Another bear spotted near two schools For the Townsman

Residents are asked to keep an eye out for a lone black bear spotted wandering along 12th Street South, between Gordon Terrace and Parkland School early Monday morning. Both the City of Cranbrook and the Conservation Officer Service are aware of Monday’s sighting. It is important for people – especially in the periphery of the City -- to be very diligent with managing their garbage properly and cleaning up any fallen fruit from trees on their properties. Bears will be hungry and looking for easy meals. The public can expect to see a growing number of bears and perhaps an increase in bear issues over the next month, as bears will be foraging for food for the winter. Bears are starting to move closer to communities where food may be more easily accessible. Last week, COS were monitoring a mother bear and cubs around Highland School. Please do not contact City of Cranbrook Bylaw staff or the local branch of the SPCA with wildlife issues. They are only able to deal with domestic animals – not wildlife.

RCMP kept busy with stabbings over weekend For the Townsman

The Cranbrook RCMP is currently looking into two separate stabbings over this past weekend. In the early morning hours of Saturday, September 17, Cranbrook RCMP were called to a residence in the 700 Block of Patterson St. on a report that a stabbing had taken place and that an ambulance was required. Upon arrival, RCMP found a 25-year-old man had been stabbed in the abdomen. The matter is drug-related and not a random act. After stabbing the man, the suspect fled the scene.

Though John Horgan was despondent at the outcome of the last provincial election, 2013 was indeed a long time ago. The leader of the B.C. NDP, who took over from Adrian Dix after the election loss of three and a half years ago, was in Cranbrook Monday, Sept. 19, with the rest of the BC NDP caucus on the party’s September caucus meeting, talking strategy and policy on the eve of another provincial election campaign. And Horgan sees lots of signs at home and abroad that give him optimism for his party’s fortunes in , set for May, 2017. “What’s changed is, the Liberals have had another four years to continue to reduce services to people, while they have been increasing costs to people — although they deny it,” Horgan told the Townsman between caucus events out at St. Eugene Mission. “There’s a long list of government fees and

I can see where that discontent with establishment is coming from.

Bridge Interior donated the paint, Sandor Rental donated the scissor lift, Columbia Basin Trust provided funding and the Cranbrook Arch Committee donated money and support from Cranbrook Arts Council. Patricia and Lyla have also been nominated in the category of the Arts and Cultural for the Kootenay Game Changer Awards — they’re being recognized as an individuals who has moved their community forward through art. College gets provincial trades funding TREVOR CRAWLEY

The College of the Rockies is getting $187,000 in funding from the provincial government that is going towards equipment for trades training programs. Announced by Kootenay East MLA Bill Bennett on Friday, the funding will directly benefit students in the automotive service technician, heavy duty equipment technician and piping trades programs. “Students at the College of the Rockies will have the opportunity to develop hands-on experience on industry-standard tools and equipment that are being used at workplace in their communities,” said Bennett. “Our government is putting student first in line for jobs in our diverse, strong and growing economy.” The funding will be split between the three trades programs and will go to equipment purchases that are built specifically for training

purposes. “It’s equipment that has been specifically designed for training in this exact area,” said John White, an instructor with the Automotive Service Technician program. “So you have to think about how getting used and old parts is something that we’ve done in the past to make our programs run, so having new and updated quality components and test equipment that are built for training are really important.” Bennett highlighted the importance of having industry-standard trades training at the College of the Rockies, noting that all but one of the 16 students were from Cranbrook. He praised the government’s BC Skills for Jobs Blueprint, which has identified one million job openings in B.C. by 2025 — two thirds of which will come from retirements. “Eight out of ten of those jobs will require post-secondary education or trades training,”

going against each other for the nomination, so I’m very pleased that the party will be well represented in the coming campaign.” Increasing focus on the regions in the Interior and farther flung areas of the province is part of Horgan’s mission, he says, bridging the rural urban divide that may exist. “I’m very much trying to do that. There are four seats in the Kootenays, three of four have been NDP since 2005 — I’d like to say that was the beginning of the renewal of the NDP. We’ve been struggling in the East Kootenay, and resource communities, because of this negative messaging the Liberals perpetuate … I understand what it is to work for a living. I’ve worn a hardhat to protect my head, not to get my picture taken. I can be in the lunchroom or boardroom equally

I’m concerned about the volume of waste and the lack of focus on forest health — that’s been a personal concern of mine, and it’s going to be a key part of our platform. We’ve been talking about how we’re going to hold the Liberals accountable for that.”

tions. “We had to find a way to re-engineer our post-secondary education system and we started to focus money more on this kind of a program than some of the things we were doing before,” Bennett said. “What we did generally, was we said 25 per cent of the operating grants for public post-secondary institutions like College of the Rockies, would go to support in-demand jobs.” Jack Moes, the Dean of Trades and Technology at COTR, says that government funding support is vital in industries where equipment is expensive and can quickly become outdated. “In order for us to continue to play a vital role in preparing skilled workers to support the B.C. economy, it is critical that our students have access to and are trained on the most upto-date equipment and technology possible,” Moes said.

Stabbings keep police busy CONTINUED from page 1

The victim was taken to hospital and is being treated for his injuries. The suspect was later located and arrested in Penticton with the assistance of Penticton RCMP. The 29-year-old suspect is being held in custody to be dealt with before the courts. Later that evening, a second stabbing was reported to Cranbrook RCMP as members responded to to a disturbance in the 2200 block of 12 St N. A woman refused to leave the resi-

dence and fought with the occupants, resulting in one of the occupants getting slashed with a knife. Police attended the scene and located the woman. She was immediately taken into custody. The 28-yearold Cranbrook resident was released by the Judicial Justice Centre on extensive conditions. She is to appear in court at a later date. Again this was not a random act and the parties involved knew each other. The victims of both stabbings did not suffer life threatening injuries.

Chernove joining Optimism in the East Kootenay event, September 21 FOR THE RECORD

Chernove will be making his first public appearance in Cranbrook after his brilliant performance at the Rio Paralympic Games this month. SD 6 reconfiguring Kimberley’s schools C A R O LYN G R A N T

Kimberley’s schools may have a very different configuration next year as the Rocky Mountain School District No. 6 Board has approved a draft Long Term Facilities Plan prepared by Planning Works Consulting. The LTFP, which is required by the Ministry of Education, outlines facilities in each of the three SD6 zones and looks at the configuration and needs of each building. And right off the bat, there is an indication that Kimberley’s schools — which are currently comprised of two K to 3 elementary schools, one 4 to 7 mid-

dle school and an 8 to 12 secondary school — may be changing. The report states that the desired grade configuration is K to 7 for elementary schools and 8 to 12 for secondary. The report cites research which indicates that transitioning to new schools is difficult, and there is significant achievement loss during those transition years. Research cited also shows that sixth graders in K to 8 and K to 12 schools generally out-perform those in middle schools, and that early adolescent girls can experience self-esteem issues as they transition into middle schools.

“The current configuration means that students have two school transitions, and a K-7 configuration would eliminate one of those, thus allowing more students to attend their neighborhood school until they go to secondary,” said SD6 Superintendent, Paul Carriere. “Our district already has four K-7 schools in operation and the report recommends a move to that model across the district. It will reduce the number of students who need to ride the bus. There is research that points to fewer transitions being beneficial to student learning, so that is a consideration. It looks

like it will make things easier for parents. There will be some facility issues, which are noted in the plan, and there may be others to consider once a decision is made. Currently Kimberley has no ‘catchment area’ boundaries, and the proposed boundaries that have been drawn allow for improved balancing of elementary school students between the facilities; i.e. better facility utilization. “The recommendation is that changes would be in effect in the 2017-18 school year,” said Carriere. “Again it is a draft report, based on the work of the con-

It is important for people to understand that the board cannot apply for significant capital projects in the district unless there is an approved Long Term Facility Plan in place.” The school that currently is in line for replacement is Selkirk, though while its replacement is a goal of the Board, Carriere notes that the ministry has been clear that it will be some time before that capital request would be considered. “The Board will focus on appropriate upgrades to the facility to keep things in good shape in the meantime,” he said. The population of the entire Kimberley Zone is 8,398 (2014)

and is projected to hold fairly steady through 2025. Lindsay Park Elementary in Townsite is operating at capacity, Marysville and McKim are just under capacity, and Selkirk is only at 67 per cent of capacity. The report says that Kimberley students from one neighbourhood can currently attend three different schools — not efficient for busing. Populations in Lindsay Park and Marysville are likely to gradually decline over the next ten years, while McKim stays steady. Selkirk will increase as the larger elementary school cohort moves up. But overall, there will be flat or declining enrolment at all Kimberley schools over the next decade. The LTFP offers three options for Kimberley and the preferred is option A. This option converts all three schools to elementary K to 7 schools, and students would at-

tend those schools depending on which neighbourhood they live in. Selkirk would remain an 8 to 12. The other two options are far less likely to occur. Option B would see Lindsay Park become a K to 5 and the other two K to 7. Option C would be to reopen Blarchmont and make it, Lindsay Park and Marysville K to 7 and convert McKim to a secondary school. This would close Selkirk, which is due for replacement. The report does indicate Option A is the most likely. According to WildSafeBC, the third week of September is when calls to Conservation Officers with bear complaints usually peak. The first big frost is behind us, fruit trees are fully ripe and the bears are instinctively seeking to fatten up prior to hibernation. There have been black bear sightings aplenty in Kimberley and Cranbrook, including near elementary schools in both communities. According to wildsafebc.com, a general approach to reducing wildlife conflicts where you live is to go over in your mind: 1. Is there something that is bringing the wildlife into my living space? a. Is it food – can I remove the food or can I make it inaccessible (as with the installation of a fence – electric or otherwise)? b. Is it shelter – does my landscaping provide cover for the animal? Can the landscaping be altered to minimize the benefit to the wildlife? c. Are they after my livestock or pets – is there another way I can manage these to minimize their exposure to predation? 2. Is the wildlife just passing through? a. Maybe your yard is in the path or a travel route for bears – is there opportunity to accommodate the well-be-

Is there something that is forcing the wildlife into my area? a. Usually external factors such as disturbance to existing habitats are beyond an individual’s ability to deal with but you can approach local officials to see what they can do. b. Maybe it is a temporary phenomenon such as a drought or severe winter – Are there strategies that you can employ that will allow the wildlife to survive but not become habituated or food-conditioned in your area? 4. Is the wildlife in my living space just a feature or is it a ‘problem’ or could it become a problem? Understanding of

how wildlife can shift from being something nice to see or experience to something that is a real threat to human safety and/or property is not always easy. Hindsight usually lets us see when the wildlife became a problem but by then it is often too late. Your best strategy is to think about what the long term outcomes could be from your present interactions with wildlife. WildSafeBC stresses the importance of keeping bears moving through the community rather than stopping to feed on human attractants. The major attractant to black bears garbage — in fact the cause of 50 per cent of the calls to the COS regarding black bears, when an attractant was noted, was garbage for the period of 2010-2013, says wildsafebc.com

Some tips for dealing with your household garbage: Store garbage in a secure building until collection day or consider purchasing a bear-resistant household container. • Ensure bins are tightly closed. • Regularly wash all recycling items and clean the bins that contain garbage or recycling. • Do not leave garbage in the back of a truck, even if it has a canopy. • If you cannot store garbage securely, freeze smelly items and add to the bin only on the morning of collection. Another ceasefire bites the dust

As

the Syrian ceasefire arranged by the United States and Russia teeters on the brink of collapse, it’s clear that the main problem lies in Washington. Moscow’s goal has never been in doubt: it wants the regime of Bashar al-Assad to survive. The Obama administration has been reluctantly moving towards the same conclusion, but it simply can’t admit it, even to itself. The Russian government bitterly condemned the American air strike that killed sixty to eighty Syrian army personnel on Saturday, but everybody knows that air strikes sometimes hit the wrong people. It was a mistake, that’s all, and the Russians really understand that – but it was a mistake that tells us a lot about how far the US has moved. Until recently the United States, still formally pledged to overthrow the Assad regime, would not attack Islamic State troops if they were fighting the Syrian army. (That’s why Islamic State captured the historic city of Palmyra two years ago: the US air force would not strike the long and vulnerable IS line of communications across the desert, because that would have been “helping Assad”.) But the US air attack that went astray at Deir es-Zor last weekend was targeting Islamic State troops who were in direct contact with the Syrian army. It’s because the two sides were so close together that the planes hit the Syrian troops by mistake. American diplomats still deny it, but the US is now willing to help Assad, at least sometimes. The strategic calculation that has driven US Secretary of State John Kerry into this uncomfortable position is brutally simple. If Assad’s regime does not survive, then the extreme Islamists will take over all of Syria. The fantasy of a “third force” in Syria, made

up of democracy-loving non-Islamist rebels who could defeat both the Islamists and Assad, has died even in the US State Department and the Pentagon. The “moderate” rebels that the United States has backed for so long make up no more than ten or fifteen percent of the real fighting strength of the anti-Assad forces, and most of them are actually allied to the Islamists. In fact, the “moderates” wouldn’t survive long without their Islamist alliance – so it’s time for Washington to abandon Gwynne them. The ceasefire terms Dyer show that Kerry has implicitly accepted that logic, for they demand that the Syrian government and the “moderates” stop shooting and bombing, whereupon the American and Russian air forces will cooperate in bombing the Islamists. And the targets will not only be Islamic State but also the al-Qaedalinked group that was known until recently as the Nusra Front. The Nusra Front saw this coming, so last month it changed its name to Jabhat Fateh al-Sham (Front for the Conquest of Syria) and said that it has cut its ties with al-Qaeda. (An al-Qaeda spokeman said that the terrorist organisation understood the Nusra Front’s need to break the public link, and wasn’t angry at its Syrian branch.) But even Washington could see through this flimsy disguise, and Nusra (under its new name) is still on the hit list. Unfortunately, the “moderate” groups are not only in close alliance with Nusra, but are physically mixed in with the Islamist forces. They will get bombed too if they do not break their links with the Islamist extremists and somehow move away from them, so the ceasefire co-sponsored by the US and Russia demands that they do exactly that. Unfortunately , they can’t.

They can’t do it because on their own they could never hope to overthrow the Assad regime – and also because the Islamists will start killing them as traitors if they even try to break away. So the “moderates” haven’t really accepted the ceasefire either, and the Russians are quite right to complain that they have “not met a single obligation” of the truce. Everything we know about the ceasefire argues that the Obama administration has accepted the regrettable necessity of leaving the Assad regime in power, although it still cannot bring itself to say so publicly. This conclusion would probably be even clearer if we knew the full text of the Russo-American ceasefire agreement, but the US insists on keeping it secret. (The Russians, naturally, are pushing for it to be made public, but so far they have respected the deal.) So the ceasefire, as such, is probably doomed, but the crabwise, deeply embarrassing shift of American policy towards a recognition of the strategic realities in Syria will continue. There is therefore hope that the fighting will stop one day. A year from now, the areas controlled by the Assad regime, including at least three-quarters of the Syrian population, will probably be the same as now or maybe a little bit bigger. The surviving “moderates”, having detached themselves from al-Nusra, will hold little bits of territory and will be observing a real ceasefire. The Kurds will still control a band of territory across the extreme north of Syria unless Turkey has waged and won a full-scale war to conquer it. And the Russians and the Americans will both be bombing the territories still controlled by Islamic State and the former Nusra Front, although in less than perfect harmony. Invasive Plants: An East Kootenay Social, Economic and Environmental Crisis

arly this summer as the sun set on the Steeples Mountains I stood in awe admiring this natural cathedral in the same way East Kootenay residents have done a million times over. It’s a sight that never gets old. However, as Professional Agrologist I have curse of knowing too much about impacts on the environment to always enjoy these kinds of East Kootenay moments. For me, that evening sunset just highlighted the yellow flowers of several invasive plants that have spread from the valley floor and are now taking over the pristine mountain sheep, elk and mule deer habitat high up on Bull Mountain – one of the area’s critical wildlife ranges. The local weather this past summer alternated between rainy and sunny days. While not the best summer for planning family outings it was pretty much perfect if you were a plant. Natural plant communities benefited from this weather which was especially important for them after the severe drought conditions last summer. The down side, however, is that the optimal growing conditions this summer also allowed the region’s invasive plants to thrive, expand and re-seed which perpetuates their exponential growth across the landscape. Almost 30 years ago local ranchers and farmers recognized the threat to their livelihood from the invasive knapweed plant. The Kootenay Livestock Association started one of the largest and most extensive knapweed control pro-

Weed control programs have continued over the subsequent decades, however, the gains made in all those decades of work may have been completely negated by the exceptional growing season this summer. Dense patches of

many different kinds of invasive plants could be found almost everywhere in the region this summer including backcountry and alpine habitats. Invasive plants are ranked as one of the top 5 threats to biodiversity across the globe. According to the Invasive Species Council of British Columbia the results of a 2009 study

The total expected damages, in the absence of any management, were estimated to be a minimum of $65 million in 2008, rising to $139 million by 2020. The Council also reports that the Canadian Food Inspection Agency estimates that of the 485 invasive plant species in Canada, invasive plants in crops and pastures alone cost approximately $2.2 billion every year. The Inspection Agency classifies 94 invasive species as agricultural or forest pests and estimates that these regulated species cost the Canadian economy $7.5 billion annually. In BC, consumers, resource users, and tax-payers pay part of the burden of trying to implement invasive plant control programs. The spread of invasive plants can have cross-cutting social, environmental and economic consequences in this region including: Tourism - Motor vehicles are sometimes the reasons restrictions are imposed on backcountry use due to the risk of spreading invasive weeds into pristine habitats. Greater restrictions may become a more common management option if invasive plants programs can’t get a handle on the current rate of spread.

The Kootenay Ice have pared down their roster following the completion of the exhibition season over the weekend, dropping a pair of games to the Lethbridge Hurricanes and the Calgary Hitmen. Forwards Connor Barley and Harris Pearce and defenceman Jason Wenzel have been reassigned, which puts the roster at three goaltenders, nine defencemen and 16 forwards. The Ice finished off their preseason schedule with an annual tournament in the Crowsnest Pass, however, the Hurricanes came out on top 5-2 on Thursday, while the Hitmen eked out a 2-1 OT win on Saturday. The Kootenay Ice

College of the Rockies proudly presented the 2015/16 Canadian Collegiate Athletic Association (CCAA) National Scholar award to four of their current and past volleyball players. The CCAA National Scholar Award is designed to recognize the outstanding academic accomplishments of CCAA student athletes.

To be recognized, an athlete must achieve honours standing at their post-secondary institution in the current academic year. All four College of the Rockies recipients were members of the PACWEST championship winning women’s Avalanche team. They are Kara Froese, Taylor Forster, Mackenzie Morey and Miranda Myndio. Froese and Forster have won the

award two years in a row. “We are so proud of all of our National Scholars,” says Manager of Student Life and Athletics, Cori Andrichuk. “To have these student athletes achieve such high grade-point-averages in the midst of their championship-w inning season is quite a feat. This is a testament to our teams’ focus on academics as

the number one priority and to the fortitude of these young women.” After completing two years at College of the Rockies, Kara Froese has moved on to UBC to continue her studies. The remaining three athletes will continue to be a part of the College’s women’s Avalanche team for the 2016/17 season as they aim to defend their provincial championship.

Alouettes’ Popp steps down as coach THE CANADIAN PRESS

MONTREAL Jacques Chapdelaine has been named interim head coach of the Montreal Alouettes, while Jim Popp will focus solely on the team’s general manager duties. The Alouettes have struggled to a 3-9 re-

cord this season with Popp holding both head coach and GM duties. Chapdelaine joined Montreal before the season as wide receivers coach and special assistant to offensive co-ordinator Anthony Calvillo. He has extensive ex-

perience as a CFL offensive co-ordinator, most recently with Saskatchewan in 2015. This will be his first stint as a CFL head coach. Chapdelaine was the head coach of the Laval University Rouge et Or from 1997 to 2000, winning the first Vanier

Cup in school history in 1999. Popp has served as the Alouettes’ GM since 1996, helping the team to four Grey Cup titles. He has also stepped in as head coach on four occasions over that span.

Nitros show winning ways on weekend Dynamiters offence explodes against divisional rivals in back-to-back victories over Rockets, Ghostriders JOSH LOCKHART

The Kimberley Dynamiters improved their record to 3-1-0-0 this past weekend. The Nitros doubled the Golden Rockets on Friday, 6-3; and then followed it up with a 5-3 comeback win over the Fernie Ghostriders. Head Coach and General Manager Derek Stuart summarized both games: “They were both entertaining, that’s for sure. “They had some good moments and they had some bad moments just like any other team right now in September. I thought we had more good moments than bad moments, that was a positive.” On Friday against Golden, the captain for the night, James Farmer, got the Nitros on the board during the first with a deflection off of recently signed Bryce Salverda’s point shot. Farmer had an excellent night as captain, as he showcased his humble lead-by-example leadership. He was a penalty-kill-blocking machine. “Farmer was definitely one of our most valuable players on the ice that night, he has been all season,” said Stuart. “He’s leading by example. Doing all the things that coaches usually have to ask of players . . . he’s doing them on his own. “I believe that is a credit to Jerry Bancks and the coaching staff last year, and the leaders that were here last year. Farmer learned from them and is applying to his game this year.” In the second the goal lamps were lit three times by the Nitro’s. Caige Sterzer scored a similar goal to Farmer, as he deflected Connor Sullivan’s point shot. Kyle Cornford got his first KIJHL goal as he found a loose puck at the side of the net. Lastly, Troy Feldbusch glided across the crease and slid in the Nitros fourth goal, putting them up 4-3 after 40 minutes.

By the end of the night the Nitros had six different players score a goal each, as they solidified their lead with two more goals from Nicholas Ketola and Korbyn Chabot. “It has been scoring by committee so far,” Stuart commented. “The team has really embraced [that] it doesn’t really matter who scores as long as they are in our jersey. It is really refreshing and positive attitude.” As entertaining as the game was for the 378 in attendance, it was a pane of glass that stole the show, delaying the game by 50 minutes and creating some safety concerns for the players. By Saturday’s game, that pane of glass had been fortified, which is always needed when the Ghostriders come to town, because in this game alone there

were 82 penalty minutes called. The first period against Fernie was not in Kimberley’s favor, as the Riders registered a 3-1 lead. The only goal for Kimberley was scored by Chabot as he wired a shot in from the top of the circle. “The first period was tough on me, but I kept telling myself to relax and stay confident” explained Ruslan Katsnelson, the California native who was manning the crease for the Nitros. “I regrouped during the first intermission and felt pretty confident the rest of the game. The guys did a great job battling the whole game and never giving up either. A lot of credit to them.” The second period was a scoreless draw. The Dynamiters still needed two goals to level the game.

“I thought that third period was our best period of the year, regardless if they got four goals or one goal.” Derek Stuart

“I told them I was glad that things had gone the way they had,” coach Stuart said, describing his intermission speech. “It was testing our team chemistry, it was testing our mental toughness, it was testing our conditioning, and testing our

desire and will, and how badly we wanted to put a solid period together.” The third period comeback started on a rush by Franco Colapaolo who hurried in on a short-handed break, but was stopped. He then followed the puck and fed the rebound to Ryan Hozjan. Goal one. Harrison Risdon fired a cannon from the point that found its way in. Goal two. Game was level. Next the Nitros had a 5-on-3 and they kept setting up heavy shooter Chabot, which eventually paid off. Goal three. The Dynamiters led 4-3. “I’m just happy to contribute in whatever way my team needs me,” Chabot said. “Last year I had to play more of a support role, because I was the

young rookie on a talented team. This year I have a bit more experience and hope to help my team with a more offensive role.” Seconds later, as the Riders tried clearing the zone, the puck deflected off of Ketola and in. Goal four. It was now 5-3 Kimberley, and the 452 fans were ecstatic about the lead and the four unanswered goals. “He was one of our best players this weekend [and] he was rewarded,” Stuart said. “He forechecked hard, instead of gliding or coasting in. He did a lot of things we had been asking our guys to do.” Saturday’s game ended 5-3. Katsnelson made 51 saves to earn the two wins. “I thought that third period was our best period of the year, regardless if they got

four goals or one goal,” Stuart continued. “Their actions and effort[s] were outstanding in the third, as it will happen most times, they will get rewarded. “I think it was a good lesson for them, and also for the hockey club. If we can play like that more consistently we will be a tough club to deal with.” For both Katsnelson and Chabot it was a great feeling beating both division rivals. “I think it gives us a big boost going into this weekend’s game” Katsnelson said. “Hopefully we can keep it up.” Chabot used a motto from last year “We just can’t get too high and not too low. We will get a good week of practice in and head over to Golden this weekend, and hopefully get a win,” he said.

PUBLIC CONSULTATION Proposed Amendment of Official Community Plan The City of Cranbrook has received an application to amend the City’s Official Community Plan. On September 12, 2016, City Council gave first reading to “City of Cranbrook Official Community Plan Amendment Bylaw No. 3874, 2016". Take a last look Cranbrook. Here is the central piece of Cranbrook’s infrastructure for the past decades — the central concrete core of the Idlewild Dam, slated for rehabilitiation. The City of Cranbrook’s $2.8 million dollar rehabilitation project is ready for the next phase. Construction on a bypass pipe and a sediment control pond at the lake is now complete. The wildlife has been relocated, the silt dredged. The finished bypass pipe and sediment control pond will keep the creek flow going below the dam and through the town. The dam itself will be strengthened and enhanced, and a new higher capacity spillway constructed. Pictured above, left: The upstream side of the concrete core. Tuesday, September 20th, 2016 ALTERNATIVE APPROVAL PROCESS (AAP) – 2017 CAPITAL ROADS PROGRAM LOAN AUTHORIZATION Residents and business owners in Cranbrook are being asked to consider whether or not to borrow $10 million to expand the capital roads program in the City in 2017. Through this past winter’s budget process, Council approved an expanded Capital Roads Program in 2017, including the proposed borrowing of $10 million which would allow for an extensive road resurfacing and rehabilitation program while also addressing priority water and sewer infrastructure throughout the City. Funds would be utilized to resurface or reconstruct many arterial and local roads in residential, commercial and industrial areas, as well as a full reconstruction of 2nd Street South from Highway #3 through to 10th Avenue South with repaving from 10th Avenue South through to 14th Avenue South. This project in particular involves replacement of failing underground trunk mains and pavement structure as identified in the City’s Integrated Infrastructure Capital Plan (IICP). Extensive work on infrastructure asset management, priorities and risks has assisted Council in making this decision. The proposed $10 million to be borrowed would be added to the $4.1 million already budgeted for road work bringing the total anticipated road budget to $14,116,900 for 2017. STORM SEWERS & WATER QUALITY When working with household cleaning products and other potentially hazardous materials, the City of Cranbrook is asking residents and businesses to be careful that this material doesn’t make it into our storm sewer system. The City of Cranbrook with assistance from the BC Ministry of Forests, Lands and Natural Resource Operations and the Regional District of East Kootenay, created an informational newsletter to provide helpful tips and information on how to help minimize the risk of polluting our local waterways. ‘Storm Sewers & Water Quality’ provides information on how to properly dispose of hazardous materials, how to properly treat and drain swimming pools and hot tubs and simple tips on how to minimize the risk of accidental water pollution around your home, your yard and around your vehicle. ‘Storm Sewers & Water Quality’ is available on the City's website at www. cranbrook.ca or is available for pick up at City Hall.

PLEASE DON’T DRAIN POOLS & HOT TUBS INTO CITY’S STORM SEWER SYSTEM With the fall approaching, residents with swimming pools will begin the task of draining the water. Residents are reminded that swimming pool water cannot be drained into the City’s storm sewer system based on the City of Cranbrook’s own building bylaw and plumbing and sewage bylaw. Under the Fisheries Act of Canada, pool and hot tub water should not be released into a storm sewer without being treated first, as pool water is usually highly toxic to fish and other aquatic life due to the high levels of chlorine, bromine, salt or other commonly used chemicals. Preschool Story Time is this Wednesday at 11:00 am, 1:15 pm, & 6:30 pm, and Toddler Story Time is 10:00 and 11:00 am. Both will be all about Bubbles! New this fall is Baby Laptime on Fridays at 1 pm. It will be starting on Friday, Sept 23. This program is for babies who are not yet walking so a specific age is not really set—best approximation is under 1 year of age. Since we do not have daycare for older siblings we ask that parents who have babies and children who are walking come to the toddler storytime instead of the baby laptime. The much anticipated Annual Fall Book Sale of the Friends of the Cranbrook Public Library and the Rotary Club Sunrise will be held at the Ktunaxa Gym for five days, Sept 28th to Oct. 2nd. The first day (Wednesday, Sept. 28th) is for members only and a $10 membership to the Friends can be purchased at the door. Members also receive a 10% discount at this sale, every day except Sunday. JUGGLING PARENTING AND CAREERS Dear Annie: My wife and I have been married for 10 years and have two children, ages 5 and 3. My wife is professionally ambitious and has built an impressive career for herself at a major accounting firm. I am a technology entrepreneur and have been focused on building my company for the past four years. The new company has been steadily growing and is now profitable. Prior to our having children, there were never any issues with our having two demanding careers. Once we had children, we hired a fantastic nanny, who has been with us for all five years, and our children adore her. However, both my wife and I notice that our children look to our nanny as the stronger maternal figure in their lives. This has given my wife anxiety and has created stress in our relationship, as she now spends her free time with the children and neglecting our relationship. Now that my company is established, I’ve been encouraging my wife to leave her career and stay home to be with the kids. Once our youngest child is in school full time, she could take a part-time opportunity or begin volunteering or maybe even work in accounting at my company from home. But she does not want to give up her career and lose her professional identity. This is adding to the stress in our relationship and, I fear, creating a more challenging home environment for everyone. What am I to do? -- Neglected Entrepreneur Dear Neglected: You and your wife are in a partnership, and it’s a two-way street. Respect and empathy need to move in both directions. Your wife has a successful career and professional identity, as do you. Why would it be fair for your wife to sacrifice her career for yours? You need to speak with her about her goals and desires and also discuss yours. Then you can mutually craft a strategy that will allow you both to feel happy while optimizing family time. Remember: An unhappy wife leads to an unhappy life. You want to be considerate of her wishes and desires. Your wife and children will thank you. Dear Annie: As we get into the swing of the new school year, my question involves teachers thanking students for end-of-year gifts. Ever since my children were little, they’ve enjoyed buying a special gift for their teacher at the end of the school year. I know that teachers stress the importance of good manners to their classes and appreciate a well-mannered child. The reason I’m writing to you is that I would like to know why most teachers do not take the time to write thank-you notes to children for special gifts. Because of the many things that take place on the last day of school, I understand that most teachers do not or cannot take the time to open every gift they receive and that they therefore cannot thank the child on that day. But they certainly can respond when school is through for the year. Over the past nine years, only one or two teachers have written thank-you notes. It takes only a minute or two to do. Imagine the look of satisfaction when my child read the note from the teacher expressing her appreciation and thanks for the gift. In all the other instances, when no thank-you arrives, my kids have wondered whether the teachers liked their gifts. Why don’t teachers show students the same common courtesy they expect from them? I’d like to hear from teachers everywhere. -- Perplexed in Ohio Dear Perplexed: To be fair, teachers already bring a lot of work home with them. Though they intend to send thank-yous, that item may continually get moved down on their to-do lists when there are tests to grade and rubrics to write. But you’re absolutely right. They should take the time to express their thanks to students. It’s a “teachable moment” in gratitude and courtesy. Continued from page 7 Shipping and Transportation: There is always a risk that trade restrictions could be imposed on natural resource or agriculture products or even certain types of shipping containers that are at risk of transporting invasive species to other jurisdictions. Recreation: There is a potential risk that backcountry horse users could be restricted from transporting hay feed into the backcountry because of the risk of hay containing seeds of invasive plants. Certified “weed free” hay does not mean completely weed free. Private Land Taxation: There is the risk that the cost of controlling invasive weeds on infested private lands may be charged back against the property owner though their property taxes as is done in other jurisdictions. Currently the Regional District has authority to issue invasive weed control orders to private land owners who then must bear the cost of eradicating the weeds on their property. Commercial and Recreation Hunting: While resident hunters and Guide Outfitters would like to see the region’s wildlife populations increase, the loss of habitat due to invasive plants is severely limiting the capacity of the available winter range to sustain even the current populations especially for bighorn sheep. Agriculture: Invasive plants in the region’s grasslands already have lead to decreases in cattle grazing for the local

Hedge Bind Weed ranching industry. Wildlife and Ranching: Some habitats in the Rocky Mountain Trench that have already been enhanced or restored have been lost in recent years due to

invasive plants taking over the restoration sites. Some critical wildlife habitat and grasslands lands cannot be enhanced because of the extensive occupation of invasive weeds.

Habitat enhancement will simply make the problem worse so land managers are stuck not being able to enhance the capacity of the land for wildlife or cattle. As the President of the Kootenay-Boundary Chapter of the BC Institute of Agrologists I represent about 70-plus Agrologists in the region including some that are experts in invasive weeds and weed control. Along with our other professional colleagues including Foresters, Biologists and Ecologists as well as the conservationists, hunters, ranchers and farmers that are all trying to tackle the invasive weed issue I think it’s fair to say we are simply overwhelmed by the scale of this issue. Invasive weeds in the East Kootenay are not a problem they are a social, economic and environmental crisis. A great place for concerned citizens and public organizations to start getting involved is to get informed about invasive plants and their impacts in the East Kootenay. Learning to identify and report them are important first steps in helping. The East Kootenay Invasive Species Council is hosting a series of open house session on invasive species in venues in Kimberley, Invermere, Radium, Canal Flats, Fernie, Cranbrook and Elkford between September 22 and 30. FWCP taking grant applications for fish and wildlife projects Submit ted

The Fish & Wildlife Compensation Program (FWCP) is now accepting fish and wildlife grant applications for the coming year. Stewardship groups, First Nations, consultants, agencies or individuals are invited to apply for a grant to help conserve, restore and enhance fish and wildlife in the Columbia Region. In the East Kootenay, through a partnership with Columbia Basin Trust (the Trust), the FWCP has funds available to deliver projects under the Upper Kootenay Ecosystem Enhancement Plan (UKEEP). Thanks to UKEEP, the FWCP is currently funding 14 fish and wildlife projects, for a total investment of more than $725,000 within the Upper Kootenay River watershed, including Koocanusa Reservoir. This is the second year that projects have been delivered through UKEEP, and the species benefitting from this work include: Westslope Cutthroat, Bull, and Rainbow, Trout; Mule and White-tailed Deer; Wolverine; Bighorn Sheep; Lewis’s Woodpecker; and many other grassland birds. Examples of UKEEP projects currently being supported this year include: • Bull Trout inventory and recovery in Wildhorse River; • assessing Wolverine abundance and harvest sustainability; • Alexander Creek habitat restoration and enhancement; • identification of key habitats for Long-billed Curlews; and • 144-hectare open grassland habitat restoration near Newgate to help ungulates. “Last year, UKEEP funds supported a variety of projects in the East Kootenay,” says FWCP Columbia Region Manager, Crystal Klym. “Fish barriers were removed on Wickman Creek to improve fish passage for resident Westslope Cutthroat Trout. Grasslands near Elko were restored to improve ungulate habitat, and invasive plants were treated on 22 different conservation properties.” “We’re excited to be launching the third intake of this program,”

REVELSTOKE - Drivers are advised that Highway 1 near Three Valley Gap, 19 kilometres west of Revelstoke, was to be closed in both directions on Tuesday, Sept. 20, to facilitate the safe installation of the first four Remote Avalanche Control systems. “It is important we get this technology installed before the winter season,” said Minister of Transportation and Infrastructure Todd Stone. “These new systems will allow operators to fire charges remotely so that avalanche control can be completed at any time, under any weather condition. This will greatly reduce the duration of closures on this stretch of highway.”

through a funding partnership with the Trust, which provided $3 million over three to five years. “Working with the Trust, we anticipate building a solid foundation of effective and results-based projects under UKEEP that guide conservation efforts in this watershed,” added Klym. 2 FWCP is a partnership between BC Hydro, the Province of B.C.,

Fisheries and Oceans Canada, First Nations and Public Stakeholders, to conserve and enhance fish and wildlife impacted by BC Hydro dams. The new Remote Avalanche Control Systems (RACS) will allow for avalanche control on a 24-hour basis throughout the winter. Eight separate RACS will be installed at key locations along the south side of Three Valley Lake. Crews expect to install four systems this fall, with the remainder to be installed next year. Extended closures will take effect on Sept. 20, from 8 a.m. to 11 a.m. and 4 p.m. to 6 p.m. Further closures are expected, but will be less than 30 minutes, and will take place during daylight hours, Monday to Friday. B.C. appoints new real estate superintendent C anadian Press

VICTORIA - The British Columbia government has appointed a new superintendent of real estate in its ongoing effort to protect home buyers and sellers and boost oversight of the industry. Michael Noseworthy recently served in a similar role in Yukon, where he was also superintendent of insurance and the registrar of lotteries and medical practitioners. Noseworthy will start his new job on Oct. 19 and says he’ll draw on his experiences as a regulator and a lawyer to serve the interests of consumers and quickly implement the reforms initiated by government.

The new position is one of a number of steps the government has taken to reform the real estate industry after concerns that speculators and foreign buyers were fuelling the frenzied market in Metro Vancouver. Premier Christy Clark announced earlier this year that self-regulation of the industry by the B.C. Real Estate Council wasn’t working and that government oversight was needed. The new regulations increase the real estate council’s accountability to government, although it will continue to be responsible for licensing of agents and investigating their conduct.
