Man fined for tossing smoke out car window Cranbrook RCMP issued a fine under the Wildfire Act Tuesday to a man who tossed a lit cigarette out of his moving vehicle. Police responded to a complaint of a man driving on 14th Avenue in Cranbrook, who apparently tossed a cigarette out of the window of his moving vehicle into dry grass. Witnesses were able to provide a license plate number for an out of province Cadillac. The Cranbrook officer was able to locate the vehicle and issued the driver with a ticket under the Wildfire Act for “Drop Release or Mishandle Burning Substance” which carries a fine of $575. “Cranbrook RCMP would like to stress to the motoring public that with the dry conditions in and around Cranbrook, it might only take that one cigarette being tossed out a window to cause a devastating and life altering wildfire in our area,” police said in a release issued Tuesday afternoon. Graham appointed to RDEK board TREVOR CRAWLEY

With the resignation of Tom Shypitka from Cranbrook city council and the regional district board, Cranbrook has appointed Wes Graham as his RDEK replacement. Graham served as an alternate director on the RDEK board during Shypitka’s term in municipal politics, as the latter recently resigned to focus on his MLA duties as the newly-elected provincial representative serving in the BC legislature.

In addition, Graham will also hold the same seat on the Kootenay East Regional Hospital District Board. Graham, whose appointment was unanimously approved by council on Monday evening, said he volunteered to take on the role with the RDEK after a little prodding from Mayor Lee Pratt. “Being the alternate and covering MLA Shypitka’s absences, it gave me a bit more knowledge around the board table and Lee asked me if I’d

be interested in continuing on and I said yes,” Graham said. Graham was elected to council in the November 2015 municipal elections, however, he also has experience in local politics, serving on Creston council for nine years His time as an alternate has helped him gain an understanding of the full scope of RDEK responsibilities and how the regional governance structure works. “[I want to] focus on issues that affect Cranbrook and how

we can be a part of the solution,” said Graham, “or how the board can work together for better outcomes as we did with recreation and their involvement with Idlewild Park; I think those kind of partnerships are crucial.” Graham joins 14 other municipal directors or electoral area directors from the East Kootenay region at the board table. Councillor Danielle Cardozo was also appointed as Graham’s alternate if he cannot attend a meeting.

Officer appointed for coming by-election TREVOR CRAWLEY

Following the resignation of councillor Tom Shypitka last week, Cranbrook mayor Lee Pratt announced the city will be appointing a Chief Electoral Officer by the beginning of August to coordinate a by-election for the now-vacant seat.

Pratt said the city has a Chief Electoral Officer in mind, with the term officially beginning on Aug. 2. Following that, there is an 80-day period for nominations and a campaign before the vote, which will occur on a Saturday yet to be scheduled, according to the Local Government Act.

Since it is not a municipal election year, a by-election must be held. Under provincial legislation, council has the authority to decide whether or not to hold a by-election if a council seat is vacated after Jan. 1 of an election year. Shypitka resigned in order to focus on his MLA duties,

as he won the Kootenay East riding in the May 9 provincial election for the BC Liberals. Pratt lauded Shypitka’s input at the city council and RDEK table, noting he was a dedicated councillor who did his research on the issues and kept the public’s interest at the forefront.

This year marks the 45th Anniversary of JulyFest in Kimberley and residents are gearing up for another exciting weekend of bocce ball, live music, great food and of course, beer. Event organizer Karen Rempel says there are 180 bocce teams registered, which is just around how many there were last year. “We’re expecting about 5000 people to come out to JulyFest this year,” said Rempel. “That exceeds the numbers from last year.” A few things have changed for this year’s JulyFest including the location and the price of beer. For those who are interested in helping out, JulyFest is always looking for volunteers to help referee the bocce tournament. Suspect leads RCMP on footchase

A 21-year-old Cranbrook man remains in custody after two separate foot chases through the streets of Cranbrook on Monday afternoon. Cranbrook RCMP had been looking for the suspect when an off duty member spotted him near the college. When RCMP attended the area, the man took off along the fence line and police gave chase. He ran through the Steeples school

Police set up containment in the area and began to move in. He noticed police coming in three directions and after stripping off his shirt he took off toward Anderson Crescent.

Police ran after the man and were once again assisted by the public who said he had ran toward Victoria Ave. After RCMP members passed along that information, the suspect was apprehended near the hospital. The man was in custody on charges of Criminal Harassment and Assault, and appeared in courts Tuesday. RCMP

RCMP talk policing contract with city council TREVOR CRAWLEY

Cranbrook city council got the chance to hear from the RCMP and their municipal contracting procedures, as two civilian administrators appeared before municipal representatives at a regular meeting on Monday. Autumn Longley, Senior Financial Manager, Contract Policing, and Syvia Poon, Acting Financial Manager, Municipal Policing, provided information

on policing salaries, costs and budgeting processes to Mayor Lee Pratt and city council. While many communities across the province and the country have their own municipal police force, smaller towns are policed by the RCMP on a contract basis. RCMP policing in communities are supervised by a provincial and national committee with representatives from large and small communities that cover a

variety of policing concerns and priorities. In Cranbrook, policing costs are broken down as 90 per cent paid by the municipality and 10 per cent by the federal government. That ratio applies for communities with a population of 15,000 and up, while cities with a population between 5,000 and 14,999 have a 70/30 per cent funding ratio. The budget is currently forecasted at $4.4 million

this year, with $4.07 million spent to date. Under the cost share agreement, municipalities are required to provide accommodation (office space and garage space to RCMP standards), support staff, prisoner facilities and office furnishings. “There are some items in the agreement that are not subject to the cost-share, so they are paid 100 per cent by the municipality,” said Poon. “That includes

accommodations — your detachment building, administrative staff, prisoner facilities. “There are also items that are not charged to municipalities and those include legal fees, compensation claims and relocation fees. Whenever we’re moving members around, we’re not charging your municipality.” Five year plans are prepared for May, and released 12 months prior

CSCL/Bridge Community Barbecue and Car Wash set for July 25 On Tuesday July 25, Cranbrook Society for Community Living and the Bridge Community Barbecue and Car Wash will be held at the Bridge Interiors (125 Slater Road, Cranbrook) that will run 11am-3pm. The barbecue and car wash are by donation, All proceeds will go to the CSCL’s Summer Recreational Programming, which allows individuals with developmental disabilities in our community to explore the surrounding area, and engage in activities such as rafting, horseback riding, and overnight trips that they wouldn’t otherwise get to experience. The programming will run July 11 - August 25 this year, and participants have already gone mini-golfing, to the Creston wildlife center and the Kootenay Fish Hatchery. Municipalities are kept in the loop with monthly reports on what has been spent to-date and yearend forecasts. Poon broke down how the cost structure works. Salaries account for for 70 per cent of direct costs, as the Cranbrook is staffed with 26 RCMP members. — one staff sergeant, two sergeants, six corporals and 17 constables. Those direct costs include pay, allowances, overtime, information technology, training, vehicles and equipment. Salaries range from the bottom end of $53,100 for constables to the top end of $112,000 for staff sergeants. The last agreement for an RCMP pay structure expired in 2014, however, a new pay package announced last April included retroactive increases, which were not included in the budget. Moving forward, the police are estimating a 2.5 per cent pay increase in budget planning Pension contributions account for much of the indirect costs, but employer contribution rates were lowered from 22.7 per cent to 19.07 per cent, which will go into effect in 2018. Both Poon and Longley said that there could be changes moving ahead given that it looks like the RCMP will be forming a union through Bill C-7, which is set to become law. Following the presentation, queries from mayor and council focused on costs and infrastructure, particularly the detachment building in the downtown area. RCMP facilities are reviewed regularly by staff, however, it’s on a priority basis, said S/Sgt. Hector Lee. “Right now, as far as the priority for new buildings, we are not high up,” he said. “But it’s up to the city what they want to do. If the city wants to go with a new building in the near future, then it’s up to me to facilitate that conversation with headquarters to bring in the provincial minds, the federal minds.”

Since Turkey’s President Recep Tayyib Erdogan re-started the war against Turkey’s Kurds two years ago, they have even taken control of some parts of the Kurdish-majority big cities in the south-east – and bits of them look like Syria’s devastated cities. As for Iraq’s Kurds, it may prove impossible to put them back in the box at all. Thanks to the collapse of the Iraqi army three years ago, when ISIS overran much of the country in a fortnight, the Kurdish Regional Government now rules over all the traditionally Kurdish areas of Iraq. It is effectively an independent country, and it has scheduled a referendum for September to make that official. Iraq’s government will fight that, of course, but unless the United States is willing to bomb the Kurds the way it bombed ISIS, Baghdad is unlikely to win. The Iraqi army couldn’t even have retaken Mosul without the lavish use of US air power. So there’s lots of fighting left to be done, and lots of opportunities yet for the United States and Russia to stumble into a confrontation. Stay tuned. Denis Sproxton keen to guide Ice goalies New goaltending consultant brings wealth of WHL and international experience to Cranbrook club Brad McLeod Sports Editor

There’s no shortage of former goaltenders in the Kootenay Ice front office. With former WHL goaltender and Brandon Wheat Kings goalie coach Matt Cockell at the helm of the franchise, as president and general manager, and co-owner Greg Fettes also having tended goal as a young man, it’s a position that will undoubtedly get a lot of attention. So when the Ice hired a goaltending consultant in early June, there was no doubt that it was someone with considerable chops. Denis Sproxton was their man and he comes with an impressive resume. He spent four years in the WHL from 1987 to 1991, playing for the Prince Albert Raiders and the Swift Current Broncos. After NHL tryouts with the Philadelphia Flyers and the San Jose Sharks, he took over the crease at Acadia University and won a national CIS championship in 1993. Bouncing around the ECHL, Sproxton eventually settled into

being a premier goaltending coach, working with the WHL’s Spokane Chiefs from 2003 to 2011. He was also a part of the Canadian national women’s team that won gold at the 2006 Torino Olympics. It was through his involvement with Hockey Canada that he first met Cockell, ten years ago. “[Matt] happened to phone this summer and knew I was maybe available to get back into doing some goalie coaching and asked if that was something I was interested in,” Sproxton said. “I said, ‘Absolutely, for sure’ […] to have an opportunity with Matt and take this region to a new level [was an opportunity I couldn’t pass up].” Last year, Sproxton worked as a part-time goaltending scout for the NHL expansion Vegas Golden Knights, travelling throughout Alberta and Western Canada providing the franchise with information. While he hopes that job will also continue, he’s most excited about his new challenge with Kootenay. “I’ll basically [be in

Cranbrook for] about a week a month, five days, and try to hit more practices than games,” he said. “During that week, I’ll be focused on the goaltenders that are here and work everything, off the ice, on the ice, physically, mentally [to] improve them as people and improve their game.” Sproxton is located primarily in Red Deer and plans to also catch the team when they’re in town, or in Calgary and Edmonton. “My first priority is the players and hopefully making them better,” he said. “[I’ll] also be providing scouting and maybe pre-scouting games for the coaching staff as they come through Alberta.” Although Sproxton is somewhat familiar with the Ice’s goaltenders, having watched them last season, he admits that he’ll have a steep learning curve heading into camp in August. “[We’ll have to] get accustomed with each other, but that’s part of the process and working together and figuring out how to improve their game is all part of it,” he said.

Denis Sproxton was a part of the coaching staff for the 2008 Memorial Cup champion Spokane Chiefs and the 2006 Olympic gold medal winning Canadian women’s national hockey team. “They’re all good people and good kids [though], so I don’t think it’ll be an issue.” Coming into the 2017-18 season, the Ice’s goaltending pool includes 20-year-old off-season acquisition Mario Petit, 18-yearold sophomore Jakob Walter, and several 16-year-old prospects including Jesse Makaj and Carter Woodside. Sproxton plans to help whoever is in the mix equally, so they’ll be in the best position

they can. “As an 18-year-old or a 17-year-old or a 16-year-old, you want to be the guy in net,” he said. “A big part of my role is providing those steps to get to be the starter. Whether it’s through guidance, or on ice or off ice training or technical training, [we’ll] work together. “[It’s about saying], ‘Hey, you’re going to be that guy, here’s what we need to do together to get you there’, and

hopefully they’ll buy into that and then the competition works itself out.” During training camp, Sproxton said that he will provide his thoughts and feelings, but that the ultimate decision will come down to Cockell and coach James Patrick’s discretion. On a personal level, Sproxton is excited to spend time in the East Kootenay region and believes that the organization has a good

chance to someday return him to the pinnacle of junior hockey that he achieved with the Chiefs in 2008. “I worked with Spokane for ten years and I was always driving through Kootenay and the beautiful region we have here,” he said. “I’ve watched a lot of games over the years in this area, so it’s exciting for me to help this team grow [and] get to the playoffs and eventually, hopefully, win the Memorial Cup.”

U18 KEYSA Rovers win bronze medal at Provincials Rep youth soccer team wraps up fantastic season with third-place finish at year’s final tournament in Vernon

For the Townsman It was an exciting year for the U18 KEYSA Rovers, who recently returned from the BC Provincial Soccer Championship with a bronze medal. The Les Sinnott Memorial ‘B’ Cup was held from July 6 to 9 and capped off a phenomenal season for the Kootenay East Youth Soccer Association rep team. In all four of their previous regular season tournaments throughout the year

— in Kamloops, Nelson, Airdrie and Cranbrook — the team had earned either a silver or gold medal. Many of the U18 team members have been playing together since 2009, making it a sentimental time for the players, coaches and parents as the U18 boys move on from the youth ranks. There were also nine U17 players on the team this year, who were each an incredible addition to the

group. The two age groups had played together at different times in the past, including two years of high school soccer at Mount Baker Secondary, where they competed at the provincial level under coaches Mike Stambulic and Will Burgess. The strong relationships formed between the coaches, players and parents really stood out and was acknowledged on and off the field by game

officials and other teams at the provincial tourney. During a typical game, the character of the Rovers was evident. You would see the boys helping opposing teams’ players off the ground, chatting and laughing

with opposing team members and picking other teams’ litter off the field. Parents meanwhile were running along the sidelines offering water to players and officials, as they played in 35 plus degree temperatures. The Rovers’ cheering parents and families could be heard from far away as they rang bells and shouted out their love for the team, which made the players laugh, have fun and score goals. One BC

soccer representative commented that this team was by far the best Kootenay team he had ever seen at the tournament. Coaches Chris Franklin and Pete Campbell stated at the beginning of the season “we believe this team has what it takes to go all the way” and they were proved right. U12 Bandits win silver medal at home tourney Cranbrook teams competitive at 2017 ‘Slugfest’ as West Kootenay and Calgary clubs earn gold medals Brad McLeod Sports Editor

The Cranbrook Jr. Bandits baseball program hosted a pair of home tournaments over the weekend for U10 and U12 players. Both ‘Slugfest’ competitions were held at Confederation Park from Friday to Sunday afternoon and featured 12 total teams with a Cranbrook representative in each age group. In the U10 tournament, the Bandits earned a 1-2 record in the round-robin play after falling to the West Kootenay Tigers 19-2, the Lethbridge SWLL All Stars 16-10, and then beating the Medicine Hat Crush 14-6.

The single win was good enough for Cranbrook to advance to the bronze medal game where they lost to Medicine Hat AAA 9-4. The tournament was won by the Tigers who beat Lethbridge SWLL 11-9. On the U12 side, the Bandits put up at 2-1 record in the round robin. They kicked off the tournament with an 11-5 loss to Calgary’s Rocky Mountain LL AAA, but then beat Moose Jaw 17-3 and the Medicine Hat Black Aces 11-8. The success booked them a trip to the championship game where they had a rematch against Rocky Mountain. Despite an

impressive late home run, the Bandits ended up winning a silver medal after an 8-5 loss. Cranbrook’s neighbour Kimberley was also represented at the U12 tournament. The Kimberley D-backs exited the round robin stage with a 2-1 record after losing to the eventual Rocky Mountain champs 11-5 but beating Moose Jaw 14-4 and Rocky Mountain LL AA 10-9. In the bronze medal game, the D-backs fell to the Black Aces 7-5 and ended the weekend with a fourth place finish. The Bandits senior ‘A’ team kick off their district tournament in Whitefish, MT this afternoon.

Bull River Shooters hosting National Rifle Silhouette Championships SUBMITTED

The best rifle silhouette shooters in North America will soon descend on Cranbrook to compete in the 2017 Canadian National Championships being hosted by Bull River Shooters Association at their range near Fort Steele. The competition runs from Sunday, July 30th – Saturday, August 5th. Entrants will come from all over Canada, and from places as far away as Texas, Missouri and Mexico. Shooters enjoy the week-long competition to compete against each other; enjoy a reunion of sorts with old friends as well as meet new friends. The sport of metallic silhouette shooting started in Mexico and involves two styles of rifles in both .22LR calibre and high-power (6mm and larger). Participants shoot from an unsupported standing position, and targets are 40 to 100 metres away for .22’s and 200 to 500 meters for high-power rifles. The championships consist of three days of 22LR competition from Sunday to Tuesday, Wednesday as a day off, and then the final three days from Thursday to Saturday are high-power competition. Silhouette shooting is spectator friendly… when the target is hit it often results in a clang of metal and the target goes spinning and flying! Bring some binoculars and a set of hearing protection (really only needed for high power matches). If you enjoy shooting you’ll likely be attracted to the game. PLS COME 2 MTG Dear Annie: I have noticed a shift in common communication skills over the past few years in the workplace that I believe has been caused by texting, and it has quickly become a pet peeve of mine. I work for a large insurance company on the East Coast. I have noticed that work-related emails are becoming less and less professional, to the point where some are so vague that I wonder whether the sender realizes how the end product looks to the receiver. I need to point out that I am a 20-something woman, and I do my fair share of texting. However, when I receive an email from someone in a professional context, I expect to see more than “tks” or “u” or “mtg” in the body of the email. When I see those abbreviated words, I give the emails less importance and am often insulted by them. When did it become accepted practice to slip into what I consider a sloppy style of communication on the job? In my opinion, people are entitled to communicate in any way they please outside the workplace; however, slang-style writing is unacceptable in a professional setting. BUDDEN, Phyllis Carol Mary “Carol” 1950 - 2017

On the afternoon of Wednesday, July 12, 2017, Phyllis “Carol” Mary Budden passed away at the East Kootenay Regional Hospital at the age of 66 years. Carol was born on November 17, 1950 in Ottawa, Ontario to Betty and Gordon Dunn. Carol was always the “life of the party”. She would light up the room when she walked in and she loved to have a good time. She was one who loved to laugh. Carol loved to play poker and she and Guy knew at least 150 people who enjoyed playing as well. Carol will miss her poker games. Carol worked at the customer service desk as Superstore up until September of 2015 when she retired. She was a doting mother to her son Richard. She was always involved in whatever he did be it baseball or hockey and would take on the team mother role often. Carol was famous for organizing fundraisers and being very active in whatever she did. Left to mourn her passing is her beloved husband of almost 48 years, Guy and her son, Richard (Chanelle) and two granddaughters, Madision and Zarah. She leaves behind many nieces, nephews and cousins in Ontario. Carol was predeceased by her parents, Betty and Gordon and one brother, Bob. A private family gathering will be held at a later date. Bonnie, Veronica Harrison died peaceful on Monday July 17,2017 at the age of 82, Bonnie’s life begin in Cranbrook in 1934 and grew up in the Cranbrook area. She was an accomplished athlete participating in many sports. Playing badminton and tennis at a high level all though her life. Bonnie Chlopan met David Harrison in high school on the tennis court. Married in 1958. Moving to the Vancouver area to start her career as a teacher and started her family. Both her and her family continued to play competitive tennis and badminton in Vancouver and Toronto area. Always loving the Kootenays, Bonnie and David moved back to Kimberley 25 years ago. Bonnie was an avid bridge player and played in Kimberley and Cranbrook making and keeping many dear friends over the years. Bonnie was predeceased by her husband David of 57 years and survived by her son Michael (Joanne) of Mississauga, Ontario and Lincoln of Kimberley BC; Tannis of Marysville BC.; granddaughter Samantha and Leigh and great-granddaughter Sofia. Also left are her sisters Maxine Osoyoos BC, Edith Powell River, Etta(Michael) Sunnyside WA, and her brothers Brian((Bev) Kimberley BC and Owen(Betty) White rock, BC and her brother in law Michael(Pat) Harrison. A celebration of life for Bonnie will be held in the GREEN ROOM at Joseph Creek 1901 Willowbrook Drive on Saturday July 22,2017 from 11:00 to 3:00pm. Bonnie always loved a great JOKE, so if you have a JOKE to share, Bonnie would love that as a way to remember her. So ring the bell and share that Joke!!

Edward Oakley

Febuary 27, 1940 July 15, 2017 It is with great sorrow that the family of Edward Oakley announces his passing on Saturday, July 15, 2017 at the age of 77 after a long battle with lung disease. Ed retired from Crestbrook after 42 years as a lumbergrader. Throughout his life he was an avid hunter, fisherman, golfer and loved to get away camping. In his later years Ed joined a Friday afternoon bowling league and enjoyed Saturdays among family and friends at the Royal Canadian Legion. Ed is survived by Carole, his loving wife of 58 years, his children: Donna (Tim) Kubasek, Todd (Elaine), David, and Amy (Randy Cockwell). Five grandchildren: Cody, Kara (Landon), Zach, Meghan and Morgan. His sister, Evelyn Frost, father-in-law: Harold Tengum, sisters-in-law: Sandra (Ed) Todoruk, Cheryll (Brian) Montour and brother-in-law Ray (Debra) Tengum as well as numerous nieces, nephews, great nieces and nephews and great-great nieces and nephews.

Ed was predeceased by his parents, three sisters, two brothers and his mother-in-law. He will be sadly missed by all who knew him. In lieu of flowers, donations may be made to the BC Lung Association.
