FEI CSI3*-W JUMPER DIVISION SPECIFICATIONS Entries must be made by the Athlete’s Federation through the FEI Entry System. In addition, entries for the FEI Division must be on the FEI Entry Blank. Please refer to the official FEI Definite Schedule for fees, rules and regulations regarding the FEI Division. FEI DIVISION ENTRY FEE - $750 USD/horse and includes one horse stall and two stall mats. Hay, Feed, and Shavings are not included. FEI Tack Stalls are available for $350 each. Riders may nominate a total of three horses for the FEI Jumper Division: FEI Familiarization & Class 1 – 3 horses/athlete; Class 2 & 3 – 2 horses/athlete; Class 4 – 1 horse/athlete. 2019 Las Vegas National Feature USEF Jumper Class Specifications JUMPER COURSES: Time allowed calculated using 350 meters/min unless otherwise indicated on course map. Management reserves the right to change tables in all jumper classes with adequate notice to exhibitors – see time schedule for specific table/format. SCHOOLING: Flat Schooling, South Point Arena, 9am – 1pm, Monday, Nov. 11; for all additional information refer to the official schooling schedule posted at the Horse Show Office. No Poling or Offsets allowed. ELIGIBILITY: Competition #30 & the AON/USHJA National Championships requires pre-qualification; See individual specifications for further clarification. All other competitions are Open to All. ORDERS OF GO/SCHEDULING: All competitions that require pre-qualification must be declared according to specific competition deadlines. For all other competitions, unless otherwise specified, will be ordered using a computer draw randomly ordered; all declarations must be made by 5pm (or ½ hour after the last class, whichever occurs first) the day prior to each competition. Orders of Go can be found at the Horse Show Office, online at showpark.com and on the Blenheim EquiSports app. NOMINATION FEE: All entries competing in Classes 30, 35, 36, & 37 are required to pay a one-time fee of $75.00 TACK (Per JP 111): Martingales – When used in a conventional manner, No restrictions for classes offered at 1.30m or below; only running martingales permitted for all classes above 1.30m. Draw Reins/German Martingales may only be used when schooling or in classes with no prize money that are offered at 1.20m or below. Ponies may not be ridden by a Junior rider in draw reins or German martingales at any time. No other head set devices (chambon, etc.) are permitted in any class. Boots – The total maximum weight of equipment allowed to be added to a Horse’s leg, front or hind (single or multiple boots, fetlock rings, etc), is 500 grams or 17.637 ounces (shoe excluded). Failure to comply will incur disqualification. ATTIRE (Per JP 111): ALL Grand Prix & Classics: “Formal”; South Point Arena and Priefert Pavilion: “Proper” for all classes unless otherwise stated: Riding jackets of any color required; Light colored breeches required; Shirts, light in color, must be tucked in and fastened at the top of the neck; Ties or chokers of any color must be worn (unless the shirt, by design, has the choker built in for its intended use); Boots required, half chaps with matching paddock boots permitted. AWARDS: Unless otherwise specified, the Top 12 will be required to ride for awards for all competitions. CLASS #30 - $30,000 MARKEL INSURANCE 1.45M JUMPER SERIES FINAL: Thursday, November 14, 2019; $30,000 purse plus add back from qualifiers – see showpark.com for program details. ENTRY & ELIGIBILTY: Entry Fee: $600; Open to the top 25 riders from the 2019 Markel Insurance Jumper Series Qualifiers. This class MUST be entered by the Closing Date of Entries, Oct. 7th. To be eligible for Class #30, horses must be on the show grounds for the 24 hours prior to Class #30. Poling and the use of offsets will not be permitted for any jumpers on the show grounds. Class #30 does not count for Computer List points. FORMAT: To be scored under Table II, Sec. 2(a); Speed: 375 meters per minute. Each competitor will jump one round over a course of approximately 12 to 15 jumps to be held at the American Standard. The first round and first jump-off, if any, are decided by adding together the penalties incurred over the course and any penalties for exceeding the time allowed to complete the course. In the event of equality of penalties after the initial round, for first place only, there will be one jump-off in which time will decide. In ties other than first place, competitors are placed according to their penalties and time in the first round. ORDER OF GO: The Order of go for the Markel Finals will be reverse order of standings. 2019 Las Vegas National Feature Equitation Class Specifications WEST COAST EQUESTRIAN (WCE) JR/AM MEDAL FINALS Judges: Scott Hofstetter & Jimmy Torano CLASS #50 WCE WARM UP: Entry Fee: $55 – Deadline to Enter is October 10, 2019 ELIGIBILITY & FORMAT: Open only to WCE Medal Final Riders who are qualified and entered in this year’s final. These riders may ride multiple horses in the warm-up class, but only one (1) in the medal final. The warmup class will be judged as a 1.10m jumper class, Table II. A second refusal will eliminate. RIDER/TRAINER MEETING: IMMEDIATELY FOLLOWING THE WARMUP, there will be a rider/trainer meeting with the technical delegate, the judges if available, and a designated management representative, during which questions may be asked about the parameters and expectations of the class. The draw will be held at this meeting. The meeting will be held on the South Point Arena Concourse behind the VIP Cinch Saloon. CLASS #51 WCE JR/AM MEDAL FINALS: Entry Fee: $150 – Deadline to Enter is October 10, 2019 ELIGIBILITY: Open to riders who have accrued at least six (6) points in WCE Medal Jr/Am qualifying classes since the preceding final. Previous winners of the medal final are not eligible. All riders qualifying in competitions held after the closing date will not incur late entry fee penalties; however, those newly qualified riders must be declared by 5pm, Tuesday, November 12th to gain entry into the class and must have all stall reservations in by closing date of entries. JUDGING: A minimum of two USEF licensed equitation judges, sitting apart, will be used for each round. Each class will be judged under the current rules and standards of the USEF equitation division with the exception that competitors will be eliminated upon the second refusal. Four (4) points will be deducted for the first and second knockdowns on course and one (1) point will be deducted for each additional rail. One (1) penalty point will be deducted for every four commenced seconds over the time allowed. Judges are asked to walk each course and where there are striding options the judges are asked not to penalize any option that might be used to achieve the best result appropriate to the individual horse/rider combination. The judges will evaluate the rider’s ability as a show jumping rider, and the manner in which the course was ridden regarding technical merit, judgment, and the execution of an efficient, time saving pace and track in meeting the specific challenges incorporated into the course by the designer. The two judge’s scores will be averaged and then the deductions (Time and Rails) will be taken from the total score. The scores will be announced after rounds 1 and 2 only. FORMAT: All riders will compete in Rounds 1 and 2. The top 10 riders after the first two rounds will compete in Round 3 based on their summed scores from each round. The summed scores from Rounds 1 and 2 will be carried into Round 3. The score from Round 3 will be added to their scores from rounds 1 and 2 to produce an overall score. There will be no further rounds or work offs after Round 3. The judges will sit together during round 3 and the scores will not be announced. Round 1 will be judged under a modified power and speed format (Table II, sec 2(d), with no time allowed for the power phase and a 375 meters/min, (350 meters/min if arena is less than 180'x300'), time allowed for the speed phase. Horses will continue on to the speed phase regardless of knockdowns or a refusal. Round 2 will be judged under Table II course that will include at least one double and one triple combination (or three doubles), as well as a liverpool, and a time allowed based on a time of 350 m/m. Round 3 will be judged over a Table II, Sec.1 course (speed type course) with a time allowed based on a speed of 375 m/m. (350 meters/min, if arena is less than 180'x300'). COURSES: Courses throughout the final will consist of advanced equitation/jumper type fences 1.10m (3'7") in height, with spreads from 1.10m to 1.25m (3'7" to 4'1"). A plank may not be the top element of any obstacle. Natural fences, a Liverpool, and a small water jump may be included at the course designer’s discretion. TIME & TIME PENALTIES: Time allowed is an important factor in this class and it may only be changed by the course designer and the judge and only if he thinks a gross error was made in his original calculation. Additionally, the time allowed may only be adjusted once during the early rounds of a given competition, never later than after the third competitor to complete the course without a disobedience or if any of the first three take more than 45 seconds to cross the start line. Only one (1) point will be subtracted from the rider’s score for every four commenced-second taken over the time allowed. This deduction, if any, will be announced after each round where it occurs.
HORSE & EQUIPMENT: Stallions are allowed per USEF jumper division rules. A jumper type horse with jumper equipment is allowed and will not be penalized. No draw reins or German martingales allowed. However, standing and running martingales are permitted. JOG: At a designated time after the warm up and prior to round 1 all medal final exhibitors will be required to jog their horses for soundness in front of the show steward, TD and Veterinarian – see horseshow office for scheduling. TIES: Ties for any place in Rounds 1 and 2 will be broken by Judge 1’s score. The third round will include the top 10 riders, if there is a tie for the 10th spot all tied riders will compete in Round 3. Ties for the overall placing, if any, will be broken by the score taken in round 3, with the faster time receiving the higher placing. START ORDER: Round 1 will be drawn. Round 2 will be reverse order from Round 1. Round 3 will be low score to high score from the sum of the first two rounds. SCHOOLING ROUNDS: USEF Jumper schooling rules will be followed for all phases of this final. Starting 30-minutes before each round, riders may not school for this class in any ring other than the designated warm-up. AWARDS: After Rounds 1 and 2 riders will receive ribbons through 10th place. After Round 3 the top ten (10) riders overall will receive awards. Special awards for riders and their trainers will go to the highest placing rider from each age break (junior or amateur), if both juniors and amateurs place within the top ten (10) overall. SUBSTITUTIONS: The same horse must be ridden through all phases of the competition. However, in the event of illness or injury of the horse, a rider may petition to ride a substitute horse. This substitution must be approved by a committee consisting of the show manager (or designated representative), the technical delegate, and the official veterinarian who has in fact examined the horse and determined its unsuitability to continue. SPECIAL CONDITION: If a competitor or trainer wishes to discuss any part of the WCE Finals with a judge or the course designer, the technical delegate or a show steward must also be present. PROTESTS: A protest must be made in writing within one half hour of the class or the situation being protested and handed to one of the following: the technical delegate, a show steward, or the show manager. A committee, consisting of the technical delegate, a show steward, and a representative of show management, will be convened as soon as feasible to rule on the protest. This committee will be the sole arbiter of the protest and its decision will be final without further recourse of any kind.

AON/USHJA National Championship Specifications HUNTER/JUMPER SECTION AWARDS IN EACH HUNTER SECTION Champion & Reserve Champion will be awarded to the two of the four horses acquiring the most points over fences; the first round of the separate two round Classic for each section will also count in calculation of the section championship for each section. Hunter Classics that are combined will have points applied to the section in which the horse competed. In addition, only these four horses will receive full points for under saddle classes. Points to determine awards are as follows: 10, 6, 4, 2, 1 & ½. All horses and riders are eligible for Zone HOTY points regardless of whether the owner or rider resides within the Zone where the USHJA National Championship is held. HUNTER CLASSICS will count for normal points per the chart in GR1131.5 & .6 and will not be awarded Hunter Classic bonus points. All horses will jog after the first round of the Classics. The first round of the separate two round Classic for each section will also count in the calculation of the section championship for each section. IN EACH JUMPER SECTION, Champion and Reserve Champion will be awarded to the two horses receiving the most points in their respective sections. Championships are determined using 10, 6, 4, 2, 1, ½ for the first two classes in each section, the Grand Prix in each section will be considered a BONUS CLASS and pointed 15, 9, 6, 3, 2 & 1, for purposes of calculating Champions and Reserve Champions. QUALIFYING INFORMATION Qualifying: Qualifying for the Championships differs based on the division for which you wish to qualify. All entrants, for all sections, must pre-enter the competition with a nonrefundable $50 application fee by Sept. 13. Entry: Entries may be submitted electronically or by mail. If by mail, entries must be postmarked before midnight EST on the date shown above. Should an entry bear both a postage meter date and postmark by the Post Office Department, the Post Office date will be considered the effective date of mailing. Should an entry bear a postage meter date and no Post Office Department postmark, the metered date shall be valid only if received within seven days of the date shown. Entries sent via courier service must be entered into the courier’s system by the courier’s representative before midnight on the date shown above to be considered on time. A date and/or time entered on the waybill by the sender is not considered the official date/time of sending. Dropping the entries into a courier pickup box does not constitute “postmark” until entered into the courier’s system by their representative. Late entries (after closing date) will be accepted. However, all late entries will be placed at the bottom of the wait list regardless of points and will not be considered until all on time entries have been exhausted, regardless of zone. Qualifying List: Qualifying lists will be made available after entries close September 13. Note that qualifying lists are based on points earned from competitions with a start date from Dec. 1, 2018, to Sept. 13, 2019. Because the USHJA uses USEF point totals for the qualifying period, we urge you to send your entries early. Please ensure that your points are correct with USEF. There is no need to send lists unless there is a pending discrepancy with USEF. All point discrepancies between your total and USEF total will be resolved through USEF before acceptances are issued. Do not send USEF printouts. For qualifying for all Hunter and Jumper sections, once USHJA Zone points list are exhausted, National standings will be used on a first come first serve basis. Ties will be broken by entry postmark date. o If there are not enough entries through the zone qualifying process, entered horses will be accepted by total highest national points accumulated during the qualifying period regardless of zone. If a section doesn’t have a national standings list, the zone points will be compiled into a nationally ranked list. o For the Jr. Hunter 3’6” sections (Small 15 & under, Small 16-17, Large 15 & under, Large 16-17) one horse will be accepted for each section from each Zone (ranked in the top 10), based on points accumulated during the qualifying period from Dec. 1, 2018, to Sept. 13, 2019) will be accepted. Each USHJA Affiliate Member Organization may recommend three horse and rider combinations per section in order of preference with one horse and rider combination per affiliate per section guaranteed acceptance. A second or third horse will be accepted from each affiliate per section as space allows. Each Affiliate will choose their own procedures to qualify the entrants they deem are most qualified to compete and represent their affiliate at the National Championships. Qualifications for the USEF/USHJA National Jumper Championships Eligibility Requirements 1. A horse is eligible to compete in only one jumper height section at the USHJA National Championship. 2. Athletes may compete in multiple height sections for which they are eligible. 3. Foreign athletes may compete in the USEF/USHJA National Jumper Championships provided they are domiciled in the United States. 4. Athletes competing in the 1.00m section may not have competed in a class with fence heights over 1.15m within the current qualifying period through the conclusion of the USHJA National Championships. 5. Athletes competing in the 1.10/1.15m section may not have competed in a class with fence heights over 1.25m within the current qualifying period through the conclusion of the USHJA National Championships. 6. Athletes competing in the 1.20/1.25m section may not have competed in a class with fence heights over 1.35m within the current qualifying period through the conclusion of the USHJA National Championship. 7. Athlete/Horse combinations competing in the 1.30/1.35m section may not have competed in a class with fence heights over 1.45m within the current qualifying period through the conclusion of the USHJA National Championships. Substitutions: For sections based on athlete/horse combination qualification: If a horse is unable to compete, the athlete may substitute another horse only if the substitute horse is eligible to compete in the respective section and has earned points/money equal to or more than the last placed horse on the standings list cutoff. 1.10m/1.15m Children’s and Adult, 1.20m/1.25m Junior/Amateur, 1.30/1.35m Junior/Amateur Jumper Sections 1. An athlete may only compete on one horse per height section. 2. Athletes wishing to be considered for qualification to the USEF/USHJA National Jumper Championships must pre-enter with a $50 application fee to declare their intent to compete by September 13, 2019 regardless of their qualification status. 3. Thirty (30) athletes will be accepted per section, using the qualification methods outlined below: a. The Individual Medalists (gold, silver, bronze) from each section of the Zone Jumper Team Championships will be accepted for the section in which they are a medalist. (For any Zone Jumper Team Championships held after the USHJA National Championship declaration deadline, please see Number 4 below). b. One athlete from each zone will be accepted from the USHJA Zone (HOTY) Standings List. Athletes must be within the top ten (10) on their USHJA Zone (HOTY) Standings list to be considered. c. Remaining athletes will be accepted by total highest national points. Qualifying lists are based on points/money won from December 1, 2018 through September 13, 2019. d. For sections based on athlete only qualification; athletes must have earned minimum of 20 points/money won in their respective section to be eligible. For sections based on athlete/horse combination qualification (1.30/1.35m); the athlete/horse combination must have earned a minimum of 20 points/money won in their respective section to be eligible.
4. Qualification for athletes whose Zone Jumper Team Championships are held after the National Championship Application Deadline a. Any rider wishing to be considered for the USHJA National Championship must pre-enter with a $50 application fee to declare their intent to compete by September 13, 2019 regardless of their qualification status. b. From the Zone Jumper Team Championships, the top three Overall Individual athletes (gold, silver, bronze) in each section will be accepted and must compete in the same section at the USHJA National Championship.
c. If there are no declarations from athletes finishing first, second, or third (gold, silver, or bronze) in each section in the Overall Individual competitions of the Zone Jumper Team Championships, the next highest placed Overall Individual athlete through tenth (10th) place who is properly declared will be accepted. A maximum of three (3) declared athletes will be accepted. d. For Zone Jumper Team Championships held after the National Championship application deadline, the Zone Standings List will not be utilized. e. Eligible athletes must declare their intent to compete in the National Championship to the USHJA Representative on site, no more than one hour after the conclusion of their section’s Individual Final. The top three athletes from the 1.20m and 1.30m Zone (HOTY) Standings Lists through tenth (10th) will be accepted. b. If there are fewer than three entries from the Zone (HOTY) Standings List, athletes will be accepted by the total money won accrued during the qualifying period from the National List regardless of Zone. 5. The qualifying period for the Zone (HOTY) Standings List and National list. List is December 1, 2018 through September 13, 2019. 6. Money won by an athlete in Five-Year-Old jumper classes held with fence heights at 1.20m will count toward the 1.20m Open Jumper Standings Lists. Money won by an athlete in Six-Year-Old jumper classes held with fence heights at 1.30m will count toward the 1.30m Open Jumper Standings Lists. Money won by an athlete in SevenYear-Old jumper classes with fence heights held at 1.30m or 1.35m will count toward the 1.30m Open Jumper Standings Lists. 7. Qualification for the 1.40m Open Jumper Section: a. The Individual Medalists (gold, silver, bronze) from the Platinum Jumper Championships will be accepted into the 1.40m Open Jumper section. b. If there are fewer than three entries from the Individual Medalists, the remaining athletes will be accepted from the USHJA Show Jumping Rider Ranking List. Athletes must have a minimum of 250 points/money won to be eligible. c. Qualifying lists are based on money won/points from December 1, 2018 through September 13, 2019.
d. Qualification for athletes whose Platinum Jumper Championships take place after the National Championship Application Deadline: i. Any rider wishing to be considered for the USHJA National Championship must declare their intent by pre-entering with a $50 application fee by normal/regular stated deadlines. ii. From the Platinum Jumper Championships, the top three Overall Individual athletes (gold, silver, bronze) in each section will be accepted into the 1.40m Open Jumper section at the USHJA National Championship. iii. If there are no declarations from athletes finishing first, second, or third (gold, silver, or bronze) in the Overall Individual competitions of the Platinum Jumper Championships, the next highest placed Overall Individual athlete through tenth (10th) place who is properly declared will be accepted. A maximum of three (3) declared athletes will be accepted. iv. Platinum Jumper Championships held after National Championship application deadline, the Zone HOTY Standings List, will not be utilized. v. Rules & General Information EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT US EQUESTRIAN FEDERATION RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH USEF Membership Statement: The 2019 Las Vegas National CSI 3*-W Horse Show / AON USHJA National Championships are covered by the rules and specifications of the current USEF Rule Book (GR901.9) and will be conducted and judged in accordance therewith. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. ENTRY PROCEDURE – THE LAS VEGAS NATIONAL CSI3*-W: Closing Date of Entries & Stall Reservations: October 10th, 2019 All exhibitor/horse information, class information, stall reservations, and stall fees are due by 5:00pm on the Closing Date (October 10th, 2019) and MUST include the following to be considered “on time” & “received”: Stall payment; $50 Entry Deposit; ALL horse, rider, trainer, and owner information, including a valid social security number assigned to the payee for all prize money collected; Signatures by all responsible parties. All entry and stall reservations are accepted via mail or via fax and must include both sides of the entry blank; entry blanks displaying only the front page will not be accepted. Upon arrival at the competition, in order to compete, all competitors or their agents must obtain the official show number at the show office; show numbers will not be issued until all information required is obtained and a signed open check or valid credit card is on file with the show office. Payment procedure as follows: • Credit Cards – All Credit Card transactions will be processed according to the standard published rates listed in the Retail Price List - available by request or online at showpark.com. Those rates do not reflect the 3% discount received if paying by cash, check or money order. If paying by credit card, upon receipt of the entry blank, Horse Show Management will charge the credit card for the Competition deposit fees and stall fees. Credit cards shall be presented to Horse Show Management in the office before or at the time of close out. If such card is not presented or an alternative method of payment is not made, Rider/ Trainer/Owner agrees that Horse Show Management is authorized to charge the credit card pursuant to the information contained in the entry blank at the conclusion of the Competition. • Cash, Check, Money Order Payments – The rates in this Prize List reflect the 3% discount received if paying by cash, check or money order. If paying by check, cash, or money order please submit the required payment, made payable to BES, with a complete entry blank for each showing or non-showing entry, on or by the published Closing Date.
2. ADDITIONAL NON-USEF/USHJA REQUIRED PER COMPETITION FEES: • Late Entry Fees: If space permits, once accepted, all post-entries will be accessed a late entry fee of $50/competition. A post entry is an entry received after the closing date/competition through 5:00pm the Sunday prior to the competition week in question. • Each entry has a Facility Fee of $50/competition and is included in Stall Fee – NO HAUL-ins will be accepted for this show • Each entry has a $25 office fee • Stall Door Removal - $100/stall • Illegal Dumping - $100/infraction. 3. ENTRIES CLOSE: Unless otherwise specified, all entries for The 2019 Las Vegas National Horse Show close October 10, 2019; Classes 30 and 51 are qualifying competitions - see body of prize list for further qualification criteria. All entries for the 2019 AON/USHJA National Championships close September 13, 2019. See specs online at ushja.org for additional information. POST ENTRIES: Unless otherwise specified in individual class specifications, ALL entries must be made by the Closing Date of entries. IF SPACE ALLOWS, individual classes (LVN Classes 10, 11, 12, 13, 14, 15, 16, 20 – 25, 35, 36, 37, & 75) may be entered after the closing date (but prior to the start of the show) for an additional fee of $50/entry or $75.00/entry for any entry accepted during the week of the show. ALL classes must be entered by 5pm the day prior to being scheduled - NO entries will be accepted for a class scheduled on that same day unless approved by Management & should space allow. Horses and/or riders who compete in a class without entering will be charged a $50 penalty plus twice the regular entry fee. 5. REFUNDS: Unless otherwise specified, on or before the closing day of entries, full refunds will be given. LVN: After October 10, 2019 STALL FEES WILL NOT BE REFUNDED; all class fees will be refunded minus a $50 scratch fee. AON/USHJA Championship entries: After October 10, 2019 STALL FEES AND THE 50% ENTRY FEE DEPOSIT IS NONREFUNDABLE. Should management have to cancel competitions/classes/divisions that cannot be rescheduled due to inclement weather and/or any other emergency or unforeseen situation there are no refunds on entry & stall fees & of any other fees of any kind. 6. SUBSTITUTIONS: LVN entries: After the Closing Date of October 10, 2019, with a vet’s certificate, a new Hunter or Jumper horse may be substituted for a scratched horse, however for all qualification classes all new horses must meet the qualification criteria before being accepted. For all Equitation entries, horse substitutions are allowed up to 5pm prior to the competition in question. For each accepted substitution there is a $25 office charge. AON/USHJA Championship entries: See Substitution in official Championship Specifications 7. SCRATCHES: LVN entries: For classes 10, 11, 12, 13, 14, 15, 16, 20 – 25, 35, 36, 37, 50, 51, & 75 may be scratched prior to the start; should scratching result in an entry failing to compete in the show a $50 scratch fee applies; See #4 & #5 for additional detail. 8. ADD BACKS: In classes with add backs, prize money is computed from the number of horses that actually show. 9. PRIZE MONEY: Prize money checks will be made payable to the owner listed on the entry blank and will be mailed within 30 days of the conclusion of the show. NO PRIZE MONEY WILL BE MAILED UNLESS THE OWNER’S SOCIAL SECURITY NUMBER AND COMPLETE ADDRESS IS LISTED ON THE ENTRY BLANK. Prize money won by foreign competitors: Be advised that the U.S. Internal Revenue Service requires sporting events to withhold 30% of prize money won in the United States. Foreign competitors should apply for a U.S. Social Security number and will be asked to complete form 8283 or complete a W-8 Certificate of Foreign Status form. 10. MANAGEMENT: The Horse Show Management reserves the right to itself to interpret all questions and conditions in regard to or arising out of or incident to the show without claims for damages or recourse of any kind. All questions not covered in these rules and regulations shall be decided by the Horse Show Management and their decision is final.
The Horse Show Management reserves to itself the right to refuse, accept conditionally, or to cancel any entries, disqualify riders or exhibitors, prohibit claim damages; to change any course, to cancel or combine any unfilled classes, or to reschedule classes, after due notice to exhibitors; to change rings or rotate judges, and to change specifications in jumper classes. 11. CONDITION OF ENTRY: Every horse entered for competition will be under the control of Horse Show Management but the Horse Show Management will, in no case, be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall hold the Horse Show (competition) and its officials, employees, directors, officers, Blenheim EquiSports Management Company, LLC, South Point Casino, Hotel & Equestrian Center Facility Management, and sponsoring entities harmless for any loss or accident to his/her horse, horses, employees or equipment which may occur from sickness, fire or other cause. 12. ASSUMPTION OF RISK: By signing the entry blank, the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur acknowledges that horseback riding, particularly jumping, is a dangerous activity and involves inherent risks that may cause serious injury and in some cases death because of the unpredictable nature and irrational behavior of horses, regardless of their training and past performance and expressly assumes all such inherent risks whether identified herein, in the entry blank or in the Federation Rules and Regulations. A horse, without warning or any apparent cause, can buck, stumble, fall, rear, bite, kick, run, make unpredictable movements, spook, jump obstacles, step on a person’s foot, or push a person--all of which may cause the rider or observer to fall or be jolted, resulting in serious injury or death. A horse may also become loose and cause injury to an observer or rider or to another horse – a loose horse can run at full gallop in a panic and run into objects or persons or other horses. The Show Ground Facilities are bordered by highways/roads and thus noise from traffic and other sources occurs that can and will cause a horse to unexpectedly spook or react quickly. The Show Ground Facilities contain roads and driveways that are traversed by cars, golf carts, tractors, trailers and heavy equipment all of which may spook a horse. The above warnings and risks are meant as an example of some of the risks that are inherent and may be encountered but it is agreed this is not an exhaustive list and there are numerous additional conditions and/or events that may result in injuries while participating in the Competition and/or being present on the Show Ground Facilities. 13. STABLING: All FEI Tack stalls and Horse/Tack stalls for the Markel Finals, WCE Medal Finals and LVN Classes 10, 11, 12, 13, 14, 15, 16, 20 – 25, 35, 36, 37, & 75 are to be secured thru Blenheim EquiSports using the 2019 Las Vegas National Horse Show Entry Form found online at www.showpark.com. FEI Tack Stalls are $350 per stall; all other stalls are $485 per stall, horse or tack (includes 10 bags of shavings, 2 mats, and the South Point $50 Facility Fee) stalls MUST BE PAID IN FULL BY THE CLOSE OF ENTRIES (October 10, 2019); After the closing date, all Stalls Fees are non-refundable. AON/USHJA National Championship stalls are available to all accepted entries and are to be secured using the Stall Reservation Form via Ryegate Show Services and must be secured by October 10, 2019. If an entry is competing in both the AON/USHJA National Championships and the Las Vegas National, please reserve stalls thru Ryegate Show Services. Should space permit, all stalls secured after the closing date will be charged a $50 per stall late fee - exception: all USHJA Championship and WCE Medal entries accepted after the closing date will be waived the Late Stall Fee. All stalls provide doors. 14. FACILITY FEE: There will be a $50 facility fee for all horses entered, included in the Stall Fee. 15. FEED & BEDDING: Hay and Shavings will be available and can be ordered onsite from the South Point Equestrian Center. Stall fees include first bedding of ten (10) bags of shavings & 2 mats. Exhibitors may bring their own feed/shavings, however, deliveries by outside feed/shavings companies are prohibited. Exhibitors who bring their own shavings may be subject to a clean-up fee. 16. MANURE: Manure must be placed in designated areas. Trash must be kept separate from manure. Each violation will result in a $100 fine.
17. UNCOLLECTED FUNDS: ALL RETURNED CHECKS/DECLINED CREDIT CARDS/UNPAID BALANCES WILL BE ASSESSED A 10% PENALTY. ($100 MINIMUM). Persons will be given ten days to settle their account, with cash or cash equivalent including penalties, or be turned over to USEF & PCHA for disciplinary action. 18. SCHOOLING RULES: Per GR 801.2: ASTM approved helmets must be worn at all times while mounted. Schooling will be permitted in designated sand schooling areas only. (The word “schooling” includes, but is not limited to riding, driving, longeing, leading and exercising). Ample jumps in the appropriate areas will be provided for schooling. The rider/trainer/coach/person setting the jumps is responsible to ensure that all components of the jump are available and if such parts are not readily available, they agree to notify the paddock steward and/or schooling supervisor. The rider/trainer/coach/person setting the jumps is also responsible to ensure the jump is set correctly in compliance with USEF rules and assumes the risk for improperly setting the jump. In accordance with Nevada state law, poling and/or the use of offsets WILL NOT be permitted. Violations of schooling regulations may be considered cause for FINES and/or ELIMINATION and can be instituted by the official schooling supervisor, paddock master, official USEF Steward or any member of management should the situation arise. 19. CLOSED RINGS: Show Arenas are closed at all times when not being used for competition and designated schooling breaks/sessions. Violations of the above will be considered cause for Fines and/or Elimination from any and all further competition. 20. NUMBERS: Horses are required to have their correct Horse Show Entry # attached whenever they are exhibiting. Not wearing a # while competing may constitute elimination. 21. CONFLICTS: It is the intention of Horse Show Management to avoid holding rings to wait for horses and/or riders. Riders with conflicts must arrange their jumping order with the starters so that they will not hold up a class. Paddock Stewards have the authority to scratch riders who are not timely. Trainer conflicts are not considered legitimate conflicts. 22. NO DOGS ALLOWED AT THE SOUTH POINT HOTEL, CASINO & EQUESTRIAN CENTER. 23. PARKING: All vehicles must be parked in designated parking areas. Unauthorized vehicles in non-designated parking areas or permit-only parking areas are subject to being towed away at owner’s expense. 24. RV PARKING: There is no RV parking at the South Point. Please contact Oasis Las Vegas RV Resort (800) 566-4707. 25. MOTORIZED VEHICLES: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of recognized competitions. Minors who have a valid temporary license may operate the above described motorized vehicles if they are accompanied by an adult with a valid driver’s license. The parent(s), legal guardians(s), or individual who signs the entry blank as parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from this operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. 26. MEDICAL WASTE: Sharps must be placed in the proper receptacles. Anyone found in violation shall be subject to a fine. 27. DRUG TESTING: The Las Vegas National Horse Show horse show will be conducted under the auspices of the Nevada Department of Agriculture and USEF. 28. ARENAS: All warm-up and hunter competition arenas contain sand footing. All jumper competition arenas are sand footing. Warm-up arenas are approximately 53m x 30m. Sand arenas are approximately 78m x 38m.
29. CLASS SPECIFICATIONS: Every class offered herein which is covered by the rules and specifications of the current Federation Rule Book will be conducted and judged in accordance therewith. 30. MEASUREMENT CARDS: All ponies & junior hunters are required to possess a current USEF Measurement Card or valid measurement form issued by USEF and it must be shown at the horse show office before numbers are released. 31. ATTIRE: Formal attire is required for all Finals, Classics & Classes. Proper Attire is required in all classes. Riding coats of any color are required. Breeches must be light color (white or fawn). Pastel and dark colored breeches are not allowed. Shirts, light in color, must be tucked into breeches and fastened at the top of the neck. Ties or chokers of any color must be worn (unless the shirt, by design, has the choker built in for its intended use). Boots are required. Half chaps are permitted as long as the color matches the paddock boots being worn. ASTM approved helmets must be worn at all times while mounted. 32. STATEMENT OF HEALTH / VACCINATIONS: Per GR845 Equine Vaccination Rule: At Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. 33. ADDITIONAL SOUTH POINT EQUESTRIAN RULES & REGULATIONS •

All horses must have a Certificate of Veterinary Inspection issued within forty-five days and must have a negative EIA or “Coggins” test within the past six months (horses of Nevada origin within the past twelve months). Test date, accession number and name of laboratory must be listed on the Certificate of Veterinary Inspection. All trainers must schedule a move-in time with the Blenheim show office (949) 443-1841. Trailers arriving without an appointment or outside of their scheduled time are subject to long waits. Move-in is available on Sunday, November 10th, from 2PM – 10PM & Monday, November 11th from 7am – 9pm. Trailers will be limited to 30 minutes in the aisles for unloading. No exceptions. All extra feed and bedding must be stored in a feed stall. No feed and shavings may be stored in the aisles. Tack room set-ups may not extend further than 4' into any aisle. Please visit the Horse Show Office for schooling times. All exhibitors must sign a separate South Point Waiver prior to showing. No Dogs! No electrical appliances will be allowed in the barn area (refrigerators, microwaves). Anything hung in the stable area must be flame retardant. Tents will not be allowed in the stabling area. All stalls will be pre-bedded with ten (10) bags of shavings each & 2 MATS
