B.C. Housing plans to close the temporary homeless shelter on Lougheed Highway as of June 30, but the mayor isn’t happy with where some of the residents may end up. Rental supplements or top ups have been offered to 20 of the 30 or so remaining shelter residents, allowing them to live in suites or apartments. But the other 10 could end up at the Salvation Army Ridge Meadows Ministries emergency shelter, which is adopting a low-barrier policy. Outreach workers from the Salvation Army have been visiting the temporary city shelter, telling the residents there is space available across the street. See Shelter, 14

A new cultural facility could be built next to the Leisure Centre in Maple Ridge.
Maple Ridge residents will have to wait until September to see how a new cultural centre-museum, aquatic centre, ice rink and sports stadium look on paper. Earlier this month, council told staff to create presentation materials for all of the recreation projects,
then bring them back to the public and interest groups for comment. Exact dates and details about how and when that will happen are undecided, although staff are to go back to council on May 24 with updates. “We need to get on it, that’s for sure,” said Coun. Bob Masse. The city rolled out the first piece of its grand plan – a $40-million cultural facility-museum, proposed for west of the Maple Ridge Leisure Centre, next to Memorial Peace Park, at its May 2 meeting.

It would include a museum, meeting space, an area for postsecondary education and public plaza. Recreation general manager Kelly Swift said the city is now hiring designers and architects to draw up the concepts for the aquatic centre, the sports stadium and ice rink. Following neighbourhood meetings earlier this year, a concept has already been created for the Albion community centre on 104th Avenue.

Swift said the cultural facility concept design was done in advance so that it could be described and be used to apply for federal grants. “We’re not actually seeking input [on that] yet. The whole package will come out together. All of them will roll out,” she added. “Then we’ll do the full community consultation.” It’s possible, that all of the concepts could be ready by June, but September is more likely.

gt. Casey Baker had worked on foot patrol in Surrey’s notorious Whalley neighbourhood, so when Ridge Meadows RCMP needed an officer to take the lead in dealing with the situation at the Cliff Avenue homeless camp in the spring of 2015, he got tapped on the shoulder.
Supt. David Fleugel asked him to lead the multi-agency Community Standards Team. Baker was charged with ensuring public safety at the camp. By all accounts, he was the right man for the job, and his work led to him being selected the detachment’s Officer of the Year at a ceremony on April 27. Baker already had a remarkable career. In the storied force, it’s rare for an RCMP officer to be able to say they were “the first” at anything, but Baker can make that boast. He was one of the three original tactical flight officers on Air 1 when the program started in 2006. The helicopter carried a two-member crew, and the tactical flight officer sits next to pilot and operates the camera, spotlight and does all the police radio communication.
“We do the police work from the passenger’s seat,” Baker said. “And we caught a lot of bad guys.” He then went to work as a corporal in charge of a foot beat team in Whalley. He saw the face of homelessness close up. “It was an eye opener, certainly,” he said. Baker had worked other Surrey neighbourhoods, but agreed, “It’s a different world there, to some extent.” The job was to patrol eight square blocks with big history – both good and bad, including a section of 135A street known as “The Strip.” It’s an area that bears resemblance to the toughest streets in Vancouver’s Downtown Eastside. “It’s pretty intense. There is a concentrated population of streetentrenched people living there,” he said. There is also a concentration of social services, including a long serving homeless shelter. “The helicopter was unique, exciting and rewarding. But in terms of old fashioned police work, working on the Whalley strip was a really positive experience,” he said. He and another corporal were in charge of a team of 10 constables assigned to the area. “The overriding theme was certainly drug trafficking and drug abuse, and violence stemming from drug use and abuse,” he said. “And there was a large mental health component, which we are seeing across the region.” Police observed and arrested street-level drug dealers. There was also a mandate to bust “crack
shacks” in the area, and they busted about seven, arresting dozens of “flopped out” occupants and seizing shotguns and other weapons. He was promoted to sergeant and came to the Ridge Meadows detachment in December 2013, assigned to lead a general duty team. Dealing with Maple Ridge’s homeless population, camped on a residential street, was a different challenge. Baker had a lot of involvement with the home owners and businesses neighbouring the camp. “You talked to people living there, and they had tents on their doorsteps. What those families had to experience was very, very unique.”
“It was a long, hot summer, and I would be lying if I didn’t say there were days when I didn’t know if we were going to be able to solve it.” Still, the new job was like putting on an old hat. “I’m used to dealing with street entrenched people. I feel like I can establish a line of communication with just about anybody,” he said. “Those people living in that encampment are living in difficult conditions, but they’re still people.” There was definitely some enforcement at the camp, with a drug search warrant executed, drug-related arrests and two reported assaults – in one, a woman had part of a finger bitten off.

There were some days when everybody was frustrated.” But there was a lot of success. An awards night statement from the city said: “Casey’s personality, his diplomacy, his respectful manner and soft-spoken approach helped keep a volatile situation from turning bad. The way he dealt with this situation harkened back to the early history of the North West Mounted Police, where one or two members would be dispatched from the fort to a remote community to deal with a situation. The red serge of the RCMP is a symbol respected around the world because of the men and women who carry out their duties in a way that reflects our highest ideals as a nation. In the most difficult possible circumstances, Sgt. Casey Baker reflected the compassion and strength of the RCMP and our community.” He was part of the solution, and the Cliff Avenue people decamped voluntarily – which is believed to be a first in the region. Baker is back on general duty. “It’s the kind of job that has a shelf life,” he said of his work with the homeless. “There’s a lot of human misery.” He was stunned on awards night, felt conspicuous being singled out, and was glad that his family was there to share the moment with him. “I’m more comfortable being part of a team,” he said. “There are 120 police officers of the year working here.”
Numerous officers with the Ridge Meadows detachment were honoured on April 27, giving insight into the police work happening mostly out of the public eye, the people doing the job, and even members of the public who assist them. The following are a few highlights, • Const. Ryan Doherty: Const. Ryan Doherty was recognized for disarming a man holding a shotgun. In the fall of 2015, Doherty was called to a landlord/tenant dispute at an apartment building in downtown Maple Ridge. He and another officer spoke to the subjects involved. He saw the tenant was clearly not pleased with police attendance, and sat agitated on a sofa. There was a large knife on the floor. As Const. Doherty looked for other threats, he saw the male clenching and attempting to hide a sawed-off shotgun. Instinctively and without hesitation, Doherty reached out and grabbed the barrel of the gun with his bare hands and dislodged it from the man’s grasp. Doherty was then able to affect an immediate arrest without incident, and the male was provided the psychiatric care he needed. The 12 gauge had a round in the chamber, and was ready to fire. “Const. Doherty showed incredible restraint and fierce courage when confronted with this situation that could have easily ended much differently for both officer and citizen,” Supt. David Fleugel in presenting the award. • Corporals Anthony Harnett and Deanna Hawes: Between August and October 2014 the Ridge-Meadows Street Enforcement Unit received information regarding a violent drug dealer. Police began an investigation with Cpl. Anthony Harnett as team Leader and Cpl. Deanna Hawes as primary investigator. Extensive investigative work and surveillance resulted n the seizure of a large quantity of heroin, a loaded handgun and thousands in cash. In 2015 an off-shoot investigation was initiated, which resulted the seizure of a substantial quantity of heroin, cocaine and fentanyl. Several suspects face multiple drug and firearms charges. • Const. Brent Robertson: In 2012, Const. Brent Robertson responded to a vicious domestic violence incident in Pitt Meadows. The suspect fled the scene on foot, heading to the dyke trails. Robertson ran after him, but when he caught up the suspect resisted arrest. The two men got into a violent struggle, and they slid into a steep and deep waterfilled ditch. Robertson eventually got control of the suspect, while keeping both from drowning in the high water. Ronald Glover and Curtis Kehler with a certificate of appreciation for outstanding community service, for coming to the aid of citizens trapped in a motor vehicle collision. In May 2015, in the evening hours, a small white Honda civic lost control, crashed and ended upside down in a water-filled ditch in Pitt Meadows. One of the occupants was still conscious, panicking and banging on the windows but the other lost consciousness. Area residents ensured 911 was called, while others jumped in the water and tried to open the car doors – but they were seized shut. Some ran home to obtain sharp objects to cut seat belts and others got pry bars, hammer and ladders to assist with the extrication. A rear window was smashed out and they were able to get one occupant free. Some of the citizens treated the freed passenger for shock and tended to her injuries while they waited for emergency personnel to arrive. Police say their actions saved the life of this passenger. Even though heroic and valiant efforts were clearly made to try and save the driver, she unfortunately succumbed to her injuries.

Robertson was acknowledged for “a very dangerous arrest that required physical force in a murky and deep water filled ditch that could have had fatal consequences for both officer and suspect.” • Corporals Brent Wilcott, Aaron Lloyd and Drew Hobbs: In late 2013, Ridge Meadows RCMP investigated complaints of sexual assault at a home-based daycare facility, where the victim was one of the children who attended the daycare. In addition to dealing with the identified victim, an extensive investigation was also commenced and exhaustive efforts were undertaken to collect evidence and identify other potential child victims. Countless interviews with school and government resources, families and other potential witnesses were expertly conducted. Serious criminal charges were approved against the accused, for the sexual assault of the multiple child victims from the daycare. The accused pleaded guilty to the charges and was sentenced to a lengthy federal jail sentence.
• Const. Mike Pedrosa – The Will to Come Back: Constable Pedrosa returned to active duty, doing what he loves, on June 30 2015, five years after being diagnosed with a rare form of brain cancer. In the early morning hours of March 12, 2010, Pedrosa suffered a grand mal seizure. He underwent surgery on March 31. His eight months of chemotherapy ended in January 2011, but Constable Pedrosa could not return to full duties until he was seizure-free for five years. As a result, Pedrosa was assigned a variety of administrative roles throughout the detachment, including formalizing the Station Constable position, improving business practices, workflow and reducing backlog. During this period and on his own time, Pedrosa went back to school and completed his Master’s Degree in Criminology. “His perseverance to return to active duty, and significant contributions in spite of adversity are a testament to his dedication, strength, fortitude and character,” said his award. • RCMP acknowledged Jody Branter,
People could give their feedback in early fall, then vote on the projects before the end of the year. “I think we will be striving for that because it helps us set the financial plan for the next five years,” Swift said. “So we’re always driving to have those big decisions made.” Masse favours a plebiscite or referendum asking people if they’d approve of the city borrowing money to pay for the projects, instead of the alternative approval process, in which 10 per cent of the voters must vote against a project, otherwise it proceeds.
“My intuition is that you get more valid representation with a referendum.” The alternative approval process, similar to negative option billing, in which consumers pay for a service they didn’t request unless they specifically reject it, can be more easily swayed by special interest groups, Masse added. Earlier this year, the city’s budget included one option for financing such projects – borrowing $110 million. But the total amount of all the new projects could be less or more. Federal and provincial grants could whittle down the total cost.
Masse is confident that once the projects have been decided, the numbers can be explained simply to the public. “That’s clearly my intent, that we get a process that’s clear for people,” he said. “The one thing that we’ve agreed on is a rigorous public consultation process and making it really clear what the proposal is and here’s what it will cost you.” Coun. Tyler Shymkiw also favours a referendum, and maybe adding a few other questions, such asking people if they want city-wide garbage collection or if they want council to expand from seven

members to nine. That could add interest to a referendum, he added. “I think, to my mind, we’re sort of headed towards a referendum. But there’s nothing in policy,” Shymkiw said. “There will be stakeholder consultation and public consultation once we have designs.” Once people have given their input, the concepts will be further refined, costs will be attached, followed by a public vote. Shymkiw said the new cultural facility proposed for next to Memorial Peace Park could help pay for itself if the city leased out the upper levels to private business or a proposed post-secondary campus. He pointed out that concepts for the cultural facility were created first so it could be ready for new federal grants just announced. The cultural facility project includes the $6-million renovation, repairs and upgrades to the Maple Ridge Leisure Centre building, including a new pools, as well as new water-filtration and plumbing systems. Masse said most of council favours spending the money, about $40 million, to upgrade the 30-year-old building. “To say that it’s not worth spending $6 million to make it new mechanically, I don’t think there’s any argument about that.” And people don’t seem upset about taking out the green space and trees to make room for the new cultural facility,” Masse said.

Citizen engagement is going to have an impact on how Onni further develops its Golden Ears Business Park in South Bonson, said Pitt Meadows Coun. Bill Dingwall. He credits the large turnout at city hall by those opposing the next phase of the light industrial park for council voting on Tuesday to hire a consultant for a comprehensive plan for the site, rather than accepting the developer’s ideas. Onni will be asked to pay the consultant’s fees, which were estimated at $50,000 in 2013. At Tuesday’s council in committee meeting, Dingwall pointed out that back then council considered the issue of hiring its own consultant for the develop-
ment plan, but chose to accept one from Onni. He said it was a mistake to rely on something provided by the applicant. “There’s an issue of trust,” Dingwall added. Mayor Bruce Becker argued against hiring a consultant for a development plan, that it would be a waste of time and money. He noted that council and citizens are reviewing a site plan that includes layout, density, road network, phasing, buffering, landscape design standards and more. “This entire community is engage in that consultative process. It’s a bit drawn out, and it’s often passionate, but this is what we’re doing right now,” said Becker. “As a community, we can get our way through this, in exactly this kind of process.” Dingwall argued that the city’s own consultant would consider issues such as traffic throughout the entire community, which
Onni has not. A traffic study shows 45 per cent of the vehicles leaving the business park will travel down Bonson and Harris Roads. “We’re already jammed up at the train tracks,” noted Dingwall. He has several times accused his council colleagues of voting in a block, as Becker and councillors Bruce Bell, Janis Elkerton, David Murray and Mike Stark all ran as a team in the last election. But the team members did not support the mayor’s position Tuesday night. Bell said he was swayed by the argument of public trust, and by resident involvement. “This is a big project – probably the biggest one that has hit Pitt Meadows, so we want to go through this. We want to do it right,” said Bell. Becker attempted to have the motion deferred until the actual
cost of the consultant work is known, but that motion was defeated. Members of council maintained the development plan should consider light industrial land uses only, but Dingwall said that may be shortsighted. “I believe we have to have a discussion about what are our options.” He said if council is willing to change the plan in order to allow for a restaurant, as the developer has suggested, then council must also consider changes to allow for residents’ desires, whether for a dry cleaner, a daycare or residential development. Dingwall said it was citizen complaints that motivated council to hire a consultant to look at the fill Onni is using for site preparation, and that resulted in work being shut down until environmental concerns were addressed. “They are having an impact,” he said.

Disabling Public Safety Minister Mike Morris announced the province’s new, tougher stance on distracted driving, with the introduction of a new fine system to take effect June 1. The penalty for distracted driving will increase from $167 to $543 ($368 fine, plus $175 in penalty point premium). Drivers will also be assessed four penalty points (up from three, currently). A second offence within a year will cost $888 and it will be $1,600 for a third offence. Two tickets in a year will also trigger an automatic review by the Superintendent of Motor Vehicles that could result in licence suspension. Morris said the new penalties put British Columbia near the top, in regards to distracted driving fines for Canadian province. Monetary fines have never been great deterrents. Then again, the threat of a suspension doesn’t seem to be entirely effective either, as seen with impaired driving. People continue to do so. The same can be said for those who use their cellphones while driving. And Bluetooth is not the answer. Talking hands-free is only marginally less distracting, if at all. The only way to properly address the distracted driving issue, inasmuch as cellphone use is concerned, is to install cellphone disabling devices in every car, before they leave the factory – a device that makes any cellphone inoperable as soon as the motor is engaged. The technology is there. You can turn on your living room lights from 3,000 miles away, if you have the correct app. The challenge would be getting the auto and communications industries on board. That won’t be easy. We imagine the whole mandatory seatbelt thing was not easy, either. But it went through – and lives were saved because of it. – Black Press

ig Buddy seemed upset and confused Along the Fraser when he called the Jack Emberly first time. “It doesn’t make any sense,” he said. He was talking about a goose egg he’d seen last fall resting in a hole between seldom-used railroad tracks. This spring he found it – still intact - in the same semiremote location. “I don’t get it,” he began. “I know it was a dead egg, ‘cause I seen it last year.’” Big Buddy says he gave the goose egg – “it was kinda neat lookin’” – to a woman supervisor where he worked. He couldn’t say why he hadn’t given her flowers, or maybe chocolates. “Tom Sawyer kept his favorite frog in his pocket,” I said. “One day, on impulse, he gave it to Becky Thatcher, the only girl he would ever hang out with. Was it like that?” “Ya, maybe. She’s always nice to the guys at work. I respected her, so I gave the egg to her. Maybe she could put it on a mantle
or something.” “It’s the thought that counts, Big Buddy,” I opined. “Did she appreciate it, your gift?” “Pretty sure she did. She looked right into my eyes to see if I was messin’ with her, said ‘thanks.’ Then she told me the right thing to do was to take it back.” “End of story?” “Nope. Three days later, there was a goose sitting on the egg. Why? I thought, maybe this mom couldn’t lay her own eggs, so when she found this one nobody wanted, she adopted it, hoping it would hatch.” “But it won’t.” “Yep, ’cause it’s dead. That goose knew that ’cause it had the saddest eyes I ever seen. Should I chase the goose off, Little Buddy, get rid of the egg? It’ll starve sitting there.” “I’ll tell ya what,” I said. “I’ll ask a biologist I know.” “I keep Muscovy ducks,” my biologist said. “They’ll sit on dead eggs, even ones laid by another goose, but not forever. But, tell Big Buddy if he tries to take the egg, she’ll give him hell. Best to let Nature – who knows best – handle the situation.” Big Buddy didn’t interfere. Once, though, when he came to take pictures, he was charged by a gander that came out of nowhere. Big Buddy’s well over 200 pounds and towers over most men, but he retreated. He was a friend who wanted the best for the them, and watched over them

Pictures in your email.” Big Buddy phoned regularly with updates – mom goose getting up to stretch her legs, but hovering close to her nest. Then, about three weeks later, another photo. This one – four fluffy goslings beside the tracks with mother goose at attention, guarding them. The dull sadness in her eyes was replaced by the bright light of pride and joy. “A happy ending, Big Buddy,” I said when he called the last time. “Ya, I keep smilin’ and smilin’ every time I see them,” he said. “Just one thing bothers me, though.” “What’s that, Big Buddy?” “There were four eggs in that nest. I put one of them there. So, there should have been three goslings, and one dead egg that didn’t hatch, but there’s four goslings. Did she lay four? If so, she must have moved the dead egg some where and buried it.” “You looked around?” “Everywhere. Nothing there. I don’t get it. Why? Why? Why?” “Only Mother Nature knows for sure,” I said. Editor, The News: I can’t read another article about the kids who are falling through the cracks of our government system. It just doesn’t make sense to me that once a child hits a certain age they are shoved out into the world with very little support. Our children should be our
main concern. First, not last. How can we shut down a facility with 35 children in it and host dole these kids out wherever? Into hotels, the eastside? Boarding houses? We tend to think that once children turn 18, they are adults and can fend for themselves. As we have seen, this is not
true. Mostly because these kids have been in the foster care system all their lives and have no family or money behind them to survive. I don’t know what the answer is, but surely there is one. I think all of humanity would say, how can we help? The answer is not one any of
us want to hear, but it probably boils down to money, and that means perhaps we need to pay a little more in taxes, proportionate to our incomes. A child is a precious person who needs to be nurtured and loved, not thrown away because no one cares. Bonnie Telep Maple Ridge
‘No foreign ownership of housing stock’ Editor, The News: It is abundantly clear that owners in the insane West Coast housing market have allowed their precious and finite housing stock to fall prey to the dual forces of naiveté and Greed since our world debut in 1986. At that point, our relatively inexpensive housing stock was noticed by overseas investors. What I propose is that it start with homeowners themselves. Cease to accept stratagems from agents that frame your home sale as a bidding war.
Settle on an asking price that you want and stick to it. If that first offer meets your price, take it. Write into your agreement, and have it understood, that you will not accept an offshore buyer as purchaser of your property as an investment, or an individual or company that is purchasing it on behalf of an investor. You have the right to reject, or accept a potential owner. If potential buyers will not declare their intentions and origins for this purpose, decline their offer. You want a family,
couple or single Canadian citizen who plans to live in your home full-time and contribute to the local economy, vibrancy and safety of your community. It’s past time to act. No foreign ownership of residential house stock. Current foreign owners who do not live here full-time should be taxed yearly at 3050 per cent of the total market value of their properties. Municipalities with foreign owned properties that are falling into disrepair in general appearance or in construc-
tion should levy fines from $100,000 to $300,000 per offence and tack it onto taxes if unpaid and un-remediated. Look around. Australia and other countries that are encountering this wave of hysteria over-sheltering of overseas money in residential markets are clamping down in meaningful ways. There will be no environmental assessment required as part of the application process for the proposed new quarry on Sheridan Hill. Pitt Meadows Mayor John Becker said the Ministry of Environment has refused to order an environmental assessment. That would be the most rigorous process to determine the impacts of the proposed quarry. “I’m disappointed in the result,” said Becker. “And I’m not happy with the process.” Pitt Meadows council wrote the ministry requesting a full environmental assessment for the quarry on the basis that the proposed extraction volume of 240,000 tonnes per year was chosen in order to avoid the mandatory requirement for an environmental assessment at 250,000 tonnes per year. Becker said the Ministry of Mines will still consider environmental impacts as part of a development review committee process. Becker’s understand-
ing of that process is for the Ministry of Mines to strike a committee, which would include representation from council, Katzie First Nation and members of the public. All three of those groups have stated opposition to the quarry proposal. “Sheridan Hill in north Pitt Meadows showcases our community’s natural beauty and is a wildlife habitat for heron, bald eagles, bears and many other animals,” the city’s web page said about the issue. “The proposed quarry will not only change 7.2 hectares on the south face of the hill and cause the removal of 1,400 cubic metres of trees, but will negatively affect the peaceful space of the residents and trail users in the area, as the mine will be blasting rock from 7 a.m. to 6 p.m. Monday to Saturday for the next five years.” The applicant is Meadows Quarry of Maple Ridge, which proposes to remove 240,000 tonnes per year, lowering the height of the hill by 30 metres, from 75m to 45m.

ockey Night in Canada is bringing road hockey to the pavement at Pitt Meadows airport. The annual Play On! tournament, featuring hundreds of teams and thousands of players in various divisions – from under eight to 19 and over – was held the previous four years at Coquitlam Centre, and before that at Metrotown in Burnaby and downtown Vancouver. But because of parking restrictions, it will be move this year to Pitt Meadows Regional Airport, on the Integrated Training Centre, a 700,00 square-foot-flat pad at the end of a runway, June 25-26. “This will give us the opportunity to literally make this our biggest event ever and truly have a space that is our own,” said Daniel Fung, event manager. A private company will manage parking, which is to include a shuttle service to an from the airport, and could utilize space at Meadowtown Shopping Centre. “It’s really a magnificent site. There’s so much room around there and it’s really, really beautiful.” Fung added that organizers hope to make the airport a per-

hen an argument breaks out in the Khramtsova household, it is not about the usual mundane drama. The fact that sometimes rain drops fall faster than the speed of light can send Eugenia Khramtsova and her mother into a full-on feud. Rain drops can fall up to 10 times faster than the speed of light, a fact based on a simple principle of quantum physics, Eugenia said. But her mom would beg to differ. “Mom likes to disagree with quantum physics,” Eugenia explains with a smile. She will be heading to the Quantum Cryptography School for Young

Eugenia Khramtsova is off to Quantum Cryptography School at the University of Waterloo this summer. Students in Grades 11 to 12 at the University of Waterloo this summer. Not only is she one of the youngest to be accepted into the summer program, as she is only in Grade 10, but is just one of 42 students accepted out of 5,000 applicants from around the world. She will spend eight
days in August attending lectures, doing hands-on experiments and group work, which will focus on quantum cryptography, a field that uses quantum mechanics to develop unbreakable encryption to protect communication. Eugenia comes from a family with a history in the sciences. Her

mom used to be a nuclear scientist and her dad a physicist, both schooled in classical physics. As the self-described black sheep of the family, Eugenia only recently realized she was more interested in quantum physics. “It’s a very different way of thinking,” explained the Maple Ridge secondary student. “Classical physics, everything is set. You know, all the rules have been made. Everything works this way. There’s this formula to find out this. There’s no to it, ‘might be here or there.’ It’s like, ‘It will definitely be here or it will definitely be there.’ There’s no in between,” Eugenia added. “With quantum physics, it could be here, it could be there, it could be neither. It could be behind me, it could be, like, three kilometres away. I don’t know. It’s much more entertaining than classical physics,” she continued. Eugenia has also written an introductory paper to quantum physics for beginners, which was approved by two professors at Simon Fraser University. What she really likes about the University of Waterloo camp is that participants are treated like university students. Since she is still in high school, Eugenia does all her learning from books or online resources. But she would much prefer to learn from teachers in person, rather than trying to decipher pages of words, Greek symbols, letters and italics. “I remember once opening a mid-level quantum physics book. I was at UBC and I just opened it up and the first thought that came to mind was, ‘Great, it’s written in ring-dings. Perfect,’” she said. Quantum physics challenges a lot of people, but for Eugenia, it comes effortlessly. “For me, it’s really simple to think that atoms go from point A to point B in every single way possible at the same time. That’s definitely what they do. It’s just easy for me to think that way,” she said.

A 17-year-old Maple Ridge boy has been charged with dangerous driving causing death following a crash last year on Mother’s Day. The collision, on the Haney Bypass at Callaghan Avenue, claimed the life of a 15-year-old female passenger. A Volkswagen car collided with a Toyota SUV at approximately 12:40 p.m. on Sunday, May 10, 2015. The driver’s girlfriend, who was the lone passenger in his car, died in the crash. Three other people, including the accused, then 16, were treated at hospital for injuries. “This comprehensive investigation has been ongoing since its occurrence, and has taken months to get to this point,” said Cpl. Brenda Winpenny. “With the assistance of the Integrated Collision Analyst and Reconstructionist Services, the investigation is complete and is now before the
courts. As a result, police will not comment on the details of the case. However, we hope these charges will help the family with closure regarding the young teen’s death.” The accused has been summonsed to attend youth court to answer to the criminal charges.
Woman arrested A woman has been arrested after two vehicles were stolen Tuesday in Maple Ridge. Ridge Meadows RCMP were alerted to the theft around 8:30 a.m. A Chevrolet Suburban was left unattended while running in the owner’s driveway. The thief got into the unlocked truck and drove away. Just over an hour later, police spotted the suspect walking on Thorne Avenue near 207 Street, where she was arrested and the vehicle was recovered. Police are still looking for three other suspects who they believe were
also in the SUV. “A blue 2011 Volkswagen Golf was stolen from a home in the area shortly after the SUV was found, and it is believed to be connected to these three people,” said Cpl. Brenda Winpenny. Park rescue A 20-year-old woman was rescued from Golden Ears Provincial Park on Monday by helicopter after making a call for help on her cellphone. Ridge Meadows RCMP received a call from the lost hiker in Golden Ears park at about 5:30 p.m. The Ridge Meadows Search and Rescue
Team was called in and able to contact the hiker on her cell phone. With the assistance of a helicopter, the hiker was found uninjured and safely rescued. “Ridge Meadows RCMP want to acknowledge the dedication and professionalism of our local search and rescue team,” said Cpl. The Salvation Army Ridge Meadows Ministries, formerly the Caring Place, has a 25-bed emergency shelter. “I’ve not heard that,” Mayor Nicole Read said of moving residents to the Salvation Army. “I definitely don’t want anyone to move from the shelter to go into a shelter. We’re going into a shelter shuffle.” Most of the people at the temporary shelter, operated by RainCity Housing, have been living there since the city

Regular exercise in old age has as powerful effect on life expectancy, and an increase in physical activity is directly associated with better health and a longer life. Physical activity is classified as anything that gets your body moving. This can range from walking and gardening, to an exercise class, to basic arm exercises while seated in a chair. Ideally, research suggests that seniors you should try to do something physical every single day, even just for ten minutes. Pilgrim expects the Salvation Army’s B.C. headquarters will make an announcement soon on the specifics of the new policy on shelters. He added that the Salvation Army regularly places people into housing, but continues to struggle with the housing crisis in Metro Vancouver. “The problem is, there is very little housing. I’ve been here eight years. I’ve never seen it this bad,” Pilgrim said. He learned of a recent bidding war between people who just wanted to rent an apartment. Outreach workers from Atira Women’s Resource Society will also be visiting the temporary shelter to reach out to women in need of housing and supports. Read said she knows B.C. Housing is working on finding people homes. “We expected from the beginning that these people would be connected to housing,” and the health services they need. Council, in April, wrote to Housing Min-
ister Rich Coleman, asking how the people at the temporary shelter will be housed, after B.C. Housing cancelled plans to convert the Quality Inn in Maple Ridge into a 61-unit supportive housing complex. The City of Maple Ridge is still waiting to hear from B.C. Housing about the closure of the temporary shelter. Rajvir Rao of B.C. Housing confirmed that outreach workers from the Salvation Army have visited the temporary shelter. “We’re working closely with the Salvation Army as they transition to a low-barrier shelter to ensure we are meeting immediate needs of all people who are homeless in Maple Ridge,” he said. Read is more optimistic now that the Salvation Army is moving to a low-barrier model. “I think there’s a lesser risk of them hitting the streets from the Salvation Army now that the Salvation Army is low barrier. But the province is not meeting its objective if people cannot be housed after nine months of being in the shelter.” The temporary shelter was only supposed to be open for six months, closing March 30, to allow the city to provide somewhere for people to go when as it dismantled the Cliff Avenue tent camp.

B.C. nurses have voted 85 per cent to accept a contract with the provincial government that deals with staff shortages. B.C. Nurses’ Union president Gayle Duteil said Wednesday the new deal gives nurses a greater say in shaping health care policy, and represents improved safety and violence prevention. Staffing levels have been the key issue in the lengthy negotiations, which produced an interim deal in May 2015 to settle 1,600 union grievances filed over staff vacancies. That included $5 million for specialty train-
ing and a $2 million “grievance settlement fund” to pay bonuses to nurses who worked short-handed. Health Minister Terry Lake said some of the 1,500 new nurse positions in the agreement are filled by casual employees moving to fulltime, and others are new graduates. Shortages remain in specialty areas such as operating rooms, where an additional $5 million is included for about 850 nurses to take specialty training. The agreement includes $2 million for rural and remote areas that the BCNU says could be used for housing assistance or tuition relief to make positions more attractive.

Proposed Liquor Primary Licence Application
Multi-Material B.C. will take over collecting residential packaging and printed paper recycling services in the City of Pitt Meadows as of September. The curbside collection contract being awarded to Smithrite Disposal Ltd., the trucks for which will be powered by Compressed Natural Gas, a cleaner fuel alternative. Smithrite will provide weekly pick-up of residential recycling for residents living in singlefamily homes, as well as townhouses and mobile homes that currently receive curbside blue box
service. Residents will be able to recycle the same materials as they do now and will also benefit from the addition of segregated curbside pick-up for non-deposit glass packaging. A new grey box for recycling non-deposit glass bottles and jars will be provided to residents in August, with pick-up beginning in September. Glass accepted under MMBC’s program includes all clear and coloured glass packaging (bottles and jars), with the exclusion of beverage containers that are part
of the return-for-refund beverage deposit system. Multi-family buildings will have the option to select either MMBC’s approved collector in the area – Smithrite – or to select another organization or company to provide the service. MMBC will help offset the cost of recycling services for buildings that are part of its program. More information will be provided to building owners, managers and stratas in the coming months. “The addition of the City of Pitt Meadows means MMBC will soon
be providing direct service to 12 B.C. communities, including seven in the Lower Mainland,� said Allen Langdon, managing director, MMBC. The City of Pitt Meadows has been part of MMBC since the program launched in May 2014. Under the current agreement, Pitt Meadows receives a financial incentive from MMBC to provide its own collection services. In December 2015, Pitt Meadows formally requested that MMBC assume responsibility for direct service.

A first offence for checking your phone while driving will cost B.C. drivers $543 when new penalties take effect June 1. The fine for distracted driving goes up from $167 to $368, and drivers will also be assessed four penalty points, triggering another $175 charge. The combination results in a total penalty of $888 for a second offence within a year of the first. Public Safety Minister Mike Morris said the new penalties put B.C. near the top of distracted driving fines for Canadian provinces. Two tickets in a year will also trigger an automatic review by the Superintendent of Motor Vehicles that could result in licence suspension. Public consultation over the past year found support for a tougher approach. Transportation Minister Todd Stone said the
public awareness campaigns have not convinced enough people of the dangers of trying to use mobile phones or other devices without hands-free services. Central Saanich Police Chief Les Sylven, president of the B.C. Association of Chiefs of Police, reminded drivers that being at a stop light or stuck in a traffic jam does not mean the distracted driving penalties don’t apply. Distracted and inattentive driving was a factor in the deaths of 66 people and injuries to 630 in B.C. in 2014.
Arson investigated As many as 10 wildfires in northeast B.C. this spring may have been deliberately set. Environment Minister Mary Polak said Tuesday evidence an apparent string of arsons has been turned over to conservation officers to track the source of the fires.
The B.C. government has tripled the fine for not complying with burning restrictions to $1,150, but deliberately set fires are more serious. “Arson would result potentially in criminal charges, and if somebody was convicted, they would see jail time,” Polak said. Rapid snow-melt and an early warm spell created high fire hazard in areas of dry grass, sparking forest fires north of Fort St. John that forced hundreds of people to evacuate. Evacuees were allowed to go home on Sunday after rain and snow slowed the fires. Crews and aircraft in Alberta and B.C. continue to work on the Siphon Creek fire, which grew to more than 50,000 hectares as it crossed he provincial border.
Schools take in

Education Minister Mike Bernier said he has been in touch with the Alberta minister to keep track of students who come to B.C., so they can return to some of their normal routines. “We sent a letter to all of our school districts that when we have students coming from Alberta into B.C., that we’re going to open our arms, make sure that they’re welcomed into the school system and try to help them complete the end of the school year,” Bernier said. The Fort McMurray fire destroyed homes and businesses as it swept through the town, but schools were spared, as were the hospital and airport.

Millions of census packages are arriving in the mail and one in four households will be required to complete the once-again-mandatory long-form survey. Canadians are urged to complete the census online, using an access code they’ll get in the mailed envelope, but they can also fill out a paper version. Statistics Canada’s aim is to once again capture reliable, high quality data to the same level as the 2006 census, the last time the long-form census was delivered. It’s being pitched as important to helping guide decisions on services like schools, roads, health care, policing, transit and social services. Besides the reintroduction of the compulsory 36-page long form – the former Conservative government made it voluntary for 2011 and the Liberals have restored it in the name of evidencebased decision making – there are some other differences in the questions being asked. This year’s census won’t ask you about your income – Statistics Canada will get that from the Canada Revenue Agency.

Province unfairly taxes Metro, region charges Urban politicians chafe at ‘subsidizing’ rural B.C. B y J eff Nagel Black Press
The B.C. government is being accused of unfairly taxing Metro Vancouverites by capturing more in school property taxes from rapidly rising real estate prices and denying them the carbon tax rebates that are provided only in rural regions. The Metro Vancouver regional district board voted last week to investigate those and other perceived inequities to build a case for reform. The province sets the tax rates for the school property tax and other property taxes that flow to the province, rather than to the local municipality, Metro or TransLink. Burnaby Coun. Colleen Jordan questions
the formula the province uses to set those rates and argues the amounts paid by home owners in school tax, in particular, has escalated with soaring values. “With the huge assessment increases that we’ve had in this region, I believe it’s put us in the position of subsidizing the rest of the province in terms of school tax,� she said. West Vancouver Mayor Mike Smith said extreme property values have made the problem “quite horrific� in his community. “West Vancouver, just like with TransLink [property taxes], are carrying everybody else on their back, paying far more school taxes than the cost to run our schools because of our high assessments.�
The complaints go beyond non-municipal property taxes. Metro board chair Greg Moore said the provincial government’s plan to impose a 911 call answer levy on all phone lines is also unfair because it will mainly extract money from Metro residents and businesess to fund 911 upgrades in other regions. “We’ll be paying substantially more compared to the rest of the province,� he said. Rising real estate values have left a growing number of Lower Mainland homes failing to qualify for the home owner grant, which provides a $570 credit against property taxes when homes are valued at less than $1.2 million. (The amount of the basic grant declines for properties above that threshold and is zero above $1.314 million.) “A lot of people are go-
ing to be realizing substantial increases in the amount of property tax they need to pay,� White Rock Mayor Wayne Baldwin said. Vancouver Coun. Raymond Louis noted 95 per cent of B.C. homes got the home owner grant in 2012 but that’s dropped to about 91 per cent as more properties exceed the maximum value to qualify. He said roughly $30 million less in the grants is now paid out by the province, and has come mainly at the expense of Metro home owners. “Where is that money going?� Louis asked. “It’s essentially Metro Vancouver that’s not receiving that home owner grant now. Why aren’t we getting that investment back into Metro Vancouver?� Carbon tax breaks are another bone of contention for the urban politicians. Everyone in B.C. pays the carbon tax, Moore noted, but those who live in rural areas outside Metro Vancouver, the Fraser Valley or the Capital Regional District get an extra $200 top up of their home owner grant to ease the pain, referred to as the northern and rural home owner benefit. “Property tax is just one issue,� Moore said. “We’re looking at multiple examples of us seeming to overpay into the system to subsidize other parts of it.� Burnaby Mayor Derek Corrigan said providing a carbon tax offset for the north in the form of a higher home owner grant appears to reward people in those areas for emitting more carbon. Finance ministry spokesman Jamie Edwardson said that extra $200 is provided from the carbon tax revenues to rural and northern residents to reflect the fact public transit may not be as good in their communities, and that home heating costs tend to be higher. As for school property tax rates, Edwardson said they are set for each school district and are adjusted to make up for significant increases in assessed values.

The Maple Ridge Burrards lost to the New Westminster Salmonbellies on Monday night in Western Lacrosse Association exhibition action, but a local player’s performance went a long way to earning him a spot in the lineup. Lyndon Knuttila had three goals and three assists for the Burrards to lead the scoring. He was the Burrards’ fifth-round pick in the 2016 draft, is from Maple Ridge, and played with the Port Coquitlam Saints last year. The Thomas Haney secondary grad
also played for the SFU Clan field lacrosse club team. He put up 33 goals and 52 points in 13 games in the 2016 season. “He had stood out at camp already,” said new coach Rob Williams, noting that Knuttila has a great shot, good hands, works hard and plays a gritty style that gets under his opponents’ skin. “He’s a really good player, with a bunch of different intangibles.” With five players still in the NLL playoffs, the Burrards dressed a roster that was young. The Burrards led the game 3-2 after the first period, but were outscored 6-1 in the second. Cody Adamson had two goals and two assists, while Luke Gillespie and Spencer Evans each scored and tal-
lied three points. Defensive ace Zack Porter was the other scorer. Gillespie is another Maple Ridge player who is a new addition to the Burrards. His hometown team acquired Gillespie from the Salmonbellies in exchange for their first round pick in the 2016 draft. GM Daren Fridge also finagled a first round pick in 2017 out of the ‘Bellies as part of the deal. Whatever is made of those picks, Fridge’s head coach Knuttila likes the guy on his roster this season. “He’s the real deal,” Williams said of Gillespie. “He should be a top 10 guy (in league scoring), or we’re doing some-
thing wrong as coaches.” Gillespie has 34 points in 13 games so far in his WLA career. Monday was a night for playing the kids. Ridge started goaltender Charles Claxton, a secondround pick in the last draft, and he allowed eight goals on 37 shots in 35 minutes of play. He was replaced by Brandon Mulligan, who allowed one goal on 12 shots in 25 minutes of play. “They both played well,” said the coach. “It’s an adjustment to the WLA. There’s better shooters.” The Burrards home opener will be May 22 when they face the Langley Thunder, at 6:45 p.m. at Planet Ice.
Despite a tough 3-1 loss to the Upper Island Storm in the Coastal A Cup final, the West Coast Auto Group Football Club’s U14 metro select girls will be playing in the Provincial Cup from July 7-10 in Burnaby. The team earned its way into the provincial championships by beating out Surrey Guildford United, Burnaby Metro Dynamite and the North Shore SC before falling to the Upper Island Storm. “The team worked hard to get to the finals and it was a tough one to lose.” said head coach Graham Thompson. “They’ll get another chance against this team when we meet up at the Provincials ” Qualifying the U14 Metro team for the Provincial Cup caps a strong season for the West Coast Auto Group Football Club, which had 17 teams across different age groups qualify for Coastal Cup play, said Neil Turner, West Coast FC technical director. “Our club continues to focus on building quality players and teams through excellent and committed coaching focused on the development of each individual member of our club,” he said. “We are proud of all of our players and coaches and are excited to have our U14 Metro girls in the upcoming Provincial Cup.”

O’Dell on to championship The University of the Fraser Valley men’s golfers, including Maple Ridge’s own Connor O’Dell, continued their red-hot run through the spring season, picking up their fourth straight victory at the Southwest Oregon College Invitational. Cascades head coach Chris Bertram noted that the UFV men have now won all four events they’ve played in the spring, including a match play exhibition against the MacEwan Griffins, the Olympic College Invitational, and the Cardinal Classic. O’Dell is a two-time CCAA AllCanadian, but is still looking for his first top-10 individual finish of the spring. “Connor has been huge for us all year, but it’s great to see his teammates step up when they have to,� Bertram said. “I know Connor will be ready to go when we show up at Morningstar.� They head into their biggest spring tourney, the Canadian University/College Championship at Morningstar Golf Club in Parksville, B.C. (May 31-June 3). “Things are continuing to round into form with our biggest test of the year coming up in three short weeks,� Bertram said.

he phrase “training the core� is used so often in sports and exercise that it may have lost much of its meaning. Many athletes, coaches and even lay people have at least a vague understanding that the core is the muscular area around your trunk, and it is an important area to exercise and keep fit. Although the myth persists that you can trim down and lose belly fat by doing core exercises – you can’t. So what is the “core� and why is it important to exercise? There are many definitions of what muscles comprise the core and depending on who you talk to you will get slightly different answers to this question. Some define the core as the abdominal and back muscles acting together; others describe it as a girdle or cylinder of muscles that surround the trunk attaching the rib-cage and the pelvis; still others characterize it as a box comprising muscles of the anterior, lateral and posterior trunk along
with the diaphragm and pelvic floor muscles. And some add arm and leg muscles in the definition. There is no absolute right or wrong way to define the core. Why are these muscles important? Various studies have shown that there are many benefits to core training. A strong core reduces back pain in athletes and non-athletes alike; it can help to stabilize an athlete; it can help improve throwing or kicking velocity (or club-speed in golfers); it improves posture (and therefore strength) in sports that require a crouch position (such as hockey, football and rugby); among many other benefits. But the reason you train the core, and the methods you should use, ultimately depend on the specific demands of the sport or task involved. The reason the core is so important is that it is a conduit for the transfer of force from the ground, through the legs and into the arms. If you are lifting

Martha was born in the Netherland and was Married on April the 7 1938 to her husband Hanke who predeceased her on September 10, 1999. She is survived by a sister and one brother, 8 children plus spouses, 58 grandchildren, 60 great grand children, 8 great great grand children. She will be buried next to her husband in Kelowna on Friday May 13th. A memorial will be held at 10.30 am at the Christian Reformed Church on 20245 Dewdney Trunk Road, Maple Ridge. In lieu of flowers donations may be sent to the Alzheimer Society.
HARP, Edwin (Ted) Baxter Ted Harp (1929 - 2015) passed away peacefully after a brief illness on Christmas Day in Maple Ridge BC at Ridge Meadows Hospital. He was predeceased by his parents Elizabeth and Thomas Harp, brothers Thomas, John (Jack) and Earl, sister Mary McDonald and nephew Kenneth Harp. Ted will be fondly remembered and missed by his close friends, his nieces Martha Gillier and Eileen Bako and his nephews Ian McDonald and Thomas Harp. Ted loved his sports and politics. He was very dedicated Teacher to his Math, Physics and Chemistry students. Ted had a unique sense of humour and was a gifted story teller. Ted had an amazing group of friends that remained close to him throughout his entire life. Ted will be remembered for his strong spirit to live. No service by request.
