He officially launched the petition campaign on Tuesday, and has until July 5 to collect signatures from 10 per cent of registered voters in all of B.C.’s 85 ridings. If he collects enough names, the question of HST could go to a referendum. “We need 10 per cent of every constituency, but we’re targeting 15 per cent,” Vander Zalm says. Jake Fry, one of the original founders of Smallworks Studios and Laneway Housing Inc., now operates the Metro Vancouver company. His desire in starting Smallworks was to “build sustainable, attractive, modest size, family homes built to an exceptional standard.” Fry used to live in a small attic that overlooked an ivy-covered coach house. “I liked living in that flat for no other reason than it was always so inviting to look at the little Edwardian home and its courtyard,” he says. Working as a finishing carpenter for a builder of large expensive homes, the thought of that old Edwardian coach house and the lifestyle it represented grew larger in Fry’s mind. In 2005, Fry started Smallworks and worked with the City of Vancouver and other surrounding municipalities to develop zoning bylaws that would allow the construction of laneway houses. The timing was right as municipalities were starting to look at ways of housing an increasing population without disrupting established neighbourhoods. An equal incentive was the growing pressure to find new ecologically based solutions. Two and half years ago, as part of the Vancouver City election campaign, the Eco Density Initiative was launched and laneway housing was part of the plan. But what about actually living in a laneway home? Are laneway housing tenants going to feel like they are living in a tiny shoebox? The answer is a resounding ‘no’; the inte-

riors of these homes are well-designed, with high ceilings and every square inch of space maximized. Equally important is what designers call negative space, which is space left open and unused, and gives a feeling of openness and freshness. The relationship of the home to the outdoor space is also maximized with large windows and patio doors flooding the home with light. Fry and his team worked with architects to design four houses that would fit within the Vancouver bylaws. “We have standard models that can be personalized and made unique – some are smaller and can be added to, and still be within what the bylaw allows regarding square footage,” he says. The current bylaw allows a total of 750 square feet, which must include the 250-sq.-ft. garage. As the property gets wider, the laneway home can get larger, but never greater than 750 sq. ft. of interior living space (plus the garage). Standard models, from design to completion, cost around $225,000 to $235,000 to build, Fry notes. One of the services Smallworks provides

is working with the homeowner through the whole process, from planning to permit to completion. “We take you to bringing in the groceries,” Fry says. Colin Lawrence, a mortgage development manager with VanCity Credit Union, says the financial institution was working with Smallworks well before Vancouver passed the bylaw to allow laneway housing construction. “VanCity has been a big supporter of the laneway housing concept for a few years. It fits in with our whole philosophy and is very close to our hearts because we are big proponents of affordable housing,” Lawrence says. Laneway housing can be useful in several ways, from seniors’ housing to the potential for lower-cost housing, to being an ecological solution for higher-density property use, he adds. “We usually put together a separate mortgage, especially if their plan is to rent the home, because the homeowner can deduct the interest expense from income. The charge is against the whole property but this way it is easier to track.”
