Feb. 19 and 20 at the Clarke Theatre in Mission. This is the second fulllength production the department has presented, following the success of last year’s Beauty and the Beast. The school’s previous two presentations – Seussical in 2013 and The Little Mermaid in 2014 – were both “junior” versions of the full-length shows, running about 75 minutes each, compared to two and a half hours for the longer productions. Artistic and technical director Ray Dencer said the longer shows are more challenging for the cast, with twice as much dialogue, songs and choreography to learn. Dencer said he chose Mary Poppins for this year’s production because he loves the musical numbers and he enjoyed seeing the play in 2006 in London, when he and his wife were given a backstage tour. Dencer said Beauty and the Beast required only three different sets to represent the castle, village and forest. Mary Poppins, on the other hand, has almost 40 set changes. In some cases, the pieces revolve to quickly change the setting. The production also includes 25 songs, backed by the school’s concert band with some additional players from the community, under the direction of Kris Werner.

Megan Kornicki (left) is Michael, Lauren Davis (middle) is Mary Poppins and Shalaya Loeppky is Jane in Robert Bateman secondary’s production of Mary Poppins on Feb. 19 and 20. The play is set in 1910 and tells the story of the Banks family, whose children, Jane and Michael, are out of control and need a new nanny. A mysterious young woman named Mary Poppins appears at the door of their London home, and she takes the children on many magical and memorable adventures.
The Robert Bateman production features Lauren Davis and Caylee Watrin sharing the role of Mary Poppins. Other key roles are played by Kyle Keyworth as George Banks, Eliza Cadsand and Hannah Kramer as Winifred Banks, Kieran Rothwell and Shalaya Loeppky as Jane, and Meghann Rothwell and Megan
Kornicki as Michael. Public performances of the show take place Friday, Feb. 19 at 7 p.m. and Saturday, Feb. 20 at 2 and 7 p.m. at the Clarke Theatre, 33700 Prentis Ave. in Mission. Tickets are $10 and are available at the door or through the Robert Bateman secondary office (35045 Exbury Ave., phone 604-864-0220).

University of Victoria’s Peter B. Gustavson School of Business can apply for a $5,000 scholarship. The Black Press Business Scholarship is awarded based on academic merit, leadership and a demonstrated desire to make a positive difference in the world. Students must apply to the Gustavson School of Business, Bachelor of Commerce Program before Feb. 28 to be eligible. Last year’s recipients include Abbotsford’s Paula Velez. Velez, who was born in Colombia but has lived in Canada since she was two, isn’t sure exactly what she would like to do as a career, but is leaning towards international marketing. She is very interested in learning new languages and cultures. She was active in leadership roles in high school, and is also interested in many aspects of the arts, including painting VELEZ and photography. She is now studying business in the Peter B. Gustavson School of Business at the University of Victoria. The scholarship was established in 2008 by Black to give students from across the province access to a business education. Black chose the Gustavson School of Business because of the innovative program format. Students spend their last two years of their degree fully immersed in the business school where they can specialize in entrepreneurship, service management, international business or management where they customize a program that suits their interests. Every student takes at least two paid co-operative work terms, has the opportunity to participate in an international exchange, and learns about sustainable business practices. Information about the Black Press scholarships is online at: gustavson. uvic.ca/blackpress.

5, shoes can be donated at local schools or picked up by club members. The Soles4Souls group has distributed over 26 million shoes around the world since 2006. Baneet Braich, the lieutenant-governor of 10 local high school key clubs, said all types of shoes are accepted. “We really need all the help we can get to reach our goal,” she said. “All kinds of shoes are appreciated even if it is a single shoe and not in the best condition.” Braich emphasized the involvement of high school Key Clubs from Yale, Mouat, Bateman, Abbotsford Traditional, MEI, Rick Hansen, and Abbotsford Senior in Abbotsford and GW Graham in Chilliwack that are crucial to the success of the project. If 25,000 pairs are raised, the club which raises the most amount of pairs will win two free trips (for two members) to distribute shoes in the selected country. “We are very excited to initiate this project,” Braich added. “Soles4Souls is a well recognized organization providing students opportunities to give back to the world. For every 20 pairs raised a student earns one hour of community service as well.” For more information on the project or details on how to donate, contact Braich at 778-3842136 or baneetbraichltg18@gmail.com.

The Abbotsford Pilots kept rolling, posting wins on Thursday and Friday in the club’s quest for first place in the Harold Brittain conference. The Pilots sit two points behind the first place Mission City Outlaws, with one game in hand, but the Outlaws have the edge in wins. If the two clubs remain tied at the end of the Pacific Junior Hockey League season later this month, Mission would win the conference due to more wins. Abbotsford kept their first-place dreams alive by beating the Langley Knights 9-3 on Thursday. Francis Bamford opened the scoring for the Pilots, but

ond frame. Sean Olson and Erik Olson added a pair of goals in the third, with Langley also scoring twice. The Methorst brothers each recorded four points in the win, and Pilots goalie Lucas Mills made 24 saves for his fourth win on the season. Abbotsford then hosted the Port Moody Panthers on Friday, dispatching them 4-1. Evan Walls got the Pilots on the board in the first, and Philip Gauthier gave Abbotsford a 2-0 lead early into the second. The Panthers broke Pilots goalie Jacob Crawford’s shutout bid in the second, but Gauthier and Waniek added goals in the second to seal the win. Crawford stopped 29 shots to post his 19th win on the season. The Pilots record now stands at 27 wins, 10 losses, one tie and three overtime losses, and they sit in second place in the conference. Abbotsford has three games left in the PJHL regular season, and has to hope for the Outlaws to lose or tie at least one of their remaining games for a chance to finish first. The Pilots next host the Richmond Sockeyes on Friday at the MSA Arena. Faceoff is set for 7:30 p.m.

Cascades Classic draws 70 wrestlers With the Canada West wrestling championships looming, the UFV Cascades hosted their second annual tournament, the Cascade Classic, on Sunday at the Envision Athletic Centre. The event drew 70 wrestlers from four other Canada West wrestling programs, and Cascades wrestlers Pravi Dhaliwal (women’s 59 kg) and Devin Purewal (men’s 72 kg) also hit the mat. Dhaliwal, a rookie out of Abbotsford’s W.J. Mouat Secondary, finished third in her weight class, dropping matches to Ashley Osachuk of the Burnaby Mountain wrestling club and Saskatchewan’s Faye Tuck. Purewal, a sophomore who won a Canada West silver medal last season, was battling a nagging shoulder issue and finished fifth in his division. Brad Hildenbrandt, competing on behalf of the UFV non-varsity wrestling club, finished fourth in the heavyweight (130 kg) division. The Saskatchewan Huskies finished atop the team standings on both the men’s and women’s sides. Dhaliwal called the Cascades Classic a learning experience heading into the conference championships. “The first year has definitely been a lot harder than high school wrestling – it’s a whole different game,” she said. “It’s definitely a big jump. but it feels good now, because I know what I need and what I need to work on to be successful.” “We had good matches – Pravi and Devin wrestled well. There’s always things to work on, always things to build on,” said UFV co-head coach Arjan Bhullar. “We’re really focusing on them and getting the results we want individually (at the Canada West championships). They’ve been committed and consistent throughout the year, so we’re excited.” The Canada West conference championships run Feb. 12 and 13 at the University of Winnipeg.

per cent shooting, and CBC’s playmaking abilities were on display, besting Kwantlen 22-8 in assists. The Eagles also committed 35 turnovers in the loss. CBC guard Mandy Van Delden led the way for the Bearcats, with 22 points, seven steals and four rebounds. She also shot nine of 18 from the field and had three assists. Deanna Esau also had a strong game, with 13 points and 14 rebounds. Guard Vanessa Funk added 11 points and five rebounds. The win is the second straight for the women, who sit in a tie for fifth place in the Pacwest, with a record of five wins and nine losses. The top six teams qualify for the playoffs, and the women’s team has never made it. The men also continued a playoff push, with a 91-83 win over the Eagles. CBC had a five-point lead at the half, and then sealed the deal in the fourth quarter by outscoring the Eagles 27-18. The Bearcats shot a sizzling 48 per cent from the field, and out-rebounded the Eagles 50-32. CBC guard Jamie Konard scored a teamhigh 24 points in the win. Billy Bosch scored 18 points off the bench, and Elijah Calhoun picked up 16 points, 10 rebounds and six assists. Umbori Watson added 14 points, six rebounds, three steals and three blocks. The men now have a record of two wins and 12 losses, and rank seventh in the Pacwest. They need to win five of their last seven games, and hope for teams above them to lose in order to qualify for the playoffs. Both teams return to home court on Friday for games against the Capilano Blues. The women tip off at 6 p.m., and the men at 8 p.m. The Bearcats then host the Douglas Royals on Saturday, with games starting at 5 p.m. and 7 p.m.
