KRAFT HOCKEYVILLE

Maskwacis has eyes on the goal BY PAUL COWLEY ADVOCATE STAFF

Maskwacis — For this First Nations community, winning Kraft Hockeyville would be its Stanley Cup. Ermineskin Cree Nation Chief Randy Ermineskin believes how big winning Kraft Hockeyville would be hasn’t fully sunk in for many. “I don’t think a lot of (residents) realize the impact it’s going to have on the community to have NHL teams come to your community. “Some of them will never have another opportunity to watch another NHL game in their life.” It’s the kind of shared community experience that will live long after the event, Ermineskin expects. “I think it’s going inspire them to encourage others to play and I think it’s going to help them in their future lives. “I think the community is just going to come behind us and help us in whatever way to make sure our kids are first and foremost.” By making the final 10, Maskwacis has already won $25,000. Online voting takes place Sunday and Monday to pick the final two, one each from the East and West. The final two will be announced on March 18 and each will win $100,000. The overall winner, and the community that gets to host an NHL pre-season game, will be announced on April 1. To vote go to www.khv2017.ca and click on Neyaskweyahk Arena. If they win the $100,000 it will be used to extend the lobby to create a warm viewing area for elders to watch the games among other upgrades. “The lighting needs to be improved and the dressing rooms really need some attention,” he said. “Last year we had to shut down for a whole year and that really hurt our community. We lost a season.” A broken ice plant needed fixing but when engineers took a look at the aging rink’s equipment replacement was recommended, which meant a $500,000 bill. Darren Simon, president of the Maskwacis Minor Hockey Association, said there are more than 250 youngsters playing on 13 teams, seven of which have their home ice at the Neyaskweyahk Arena. The arena means a lot to the community. “I have three sons who would live at the arena if they could,” he said. One of them, nine-year-old Tralen Simon, is a big Calgary Flames fan and would love to see his

Tara Cutarm, communications manager for Ermineskin Cree Nation, said the junior and senior high school are hosting a voting party on Sunday to help rally the community of 4,500, which is about half the total population of Maskwacis. Computers in the band’s employment centre have also been freed up so residents can vote online. “The community really needs to come together and step up and do what we can because this is for our kids,” she said. Sylvan Lake, which won Kraft Hockeyville in 2014, is in Maskwacis’s corner. Mayor Sean McIntyre says in a message of support it’s all about helping neighbours. “I consider Maskwacis to be our neighbours because in our hour of need they were among those who were there for us, providing ice time for Sylvan Lake teams and their support in the Hockeyville competition.” Maskwacis offered Sylvan Lake ice time when one of the town’s two arenas collapsed under snow load in January 2014.

Ermineskin Cree Nation Chief Randy Ermineskin would love to see his community come out on tops in Kraft Hockeyville 2017. The $100,000 prize would go towards renovations at Neyaskweyahk Arena.

Blaze destroys shop full of vintage cars, farm equipment BY LANA MICHELIN ADVOCATE STAFF

OLDS

A “massive” rural shop filled with vintage cars and restored farm equipment was destroyed in a giant blaze that took 33 firefighters six hours to extinguish on Thursday. More than $3-million in damage was caused when flames swept through a 40,000-square-foot structure on private property north of Olds. When volunteer firefighters arrived at the scene at about 3:40 p.m. on Range Road 14, the shed fire was fully involved and was threatening two residences on the acreage. Acting Fire Chief Scott Chant, of the Olds Fire Department, said there was no way to save the 82by-30.5 metre (270-by-100-foot) building — the aim was to stop the large-scale fire from spreading to the homes.

Olds firefighters fought the flames for six hours in sub-zero temperatures, with assistance from Bowden, Didsbury, Carstairs and Sundre fire departments. Mountain View County contributed traffic control staff. A local company bought in excavators. Fortis delivered and installed a temporary power generator to restore electricity to the two nearby residences on the property. And a stand-by crew remained on scene throughout the night. More than 140,000 gallons of water had to be hauled to the location to put out the flames. Chant said the -30 C conditions made it hard to shuttle the water 6.4 kms from Olds. “The tanker trucks kept freezing up.” The burning shed contained one man’s private

collection of vintage and one-of-a-kind automobiles, restored farm machinery and other collectibles. All were lost said Chant — including some Model T and Model A Fords, refurnished farm tractors, and limited-edition cars, including a 2005 Ford Mustang. It’s heartbreaking for the owner, Chant added. “It’s 50 years of his life, of restoring vehicles.” However, no injuries resulted to firefighters or residents of the acreage — although the freezing conditions caused minor damage to firefighting apparatus. The fire is believed to have originated in part of the shop where a quantity of automotive paints was stored. The cause is still under investigation.

Could I really be replaced by a robot . . . without the human edge showing through The office in which I spend my working day is fairly nondescript. Despite my valiant efforts to keep it neat and orderly, it is not. Papers are scattered in no particular order here, there and everywhere. Last week’s press instructions telling me how many newspaper pages I need to fill are still staring at me ominously. “I need to file that away,” I think. “In fact, I need to straighten this ofTreena fice before I even get started on this column. Mielke week’s But I am anxious to start writing, willing the words to come to me, demanding creativity to show itself, not later, not tomorrow, but now. Perhaps the reason this sense of urgency, lurking somewhere in my subconscious, almost bubbled to the surface was because of a few words I happen to read yesterday. The robots are coming. “My goodness,” I thought when I read further only to discover that journalism and reporting could be among the first jobs to go. Apparently, these jobs are easily done by a robot. As far as writing a column, I can only hope these robots don’t end up taking a creative writing course. All kidding aside, it is rather disturbing to think that one’s intrinsic job value could be on par, or even surpassed, by a machine. I think back on my career and I sigh. It’s all about people. It always was and it always will be. Two pictures hang on my office walls. One of them is a Norman Rockwell picture entitled, ‘A visit to a country editor.’ I first spotted a copy of the picture hanging on the wall at the Alberta Weekly Newspaper Office in Edmonton. When I saw the picture, I was but a pup in

the newspaper industry. I had lots to learn. I had to make a few mistakes. I had to go through the humiliation of misspelling and misquotes and look editors and, even worse, the people I had written about, in the eye and say, “I’m sorry.” I had to beg forgiveness, hoping they would take to heart the saying, to err is human, to forgive divine. I was a novice. I had not yet had my fingers stained by printer’s ink. I had yet to develop that little bump reporters often get on the third finger of their dominant hand from taking copious notes at yet another council meeting. Still, when I looked at the picture way back then when I was young and naïve and had no clue what this crazy and wonderful career had in store for me, I felt a curious sense of pride, of belonging and of great responsibility. I could almost smell the newsprint. I could sense the urgency of getting the story out on deadline, correct and factual. I’m quite sure I would not feel the same way if

Rockwell had replaced the editor, the copy boy, the typesetter and the farmer dressed in blue overalls standing at the front desk with robots. The second picture is called The Writing Desk and that’s what it is. A simple desk. And a very old typewriter. I also feel a sense of kinship with this picture. After all, that’s where it begins. A sheet of paper. A typewriter. And then the story. A story painstakingly etched out in black and white with all the research completed to present the reader with the truth; factual and balanced. They call it news. But it’s the story between the lines that gives humans the edge over robots. The human angle. That’s the angle no machine could ever grasp. I hope. Blackfalds man jailed for child porn, luring BY PAUL COWLEY ADVOCATE STAFF

A former Blackfalds man has been sentenced to four years in prison on child pornography and luring charges. Brian Collin Haberman, 42, pleaded guilty to two counts of luring, making child pornography, possessing child pornography and breach of a court order in Red Deer provincial court. Haberman was arrested in fall 2015 by the Internet Child Exploitation Unit of the province’s Alberta Law Enforcement Response Teams. It was alleged that Haberman travelled to Pennsylvania to have sex with a 16-year-old girl he met online when she was 15. A tip through www.cyber-

Audio from a victim impact statement was played in court prior to sentencing. The victim said she now faces recurring nightmares and has ongoing trust issues. Hunter ordered that on release from prison Haberman have no contact with anyone under the age of 16 and have no access to social networking sites or communications apps for 15 years. He must also stay away from places where children are commonly found. Haberman, who most recently lived in Saskatchewan, will also be registered for life as a sex offender and must provide a sample of his DNA to a national database. pcowley@reddeeradvocate.com

tip.ca, Canada’s tip line for online sexual exploitation of children, led authorities to Haberman. Sexually explicit photos of his victim were found when his computers and electronic devices were searched. After he was released on a variety of conditions, including have no contact with any minor, he was arrested and charged with further child pornography-related charges. His female victim in this case lived in Oregon and Haberman was accused of being in contact with her from the beginning of January 2014 to April 2016. The Crown prosecutor and defence lawyer made a joint submission for a four-year sentence, which was accepted by Judge Jim Hunter. “The gravity of these offences is certainly high,”said Hunter.

RED DEER COUNTY

Neighbours gear up again to fight gravel pit BY PAUL COWLEY ADVOCATE STAFF

Neighbours of a proposed gravel pit are frustrated that they must renew the fight to stop it. Howell’s Excavating Ltd. wants to mine about 2.1 million tonnes of gravel in phases over 20 years on about 122 acres, six km south of Markerville in Red Deer County. County council approved first reading of a bylaw amendment to include the proposed pit in a gravel overlay district on Tuesday. A public hearing has been set for April 25. Adele and John McKechnie live next to the proposed gravel pit and are concerned gravel excavation will endanger an aquifer important to local water supplies and increase flooding risk in the area. The gravel operation, which is located in the

“As far as we’re concerned, it’s made it worse.” Lawyer Gayle Langford is representing Howell’s Excavating and said the company has hired a former Alberta Environment expert to ensure the site is suitable and water supplies are not affected. The expert will ensure Howell’s Excavating’s application goes “over and beyond what would be required,” said Langford. More observation wells will be drilled to ensure water supplies for residents are not affected. Water on the site flows away from neighbouring properties, she said. “So there’s absolutely no impact on their water supply.” Berms and additional trees have also been proposed to act as noise and dust buffers. pcowley@reddeeradvocate.com

Medicine River Environmentally Significant Area, will also create noise and dust problems and is incompatible with neighbouring properties. Howell’s Excavating proposed a gravel pit on the same land in 2013 but was turned down by the county’s municipal planning commission. Howell’s appealed but lost. The McKechnies are upset that once again they must fight the same battle over again. A gravel operation by another company was approved in the 1990s to mine gravel nearby but did not go ahead because of a requirement that the company only mine gravel above the water table, they say. Residents are also concerned that under a gravel pit approval process adopted by the county a year ago does not allow for appeals once council has agreed to allow a gravel pit to be included in a gravel overlay district. John McKechnie said the gravel pit approval process is not protecting landowners.

Planning commission narrowly approves subdivision proposal A proposal to turn three lots into nine in a rural subdivision east of Red Deer can go ahead. Red Deer County’s municipal planning commission narrowly conditionally approved by a 3-2 vote the application in the Herder subdivision off Hwy 11, about two km east of Red Deer. Coun. Jean Bota was among those with reservations about adding more residents into the area during Tuesday’s meeting. “I have several times seen near misses at that intersection,” she said, referring to the Hwy 11 in-

tersection. Bota also questioned whether the county should be approving the carving up subdivisions into ever-smaller lots. Herder resident Rhonda Claerhout wanted assurances that the water supply for existing homes would not be affected by adding nine more properties. “That’s a major issue in the area,” she told the commission. County staff said that the developer will be

required to provide proof that water supply and septic systems are adequate for nine residences before the development can go ahead. Another resident was concerned the new development could affect drainage in the neighbourhood. Coun. Philip Massier noted the county’s conditions for the project to proceed were “quite stringent. “I do feel there are great conditions to cover off our concerns.” POLSON MONTANA FLATHEAD LAKE CASINO TOUR 4 days April 18th $349.00

School boards taking wait-and-see approach to fees proposal BY MARY-ANN BARR ADVOCATE STAFF

Deer Public Schools would need about $1.4 million to eliminate the fees. The public district has already eliminated all fees at the elementary level but there are transportation fees to help with the transportation budget deficit. Last year the district introduced one basic fee for high school students of $180 per year, although there are additional fees for things like field trips. Middle school fees still vary with different courses. Local school boards are hoping for more information in the March 16 provincial budget to better understand the impact of a proposed bill to reduce school fees for parents. “From our perspective, their intentions are good … It does make sense for families not to have to pay for those instructional material fees. However we have come to rely on them over time and so we’ve consistently advocated that government fill the gap,” Chinook’s Edge school Superintendent Kurt Sacher said Wednesday. The NDP government announced the bill last week that will eliminate fees to parents for instructional supplies or materials such as textbooks, workbooks, printing and paper costs. As well, transportation fees for eligible students travelling to their designated school, if it is more than 2.4 kilometres from home, will not be charged. It will amount to about 25 per cent of the fees that school boards receive. The province has indicated the cost will be about $50 million and will come from savings within government. “We’ve not been given the specific details of how that money will be dispersed,” Sacher said. The fees involved would be about an $800,000 loss to Chinook Edge’s budget. Will there be enough money from the province to compensate the district, and if there isn’t, there are implications for students, programs, and staff, he said. Chinook’s Edge school board has been vigilant about not charging a transportation fee to parents when students live over 2.4 km from school. But other school districts that have been charging could end up getting compensation from the province, and that doesn’t strike Chinook’s Edge as something that’s fair, Sacher said. Parents in the school district currently pay no fees for kindergarten. The annual basic fees for Grades 1-6 are $64, Grades 7-9 are $79, and Grades 10-12, $104. Bev Manning, Red Deer Public Schools board chair, said the province’s plan to eliminate the fees is welcome news but there is concern about where the province will find the money to compensate school districts. “We really support the position of the govGREAT THINGS HAPPEN WHEN YOU GO NORTH ernment to keep the cost 6350 67 Street Red Deer | 403.346.3339 of education to parents as low as possible.” Red

ASK THE DENTIST

HOSPITALS’ LOTTERY IS BACK! WITH OVER $1.1 MILLION IN PRIZES

Dr. Michael Dolynchuk, DDS

I Need A Cosmetic Specialist

Dear Dr. D: I’ve been a once or twice a year dental patient for 20 years. Teeth are just ‘OK’. They work and don’t hurt, but they’re never going to get in Better Homes and Gardens. Actually, I find that I tend to put my hand over my mouth when I laugh because their appearance makes me self-conscious. My sister in the States told me I should go to a Cosmetic Specialist. She said she did, and although it cost her a lot of money it made a big difference. She went to a Whitening Specialist too. Do we have them here too?

Valued at $839,900

Answer: We actually find ourselves answering this question (and others similar to it) frequently. In dentistry, there is some confusing terminology and misconceptions. Here in Alberta, all dentists must adhere to the Albert Dental Association and College and their rules around dental descriptions. All dentists go to university and graduate with a degree in dentistry in order to practice here. The vast majority of us are what is referred to as ‘General Dentists’. Think ‘general contractor’ for a moment. If you were building a house – your contractor would likely bring in a separate ‘windows’ guy, a ‘flooring guy’, a plumber, and an electrician. That doesn’t mean he couldn’t install a window casing – but he may know someone who does it faster or better than him – or produces a result that he is more comfortable with for your home. He would simply be bringing in all the sub trades together to produce the best end result for you in the shortest possible time. We do nothing different. In dentistry there are specialists who straighten teeth called orthodontists. Dentists who are trained to specialize in root canals called endodontists. Dentists who work with children called pedodontists. Dentists who work with the gum tissue and periodontal disease are called periodontists. Oral Surgeons tackle complex surgery as their specialty. Many areas cross over, hence some dentists focus on particular areas of treatment over others. Dental Implant placement is one area of focus at Alpen. We choose to refer some surgery, and some specific treatment to other professionals whom we would choose to work on our own families. It’s just more efficient. To answer your question, there are no specific Cosmetic Specialists because that is not a recognized specialty. Many dentists do varying levels of that type of work. There has never been a Whitening Specialist, but most practices here do some element of teeth whitening. Using the term ‘specialist’ is against the rules in Alberta unless one holds a specific degree for advanced training in that field. It doesn’t mean that we may not focus on it – simply that the ‘name’ doesn’t apply! Find a dentist that you trust and you’ll discover we can do everything here that your sister experienced in the USA.

Sylvan Lake resident facing counterfeit money charges A 30-year-old Sylvan Lake resident is facing several charges relating to passing counterfeit currency. On March 2, Sylvan Lake RCMP launched an investigation after a local business reported that a male tried to pass a counterfeit $20 bill. The bill was seized by the RCMP and the suspect male identified by RCMP. Information was received that several local businesses had been paid with counterfeit currency for various goods and services by this same suspect. On Saturday, a search warrant was executed at the suspect’s residence where large amounts of counterfeit Canadian currency were located. Other items, including a cellphone and PlayStation, were determined to be purchased

Two arrested after traffic stop in Rimbey Two people were arrested in Rimbey after police found a loaded firearm and a stash of crystal meth in their vehicle. At about 11:40 p.m. Sunday, a male driver

and female passenger were stopped for a traffic infraction in the town. Police found the 42-yearold male to be in violation of a parole condition, and he was arrested. A search of the vehicle revealed a handgun with ammunition, bear spray, and what appeared to be crystal methamphetamine. Those items were seized by the RCMP. The 17-year-old female passenger, from Red Deer, was wanted on an arrest warrant out issued by Blackfalds RCMP. Following her arrest, she was also found in possession of what seemed to be crystal meth. Since she’s a youth, she cannot be identified under the Youth Criminal Justice Act. Both the male and the female are now facing charges under the Controlled Drugs and Substances Act of possession for the purpose of trafficking, as well as charges of possession of a restricted firearm with ammunition and possession of a firearm in a motor vehicle. The male is also facing charges of possession of a firearm while prohibited. He is in custody and will have his bail appearance on April 7 in the Provincial Court of Alberta in Rimbey. The youth also remains in custody.

Ryan James Bain is charged with producing, possessing and passing counterfeit money, possessing property obtained by crime and tools or instruments intended for making counterfeit money. He’s scheduled to appear in Red Deer provincial court on April 7. The RCMP would like to acknowledge the diligence of the local businesses that reported these incidents. Steel workers have been busy this week installing roofing beams on the new arena in downtown Red Deer. Construction will continue until the fall of 2018, when the arena is expected to open.

Momentum building into 2018 BY PAUL COWLEY ADVOCATE STAFF

Likewise, consumer spending appears to have bottomed out and should start improving, which will be welcome news to retailers. Red Deer’s housing market softened considerably, but the area remains affordable and prices are stable, which should put it on the road to recovery. Developers were “very prudent” when it came to new construction so those numbers were way down last year. “We think there can only be an upside as we go forward to those numbers,” he said. Provincially, economists are also predicting that the corner has been turned. “I guess the theme is the worst is over,” he said. “I think that’s true for the province of Alberta and for many of its cities.” In 2017, Alberta is expected to lead the nation in gross domestic product growth at 2.7 per cent. The Canadian average is forecast at two per cent. However, world oil prices aren’t expected to top $60 a barrel until late 2018. “With the oil price outlook that we have we don’t expect this kind of growth to continue; so lit-

The worst appears to be over. After being pummelled for two years, the province’s economy is expected to grow this year, with the pace slowing a little in 2018, said Conference Board of Canada deputy chief economist Pedro Antunes. Red Deer may do better still. “For Red Deer we do feel there is enough momentum to keep going into 2018 …” said Antunes, who was speaking at the Western Business Outlook — Red Deer event organized by the Red Deer and District Chamber of Commerce. The city’s economic hit in 2016 was “very deep,” said Antunes. Red Deer shed 5,000 jobs last year, wiping out about six years of job creation gains, he said, cautioning statistics for small cities are not as precise as larger samples. “Nonetheless, we do feel that’s too much of a hit and we should see employment coming up over the next two years.”

tle softer growth as we look to 2018.” Antunes said the downturn was the “longest, steepest recession in recent memory.” 2009 was bad, but oil prices and the economy recovered quickly. “This time around it was a much more draggedout situation. But at least we have hit bottom and we are looking for growth.” On the international front, there are a number of risks ahead, said Conference Board chief economist Craig Alexander. Among them, U.S. President Donald Trump’s protectionist impulses could spell trouble, especially if it sets a precedent other world leaders follow. When the financial crisis hit in 2008, G-20 nations met and all agreed they would resist protectionism and trade barriers, said Alexander. “What they knew from history was in the 1920s and 1930s what was going to be a very bad recession was made into the Great Depression by protectionism.” pcowley@reddeeradvocate.com

Lawyer urges more funding for research BY SUSAN ZIELINSKI ADVOCATE STAFF

A Red Deer lawyer says the lack of government funding for medical research into a disease that is shattering Canadian lives is shocking. Brent Handel said myalgic encephalomyelitis/chronic fatigue syndrome, commonly known as ME/CFS, affects an estimated 800,000 in Canada. Severity of symptoms vary, but it’s a complex disease with no treatment. “I’m familiar with the research because I need that to prove from a medical/legal point of view the legitimacy of my client’s claims. It was very obvious to me that this is a very devastating, real disease and it’s just not being funded,” Handel said. Symptoms can include extreme exhaustion, joint pain, abdominal issues, cognitive problems, sensitivity to things like light, sound, odours, and foods, and more. The debilitating disease can leave people bed ridden and too weak to feed themselves or even talk.

ME/CFS can be triggered by an infection, surgery, another illness, accident or any other physical or emotional stressor, and seems to have a genetic component. Handel, a personal injury lawyer, said it’s a disease that he has seen among clients through the years after being triggered by motor vehicle collisions. Often it has been mislabeled as being psychological in origin. “I deal with these people so I know it’s not psychogenic. I talk to them. They want their lives back. They want to get back to work. They’re not depressed. A lot of them, interestingly, were high performers and they were successful.” Handel, who has written about ME/CFS research in The Lawyers Weekly, recently received a response from federal Health Minister Jane Philpott about a letter he sent last fall regarding the lack of research funding for ME/CFS spent by the Government of Canada’s health research investment agency, the Canadian Institutes of Health Research (CIHR).

Late last year, CIHR announced two $100,000 one-year grants to provide seed money to pursue more comprehensive funding opportunities for ME/CFS research. Funding will be available in April. Handel said funding has been getting better, but it’s not enough. “It’s really been years that government could have been funding research and probably would have had some significant answers or significant treatments by now. “The funding of the research is woefully inadequate so there has to be a huge ramp up in dollars devoted to this disease.” He said women have a higher risk for the disease and unfortunately they are often written off as having some sort of mental illness, a gender

bias that has existed since Freud. “That’s another thing that is so cruel about this disease. People have this legitimate suffering and nobody believes them. On top of it the government isn’t doing the research so they don’t even have hope that in the future maybe they will figure this out. Hardly anyone is working on it.” Handel has been following the research of a U.S group Open Medicine Foundation, led by a world-renown geneticist Dr. Ron Davis at Stanford University who has a son with ME/ CFS. Open Medicine is fast tracking research to find a cure. For information on the disease, Handel recommends a TED talk by American Jennifer Brea who has ME/CFS. szielinski@reddeeradvocate.com

A 23-year-old man was charged after Sylvan Lake RCMP found cocaine in a hotel room.
