Nominations close Friday Greenwood City Council met for the regularly scheduled council meeting on Monday, May 9, at 7 p.m., discussing spring cleaning week, a proposal for the Lion’s Park playground, and the tax exemption bylaw. Council also held a public special meeting Tuesday at 10 a.m. in order to pass the final reading of the 2016 city budget. Correspondence Spring clean up week has been amended as per a suggestion made at the last council meeting, in order to accommodate the Mother’s Day Garage Sale. This year’s clean-up week will now take place May 16-18, with the last day to register at City Hall and pay for pickup on May 13. The Greenwood Improvement Society approved a grant request by the city for $1,042.25, which will be used for new pool toys and lane dividers. The Boundary Invasive Species Society submitted corre-

This budget has been more detailed than budgets in past years, said acting chief administrative officer (CAO) Wendy Higashi, with items spread across more lines so the city has a better idea of what is being spent and where. She said the detail was in part due to the implementation of new software allowing the city to track streams of revenue in depth. The city is expected to bring in additional money from the pool this summer, noting the lower than average revenue brought in last year was a result of the partial closure of the pool. The city recently signed a lease agreement with the Interior Health Authority for the basement of the medical centre, an added source of revenue. Greenwood mayor Ed Smith said he is excited about the progress shown in this year’s budget.

Administrator’s report Acting chief administrative officer (CAO) Wendy Higashi presented her report, noting she is currently working on the byelection and the deadline for nominations is May 13 at 4 p.m. Higashi also presented to council her current work on the unsightly premises bylaw and collecting unpaid taxes. “People owning money to the city should come into city hall and catch up on their bills,” she said. There is currently $200,000 in delinquent taxes owed to the city. City properties Council discussed making “There is a lot of work to be done over time. We kind of slipped backwards, but we have to bring it up to date, bring in new infrastructure, and fix up,” Smith said. “If we plan a little very year, it will succeed. It’s the age of the infrastructure. Some of it has been around for a long time.” Smith noted there would be work done on infrastructure and heritage preservation around the city this year, which he said is important to keep the city on track. “We’re looking forward to, if we get a grant, moving forward on some of the infrastructure projects, mainly the sewer work,” he said. “We’re going to continue the work on the heritage fixing-up.” Smith added city hall requires heritage work on the stained-glass windows on the second floor, which will be done through grants. This year, budget consultation meetings were held once there was already a draft of the budget in place. Smith said to council this method, already

In a memorandum to council, recommendations were made to have Suttle Recreation create a plan for a historically-themed playground, and to have the community association submit the city into a draw for the playground equipment. The plan will be drawn up at no charge. The city also signed a lease agreement with the Interior Health Authority for the basement of the medical centre. Council accepted the lease agreement. Bylaws The Revitalization Tax Exemption bylaw passed its fourth and final reading. Council also passed the first, second and third readings of bylaws 906 and 907, which set the municipal tax rates and the city budget. Both bylaws passed final reading the following morning at the special meeting. practised in other cities, helps smooth the process by allowing residents to comment on a budget that isn’t constantly changing, while still allowing for input. “The budget was passed in a timely fashion and the auditor is finished, that is great,” Smith said. Smith also said increases to taxes won’t impact residents significantly, but the increased revenue makes a difference to the city. “It shouldn’t impact them very much. We have $9,000 more of tax revenue, but that does not impact their taxes very much,” he said. “In some cases they won’t even see it.” Higashi highlighted the need for residents to pay their outstanding taxes. “We’re continuing to look at ways to save money in the city,” Higashi said. “Some residents owe money to the city, it’s over $200,000 and it would make it a lot easier to run the city [with that money]. That’s very important.”

A good first step The Greenwood 2016-17 city budget features a number of additions and new priorities, but one of the things emerging in this year’s budget is a focus on heritage and renewal. The city will be applying for grants, and the mayor has highlighted it as an area to focus on in the coming year. This is the right move for Greenwood. The city has a rich history and beautiful architecture. The stained glass and courtroom at city hall are local treasures. While there are costs associated with the upkeep, preserving local history is always worth the cost. Grants are available to help, and the city needs to make preserving it a priority. It is easy to keep putting it off year after year citing things that need to be done more urgently. While that is true, and the heritage of city hall could likely survive without attention for a few more years, it’s important that it be cared for now. Making preservation a focus will save costs in the future, and ensures that Greenwood has a beautiful city hall it can be proud of. This should all be part of a broader plan to increase Greenwood’s heritage appeal. Historic sites like Greenwood stand out—they are a draw for tourists, which is good for the city (both in the exposure and the additional money coming into the city). There is nothing to lose by preserving these historic pieces of our city —if anything, we can gain a deeper appreciation for the history of our city, and ensure that future generations can continue to enjoy all that it has to offer. It is good that city council sees this and believes it should be a priority. It is easy to say that it is important to preserve the building, and another to make it happen. City council has budgeted for their preservation, and that is a good first step.

People genuinely care

I was born and raised in a suburb of a big city, and I went that the trend doesn’t carry in the Boundary. It’s a cliché to say that newspapers are dying, besides to school in an equally large, and somewhat intimidating city. There were many things I loved about it—the space, being wholly untrue. But it is refreshing to know and see the freedom, the constant activity—but I never quite got that newspapers serve a profound purpose in the commuused to feeling very small. Of course, there was a small group of around them—whether that’s a city council meeting, a people who showed engagement with the paper through local market, or the latest happenings at the elementary comments and letters to the editor, but the reaction to the school. The newspaper truly serves the community, and paper was mostly indifferent. Some people were surprised that’s nice to see, because engagement with a newspaper is to learn we had a newspaper at all. I’m heartened to see what makes it thrive.

Marshall hopes to turn Falls into tourist site KATHLEEN SAYLORS Boundary Creek Times

A local resident is reviving a proposal to turn Boundary Falls into a tourist site, after what he says is years of misuse of the historic area. Fred Marshall, who owns local company Marshall Forestry Services, is attempting to bring the Boundary Falls Recreation Site project proposal to Greenwood City Council. Marshall said he is hoping for “fresh interest” in the site that he believes with development could become a major attraction in the West Boundary. “This site is an absolute treasure, an iconic treasure,” Marshall said. If developed, the site would feature more parking, signage on the history of the falls, would be protected under the B.C. Ministry of Environment and would be formally zoned as a Heritage, Historical, Recreational site. Overall, the site would be developed to be more user friendly.

The site is currently designated as for the “use and recreation” of the public, but Marshall said he believes it is under-utilized. “Site management and user control is nonexistent; local users have indiscriminately used the area for parties, campfires and littering,” the proposal reads. Originally developed in 2007, the proposal addresses the potential for the site and the improvements needed to make it a tourist destination, highlighting the falls and proximity to the Trans Canada Trail and the smelter as key tourist draws. The proposal also addresses drawbacks to the site, including lack of easy access and limited parking. Marshall said development money would come through the BC Rural Dividends fund, a provincial initiative designed to help rural communities “reinvigorate” their economies. At the moment, Marshall said there is very limited use of the site, something he hopes to change. “This project has many potential benefits for the Boundary area, all of which can be realized by your support,” reads the proposal. “Lobbying and requesting the provincial government to adopt it as a worthwhile project and to immediately conduct the requisite feasibility studies and project parameters would be a good start.”

More than 50 4H members from the Boundary District gathered at the Rock Creek Fairgrounds this past weekend for the annual 4H Rally Day. As part of the 4H program, members learn to and practice how to judge livestock classes, create educational displays and do demonstrations on subjects that interest them. The competitions teach them how to speak in public, make informed decisions and expand and share the things they’ve learned. The participating members included children between six and 19 years-old from clubs in Grand Forks and Rock Creek. The top junior Aggregate judges for the entire rally, included Wade MacDonald, first, Grand Forks 4H members Megan Siemens in second place and Raya Burch in third. The top senior Aggregate judges included Jade Fossen, first, Adele Fossen, second and Dawson Harpur in third. Ranch horse members got together on April 23 at Fossen’s for branding day. First they had to bring the pairs in from the pasture and separate the cows and calves. Members also helped to push up calves, check ear tags, give vaccinations and brand. Afterwards everyone enjoyed lunch outside over a fire. Beef and sheep club members have weighed their animals for their record books. All members were invited to a sheep judging practice at Katherine Delisle’s prior to Rally Day. Ranch horse members are looking forward to a ride on June 14. Congratulations to Megan Ewing who was awarded a 4H trip to Toronto for a week next November.

Placer gold was discovered in Rock Creek in the late 1850’s. It took decades, but as prospectors searched further upstream along the creeks that flow into the Kettle River at Rock Creek, they eventually encountered the gold fields at Camp McKinney. The first mention of Camp McKinney in BC Mines Reports was in 1888. According to the BC Geographical Names Office the Camp McKinney Post Office opened on New Year’s Day 1895; and, with a decline of gold mining with the turn of the century, it closed 30 April 1912. These photos of Camp McKinney buildings were taken in 1975. Last month prospector Dan Herd posted a video of his visit to the area on YouTube (youtu.be/vi_dCUG3Wfc). Any buildings shown in his video were much farther deteriorated than those shown in these 40-yearold pictures. The video displayed several piles of garbage and Herd described Camp McKinney as, “A once bustling gold rush town, now a garbage dump; a disgusting garbage dump.” Getting your towns’ name on the map is, and always has been top-of-mind for small-town entrepreneurs and local politicians. It is of keen interest to heritage buffs as well, because history is filled with stories of towns where the boom went bust and the only thing left is that point on a map. That’s what happened to Camp McKinney; the land where mining and industry once thrived is Kettle River now being reclaimed by Mother Nature as best she might.
