$83,576 to the account but the actual value rang in at $176,271. In 2015, $93,606 was approved while the actual value was $193,064 and this year, council approved a budget of $93,606 and the projected actual value is $195,000. The fire department’s Fire Technical Services Contracted Ser vice, which primarily funds auxiliary firefighters’ training times, has also been running a deficit. In 2014, council budgeted $66,806 for that fund, with actual values coming in at $83,110 at year’s end. In 2015, a $75,000 budget was approved, with actual values ending up at $108,913. And this year, $75,000 was approved for the fund, with projected actual values sitting at $105,000. At Monday’s council meeting, those numbers were before council, which was not pleased with what it was seeing. “It’s rather embarrassing when I see that we’ve budgeted half the amount of our actual costs and we’ve done that consistently over the last four years on protection and suppression overtime,” Cornfield said. “I guess slap my own wrist and saying why didn’t we deal with this before. As far as I know, we were on target with our budget and this would show that we’re over, so something’s got to give.” Mayor Andy Adams said the situation is troubling. “I’m a little disappointed in this, in that respective councils were

advised that the issues now being identified as additional costs of doing business would be accommodated within the existing budget and we are now being advised that they have not been doing this and they are being added to the operating base budget to a tune of $131,394,” Adams said. “That concerns me. I don’t know if there’s a lot we can do about it, but I was told that when these individual instances come up, that they would be accounted for in the existing budget.” City Manager Deborah Sargent said the intent was to provide additional information to city council of a structural adjustment to the base budget, which will contain an increase to the fire department and be presented to council during December’s financial plan deliberations for consideration. Sargent said council will also be able to look at the entire budget for the fire department at that time. “The reason we put these forward is this is characterized more as a structural deficit over the past four or five years,” Sargent said. “ This has been continually a budget that has been exceeded every year.” Baikie said the fund

related to career staff overtime has been “significantly overspent in the previous three to five years” because of increasing entitlement costs. “ This overtime is incurred at straight time rates as a result of a letter of understanding related to maintaining a fourperson duty engine at No.1 station,” Baikie said. “This straight time overtime, which maintains a four(-crew)-engine, permits crews to enter fire-involved buildings as per requirements of WorkSafeBC regulation.” He said the entitlement increases driving the need for overtime coverage include an extra vacation day negotiated in 2009, the addition of the Family Day holiday, vacation entitlements increasing as the department’s staff, on average, have more years of service, and increased sick leaves associated with an aging work force. The training fund for auxiliary firefighters has been overspent due to a number of factors, Baikie said. One, is that the number of auxiliaries has risen from fewer than 40 in 2010 to 60. Secondly, the average years of service has decreased from 10 years to five.

“At this time, 39 of 60 auxiliaries have five or less years of service,” Baikie said, adding that there is also a requirement for more training now than in the past. “Increasing standards and requirements for certification to be a firefighter (are) requiring more training hours per year to achieve and maintain certifications.” In order to meet actual values for the two funds running deficits, city staff is suggesting council this year allocate $195,000 to the Fire Protection and Suppression Overtime fund (a $101,394 increase) and $105,000 to the Fire Technical and Services Contracted Services (a $30,000 increase). Baikie stressed that those actual cost increases do not represent an increase in service levels. “To maintain existing service levels in a changing environment, these costs are required,” he said. “Staff have worked to manage costs within the overall fire department budget, but these two accounts persist year over year exceeding budget. “A budget realignment is necessary to fund these necessary costs to maintain basic fire services levels in the community.” Council will debate its 10-year Financial Plan in less than two weeks. No decisions related to the 2017 budget, including a potential tax increase, will be made until council begins its financial planning meetings which are scheduled for Dec. 5 to 7 at City Hall.

Trying not to be a Scrooge again

Every year about this time – actually, it usually starts the day after Halloween when the big-box stores all put in their Christmas departments – I have to fight an urge for about a month. It’s not exactly an urge to scream. It’s not exactly an urge to vomit. It’s not exactly an urge to hole up in my basement or garage and hide from the world. It’s kind of a combination of those things, though. I get why people love the holiday season, because I love it too. But when people start to celebrate it in November (which I also understand – why wouldn’t you want to start doing something that makes you happy as early as possible?), I am reminded, every year, that many people care about the holiday season less because it’s an opportunity to celebrate something with friends and family they love, and more because it makes them money. Don’t get me wrong, I recognize that people need to make a living and pay their bills. I also

Sometimes, the teachers’ union can’t get out of its own way. On Nov. 10 the B.C. Teachers’ Federation won a dramatic Supreme Court of Canada decision, essentially rolling back class sizes to pre-2002 levels. That means more teachers and classrooms. It also means additional money — hundreds of millions of dollars — will be required in the provincial education budget because smaller class sizes means more teachers and classrooms. The provincial government put aside money in case the court decision went this way, and the two parties put some language in their 2014 contract to deal with this potential situation. It’s difficult to argue against smaller class sizes. When B.C.’s great teachers get to spend even a little more time with each individual student, we all win. A local veteran found it online on Remembrance Day after attending ceremonies. “Military Recruitment as a Social Justice Issue” was the header above some suggested actions for teachers to use as part of a “counter-recruitment campaign” in the schools. Among other things, it suggested teachers ask their local school boards to pass motions opposing Canadian Armed Forces’ recruitment in the schools. Time and again, we find a disconnect between the dedicated, hard-working, talented teachers we see in our schools and what comes from the union that represents them. – Black Press

The smile on someone’s face Christmas Day, after all, is bright because of who the gift came from, not what it is. That knot gets looser, however, when I remember where that money went. It went towards things my friends and family don’t have but I think they would like to. Construction costs, as the city moves into the final phase of the city’s new drinking water system, have pushed the project over budget and will force the city to take on debt. At its Monday meeting, council approved borrowing $2.036 million to make up the shortfall. Council previously paved the way for taking on debt in 2013 when it approved borrowing $15 million over 15 years for water and sewer projects. The city secured the public’s permission to proceed with taking on debt through the alternate approval process which required voters to sign an opposition form if they weren’t in agreement. It was a process that at the time, former Mayor Walter Jakeway called “undemocratic” and which Coun. Larry S ams on su g ge ste d didn’t yield as accurate an outcome as a referendum would have. Despite that, council at the time gave the green light to city staff to proceed with the borrowing and at Monday’s council meeting, approved taking on the $2.036 million debt to finish the new drinking water system. Council had budgeted $26.21 million to build a new, trenchless water intake system that includes a new pump station and water treatment building. But council learned earlier this week that the final project cost is coming

Jason Hartley, the city’s capital works manager, said the most recent piece of the project, the water treatment facility, will cost $11.89 million, which includes a $1.1 million contingency. The final major piece is the water treatment building. The new system will transport water via a water pipe connected to John Hart Lake roughly 12 metres below the lake’s water surface level. Under an agreement with BC Hydro, Hydro has committed to provide up to $18.26 million of the project costs, with the remainder being made up by the city through its water utility and borrowing.

The system needs to be up and running by the end of 2017 as BC Hydro requires the city’s water system to be fully functional by May 1, 2018 to facilitate the decommissioning of the three penstocks connected to the existing John Hart Generating Station which will be replaced and relocated underground. The city plans to make the switch over to its new drinking water system by the end of the first quarter of 2018.

The Storm are once again on the road on a Friday night. They are in North Saanich tonight taking on last place Peninsula. Before anyone gets overconfident, the Panthers surprised the Comox Valley Glacier Kings 4-3 at the Panorama Recreation Centre last Friday and Head Coach, Lee Stone, doesn’t want his club to take anything for granted. “We have to get our work boots on, we have to go down there, we have to compete. “Certainly, that’s something we did at home last weekend, we need to start finding that away from the Brindy.” Three of their last four losses have been on the road. The big news this week from the Storm camp was Cole Slaney getting called up to the BCHL Alberni Valley Bulldogs on a permanent basis. After 10 games as an AP (affiliated player), the ‘Dogs’ made it official. For Stone there was a sense of pride in his, now, former D-man. “Cole’s an inspiration, a great example of ‘All In’ for the team,” Stone said. “Team success leads to individual success; Slanes deserves this.” Slaney has made no secret that his goal was to make it to the next level and he almost accomplished that at the beginning of the season. He was the very last cut of the Junior “A” Olds

Grizzlys and he admitted it was devastating. “It was close, it was pretty bitter to be the last cut in Olds, but as tough as that was, I couldn’t wait to play at the Brindy again.” Slaney is thrilled at making the jump and is grateful for his 68 games in a Storm jersey. “I wouldn’t be where I am today without the teammates that made this possible, the coaches that have pushed me and the City of Campbell River that made it feel like a home away from home.” Last weekend, the Storm picked up four out of a possible six points. On Thursday, they lost to the Buccaneers 5-3 in Nanaimo then thrashed the Islanders at home 6-0, finally closing out with a 4-2 victory over the Glacier Kings on Sunday.

A couple of years ago I was called a “technotard” because I didn’t know about some great app that was going to change the world. Now to be fair, I don’t do exceptionally well with computers and I barely know how to work my iphone on a good day. Ask me how to set the clock on my microwave and I might breakdown in tears. BUT, when it comes to technology with bikes, I understand it very well and I’m a true believer. The advantages you can gain as a rider are substantial and should not be overlooked if you want to maximize your fun factor. I have benefited hugely over the years from better suspension, wider bars, improved grips, saddles and pedals, dropper seat posts and one of the most important advances, improved tire technology. Having a solid connection with the ground can really make the difference for a rider’s confidence, and the more confidence you

Opinion ride with, the better you ride...in any conditions. If you read my recent blurb, you know I was complaining about the nasty winter conditions and how they can cause havoc in the trails. Well,

since then I tore my regular bike down for a big rebuild and haven’t found the time to put it back together yet, but since I own a bike shop I just took another bike to ride. It was one of the recent “Plus Bikes” we brought in. If you’re not familiar with these bikes, then here is the quick and dirty. They are almost identical to your normal mountain bike, but with a few minor design changes. They allow the use of three-inch-wide tires that can be run at really low pressures. So rather than bounce and slide around the wet and mucky trails, I just ride a different bike and handle the roots

and rocks with ease. I don’t even have to think about it, because the big soft tires do most of the work. I have had a few super fun rides despite all the rain and mud. The roots and rocks are no competition for these Plus tires, but you still feel like you’re riding a normal mountain bike. It’s like I turned winter into spring and somehow replaced frustration with big smiles again. Isn’t technology great? Now if we can invent something that turns water into sunshine... For those of us that live in Campbell River, if the weather is nasty here, it might be better somewhere else and worth looking at.

A drive north, for example, might be worth your while. Blair McLean and Darrel McIntosh had a chance to take light trout tackle out to the Port Alice area and enjoy a day of fishing and take some pictures. This time of year there are still some mature coho in the rivers and the dark red colours of the salmon are quite amazing. A few anglers also headed to the Heber River near Gold River and hooked and released some small steelhead. We are coming to the end of the chum run and the numbers were amazing in October and November and even those jigging for herring were catching chums. In general, the weather has been wet and the wind has many anglers staying at home. Those looking to get a salmon for Christmas will have to wait for the steady rain and wind to settle down. Last week the Salmon River at Sayward showed signs of clearing up and settling down but the on-and-off

It will be a matter of weeks when the regular drift anglers will be out trying to wheel around the stumps and winding riverbanks. Already on Tuesday the higher elevation areas on the way to Gold River saw some dusting of snow at elevations above 1,500 feet and some slush was on the highway.

I had a session of fly tying for beginners and we had a full house and few had called me stating that they couldn’t attend but will be coming in future months to learn the basics of building a fly and getting out and fishing the local lakes and rivers. The multipurpose room is a great venue for this and the next dates will be announced here in the Fishing Corner in the New Year. Jim Sweet who has fished many years in Campbell River has written a personal book on fishing and I will get a chance to read the book and share some opinions about the great fishery here in Campbell River.
