Cranbrook residents got the chance to take a first look at the plans for the redevelopment of Idlewild Park last week,
as city staff presented a draft Master Plan for the area at an open house. Upon first glance, there are many new amenities and features;
there are more fire pits and playgrounds planned on the north and south side of the lake, new fishing piers will be at lake level rath-
er than 10 feet above the water, and a wetland boardwalk and tower will overlook the area on the east side. But despite the new
enhancements to the park, city staff wanted to make sure they retained the natural feel of the area, according to Chris New, the Director of
Leisure Services. “It wasn’t hard in the sense that, that’s what the public told us anyways,” said New. “The bulk of the feedback supported that approach, so we weren’t getting the public telling us that the park is boring or that it needs a
change. The community didn’t want it change. “They wanted some new things, they wanted some new amenities, they wanted some change, but we kept true to the type of feedback we received.”

Cranbrook Search and Rescue assisted four young hikers off Fisher Peak on Saturday evening as one of the hikers became mildly hypo-
thermic. The four were not prepared for the cold, snow and ice that they encountered, according to Cranbrook Search and Rescue.

Municipalities across B.C., seeking solutions for urban deer problems, have their eyes on the translocation study currently being conducted in the East Kootenay by VAST Resources. Ian Adams, who is heading up the study for VAST, has provided an update as we head into autumn. Last February and March, 60 mule deer were removed from Kimberley, Invermere, Elkford and Cranbrook and released at four locations with mule deer winter range throughout the East Kootenay. 29 of the 60 deer were fitted with GPS radio
collars which transmit location every 13 hours, and also provide a ‘mortality alert’ if there is no movement for eight hours. Adams reports that 20 of the 29 GPS collar deployments remain on the air. There have been eight known mortalities and one collar stopped transmitting in early June — the fate of that deer is unknown. Given that the other collars have performed very well, the deer is likely dead and collar destroyed rather than a malfunction, but that is possible. There have been no mortalities since June 10.

It is officially curling season in Cranbrook — and the build-up to this fall’s Grand Slam of Curling Tour Challenge is on. On Friday, Sept. 23, representatives of the Cranbrook Curling Club, Rogers Sportsnet, the Cities of Cranbrook and Kimberley, and others — including Canadian curling great Kevin Martin — were in town to check out the facilities, the progress of the lead-in to the November mega-bonspiel, and to witness the unveiling of to massive orange banners on the downtown Clock Tower celebrating the event. The Pinty’s Grand Slam of Curling Tour Challenge — set for November 8-13 — is the largest professional sporting event to ever come to Cranbrook It will feature not just curling action at Western Financial Place, but also in the Memorial Arena. World Class curlers, Olympic medalists, and the brightest new stars on the global circuit will gather for one week of intense curling and Championship play.
The action will be broadcast on Sportsnet. Over 60 professional curling teams from around the world will be competing in two tiers of action — 15 mens teams and 15 women’s teams in each tier — for six days. Tier 1 will feature 30 of the top men’s and women’s teams ranked 1-15 in the world competing at Western Financial Place. Memorial Arena will be the sight of the Tier 2 men’s and women’s competition, where they will be playing against each other in search of a berth into the top ranks of the tour. Sportsnet, which organizes the Grand Slam tour in partnership with host communities, will be broadcasting much of the event. Cranbrook RCMP respond to 137 calls over past week FOR THE TOWNSMAN
Cranbrook RCMP responded to 137 calls for service over the past week, September 19 (6 a.m.) to Sept. 26 (6 a.m.), according to a press release from Staff Sergeant Hector Lee.
• Two impaired drivers were nabbed — both alcohol-related cases. • Three collisions were reported, two within the city — a driver was charged in one of the incidents. Another collision happened out-
side city limits.There was no major damage or injuries in these collisions • There was one hitand-run incident reported. A vehicle hit a tree, and the driver fled. The driver was identi-
fied, however, and charged with several Motor Vehicle Act infractions, including failure to remain at the scene. • Nine mental health calls were reported. Three individuals were apprehended. • There were five assault complaints. Three of these were domestic in nature — arrests were made in two of these incidents. A peace officer was assaulted in another incident (the officer did not incur any
injury), and the other incident was a bar fight. • Eleven thefts were reported. Two were shoplifting incidents. Two were vehicle thefts (one was recovered the same day. As to the other vehicle theft, on the morning of Sept. 25, Cranbrook RCMP responded a report of a theft of a truck overnight from a business on Industrial Road D. Unknown culprit(s) entered a business compound and drove out through the locked gate
damaging it in the process. The BC plate on the truck is KW 1009, white 2007 F350 diesel with an aluminum headache rack on the box. If you see a vehicle matching the description please call 911. The other three thefts were of bicycles. All were not locked up. • One Break and Enter was reported this week past — a business on Victoria Avenue were broken into overnight into where culprit(s) targeted the ATM
machine and business safe. The matter is still under investigation. • There was one report of property damage — electric fencing was cut in the rural area near Mayook Settlement Road. • One drug seizure was reported this week past — marijuana. • There were 12 false alarms/false 911 complaints. • Three people was arrested for intoxication in public place.

Rotary Park brickwork being replaced starting Tuesday SUBMIT TED
With the heaviest of the summer use behind us, Public Works crews were to begin replacing the brick paving work around the bandstand in Rotary Park starting Tuesday. Since their installation, there have been bricks breaking creating holes and overall heaves created by the freeze/thaw cycle causing tripping hazards. Crews will remove all the brick work Tuesday and will replace them with a poured concrete surface, which means there will be no public access or use of the bandstand at least for the next couple of weeks.
Once the bricks are removed and the surface prepared, contractors will begin pouring the new concrete surface on Thursday or Friday, depending on the weather. The public is asked to please obey and follow any barricades or signage in place around the bandstand while the work is being conducted. Bricks being removed from the site will be left next to the City’s Public Works compound on Cobham Avenue. The public is welcome to come and take bricks for their own use, beginning late in the day Tuesday.

The city received over 1,000 responses to a survey issued in May 2015 that requested public input on how to redevelop the park. Following workshops with stakeholders and community groups and a public open house in June, the master draft plan was developed. It is currently posted on the city’s website and residents can submit feedback up until Oct. 10, 2016. City staff will take the feedback and see if there are any outstanding issues or minor tweaks to address before moving on to a first phase rollout next year. A price tag for the whole project hasn’t been determined yet. On the north side of the park, there will be a vamped up natural
playground area and zip line, a covered group picnic pavilion and more barbecue pods, and a 10-station fitness/parkour area on the east side of the parking lot area. The south end of the lake, where the toboggan hill is, will see amenities such as a fireman-themed playground, a barbecue pad with covered picnic table seating and horseshoe and bocce pits. A nine-hole disc-golf course will be located on the west side of the southern parking lot. “We listened to people and those high values — natural setting, family oriented — these types of values, we really kept in the plan, but at the same time, we were able to add some new
things as well,” New said. “I got a lot of positive feedback that we were cautious and concerned, but we took a really good kick at it.” There are still a few outstanding issues, namely swimming in the lake, as there’s been feedback that people are both supportive and opposed to the idea. “Is swimming compatible with some of the other types of uses in the park — the nature-viewing, the fishing, and just the size of the lake?” said New. “Is it compatible? Is it even doable because of things that we still have to do research on that will go well into next year, things like water quality issues and liability…so there’s lots more work to do on that.”

Translocated deer on the move around region Continued from page 1
One deer was shot in Eureka, Montana, by Montana Fish, Wildlife & Park Game Wardens after the deer had moved into Eureka and was very aggressively chasing people. Montana FWP staff regretted having to shoot the deer but felt they had no other choice to protect public safety. Three mortalities were confirmed cougar kills, two probably cougar kills, one probably bear kill and one probable wolf kill. So far, the collared, translocated deer are exhibiting a higher mortality rate (28.6%) than a study of non-urban mule deer (20% in 2015 and 14% in 2016). There will be more detail on these comparisons in the study’s final report. The translocated deer are exhibiting a wide range of movement, especially into northwest Montana. The greatest concern was the movement of several collared deer into populated communities prior to fawning. Most individuals were well away from other municipalities and communities from time of release until May. From mid-May through early June, the high degree of movement resulted in several deer “finding” human developments, from small semi-rural areas (e.g. Rosen Lake near
Jaffray, BC and, earlier in April, Baynes Lake, BC) to larger centres. Eight collared deer have been in Montana at some point since translocation. While deer finding other communities is a concern, most collared deer have not settled in developed areas. Of the 25 collared deer that survived over one month post-release, 12 have never returned to or found another populated community or repeatedly made use of rural/agricultural areas. Several other deer have either passed through a populated community or spent some time there (more than three consecutive 13 hour GPS location intervals) then moved on. Only two deer are currently in populated communities. Collars will continue to be monitored through the fall and winter. The researchers are interested in knowing where collared deer currently at higher elevations (some of the group released from Invermere) will move later in the fall. Will deer currently at low elevations near Koocanusa Reservoir remain in these areas all winter or move into semi-rural communities or elsewhere? What will survivorship be of translocated deer spending a full winter outside urban areas?

Kimberley celebrates Oktoberfest C AROLYN GR ANT
After a string of successful First Saturdays this summer — although the weather could have cooperated a little more for a few of them — the program winds up this weekend with Oktoberfest. Organizers promise a “full, full day” of activities, most in the Platzl. This year, the First Saturday committee is pleased to welcome Overtime Brewery on board and the local brewery has invited other craft brewers to join them for a Platzl beer garden. It will be set up near the Gazebo and open all day, noon to 9 p.m. The Heid Out and the Cannery breweries will join Overtime, so head down for an Oktoberfest stein. Overtime has also taken owner ship of a Rugby Sevens tournament which will be taking place at McKim field. Rugby teams from Vancouver, Calgary, Lethbridge and local teams will be taking part. Opening ceremonies with Burgermeister McCormick begin at noon

and right before that is the kids parade. Kids are asked to meet at Centre 64 at 11 a.m. The Steppin’ Out Dancers have a few surprises at 12:30 p.m. There will be live entertainment all day as well, with a focus on German music in the afternoon, featuring European Cuts, L8 and Claence Uhll on the accordion. At 4 p.m. catch the Rosie Brown Band and GUTS and then enjoy the Hollers from 7 to 9. At previous First Saturdays, the action switched up to Centre 64. This Saturday, for Oktoberfest, it all stays in the Platzl. The Elks Club is planning an Amazing Race event at 6:30, the Arts Council will there with brats and pretzles to go with the beer. There is also an Elks barbecue. And don’t forget the pretzel toss and strudel eating contests. Focus on the local urban deer population shifts away from aggressive does to the upcoming autumn deer mating period or the fall rut. Residents and visitors are advised to continue to exercise both caution and common sense. “This is a transition stage in the year where we will start to see an increase in activity from our local urban buck population,” says Chris Zettel, Communications Officer with the City of Cranbrook. “Issues of aggression by bucks during the annual rut are not common, but it is still important that our residents at least be aware.” In the weeks leading up to the rut (into November and December) bucks increase their displays of dominance and indirect threats. A dominant buck typically circles a rival with deliberate steps; back arched, head low and tail flicking. Bucks can also display dominance by violently thrashing the bushes with their antlers. “Some does with fawns may also remain wary and potentially aggressive toward people with dogs through the fall,” says Zettel. “We are asking

It’s
not an election, it’s a Selection. And although all the countries in the United Nations General Assembly have equal rights, some are more equal than others. Ban Ki-moon retires at the end of this year, and it’s time for the United Nations to choose a new Secretary-General. By the end of this year’s session of the General Assembly, ends in early October, we will know who it is. Which raises two questions: how do they make the choice, and why should anybody care? The secretary-general of the United Nations is, in some senses, the highest official on the planet, but the selection process is hardly democratic. In fact, it has traditionally been a process as shrouded in secrecy as a papal conclave. It is the Security Council’s fifteen members who pick the candidate, although all 192 members of the General Assembly then get to vote on their choice. And even on the Security Council, it’s only the views of the five permanent members (the P5) that really count, because each of the five great powers has a veto and the others don’t. This is why people with strong opinions and a record of taking decisive action don’t get the job. That sort of person would be bound to annoy one of the P5 great powers — Russia, Britain, China, France and the United States — or even all of them one after the other, so the entire system is designed to prevent a maverick with big ideas from slipping through. The secretary-general must never come from one of the great powers (that might give him access to enough resources to make a nuisance of himself), and the successful candidate should not be charis-
matic. The final choice is usually a “safe pair of hands”, some blameless diplomat from a middle or smaller power like the incumbent, a career diplomat from South Korea who ranks 32nd on the Forbes list of The World’s Most Powerful People. Candidates therefore tend to be relative unknowns. If you look through the current list of candidates, for example, the only two names you might recognise, even if you are a political junkie, are former New Zealand prime minister, Helen Clark, now AdminisGwynne trator of the United Nations Development ProDyer gramme, and Antonio Guterres, former prime minister of Portugal and later UN High Commissioner for Refugees. But who is Irina Bokova, Natalia Gherman, or Igor Luksic? They are, in that order, a former acting foreign minister of Bulgaria, the current foreign minister of Moldova, and a former foreign minister of Montenegro. Well, all right, Bokova is also the current director-general of UNESCO, but you still didn’t know her name, did you? Why so many Eastern Europeans (eight of the twelve candidates come from that region)? Because it’s Eastern Europe’s “turn” this time. That region always missed out until the end of the Cold War, because the countries of Eastern Europe were effectively under Soviet control and therefore contravened the unwritten “no sec-gen from a great power” rule. You might also ask why Eastern Europe is a whole separate region at all, given that its total population from Poland to Bulgaria is less than the population of Bangladesh, Brazil, Indonesia or Pakistan. Same reason: it used to be seen as a separate region because it was occupied by Soviet troops and most of
its governments were ultimately controlled from Moscow. History looms very large at the UN. There is some progress. Half of this year’s candidates are female, and there is a strong feeling around the UN that it is high time for a woman to become secretary-general. There is also an attempt this time to make the process more “transparent”, but it is otherwise unchanged. The Security Council still comes up with a single candidate who doesn’t offend any of the great powers, and the General Assembly then rubber-stamps its choice. It’s basically a civil service job, suitable for persons of cautious disposition. How could it be otherwise? You only get what you pay for, and no great power is yet ready to pay the price in terms of its own sovereignty of having a powerful independent leader at the United Nations. What would be the point of choosing such a leader anyway, so long as the UN has no military forces or financial resources of its own? It would only lead to frustration: the secretary-general can’t act independently of the will of the great powers because they designed it that way. The job is still worth doing, and there is never a shortage of applicants. The secretary-general can speak out as the conscience of the world when there are massive violations of human rights, and once in a while she can actually organise a peace-keeping mission to stop the horrors (if all the great powers agree). And she becomes, by virtue of her position, the most striking symbol of that more cooperative, less violent world that most politicians, diplomats and ordinary citizens actually aspire to. Opinion/Events New backcountry usergroup forms in South Country

ast Wednesday, Sept. 21, at the Jaffray Hall, I attended a public meeting sponsored by the newly formed South Country Back Country Users Association. The meeting was extremely well attended and my estimate was that they had close to 200 people in the building. At the meeting the group provided information for the new motorized seasonal restrictions in the Big and Little Sand Watersheds, Iron and Lime creek, and they also established a Board of Directors for the group. This meeting had the potential to be very volatile, but it was actually well handled and respectful, and a variety of opinions were listened to during their public open mic session. My feeling was that the majority of attendees were there to gather information, which is a good thing. The speakers (though not all) were mostly against the new Iron and Sand Creek closures. One respondent suggested a court challenge to overturn the closures, because their biggest beef was that the whole consultation process in this province is flawed, and that South Country residents closest to the AMA’s (closed to all motorized access) were completely left out of the process, and they were blind-sided by these closures. Residents were not satisfied that only two public meetings were held on the proposed access management changes for 2016 — one in Cranbrook and one in Sparwood in late September of 2015. They said they knew nothing about them, until after the fact. That is entirely possible given the way the current system is set up, and we need important changes to make certain things like this don’t happen again. That’s why I think it’s a very positive move for South Country residents to establish such an organization. They do very much deserve a voice in these matters. Before I offer a bit of a different perspective on this issue, let me clear a couple of things up which surfaced at the meeting. Some seemed to think that the government’s rationale for changing the areas from Vehicle Access Hunting Closures to AMA’s was shrouded in secrecy. It most definitely was not, because after the September 2015 public meetings the government established a public web page for the sole purpose of presenting all proposed changes for the next twoyear Hunting and Trapping synopsis including proposals and rationales, and to initiate comments from the general public. That website went into effect in November of last year and was up there for all to see at least until late May of this year, although comments had to be in by January 31. I, and many others made comments about these prospective proposals. So there was no smoke or mirrors here. One other note on this subject: Of the 13 initial proposals by the Ministry, four were pulled from the regional submission to Victoria because of the feedback that was provided from the meetings. Secondly, the Ministry rationale for suggesting seasonal closures, including the conversion of the existing Iron and Sand Creek motorized Hunting closure, to a closed area that places some restrictions on all motorized vehicles in these areas, was clearly made in favour of habitat, NOT in favour of commercial interests (guide-outfitters) as some individuals had suggested. There is excellent summer/fall grizzly bear habitat on numerous slide paths, alpine meadow complexes and good quality winter range for elk and mule deer in slower snow years. Furthermore, there are numerous high quality slide paths in the Big Sand/Little Sand creek complex, which are highly visible from access roads. The initial restrictions met the objective of reducing impacts with motorized recreation access through motor vehicles for hunting closed areas (MVHCA); however, with the development of additional access over the last two decades, plus the proliferation of motorized non-hunting recreational access, most benefits from the original MVHCA have been lost.” Hence their proposal to change the area into a single, seasonal access management area (AMA). The outfitter’s wife in the area spoke at the meeting, and certainly she recognized that the optics of the situation could look suspect, but in actuality she explained their business (Grizzly Basin Outfitters) had nothing to do with the government decisions. I applaud her courage for speaking in what could have easily been a very hostile environment. It was a far cry from that, as I mentioned, BUT she didn’t know that going in, so one has to give her a lot of credit for even being there. I think most people who attended the meeting appreciated that fact. At least the ones I talked to after the meeting did. I do agree that the public consultation process in this province is indeed seriously flawed, because just a few years ago there would have been no reason for meetings such as this to even occur. At one time we had a very current and upto-date Southern Rockies Management Plan which covered the Elk Valley, Bull River and Flathead drainages, and the Cranbrook West plan which encompassed all the areas west as far as Yahk. I was actively involved with the Cranbrook West plan, and so were over 30 different user groups. If the Southern Rockies and Cranbrook West plan recreation tables were still in place the SCBCUA representative would have been welcomed to discuss the concerns at hand. The SRMMP and the Cranbrook West tables were unique to southeast B.C. and involved hundreds of hours of volunteer time and large amounts of taxpayer monies to pay for facilitators, building rentals, etc. In the end, a landmark agreement was signed by the vast majority of participants, and to get there, many compromises had to be made by every single group
at the table. However, now the public finally had a bonafide recreation plan which gave everyone an important voice on such things, as new backcountry tenures, road closures, and land use planning. Meetings were scheduled on a regular basis and subcommittees were set up to deal with all the sensitive and sometimes controversial issues. Members of the general public who were not involved in any clubs were welcomed and encouraged to attend any of the meetings. Local Ministry people liked this process, because they could get input very easily from a wide variety of user groups almost instantly, to establish direction. The tables were a very effective venue to present Ministry management programs, such asRUN access management, a TIL END OF APRIL - STOPtoFOR broad cross section theRESTART public and a SUMMER of - THEN SEPT.6TH wide variety of user groups. Then after a period of time the meetings became less and less frequent — and then there were none at all. Here’s what I think happened. It’s a classic case of “be careful what you ask for.” The government initiated the whole process to get public input, but at the end of the day it became somewhat of an an albatross for them, because it tied their hands in many ways. Yes, there were budgetary issues as well, but the will of the user groups and sensible common folk were now involved in helping to dictate policy. Heaven forbid! So, there was a political decision made in Victoria at that time, to effectively pull the rug out from underneath the Recreation tables, and effectively bury all the fine work, money invested, and time committed by people who know the backcountry far better than mid- and high-level bureaucrats ever could. It was a terrible decision, which frankly caused a great deal of resentment from many of the people involved. More importantly, this decision, eliminated the only effective public engagement process available to residents of the East Kootenay, which allowed them to have input and receive information on resource management decisions that could affect recreational use on Crown Lands. What I believe needs to happen, particularly in an election year in 2017, is that all user groups, need to push our MLA candidates to re-establish the Cranbrook West and East Recreation tables, so that all user groups have the voice they deserve, including the newest one in the East Kootenay, the South Country Back Country Users Association. 1905 First council … Now that incorporation is virtually assured, and at no distant date, naturally there is great interest being manifested in the first election, and many surmises as to who will be the first mayor and members of the first council. The qualifications for mayor for the first election are as follows: The candidate must be a male British subject 21 years of age, and be able to show that three months next preceding the day of nomination he was the assessed owner of real property to the value of’ $1,000. The qualification for alderman is the same except that the amount of assessed property is only $500. Thus there are some men who have been mentioned as candidates who cannot run as they could not quality. Any man who can show that he is the owner of real properly to the satisfaction of the returning officer will have his name placed on the list of registered voters. A woman is a British subject if
her husband is a British subject and if she can comply with the other regulations will be entitled to vote. Up to the present time G. T. Rogers, James Ryan and J. P. Fink are the only ones who have been generally talked of as candidates but it is said that Mr. Ryan and Mr. Fink cannot qualify as they lack just a little on their property qualification. Fresh eggs … Fresh eggs are selling in Moyie at 60 cents a dozen or 5 cents a piece, and boarders at hotels never see anything but cold storage chickens. Here is an opportunity for some good enterprising man to make a fortune. Get some hens and let the hens do the work. Really! … John Seigel, hunting on the east slope of Pike’s Peak, was attacked by a full grown wildcat, which leaped on his breast in an effort to reach his throat. Seigel dropped his gun, closed his arms on the cat, and held it in his desperate embrace. He was alone. Seigel followed the trail nine miles to obtain help, never once relaxing his hold. After two hours he overtook Ed. Smith, a hunter, who shot the cat while it was still in Seigel’s embrace. Seigel wore a heavy coat, which protected him. ‘I was hunting grouse which my dog flushed, as I
thought. The cat’s leap was like a flash. I dropped my gun and closed my arms like automatic clamps. I knew what letting go meant. The cat’s teeth were eight inches from my throat. My arm held the cat’s head slightly back.’ Treated poorly … It begins to look now as if the provincial government is going to turn down this district this year so far as improvements are concerned. Premier McBride evidently desires to impress the people that it is a crime to vote for a Liberal. That may be politics, but it is mighty poor business. Liber-
als and Conservatives alike have to pay taxes, and Liberals and Conservatives alike are entitled to their share of public improvements. Kind thoughts … Fernie charges $4 a month for a business telephone. The company would probably charge more but they are willing to leave the patron something with which to buy a shroud in case of death. Found at last … Mayor Houston, of Nelson, has been found. Word has reached Nelson that the erratic mayor had been discovered on the arid plains of Nevada in one
of the new mining camps. Before leaving Mr. Houston drew two months’ salary and $100 for expenses at Victoria, and the city council at a recent meeting concluded to charge the whole amount to the mayor’s account. But John will come back, and what is more he will have no explanations to offer for his absence, and he will take up the reins of government and have his followers as enthusiastic in the future as they have been in the past. Houston is a wonderful character. Contractors have started on the excavation …. Yesterday work was started on the new public building to be occupied jointly by the officials of the city and the provincial government. The firm of Kerr & Campbell, who have the contract tor the basement and first story, had a number of men at work yesterday cutting away the trees in the center of the poplar grove at the end of Baker Street to clear space for the excavation for the basement of the building. It is the intention of the contractors to push this part of the work as rapidly as possible. The tenders for the other part of the building will be opened next Saturday and as soon, as this contract is let the work will proceed with due diligence.
Ambulance needed … what this city should have is an ambulance. Several times each week some poor unfortunate is brought in on the train and taken to the hospital in an ordinary spring wagon. This is a matter that the people could take up with propriety and not quit until the ambulance is secured. Only the other day there was a poor fellow badly hurt at one of the mills and he was brought to Cranbrook and taken to the hospital. Every jolt of the wagon inflicted upon him intense agony. This is not right. The time to take action on this matter is right now. No holiday … Joe Daly, the well-known and popular engineer at Kootenay Landing, has been in town the past few days having some dental work done. Mr. Daly has not had a day off for three years and a half and on that occasion he visited Cranbrook. There are few men who can show up such a record as that. ALTERNATIVE APPROVAL PROCESS (AAP) – 2017 CAPITAL ROADS PROGRAM LOAN AUTHORIZATION Residents and business owners in Cranbrook are being asked to consider whether or not to borrow $10 million to expand the capital roads program in the City in 2017. Through this past winter’s budget process, Council approved an expanded Capital Roads Program in 2017, including the proposed borrowing of $10 million which would allow for an extensive road resurfacing and rehabilitation program while also addressing priority water and sewer infrastructure throughout the City. Funds would be utilized to resurface or reconstruct many arterial and local roads in residential, commercial and industrial areas, as well as a full reconstruction of 2nd Street South from Highway #3 through to 10th Avenue South with repaving from 10th Avenue South through to 14th Avenue South. This project in particular involves replacement of failing underground trunk mains and pavement structure as identified in the City’s Integrated Infrastructure Capital Plan (IICP). Extensive work on infrastructure asset management, priorities and risks has assisted Council in making this decision. The proposed $10 million to be borrowed would be added to the $4.1 million already budgeted for road work bringing the total anticipated road budget to $14,116,900 for 2017. If you do not have sewer backup insurance you should contact your broker and arrange to have it included in your policy. The City of Cranbrook does its best to maintain the sewer systems, but has little control over what foreign objects may be deposited in them causing blockage. The City will not accept any claim for back up of sewers. Claims of an accidental or unforeseen nature should be processed through your Homeowner’s insurance.

It’s down to the nitty gritty, up at Cranbrook’s once and future Idlewild Lake. The rehabilitation of the Idlewild Dam is in full swing. Pictured here is the downstream side of the dam, with the ancient spillway on the right. Idlewild dam was built in the 1930s and is an earth-fill dam with a concrete core. The the dam is classified as a “very high consequence dam” by the Ministry of Forests Lands and Natural Resource Operations. That was confirmed in the City’s Dam Breach Inundation Study, completed by Urban Systems in 2014. The Dam Breach Inundation Study noted if the dam failed, the uncontrolled release of water from Idlewild Lake would follow Joseph Creek through town and potentially flood up to 21 per cent of the city. That could impact as many as 2,100 residential properties and nearly 500 businesses. Hence, last year’s decision to decommission the dam, rebuild it, and centre a new improved Idlewild Park around it. See more about park on Page 3 of today’s Cranbrook Townsman.

Kootenay Ice opening weekend report card Team picks up 50% of possible points against Hitmen, but could benefit from more focus in practice
A
fter failing to beat the Calgary Hitmen in all seven of their meetings last year, the Kootenay Ice knew that opening the season with a home-and-home series against their arch-rivals wouldn’t be easy. While the Ice showed signs of improvement over the weekend — compared to last year — according to coach Luke Pierce, the team still “has a long ways to go.” WINNING: DWhile zero wins in two games should probably have earned them a failing grade, the Ice deserve some leniency as they pushed both games against the Hitmen into extra time. The final results of the weekend were a 3-2 shootout loss in Calgary on Friday, and a 2-1 overtime loss in Cranbrook on Saturday. Kootenay’s inability to close out tie games has already become a big problem this year. In the preseason they took their opposition to two overtimes and one shootout in five games, but weren’t able to finish on top in any of them. In stark contrast, the Calgary Hitmen easily earned an A+ in winning, after they got to beat the drum not twice, but three times this weekend. Hitmen captain, Mark Kastelic, appeared to have scored a winner with 29.3 seconds to go in Friday’s game, but the play was reversed several minutes later — after both teams were already well on the way to their dressing rooms. The mascot had come down to celebrate on the ice and many fans were heading for the exits, when the referees decided that the puck had been covered before it went in, thus discounting the goal. Nevertheless, Taylor Sandheim won Calgary the game in the fifth round of a shootout anyway, allowing the Hitmen to celebrate victory for a second time in one night.
GOAL SCORING: C+ The Ice scored just enough to get by, but didn’t put the puck in the net enough to ever build a comfortable lead. Their three goals in two games was a low
tally even for the WHL. While Kootenay put up some good shot totals (64 in two games), and had more than enough chances sail wide of the net, coach Pierce thought their lack of finish was more than just bad luck. “[Scoring goals] comes with bearing down in practice a little better,” Pierce said after Saturday’s game. “[We need to be] a little more determined to score goals and we need to see that improve. “Goals are hard to come by in this league and you’ll get lucky once and awhile,” he continued. “But the guys who put up good numbers and score a lot, are guys that do a lot of the right things and I just don’t know if we’re doing enough of those right now.” Pierce further explained that while the team did generate a fair number of good chances, goals wouldn’t come unless they focused a little more in training. It’s safe to say that the Ice’s ability to score is still a work in progress.
GOALTENDING: A If there was one area where the Ice really shined both nights, it was between the pipes. Payton Lee was absolutely fantastic in his first two starts with Kootenay, saving 61 of 65 total shots and giving his team a chance to win. In the home opener — a true home opener for Lee, who was raised in Cranbrook — the Ice’s goaltending was especially brilliant. “[Lee] was outstanding — he was composed, he was calm [and] he gave us a chance to win which is all we’ve ever asked of our goalies,” coach Pierce said on his performance. “All we
need is for him to give us a chance and he did that, and more.” Lee made crucial stops in the third period and during overtime on Saturday, including foiling a breakaway chance by Hitmen forward Taylor Sanheim with his glove two minutes into the extra frame. Although Lee was disappointed that he couldn’t steal his team the game, he said he’s happy to be the goalie for his hometown team. “It felt good. I mean, it’s been seven years since I played in an Ice jersey at home, so it felt really good,” Lee said. After the start he’s had, Kootenay fans are likely feeling just as good.
FIRST PERIOD PLAY: C Although in the first game in Calgary, the Ice took a 1-0 lead in the first on a 5-on-3 powerplay, they have so far showed a tendency to start slowly. In the home opener, they gave up a goal early and coach Pierce was not happy with their play. “I didn’t like the first period at all, I thought it was awful,” Pierce said. “[The Hitmen] have a very young group over there [and] there was no excuse for us, with an older lineup, to be as bad as we were in the first period.” While Pierce was happier with the second period, where the team looked more energized and tied the game, he thought the sloppy opening 20 minutes really sunk their chances.
FIRST LINE PLAY: BGoing into this year, it was clear to the Ice’s management that their 20-year olds were going to have to lead the way. While Payton Lee has done a great job in net,

Pierce believes they could be even better though. “Your top guys need to be your top guys, but we can’t rely on them as heavily as we’ve been,” he said. “And even for those guys, for [Zborosky] and [Alfaro], there’s opportunities for them to take advantage of some younger players and [...] I won’t question some of their efforts,but I think at times they need to stick to the plan a little better. “That’s part of them [as 20 year olds] trying to do a little bit too much at times,” he added. So far this year, Zborosky and Alfaro have shared a line with several different players including Max Patterson, Reed Morrison, Barrett Sheen and Vince Loschiavo. Having them find consistency and playing a key role will be crucial to the Ice’s chances this year.
COMPOSURE: C In addition to their first period starts, Pierce was also not pleased with the amount of penalties the team has taken already this year. In two games the Ice have 29 penalty minutes, with only one of those being a five minute fighting major.
Their PIMs leader so far is rookie Tanner Sidaway, who has racked up 10 minutes with five minor calls against him. Seven other players have picked up one minor infraction apiece.
FIGHTING: B+ The sample size was small, with only one round of fisticuffs in the opening Ice-Hitmen series, but Max Patterson’s clean win against Hitmen captain Mark Kastelic in Calgary, gives Ice fans hope that even if they don’t make the playoffs, they’ll still be in the running for the heavyweight championship belt.
ROOKIES: B Penalty problems aside, Taylor Sidaway has looked impressive thus far in his first season with the Ice. Si-
daway scored his first career WHL goal on Friday, and while it was a weird deflection off Calgary defenceman Vladislav Yeryomenko’s stick that made it trickle in, his ability to get in position and work hard for chances has made him a promising prospect.
TWIN POWERS: BThe Taphorn twins, Keenan and Kaeden, were healthy scratches in the home opener, but played well against the Hitmen on Friday. They played on a line with Michael King who helped them form the rookie “mattress line” — two twins and a King — which impressed Pierce immensely. “Michael King and the twins were at times our best line [in the season opener] and they gave us a ton of energy,”
Pierce said, explaining that their absence on Saturday was only because roster decisions need to be made soon and the staff still wants to give everyone a look. “I was concerned about going into [Saturday] night not having them in our lineup and [their impact] showed in [the disappointing start of that] first period.”
ATTENDANCE: C+ When it comes to the Ice, you have to grade this one on a bit of a curve. When you compare it to the 7,524 who showed up for Calgary’s home opener, Cranbrook’s 1,997 doesn’t look great but since the Ice averaged 1,957 last season and the Hitmen averaged 8,217, it doesn’t seem so bad. It was an average night, but sometimes being average isn’t the worst thing.
HONOUR ROLL Nikita Radzivilyuk is recognized for his Ovechkin-esque entrance during the home opener, where he raised his stick and performed a lap around the on-ice photographers, even though he was not in the night’s lineup. The Saddledome Ice Crew is recognized for their ability to resurface centre ice after the carpet used by a dance group just before puck drop at the Calgary opener, caused damage. 102.9 The Drive is recognized for their great effort in the inaugural intermission bathtub race at the home opener, despite losing to the champion Cranbrook Townsman team.

Traichevich perfect in Golden weekend Nitros goalie earns shutout in victory over Rockets JOSH LOCKHART
The Kimberley Dynamiters earned a 2-0 victory in their lone game of the weekend, defeating the Golden Rockets in a tightly fought road game on Saturday night. “We weren’t very good in the first half of the game,” said Head Coach and General Manager Derek Stuart. “[Then] there was some good spurts in the second and [by] the third we really took it to them, and got rewarded for sticking it out.” Nitros goaltender Mitch Traichevich, who was starting his first game since the home opener on September 9, earned a shutout in the win. “It was my first game back and I really wanted to show that I could be the guy for the team. I had to prove something to myself throughout the game, and I am pretty happy with it. “It’s a long year [though, so] I can’t be too happy with it. I know I am the returning vet. It is my job to make those kind of saves in the game so the boys can count on me. I wasn’t too high about it.” Coach Stuart was impressed by Traichevich’s play, saying that without him the game could have easily been over in the second period. “He was excellent
[and] kept us in the game in the first,” Stuart said. “He made key saves on their powerplay [and] he kept us in it long enough for us to get the first one.”
The first goal was scored by George Bertoia in the third period, who was skating in his first game since returning to the Nitros last week. Bertoia also sustained a broken nose in the second period but continued to play. “George is a warrior [and] he he stuck it out,” Stuart said. “We are glad that he did, he was a great player for us. Credit to him, he chose to continue [and] he got rewarded in the third period for sticking around. “The whole team felt a little bit bigger and a little more confident with him on the ice.” When the goal was scored, there was a sigh of relief from the Dynamiters bench. “Their goalie was great all night, he made some great saves in the second and some really big ones in the third,” Stuart commented on the opposition’s play. “It was [a relief ] when
[Bertoia] got the first one. The coaching staff told the players to keep going after them.” For a game that had been even for 57 minutes, it only took the Dynamiters another 20 seconds to score their second goal when Chase Miller beat the Golden goaltender on what Stuart described as “an unbelievable individual effort.” Although Traichevich was credited with 23 saves in his shutout performance, he said it was really a team effort. “Honestly, I got a shut out, and that’s what people are talking about, but the boys made it really easy for me, keeping shots to the outside,” he said. “I am really happy with how we played defensively [and] we got the win, that’s all that matters.” The Kimberley Dynamiters host the Golden Rockets in a rematch on Tuesday at 7pm at the Civic Centre. Stuart is looking forward to the rematch. “Hopefully [we] carry our third period into practice and that will hopefully go into the game on Tuesday.” MATCH STICKS: George Bertoia is not expected to be sidelined with a broken nose. Newcomers Connor Kendall and Drew Van den Busch are expected to make their debuts on Tuesday.

Three rookies re-assigned BRAD MCLEOD
After getting a chance to look at everyone on their 28-man roster over their two weekend games against the Calgary Hitmen, the Kootenay Ice have re-assigned three 16-year-olds to their respective minor league teams. Forward Eli Lieffers and defencemen Loeden Schaufler and Bobby Russell, all played one game apiece over the weekend, before it was announced on Sunday afternoon
that they would be leaving the squad. Lieffers will return to the Saskatoon Contacts of the Saskatchewan Midget AAA Hockey League where he spent the majority of last season, picking up 16 points in 42 games. Lieffers appeared in five games for the Ice last season where he earned 1 assist. Surrey, BC product Bobby Russell will play this season for the Valley West Hawks of the BC Major Midget League. Last season
with the Hawks, Russell grabbed 15 points in 29 games. Schaufler’s home for 2016-17 is yet to be determined. He spent last season with the Notre Dame Hounds of the SMAAAHL. The Ice now only have to drop their roster by two players to get to their mandated 23 player limit. GM Jeff Chynoweth previously told the Townsman that he hoped to have their final roster determined by around Thanksgiving weekend.

Wild fun sweeps ‘Battle at the Border’ Second annual women’s college basketball tournament brought quality entertainment to Mount Baker Secondary this weekend BR AD MCLEOD
With nine games taking place between September 23 and 25, the second annual Wild Battle at the Border college basketball tournament was another great success for the Cranbrook basketball scene. The tournament, which brings together women’s basketball teams from the Canadian Collegiate Athletic Association (CCAA) that do not compete against each other in the regular season, pitted schools from all across B.C. and Alberta against one another in exhibition play. The Concordia University Thunder, the University of Augustana Vikings, the Capilano University Blues, the Camosun College Chargers, the Ambrose University Lions, and the St. Mary’s University Lightning, all competed valiantly in the three day showdown. Tournament organizer Al Nutini was thrilled with the level of competition he witnessed this time around and is eager
to see the event grow in future years. “All the games were really tight, except for maybe two [that] were a little bit bigger gaps,” Nutini said. “[But] most of [games] were within ten points and it was great basketball.” Nutini thought that the addition of two more schools into the fold this year — pushing the tournament up to six teams — made the event even better than the last Border Battle, and said that his only disappointment is that more people couldn’t have come out to experience it. “We’ve drawn [some] interest in the community in basketball [but] I really would’ve loved to have seen more fans out to these game,s” Nutini said. “It’s so economical to come and watch us, and it’s good quality basketball.” The hope, according to Nutini, is to add a men’s tournament to the Battle next year and also use the College of the Rockies gym, which
is more suitable for the college game. The COTR gym was the initial venue choice this year, but renovations forced Nutini to move the tournament back to the high school.

program and the East Kootenay P.A.R.T.Y. (Prevent Alcohol and Risk-Related Trauma in Youth) charity. “I don’t know exactly how much money was raised,” Nutini said, explaining that it may not have been that sizeable of a dollar figure due to the cost of bringing in game officials, and that last year the event did not even break even. “Hopefully, we’re going to raise a few hundred dollars.” For Nutini however, the tournament’s most important benefit is what it does for the high school girl’s team who were integral in organizing and running the entire weekend. “That’s the whole purpose of what we do, [the girls] not only get to see this level of play but they also get to give back to their community and [learn how] to organize events,” Nutini said. “Those are the skills that we often forget about as coaches [...] sometimes we have to teach those life skills.”

CFUW Cranbrook hosts 32nd Annual Artisan Bazaar S u b m i tt e d
With promises of an early winter, CFUW Cranbrook Club is pleased to announce they are hosting their 32nd Annual Christmas Artisan Bazaar on Saturday, October 29. As in the past, the bazaar is located in the beautiful setting of the Cranbrook Golf Course Clubhouse. Doors open at 10 am sharp and close at 4 pm. Your entry fee of a toonie gives you a door prize ballot with the chance to win a gift generously created and donated by the crafters. Draws start at 12 noon and finish at 4 pm. The winner of each prize does not have to be present. All creations are handmade by the crafter, be it mustard, or a water colour painting — and all crafters are from the East Kootenay: Creston to Elkford, Invermere to Golden. Monies raised by the club stay in the East Kootenay and help the club sponsor several scholarships and bursaries at the Collage of the Rockies and at Mount Baker Secondary School. “We spread our funds around as much as we can to support East Kootenay Poverty Initiatives, the E.K. Science Fair, lunch programmes, breakfast clubs, local charities above and beyond the COTR and Mount Baker scholarships and bursaries,” said chair of the Artisan Bazaar, Cathryn Henley. “In the last 34 years the club has been in existence, we have been very active in our community helping where we can as long as it follows our mission statement,” she added. “No locally raised funds leave the East Kootenay.” “We are proud of the type of crafters we feature at our bazaar and the creativeness found in each and every one of their products. We have paper crafts, fine and funky jewelry, mustards, spices, fine knitting, Native moccasins with leather bottoms, sewing creations, home décor, ornaments, organic skin products, home baking, water colour art, stained glass, recycled products, chocolate, quilting, hair accessories, the CDAC calendars and much more. sports are life Dear Annie: My husband is a passionate sports fan whose mood fluctuates with the performance of his teams. He has always been passionate about sports, since before we started dating. In the beginning of our relationship, he would coordinate dates around games and always wanted to take me to games. I never enjoyed going but would be supportive and go with him. Now that we are married with children, this passion has become increasingly frustrating to me. To watch the games, he will miss activities with our children and me. He’s missed school events, our kids’ sporting events, my birthday and even one of our anniversaries. I grew up with parents who came to every event, and I try to do this for our kids as well. To make it worse, if his teams lose, his temper becomes out of control. He will remain in a bad mood for a few days and be short with all of us. He has never been physically violent but will be verbally abusive. He’ll listen to sports talk radio and comment back to himself, usually in nasty language, in front of the kids. He has tried to encourage our children to share the love of following sports, but they’ve been indifferent to date, thank goodness. I would like to intervene and help my husband become a calmer fan. How can I do this? -- Worried Wife Dear Worried: Time to blow the whistle and call a foul; your husband’s sports obsession has gone way outside the bounds of what’s healthy. He needs an intervention. He is emotionally dependent on sports, and it is impacting your relationship and your family. Sit down with him and explain to him the impact his obsession is having. Encourage him to take a break from watching the games and replace the viewing with activities with the kids that will enable him to re-engage in their lives and activities. As with any addiction, it won’t be quick or easy to break this habit. Be positive with your husband, and allow him to find the help he needs so he can be happier about a goal scored by your children than one by his favorite team. Dear Annie: A woman broke up with me a year ago, and we have been on good terms for the most part since then. I have since moved and recently came back to town to visit some friends. We run with the same groups, and I ran into her at a bar. She appeared fine, but soon after leaving, she sent me a series of angry, disappointed texts because I hadn’t told her I was coming into town and this apparent dismissal had dug up a lot of old wounds for her. I was really taken aback. I told her we could get coffee to talk about it in person the next day, but when she didn’t contact me, I just avoided it, I guess. When I got home, I contacted her through Facebook, trying to apologize, but it’s been a week and she hasn’t responded. Was I wrong? -- Sorry Dear Sorry: You’re not obligated to be friends with anyone, and that goes double for exes. If what happened during your visit “dug up a lot of old wounds,” she should be able to understand why you might not want to see her. And if she cared about the friendship so much, she wouldn’t have blown off your attempts to patch things up over coffee. I don’t know what her problem is, but you’re not the one to fix it. Job Summary: East Kootenay Addiction Services Society (EKASS) is looking for an experienced Addictions Counsellor to fill a temporary vacancy as the Harm Reduction Coordinator (HRC) based at our Cranbrook office. The HRC will be responsible for and oversee the Harm Reduction programs offered by EKASS, including the Opioid Replacement Program, the Take Home Naloxone Program and the Needle Replacement Program. In addition, the HRC will conduct individual and group counselling and psychoeducation to clients receiving services through the Harm Reduction programs and will work with community partners to promote and expand Harm Reduction services. Qualifications: O Minimum of a Bachelorâ&#x20AC;&#x2122;s Degree in an appropriate discipline suitable for addictions work such as Social Work, Counselling Psychology or Nursing, and minimum of threeyears relevant addictions experience. O Knowledge and experience working from a Harm Reduction perspective and implementing Harm Reduction programming to diverse populations. O Knowledge of Opioid Replacement Therapies, including Methadone and Suboxone, Naloxone programs, and Needle Replacement programs. O Working knowledge of the mental health and addictions system of care, including a comprehensive understanding of current approaches to substance abuse and mental health treatment. Skills and Abilities: O Be flexible and use analytical and critical thinking to respond to changing work conditions O Provide therapeutic counselling services to individuals, groups and families O Communicate effectively, both verbally and in writing, and to maintain accurate and timely reports O Establish and maintain relationships based on trust and respect, and to maintain healthy interpersonal boundaries with work colleagues, community partners and clients O Develop and implement public education and prevention activities for various community groups with a Harm Reduction focus O Work with an inter-disciplinary team approach O Demonstrate adherence to professional ethical values O Maintain valid driverâ&#x20AC;&#x2122;s license. East Kootenay Addictions Services Society (EKASS) is looking for two motivated and enthusiastic individuals to work as Life Skills Workers in a new Adult Supported Recovery Housing Program. Using a Psychosocial Rehabilitation model, the Life Skills Workers will support the Program Participants in their recovery from substance use challenges and the development of skills that will provide participants the opportunity to move towards stable independent and reintegration into their community including securing long term housing. Specific Duties: O Provide life skills training and support which may include training in activities of daily living, psychosocial rehabilitation and education, preparation for independent living and support to access education and employment; O Strategies to manage substance use which occurs during the Program; O Provide linkages to counselling, financial, vocational, educational, and recreation programs, as well as information about transportation, emergency response, housing and transitional supports; O Promote opportunities for cultural activities relevant to the client’s individual Care Plan; O Assist Clients with transportation to counselling sessions, participating in case management review and making connections to community based support groups; O Support/foster healthy community reintegration; O Collaboration with the Program Coordinator for the purpose of aftercare planning emphasizing prevention of substance use; O Support Clients while transitioning (discharge) from the Program; O Working collaboratively with the Ministry of Social Development, Ministry of Children and Family Development, local bands, and BC Housing. The power of animals: Seniors light up when the BC SPCA East Kootenay visits They might not interact much with anyone, anymore. They might not remember the names of their spouses or closest relatives. But when they pet a happy dog, or when a kitten is placed in their lap, the change in the seniors – many of whom have dementia, Alzheimer’s and other ailments – is truly, something special. “The Cranbrook BC SPCA has been bringing joy to the seniors of our local community through spreading the love of animals,” says BC SPCA East Kootenay Branch manager Brenna Baker, noting how she and staff member Dusty Cleland take their BC SPCA-adopted dogs to Joseph Creek Care home to visit residents, and Pines Care Home in Kimberly also visit the shelter with a bus full of senior residents. “To see their reactions is priceless. We know that animals can be therapeutic, but to see it in action is amazing – one time, we were visiting a resident who never spoke or showed any form of emotion whatsoever, but when Hunter and Boomer (a border collie and Pomeranian) showed up, her eyes lit up and she started making sounds! It brought tears to the care worker’s eyes, as she said she had never seen this before and what amazing progress it was.” Cleland’s dogs, as well as Baker’s own Moocho, a golden retriever, are popular in the care facility visits and on the bus – and sometimes, they’ll bring kittens onto the bus for the facility’s residents to cuddle, Baker notes. Often, the sight of the animals and petting them will trigger memories in residents whose memories don’t work as well as they used to, and they’ll start telling stories of childhood pets they had, and they’ll remember the names of their beloved pets and the love they had for them, Baker says. “Our dogs are amazing and seem to know that they’re there to do a job – they seem to sense if someone is sad or lonely, and that’s the person they’ll go to. It’s almost magical,” she says. “One man couldn’t say anything and couldn’t move, but when Moocho went over and put his nose right under his arm, his eyes lit right up! Their recreational therapists are constantly amazed at the change animals bring in some of the residents.” Baker is hoping to develop the program into something much larger, and plans to apply for funding to hopefully, run a pilot program as early as next spring. Volunteers for such an endeavour are always welcome as well, she notes. “I really believe that animals are so important to the well-being of seniors,” Baker says. “They can’t have pets in the facilities they’re in, but their reactions speak so much louder than words, and make it so worthwhile. A lot of residents had pets in their pasts so they all remember so many stories of their own animals when we visit. It is so awesome to hear them speak with so many happy memories.
