Future of Rimbey airport remains up in the air BY TREENA MIELKE A group of four area men who want to purchase the Rimbey airport will have to submit a bid for the property. Pete Couchman, Paul Kusch, Wayne Danser and Gerald Ernst want buy the airport, which includes about 60 acres of land and upgrade it to a 24-hour facility. The men put in an offer to
the town, but were told there is a process to be followed, which includes advertising the property and accepting sealed bids. However, Mayor Rick Pankiw said council will follow the process outlined in the municipal government act, but will include the stipulation that the land to be sold remain as an airport. “It is our intention, one
hundred per cent, that the condition of the sale be that it remain an airport.” Speaking on behalf of the potential four buyers, Ernst said he is pleased that stipulation has been put into effect. “That was the best we could have hoped for, now we will have to wait and see.” Following an in-cam-

The airport was originally owned by Ponoka County and sold to the Town of Rimbey for $1. Acting CAO Donna Tona said because it was a sale of land belonging to one municipality being
sold to another municipality, the same process of advertising and bidding wasn’t required. The men want to bring the airport and runway conditions back to its original state. Ernst explained that centerline potholes and low spots have developed on the runway as it must be rolled, while saturated, every two
years. “To the best of our knowledge this has never been done. The reason the runway still remains usable is due, in part, to the resident enthusiast’s past and ongoing pick-up truck and shovel repairs to the dips, potholes and numerous old plowing divots.”

Bentley graduates picture their future BY JUNE NORVILA On June 24, sixteen Bentley high school graduates celebrated their completion of high school in the Blindman Valley Ag hall filled with family and friends, teachers and staff and dignitaries and are now moving on to contemplate their future. The Theme chosen for the event was Picture Your Future. Tables were decorated with graduate-chosen items many with flowers or candles. The evening started out with a full-catered meal for the graduates, their invited guests, staff and dignitaries provided by Bob Ronnie Catering. Masters of Ceremonies for the banquet were Grade 11 students Breanne Bickford and Ty Schneider. Caleb Schmidt said grace. Graduates Christiana Alapo, Ally Holden, and Harley Whitfield gave a Toast to the Parents, with the reply by parents Tina Whitfield and Ian McLaren. Ashley Cumming and Taylor Hand extended the toast to the teachers, with the reply by teacher Mr. Jason Hazlett. Taylor Hand, Rachel Hyink, and Alyssa Sorensen had put together a power point with pictures of the graduates as
they had been growing up. After a short break to stand and stretch, the processional and the formal graduation ceremony followed. School principal Lane Moore introduced the graduates one-by-one calling them up on stage. After graduates were seated and Moore had introduced the special guests, he had sixteen quotes of advice for the sixteen graduates. He had assistant principal Stephen Lush help him out in a comical way. Congratulatory messages were given by Bentley Mayor Lynda Haarstad-Petten, Wolf Creek trustee Pam Hansen, and local area MLA Jason Nixon. Then it was time for the class historians Victoria Pacholko and Billie Ruud to take center stage and talk about memories of each graduate. Class valedictorian and Governor General Award winner, Thomas Mueller, then stepped up to the podium to thank people and mention his classmates. Special guest speaker for the evening was Chelan Sawka from Vancouver, a relative of one of the graduates. She gave a very motivational, inspirational speech to the grads after introducing herself and explaining how de-
termined she had to be to overcome the challenges and any adversity that had presented itself to her.
“I needed to depend on myself,” Sawka said. “Education opens doors!”

Treena Mielke On The Other Side It’s been a long time since I partied with a bunch of teenagers who sat around until the wee hours of the morning, talking and laughing and overindulging in alcoholic beverages. But last Saturday night I did just that. It is true that the people I sat around with didn’t look much like teenagers. In fact, the graying hair, the bald spots and the expanding midriffs probably strongly suggested otherwise. But, seriously, I’m here to tell you, that inside each and every one of those aging bodies, there lives a

the vehicle with them they were thrilled beyond compare, but, of course, had no idea what to do when this lovely, ponytailed creature was actually sitting beside them. “We took them out to the cemetery and listened to them scream,” one of the elite group of friends recalled. As I listened and observed, it seemed to me that these teens were not particularly intellectual or exceptionally athletic. They just were. “I had 140 credits,” someone boasted, “but it took me four years.” “I should have sold them,” he muttered, pouring himself another drink. And so the night slipped away but the ebb and flow of chatter and laughter went on and on until the morning yawned and stretched and not quite politely said ‘hello.’ “Remember when you had that little Volkswagen and it would quit and we would all run around and push it and then we would put it into gear and away it
would go,” one guy said to my husband. “Putt, putt, putt!” The last words were accompanied by hand actions to demonstrate the car actually moving. “Remember when we cruised around and actually managed to pick up some girls. They were always ready to come with us because we had wheels, but then they treated us like dogs after they got out,” the same guy said. “I talked to a girl tonight who said I was her first crush,” he said, appearing somewhat amazed at the realization. And then the teen living inside him decided to come forth and he did the Tarzan thing, beating his chest with his hands. It was quite cool, actually. “Remember when we would go to Red Deer for pizza at three in the morning. Remember when you lived with your sister and your brother-in-law had kept all those editions of ‘Playboys’ from years back in the basement and we got
to look at them. “They are still there,” my husband replied, and at his words, I half expected the boys, I mean the men, to climb into somebody’s vehicle and drive over to the house to check it out. And as I watched and listened, it seemed the overcrowded room and the noisy seniors slowly faded away, finally going back to the future from whence they came. And in their place were these boys, all fresh and young and eager, teenagers on the edge of life, cruising the streets in a little black Volkswagen looking for cute girls who were, no doubt, looking for them, too. And on the next street and the one after that and the one after that, life, with all its ups and downs and joys and sorrows, was out there, just waiting to happen. And, ironically, it did. But, isn’t it good, if only for one brief moment in time, to go back there once in awhile to the way it was and the way we were. And to remember when!

teenager just waiting to get out. I have reason to believe those teenagers all got out Saturday night. It was the night of my husband’s 50th high school reunion. I went along as ‘the spouse.’ And as the spouse all I had to do was listen and laugh and tag along. And so I did just that, thoroughly enjoying myself in the process. It seemed my husband and his friends belonged to an almost, but not quite elite group who didn’t do very much at all except drive around in a little black Volkswagen that ran only sometimes. Someone else in the group also had a car, but it ran even less than the little black Volkswagen and when it did, it burned more oil than gas, apparently. On the days or nights that the Volkswagen was running, it seemed the boys used it mostly for one thing and one thing only – to pick up girls. When they found any girls who would actually get in
Many people who learn that I’ve worked in the newspaper business for going on 24 years tend to be surprised that I have great respect for privacy. It’s not easy sometimes doing certain assignments in this business. Years ago I had to write a news story about an 11 year old boy who was killed during a minor hockey practice. I had to phone his parents as they were planning the funeral and, as the editor I
worked for at the time put it, “find out how they feel.” Not an easy job. I understand and sympathize with people who value their privacy. When I was working at the Macleod Gazette in 1999 a reader called me and asked if I would help her. She had recently began divorce proceedings with her soon-to-be ex-husband, and had been, only a few nights before, discussing the issue with her sister on the phone. All the phones in her house were cordless phones, by the way. The morning after this conversation the lady was walking out to her vehicle when a neighbour who lived a few houses down hailed her and began asking her about her impending divorce. Who was to blame, was infidelity involved, who was getting the house and where were the kids going included some of the questions asked. My reader was understandably shocked. No
one other than her sister and husband knew about the divorce proceedings. The eavesdropping fellow had a reputation around town as a creep, and it was also known he had spent money to buy some highend police scanning equipment…so high-end the equipment not only picked up police radios, it also picked up nearby cordless phones. So I decided to do a story about this issue, which required some investigation. I contacted the RCMP and they didn’t know much about someone using scanners to eavesdrop on someone’s private conversation. I’m a pretty fair detective, so I slowly but surely discovered that (as of 1999) Industry Canada is responsible for the airwaves we use everyday to communicate, whether it’s cordless phones, cell phones etc. I spoke with a communications person at Industry Canada and the issue of eavesdropping on cordless
phone conversations was explained. The citizens of Canada own the airwaves which surround us, and that’s why scanners are legal. It’s okay to buy a scanner and use it to listen to the airwaves and anything that’s being carried on the airwaves, especially public transmissions like police, fire and ambulance. However, it’s been determined in previous court cases that, although the airwaves are fair game, whatever private content you happen to intercept on those airwaves is not fair game; for example, a lady discussing her divorce with a family member, totally unaware that someone in the neighbourhood is eavesdropping. Apparently, this issue came to the forefront in the 1990s with the emergence of affordable cellular phones and an issue in British Columbia where an elected official was in an inappropriate relationship with a journalist, and yet another journalist
was eavesdropping on their lovey-dovey conversations. An eavesdropper like the Fort Macleod creep may intercept the private conversation, but he or she can never record or repeat anything they hear unless they have the permission of someone who was involved in the conversation. If they ignore that rule, they’re in violation of Criminal Code 184 (1)… “Everyone who, by means of any electro-magnetic, acoustic, mechanical or other device, willfully intercepts a private communication is guilty of an indictable offence and liable to imprisonment for a term not exceeding five years.” Whether the Fort Macleod creep got a lecture from the police, I don’t know. But a quality community newspaper is pretty widely read, and I heard through the grapevine the story had an effect on him. BY TREENA MIELKE A local businessman, interested in selling LED message boards, made a pitch to town council at its Monday meeting. Melvin Durand, who owns Parkland Automotive Repair Service and is a distributor for Behren Signs and Harvey Gahl from EM Plastics spoke to council about purchasing a message board. “I was just planting a seed and throwing some water on it,” said Durand. “I would be happy to work with town council in designing one, but of course, it definitely needs to go into the budget.” Durand explained the message boards are a great way to inform and educate people about what is going on in town. “It can be updated instantly with up-to-the-minute information and it is user friendly,” he said. “What would be the advantage to the town (if we were to purchase one)? “ Mayor Rick Pankiw asked. “It would provide up to date information and any event can go up there. Everyone would know immediately what was going on,” said Durand. Gahl added the signs were durable and could withstand high temperatures of both heat and cold. Town planner Liz Armitage said she would recommend that council put a policy in place to ensure they had control of what information was put on such a sign if they decided to purchase one. Costs for the message boards vary depending on specifications. Council accepted the presentation as information.

The Town of Rimbey has received financial support from the Province for two major projects. Town officials recently learned a grant of $367,447 is to be received for the purpose of drilling new water wells. Acting CAO Lori Hillis said the grant would cover approximately cost of 60 per cent of the project. This year phase one will be completed. “We have a landman
looking for locations in which to drill,” said public works director Rick Schmidt. “Negotiations are ongoing with landowners.” He said once a location has been determined an observation well will be drilled and a primary well will be built once all tests have been completed. Another grant of $418,608 has been received by the town, which will go towards improvements to the outfall channel at the wastewater treatment lagoon.
Schmidt said this funding would help cover about 60 per cent of the costs of the project. The improvements involve reconstructing about three kilometers of the channel that carry stormwater and lagoon effluent. The preliminary work on this project is to begin in late fall and early winter when the ground is frozen. The Alberta Government cost-shares eligible projects with smaller urban and rural municipalities to help with the design and
construction of municipal water supply and treatment and wastewater treatment an disposal facilities. “Access to clean drinking water and water-wastewater treatment systems is essential for all Albertans and their quality of life. Government is committed to ensuring Alberta families have access to clean drinking water and communities have reliable water treatment facilities,” said Brian Mason, Minister of Transportation and Infrastructure.
Subdivision approval granted to SJC BY TREENA MIELKE Subdivision approval for five lots, owned by SJC Dev. Corp., and located across the street from the new partially constructed seniors’ lodge has been granted by council. At its Monday meeting, council approved the sub-
division with several conditions to be met. Three of the lots were recently rezoned from R3 to R1. Under the R1 zoning, new detached residences, readyto-move modular homes, rental suites, granny suites, home offices, public parks
and recreation areas are allowed. The other two lots have been zoned R3 which allows for duplexes, triplexes, fourplexes, row housing, multiple unit housing, granny suits, home offices and public parks and recreation uses. The land surrounding the
subdivision is country residential and institutional and public uses lands, which will house the future Rimoka seniors’ lodge. Surrounding property owners will be notified of the subdivision approval and have 14 days to appeal the decision.

Ponoka County PUBLIC NOTICE Amendment to Land Use By-Law 7-08-LU The Council of Ponoka County has been asked by Janet & Allen Marr to amend Land Use By-Law 7-08-LU as follows: Reclassify Pt. SW 18-44-4-W5 from Agricultural District to Country Residential Hobby Farm District to allow for future subdivision of the rezoned area (1 parcel to be created). Before considering the by-law, Council will hold a Public Hearing at which any person claiming to be affected may ask questions or make comments. This hearing is scheduled for 11:15 a.m. on Tuesday, July 12, 2016 in the Council Chambers of the County Administration Building. 11:15 a.m.

In a letter to town council, the group of four stated the town would realize a savings of $30,000 in 2016 by having no costs associated with the airport. They would have no liability risks and would reap benefits of an increased number of aviation visitors and permanent users. The airport, if sold to the interested parties, would have the status of ‘registered airport’ with Transport Canada. “Rather than dwell on shortcomings from past operations, we wish to focus all our efforts on building a better and brighter future for the Rimbey Airport. From day, one, this has been a very noble project, and it is our sincere goal (if we purchased the airport) to realize the full potential a well-run and maintained airport will provide to our community,” the letter stated. The letter also stated Rimbey airport is one of hundreds of airports Transport Canada constructed and owned across Canada. All of these airports with the exception of Churchill airport, were signed over the local jurisdictions, flying clubs and various municipalities and associations without financial return to Transport Canada.

He also got a minor athletic medallion from Steven Lush. Victoria Pacholko received a major athletic medallion from Steven Lush, was named the Outstanding Female Athlete (presenters Stephen Lush and Royal Purple representative Brenda Valiquette) and received the ‘PRIDE’ (school theme: Partnership/ Respect/Integrity/Dedication/ Excellence) Award, sponsored by the Sylvan Lake Rotary Club for the 6th year and presented by Sylvan Lake Rotary Club representative Joyce
Megson. The Outstanding Male Athlete (presenters Stephen Lush and Elks representative Lynda Haarstad-Petten) was Chris McLaren. He also earned a major Athletic medallion (presenter Mr. Steve Lush) and the Wolf Creek CTS scholarship for trades presented by Mr. Moore and local school trustee Pam Hansen. Other major athletic medallions were earned by Harley Whitfield, Christiana Alapo, Ashley Cumming, Victoria Pacholko, and Ally Holden from Steve Lush. The highest mark in English 30 went to Taylor Hand (presenter teacher Lauren Charanduk) and she was presented with the ATA Award by Lane Moore. The Leadership Award went to Ashley Cumming and the Lifetouch Scholarship to Alyssa Sorensen. Both were presented by teacher Lee Varty. Wolf Creek Scholarships for those going on to a college or university were earned by Angela Ruttan and Alyssa Sorensen, presented by Lane Moore and local school trustee Pam Hansen. Rachel Hyink received the Bentley Seed Cleaning Plant Scholarship (presenter Lane Moore) and a minor athletic medallion from Mr. Lush. The Cheryl Screpnek Memorial Humanitarian Award (presenter Sherry Haarstad) went to Cristiana Alapo, who was also presented with a Bentley Library Society Best All Around Student Award (presenters Lane Moore and Bentley Library Society chairperson Shirley Talsma) which can be used contingent on going on into post secondary edu-
cation. The Justin Bickford Memorial Scholarship, presented by Stephen Lush and the Bickford girls, was won by Harley Whitfield, who also received a Bentley Library Society Best All Around Student Award (presenters Lane Moore and Bentley Library Society chairperson Shirley Talsma) that can be used contingent on going on into post secondary education. For the third time PAW (Panthers at Work) Stephen Lush presented school hoodies. They went to Victoria Pacholko and Thomas Mueller for their significant contributions while attending the school. Each graduate received their Bentley School diploma from principal Moore and MLA Nixon, then they descended the stage one by one, and were handed roses to share with their families. Bentley 2016 graduates are: Christiana Alapo, Ashley Cumming, Taylor Hand, Rebecca Heemskerk, Alana Holden, Rachel Hyink, Gary Keller, Danica Mazerolle, Christopher McLaren, Thomas Mueller, Victoria Pacholko, Angel Ruttan, Billie Ruud, Grayson Shuflita, Alyssa Sorensen, and Harley Whitfield. After visiting, a DJ turned up the music and the family dance began. There was a dry grad again this year for graduates and guests, with activities like mini golf, bumper cars, paintballing, Red Deer dinner, gymnastic centre, etc. suggested as possible venues. The entire night was organized and supervised by parent volunteers and was made possible by financial help from generous donors and sponsors and fundraising.
