Bayshore Home Health strives to make a difference in our client’s lives – every visit, every time.

This guide functions as a useful resource for locals and as an introduction to the community for newcomers. It provides a glimpse into our organization and what our members are involved in. The reasons for living and doing business on the Saanich Peninsula are countless. The setting is visually stunning. The climate accommodates year-round recreational opportunities such as boating, kayaking, hiking and cycling. We have easy access to reliable transportation for goods and people. The setting and lifestyle opportunities are the roots from which our community is growing. We are home to restaurants, farms, arts & culture, technology & manufacturing firms, service industries and tourist attractions. The Saanich Peninsula Chamber of Commerce has been building community in partnership with our members since 1912. The businesses support the growth and maintenance of infrastructure projects as well as providing necessary funding for local sports teams and arts and culture initiatives. These businesses contribute to “community” in many more ways than might be readily apparent. I encourage you to get to know your Chamber members; they are leaders, mentors, trailblazers and visionaries, but perhaps most importantly, they are your neighbours. That may be the understatement of the year as Mayor Finall and only one of the past council were returned to office after a sometimes rancorous history of debate and disagreement. The sitting members of Team North Saanich all Alice Finall lost in their bid for re-election and the only member of that quasi-political party to be elected was a new council member, Jack McClintock. “We had a 54 per cent voter turnout,” said Finall.

Mayors’

Messages Congratulations to our 2017 Crystal Awards Winners North Saanich

Sidney

Central Saanich

Leaving the Victoria International Airport or the Swartz Bay ferry terminal you will have arrived in beautiful North Saanich, the gateway to the Saanich Peninsula and to south Vancouver Island. You will also be entering the safest municipality in British Columbia and the fourth most desirable and livable community in Canada.

Welcome to Sidney by the Sea, the gateway to Vancouver Island and the Gulf Islands. Our beautiful Oceanside community, situated along the shores of Haro Strait, attracts people from around the world to visit, live, work and do business.

Here in Central Saanich we have a rich and diverse community with an exceptional quality of life afforded by wonderful natural places like Centennial Park and deep agricultural roots worthy of the rural setting, all a short distance to downtown Victoria.

Our extensive and varied economic sectors cover a very broad spectrum. We are home to the two largest transportation hubs on Vancouver Island as well as extensive related commercial undertakings. A second sector, government, is represented by the Federal Institute of Ocean Sciences, and the Federal Centre for Plant Health, housing continuing research in their respective fields, as well as the recently constructed Department of National Defence helicopter facility on the airport grounds.

Sidney is a vibrant, growing community with a long-term, community plan that supports business and development. It is perfectly situated as the transportation hub for the Island with Highway 17, the main thoroughfare, running through the community and easy access to the Swartz Bay, BC Ferry Terminal, Washington State Ferry Terminal and Victoria Airport, are all within a 10 minute drive.

The village atmospheres of Brentwood Bay and Saanichton combine with the service oriented approach of the Keating Business Park to create an attractive atmosphere for small and medium sized businesses to locate conveniently on a transportation route between the ferries, Victoria Airport and the heart of the city. We recognize the need for business to thrive is created by having customers in their neighbourhood, while expansion is dependent on customers coming from around the region and beyond.

Contribution to the Community............SeaFirst Insurance Brentwood Bay

Our pedestrian friendly, walkable downtown with its popular, boutique shopping district attracts locals and visitors alike. In addition, we have a dynamic, manufacturing and hightech business community, two prominent industrial areas, and we are home to a large number of marine enterprises featuring a fishing fleet and a working harbour.

As it has in the past Central Saanich remains committed to creating policies that foster an environment that is welcoming for entrepreneurs to create new jobs by developing new and existing industries such as high tech, manufacturing, construction and engineering services. The infrastructure built by the district is well suited to accommodate this objective.

New Business........................................................... Flader Business Centre

Sidney is a vibrant, seaside community that offers an unparalleled lifestyle and a strong, economic future for all generations.

Current businesses such as those in retail, tourism, and agriculture amongst others will be joined by new sectors as we move forward with policies to further enhance the diversity of housing options available to people who wish to live and work on the Peninsula. Strong co-operation with our neighbouring municipalities on the Peninsula will continue to play a vital role in the strength of the community.

With a third of our land area within the provincial Agricultural Land Reserve and additional farming outside that area, it is not surprising that agriculture is a third major economic sector. North Saanich has taken a strong lead in the region in showcasing the economic importance of local food security and food production. Our annual Flavour Trail celebration has now extended up the peninsula with other food and farm festivities over much of the summer and autumn. The organizational efforts of the Capital Region Food and Agricultural Initiative Roundtable have energized that expansion. Our volunteer run farm market makes available the contributions of our farmers and food producers from June to October each year. The location and physical aspects of North Saanich encourage other business activities including marine, high tech and numerous home based businesses. The healthy living aspects of the District are enhanced by our extensive walking trails, beach accesses, viewpoints and significant numbers of large and small parks.

At their first meeting on Jan. 31, 1912, the precursor to the Saanich Peninsula Chamber of Commerce — the Sidney Board of Trade — asked B.C. Electric to route a railway line through Sidney and provide power and light. It was a different time then. “Its streets were unpaved, there were no sidewalks and its citizens lived without the luxury of a water system, sewers or electric lights,” wrote Erin Cardone, an editor of the Peninsula News Review in 2012. Cardone, along with former editor Judy Reimche and Brad Morrison of the Sidney Museum and Archives, pored over a century’s worth of newspapers to celebrate the PNR’s 100th anniversary. We were the Sidney and Islands Review then, and like many Peninsula stories, ours is intertwined with the business community. The character of the Peninsula was shaped by the big industries of the day, but as those industries changed, the area has changed with it. Today, for instance, long-standing agriculture and industry operations are joined by a thriving tourism industry. This guide is a short introduction to the Peninsula and what it has to offer.

An Introduction... to the Saanich Peninsula

The Saanich Peninsula is home to the communities of North Saanich, Sidney, and Central Saanich, as well as northern portions of Saanich (Royal Oak) and northern and eastern portions of the Highlands. It’s also the historical homeland of four Coast Salish First Nations bands: Tseycum, Tsawout, Tsartlip and Paquachin. It follows that the region is rich in archaeological sites. The region lies in the rain shadow of the Vancouver Island mountain range and Washington’s Olympic Peninsula mountain range, and offers the sunniest and driest conditions on Vancouver Island – although it’s wise to carry an umbrella between November and April!

INDUSTRY In the early 20th century, Sidney was home to a cannery, a sawmill, a rubber and roofing company and a fish plant. In 1919, the Board of Trade was pushing for Sidney to

be incorporated as a village, which finally happened in 1952. By the 1960s, it was being transformed into housing, storefronts and other businesses. The Town is now in the midst of another transformation, with four or five storey complexes with retail/residential mixes springing up. However, industry lives on near the Victoria International Airport, where aircraft and boat-building, metal fabrication, plastics and high-tech industry are still big business. The Harbour Road Marine Business Park in Tsehum Harbour has marine suppliers, a fullservice marina and custom boat building and repair. Several high-profile companies benefit from close proximity to the airport. For instance, Viking Air produces and maintains de Havilland aviation products for both domestic and international customers. VIH Aviation Group, comprised of a variety of companies and divisions, operates a fleet of helicopters and a major helicopter repair and overhaul centre as well as charter services and a fixed-wing corporate jet charter business — all for customers throughout the world. Victoria Air Maintenance Ltd. has long been recognized as one of North America’s leading aircraft restoration and heavy maintenance facilities. Pacific Coastal Airlines connects to more destinations in B.C. than any other airline. Pacific Sky Aviation and the Victoria Flying Club round out the aviation sector with their flight training and charter services.

The proximity to the ocean is also a boon for marine science and technology. The Institute of Ocean Sciences employs over 250 scientists and researchers, and it is also home to the Pacific Geoscience Centre, which monitors earthquakes. Close by, Ocean Networks Canada collects 280 GB of scientific data per day with sensors all along the BC coast, and the Canadian Scientific Submersible Facility operates the machinery to get those sensors onto the sea floor.

Victoria’s

SECRET GARDEN

In Central Saanich, the Keating Business District currently supports over 3,100 jobs in industry. Sherwood Marine Centre and Keating Mini Storage are some examples of the manufacturing, transportation and construction businesses — and it is not done growing. The District of Central Saanich believes nearly 3,500 more jobs could be generated by that area over the next 25 years. Other than industry mainstays, the area supports a wide variety of businesses beyond manufacturing and construction. Category 12 Brewing opened in late 2014, perhaps a sign of things to come. Nearby, Quester Tangent develops customized products for trains in over 40 countries.

At the Sean Heights Business Park, Level Ground Trading recently opened their latest roasting and packing facility. Inside, the facility is larger than their old home and designed for public tours. The warehouse is bathed in natural light, with windows into their roasting facility. They will open a tasting room in the summer with views of the Peninsula.

TOURISM AND RETAIL Tourism is now a mainstay on the Peninsula, with the ocean just a few minutes away, but it can trace its roots to at least 1891, when the Sidney Hotel first opened. Now known as the Sidney Waterfront Inn and Suites, they have since expanded into the Cannery Building in 2005 to increase their space. They are joined by a variety of hotels, motels, B&Bs and campgrounds that cater to all budgets and tastes. Next to industry, tourism is the biggest economic driver and employer on the Saanich Peninsula. As home to the world-renowned Butchart Gardens, the most famous attraction west of Niagara Falls, the peninsula draws visitors annually from around the globe.

Just up the road, Butterfly Gardens in Brentwood Bay offers colourful displays of live butterflies and tropical birds. Farther south on the Peninsula is the Horticulture Centre of the Pacific, home to Glendale Gardens, where visitors can stroll amongst over 10,000 plant species. In Sidney, the Shaw Centre for the Salish Sea is home to 160 species of marine life, a marine mammal artifact exhibit, and a unique Coast Salish art collection. Opened in 2009, the centre has earned its reputation as the best place in the region to learn about and enjoy the natural world beneath the surface of the sea. Sidney Mineral World and the Scratch Patch is Western Canada’s leading gemstone store and tourist attraction. It boasts a unique retail experience, an interpretive centre, and an adventure of gemstones, shells and gold panning. Vendors also bring their wares to many summer markets, like the Sidney Street Market, where over 150 vendors take over Beacon Avenue every Thursday night from

In North and Central Saanich, farms large and small take advantage of the good soil and air. Farms are in operation all year long on the Peninsula. In early February, the daffodils start to bloom. In early April, the Peninsula’s sweet black soil gives up the first tender vegetables of the season. Strong green shoots, lined up smartly in gently furrowed fields, hold the promise of what’s to come. Plump, red June strawberries are a favourite at farmers’ markets in North and Central Saanich and at the Sidney Street Market. There are ripe raspberries and blueberries, too, and the fields at Victoria Lavender Farm are bursting with colour and fragrance by June’s end.

LIFESTYLE Living on the Peninsula has its perks. Victoria International Airport and Swartz Bay Ferry Terminal serve as the gateway to the rest of Canada and the rest of the world. The Anacortes ferry terminal, also in Sidney, is the only international stop for the Washington State Ferries and for nine months of the year takes passengers on a gorgeous trip to Friday Harbour and Orcas Island and on to Anacortes.
