RDEK votes down campground proposal Tre vor Cr awley
A proposed commercial campsite in the Jimsmith Lake area will not proceed after the RDEK voted to deny a rezoning amendment that would’ve permitted it. The property, a 1.7 hectare parcel adjacent to Jimsmith Lake Rd and Laidlaw Rd. is currently zoned rural residential that the landowner wished to change to recreation commercial to accommodate a 15-site campground. RDEK board chair Rob Gay, who represents Area C — which is within the jurisdiction of the proposed campsite — opposed the zoning change because of neighbouring opposition and that it didn’t fit with
RDEK campground policy. “One of the key things in that regulation is that a campground has to be a minimum of 4 hectares or 10 acres, and that was agreed by all the operators, that they need that much,” Gay said. Wendy Booth, Area F director, echoed the same sentiment during the debate. “We spent a lot of time doing this campground bylaw thing in 2013, lots of consultation, lots of conversation about the size, how many sites, servicing and that sort of thing and this proposal does not meet that requirement,” Booth said. “That’s a key point and for that
reason, I won’t be supporting this.” The proposal garnered a lot of feedback, both from a public hearing and in the form of letters. Gay said that 65 people attended a public hearing — 29 for the proposal, 36 against — while 514 written submissions were accepted. All told, there seemed to be 146 in support of the campground and 316 against the proposal. Letters of support noted the lack of available campsites in the area and encouraging small business growth. Letters of opposition listed concerns on noise, traffic safety and the proximity to residential neighbourhoods.

Canada Post and the union representing postal workers have backed down from a war of words after the Crown Corporation rescinded a lockout notice issued last week. In a statement, the company says that without the threat of a lockout, the two sides can focus on serious negotiations. “We are also expecting the
union to honour their repeated public statements that they have no plans to issue a strike notice,” reads the statement. “Assurance from both parties that the postal system will remain open for business while we negotiate will provide the certainty that Canadians and our employees are looking for.

EKFH launches MRI fundraising campaign For the Townsman
Cranbrook, BC… It is with great excitement that EKFH announces the launch of an 18 month campaign to raise $650,000 for the purchase of a permanent MRI to be located at East Kootenay Regional Hospital. Currently the East Kootenay region has access to the Mobile MRI unit for one week per month, sharing this unit with Trail and Penticton. The limited access to the Mobile unit has meant long wait times and in many instances patient travel outside the region to access MRI services in Kelowna or Calgary. Anthea Gill, Professional Practice Leader – Diagnostic Imaging states, “We are thrilled to be the recipients of a new permanent MRI. We hope to significantly increase the number of exams we can perform, reducing our wait times which will really benefit the residents of the East Kootenay. Patients will no longer have to travel for this much needed
service, and we also hope to be able to perform MRI exams on patients of higher acuity with a fixed magnet.” Patients requiring urgent MRI exams are often the most seriously ill. The permanent MRI will mean quicker exams and results, positively impacting both patients and family during a stressful time. The improved health outcomes of a timely diagnosis truly cannot be measured. “We look forward to helping bring this important piece of equipment to EKRH for the benefit of the entire East Kootenay. EKFH is looking forward to an exciting 18 month campaign that will span the entire East Kootenay region.” said Cassandra Schwarz, EKFH Executive Director. “The MRI will service the East Kootenay and we hope to see the entire East Kootenay community come together to support this Campaign and bring this much needed piece of equipment permanently to our region.”

Canada Post, union negotiating new agreement Continued from page 1 “Canada Post is committed to negotiating agreements that are fair to our employees while providing affordable pricing and service to Canadians.” The statement comes after Canada Post requested binding arbitration with the Canadian Union of Postal Workers (CUPW) — an option that the union rejected. “The Union continues to be opposed to interest arbitration,” reads a CUPW statement. “As mentioned in previous bulletins, the Union fought against the unfair and unconstitutional legislation that took away our right to free negotiations in 2011 and we won. Why would we give up that right?” The two sides have been at loggerheads over the negotiation of a new contract with sticking points being wage increases and changes to benefit plans. According to a CUPW spokesman, there are roughly 70 CUPW members in the Cranbrook/Kimberley region. The B.C. government also issued a statement that it has made contingency plans in the event of a work stoppage, ei-

Cranbrook mayor Lee Pratt said there is a need for more campgrounds in the area and was the lone supportive vote at the board table. “I support this. I’ve been to the site, I’ve looked at it. I think it’s going to be a nice little campground,” Pratt said. “…In this case, I don’t see a big negative on it, there is a big need. As far as support and opposition letters, a lot of them, in my mind, were irrelevant. They’re not even close by. I would pay attention to the immediate neighbours, which a couple were fine with it, some weren’t. “I think the reason that there were so many letters is because someone took it upon themselves to make it a real issue and then it almost
became a vendetta to stop it.” Gay also said the board was not against camping, however, the campsite proposal doesn’t fit the land use on that particular piece of property, given the zoning of nearby properties. “That’s the good thing about zoning bylaws, is that you can’t change zoning without going to the public,” Gay said. “…We had over 500 letters and it was about a two-to-one opposed to support it. So that’s a very clear indication to elected officials that these people do not want it. It’s not about the people, it’s about the land use and to put a commercial land use in a rural area just did not fit with the people.”

Footie fans rejoice as JulyFest soccer tournament nears C arolyn Gr ant
It’s JulyFest week, and one and all are gearing up for Kimberley’s biggest festival. While much of the focus is on bocce, the dance and parade, there is also one other really big part of JulyFest weekend and that’s the soccer tournament. Once again over 60 teams have signed up. With 15 players per team, plus entourages, tournament organizer Simon Davidson estimates the tournament itself brings about 1150 people to town. Davidson would really like to see locals from Cranbrook and Kimberley coming out to take in the action, because this is quality soccer. “It’s the best soccer you’re going to see in the Kootenays,” he said.
“We have some really quality teams returning and some new teams like some boys from the Alberta Major League. We have the Missoula Athletic Club returning and a team on the women’s competitive side flying in all the way from Guelph, Ontario.” The quality of the refereeing is also top notch, Davidson says. “The quality of refereeing is awesome. Our refs are very experienced and come from all over. One of the refs worked the tour of the European Premier teams in North America. He’s actually been on the same pitch as Ronaldo and Lionel Messi.” As always Purcell Park in Marysville will be soccer HQ during the tournament but action will take place on Satur-

The RCMP responded to 148 calls for service from July 4-11, including six collisions that resulted only in minor injuries. One collision involved a small fender-bender with another vehicle, while three other incidents were the result of hitting deer or wildlife. A motorcyclist went off the road after hitting loose gravel near Fort Steele. An inebriated cyclist also smoked a parked
vehicle on his bike and ended up in a cell overnight without any injuries. No other hit and run incidents were reported. One impaired driving charge was reported. Cranbrook RCMP also responded to eight mental health calls with three of those involved taken into custody. Four thefts were reported, three of which were shoplifting, while one complaint involved a rash of thefts at a local care home.
Four cases of property damage were also reported, one from from a domestic dispute where an ex-lover broke a cell phone. The suspect was located, arrested and released with a charge of mischief to property. Another incident involved vandalism of vehicles on the 1900 block of 2nd Street South. No drug seizures were made, while there were no assault complaints or break and enters reported.

Compost business stalls, heads back to public hearing Tre vor Cr awley
A contentious proposal to set up a composting facility outside of Cranbrook is in limbo and moving back to a public hearing after presentations from both the proponent and opposition at the RDEK board. The composting facility — run by Kris Pickering and his company, Earthrite — is a business that’s supported in principle by the RDEK, however, questions remain about it’s location, which is on a rural property between Cranbrook
and Wardner off Highway 3/93. The sticking point is changing the zoning to industrial land use, which is the only holdup for Pickering to get the business off the ground. Additionally, there were some procedural issues that necessitated a second public hearing. Following a public hearing, the zoning bylaw had been at the third reading stage, which the RDEK board voted to rescind in order to move back to a second public hearing.
“After the third reading, we understood that we could be lobbied and spoken to, which is good, people did that,” said RDEK board chair Rob Gay. “We’re getting legal advice now that we cannot discuss this with people after the public hearing until we actually adopt it, and that was news to us. “We’ve heard new information, we’ve asked now for some more study to be done on the water quality, the air issues, bring that back to the board and then we’ll have a second
public hearing and get it back on track.” Mike Haslam, a neighbouring property owner to the proposed location, presented his concerns to the board during a monthly meeting at the RDEK meeting on Friday. Haslam citied odour, potential ground water contamination, traffic safety issues, among other concerns, as reasons for the opposition to the proposed facility. “Prevailing winds, topography, inversions, and daily thermals also affect neighbouring
properties as the orders are pushed towards and/or settle in around these residential dwellings,” Haslam said. Halsam said that groundwater was 47 metres deep from a well on his property as opposed to 120 metres that was reported by the applicant. Pickering responded by noting that he drilled two wells on the property, finding the groundwater at 75 and 192 metres. Halsam also questioned how the impermeable surface of asphalt would stand up to an East Kootenay winter. “In conclusion, there are way too many negative factors going against this composting facility for it to be a safe and unimposing entity on this property. All the studies I have reviewed strongly suggest keeping composting facilities within existing industrial areas alongside al-
ready-established landfills where most of the composting product is currently going. That way it will eliminate many of the factors that are the primary complaints of composting facilities such as odour.” Following Haslam’s presentation to the board, Pickering gave an overview of his proposal that would see 6,000 tones of incoming organic waste be turned into 1,500 tones of compostable material. “Most other regions of B.C. are actively composting,” Pickering said. “The current practice of landfilling or piling organic waste is not environmentally responsible. A professionally designed composting facility will efficiently recycle organic material, which is better use for the material.” Pickering’s proposal included covering topics such as odour control, leachate management, dust control and
wildlife concerns. He contends that the closest home to the facility is 618 metres away, the next furthest one at 800 metres. Under Ministry of Environment guidelines, set backs to residences must be 400 - 1,000 metres, while farms can be only 100 metres. With the board’s decision to rescind third reading and move to a second public hearing, Pickering was also asked to complete an environmental impact assessment on the project. “We’ve asked the proponent to provide us this environmental information, so however long it takes him to put that together, his company will provide that to us,” said Gay. “We’ll have another discussion and move it to a second public hearing, so it could be within a month or within two or three months.”

Dan Brooks says a costly legal dispute within the fractious B.C. Conservative Party “is going nowhere” and he will stand as a candidate for leader in next year’s election. Brooks resigned in early January as leader of the troubled B.C. Conservative Party, saying he could no longer serve as “volunteer leader” while maintain-
ing his family and business commitments. The abrupt resignation came after he toured the province in November 2015, recruiting candidates. Elderly folk on the Rails 2 Trails: A guide F inally, I completed the Rails to Trails ride on my new but faithful bicycle. I had started off a couple of times earlier in the year but was inclined to run into glaciers, Inuit and even polar bears but, on this occasion, with three faithful guides I made it through and I am really proud of my ancient body. I didn’t actually die en route. When my erstwhile guides informed me that the ride would only be uphill for half the way, I was temporarily relieved but then it occurred to me that, no matter which way we rode, the uphill would be at the end of the trip. It was then that one of the party calculated that it would be far better for us to be pooped at the end of our journey, in Cranbrook, in sight of home, so to speak. So, with fiendish cunning, we took the bus – B.C. Transit Bus Line from outside Safeway - at the reasonable time of 9:45 and rode in style - as recommended for more elderly Cranbrookians - with our bikes loaded by the Australian driver on an extensive drive through town, then we buzzed off to Kimberley. To my surprise, we were treated to a tour of that metropolis that has sprung up around the ski hill, picked up a passenger, then drove to the parking area below The Platzl. We breakfasted hopefully in sun-
shine. Then the rain set in and we got thoroughly wet as we sought out the beginnings of our route, which Fred claimed he knew, having scouted it previously. However, in spite of him and his vague directions which almost had us at Wasa, we found the trail and cruised easily down through Marysville, amazingly without mishap, and then the rain stopped so we cast off a few shreds of clothing and life became less soggy and certainly more cheery. The trail is smooth and Peter yet we didn’t encounter folk for a while but, Warland many nearing the golf course, a young woman swept past us with disdain and I spotted my first deer which, fortunately didn’t leap in front of me; by that time I might have forgotten where my brakes were, or which was which. My companions didn’t have to wait for me at this juncture although Josh kept getting ahead and had to come back to jolly on us other three laggards. I guessed he’d forgotten where his brakes were. As the sun continued to shine we met more and more fellow travellers, some in large packs racing along like competitors in the Tour de France, others just doddering along, enjoying the air.

Then we crossed the bridge over the Saint Mary’s River and the trail became a trial. It went uphill, seemingly for miles, and as I huffed and puffed, I kept thinking ‘surely trains didn’t climb up slopes like this’ but, apparently they managed quite nicely, thank you. I spotted some comfortable benches that an elderly person might enjoy as a change from his saddle and I noted a few handy toilets which the aged might need; I also recognized a few of the places where I’d previously encountered the glaciers, Inuit and polar bears, but they had disappeared with the onset of summer. We did travel fast enough to keep any ravenous flies at bay. All in all it was a fine ride for the elderly but all good things must come to an end. Once in the vicinity of the industrial park, up near Home Depot, the party split up and Fred and I were on our own, our homes hundreds of meters up hill. We trundled on, using our local knowledge, the city trail with variations, plus sheer low cunning and at last made it to our separate homes. I was glad to see my place; I’d had enough of my faithful bike for a while and so, patting it gently on the saddle that had made my poor backside rue the day, I put it away. One way on the trail is trial enough for the elderly.

I
t’s a bit like a Shakespeare play – specifically the final scene of Hamlet, when almost all the play’s major characters die violently. And now we’re down to one. Her name is Theresa May. It has been barely three weeks since the United Kingdom (or at least, 52 percent of those who voted) chose to leave the European Union, but all the main Brexit leaders have already left the stage. The Conservative Party has always been notable for its ruthlessness, and leaders who threaten to split the party get short shrift. The first to go was Prime Minister David Cameron, who called the referendum expecting that a pro-EU outcome would finally make the anti-EU obsessives on the right of his own Conservative Party shut up. It was a needless, fatal blunder. Cameron allowed some of his own cabinet members to campaign for “Brexit”, in the belief that they would return to the fold, chastened by defeat, when the country voted for “Remain”. Instead, the “Leave” campaign won, and Cameron announced his resignation the morning after the referendum. However, he said that he would stay in office until October, to give the party time to choose a new leader. This would have involved three months of political paralysis, but it also gave Cameron time to settle his own future (he seems to be angling for a senior job with NATO). And then the slaughter started. It was generally assumed that one of the pro-Brexit Conservative leaders would replace Cameron, most likely Boris Johnson. His presence at the head of the Brexit campaign probably gave it the million extra votes it needed for victory – but he was clearly shocked by the prospect of actually having to lead the country into the
post-Brexit wilderness. Johnson disappeared from sight for four days after the referendum, which gave the co-leader of the Brexit campaign, Justice Minister Michael Gove, time to plan a coup against him. Gove was supposed to be running Johnson’s campaign, but instead he announced that Johnson was not up to the job and declared that he was running for the leadership himself. Johnson withdrew (probably glad to be out), and Gove’s treachery was so blatant that even his fellow Conservatives turned against him. For comic relief Nigel Farage, leader of the United Kingdom Independence Party, also quit, saying that he wanted his life back. All the main Brexit leaders were gone in just two weeks, leaving only Andrea Leadsom as a pro-Brexit contender for the Conservative leadership. Leadsom was a hardGwynne right pro-Brexiter who only Dyer entered parliament in 2010. She was a lightweight who would never normally be seen as a potential prime minister, and her views were so extreme – marriage should only be for Christians, not gays; bring back fox-hunting – that she probably could not win a general election. But Conservative members of parliament worried that she might win the leadership race anyway, because the people who decide that are the 150,000 paid-up Conservative Party members, a socially conservative, middle-class group with an average age of 60. So the pressure on Leadsom to step aside grew and grew. On Monday morning Leadsom caved in, ensuring that the last woman standing, Home Secretary Theresa May, will be the new Conservative leader and British prime minister. There will be no split in the party, and there will be no three-month hiatus in
British politics. May is seen as a “safe pair of hands,” and she will be in office within days. She will have a free run in parliament, because the opposition Labour Party has a radical new leader, Jeremy Corbyn, elected a year ago by the rank and file of the Labour Party, who has never had the support of even one-fifth of the party’s Members of Parliament. Corbyn had always been hostile to the EU, and his lacklustre campaigning for “Remain” contributed to the fact that fully one-third of Labour voters backed Brexit. As a result the Parliamentary Labour Party is now in revolt against Corbyn, and a senior Labour politician, Angela Eagle, is officially challenging his leadership. The Labour Party will be off-line politically while it settles its internal struggle, so Theresa May will have a free run for a while. May supported “Remain” in the referendum, but very quietly. She has now pledged to carry out the wishes of (52 percent of) the voters and lead Britain out of the European Union – but that doesn’t mean she has the faintest idea how to do it. The Guardian newspaper summed up the situation in an editorial last Wednesday: “It is now brutally clear that there is not a plan – no plan for how and when Britain leaves, no plan for future relations with Europe, and no plan at all for how political assent might be secured for any of the imperfect political options on offer.” That is as true for May as it was for the defunct pro-Brexit leadership. But cheer up. LNG Canada delays final decision on Kitimat project, no new timeline set C ANADIAN PRESS
VANCOUVER - The partners involved in a proposal to build a liquefied natural gas project in Kitimat, B.C., are delaying a final decision on the venture that was originally planned to be made at the end of this year. There is no word when the project might be subject to final approval, although LNG Canada says it remains a promising opportunity. The LNG Canada project would export up to 24 million tonnes of liquefied natural gas per year and cost up to US$40 billion to build. Shell owns a 50 per cent stake in the LNG Canada project along with partners Korea Gas Corp., Mitsubishi Corp., and PetroChina Co. Ltd. LNG Canada says in a statement that it made the decision in the context of global industry challenges, including capital constraints. It says it will continue with site preparation activities in the area. “The LNG Canada joint venture participants have determined they need more time prior to taking a final investment decision. At this time, we cannot confirm when this decision will be made.”

STORM SEWERS & WATER QUALITY When working with household cleaning products and other potentially hazardous materials, the City of Cranbrook is asking residents and businesses to be careful that this material doesn’t make it into our storm sewer system. The City of Cranbrook with assistance from the BC Ministry of Forests, Lands and Natural Resource Operations and the Regional District of East Kootenay, created an informational newsletter to provide helpful tips and information on how to help minimize the risk of polluting our local waterways. ‘Storm Sewers & Water Quality’ provides information on how to properly dispose of hazardous materials, how to properly treat and drain swimming pools and hot tubs and simple tips on how to minimize the risk of accidental water pollution around your home, your yard and around your vehicle. ‘Storm Sewers & Water Quality’ is available on the City’s website at www.cranbrook. ca or is available for pick up at City Hall.
BATTLE KNAPWEED & OTHER NOXIOUS WEEDS THIS SUMMER Invasive plants are all around the City of Cranbrook and can pose a serious threat to wildlife, the economy, recreation and the environment. Responsibility to help control invasive plants lies with individual property owners, businesses and the City of Cranbrook in public spaces and City owned properties. The East Kootenay Invasive Plant Council (EKIPC) and the Regional District of East Kootenay (RDEK) can provide assistance to the public through their Neighbourhood Invasive Plant Program. This region-wide stewardship program provides residential property owners with guidance, resources, free sprayer equipment loan-out and financial rebates necessary to manage these harmful plants. Industrial and commercial property owners are eligible for guidance, resources and a free sprayer equipment loan out. Informational brochures are available for pick up at Cranbrook City Hall. A knapweed information newsletter is also available at City Hall or for download from the City website.

Cranbrook native Ryan Chynoweth commits to Pronghorns Local product and former Kootenay Ice forward heads for University of Lethbridge, Canada West hockey

Over the course of five years, Cranbrook product Ryan Chynoweth saw a whole lot of western Canada and the Pacific Northwest as he played out his junior hockey days. Now, after graduating from the junior ranks, the 21-year-old is looking forward to the next chapter as he joins the University of Lethbridge Pronghorns and faces the challenge of Canada West hockey and life as a Canadian Interuniversity Sport (CIS) student athlete. “I’m just excited for the next chapter of my life,” Chynoweth said over the phone from Calgary on Monday afternoon. “All I’ve really known is junior hockey the last five years. I’m excited to get on with it, play hockey at a high level and get my education started.” After a total of 271 regular season junior hockey games, including 218 in the Western Hockey League, Chynoweth confirmed on Monday he has committed his services to the University of Lethbridge for the 2016-17 CIS campaign. Selected 24th overall by the Everett Silvertips in the second round of the 2010 WHL Bantam Draft, Chynoweth was eventually traded to the Tri-City Americans before being dealt to his hometown Kootenay Ice in September 2013. Over 113 games with the Ice, the 6-foot-1, 187-pound forward was utilized primarily in a checking role as he rounded his WHL career at the conclusion of
the 2014-15 campaign. In 218 games, Chynoweth collected 12 goals and 27 assists for 39 points, adding 200 penalty minutes. With one year of junior eligibility remaining, the feisty forward took his game to the Alberta Junior Hockey League (AJHL), signing with the Drumheller
power ahead of hosting the 2016 RBC Cup — Canada’s national Junior A championship. The scrappy forward picked up in Lloydminster where he had left off in Drumheller, producing at nearly a point-pergame pace (5-12-17 in 18 games) after making the move to the AJHL’s Viterra North Division.
RYAN CHYNOWETH Dragons ahead of the 2015-16 campaign. The veteran Chynoweth made an immediate impact upon his arrival in the Alberta Badlands. Through 35 games to start the season, the former WHL energy winger was relishing a brandnew role with the Dragons, lighting up the Viterra South Division by collecting 19 goals and 33 points, as well as 102 penalty minutes. “It was a lot of fun, I really enjoyed it,” Chynoweth said of his time in the AJHL. “It was nice to have a different role from what I played in the Western League. It was cool to be that go-to guy again, be able to score some goals.” With the trade deadline looming in early January, Chynoweth was dealt to the Lloydminster Bobcats, who were stockpiling fire-

After a few weeks on the sidelines watching the Brooks Bandits and Saints battle it out for AJHL supremacy — Brooks claimed the crown in five games — Chynoweth and the Bobcats took back to the ice as hosts of the Canadian national championship intent on proving their worth amongst the country’s best. away from a national championship, that was pretty special,” Chynoweth said. “It would’ve been nice to win, but it was a tough game.” After putting up another respectable performance through the RBC Cup — Chynoweth amassed two goals and three points in six games on the national stage — college offers began coming in for Cranbrook product, who opted on the University of Lethbridge, due largely in part to being closer to family after a year on the road. Outside of having a sister who attended the University of Lethbridge, Chynoweth said having a number of other friends enrolled at the post-secondary institute and within the men’s hockey program played a significant factor in his decision to join the Pronghorns. “I was contacted by a couple of schools, went on a couple fly-downs and then made my decision to go to Lethbridge due to the fact it’s close to home, I have some friends there and obviously it’s a good school,” Chynoweth said. “I’m super excited for it. It’s going to be a lot of fun. “There are seven or eight guys I played with or against throughout my career. That was honestly a huge reason why I decided to go there.” Outside of friendly faces within the Pronghorns dressing room, Chynoweth is looking forward to seeing some familiar faces around Canada West, with even more former teammates scattered around the CIS conference.

Cranbrook native and former Kootenay Ice forward Ryan Chynoweth has graduated from the junior hockey ranks and is ready to begin his CIS hockey career after committing to the University of Lethbridge Pronghorns men’s hockey program. It has recently been reported that former Ice goaltender Wyatt Hoflin is headed for Mount Royal University, while former Ice forward Austin Vetterl just wrapped his rookie campaign with the University of B.C. Thunderbirds, where he registered 21 points in 28 games. Out in the prairies, former Ice forward Levi Cable had a stellar rookie season with the University of Saskatchewan Huskies, collecting 28 points in 28 games. “Honestly, there are a lot of guys from that [2014-15 Kootenay Ice]
team that are in CIS,” Chynoweth said. “Levi Cable at U of S, some guys at U of [Regina] and all over the place. It’s going to different, but it will be fun to made chirp them a little bit. But it will be fun to play against them.” Chynoweth is enrolled in business, with sights set on majoring in finance. Expecting the CIS game to be bigger, faster and stronger than what he faced in the AJHL, he’s spending his summer working and training in Calgary. The Pronghorns finished just outside the
Canada West big dance in 2015-16, going 11-152, landing in seventh place and two points outside of the playoff picture. The top six teams in Canada West men’s hockey qualify for the post-season. Canada West is one of the premier university athletic conferences in Canada, stretching from B.C. to Manitoba. It is one of four conferences within CIS. The conference is home to 17 member schools, which have combined to claim over 100 national championships in the past decade.

And now, the tireless and reluctant superstar is finally calling it a career. The 40-year-old Duncan announced his retirement Monday, marking the end of an era for the Spurs and the NBA. teamed with coach Gregg Popovich, point guard Tony Parker and shooting guard Manu Ginobili to turn the Spurs from a solid franchise that could never quite get over the hump into one of the league’s superpowers. Wheeling & dealing once again Kimberley Dynamiters deal Graham Dugdale to Revelstoke for veteran Ryan Hozjan

Derek Stuart swears he is done shuffling the deck ahead of Kimberley Dynamiters training camp. Unless of course someone calls and blows his socks off. Thursday evening, Stuart struck a deal with the Revelstoke Grizzlies, completing his third trade since coming on board in May as the new head coach and general manager of the Dynamiters. Heading to Revelstoke is forward Graham Dugdale (1997) and future considerations in exchange for forward Ryan Hozjan (1996). “Ryan is an extremely hard worker, probably one of the hardest working players I’ve ever coached,” Stuart said Friday afternoon, reminiscing on past experience working with Hozjan. “He’s definitely got a great attitude, he’s very mature. He’s a guy that coaches can point at and tell other players, ‘This is how hard you have to work and this is how you have to behave.’ “I wanted Ryan for his hockey ability, but his leadership skills and the way he behaves and carries himself, even off the ice, is a huge bonus for us.” Hozjan, a 5-foot-10, 160-pound native of
Calgary, brings a veteran presence, having skated in 87 KIJHL regular season games, compiling 13 goals and 31 points along the way. As an assistant captain with the Grizzlies in 2015-16, the second-year KIJHL veteran posted 10 goals and 11 assists for 21 points in 46 games, all of which were career highs.
“He is capable of playing in any role and that’s another added bonus,” Stuart said of Hozjan. “He can play power play, he can play penalty kill, he can be a defensive forward and I think he has the potential to be an offensive forward, too. It’s just a matter of figuring out what he is best suited for and what’s best suited for the team. “He’s definitely going to have to earn the ice time, just like anyone else. But he is one of those rare players that is capable of contributing in all areas of the game.” Familiarity with Hozjan was a big part of the draw for Stuart, who said he coached the newest member of Nitro
Nation during spring hockey many years ago. “I’m very familiar with him from probably five or six years back here,” Stuart said. “Nothing against Graham, whatsoever of course. I didn’t have the chance to see Graham play, but he was the guy that Revelstoke wanted when I gave them a list of guys.
RYAN HOZJAN “Unfortunately, Graham is the one that has to go. But the key was that I knew Ryan and I wanted to get him badly. Unfortunately, you’ve got to give something up to get something.” At 6-foot-2 and 210 pounds, Dugdale provided a bruising presence for the Dynamiters during the team’s run to the 2015-16 KIJHL regular season title. In 47 games, the native of Vulcan, Alta., registered one goal and six points along with 65 penalty
minutes before racking up another 29 penalty minutes in 13 post-season contests. Dugdale came to the Dynamiters ahead of the 2015-16 season following a brief tryout with the Melfort Mustangs of the Saskatchewan Junior Hockey League. The transaction is the third since Stuart’s arrival. First, the new shot-caller dealt forward Sawyer Hunt (1996) to his hometown Nelson Leafs in exchange for forward Nicholas Ketola (1997). From there, Stuart went out and acquired veteran defenceman Brett Roberts (1997) from the Beaver Valley Nitehawks in exchange for future considerations. “I’m done with trades for a while,” Stuart said with a laugh. “I told the president [James Leroux], ‘Don’t worry, I’m not going to keep going here.’ “Unless someone knocks my socks off with an offer, I think we’re going to go with what we have here, at least until after the season starts. The rest of the veterans coming back are going to get a chance to prove themselves and see where they fit.” Outside of the three trades, Stuart also added to his lineup by signing

S A I N T- D E N I S , France - Portugal’s players crowded around Cristiano Ronaldo as he sat on the turf, but their tearful captain couldn’t withstand the pain of his injury any longer. The Portuguese had to win their first major trophy the hard way on Sunday, stunning France 1-0 after extra time in the European Championship final - having played without Ronaldo from the 25th minute. Two hours after being carried off on a stretcher, the three-time world player of the year returned a champion. “I had bad luck because I had a small injury in the beginning of the game, but my colleagues
did their part - they run, they fight,” said Ronaldo, who has already won every major club honour. “Nobody believed in Portugal but we won”. An unlikely scorer secured the pre-tournament outsiders a title. It could be uncomfortable ahead for Eder, the striker who will return shortly to French club Lille after breaking French hearts with his 109th-minute goal. A second-half substitute, Eder scored only his fourth goal in 29 appearances for Portugal with a low shot from 25 metres past keeper Hugo Lloris. “Cristiano told me I would be scoring the winning goal,” Eder said. “He gave me strength and positive energy.” In doing so, Portugal

was restricted. Battling through pain, regularly reaching down to check on the injury, Ronaldo realized there would be no miracle recovery. We’ve gotten into shouting matches about recent Supreme Court decisions, gun control, abortion, etc. He tells me that it seems like he says “potato” and I say “sunflower.” He’s also hyper-rational, and I am more emotional. Other than this, we get along well. He likes me as a person, and I feel the same way about him. We enjoy spending time together. I also like that he’s easygoing (except when discussing politics), smart and funny, and he respects my intellect (although not all of my opinions). Also, he really loves children. Tell me, Annie, how important are similar politics to a relationship? How serious is the emotional divide? He’s willing to work on things with me, so I thought maybe we should go for counseling, but if politics is too great an obstacle, then maybe it’s not worth the bother. (And please don’t remind me of James Carville and Mary Matalin, which my friends keep doing. They seem to be the exception that proves the rule.) -- Unsure in New York City Dear Unsure: You’ve got a great guy who is more politically conservative/liberal than you are. So what? If the two of you are compatible in other ways, and he is willing to work with you on areas of major conflict, you will have a problem only if you insist on creating one. Politics should never be more important than your relationship. The trick is to learn to debate while respecting each other’s position. (And don’t make politics the focus of your conversations.) Dear Annie: My husband and I are planning a party for our 50th wedding anniversary. I would like to invite all of my family and friends, but my sister has a 48-year-old son who is mentally unstable. “Roy” is on medication, but when he drinks, he tends to get out of hand. I feel sorry for him and know he needs help, but I’m afraid he will embarrass me in front of my friends. I love my sister, but she has no control over Roy. Should I not include him? I don’t want to hurt my sister’s feelings. -- Loving Sister Dear Loving: Please invite Roy. If you can afford it, hire a bartender and let him know about Roy’s problem with alcohol, so he isn’t served more than he can handle. You might also assign a friend or one of Roy’s cousins to keep an eye on him. (You can even hire someone specifically for that purpose.) If the worst that happens is he embarrasses you, please don’t let that be a reason to exclude him. You will get over the embarrassment, but you will not get over hurting your sister. Dear Annie: This letter is for the woman whose husband refuses to follow his diabetic diet. Actually, this is for the husband: Dear Diabetic Husband: Have you considered how selfish you are? What makes you think it is OK to jeopardize your health just because it’s your body? Your wife obviously loves you or she wouldn’t have written. Consider the effect you have on those who love you. I have a friend (in her 20s) whose mother is dead. They found her in the garden at the age of 42. She was diabetic and wouldn’t do what she was supposed to. My friend’s little girl has been deprived of a beautiful relationship with a grandmother. Two years ago, I watched my diabetic husband die surrounded by paramedics in our living room. Most of his life, he ate and did whatever he wanted. In the last six months, he worked very hard to reverse the damage, but it was too little, too late. You need to learn what happens to your body when your insulin is out of control. Everything is affected -- your heart, your breathing, your tissues. Then make up your mind to be around for your family as long as you can. Grow up! -- B.F. Dear B.F.: We hope he is listening to your heartfelt plea. Thanks for writing. VANCOUVER - The British Columbia government will support the city of Vancouverâ&#x20AC;&#x2122;s request for a tax on vacant housing, but questions remain about who will pay the costs of enforcement. Finance Minister Mike de Jong has announced the legislature will meet July 25 to consider revisions to the Vancouver Charter that would allow the city to create and collect the tax. De Jong said the levy is aimed at improving the supply of rental homes in the cityâ&#x20AC;&#x2122;s superheated real estate market, while waiting for new construction to come online. â&#x20AC;&#x153;Thereâ&#x20AC;&#x2122;s no question that, in addition to the conversations that we have been having about affordability with respect to the purchasing market, there are challenges for folks wanting to rent,â&#x20AC;? he said at a news conference Monday. â&#x20AC;&#x153;It is ultimately about supply. It is about trying to increase the supply of rental accommodation.â&#x20AC;? Mayor Gregor Robertson and de Jong met two weeks ago to discuss the cityâ&#x20AC;&#x2122;s demand for a tax. At the time, the mayor said if the province wouldnâ&#x20AC;&#x2122;t help, the city would create the levy on its own using existing, but unwieldy mechanisms in the charter. The finance minister said Monday that the province would share data, including electricity usage and information it gathers through a homeownersâ&#x20AC;&#x2122; grant to help the city identify vacant homes and enforce the tax. continue to work together and consult with the public and stakeholders to design how the tax works. The city is hoping for a â&#x20AC;&#x153;co-operative arrangement,â&#x20AC;? with a tax in place by next year, he said. A recent city-commissioned study found that about 10,800 homes were left empty for a year or more, most of them condominiums. The cityâ&#x20AC;&#x2122;s rental vacancy rate is 0.6 per cent. Robertson said it was too early to say how much owners of vacant homes would be taxed. He acknowledged some are so rich that a tax wonâ&#x20AC;&#x2122;t be a strong enough incentive to rent out their units. â&#x20AC;&#x153;If people are wealthy enough to hold these houses empty 12 months of the year, then they should be paying a higher tax,â&#x20AC;? he said. â&#x20AC;&#x153;That money can be used for affordable housing.â&#x20AC;? The tax wouldnâ&#x20AC;&#x2122;t target snowbirds or part-time residents, only people who are keeping homes vacant yearround, he added. NDP Housing critic David Eby said the province has the tools to levy taxes on people who are using housing as an investment instead of a place to live, but it has refused to do so. â&#x20AC;&#x153;The action theyâ&#x20AC;&#x2122;re allegedly taking is, as always, the absolute least that they could do,â&#x20AC;? he said. â&#x20AC;&#x153;Theyâ&#x20AC;&#x2122;re asking the city of Vancouver to do (the provinceâ&#x20AC;&#x2122;s) job of protecting the interests of Metro Vancouver residents who canâ&#x20AC;&#x2122;t afford to buy a place, simply because theyâ&#x20AC;&#x2122;re unwilling to do it themselves.â&#x20AC;? RIVERTON, Wyo. - Authorities in central Wyoming are investigating after a woman playing the popular smartphone game Pokemon Go found a manâ&#x20AC;&#x2122;s body in a river. Shayla Wiggens told the Riverto Ranger newspaper she spotted the body in the Wind River near the city of Riverton Friday while playing the new game. It sends players to real-world
locations to capture virtual creatures. Fremont County Undersheriff Ryan Lee says the death appears to be accidental and possibly a drowning. He says evidence indicates the man went into the water where he was found. The victim hasnâ&#x20AC;&#x2122;t been identified pending an autopsy. Lee says the FBI is helping in the investigation. It comes as police in Missouri say four teens used Pokemon Go to lure victims to a location and rob them.

Nelson area mountain to be featured on Google Trekker BILL METC ALFE Nelson Star
A remote mountain ridge in the Nelson area will soon be featured on Google Trekker. Last week Adrian Leslie hiked up a ridge on Kootenay Mountain to 2400 metres carrying something that looks, from a distance, like a soccer ball projected above his head from his backpack. The ball is actually 15 cameras pointed in all directions. As Leslie hiked, the cameras shot a 360-degree panorama every 2.5 seconds. The result: a virtual hike, similar to Google streetview. Kootenay Mountain is the highest peak on the Darkwoods property, which is owned by the Nature Conservancy of Canada and managed by Leslie. Darkwoods consists of 55,000 hectares on the west side of the south arm of Kootenay Lake between Creston and Nelson. The Google Trekker camera weighs 50 pounds, so keeping it steady on the two-hour hike was a challenge. “We flew by helicop-
ter to a ridge on Kootenay Mountain, ”Leslie told the Star, “and from the ridge we hiked down to an alpine lake and turned the trekker on and hiked as up to the ridge and as far along as we could get. We could not get to the summit because you have to keep it steady and it was too steep and jerky.” What will we see on our virtual trek? “You will see Kootenay Lake, alpine lakes, peaks, and you will be walking through a sub-alpine forest of alpine larch and whitebark pine, a beautiful open forest with trees hundreds of years old but very small because harsh habitat.” In 2008, the Nature Conservancy purchased the land, then known as the Pluto Darkwoods Corporation, from a German duke who had owned it for 40 years. He had logged much of the property but wanted to leave it in the hands of someone who would take care of it long-term. The transfer to the Nature Conservancy was by far the largest purchase of land by a con-
servation organization in Canadian history. “The logging we do now is ecosystem restoration,” says Leslie. “We are doing selective logging in habitats where cleaning out the forest can prevent wildfire and benefit wildlife.” He says the wildlife includes “the full suite of native fauna” including bears, mountain caribou, wolves, deer, elk, moose, lynx, bobcat, and cougar. There are no hiking trails and few roads. Snowmobiles and ATVs are prohibited and Leslie says they are an occasional problem but nothing serious. There are grizzly and caribou researchers active in Darkwoods. “They use the land as a laboratory,” says Leslie. Darkwoods is connected to other protected areas, creating a large swath of conserved forest across the region. “To the north Darkwoods borders on West Arm Provincial Park,” says Leslie, “and then on the south end it connects to the Creston Valley Wildlife Management area, and this
means over 100,000 hectares of protected area, basically connecting Nelson to the Purcell Mountains.” Leslie says it will take a month or two for Google to get the trek online.
Kootenay climbers association buys bluffs near Castlegar BETSY KLINE Castlegar News
The Association of West Kootenay Rock Climbers (TAWKROC) has been successful in its bid to save the area known as the Kinnaird Bluffs from any future development. The group is now on title for the 17-acre property. TAWKROC was successful in raising about $33,000 of the $50,000 asking price. Those funds came from individuals and organizations such as the Alpine Club of Canada, Columbia Basin Trust, Kootenay Mountaineering Club, Climbers Access Society and Castlegar Rotary. According to TAWKROC spokesman Vince Hempsall, “An angel investor came on board and loaned us the $17,000 so the purchase could go through.” The group now has about two years to repay the loan. TAWKROC has also
become an official nonprofit society. They are still looking to raise the funds to pay off the loan and will be continuing with grant applications and other fundraising ventures such as a membership drive at the Kootenay Climbing Festival. The easiest way to make a direct contribution is through tawkrok. org. A donate link will take you to the Climbers Access Society of BC (CASBC); follow the instructions given on the TAWKROC website to ensure the donation goes towards the Kinnaird Bluffls project. “CASBC has been fundamental in all of this,” said Hempsall. “They are a registered charity and donations that go through them can get a charitable receipt.” TAWKROC’s stated end goal is to work with local and provincial bodies to create a park that can be used by hikers, rock climbers and other outdoor aficiona-
dos in perpetuity. This would be done by donating the property to the City of Castlegar. They have now walked all of the property to get a sense of its boundaries and features before making definite decisions about how best to use the property. “We have a much better appreciation for just how big the property is now that we have walked it all,” said Hempsall. Publicity around the Save the Bluffs campaign has put the area on more people’s radars resulting in increased

The group is slowly but steadily going through all the processes that will be necessary to see their vision of a park come to pass. “In the interim, we own it, people can climb on it,” said Hempsall. “We are happy it was successful. It was a huge effort on behalf of directors and the public in general. They are the ones who stepped forward and proved how much they valued the property in terms of it being a space that the public can access.”

Castlegar RCMP arrest armed distraught female FOR THE TOWNSMAN
The Castlegar RCMP arrested a violent and distraught woman in Robson BC, without injury to the woman or attending officers on Saturday morning. Reports had been received that the woman was damaging a home with an axe. On July 9, 2016, at approximately 11:09 am, the Castlegar RCMP were called to an address in Robson BC, where an emotionally distraught female was reported to be damaging a residence with an axe. Upon police arrival, Castlegar RCMP officers found the woman outside of the residence, where it is alleged that the woman, who while armed with an axe, repeatedly made threatening gestures and approaches towards the RCMP officers. Officers attempted to verbally de-escalate the situa-
tion, however the woman refused to comply with police directions. At one point the woman retreated into an RV and continued to yell at police, periodically exiting the RV with the axe in hand. Additional resources were brought in from surrounding units to assist with containing the area. One nearby home was evacuated to ensure the safety of the homeowners. Other surrounding residents were asked to remain inside until further notice. After approximately one hour, while officers continued to dialogue with the woman, it was noted that she remained agitated and threatening. In order to ensure the woman’s wellbeing and take her into custody in safe manner, the officers deployed a conducted energy weapon, which was not effective in disarming the woman. Officers were
able to disarm the woman by utilizing second non-lethal weapon by firing a “beanbag round” at the woman. Officers were able to then safely approach the woman and subdue her without further incident or injuries to the woman or the attending officers. The 34 year old woman remains in custody where a bail hearing will be held seeking her detention until Monday July 11,2016 at which time it is anticipated that she will appear in court. The Castlegar RCMP would like to thank the residents of the neighbourhood for their co-operation during this dangerous and potentially lethal police call for service. Parks minister considering tweaks to British Columbia camping reservation system

The minister in charge of B.C. Parks says we need more campsites. But in the meantime, she is considering tweaking the reservation system as a way to address the increasingly difficult task of booking a site. B.C.’s Discover Camping is poised to have a record year for reservations, with empty public campsites on Vancouver Island becoming increasingly difficult to find, particularly on weekends. Complaints of queue-jumping and reservation-scalping are becoming more frequent. In a statement issued Thursday, Mary Polak said the provincial parks system has become a victim of its own success. “There are simply too many people chasing too few campsites,” Polak (below) said. “The ultimate solution is to increase the supply of campsites, but that will take some time.
“Availability of land in high-demand areas is one challenge but, as well, for everyone who wants to see expanded campsites for recreational purposes, you have another person who says, ‘No, I don’t want you to cut down more trees.’” In the short term, Polak is considering some changes in the booking system to give more people an opportunity to get a site. Ideas include: adjusting the reservation opening dates; lengthening the three-month rolling reservation window; and shortening the maximum stay in high-demand parks from 14 days to seven. The most common method of cheating the system is to book a lengthier stay than you want in order to secure days that otherwise would not be available, then cancelling the days you didn’t want. Polak stresses that less then one per cent of the sites booked go to
commercial operators, who then re-sell the reservations as part of tour packages, and less than a dozen cases of outand-out private scalping have been found. There are about 5,800 reservable campsites in B.C., about 1,300 of them on Vancouver Island. Last year, more than 158,000 reservations were booked through Discover Camping and this year is on pace to top that, with 131,000 made so far. British Columbians make about 75 per cent of the reservations. “Every year we make changes to improve the Discover Camping system to ensure it is fair and every year some people find new ways to circumvent the system,” Polak said. “All options will be carefully considered to make sure we don’t negatively impact the majority of our users, while trying to solve a problem that is only being abused by a handful of reservation holders.
