Lieutenant Governor Judith Guichon opened the fifth session of parliament last week with her Speech from the Throne, which traditionally addresses issues in the province the government plans to take on going forward. In an election year, the Throne Speech also generally sets the tone for what the governing party’s platform will be for the upcoming election. Guichon said the government “is taking action” on the opioid emergency, “and is ready to do more.” She also said the government “will continue to work with municipalities to encourage greater supply of housing, including building more units, and creating smarter, greener communities, connected by transit.” But the thing that has caught people’s attention, was the assertion that “the government is now in a position to take a further step to ease the financial burdens on its citizens,” because the “government’s plan to control spending, balance budgets, and pay down the debt has resulted in growing surpluses,” and the indication that they will be providing “financial relief to taxpayers” in the coming budget. The Liberals will be

looking for a fifth consecutive mandate from the people of B.C. this spring, but North Island MLA Claire Trevena says last week’s Throne Speech didn’t do anything to inspire the people of B.C. to let them have it. She certainly doesn’t think a vague promise of a possible tax rebate of some kind is going to be enough. “The thing about a Throne Speech,” Trevena says, “in a regular session, is that it’s a chance for the government to say, ‘this is what we’re going to do in the next few months,’ and in a pre-election one, well, we’ve got five weeks of debate we’re supposed to fill, so we’d like the government to say what they plan on doing and secondly it should be a chance to lay out their platform. Are they so bereft of ideas that they have nothing to say except ‘look out for the budget, because we’re going to give you a tax cut?’ That’s what it feels like.” And the money that may or may not be coming back to the people of B.C. was theirs to start with, Trevena says. “It’s money from the MSP increases that everyone’s been paying and from ICBC increases and the BC Hydro costs that everyone has seen increasing. That’s where the money has been coming from.”

They held a groundbreaking for the first duplex Wednesday morning and celebrated with the newly selected families, as well as Habitat volunteers and representatives from city council. “What we are doing today is providing strength and security,” said Pat McKenna, executive director for Habitat. “What we are doing is using the power of the team and the power of community to transform the lives of 11 home owners. Eleven families and potentially over 30 children whose lives will be impacted by the shovel hitting the ground today.” The one-acre parcel of land will be developed over the next three years into four duplexes and a triplex. Construction will begin in March and will be one of the 150 houses built across Canada as part of the 34th annual Jimmy and Rosalynn Carter Work Project. “I remember being on council when the first ask came forward on 9th avenue where the city donated the land and that sort of set the precedent of the partnership with Habitat for Humanity in promoting and doing more developments to do that hand up not hand out,” said Mayor Andy Adams. “For that, on behalf of city council…I want to thank [McKenna] and

Traveling the Inland Island Highway between Campbell River and Courtenay – as well as along the length of Campbell River itself – is about to get a bit more pleasant. The travel lane – referred to by many as “the slow lane” – in both directions between Comox Valley Parkway and Jubilee Parkway will receive resurfacing using hot-in-place (HIP) recy-

cle paving. This method sees layers of highway asphalt removed, melted back together and replaced as new asphalt. Sections of the travel lanes between Jubilee Parkway and 14th St. in Campbell River will receive mill-and-fill paving upgrades, where cracks that penetrate below the surface of pavement are “milled” out, filled with new paving and compacted. The government release on the upcoming

work says HIP recycle paving lasts an average of 12 years while mill-andfill resurfacing projects last between 15 and 18 years. Those traveling to the Comox Valley should be aware that 15 km of roads there will also be under repair using HIP recycle paving method, including sections of Ryan Road, Anderton Road and Comox Road, users can expect delays in those areas. All 50-plus km of roadwork is expected to be

complete by early fall. Transportation and Infrastructure Minister Todd Stone says the improvements “will provide a more even surface for travellers along this highway and into communities while also extending the life of our infrastructure.” The $6.7-million HIP contract was awarded to ARC Asphalt Recycling of Kamloops and the the $2.5-million mill-andfill contract was awarded to O.K. Industries of Courtenay.

BC Hydro increasing water flow in pulses to aid steelhead migration BC Hydro is increasing water flows within Elk Falls Canyon to assist steelhead in migrating and spawning below Elk Falls. The water releases from the John Hart dam, which will increase from four cubic metres to 10 cubic metres, started Wednesday and Thursday of this week and will be repeated Feb. 22-23, and March 1-2, 22-23, and 29-30. A public river safety advisory is in place from John Hart dam to Elk Falls during

The B.C. legislature has resumed, with a pre-election budget to be revealed on Feb. 21. This throne speech and budget are basically campaign events, the platform of a party looking to reach the dynasty level with five majority governments in a row. Here’s a preview of some of the issues that will stoke the sound and fury in the weeks ahead. ● Education: The B.C. Teachers’ Federation has issued its typically modest demands in the wake of the Supreme Court of Canada’s casual dismissal of the BC Liberal effort to rein in public sector unions. The BCTF wants $300 million a year more to restore the Utopian public school conditions that allegedly existed before 2001. And that’s not all. They want private schools de-funded, to solidify their monopoly over education and slow the exodus of parents who don’t want their kids run through a far-left indoctrina-

tion program. I must say things have been calmer since Glen Hansman took over as BCTF president. Unlike many of his predecessors, Hansman seems to understand his main job is leading a Canadian trade union, not reshaping global society by issuing manifestos and marching in antiTrump rallies. ● Health care: Premier Christy Clark has started the rhetoric about “cuts” to federal health transfers. This is one of those “alternative facts” that we often hear from the NDP, which habitually describes education budget increases as “cuts.” The evil Stephen Harper “cut” that Justin Trudeau decided to keep is that instead of increasing six per cent every

Election budget sets the stage VIEWS

A throne speech sounds a little bit different in an election year. This week’s throne speech and next week’s budget are noteworthy milestones along the way as British Columbia draws closer to its spring election campaign. Lt.-Gov. Judith Guichon delivered the throne speech Tuesday on behalf of Premier Christy Clark’s Liberal government, setting the tone for this session of the legislature that will lead us toward a May 9 vote. There is only so much the legislature will be to accomplish between now and then, when a newly elected government will have a fresh mandate We say: Budget with which to lead. So this year’s budget is not exactly a won’t exactly be a projecprojection of the tion of the year ahead. It’s more an affirmation of year ahead one party’s priorities, and we’ll keep in mind that the Liberals aren’t only governing; they’re also campaigning. The same will be true of the NDP’s certain criticisms of the coming budget – they’re fulfilling their duty as B.C.’s official opposition, but they’re in all-out campaign mode, too. Because of this, British Columbians might not put a lot of stock in the throne speech and budget, but we should. There are a lot of words that get thrown around in an election campaign, but a budget, at least, represents action, and it’s among the best metrics we will have when we make up our minds about how we plan to fill out our ballots. On our province’s political spectrum – which also includes the B.C. Conservatives and the B.C. Greens – there will be some subtle and not-so-subtle distinctions in the policies and promises we’re hearing. ampbell River’s Selena Lasota, a Carihi graduate who went on to play lacrosse at Northwestern University in Illinois, will be representing Team Canada at the World Championships in Guilford, England this July. For Lasota, making Team Canada was her ultimate goal. “I think it was a very unrealistic goal until I got recruited by Northwestern and then I just kind of even last training camp I was sitting there thinking ‘how am I here?’,” she said. Lasota is in the beginning of her third season with Northwestern. She was recruited straight out of high school. “Half my day is set for Lacrosse and the other half is set for studying and then I go to bed, wake up the next day and do it all again,” she said. This isn’t her first time representing Canada on the international stage, however. In 2015 she played for the U19 team and clinched the player of the match honour in the goldmedal game against the U.S.A. That game she scored three goals, including the game-winner, and assisted on two others. Lasota started playing box

lacrosse at eight-years-old and has lived and breathed the sport ever since. She rose to play for a Team BC provincial club of mostly boys, where she showed so much potential the coach invited her to a field lacrosse camp in Florida. That was when she caught the eye of Northwestern recruiters. When asked about what makes her so good at the sport, Lasota simply said it’s her love for it. She feels lucky that she

has found something she is good at the she loves enough to play everyday. And play everyday she does. Her mornings start with an almost three hour practice. After that she heads to class. At the moment she is taking four classes towards her degree in human development and phsycological service. Her evenings are set aside for studying, she makes sure to hit the weight room once a week,

as well. Lasota was one of around 80 women vying for a spot on the national team when tryouts began last summer. Half the players were cut after the first round. She went again in the fall where they cut it down to 24. The final roster was announced mid-January. Lasota says the team will meet for a training camp in May before heading to England in July.

Midget Tyees advance in playoffs T he Strathcona Midget Tyees played road warrior over the past two weekends, fighting to overcome an early deficit from a loss to Oceanside in their round robin playoff round in Vancouver Island North. After beating Powell River last Saturday, they were in Nanaimo this past weekend to face what was left of a Clippers squad depleted by suspensions. Their bench was shorter, like their season, after Saturday. Dominik Bellefleur was the early star for the Tyees, who

were slow to get their offence going in the first period. Bellefleur, however, calmly turned aside Nanaimo’s efforts until Lukas Lund opened the scoring for the Tyees on a nice drive down the right side after some excellent passing from teammates Jaxon Ward and Seth Parker. A great glove save from Bellefleur preserved the lead early in the second, and the Tyees were able to find some breathing room when Ethan Mainprize converted a Clinton Nelson pass, with Nick Ordano draw■ ■ ■ ■

ing a second assist. Jake Hartley drove the play all game, while the Tyees defence moved the puck sharply, controlling possession. Brendan Almer has fit right in on defence again after his long injury, while Nick Ordano has really had an impact in his return. With two assists, he was offensively prominent in Nanaimo, and he was a lightning rod for abuse from the frustrated Clippers who completely lost their hockey focus after the Tyees’ second goal, taking a total of 42 minutes in

penalties in the game, along with three player ejections. Ironically, Campbell River’s third and fourth goals were shorthanded. Lund scored on a great set up from Ordano who hustled into the Clipper zone, stole the puck and then found Lund in the high slot. Lund then set up Owen Boyd before Boyd closed out the scoring, from Bryce Narhi and Ward. Bellefleur finished with a shut-out, and the Tyees move on to the semi-finals, likely in Victoria next weekend.

February 22, 2017, marks the ninth annual Pink Shirt Day. The event is an antibullying campaign that addresses the issue of bullying in schools and communities across Canada. Seventy-five per cent of Canadians report having experienced bullying in their lifetime, and rates of bullying in Canada are higher than they are in twothirds of OECD countries. Involvement in bullying is linked to various health problems, including anxiety, depression, physical pain (headaches, stomach cramps, etc.) and eating disorders.

Bullying facts and myths

Raising funds for anti-bullying initiatives is one of the primary goals of Pink Shirt Day, but building awareness about bullying in all its forms and how it can be prevented is also an important objective. Wearing an official Pink Shirt Day tee or other merchandise is one way to show support for the cause. Placing a donation with the organization and sharing related material on social media are other possibilities.

MYTH: Aggression is the best way to put an end to bullying FACT: Combatting aggression with aggression is ineffective and can make the situation far worse. Assertiveness should be encouraged, but violence, taunting and retaliation should not.

WHY PINK? Pink Shirt Day has its roots in events that occurred in a Nova Scotia high school in 2007. One particular student was bullied and slandered with homophobic remarks for wearing a pink shirt to class. In response, two of his peers — Travis Price and David Shepherd — organized the student body to take a stand against the bullying. They purchased pink shirts and distributed them among their classmates to wear as an act of solidarity with the bullied student. From 2008 onwards, schools across the country have followed suit with their own campaign.

MYTH: Bullies are bad kids FACT: Bullies are just average kids with strengths and weaknesses. Often they have stresses and difficulties that their peers do not. So while bullying behaviour is bad, bullies themselves are regular kids who require guidance to overcome their inappropriate conduct.

When it comes to understanding the dynamics of bullying, it’s easy to be misguided as so many myths about bullies and their victims prevail in the larger culture. However, it’s only by knowing the facts about bullying that we can begin to help our children deal with this difficult issue. MYTH: Bullying is a normal and character-building part of childhood FACT: While conflict among peers is an inevitable part of growing up, bullying does not fall into the same category. Bullying involves repeated aggression in which there is a power imbalance between the aggressor and the target. These experiences debilitate a child’s self-esteem and sense of self-worth.

MYTH: Children grow out of bullying FACT: Bullies are 60 per cent more likely to have a criminal conviction by the time they’re 24. Without intervention, bullying behaviour persists into adulthood.

MYTH: Bullied kids need to learn how to resolve the problem on their own FACT: Victims of bullying often don’t know how to defend themselves, either physically or verbally. They require adult guidance to effectively overcome the problem, and should be commended for having the good sense to seek help.

How to prevent cyberbullying It’s a digital world and today’s kids are growing up in a social reality that includes extensive interactions within multiple platforms. Facebook, Instagram, Snapchat and text messaging provide opportunities for kids to connect, but unfortunately they can also be used for harm. Cyberbullying can be defined as using technology — computers, tablets and smartphones — to harass, threaten, embarrass or demean another person. Here are some guidelines for parents who want to prevent it. TALK ABOUT CYBERBULLYING If your children are old enough to have digital accounts or cellphones, then they’re ready to have conversations about cyberbullying. Make sure they can

define and recognize cyberbullying in its various forms, and encourage them to come to you if they are subjected to online harassment in any form.

Signs your child is being bullied

INSIST YOUR CHILD FOLLOW RULES AND SAFETY GUIDELINES Encourage your child to always use passwords to protect devices and online accounts and to never share them with anyone — even their close friends. Make sure that your child uses the most stringent privacy settings for all their online accounts, and teach them to be wary of whom they allow to join their social networks. Make it clear that any content they share digitally is no longer private and could always be distributed and altered, even if they later delete it. They should always think twice before sharing personal content. A good rule of thumb: if they wouldn’t want their worst enemy to see it, then they shouldn’t share it at all. Most importantly, selfrespect and respect for others should always be practiced.

Bullying can be physical, verbal or relational and is therefore not always visible on the surface. In addition, children are often reluctant to admit to being bullied, due to fear, embarrassment or the belief that coming forward would be futile. But bullying in all its forms is harmful and can lead to both physical and mental health issues. Knowing the signs of bullying allows parents to identify the issue and give their child the support they need to overcome the problem. Signs of bullying include: • Unexplained bruises, scratches, cuts or scrapes • Ripped clothing • Missing or damaged toys, books, electronics, school supplies or money • Unwillingness to attend school or to frequent other places where peers might be (school bus, extracurricular activities, public washrooms, etc.) • Change in behaviour or attitude (clingy, evasive, aggressive, etc.) • Frequently appearing sad, angry, depressed or anxious • Change in grades • Unusual frequency of insomnia or nightmares • Bedwetting • Complaints about physical ailments such as headaches or stomach pain • Intense hunger when returning home, as though they haven’t eaten all day • No longer spending time with peers that were once close friends • Intimidating behaviour towards siblings or pets

If your child displays one or more of these signs, ask him or her open-ended questions about their experience. If they do report bullying, take it seriously. Let them know that the behaviour is not acceptable and that you will take the necessary actions to ensure their safety. If they don’t report bullying but you still suspect it might be occurring, speak with teachers, principals, coaches, and possibly peers to try to get to the bottom of it. Every adult in a child’s life has a responsibility to keep them away from harm.

Ecole Phonenix Pink Shirt Day

SUBMISSION FROM ECOLE PHOENIX WOW – the art room window at Ecole Phoenix is a RAINBOW of Balloons to help kick off February when we will celebrate Pink Shirt Day on Wednesday, February 22nd. Mrs. Lim has filled her show case with balloons representing the colours of the rainbow. How many are there? Students will enter their guesses and win prizes donated by Staples. It’s a colourful reminder that prompts students in Kwa’kwa’la, English and French: “In a world where you can be anything; be kind” The theme for this year’s celebration of pink is ‘MAKE NICE’ and students at Phoenix will be working to “Make Nice’ not just during ‘Pink Shirt’ Day but at all times. Bullying is about social power and middle school students are working to find out where they belong. Of course middle school can be challenging a time; developmentally students this age are forming their identity and learning to think abstractly; opportunities to learn empathy and how to put themselves in other shoes are provided in many ways at Phoenix such as working in the community at Yucalta Lodge, Evergreen, at Cedar and EDM and the soup kitchen downtown. There will be a POD challenge to see which POD has the most students dressed in a PINK and there will be prizes for the most creative outfits. Button making, ‘kind o’ grams’ (strawberries dipped in chocolate) can be sent to someone needing a lift. Random acts of kindness and an ‘Appreciation Board’ are all part of the celebration of Pink at Phoenix this year. As well, our Gay Straight Alliance Club (GSA) has seen a big increase in numbers as of late, with very passionate youth becoming active in fighting for safe spaces and educating their peers inside and outside of school. We are excited to be part of the PINK Celebration this year and will continue to build on this as the year progresses as we educate our community on these very important issues.

Lizzie Velasquez: “Fighting Back in a Different Way”

by PinkShirtDay in Inspirational Tales motivation. Graduating with a degree in communications, Lizzie worked diligently towards her goal of becoming a motivational speaker and anti-bullying activist. She is now well known for her own YouTube channel, showcasing videos such as the one of her speaking at TEDxAustin in 2013 (which you can watch below) that has garnered over 8 million views. She has also written three books, starred in a documentary, and is raising awareness for The Safe Schools ImprA-Brave-HeartPosterovement Act. Lizzie’s film A Brave Heart details her experience being bullied, and choosing to let these actions inspire her instead of dragging her down; to “fight back in a different way”. The film premiered at South by Southwest this year, winning the Audience award, and will be released as widely as possible, including both theater and online release.

Lizzie Velasquez is inspiring people around the world to treat each other with kindness and understanding. Born with a rare condition leaving her unable to gain body fat, Lizzie has never weighed more than 64 pounds, and began to lose her vision at the age of four.

Throughout her childhood she was bullied constantly, and says that she “felt like some sort of monster” around other children. The bullying did not end in elementary school, and at 17 Lizzie was shocked to discover she had gone viral in a YouTube video dubbing her “The

Make Bullying Stop! TIPS FOR STUDENTS

• Bullying can be prevented before it starts. Understand what bullying behaviours are such as name-calling, unwelcome teasing or taunting, and then help others understand these are unacceptable behaviours. • Recognize you have the right to be treated with respect and feel safe in your school and community. If this is not happening, talk to someone. • Refuse to go along with bullying or harassment - youth who laugh or cheer only encourage the behaviour. • Gather your friends to help speak out against bullying and harassment. • Watch out for those being bullied, and tell a teacher or trusted adult if you see bullying happening. • You can report bullying online, and so no one knows who reported.

• Notice if your child talks about dropping out of school for vague reasons, skips school, is unwilling or afraid to leave the house, or wants to change their route to school. • Be aware if your child comes home with torn clothes, unexplained bruises, new clothes or other items, or money not accounted for. In 2007, the Province of BC passed legislation requiring boards of education to have codes of conduct in all schools that include standards forappropriate school behaviour.In addition, curriculum for students from elementary to high school includes skills for the development of healthy relationships. Government remains committed to proclaiming Anti-Bullying Day each year.

Getting worse sucks... but it sure is motivating have the same excuses and they seem to ride as quickly as ever. It just comes down to me being slow and out-ofshape. So what do I do about it? I can get a lighter bike to save energy. MY Ihelp can get one of these new E-Bikes and use the help of a motor to keep up. Maybe I quit riding with friends and stop using Strava, then I won’t realize how slow I have become since last summer. No. Those ideas won’t work. They’ll cause me to remain slow and I will most likely stay that way forever. I am a firm believer that any decision made based on ego is a bad decision, but I am competitive and I hate getting dropped on rides. I will continue to ride with my buddies because they’re fun to ride with, it’s safer to ride with others and the social aspect is key for me, but right now the main reason is that they motivate me to ride harder and faster. I want to catch them, and pass them. If nothing else helps me regain some fitness then this little hit to my ego will keep me motivated to push harder . . . and knowing them, I can guarantee it will push the whole group a bit. It’s kind of silly, but hey, getting faster is more fun than getting slower.

I’m not sure how many people have a need to be better. I think most people want to improve, or even if they’re oblivious to it, they surely enjoy improvement when it does take place. SPIN It doesn’t matter in what aspect of life; getting better at something feels good. On the other end of the spectrum, getting worse feels horrible. It can be something as simple as gaining a few pounds over winter, losing a step due to age, or in my case, sucking wind on my bike after a rough winter. Granted, I have not been on many mountain bike rides this season, but the rides I have managed had me off the back in a way I have never experienced. I am usually at or near the front of the group I ride with. Currently my buddies are riding so much faster than me that by the time I catch them at the meeting point they are rested, fed and looking at me wondering if I had a mechanical. At the same time I am keeled over hoping one of them knows CPR. I don’t know where my fitness went, but it’s long gone and it feels horrible. This is not a normal phenomenon for me. I am usually able to stay fairly fit during the winter season and as much as I can create a list of excuses for my lacking fitness this year, my friends all

For the most part the fishing activity around Campbell River and the northern portions of the Island were a write off last week as the snow pounded down and never mind getting to your boat, many of us were hard pressed to get home. If conditions are ideal, winter springs in the vicinity of 8 to 15 can be caught but the undersize salmon are coming in fast and furious and for many anglers they will wait it out and try when the the bigger springs show up in April. When the skies cleared and snow stopped, the Family Day Monday saw an increase in fishing activity that, for some, started at the Red Rock boat launch. As many as 12 boats were seen in the

fishing area between the Lighthouse Hump and Shelter Point. Undersize salmon were being hooked and released or simply hit and shook off. Slow fishing in the area is attributed to the lack of bait and, for most, no fish were being brought in. With the bad weather, I had to cancel the fly tying for beginners session last Sunday at the Library and the next sessions will as scheduled as follows: this Sunday I will hold a session in Sayward at the Salmon River Inn starting at 1 p.m. I will be set up in the lobby and it’s open to all ages to attend, talk fishing and learn some tying techniques behind the vise.
