RCMP confirm foul play in suspicious death
Progrram am Guide
RCMP are confirming foul play in the suspicious death of a woman two weeks ago in the2300 block of 3rd St North in Cranbrook. Cranbrook RCMP, along with Major Crimes Units from the Province, have been working tirelessly in their efforts to
determine what happened on the night of March 29 that led to the death of a 73-year-old Cranbrook resident. RCMP believe that the victim met with foul play but are unable to provide any more information at this time. “Cranbrook RCMP would
like to ensure the public that they are not at risk,” said Cst. Katie Forgeron. “Through diligent work, investigators have identified a person of interest, who is presently in custody on unrelated matters. The investigation is ongoing.”

Green Party policy still in daycare Tom Fletcher Black Press
T
he B.C. Green Pa r t y has begun rolling out its election promises as the campaign formally begins this week. Andrew Weaver’s Greens are doing their best to look like a contender this time, rolling a biodiesel-fuelled bus to visit candidates in most of B.C.’s 87 constituencies. But judging by the early policy releases, their platform is not yet that of a government in waiting. Weaver has seen the NDP’s giant bet to provide $10-a-day universal daycare, and raised it. Green Party daycare will be “free” for kids up to age two with working parents. For parents who wish to stay home during those infant years, they will receive “up to” $500 a month from the province, on top of EI benefits. That’s not all. The public school system will be expanded to provide early child-

hood education for three- and four-yearolds. This will also be “free,” although they ball-park the cost to the provincial treasury for this at around $4 billion a year. Leader of a one-person caucus, Weaver has not yet entered the realm of realism.
Hugs: Big, Big, Hugs to Mike Koch at Cranbrook Hyundai and his outstanding staff. I had a great experience on the lot with them all. I was able to thank all the staff individually except for one sales person and that was Carl Shaw. Unfortunately I was not able to identify him on the lot or in the
His education fantasy will get a cool reception from Metro Vancouver mayors, who are currently pleading for relief from school property taxes that are tied to assessed values, already twice as high as the rest of the province. With the provincial economy having
to shoulder steep increases in carbon taxes, and the oil and gas industry soon regulated out of business, a Green-governed B.C. would have to run its grand programs on taxes from those still here and working. NDP leader John Horgan says his heav-
ily subsidized $10-aday daycare program will pay for itself through economic growth. Expect more discussion of that in the weeks ahead, but at least it’s something that could happen, as we have seen in Quebec. The B.C. Liberal record includes
spending $11.3 million in the past year for the third phase of its expansion of child care spaces. That phase amounts to 1,800 more spaces in 30 communities. The province currently covers about 15 per cent of licensed daycare operating costs through subsidies, and also assists qualified low-income parents. Is that enough? Many would say no. With the cost of land and operations rising, long waiting lists and rates as high as $1,400 a month, child care is still out of reach for many in urban areas. The province began extending kindergarten for five-year-olds from half days to full days in 2010, and has developed a network called StrongStart centres, providing after-school programs for parents and children at public schools. Children and Family Development Minister Stephanie Cadieux has also been reviewing regulations. “We’re looking at the restrictions we

put on child care providers in terms of outdoor space, in terms of sun access,” Cadieux said last spring. “We want to make sure that child care is safe and we have quality, but we also want to make sure that we’re not creating a situation that is unreasonable.” Easy to parody, no doubt: Come on my little pretties, down in the cellar! But Cadieux speaks as a realist who has had cabinet turn down budget increases for this and other pressing social needs. They also confront the cost of real estate in places where daycare is most needed. If you believe there is enough money to massively increase child care across B.C. with no cost recovery, and to pay parents to stay home until their kids are two, you might even believe there is biodiesel available in every B.C. community to keep Weaver’s campaign bus running.

Region District brings in noxious weeds bylaw Trevor Crawley
School District 5 is inviting all three year olds to school! Ready, Set, Learn is an initiative that recognizes that families need positive connections with the school system and community agencies that provide relevant resources and information. Most public elementary schools in Southeast Kootenay School District will be offering an opportunity for all three to five year olds to come to their neighbourhood school (children born in 2012, who have turned three by the date of the RSL event, 2013 & 2014). This event is a partnership between the province, the district, and the early childhood teachers in Cranbrook, Fernie, Sparwood, Jaffray, and Elkford. Ready, Set, Learn will include opportunities such as a tour of the school, a visit to the kindergarten classroom, activities, refreshments, displays or presentations by school children. Parents and caregivers will receive helpful tips for supporting their preschooler’s learning and development. They will also be provided with information about local services available. Each child will receive a learning kit. Four year olds, those children who will be entering kindergarten in September 2017, will also be invited to Kindergarten Orientation in their neighborhood school. A bylaw aimed at enforcing private landowners to tackle invasive weeds was introduced by the RDEK board on Friday, which also appointed two weed control officers to monitor and tackle the issue. The bylaw enforces landowners to get rid of invasive weed species on their property, with a number of tools to do so, ranging from voluntary education to RDEK staff or contractors eradicating the weeds and billing the property owner. “So if you have a weed issue on your property, we can ask you to deal with it, or if it’s imminent that it’s going to spread, we can actually deal with it and charge you for that work, said Rob Gay, the chair of the RDEK board of directors. “Or, what we mostly like to do, is provide the equipment; if you don’t know how to identify the weeds, we’ll help you identify it, suggest how you could treat it, either pull it out or maybe a biological treatment. Kevin Patterson and Jamie Davies were named by the board as the Weed Control Officers. With the introduction of the bylaw, RDEK staff are now grappling with sliding scales of enforcement and how to prioritize any areas that are identified

as infested with noxious weeds. “The fact is that all of them are important to us, but you have to set priorities, Gay added. “The board has to set some policies for staff to say that this is number one, this is number two, but they’re all important for these invasive species, both on land and now in water; we’re very supportive of the boat checks. When it comes to invasive and noxious weeds, education is a key prevention strategy, said Gay. “People go travel around the world and they bring back seeds or weeds, Gay continued. “We saw one named Blueweed and it’s well named, it’s the one with the blue flowers along the highway. I remember seeing it in Elko for the first time, and it wasn’t long it was growing at the top of Salmo-Creston, it grows at every elevation. Once it gets a hold, it’s very difficult to get rid of, so if people do see plants that they don’t identify, let us know and we can help them with that. “The other thing is don’t bring some of these plants in. Some of these plants, more so in the coastal climates, is they get in there and they choke up the waterways, they’re basically impossible to get rid of and some of them are poisonous, so we just have to be very cautious of that.

RDEK looking at fire protection for Wardner
Trevor Crawley
Rural areas in Bull River, Wardner and the Mayook valley currently do not have fire protection, but the RDEK is looking to those residents to look at options for the future.
Rob Gay, the RDEK board of directors, recently attended a public meeting in Wardner with staff to discuss what people are comfortable with, as any kind of fire protection will carry a cost.
“Right now, if there’s a fire in Wardner, nobody comes, Gay said. “They insure their homes accordingly, so when you are rural, you are considered unprotected and if you heat with wood

Fire service also includes a first responder component, Gay added. “We know first responders; it’s busier than fires, we don’t get a lot of fires, Gay said. “We do get highway accidents, health issues, so first respond-

We’ll also have a second truck in the community, Gay said. Gay said the meeting, which included dinner, saw a turnout with roughly 80 people, four of which are committed to taking the required first-responder training. Any kind of plan will require a vote by the residents. “With that, we’re going to go back in May, let people digest this — they want to know cost and how we will do it — then we’ll go over it with the community and say this is what we’d like to do and see what they want to do, Gay said.

Fish Oils and Pain, Pain is one of the main reasons people see their doctor and pain medications (analgesics) are one of the most common drugs that people take every day. While analgesic medications can improve quality of life they do come with significant potential side effects. Common side effects of analgesics include stomach ulceration, liver damage, nausea, vomiting, dizziness and constipation. It is also interesting to note that research shows people with arthritis who use anti inflammatory medications have degenerative disease that progress faster than those who don’t use anti-inflammatories. The downside of having less pain while using pain relievers is that the disease process accelerates. A variety of natural medicines are effective at reducing pain and do not come with the same risk for side effects as their prescription relatives. Let’s start by talking about fish oils and how they can reduce your pain and, along the way, also reduce your risk for heart disease, cancer, diabetes and arthritis. Inflammation is a natural event that the body uses to heal injury and tissue damage. Sometimes the body gets caught in a chronic state of inflammation that stops the healing response and causes chronic pain. One of the main reasons the body gets caught in chronic

inflammation is due to an imbalance in fats. Some fats increase inflammation and pain while others reduce both. Fats from animal sources produce hormones that promote inflammation and pain while fats from cold-water fish produce hormones (called prostaglandins) that reduce pain and inflammation. There is very solid scientific evidence showing supplementing with quality fish oils reduces inflammation and pain. Choosing the right type of fish oils is also important. You want to take purified fish oil in the triglyceride form, the naturally occurring form of fish oil that is easily absorbed. Avoid Ethyl-ester fish oils. Fish oils have been shown to be particularly helpful for people with chronic back pain. A large number of studies have shown that people with back pain who take omega 3 fish oils report lower pain scores. Key to treatment is getting the proper dose of EPA, a constituent in fish oils. EPA produces a hormone that reduces pain and inflammation throughout the body. The ideal dose varies from person to person but in general we see that 1000mg to 2000mg of EPA daily can dramatically reduce your back and joint pain.

localized flooding, particularly in the 3rd Street NW area and Leask,” says RDEK Emergency Services Director Travis Abbey. “The residents have been working together with the City and RDEK to create a dirt berm and have been actively sandbagging as water pools in Pop Price park.” A dirt berm was constructed over the weekend and is being reinforced with additional dirt today. Sand and sandbags have also been dropped off to help residents in the affected area prepare should the water continue to rise. There are currently five homes being directly impacted by water on 3rd Street NW. The City’s storm water system is at capacity and the water flow is backing up along both Hospital Creek in the King Street area and Jim Smith Creek as it exits Elizabeth Lake. “If you can imagine a bathtub with one drain and a number of hoses filling it, you can get a clear picture of the challenge we are faced with,” adds Abbey. “The City has deployed pumps and Public Works crews have been providing equipment and trucking fill to help keep water at bay; however, it is going to be sometime yet before the system will have the capacity to drain.” A few homes and at least one business along Jim Smith Creek between Elizabeth Lake and where the creek channel goes under Van Horne Street are experiencing localized flooding. The RDEK is also urging residents along Caldwell Road to move equipment, vehicles and other property to higher ground.

Mining on rebound, Bennett moves on By Tom Fletcher
After the Mt. Polley mine tailings dam failed, B.C. government staff searched through boxes of paper files to locate inspection reports dating back to its construction in the 1990s. More than two years after the deluge of tailings and water from an open-pit copper mine near Williams Lake sparked a wholesale review of B.C. mining regulations, Mt. Polley is one of 15 large mines included in a new mine information website, where permits, inspection and reclamation reports issued from 2013 on are being posted. Energy and Mines Minister Bill Bennett described that and other changes that have taken place under his watch at his last speech to industry representatives in Victoria for the annual Mining Day. Because of Mount Polley, B.C. now has administrative penalties for non-compliance, an alternative to pulling a mine’s permit or taking the owner to court. After four colourful terms as Kootenay East MLA and three stints as minister re-
sponsible for mining, Bennett is retiring from politics as the May 9 election approaches. “We have been through a really difficult downturn for the mining industry,” Bennett told a luncheon gathering of industry executives. “It was a long one, it lasted many years, and hopefully we’re coming out of it.” Despite a global downturn in metal and coal prices, with shutdowns of some operating mines, B.C. has seven new mines permitted or under construction in the past five years. That includes Brucejack, a gold mine north of Stewart in northwest B.C. where 1,100 people are working to put it into production this year. That project and others in the region required delicate negotiations with aboriginal communities including the Tahltan Nation, which demanded and got a halt to coalbed gas exploration in its territory. Tahltan members are now among those working on the Brucejack site. Once expelled from
cabinet for criticizing former premier Gordon Campbell and pushing him to retire, Bennett stayed blunt to the end of his time in office. Speaking to mining executives, Bennett poked fun at urban attitudes towards the industry. The rise of electric cars and digital technology means strong demand for copper, one of B.C.’s most abundant metals,” he said. “What is the relevance of mining to the mayor of Vancouver?” Bennett asked, noting there are 1,000 mining head offices in the city. “We’d all be naked as jaybirds sitting outside on the grass.” As for the NDP, “those jackasses on the other side of the house” criticize him for having seven new mines on the way in a commodity downturn, when Premier Christy Clark’s 2011 jobs plan called for eight. It was the NDP who started diverting a “dividend” from BC Hydro revenues to government – “I’ve got the quotes from Moe Sihota” – and Bennett is proud to wind it down.
Kootenay East MLA Bill Bennett wraps up work at the energy and mines ministry office at the B.C. legislature. His colourful career in politics officially ends this week. TOM FLETCHER/BLACK PRESS “Next year we take doesn’t come back So what’s next for it down $100 million, until the debt-to-eq- Bennett, who ran flyand it goes down until uity ratio goes from in fishing and hunting it’s nothing,” Bennett 80-20 to 60-40. That’s lodges in Manitoba and the Northwest said. “And then it at least a decade.”
Territories before going to law school, then gave up “a really lucrative law practice” in Cranbrook to go into politics? “I’m going to go back to the private sector, and work probably in mining, oil and gas. I’ll probably associate myself with one of the big law firms in Vancouver,” Bennett said in an interview. “I can’t and don’t want to lobby government for anything, so the two years [ban on government relations] is a blessing for me. I don’t want any part of it. But I do want to get back to the private sector and make some money.”

A hatchback body style joins the lineup Many compact cars compromise style, space and performance in return for a low price, reduced content and exemplary fuel economy. The 10th-generation Honda Civic sedan and coupe deliver the whole enchilada seemingly without compromise or beating too hard on the
list price. Despite being slightly larger in all key areas, the Civic models don’t weigh any more, thanks to lighter materials and components employed in its construction. The redesign has resulted in a sleeker and richer-looking Civic matched by interiors that are quieter due

to improved door sealing and insulation. Engine choices consist of a non-turbo four-cylinder on lower trim levels, while upper-range models get a turbocharged I-4. The Turbo is also standard in the new Civic hatchback that comes on stream for 2017. Both the non-turbo
and turbo power plants are available with a six-speed manual transmission, or optional continuously variable unit (CVT). Regardless of preference, the Civic models have evolved into a kind of anti-compact compact cars that won’t leave you feeling short-changed.

LUNG
OVARIAN
There are two main types of lung cancer: small cell lung cancer and nonsmall lung cancer, which is the most common and slower-growing type. Small cell lung cancer grows quickly and often spreads to distant parts of the body. Lung cancer is the leading cause of death by cancer in both men and women.
There are three main types of ovarian cancer. For each type, the cancer starts in a different type of cell found in the ovaries: • epithelial cell cancer starts in the cells that cover the outer surface of the ovary; • germ cell tumours start in the egg cells within the ovary and generally occur in younger women. Germ cell cancer can even develop in children. • Stromal tumours start in the connective tissue cells that hold the ovary together.

Cancer patients benet from our support Every April, the Canadian Cancer Society (CCS) organizes Daffodil Month, an annual campaign to raise funds and awareness for cancerrelated initiatives. This year, you can show your solidarity with those currently battling cancer by purchasing a daffodil pin or bouquet of freshly cut blooms. In both cases, proceeds from your donation will go towards research, prevention programs, and quality of life care for those in treatment. Every three minutes, someone in Canada is diagnosed with cancer. The disease, which can be blamed for over a quarter of all lives lost in Canada, is the country’s leading cause of death by far. Given this staggering prevalence, nearly all of us know someone who’s undergoing treatment for cancer. Beyond daffodils, there are many ways that we can lend a hand to our friends, family, coworkers and neighbours who are currently ghting against the disease. This
April, in addition to proudly wearing your pin, lend a hand to a person who has cancer by doing any of the following: • Cook them a healthy homemade meal. Make enough so that portions can be frozen and reheated at a later date • Drive them to and from medical appointments • Offer to help with childcare or pet care • Pick up needed items such as prescriptions, groceries or toiletries • Assist with yard work or household chores • Bring small gifts like DVDs, magazines, cozy socks, audiobooks or a simple card • Offer emotional support by simply being present and providing company Your efforts to provide support can make a huge difference. Don’t hesitate to offer your time, an ear ready to listen, or a warm hug to the person in your life who’s ghting cancer.

Stomach cancers can start in the lymphatic tissue (lymphoma), in the stomach’s muscular tissue (sarcoma), or in the tissues that support the organs of the digestive system (gastrointestinal stromal tumours). They are treated in different ways.
Kidney cancer occurs in either of the two kidneys, which are part of the urinary system. The main function of the kidneys is to filter water, impurities and wastes from the blood. There are several types of kidney cancer, the most common being renal cell carcinoma.
Breast cancer starts in the cells of the breast. A cancerous (malignant) tumour is a group of cancer cells that can grow into and destroy nearby tissue. It can also spread (metastasize) to other parts of the body. Breast cancer is the most common invasive cancer in females world-wide. It accounts for 16% of all female cancers and 22.9 of invasive cancers in women. 18.2% of all cancer deaths worldwide, including both males and females are from breast cancer.
Leukemia is a cancer that starts in the stem cells of the bone marrow. Bone marrow, which makes blood cells, is the soft, spongy material that fills the centre of most bones. Leukemia develops when the blood stem cells produce abnormal blood cells. Over time, the leukemia cells crowd out normal blood cells, making it hard for the white blood cells, red blood cells and platelets to do their jobs.
The most common types of skin cancer are squamous cell cancer and basal cell cancer. Both are known as nonmelanoma skin cancer and can usually be treated successfully.

Orthodox Church in their new (old) home We at St. Aidan Orthodox Church have been renting this church and manse from the Ukrainian Catholic Eparchy of New Westminister for the last several years. Their Bishop Ken Nowakowski, treated us very well and it was a very good fit as we both worship in a very similar way, using the Byzantine Liturgy known as St. John Chrysostom’s Liturgy (4th century saint). The church structure, some icon’s, the Altar, etc. were therefore already in place. Thanks in large part to the Christian generosity of Bishop Ken and the Ukrainian Catholic Eparchy of New Westminister, we just purchased the church and house from them (March 31).
The church was called “The Nativity of the Blessed Mother of God” while under the Ukrainian Catholics, and many Cranbrookers will remember their Perogy suppers. If we can attract a few more Ukrainian types back, perhaps we can continue with this tradition! The church is a historic landmark here in Cranbrook , on the busy intersection of 2nd St and 7th Ave. with it’s iconic dome facing 7th. Ave. It was built between 1951 – 53 by the Ukrainian Catholic community. The first service was held there on Palm Sunday 1952 – 65 years ago last Sunday. The small Orthodox community of St. Aidan has been meeting in the church for the last several years and is looking forward to a new chapter in our life as we restore and make the church our permanent home. We are the only Orthodox church in the East Kootenay’s and therefore have parishioners attending from Creston, Kimberly, Fort Steele and even occasionally from Nelson. All services are in English as we have parishioners from many varied ethnic regions from various Orthodox countries such as Ukrainian, Romanian, Eritrean, Russian, but all speak English. The majority of our parishioners are Canadian born with no real ethnic connection to an Orthodox country. They usually just read too much church history in their search for the original Church founded by Christ and His Apostles and discovered the Orthodox Church has an unbroken connection through all of the centuries to the actual Apostles and those who directly followed in their footsteps and came “home” to us.

Our 25th Anniversary Gala Saturday April 22, 2017 6:00 pm

1992 was a very good year. That was the year we saw the Blue Jays win the World Series. Everyone was swooning over the likes of Fabio and Cindy Crawford. We knew that “you can’t handle the truth” and that there is “no crying in baseball”. We shook our booties to “Achy Breaky Heart”, “Baby Got Back” and “I’m Too Sexy”. For many of us, the real highlight of the year occurred on the evening of February 11, 1992, when Key City Theatre opened its doors for the very first time in Cranbrook. A little known singer named Sarah McLachlan christened the space with her haunting melodies. It was an auspicious start and certainly a sign of things to come. Our stage has been shining brightly ever since. Now twenty-five years later as the region’s premier centre for the performing arts, the Key City Theatre is more exciting than ever. To celebrate this milestone, you are invited to join us for Spectacular! Spectacular!, our Gala Celebration, on Saturday April 22. This will certainly be the most talked about event of the decade! The evening will start at 6 p.m. with an “All That Jazz” Red Carpet Reception in the lobby. Groove to the smooth jazz sounds of the Dean Smith Trio while

Burton Thomas Decaire September 6, 1940 - March 24th 2017
Burt Decaire, passed away at his home in Cranbrook on March 24th at the age 76, with his wife DeAnn by his side. Burt will be deeply missed by his wife, his brother Larry, his many friends and by his radio family. Burt was born and raised in Rossland. He began his legendary broadcast career in Trail at CJAT radio in the 60’s. His was a career that spanned 5 decades, and over that period of time he became a household name in the Kootenays. He moved to Cranbrook in late 1971 to assume the position of Sports Director at EK Radio, host the midday show, and handle other announcing duties. He will likely though, be most remembered for his prowess as a hockey broadcaster for the Western International Hockey League’s Cranbrook Royals and Kimberley Dynamiters. He was equally adept at both play by play and colour, and was the anchor of a radio team that broadcast hundreds of games on the EK Radio Network. Included in his broadcast legacy are 3 Allan Cup Final series in the Kootenays. The 73-74, 82-83 Cranbrook Royals, 7778 Kimberley Dynamiters and many a playoff game for the Kootenay International JR. League’s Cranbrook Colts. He met his wife DeAnn on one of the many hockey sojourns to Spokane and they married in 1985. Burt loved all sports, but hockey, boxing, and baseball/fastball were in his “favourite category. He formed and managed the Media Maulers Fastball team which was a member of the Cranbrook Men’s Bush League for 16 years. He took great pride in fielding a competitive team each and every year and made countless numbers of friends not only in the broadcast business, but on the ball diamond as well. He retired from the media in September of 2002, but will be fondly remembered as truly one of the best announcers and greatest characters ever to grace the airwaves in the Kootenays. Burt is pre-deceased by both of his parents. He is survived by wife DeAnn and brother Larry. A funeral service for Burt will be held on Friday, April 21, 2017 at 11:00 am at McPherson Funeral Home in Cranbrook. Donations in honour of Burt may be made to the: East Kootenay S.P.C.A., PO Box 2, Cranbrook, British Columbia, V1C 4H6. Arrangements entrusted to McPherson Funeral Service. Condolences for the family can be offered at: www.mcphersonfh.com
It is with profound sadness we announce the peaceful passing of Nonie surrounded by her loving family after a brief illness. Nonie started her career as a psychiatric nurse, then worked at Tony’s store for many years and finally with the BC Probation program. She received many accolades and awards throughout her life for her contributions to the community including the Canada 125 Medal and the Kimberley Beta Sigma Phi Sorority Woman of the Year. She was very humbled by this recognition. Nonie, along with other great citizens, was instrumental in setting up the Kimberley Helping Hands Food Bank, palliative care at the Kimberley hospital, the Kimberley museum, many fundraisers, and community projects. She was predeceased by the love of her life, Bill Muir Jr. in 2002 and by her sister Phyllis in 2016. Nonie is survived by her five children Joan (Peter), Daune (Sheldon), Bill (Debbie), Linda (Ken), Barb (John) and stepson Bob (Hilda), her 9 grandchildren and 14 great grandchildren as well as many nephews and nieces. Our Mom was a woman like no other. She gave us life, nurtured us, taught us, dressed us, fought for us, held us, shouted at us, kissed us, but most importantly loved us unconditionally. There is nothing more beautiful than someone who goes out of their way to make life beautiful for others, and that was the epitome of Nonie. She lived a life well lived, which is a precious gift in itself. A life well lived leaves a legacy of joy and pride, a living, lasting memory that all our grateful hearts will treasure. She was someone who made the world a brighter and better place for so many. There are not enough words we can say to describe just how important Mom was to us and what a powerful influence she will continue to be in the lives of all those who loved her as dearly as we do. Mom, we love you. A celebration of Nonie’s life will be held in August. In lieu of flowers, please make a donation to Kimberley Helping Hands Food Bank.
