Stu Salkeld Pipestone Flyer I got a call from my mother this week that I was expecting to get. “I was watching TV this weekend,” said Sonja Salkeld. “Great Britain voted to leave what? What’s going on over there? What’s ‘Brexit’ mean?” Good question. What does “Brexit” mean? If you listened to J.K. Rowling early last week you’d swear the earth had been struck by a meteor 10 kilometers wide that killed 95 per cent of all life on earth. “Brexit” was a referendum held in Great Britain the last weekend of June on whether or not the nation should resign its membership in the European Union.
The EU is an economic alliance, akin to Canada, the U.S. and Mexico’s free trade zone, that had the goal of increasing movement of people and money within EU member states. It also involves some rather disturbing financial bailout powers that seem to fly in the face of the EU’s stated assumptions and goals (“a union of nations will benefit everyone economically”). Claims of the end of times because Great Britain is leaving the European Union are exaggerated greatly. Great Britain was never a core member of the EU anyway; the pound sterling was still the standard currency, while EU members use the so-called “Euro.” The non-binding vote resulted in 51.9 per cent voting to leave the EU, while 48.1 per cent voted to stay. Critics called the margin “razor thin,” which is ridiculous. It’s virtually four per cent out of a total of 33,577,342 votes cast, equaling roughly 1,500,000 million votes. That’s a thick razor. It should come as no surprise that the EU is floun-
dering. The basic premise of the EU is flawed, being that all EU member states are equal economically and should be expected to perform as such. Total bunk. The economic power of Portugal is of no comparison to that of Germany, yet that’s the premise the EU was based upon. You can’t have one roommate paying 30 per cent of the rent, another paying 70 per cent of the rent and the Greeks paying nothing. Speaking of the Greeks, an unsurprising factor in Great Britain voting “leave the EU” is the ongoing Greek financial crisis (which is likely due to flare up again soon). In essence, the Greeks had disastrous financial philosophies such as a national retirement age of 50 coupled with the 2008 recession that left the nation unable to fund its own government. The Greeks asked their EU friends to bail them out. Actually, the Greeks asked their EU friends to bail them out a few times all the while plainly stating, “No, we won’t be changing our fiscal policies to ensure this chaos never happens
again. We just want the bailout money, thank you very much.” In all fairness to the Greeks, there were other weak, incompetent governments in the EU exposed by the 2008 recession, including Ireland, Iceland and Spain. The influx of Middle Eastern refugees to EU member states is also a factor in the referendum. Literally millions of people are fleeing deplorable conditions in Middle Eastern states like Syria, entering countries already dealing with recession. The immigrants have varying levels of education and employable skills and most come from military dictatorships where their experience as members of a democratic society is limited to say the least. The Greek economic chaos and immigrant crisis were examples used in Great Britain by “leave the EU” supporters. They stated such problems were, are and should not be the concern of the taxpayers of Great Britain, especially as the nation already, for example, pays hundreds of
million of pounds to United Nations agencies annually to handle things like civil war and refugees. As well, “leave the EU” supporters stated it seems Great Britain’s tax dollars were under the control of the EU committee, not the democratically elected members of Great Britain’s government. Voters in Great Britain aren’t the only ones who have deep reservations about the way international trade and diplomacy have been handled over the past eight years. As the United States under President Barack Obama refused to show the global leadership required of the only remaining superpower, those responsibilities have been handed to smaller nations that obviously can’t handle and don’t want that responsibility. The “leave the EU” result in Great Britain should be a wake-up call to global governments about whether their duty is to foreign citizens, or to their own. I think July, 2016 was an important month in smartphone history. I don’t want to say it’s a good or bad marker in history, but it’s important nonetheless. Alton Sterling and Philando Castile both died of gunshot wounds in separate incidences on July 5 and 6 respectively and both deaths were captured with a mobile device’s video camera. Pokémon Go, a mobile app with aug-
mented reality gameplay, was released on July 6. The mobile app’s functionality heavily relies on a mobile device’s video camera. The shooting deaths of Sterling and Castile have gained unprecedented attention through traditional media and, more importantly, social media. I watched both men die in separate video links I found through my Facebook account’s homepage feed. Both deaths have common circumstances and some are more talked about than others. What I’m finding suspicious and rather interesting is that there is very little talk regarding the videographers’ normalized reaction: pulling out a smartphone and recording the incidence. I’ve been through first aid and H2S training; I’ve sat through dozens upon dozens of safety meetings when I worked in an auto-
motive garage. I’ve received in-house training when I worked security part-time for a pair of night clubs in Red Deer. I never was told, in any of my safety related training, to photograph or video record an incident as it was unfolding—even if a first responder did not require my immediate assistance. If I was not directly involved in a situation (for example if I came up or arrived at a situation as it was unfolding), I was to call for back-up, call for help, or call 911. I don’t want to play armchair psychologist and analyze the shooting deaths of Sterling and Castile in hindsight—but I will. The videographers’ showed, what appears to me (and I’m not a professional), behavioural neutrality. They filmed as opposed to assisted in the respective situations. Some may argue
that the videographers did assist by filming the shooting deaths, however, I feel that ‘responding by documenting’ is a behavioural response evolved from the overuse of smartphone technology. The continuous use of a smartphone, in my opinion, has reinforced a hybrid reaction: to lower an electronic veil. The electronic veil is a video (or still frame) camera lens and a screen. There was always ‘fight or flight.’ Now there appears to be fight, flight, or stand there and record the situation with a smartphone—some may call the latter ‘holding the light’ in a manner of speaking. A smartphone allows an individual to remain in a situation or in a reality, however, the mobile device can readily render an individual’s presence inert. Just think about how a conversation is killed when a
person checks a phone. So what does Pokémon Go have to do with the deaths of Sterling and Castile? Well, the mobile app has created an absurd public phenomenon: a new generation of Pokémon trainers are running amok training and trying to capture Pikachu. More importantly, the mobile app is solidifying smartphone popularity and a growing dependence on receiving (an augmented, filtered, or altered) reality through an electronic veil. The first iPhones hit the market on June 29th, 2007. Since then smartphone use has become widespread and the average daily screen time is alarmingly high. The overuse and dependence on smartphones (in my opinion) have negatively altered the way in which a user experiences the reality surrounding him or her.

McLauchlin responds to questions by Giebelhaus Dear Editor, Re: interim funding questions by Mr. Giebelhaus: I want to respond to Mr. Giebelhaus’s letter to the editor. I respect the right of individuals to voice their opinions and respect the freedom of speech exhibited by letters to the editor. I have made it my practice to not answer letters to the editor as it becomes some convoluted back and forth that never seems to come to any resolution. So instead, I will state four simple facts and leave it at that. • The Rimoka Foundation is a developer in the town of Rimbey and as such has to act in the same capacity as any other developer. Therefore, we will need to negotiate, work with neighbours and undertake the spending of resources in order to achieve the development goals. • Our board has been collectively involved in government, development, and project mitigation for over 25 years and individually and collectively we have hundreds of years’ experience. We work with experienced professionals, have experienced administration, and gain advice from some of the most knowledgeable people possible. • Our board is excited to continue to build this lodge. There is no way to dot all ‘I’s and cross the ‘t’s because complexities, changes, and the need for project/plan alteration is the subject of any and all developments. Anyone with development experience understands this. • We, the Rimoka Foundation, are stewards of public money and as such can state quite clearly that it is the board’s direct and indirect actions that have maintained this project budget significantly 20 per cent under project estimates. We will continue to do so. We will continue to build this important building for our community with the best public stewardship, while recognizing our role as developer and as a foundation. Community block party planned BY TREENA MIELKE Along with summer time fun and simply hanging out and being cool, one of the best ways to enjoy the holiday season is to have a block party. And, a block party is exactly what Rimbey FCSS has planned. The community block party is to be held at the Kinsmen Skateboard Park and the Rimbey Lions Playground on July 21 from 11 to 2 p.m. The fun event is to include music, games, food and education. To provide music, On the Mark Productions, will be on hand with some great tunes. Face painting and games focusing on self-esteem will also be set up. Free hamburgers, water and freezies will be offered so no one will need to go away hungry. And to give youngsters a chance to check out their bike riding skills, the RCMP will be on hand to offer bike safety and a tutorial. RCMP will also be out and about issuing positive ticketing to deserving youngsters. To participate in the bike safety activity youngsters are reminded to bring their bikes and helmets. Several community groups will be represented during the block party including Big Brothers, Parent Link, Community Wellness and FCSS. “The purpose of the block party is to enhance community development and bring neighbors together,” said Catherine Winters, volunteer service co-ordinator for FCSS.

Canadian Motorcycle Drag Racing Association to compete at CAR BY TREENA MIELKE The Canadian Motorcycle Drag Racing Association will make a visit to Central Alberta Raceways later this month. The drag racers will be here July 23 and 24 as part of their six-race schedule, which began June 4 at the MHDRA drag strip in Medicine Hat. “We are very excited to have Rimbey included in our schedule,” said CMDRA executive
director, Ethan Barkley, adding, “It’s a great opportunity for us to expand motorcycle drag racing in Canada.” Steve Kenzel, president of the drag strip at Central Alberta Raceways said there will be about 120 variety of motorbikes competing in the races. “They want to get in with us on the ground floor and work with us as we grow,” he added. Central Alberta Raceways is a division of Rimbey Kinsmen,
a non-profit group, formed by volunteer enthusiasts. The track includes a dedicated quarter mile drag strip, three-eights mile dirt oval, mud bog pits, a, motocross track and the ability to host many other motorsports related events. CAR continues to work towards building a first class motor sports park that will be enjoyed for years to come. “We have the smoothest track in western Canada,” said Kenzel.
BY TREENA MIELKE Rimbey parade day dawned bright and sunny and the crowd that lined the streets to watch the colourful array of decorated floats, horses and tractors were smiled upon with lots of sunshine, under a clear blue sky. Overall, it was a colorful and entertaining parade and well worth watching. Cindy Bowie, Director of Community Services estimates about 80 entrants for this year’s parade. Bowie thought the parade may have been slightly shorter than last year, but was pleased with the floats that did take part and also at the large turnout of people who lined the parade route.
She was also pleased the weather co-operated. “It went well,” she said. “We had a lots of Shriners this year and the rain held off so that was good.” Winners of the adult group in the parade was Brent Larson. Keigh Christianson won the best agricultural float. The best commercial float prize went to Jemco. Rimbey FCSS captured the prize for the best float from a service organization. Wolf Creek Schools won the best-decorated vehicle and Rimbey Library had the best children’s group float. Brian McMann won the prize for the best antique/ show vehicle and Rimbey Nazarene Church won first place for the best horse.
Following the parade, many of the crowd gathered at the Beatty House for lunch. Premium smokies donated by Grimm’s, hot dogs, and veggie dogs were hot on the grill, and drinks and fixings were on hand. The crowd scattered throughout the grounds, enjoying the lovely weather and a chance to mingle and visit. The Rimbey Farmers’ Market, going on across the road, was another attraction. Beatty House committee member Bron Jones was pleased with the turnout. “It was our big fundraiser of the year, so your support was very much appreciated,” she said.

Rimbey RCMP busy enforcing positive ticketing program BY TREENA MIELKE It is a known fact that the RCMP ticket people who practice behaviors that are outside the boundaries of the law. They, in fact, ticket ‘bad guys,’ so they can experience the consequences of their actions. But, here in Rimbey, the RCMP has adopted a new policy. They ticket ‘good guys,’ so they, too, can experience the consequences of their actions. These good guys could be helping someone, being a good role model, wearing a helmet when they are skateboarding or adhering to cross walk rules. Thirteen-year-old Will Wilson is one of the good
guys who received a ticket. He was hanging out at the Rimbey Skateboard Park, just minding his own business, having fun on his board with his friends when an RCMP officer approached him. “He just gave me a ticket,” said Wilson. “I didn’t know it was for that.” The teen said he was “surprised” to learn he was given the ticket for wearing his helmet while skateboarding and being a good role model. “It is a really good idea. All my friends got one, too,” he added. As a recipient of the ticket, Wilson’s name went into a monthly draw and, as luck would have it, was drawn for the prize of a helmet, a skateboard deck
and a selection of stickers. Const. Tommy de Roos said the positive ticketing program, the brainchild Const. Carman Dutz and himself, has caught on well. “We got it rolling in April and we have received a very positive response.” He said several local businesses including Pharmasave, Rimbey Co-op and Rimbey TV have chipped in with prizes. The town has also helped out with funding. Industry Skate and Snow Shop from Red Deer has donated the monthly prizes. De Roos explained the positive ticketing program is a kick off to a pilot project encouraging positive youth interaction with the RCMP.

Tona gives recap of Rimbey experience BY TREENA MIELKE It’s been close to two years, but, finally, the time has come, and on July 27, two days after the July 25 council meeting, Donna Tona will hand in her keys to the town office and leave her position as acting CAO for the Town of Rimbey. Saying goodbye is bittersweet for Tona, who has spent the last several years trouble shooting for municipalities such as Rimbey. Ideally, she comes into town, helps officials deal with ongoing issues, gets things running smoothly, and then moves on.
“I like to leave things better than they were,” she said. “That’s what I do. That’s what I’m paid to do.” For Tona, the Town of Rimbey truly does have a place in her heart as she grew up here, and her mom, Joyce still lives in town. “Rimbey has always been an awesome town,” she said. “And it’s always difficult to move on. You create a bond with the (municipal) team and relationships with the vendors.” Despite a few misgivings about saying goodbye, Tona is pleased to see the progress that was made while she was actingCAO.
She is happy to note the department heads are moving forward efficiently and changes are ongoing. “Basically, what I did was turn them lose to do their own job. And they did great. They are all very capable.” Tona said cleaning up development files and hiring a professional planner have helped the town, overall. “Hiring a professional planner is absolutely imperative to Rimbey’s success,” she said. Holding a development summit twice a year has helped open the lines of communication between the town and developers,

she noted. “We have been able to provide answers to a lot of complex questions within development,” she said. The CAO is pleased to note that by the time she leaves, the town will have had a new strategic plan in place, a new municipal development plan written up and its land use bylaw could get first reading. She is pleased the town worked closely with the Chamber of Commerce to create the new float this year. The float was a great addition to Rimbey’s own parade and has also been used in neighboring community parades. She is happy with the town’s new brand, noting all the work was done inhouse. She is also pleased to note resident complaints have dropped significantly. “To me, its been a pleasure working through all the issues that residents have provided to us. It’s also been a pleasure being able to connect with folks I haven’t seen in 30 years and to be able to resolve some very complex issues.” Tona who partners with her husband Lyndon O’Reilly as co-owners of Werkz Inc. has plenty of work lined up for the future. “We will be very busy with ongoing contracts with five other municipalities on the go. But, I will be back to visit for sure. I will always have time for Rimbey.”

The thrills and spills of Rimbey Outdoor local and CARA rodeo kept the crowd entertained this weekend as they had the opportunity to enjoy local and out of town talented cowboys and cowgirls compete. Hazel Street, treasurer and promotion director of Rimbey Rodeo Board said attendance and entries were down slightly. “Everything went well though. The stock was good and we were lucky the rain held off.” Street said the support for the rodeo is very much appreciated. “We would like to thank all the sponsors in town and the surrounding are and the team of rodeo staff and volunteers for their support again this year. Without their help we would be dead in the water.” The local rodeo began Fri., July 8 and Hannah Bennik, Hailey Holtkamp and Davita Roseboom took part in the grand entry.

Megan Smawley and Darion Smawley won the tire race and the stockman’s saddle horse race was won by Courtney Mannix and Michelle Von Gunten. A native of Fairlie, New Zealand, John Hughes won the bareback competition at the Saturday and Sunday CARA Association Rimbey Rodeo with a score of 68. won the 13 to 15 steers riding competition with a score of 74 and Braiden Kelts of Consort took the 7 – 12 steer riding show. Tie-down roping was won by Cam Mickel of Bittern Lake with a score of 11.43. Austin Nash won the bull riding with a score of 76. Breakaway roping in the 13 – 15 age category was won by Cole Warren of Big Valley and Chase Skocdopole also of Big Valley won the breakaway roping in the 1 – 12 category. Klay Rowley and Cody Rowley from Clive won the team roping with a score of 8. Jewel Pollock of Rocky Mountain House won the 7 to 12 barrels with a score of 16.871 and also the ladies barrels with a score of 17.072. Rimoka hires new CAO BY TREENA MIELKE There is a new man at the helm of Rimoka Housing Foundation. Peter Hall has been hired as the new CAO for the foundation. He will
begin his duties Aug. 2. As CAO, Hall will oversee the management of Rimoka Housing Foundation and provide local management of all the lodges. Hall has an impressive track record in the work force. He worked in the banking industry for some time and presently, as an
entrepreneur; he is the owner/operator of two businesses. Hall comes to the Rimoka Housing Foundation with a business administration certificate from Red Deer College. He is also treasurer of the Ponoka Community Golf Club and has volunteered for other commu-

Rimbey Community Wellness Group is a busy group of like-minded citizens and professionals who work tirelessly behind the scenes to make a positive difference. The group holds monthly meetings where they bring members up to date on such issues as family counseling and steps being taken to deal with family violence and addiction. Secretary Leanne Evans, who is the early childhood development coalition co-ordinator and the Neighbourhood Place program co-ordinator keeps the group informed about speakers, programs and services available through those organizations. Const. Carman Dutz from Rimbey RCMP brings the group up to date on the latest findings of the RCMP. At the last meeting Const. Dutz spoke about the positive ticketing program and how it has increased communication and interaction between the youth and the RCMP. He said the interaction has been excellent and the youngsters are happy to be recipients of positive tickets. The group agreed that seeing repeat offenders receive a positive ticket would be a good indication that it was working well. At its meeting held last Friday, the group also talked about the ‘report a drunk driver’ program. Jillian Risto, from Alberta Health Services developed a survey to collect baseline data to complete a pre and a post-RID survey to garner information. The latest survey completed about the program showed that 93.7 per cent of respondents identified they would call 911 if they suspected an impaired or unsafe driver. The top three possible signs of an impaired driver as reported in the survey are erratic driving/poor judgment; too fast, too slow, inconsistent speed and drifting in and out of lanes. The possibility of expanding RID in the community and reaching out to nearby communities was discussed and a sub committee to deal with these options may be resurrected. The group also discussed increasing its online presence and encouraging more people to visit its website. BY TREENA MIELKE Rimbey RCMP is on the lookout for a cuplrit who may have been involved in two break-ins in town. The suspect broke into Jones Vold Jones Auction early in the morning of May 28. He wore glasses and was wearing a coat and blue jeans. A video image of him shows him entering and exiting the auction several times while stealing frozen meat. Presently, the RCMP is investigating a break in at the Agrim Centre which the suspect may be involved in, as well. Rimbey RCMP report this suspect may be associated with a motor home, which was seen in the alley north of the Auction Mart. As of Monday, July 11, the suspect had not been apprehended and Const. Carman Dutz is appealing to the public for any information they may have. It is with many mixed emotions that I announce my retirement. After 43 years as a pharmacist it will be difficult to put away the old shingle. These last few years in Rimbey will definitely be amongst the most memorable for I have made many friends during my eight years here. Rimbey Rodeo queen receives crown BY TREENA MIELKE Kali Bedu-Olson is this year’s Rimbey rodeo queen. Hard work, determination, family values and promoting the western way of life are traits she plans to display in her new role, she said. Bedu-Olson lives in Rimbey and is a Grade 10 student at the high school. She lives in town but has two horses at Platinum Paints, owned by Kyla Cross near Bluffton. She has done some competitive riding, but mostly enjoys pleasure riding. She decided to run for rodeo queen after she saw how much fun the contestants were having last year. “It just seemed like a lot of fun and it has been,” she said. Three sixteen-year-old local girls vied for the right to wear the crown as Miss Rimbey Rodeo, 2016. Meghann Smawley who is from Bluffton and is a Grade 10 student at Rimbey Junior/Senior High School was the runner up for the queen contest. Smawley loves horses and has been riding since she was knee high to a grasshopper. She has also spent time working on her grandfather, John Curtis’s cattle farm near Hoadley. Running for rodeo queen has been a long time dream for the teen. “I’ve wanted to do it since I was little and I decided this was the year.” Seana Rousseau from Rimbey also took part in the competition for rodeo queen and won Miss Congeniality. Kellyn Christensen, Rimbey rodeo queen co-ordinator said the girls all did well. “It was very close,” she said. Christensen, who was rodeo queen in 2013 said she very much enjoyed her reign. “I went to everything and did everything I could to promote Rimbey. It was great.” Last year’s rodeo queen Kayla Dueck will help this year’s rodeo queen and her princess with public appearances and other related activities.

Red Deer cowboy back in saddle after injury filled 2015 BY TREENA MIELKE Braden Malek is back in the saddle again, after going through a series of injuries last year that left the Red Deer cowboy out of the running in the CARA rodeo finals. Malek finished first in the saddle bronc competition at the Rimbey CARA Rodeo held July 9 and 10. The ride didn’t start off that well as Malek struggled with a “chute fighter. He didn’t want me to get
on,” he said. Malek was given the chance to try his luck on the back of another horse, but he declined. “He’d put me through a world of hell already,” he said. As it turned out it was a good choice. “He kept his head down, but he bucked alright.” Malek’s score of 60 points earned him first place and a chance to leave the rodeo grounds with a paycheck in his wallet.

Last year he was not so lucky at the Rimbey rodeo. “I got bucked off and landed on my feet, snapping my fibula. I was in the hospital and they ended up putting three screws in it.” Overall, 2015 turned out to be a bad year on the CARA rodeo circuit for the young cowboy. By the time the season was finished, he had suffered with a separated shoulder and a couple of concussions as well as his injured fibula.
He looks back on last year with a certain amount of resignation and humour. “It hurts to learn, but it is part of the sport,” he said. Earlier this year he attended a bronc riding school in Moose Jaw, Saskatchewan which may help him stay injury free this season. Last weekend, he was off to Carstairs on Saturday and Bowden on Sunday, to once again, test his skill in the rodeo arena.

lookout for a benevolent donor who would be willing to contribute $5,000 to keep a counseling service in Rimbey afloat. The community has struggled with funding issues for the service, which provides counseling service to Rimbey and area residents one day a week. Rimbey FCSS and Victim Services have each chipped in $5,000 to help cover costs, but unfortunately, the wellness group is still $5,000 short. The Town of Rimbey initially provided some funding for the service,
but the counseling program was chopped from this year’s budget. The project includes the services of a family counsellor from Catholic Social Services who comes to Rimbey one afternoon a week. Fees are determined on a sliding scale and there is no charge for those who cannot afford the service and a nominal fee for those in a slightly higher income bracket. The counsellor works out of the Blindman Youth Action Building. “It is a huge asset to the community for clients to
not have to drive to the city for family counseling,” said Leanne Evans from Rimbey Community Wellness Group. “The clients meet with little to no stigma attached as it is a busy building with lots of reasons for people to come and go,” Evans added. Appointments can be made now with the family counsellor by calling Red Deer Catholic Social Service office at 403-3478844 and specifying that the appointments be made in Rimbey. Evans said such a counselling service is needed
in Rimbey. “There are many people seeking assistance with mental health issues such as depression, anxiety, anger management, depression, blended family issues, self-esteem, couple issues and assertiveness training. There are young people who struggle with trouble at home and at school,” she said. The counselor will help participants learn healthy strategies to deal with anger, bullying, teasing, violence, community and family conflict.
Catholic Social Services provides the services to Rimbey and area for $14,810 annually. Rimbey Wellness Group plans to approach service groups and corporate sponsors to come up with the needed funding. They remain hopeful funds will be secured. “We need sustainable funding,” said Evans.
