The Cranbrook History Centre continues to bring the deep past alive, with an ongoing series of lectures concerning the East Kootenay’s considerable fossil record — in particular the “Cambrian Explosion,� a period that is well-represented locally. A remarkable new fossil assemblage from the Burgess Shale at Marble Canyon and the flowering of complex life on Earth is the subject of a lecture Wednesday, June 15. Bob Gaines, a Professor of Geology at Pomona College in Claremont, California, will be speaking at 7 p.m. at

Cranbrook’s Royal Alexandra Hall. The Cambrian was the first geological period of the Paleozoic Era, lasting from 541 to 485.4 million years ago. The Cambrian marked a profound change in life on Earth.

RDEK denies special license for FozzyFest T R E VO R C R AWL EY

The RDEK denied a special license for a music festival in the South Country after the board of directors debated the proposed expansion of it going from 500 people to potentially 2,000.

The application was postponed from May after initially being brought forward in February from Shawn Lafleur and Darryl Stanat, the two organizers who are from Calgary. Stan Doehle, the Area B

director whose electoral area includes the proposed site on Lake Koocanusa, led opposition to the event and read out a letter describing his concerns. “FozzyFest has outgrown the site,� said Doehle. “1,500

to 2,000 are way too many people for this area.Perhaps they need to move closer to a larger centre. The RCMP have identified the issues in their risk assessment report of having the FozzyFest at Big Springs.

“A risk assessment was done this time and it talked about being in a remote location being a major problem and also drug seizures from people attending,� Doehle said. “The risk assessment covers all the is-

sues that we should respect the RCMP for the knowledge and expertise they have. At present, I have not received one call or letter in support of FozzyFest.�

However, around issues with urban deer, residents are encouraged to contact the RAPP line first toll free at 1-877-952-7277 (RAPP), but are also asked to report the issue to the City of Cranbrook for its records by calling 250426-4211 or emailing urbandeer@cranbrook. ca. City staff may not be able to respond directly to all emails or phone messages around urban deer issues, however staff will be sure to record those complaints. Fawning season is underway in Cranbrook’s urban deer herd. and look for a secluded place to give birth. Deer have one or two fawns per year and triplets do occur once in a while. The white-spotted fawn relies on its colouration, lack of scent and silence for protection. It is quite common for does to leave fawns hidden while they forage in the area, returning occasionally to nurse. If you come across a fawn, it is best to leave it alone.

It is also important for residents to remember that does with fawns are very wary of their surroundings and can act or react aggressively if they feel threatened. Give the deer plenty of space to either move or leave the area. Do not walk closer to the deer, choose another route. Be sure to walk your dog on a leash and be ready to let go of the leash if a deer attacks.

Cranbrook RCMP take 142 calls over past week F o r t h e Tow n s m a n

Cranbrook RCMP responded to 142 calls for service over the past week, June 6 (6 a.m.) to June 13 (6 a.m.). • Four collisions were reported — two drivers ended up being charged. • There was one hitand-run incident – no suspects. • Eight mental health calls were reported, with two individuals apprehended. • There were three assault complaints over the past week — none of these was domestic in nature. One of the assault complaints resulted in an arrest. • Eleven thefts were reported: Four shoplifting reports (one was

unfounded); one theft from a motor vehicle; one theft of a truck was reported, but turned out to be unfounded; one theft of a dump trailer from Diamond West Trailer, two thefts from front yards; and a report of suspicious man and woman checking car doors along 11th Street South around 9th Avenue South. • One Break and Enter was reported at the College of the Rockies a man was arrested (see below). • There were three reports of mischief to property. • There was an arson incident at the Gyro Park washrooms — the structure is okay but

there was damage to the contents inside, policed reported. • There were two drug seizures (marijuana). • A Search Warrant executed in the Wattsville area. A woman was arrested, and charges are forthcoming. Sam Steele Days is coming up, and RCMP will be out in full force anticipating increased calls for service. Man arrested after break-in at College of the Rockies RCMP

At about 2 a.m. Saturday morning, Cranbrook RCMP were called to the College of the Rockies for an alarm. Staff had attended and noted an insecure door; RCMP officers arrived to clear the building at which point they observed a man inside the building wearing a black ski mask and holding a hatchet. RCMP members were able to take

control of the man and arrest him without incident. The 19-year-old suspect is a Cranbrook resident and has been charged with Break and Enter, Possession of Weapon Dangerous to the Public, and Wearing a Disguise with Intent to Commit an Offence. He was taken before a Judicial Justice of the Peace and was released to appear in court at a later date.

Mich Mercier joins the detachment from Regina, Saskatchewan where his previous role was that of an instructor at the RCMP

Depot. He arrived in Cranbrook near the end of May and is new Watch Commander.

Const. Colin Smilie recently graduated from the RCMP Depot in Regina has just

joined the detachment in Cranbrook this month.

Cpl. Chris Newel of Kimberley RCMP reports there were no serious injuries after a vehicle left highway 95A east of Kimberley early Friday morning and struck a house. The vehicle was westbound when it left the road, hit a fence, a truck and then the side of a house. The occupants of the house were not injured. The vehicle came to rest upside down and the driver was able to free himself. He was taken to East Kootenay Regional Hospital by ambulance, assessed and released a short time later. Police are still following up on the incident which took place around 5:30 a.m. The 22-year-old driver from Kamloops is facing a number of charges.

He holds a B.Sc. from the College of William and Mary, an M.Sc. from the University of Cincinnati and a Ph.D. from the University of California, Riverside. Gaines is returning to Cranbrook after spending several weeks digging in the Eager Formation with Guy Santucci and colleagues last year. He will be speaking on the discoveries made in the Burgess Shale and Marble Canyon as well as other incredible specimens that have been found in this area. The rapid diversification of lifeforms in the Cambrian, known as the Cambrian explosion, produced the first representatives of all modern animal phyla. Gaines, whose interest in the Cambrian period began at age five with a trilobite, given to him by his mother, has been working in the Burgess Shale since 2008 and was a member of the 2012 team that discovered the Marble Canyon Locality. His work on the Cambrian period goes back nearly 20 years to his Ph.D.

RDEK denies special license for FozzyFest Continued from page 1 Clara Reinhardt, the mayor of Radium Hot Springs, voiced her concerns over the lack of consultation with the Tobacco Plains Indian Band, which would receive revenue for the event, as well as the direction the board was taking over the course of the discussion. “For this year, I feel pretty strongly that we should be letting it go, watching it. Everyone’s aware, the RCMP say they’re confiscating drugs—awesome,” Reinhardt said. “Stand at the gate, make sure you catch it all. But you know what, the RCMP confiscate drugs in every one of our communities. It’s out there.” Don McCormick, the mayor of Kimberley, was concerned that even if the RDEK denied the special license, 2,000 could just show up anyways and that RCMP resources would be stretched thin when

permission to have a 500-person party. They’re asking for permission to make that a little bit bigger. We’re basically going to decide if we’re going to push them into being

Sam’s Ale to quench the Great literary gambles thirst for Sam Steele Days

“I will take that bet.” Novelist George Barr McCutcheon uttered that sentence in 1902, after an argument broke out between himself and his publisher. McCutcheon’s publisher was convinced it was the author’s name alone which sold a book, while McCutcheon was adamant that the author’s name didn’t really matter. His publisher bet him 100 dollars on the matter, and McCutcheon — as noted above — accepted. To prove it, he turned in a manuscript only six weeks later, written under the pseudonym of Richard Greaves, and having one of the publisher’s clerks pose for the author photo. McCutcheon called the book ‘Brewster’s Millions’ (a story about a bet) and it sold so well it was forced to go into a second printing within weeks of its appearance. Since then, it has never gone out of print, and has appeared on Broadway twice and as a motion picture ten times (most famously in 1985 with Richard Pryor). Not only did McCutcheon win the bet, but he went on to write 40 more novels, including the fantasy series ‘Graustark.’ Isaac Asimov would write one of his most famous works on a bet as well. The prolific science fiction and fact writer got his start writing short stories for the pulp magazine ‘Astounding Stories’ in the 1940s and ‘50s. Astounding’s publisher was an overbearing know-it-all, whose bizarre opinions on African Americans, Jewish people, and Scientology always rubbed Asimov (and almost every other writer he published) the wrong way. Unfortunately, ‘Astounding’ was the best place for science fiction authors to be published, and Campbell always paid his authors fairly and on time. In the early ‘50s, Asimov pitched an idea to Campbell about classic mystery story occurring in the far future. Campbell replied that “a science fiction mystery story was a contradiction in terms … advances in technology could be used to get detectives out of their difficulties unfairly.” He then bet Asimov that no such story could be written which would

He went home and typed out ‘The Caves of Steel’— very much a classic mystery and a science fiction story. He then submitted to ‘Astounding’s’ biggest competitor, ‘Galaxy Magazine’, who expanded it into serial form, publishing it 1953. It was so successful Doubleday published it as a novel in 1954. Much like ‘Brewster’s Millions,’ ‘The Caves of Steel’ has never been out of print. It appeared as a made for television movie in 1964 starring Peter Cushing, and has been adapted for radio numerous times. The early 1960s also saw the publication of Dr. Seuss’ ‘Green Eggs & Ham’ — yet another book written on a bet. After the success of ‘The Cat in the Hat’ a few years earlier, Seuss’ publisher bet him fifty dollars that he could not write a book using fewer words (‘The Cat in the Hat contains only 236 words). The result was ‘Green Eggs & Ham,’ the fourth bestselling English-language children’s book of all time. Although Seuss won the bet — the book only contains 50 different words —his publisher welched and never did pay him. In 1976 Knopf Books released Michael Crichton’s ‘Eaters of the Dead’ — a novel more written on a dare than an actual bet. Long before he wrote ‘Jurassic Park,’ Crichton began writing novels in the mid-1960s as a way to pay for medical school. He turned to writing full time when his 6th book, ‘The Andromeda Strain,’ began to sell in the millions. In 1974 Crichton was visiting a friend who was preparing to teach a col-

lege course he called “The Great Bores.” The syllabus would include “all the texts that were suppose to be crucial to Western civilization, but which were, in truth, no longer read by anyone, because they were so tedious.” The first work this course would examine was ‘Beowulf.’ Crichton vehemently disagreed with his friend, stating ‘Beowulf’ was ‘a dramatic and exciting story.” His friend just laughed and dared Crichton to try and prove that to anybody. He took that dare and the result was ‘Eaters of the Dead.’ Here Crichton does what he was best at — making his fiction read like history, full of half-real and half-fake footnotes and appendices. Instead of simply novelizing ‘Beowulf,’ he treats the epic poem as a story based in fact. He then combines this with the true story of Ahmad ibn Fadlan, an Arab poet who left behind an incomplete manuscript of

his travels with people he called “Northmen.” Crichton fills in the missing parts of the manuscript, having ibn Fadlan encounter Beowulf and what could only be still living Neanderthals. It is impossible to tell which parts were actually written by ibn Fadlan, and which ones by Crichton. Unlike the books mentioned above, ‘Eaters of the Dead’ was not an immediate bestseller, although it too has never been out of print (Hollywood had been trying to film it since 1979, only to make the uneven disaster ‘The 13th Warrior’ in 1999). Of course the most famous case of literary gambling is that of Ernest Hemingway, who was bet $10 he couldn’t write a story using only 6 words. He did, on the spot: ‘For Sale. Baby Shoes. Canada Day Celebrations Planned For July 1st @ Rotary & Moir Parks Local festivities to mark Canada’s 149th birthday celebrations are set to go on two fronts July 1st, thanks to a partnership between the Fisher Peak Performing Artists Society and the City of Cranbrook. One of the largest attended events will be in Rotary Park from 3:00pm to 9:30pm with a full roster of activities, entertainment, food and fun for all ages. Live bands will grace the Rotary band shell, with crafts and activities hosted by the City’s PLAY program staff, bouncy castles, great food vendors, local dignitaries and the community citizenship awards will be given out. And finish off the party with a spectacular fireworks display at Moir Park starting with the first fuse being lit at 11:00pm sharp thanks to the generosity of Connect Church.

There are pancake breakfasts and community barbecues galore during Sam Steele Days, but the event is also a good excuse to knock back a couple cold ones while taking in all the events throughout the community. As Sam Steele Days approaches, the Fisher Peak Brewing Company has created Sam’s Ale, a light beer to mark the annual celebration of the historical lawman. The batch, brewed by Jordon Aasland inside The Heidout Restaurant and Brewhouse, is 1,000 litres and is not expected to last much longer following the Sam Steele Days weekend. “It’s a nice, easy, light-drinking beer,” said Aasland. “It’s brewed with some light caramelized malt, so that gives it a bit of a nutty flavour. There’s some Canadian white-roasted wheat in there, that gives it a creamy finish.” Aasland adds that Sam’s Ale doesn’t have a lot of hops and isn’t a bitter beer. It’s a switch up from last year’s Sam Steele-themed beer, which was

a honey lager, however, Aasland only had a two-month window this year to get Sam’s Ale brewed. “Last year was a lager, this is an ale,” Aasland said. “A lager takes a lot longer to condition. They only told me they needed a beer two months before they needed it, so a lager was a bit out of the question. “I wanted something with a little flavour to it, I didn’t want to make a really light beer, I wanted something with a little unique flavour to it.” It’s not the first specialty beer that Aasland has made; he’s been the creative mind behind other one-time suds such as a ginger beer and the Avalanche ale. Sam Steele Days will be happening this weekend, with all sorts of events going on throughout the community.

The shape of an NDP government

L

ast week’s column looked at whether the B.C. NDP would embrace the current Canadian political fashion of attempting to borrow and spend the province into prosperity. I suspect they will, but that’s part of an election platform that won’t likely be revealed too far in advance of the May 2017 election. Financial conditions can change drastically at any time. But there’s a clear record of what John Horgan’s NDP is committed to, and it’s contained in a series of private members’ bills tabled in the legislature by Horgan and other NDP MLAs this year. You likely didn’t hear much about these, because opposition legislation is typically dead on arrival. If a majority government likes an opposition idea, it will introduce its own legislation or cabinet order rather than allow opponents to claim credit. This happened recently with a new requirement for school districts to test their drinking water to see if it meets Health Canada guidelines. A legislative change was first proposed by North Coast NDP MLA Jennifer Rice, after schools in Prince Rupert found high levels of lead from a combination of acidic water and old plumbing.

There are a couple of opposition bills that you will hear a lot about in the coming months, after they were quietly but firmly rejected by the Christy Clark government. Horgan’s Campaign Finance Reform Act is the fifth time the NDP has proposed legislation to ban corporate and union donations to political parties. The NDP has created a multimedia campaign to get “big money” out of B.C. politics, as has been done federally and in other provinces. Clark and Finance Minister Mike de Jong’s flat refusal, and the B.C. Liberal BC VIEWS P a r t y ’ s multi-million Tom dollar advantage Fletcher in corporate fundraising, will be a key theme. Saanich North and the Islands MLA Gary Holman presented the Government Advertising Act, which would require taxpayer-funded ads to be checked by the Auditor General’s office for partisan content. That one was DOA too, no surprise since the government’s current series of ads would flunk such a test. Nelson-Creston MLA Michelle Mungall revived another perennial NDP proposal, the Poverty Reduction and Economic Exclusion Act 2016. This is the demand for a multi-ministry anti-poverty plan with annual goals and reporting of results.

This one appeals to low-information voters, who are receptive to the Vancouver poverty industry’s annual bending of statistics to claim horrendous child poverty is uniquely rampant in B.C. For actual results, see the recently defeated Manitoba NDP government’s experience with their identical annual plan. Poverty in Manitoba has been eliminated at about the same rate as homelessness in Vancouver, solemnly promised by Mayor Gregor Robertson many years ago. The NDP is on firmer ground with the Speculator Tracking and Housing Affordability Act, proposed by Horgan to deal with soaring real estate costs that have spread across Metro Vancouver and into other desirable urban locations in B.C. It aims to identify residen-

tial properties that are sitting empty and impose a levy on them, with proceeds going into a “housing affordability fund” to subsidize existing or new housing. The idea is to tax speculators who are buying and holding properties to take advantage of increasing market value. They could escape the levy by making the property available for rent, or selling it to someone who will live in it. The B.C. Liberals don’t like that idea, and nor do property developers who donate generously to them. Clark and de Jong argue that the vacancy rate is declining. Special Olympics BC–Kimberley/ Cranbrook is celebrating 30 years of operation this year! This means 30 years of bringing high quality sport programming to individuals with intellectual disabilities, 30 years of high level competition, 30 years of friendship, smiles and comradery, and 30 years of empowerment and acceptance of individuals with intellectual disabilities through positive sport experiences. It also means 30 years, and hundreds of thousands of hours, of volunteer time. Hours spent coordinating programs, coaching, fundraising, planning competitions, financial reporting, paperwork, event planning, recruiting other volunteers, and countless other tasks. This local would not be the success it is today

without the tireless efforts of our volunteers over the past 30 years. At this time, we are facing a potential crisis within the local. We are already missing a few key executive members from our local committee and we have received notice to lose two more in the next year. It is going to be impossible for us to continue to operate successfully and maintain the programming currently offered without recruiting more dedicated volunteers to carry on the legacy of Special Olympics BC here in Kimberley and Cranbrook. The End of the United States?

“If

we do not get tough and smart real fast, we are not going to have a country any more,” said Donald Trump after the massacre in the Pulse nightclub in Orlando early Sunday morning, and The Donald never exaggerates. The United States is a very fragile entity, only two-and-a-bit centuries old. One more attack like Orlando — fifty dead and fifty-three wounded — and it’s finished. No? That’s not what Trump meant? Then how many Orlandos would it take to destroy the United States? One a month? That wouldn’t really do it either, because on average around two hundred Americans are killed and wounded in mass shootings every month. It’s been going on for many years, and the United States is still there. Last year 374 mass shootings — defined as a shooting that kills or wounds four or more people — killed 475 Americans and wounded 1,870. The media go into a feeding frenzy whenever the number killed in a single incident reaches a dozen or so, but it doesn’t last long. The politicians offer their “thoughts and prayers for the victims and their loved ones,” and everybody carries on as before. After all, two hundred killed and wounded a month in mass shootings isn’t all that big a number in a population of 325 million, and anyway trying to bring in gun control is not worth the political effort. It has been tried repeatedly, and it just doesn’t work. Indeed, the National Rifle Association may be right in insisting that the problem is not guns but Americans. (Their slogan is actually “Guns don’t kill people; people kill people”, but we all know which people

they are talking about.) Firearms are also widely available in Canada, but the Canadian gun murder rate is eight times lower. Even in countries where assault weapons are widely available (like Switzerland and Israel, where military reservists keep their weapons at home), the firearms-related death rate is less than a third of the American rate, and mass shooting are very rare. “Violence is as American as cherry pie,” as H. Rap Brown once put it, and on the whole Americans have just decided to live with it. That’s not an entirely unreasonable Gwynne decision, because changing a whole culture is hard, Dyer slow, uncertain work, and 13,286 gun deaths per year (including massacres, one-on-one killings, suicides and accidents) is only one in every 25,000 Americans. But what about terrorism? That’s a real threat, isn’t it? The aforesaid Donald Trump even tweeted that President Obama should resign immediately in disgrace if he didn’t say the words “radical Islamic terrorism” out loud. But it’s not even clear yet if that’s what the Orlando horror was really about. It’s true that the Orlando shooter, 29-year-old Omar Mateen, was born in New York to Afghan immigrant parents who raised him as a Muslim, but his exwife says that he wasn’t very interested in Islam. Maybe he changed after she left (he used to beat her up a lot), but his father says that the trigger for his killing spree was seeing two gay men kissing in public in Miami. On the other hand, there are reports that he called 911 (the emergency services) to declare his allegiance to Islamic State just before he started shooting, and

some witnesses say he shouted “Allahu Akbar” (God is great!) as he was killing people. Even if true, this doesn’t mean that Mateen was acting on Islamic State’s orders. IS websites do NOT encourage potential supporters to phone head office for instructions before going out to commit terrorist acts. Just go and do it, that’s all. But it may also be that Mateen was acting out of a so-called “gay panic” — an extreme reaction to displays of gay affection, generally because the person is desperately suppressing such desires in himself. In that case, the whole “Islamic” thing would have been just a cover for his real motive, which he wanted to conceal. We’ll know more later, but we may never know his motives for certain. It doesn’t much matter: people commit massacres for all sorts of bizarre reasons, and it makes no difference to the victims which particular one is driving them. It shouldn’t make much difference to the public or the politicians either, because Mateen is just one more mass murderer among hundreds, very few of whom are Muslims. Donald Trump (and some other people) will be pushing the “terrorism” button as hard as they can, in the hope that they can fool people into backing extreme solutions to what is really a very small problem, but that is just cynical self-interest. So what should happen? Nothing much, really. The US will go on living with the occasional mass murder because the culture is too hard to change. And terrorism — whether this particular event was terrorism or not — will continue to be one of the (relatively minor) costs of doing business in the 21st century. Boys and Girls Club launches opportunity fund

CRANBROOK – The Cranbrook Boys and Girls club has started an opportunity fund with the Cranbrook and District Community Foundation (CDCF) with the goal of reaching $10,000 by September, and $50,000 by their 50th anniversary

PREPAYMENT OF 2017 PROPERTY TAXES

Property Tax Notices for the City of Cranbrook have now been mailed to all property owners on record. If you have not received your notice, please contact City Hall at (250)-426-4211 so that a copy may be forwarded to you. Taxes are due on July 4, 2016, after which time a 10% penalty will be added to any unpaid current taxes. Home Owner Grants may be claimed even if current taxes are not paid in full. Penalties apply to Home Owner Grants not claimed by July 4, 2016. If you are participating in the pre-authorized payment program, please note that the prepayment amount on your tax notice includes the May 15th and June 15th payments. As your prepayment amounts were based on an estimate there may still be a balance owing. To avoid a penalty, please review your Tax Notice carefully and make sure you pay any outstanding balance prior to July 4, 2016. To help you avoid the last minute rush, we accept postdated cheques. We also accept Interac Debit Card payments. Payment may also be made by telephone/online banking and through most financial institutions. You must still claim the Home Owner Grant at City Hall or online via the link on the www.cranbrook.ca website.

The City of Cranbrook is continuing to offer a property tax prepayment plan. Now you can budget your property taxes and avoid the July property tax “blues”. Monthly tax payments are made through your bank by preauthorized debits on the 15th of each month, starting in July 2016 for the 2017 taxation year. Application forms are available from the City Hall Tax Department. If you would like one mailed, please contact us at (250)-426-4211. If you are currently enrolled in the pre-authorized tax payment program, any overpayment on the 2016 property taxes will be applied to the first payment(s) for 2017.

ANNUAL AQUATIC CENTRE CLOSURE @ WESTERN FINANCIAL PLACE The pool at Western Financial Place will be closed for its annual maintenance from Monday, June 13 to July 3, 2016 with the facility reopening to the

public on Monday, July 4, 2016. It is also important to note that the entire facility including the arena for concourse walking will be closed on the weekends between June 13 and July 3. 2015 ANNUAL REPORT AGM

The City of Cranbrook is pleased to announce that you can once again claim your Home Owner Grant online. This feature is available by logging on to the City’s website at www.cranbrook.ca and following the link to the Grant Application form. The eHOG password to access the form is found in the address portion at the top left-hand side of your 2016 tax notice. Please read the instructions on the City’s website before proceeding to the Grant application form. IMPORTANT NOTICE: Effective the 2016 taxation year, Financial Institutions will no longer accept Home Owner Grant applications. If you pay your property taxes at a Financial Institution, please ensure you claim your Home Owner Grant online or at City Hall before the due date (July 4, 2016).

The City of Cranbrook 2015 Annual Report will be presented to Council for consideration at the Annual General Meeting on June 27, 2016, at 3:00 pm in the City Hall Council Chambers. The 2015 Annual Report will be available for public review on our website or at City Hall reception beginning on June 6, 2016. SLOW DOWN, MOVE OVER: HELP KEEP OUR ROADSIDE AND EMERGENCY WORKERS SAFE Roadside maintenance workers and emergency staff are out all year round and it is important for drivers to be aware of their presence, slow down and move over to give them the space they need to be safe. The City of Cranbrook has many staff members, especially from Public Works, working on our streets year round and not just in the warmer months. This isn’t limited to just Public Works staff but also Fire Services, RCMP and Ambulance staff, other emergency workers and tow truck operators. When driving through the City and you see vehicles with flashing red, blue or yellow lights, please be aware that workers are present. Reduce your speed and allow extra space when passing the vehicles or accident scene, where it is safe to do so.

2016 TAX DEFERMENT PROGRAMS You may defer payment of property taxes if you meet the following basic qualifications: Canadian citizen or landed immigrant having lived in British Columbia for at least one year; and registered owner of the property, and the property is your principal residence Specific Program eligibility requirements: Regular Deferment Program • 55 years or older, or widow/widower, or a person with a disability as defined by Regulation; and • 25% equity position in your home (based on the 2016 BC Assessment property value) Families with Children Deferment Program • Sign a declaration that you are financially supporting a child under the age of 18 at any time during the calendar year; and • 15% equity position in your home (based on the 2016 BC Assessment property value) NOTE: Before applying for any of these tax deferment programs, you must pay all penalties, interest, previous years’ property taxes, and utility charges, as these charges cannot be deferred. Bandits stumble at home, dropping three of four Cranbrook Bandits earn split with Glacier Twins before falling twice to Kalispell Lakers in American Legion Baseball action

Perhaps the familiarity of home was simply too comfortable. After knocking around the competition in Trail, the Cranbrook Bandits (8-7-0) returned home to Confederation Park this past weekend, dropping three of four outings in American Legion Baseball action. Greg Rebagliati hit a walk-off single, scoring Rylan D’Etcheverry in the bottom of the seventh inning, as the Bandits eked out a 3-2 victory over the Glacier Twins. From there, it was all downhill, as the Twins exacted revenge with a 7-4 triumph in the second game of Saturday’s doubleheader. Sunday, the Kalispell Lakers sent the Bandits to back-to-back defeats with wins of 8-5 and 4-3. After going 1-3-0 over the weekend, the Bandits now sit 8-7-0 through the first 15 games of their Montana State ‘B’ American Legion Baseball campaign. “We had too many runners left on base, we had scoring opportunities and we couldn’t cash them in,” said Paul Mrazek, head coach of the Cranbrook Bandits. “We pitched well enough, in a lot of areas defensively we were fielding the balls hit at us quite well… But sometimes we were making throws when we didn’t need to and throwing the ball away when there was no play. That didn’t help either. “We need to be a bit more patient.” D’Etcheverry, a 6-foot-1, 160-pound Sel-

kirk Secondary School school, was involved in the offense from start to finish in Saturday’s 3-2 triumph over the Twins, while Dan Mercandelli registered a complete-game effort on the mound, going seven innings strong with five strikeouts and only one earned run. First, the lanky third baseman managed to steal home for a 2-0 Cranbrook lead after the Twins were caught chasing Rebagliati, who was busy trying to swipe second base during the bottom of the third inning. A two-run effort from the Twins in the top of fourth knotted the game at 2-2, setting up for Rebagliati’s heroics. As the lead-off man for the bottom of the seventh inning, D’Etcheverry got things rolling, knocking an infield single before thieving second base to put himself in scoring position. With no outs, the Bandits were primed to score the walk-off win and Rebagliati made sure that never came into question. After battling to a 2-2 count, the 5-foot-8, 135pound Laurie Middle School student sent a fly ball towards Twins’ left fielder Mason Laliberty. Try as he might, the Twins’ outfielder was unable to get under the ball leaving D’Etcheverry to cross home safely courtesy a Rebagliati’s game-winning single. “He’s been a great addition,” Mrazek said of Regabliati. “He’s come in, he’s pitched well most of the time — he’s a little tender right

now — but he is getting in there, he’s a young kid and he’s got no fear. He’s putting the ball in play, hitting some line drives and had some doubles. “He’s just blending right in at this level and doing a great job.” The Bandits’ dugout erupted, emptying to the infield where both D’Etcheverry and Rebagliati were mobbed at the mound. S a t u r d a y ’ s game-winning knock was undoubtedly one of the biggest hits of Rebagliati’s time with the Bandits, having just joined the club as a rookie this season. In only six games, the fresh-faced rookie is batting .400 (4/10) with his only registered RBI being Saturday’s plating of D’Etcheverry. Still, Rebagliati wouldn’t have been presented the opportunity to walk-off Saturday’s win if not for the play of the veteran D’Etcheverry. In 12 games, the third-year Bandit is hitting .257 (9/35) eight runs scored and eight RBI. For the 5-foot-11 Mercandelli, Saturday’s effort was another strong performance to start the his 2016 campaign. Having started four games, the third-year Bandit is 2-0 with a 0.91 ERA, having struck out 18 batters while only walking four. “Mercandelli pitched great,” Mrazek said. “He pitched the full game and his pitch count was still low. He got ahead of the hitters, worked in that breaking ball of his and he did a great job.”

Sho Kanzaki started the game and went 5.1 innings, striking out three batters and allowing only one earned run. Caden McCormack eventually came on in relief and was saddled with the loss, allowing three runs, despite none of them being earned. Trey Gates registered the victory for the Twins, coming on in relief of starter Matt Morrison after four innings. Sunday, the Kalispell Lakers travelled north

and made good on their mileage, claiming 8-5 and 4-3 wins. In the opening game of the matinee doubleheader, the hometown Bandits found themselves down by a healthy five-run gap, trailing the Lakers 8-2 heading into the seventh inning. After keeping the visitors off the board in the top of the seventh, the rally caps were on as the Bandits scored three runs in the bottom of the seventh inning to claw back within striking distance. Unfortunately, it was too little too late as the Lakers escaped a late collapse to win 8-5. Veteran lefty Tyler Thorn took the loss, lasting 4.1 innings, allowing seven runs (four earned) while walking five batters and striking out two. Clayton Jacques started the game for the Lakers and earned the victory. In Sunday’s finale, the Bandits coughed up a two-run lead before fall-

ing 4-3 to the Lakers. Trailing 2-0 heading into the top of the third inning, the visitors got within one in the third before scoring twice in the top of the fourth inning to take the lead. An insurance run in the top of the seventh inning put Kalispell ahead 4-2 and one lone run in the bottom of the inning wasn’t enough for the hosts. Rookie Brandon Thorn took the loss on the mound, going 3.2 innings, allowing three earned runs on four hits. On the other side, Drew Flink went four innings, allowing two runs (one earned) on five hits to stake out the win. “When our pitcher is doing well and the defense is doing their job, if they get a couple guys on base, we have to try not to panic and be patient,” Mrazek said. “We also need to hit the ball a little better… We didn’t get enough guys getting base hits in.”

The Bandits sit 3-3-0 in home action at Confederation Park following the weekend and will look to get back above .500 Tuesday when they host the Kootenai Valley Rangers for a doubleheader. First pitch is slated for 2 p.m. in Cranbrook, making for a quick turnaround from the weekend’s action. “Typically, I don’t want to pitch these guys [who pitched on the weekend] for another five days,” Mrazek said. “We’re going to look at some of the guys that didn’t throw as much on the weekend and it’s going to be an opportunity for guys that haven’t pitched as much to get on the bump. I want to see some new guys up there and see what they do. “If we can tighten up defensively a little bit and keep pitching well, we should start to see more [wins].”

Before there was 99, there was only one No. 9. With apologies to Maurice Richard, that player was “Mr. Hockey,” Gordie Howe, the exceptionally rugged, skilled and seemingly ageless farm boy from Floral, Sask., whose career spanned six decades and became an inspiration for many of the NHLers who followed. “Players like that,

they become legends. They become heroes,” said former Buffalo Sabres star Gilbert Perreault. “We became hockey players from watching these guys: (Jean) Beliveau, Howe, Bobby Hull, Stan Mikita. When I was a young age, I really had great admiration for these players,” Perreault added. “It’s a great loss for hockey.” Howe’s death at 88 on Friday led to an out-

pouring of gratitude from numerous current and former hockey stars for the impact he made on their careers. It began with Wayne Gretzky, of course. The “Great One” deferred his title to Howe by calling him “the greatest player ever.” Gretzky chose to wear No. 99 because of Howe. And he wasn’t the only one. “Gordie Howe you will be missed,” former

Dallas Stars great Mike Modano wrote in a note posted on his Twitter account. “The reason I wore #9.” Current Sabres forward Evander Kane shared a similar message on Twitter. “Very sad to hear about Gordie Howe #MrHockey #thebest9,” Kane wrote. “He was one of the owners of my junior team and was a big reason I wear the number 9.”

According to ProHockeyReference.com, 278 NHL players are listed as having worn No. 9, from former Oilers star Glenn Anderson to current San Jose Sharks forward Dainius Zubrus. Former New York Islanders general manager Bill Torrey noted how popular the number became because of Howe, but he isn’t sure it needs to be retired. “I don’t know. Hey, Gordie Howe, he’s not

called Mr. Hockey for nothing. I think that’s as great an honour as anybody can have,” Torrey said. “I don’t know of anybody that’s called Mr. Baseball or Mr. Football. Not like this.” How Howe picked up the title of “Mr. Hockey,” is not entirely clear, though his late beloved wife, Colleen, did trademark the nickname. What’s unquestioned is the impact Howe made on the sport in

re-writing its record books during a career that began with the Detroit Red Wings in 1946 and ended in 1980 in Hartford, where he played alongside sons Mark and Marty. And Howe couldn’t resist adding a sixth decade by suiting up for one game - one shift, actually - in 1997 with the International Hockey League’s Detroit Vipers.

Penguins win Stanley Cup with Game 6 victory over Sharks Jonas Siegel Canadian Press

SAN JOSE, Calif. The Pittsburgh Penguins have come full circle to capture another Stanley Cup. Exactly seven years to the day since their last Cup victory, the Penguins hoisted the game’s greatest prize for the fourth time, beating the San Jose Sharks 3-1 in Game 6 at SAP Center on Sunday. The Penguins had 12 different scorers in the final, although Conn Smythe Trophy winner and team captain Sidney Crosby never had a goal. Defenceman Brian Dumoulin opened the scoring in Game 6 on a power play, later joined on the scoresheet by Kris Letang, who scored the go-ahead goal and even-

tual game-winner. Crosby had two assists in the Cup-clinching victory, including the set-up of Letang as well as Patric Hornqvist’s empty-netter. Matt Murray, meanwhile, responded with an 18-save performance. The unexpected 22-yearold starter for the Pens matched the NHL record for wins in the post-season by a rookie goaltender (15), also improving to 6-0 in games that followed a loss. Much like their last Stanley Cup win in 2009, when Dan Bylsma replaced Michel Therrien, the Pens morphed into a different team after a mid-season coaching change. Pittsburgh was suddenly playing faster, scoring more and con-

trolling the puck more often after Mike Sullivan replaced Mike Johnston in mid-December. Crosby and Letang took off under Sullivan as did Phil Kessel, who became a feared creator of offence on the team’s third line and dominant post-season force. Sullivan’s intention upon his promotion was to play to the strengths of the team’s best players. The Penguins went 33-16-5 after Sullivan took over, while sitting near the top of the league in puck possession. And indeed, their speed was evident all throughout the Cup final, both in terms of how quickly they moved the puck and their feet. Kessel, who led the Penguins in post-season

scoring, was among the key additions made to the roster over the course of the year, joined by Carl Hagelin (16 points in the playoffs), Nick Bonino (18 points), and Trevor Daley, among others. Contributions from young talent from inside the organization also reaped rewards with those like Murray, Conor Sheary and Bryan Rust making notable impacts. Murray looked more composed on Sunday after looking shaky in Game 5, just as Sullivan predicted he would before the decisive game. Murray showed it in stopping Sharks winger Matt Nieto as he let rip from inside the face-off circle. He made another good stop on Joonas Donskoi, one of only

four saves he was forced to make in the first. He was helped in one show of determination by Penguins winger Chris Kunitz, who raced from out of nowhere to break up a Joel Ward breakaway. Kunitz dove to the ice and extended his stick just as Ward was winding up, the puck knocked away. Kunitz is one of five current Penguins to play for the Cup-winning team in 2009, joined by Letang, Crosby, Evgeni Malkin and Marc-Andre Fleury, who served as backup all spring. Despite not scoring, Crosby was a force throughout. The captain set up Letang for the 2-1 go-ahead goal, which came just over a minute after the Sharks evened

the score at 1-1. Crosby finished with four points (all assists) against the Sharks and 19 points in the playoffs. Hired as the Penguins general manager in June 2014, Jim Rutherford engineered many of the moves that helped Pittsburgh back to the Cup, including undoing some of his own mistakes. Sullivan’s story in Pittsburgh reads much like Bylsma seven years ago. Now the Buffalo Sabres head coach, Bylsma was coaching the Penguins AHL affiliate when he replaced Therrien behind the NHL bench. He, too, posted a sterling mark (18-3-4) as the Penguins scored in droves, before eventually guiding the Penguins to their third Stanley Cup.

He set the scoring mark with 801 goals and 1,850 points. He played such a rugged style to inspire what became known as “The Gordie Howe Hat Trick,” in which a player scores a goal, an assist and gets involved in a fight in the same game. It’s something that came by reputation, because Howe only managed two Gordie Howe Hat Tricks in his career. Off the ice, Howe was regarded as a gentleman and an ambassador for the sport. “Gordie’s humility and kindness left a permanent impression on me,” said Tampa Bay Lightning GM and former Red Wings captain Steve Yzerman. “For all players fortunate enough to play for the Red Wings, we should take time to thank and honour Gordie, for he is a significant reason why Detroit is such a special place to play.” Howe’s influence transcended hockey. Growing up in Houston in the 1970s, Pro Football Hall of Fame running back Thurman Thomas became drawn to hockey because Howe played in town for World Hockey Association’s Aeros. “The Houston Aeros were always the top story. Always. Just because of Gordie, man.” Thomas recalled. Thomas was pleased to be drafted by the Bills in part because Buffalo had the NHL’s Sabres, a team he’s grown to love. Thomas eventually got to know Howe while the two attended autograph signing events. Thomas said Howe always enjoyed reminiscing about the Aeros, who won two WHA titles. “He meant a lot to the Houston area, still to this day,” Thomas said. “And I think his legacy will probably get stronger in Houston because he was the hockey team.”

We promised to print some of the patriotic poems that readers have been sending in for July 4, but we thought this one would be perfect for today. The author is Audrey Bashlor. Honor our flag of red, white and blue, remembering our war heroes brought freedom to you. Men and women of today and years past fought with valor so our freedoms would last. The colonials bravely fought the British redcoats; our warriors fought the Nazis and their U-boats. Many wars have been fought through the ages filling our history books with a great many pages. So very long ago our independence was declared; something for over 200 years we have all shared. Raise the flag, rejoice this day, strike up the band, people of many races enjoy freedom in this land. Remember our brave men and women who fought giving their lives to keep the freedoms we sought. Give thanks to those in our armed forces today Respect our flag and to them a “thank you” say. Dear Annie: The use of hyphenated names seems to be becoming too commonplace. Once the domain of Britishers yearning for social distinction, is this what is happening in the States? What is the rationale for thus naming oneself? Having both memory and hearing problems, it is often difficult for me to comprehend and repeat both names. Is it acceptable to select one name instead of using both? Is it possible for those who introduce others to actually say the word “hyphen”? For example, “This is Mr. Jones hyphen Smith.” Not only would it help to select between the names, it would increase my awe of what surely must be a distinguished person. -- Bryan, Texas Dear Bryan: Dear Bryan: Had your fun, have you? The point of a hyphenated name in this country is neither to display one’s elevated social status nor to become burdensome to others. It is to acknowledge that two people have joined their names, as well as themselves, in marriage, or to denote that two people produced a child. It used to be that only the man’s surname counted. We agree that, sometimes, those hyphenates can be overly long or complicated. But people are entitled to be addressed by the name they prefer. Please do your best with it. OTTAWA - The RCMP commissioner says a federal labour bill exempts things like Mountie staffing levels, equipment purchases and harassment from bargaining to ensure management can run the police force free of interference in key matters. Bob Paulson says some significant issues cannot wait the time it takes to resolve them through arbitration. But the top Mountie told a Senate committee today that doesn’t mean those issues are completely off the contract-negotiation table.

He applauded a federal promise to appoint a panel of “eminent Canadians� to review controversial elements of the government bill if senators pass the legislation in its current form. Last year, the Supreme Court of Canada affirmed the right of RCMP officers to collective bargaining and gave the government time to create a new labour-relations regime. Some senators, including former Mountie Larry Campbell, say the federal bill that would usher in the new system concentrates too much power in the commissioner’s hands.

VANCOUVER - A Crown lawyer says a controversial undercover police sting was the only way for officers to investigate a couple later found guilty of plotting to murder people at Canada Day festivities in Victoria. Closing arguments are being heard in B.C. Supreme Court into whether John Nuttall and Amanda Korody were entrapped by Mounties into planting explosives at the provincial legislature in 2013. A jury found the pair guilty last summer following an elaborate sting, but the verdicts have not been entered while lawyers argue whether police

FORT MCMURRAY, Alta. - The huge wildfire that tore through parts of Fort McMurray and northeastern Alberta is classified as being held for the first time since it became out of control in early May. Wildfire information officer Lynn Daina said the designation means the fire is no longer growing, but is not yet under control. Daina said it’s an important day for firefighters who have been battling the blaze for weeks.

“It is a big deal. It is like the happy dance day,� she said Monday. “There has been so much and so many people on this fire - more than 2,000 at its peak working it daily.� The perimeter of the fire, including burned areas, covers just under 5,900 square kilometres. Daina said the work of firefighters combined with rainy weather and high humidity checked the fire’s growth. Thousands of residents have been returning to Fort McMurray this month after being forced to flee on May 3.

LETHBRIDGE, Alta. - A southern Alberta man accused of killing three people including a father and his daughter is to face a seven-week trial before a judge and jury. A judge in Lethbridge has set the trial’s start date for May 8, 2017. Derek Saretzky, 22, was originally charged with first-degree murder in the deaths of Terry Blanchette and his two-yearold daughter Hailey Dunbar-Blanchette last September. In April, police added a third first-degree murder charge in the slaying of Hanna Meketech,

69, whose death occurred five days before the others. Her body was found in her home. Saretzky, who appeared via CCTV from the Calgary Remand Centre on Monday, said, “Yes I do” when asked by the judge if he understood what was happening in the proceedings. He entered a plea of not guilty on all the charges. Edmonton lawyer Patrick Edgerton, who was acting on behalf of Saretzky’s lawyer Peter Northcott, told reporters the decision was to proceed with a single trial since the Crown decided to proceed with direct indictment.

“It’s a matter I guess of court efficiency and not breaking it up into two separate trials. There’s a lot of matters that overlap between the two and so it saves court time to do that and just makes it a little easier to manage.” Edgerton said at this point the case will be heard before a jury but that could change as the trial gets closer. “Judge and jury is the default on first-degree murder without the consent of the Crown,” he said. “There can always be discussions down the road. It’s not bound necessarily at this point in time. We’re not forced to do a

judge and jury if the Crown is on board.” Saretzky was arrested in the Crowsnest Pass area after Terry Blanchette, 27, was found dead in his Blairmore home on Sept. 14, and an Amber Alert was issued for two-year-old Hailey Dunbar-Blanchette, who had been abducted earlier that morning. Her remains were discovered in a rural area a few days later. Friends and family of both the victims and Saretzky were in the courtroom for the arraignment but declined comment after the proceedings had concluded.

New statistics show 308 B.C. residents died of illicit drug overdoses in the first four months of 2016, up 75 per cent from the 176 deaths in the same January to May period of 2015. And the proportion of deaths tied to the synthetic drug fentanyl has climbed further to 56 per cent of the 2016 deaths so far, according to the B.C. Coroners Service. By comparison, 31 per cent of illicit drug deaths in 2015 were linked to fentanyl, used either on its own or knowingly or unknowingly in combination with other drugs. Public health officials in B.C. declared the drug deaths a public health emergency in April after 200 drug fatalities were recorded. At the current rate, B.C. could see 750 drug deaths this year if the trend continues, said B.C. Chief Coroner Lisa Lapointe. “This is hugely significant,” she said, adding the 308 so far this year is more than the number of people who died in motor vehicle crashes last year, and the 2016 total could exceed the number of suicides in a typical year. B.C. is averaging 62 illicit drug deaths per month so far this year. The highest number to

than the InSite facility in Vancouver, but said the choice of model will be up to health care professionals. “Any politician I have talked to understands the so-called war on drugs has been a failure and we need to have different approaches.” Lake also acknowledged B.C. has not met the demand for drug treatment beds but said the government is con-

tinuing to ramp up investment in mental health and substance abuse treatment. The arrival in B.C. of synthetic drug W-18, which is many times more potent than fentanyl and can cause overdose or death in much smaller doses, is a new emerging concern. A fentanyl lab being used to make knock-off heroin was raided by police in Burnaby earlier this spring and tests have since turned up traces of W-18 that investigators suspect may have reached the street. While fentanyl is a prescription painkiller used in hospitals, W-18 was never authorized for use by Health Canada. It’s 100 times more powerful than fentanyl, making it more profitable for drug lab operators and much riskier for users, who often believe what they are taking is heroin or Oxycontin. W-18 has so far been very difficult to identify in toxicology testing, according to Dr. Mark Tyndall, executive director of the B.C. Centre for Disease Control. He said there’s no proof it’s responsible yet for any deaths in B.C.

NDP motion calls on feds to decriminalize pot for personal use C ANADIAN PRESS

OTTAWA — The Liberal government has no plans to decriminalize marijuana before legalizing it, Attorney General Jody Wilson-Raybould said Monday. Doing so “without ensuring the appropriate controls are in place for its safe production, distribution and access would be giving a green light to dealers and criminal organizations to continue to sell unregulated and unsafe marijuana to Canadians, especially children and youth,” Wilson-Raybould told the House of Commons. She said the Liberals would therefore not be supporting an NDP motion urging the federal government to immediately decriminalize simple possession of marijuana. Prime Minister Justin Trudeau campaigned on a promise to legalize, regulate and restrict access to marijuana, and his government plans to introduce legislation next spring. But New Democrat MP Murray Rankin said that could take two years to come into effect, leaving many Canadians at risk of criminal records for something the government doesn’t believe should be a crime. Rankin said all it would take is political will, since Wilson-Raybould has the power to direct prosecutors to avoid pressing charges. Rankin said it has created confusion among police and pot consumers alike, especially as it appears the law is applied unequally across Canada. But Wilson-Raybould disputed the idea that the law is in limbo. “The law is enforced and it should be obeyed,” she said. Health Minister Jane Philpott formally announced the federal government’s plan to legalize and regulate marijuana in a speech to the United Nations General Assembly in New York. “We know it is impossible to arrest our way out of this problem,” Philpott said April 20 in a speech at a special session on global drug policy as she revealed the promised legislation could come in spring 2017.
