Kaikoura MP Colin King says Government is driving to clean up the “legal high” industry. “The Psychoactive Substances Bill will be a game-changer in the way we regulate party pills and legal highs.” The Health Select Committee will report back to the House next week on the Bill. Existing legislation could not keep up. The Bill would reverse the onus of proof for the legal high industry. Manufacturers of legal high products would have to prove their product was low-risk before it could be manufactured and sold. “The cost of testing will be borne by manufacturers, not the taxpayer. ‘Under the Bill a regulatory authority will be established under the Ministry of Health to consider, approve or decline psychoactive substances.”

Average rates rise of 2.9 per cent likely Marlborough District Council Mayor Alistair Sowman is confident that the council’s average rate rise can be held to the 2.9 per cent signalled earlier this year. His comment came after councillors this week sat through over one and a half days of public submissions on the draft 2013-4 annual plan. He said the 122 submissions, with another twenty oral submissions, were down on previous years. “I think that’s because there were no major issues and people understand that economic conditions are pretty tight. They are being prudent.” A major project that he said had a sympathetic hearing had been the request from the Marlborough Equestrian Centre, which asked the council to authorise the lease of the Botham’s Bend site as from the start of July at a nil or peppercorn rental, and to make $200,000 available to ensure the site was “fit for purpose”. Funding for the request, if granted by council, would come from the levies on developers’ subdivisions Mr Sowman said.. While there had not been much subdivision recently, and there was a “waiting list” of requests, this big project did receive a sympathetic hearing from council he said. The council’s forestry operations had had a particularly good return over the last year, returning just under $2m, making it possible to consder funding the $90,000 requested by Marlborough Research Centre. They have requested funds to support the establishment of the Marlborough Food and Beverage Innovation Cluster.

Picton’s image poor The Marlborough Chamber of Commerce has expressed concerns to the MDC about the appearance of Picton. at the hearing of the draft annual plan this week, they told councillors that it was the first town visited by those travelling on the ferry. They cited concerns about such maintenance issues as potholes, footpath conditions, pedestrian crossings, recyling bins and the need for regular street and road cleaning.

This aims to improve Marlborough business profitability though innovation in the sector, working with key stakeholders and in association with the Reddit Institute from Massey University. Margaret McHugh of Picton, former Mayor of Queenstown, spoke to her multiple submissions across a variety of areas, but yesterday was scathing about the process. It had, she said, seen councillors making statements of support and expressing opinons about

submissions “I struggle with that.” “Those comments were totally inappropriate. Their role is only one of clarification. “That’s the rules and they have to abide by them. And I say that in friendship.” A full meeting of Council will consider submissions on June 10, with a further meeting of Council to formally adopt the 2013-14 Annual Plan and set rates on June 27.

John Ericson yesterday appeared in the High Court at Wellington, thirteen years after pleading guilty to murdering his wife in their Blenheim home in 1999. Ericson was making another attempt to have a court review decision of the Parole Board who denied him parole in May last year and again last month. Ericson pleaded guilty in 2000 to killing his wife with a tomahawk as she slept in July 1999.

Green award for Yealands

Yealands Estate Wines of Seddon is the winner of the Large Business Leadership section of the national 2013 Green Ribbon Awards. The award was presented in Parliament Buildings on Wednesday June 5, World Environment Day, by the Minister of the Environment Amy Adams. The judges described the vineyard's sustainability initiatives and culture of continuous improvementas as being "way beyond the usual call of duty". "We were particularly impressed with their composting initiatives which now accommodate much of the organic industrial waste from the Marlborough region. "While closed loop processes may be common overseas they are an innovation for New Zealand, and are a fine example of collaboration in business" Yealands has targeted the major sources of carbon emissions and is four times more energy efficient than the industry standardInitiatives include replacing LPG with vine prunings; production and use of compost from industrial waste sourced through Marlborough sawmills, mussel shells and vineyard waste. Sales of Sounds properties double By Kat Duggan The past 12 months have seen property sales in the Marlborough Sounds nearly double in terms of the amount of transactions. Marlborough Sounds salesperson for Bayleys Marlborough, Glenn Dick, said over the past twelve months, there had been an average of six sales per month in the area, as opposed to an average of three

sales per month in the four years prior. “There’s been a shift to really double the amount of transactions. “There’s been a lift in enquiries from people in Canterbury from those with insurance payouts, and also from those in the construction sector,” he said. Mr Dick said there had also been an acceptance of vendors on what real property values are and were meeting the market.

King Salmon Dear Ed, I could scarcely believe what I read when I came across Colin Geertson’s letter (The Sun May 31 pg6) regarding King Salmon. What uninformed and inane drivel! There have been so many hard working and scientifically thoroughly conversant people who have given selflessly of their time and burned midnight oil for many months to the cause of protecting YOUR sounds as well as ours Mr. Geertson, and when their reward is the kind of toxic rhetoric that is re-

flected in your letter it must rankle them to the core. There are rules forbidding the over exploitation of our resources for very good reason and when good people contesting such rules being overturned in the cause of corporate avarice get labelled derogatively ‘do gooders’ it is a tragic reminder of the sort of shallow and ill-considered mindset that has resulted in the resources of our entire planet being gravely jeopardised. New vessel for Coastguard The latest Coastguard Marlborough vessel is to be renamed and blessed on Saturday June 8. The small craft is to be called Port Marlborough Rescue, recognising the “sterling support” the port company has given the Marlborough Coastguard over the last fifteen to twenty years said president Dick Chapman. A spokesperson said the new boat can be put on a trailer and towed on the back of a car. That could at times save a “long voyage” to places like Port Underwood or Havelock.

Interisland Rescue will be soon joined by a new craft.

It would also allow them to do occasional call-outs for PR work like the Maritime Festival as there had been occasions when the main rescue vehicle had been called out during occasions like that.

Waikawa one of NZ’s largest marinas The Marlborough Sounds, surrounded by its majestic scenery is home to three marinas, Waikawa, Picton and Havelock. Vision for marina shows further growth The Sun spoke with Port Marlborough’s Marinas Operations Manager Steve McKeown earlier this week, to talk to him about his passion and long term vision for Waikawa Marina. “The marina was built in the early 1980’s and is one of the larger ones in New Zealand. It’s certainly right up there in terms of facilities and services. Our customers come to Waikawa from many parts of New Zealand. “The marina has grown and evolved over time, not just in terms of berths and on-water facilities, but very much in the kinds of services that boat owners want to see on site at the marina. A main priority is access to good quality boat maintenance services. Over the last several years, Port Marlborough has been working more closely with the mainte-

nance providers at the marina to broaden the range of services at the marina, and continuously improve the service levels to marina customers. Waikawa Marina provides a hub for boat maintenance activities, clustered together as Waikawa Marine Centre. At the focal point of this hub is a new 35 tonne boat haulout, servicing a hardstand facility that can take up to 50 boats. Steve explained that the new hardstand answered a long-standing call from boat owners. “Some boat owners prefer to do work on their boats themselves, instead of having commercial firms do the work. The new hardstand area is independent of all the maintenance businesses, so owners can pick and choose who they want to do various pieces of work; and the boat owner can do as much of it as he wants to.”

The new hardstand includes a specialist waste water management system. “Gone are the days when it’s acceptable to simply scrape paint or anti-foul onto the ground, and clean it up several days later (or not at all). The resource consents for all of our marinas are very specific about environmental management, and as a company we are strongly committed to getting it right.” During the summer months in particular, Waikawa Marina is a hub of activity, not least in the level of social interaction at the marina. “There is certainly more scope for hospitality within the Waikawa Marina precinct, especially given its popularity as a destination for local Waikawa people. So we’d be keen to see further development in that area sometime in the future,” Steve says.

Development encourages business positivity Upon visiting Waikawa Marina the evidence of its growth shows in the construction of a new building, more boat sheds and expansion plans being made by a number of the onsite businesses. The new building is making way for New Zealand’s biggest seller of marine and motorhome accessories, Burnsco Marine and Leisure. Over in the boat yard an increasing demand for boat storage has prompted a further 12 sheds to be built. Ground is currently being broken in preparation for the construction. For business owners like Aaron Blackmore of Oddies Marine, Waikawa Marina’s

future is looking brighter each day. Oddies Marine is a locally owned marine equipment specialist which was founded in Picton in 1982. “We are embarking on our own renovations and extensions to our building. We are working toward providing an even wider range of products for our customers by creating more display space. “We are also planning on introducing a takeaway coffee service and will be employing a professional barista. “The Marina’s development is definitely a step in the right direction and our future is looking bright,” Aaron says. Expansions have also shown positive

growth for another business, Boating Marlborough. Operating as a one-stop shop for all boating and diving needs, Boating Marlborough services customers from in and out of the region. Owner Stuart Scaiffe says his business expanded last April to incorporate a new dive shop. It is Stuart’s hope to attract more people to the area for diving, including the introduction of dive training by the end of this year. “Waikawa Marina is definitely growing and from what Port Marlborough is doing through their support and vision for the marina, I can see it only getting better.

Woody Pig & Deer Hunt By Kat Duggan The first Woody Pig & Deer Hunt in four years was a great success, says Woodbourne Tavern co-owner Rowan Ingpen. “It was good, a really successful day. It was better than expected,” he said. Nearly 160 people entered the competition over the long weekend. Mr Ingpen said a number of the competitors and their families stayed after the weigh in for the entertainment, provided by local band the Chilli Dogs, and a meal. “The turn out was good”. People were really enjoying it. The organisation and the running of it was also really good, he said. The competition had a good prize pool, with first place receiving $400, 2nd place taking $300 and third place taking home $200, with all place getters also receiving an oilskin jacket

and a hat. Prizes for the average deer and pig catches also took home $500 each. Seventy seven adults, 14 teenagers and 68 children entered the competition. Mr Ingpen said they would be looking at holding the Woody Pig & Deer Hunt again next year. The winners were: Heaviest pig: 1 Troy Andrews, 88.5kg; 2 Ari Richmond, 63.65kg; 3 Kevin Morgan, 63.45kg; average pig went to Loren Andrews. Heaviest deer: 1 Troy Matthewson, 112.5kg; 2 Julian Anderson, 105.2kg; 3 Paul Downing, 94.5kg; Paul also took out the average deer section. Teen Section: Heaviest Pig: 1 Angus Currie. 47.5kg and 2 Nathan Bunnett, 35kg. Heaviest Goat: 1 William Delange, 38.9kg; 2 Jaden Church-Tupa, 32.4kg; 3 Daniel McLean, 31kg.

The forestry industry is becoming a major employer in Marlborough.

By Kat Duggan Marlborough’s forestry industry is growing steadily, according to the executive officer of the Marlborough Forest Industry Association. “The industry is growing and over the last three to four years there has been spurs of planting,” Rob Sutherland said. “Marlborough is an excellent place to grow trees because of the wood density we get here which is highly sought after.” Mr Sutherland said the area of forestry cover in Marlborough has been growing, with 74,100ha in 2005, and 80,310ha forecast after planting this year. He said the projection for next year would be another 114ha, bringing the total cover to 31,360ha by the end of 2014.

Marlborough forests usually have a 28-33 growth period before harvesting, and last year more than 1 million cubic metres of forest was harvested from approximately 2252ha of land around the district. In 2012 the gross value to the Marlborough economy of the forestry industry was to the order of more than $238m Mr Sutherland said. Forestry is becoming a major employer in Marlborough, with about 500 people employed directly in the industry, in terms of saw mills, planting, pruning and thinning. There is also the employment it creates in other dependent sectors, like transport. The round trip of Marlborough forestry transporters is 140km, generating road user charges of nearly $3m per year.

Good investment opportunity Forestry is a growing business opportunity in Marlborough. There are a lot of large companies invested in the industry here, but Mr Sutherland said a number of smaller partnerships are starting to invest here too. If you are interested in investing in a forest, you should seek professional advice from forestry advisors and managers. Garlic - the guardian of the garden We all know garlic wards off vampires, but did you know it also keeps away aphids, apple scab, leaf-curl and mosquitoes? Crush a few cloves, soak in a litre of water for a couple of days and use as a spray to keep at bay ants, spiders, caterpillars and cabbage and tomato worms too. To put it simply, garlic’s right up there with marigolds as the companion plant every garden should have. And this month, specifically the shortest day of the year – 21 June is the time to plant it. Grab some garlic bulbs from your local plant nursery and look for a welldrained spot – pots, hanging baskets or any available space in your raised garden will suit. If you’re growing it for its guardian capabilities, plant it next to your roses to ward off aphids, beneath apple and peach trees to prevent apple scab and leaf-curl and next to your tomatoes to protect against red spider. Dig in some compost, and nitrophoska blue fertiliser or use a potting mix if you’re planting in baskets or pots. Plant single cloves twice the depth of the actual clove, compost over the top and don’t fill in with soil. Then harvest on the longest day of the year – December 21. It’s as easy as that.

Here’s a dish to get the taste buds dancing Garlic butter steak Ingredients: 4 portions lean Quality Mark beef steak (fillet, scotch, sirloin or rump) 40g butter, softened 2 Tbsp crushed garlic ½ tsp ground paprika 1 Tbsp chopped parsley Olive oil for cooking

Method: Combine the butter, garlic, paprika and parsley, mix well and put aside. Brush the steak with a little olive oil, then cook in a hot pan on both sides until cooked to your desired degree. Once done, cover and rest in a warm place for about 2 minutes to retain the juices. Serve with a good dollop of garlic butter on top and your favourite vegetables. Serves 4

TakeBack recycling programme and the Going Digital Targeted Assistance Package, Going Digital National Manager Greg Harford says. “The TV TakeBack programme means that, for a limited time, South Islanders can recycle their old TVs at a cost of no more than $5,” said Mr Harford. “The programme has been successful with more than 50,000 sets collected across the South Island to date.” Mr Harford said the success had meant that South Island’s share of the subsidy is expected to be used up soon. The charge is likely to increase to cover the full cost of recycling

No deaths due only to “good luck” It was just "good luck" that drivers in the Tasman Police District were not involved in any serious crashes over the Queen's Birthday holiday weekend, Police said on Wednesday. Acting Tasman District Road Policing Manager Senior Sergeant Phil Wooding said the particularly disturbing factor was the levels of intoxication revealed by the testing unit stationed on the West Coast. Fourteen people were caught drink driving in the district. Police had made no secret of the fact they were out checking drivers with a focus on rural drink driving over the weekend and the results were not pleasing. All those testing positive were close to twice the legal limit and one was well in excess of that he said. "These results suggest an endemic problem with some people's attitudes to drink driving in rural areas. "I don't have a lot of sympathy for the line that there's no public transport. "If you choose to live in a rural area you need to account for that when you make a decision to go out drinking. It's not rocket science." There were 13 crashes spread across Marlborough, Nelson Bays, and the West

Coast, though only minor injuries were suffered. Most were the result of drivers cornering too fast or inattention. However, Police said that while the majority of drivers were very responsible, excessive speed was an issue. One driver was clocked travelling in excess of 160kmh and two others were recorded at speeds over 140kmh. All had their licences suspended. Senior Sergeant Wooding said the combination of speeding drivers and drink driving left him thinking it was only a matter of good luck that there hadn't been a fatality . "There are people out there putting your lives at risk with their choices. Those issues will be a focus for us in coming months," he said.

Just after midnight, a 25-yearold part time shop assistant was arrested and charged with theft of cash between May 27-30 2013. She has yet to have a Court date set. At 4.05pm a 32-year-old unemployed male was arrested at a backpackers on Budge Street for disorderly behaviour. He received a pre charge warning, was formally trespassed from the address and later released. A 19-year-old unemployed male and a 20 year old unemployed male were arrested on Alfred Street at 5.15pm for disorderly behaviour, theft and resisting arrest. They were both held in custody

until sober and then bailed to appear in Court on June 10. At 11.20pm a 49-year-old male beneficiary was arrested at a Elizabeth Street address and charged with possession of cannabis and possession of cannabis utensils. He will appear in the Blenheim District Court on June 10. Just before 4am, a 37-year-old male labourer was arrested on warrants for breaching his community work after the vehicle he was travelling in was stopped as he passed through Blenheim. He was held in custody to appear in Court. A 29-year-old male labourer, a passenger in the same vehicle, was also arrested on warrants for breaching his community work and held in custody to appear in Court.

Sport Standout performance A large Marlborough contingent competed strongly in all running and walking events in the Christchurch marathon, half marathon and 10k events held on Sunday June 2. Margaret Hazelwood delivered a standout performance to take second place in the women’s 60-69 years full marathon on as she broke her own course record by 32 minutes. She clocked a very impressive marathon time of 3:38:39. Robbie Barnes, Jess Barnes and Judith Hyndman also took age grade placings in their respective events.

Fourteen year old Alistair Gifford is competing in the Optimist World Championships in Italy next month, and Hamish Clark, 15, will be competing in the Optimist North American Championships in Bermuda, while Taylor Burn, 17, and Henry Gibbs, 14, will both be competing in the 420 French Nationals in France, the World Championships in Spain and the British Nationals and the European Championships in Wales in July. The fundraiser will be held at Spy Valley Winery on Saturday, June 29; from 6pm to 11pm. Tickets cost $50, and include entertainment, two drinks, nibbles and a curry. Time for Blues boys to blossom One stand-out feature of the All Blacks named this week for the three-test series against France is three rookie Blues players. Second five-eighths Francis Saili, fullback Charles Piutau and blindside flanker Steven Luatau are the newbies in the All Blacks named on Sunday along with the Crusaders flanker Matt Todd, and Hurricanes lock Jeremy Thrush. While Saili, Piuta and Luatua have impressed with the Blues this season it was not so apparent in the Blues’ match against the Highlanders in Dunedin on Saturday night, at least for three quarters of the game. The usually hapless Highlanders were all over the Blues in the first half. The tackle statistics for the first half were mind boggling. By the ref’s whistle at half time, the

HIghlanders had only to make 18 tackles, to 106 for the Blues. With Blues’ halfback Piri Weepu knocked cold and skipper Ali Williams forever yapping in the ref’s ear instead of concentrating on leading more by example than his mouth, they looked odds on for an old fashioned-hiding. Once veteran hooker Kevin Mealamu came on however, the Blues got their ship on course. Then we saw some of the class of the Blues and the talent of the three named earlier as well as Rene Ranger, Luke Braid and others. There was even a hint that they could do the unthinkable and haul in the Highlanders. That was not to be but the The Blues came back from 37-7 early in the second half to end up only 10 points adrift with a final score of 38-28.

Yes, it was only the cellar dwellers the Highlanders they were playing but the Auckland team showed courage to get back in the match after an appalling start. It revealed also that Piuta, Luatua and Saili are going to be hugely exciting players to watch. So, bring on this Saturday’s first test against France who will be without some top players. The one lesson the All Blacks have learned playing France over the years though is that you can’t afford to drop your guard. Meanwhile, last Sunday saw Christchurch holding its annual marathon. Watching TV One Sport on Sunday evening I expected there could be some coverage of the biggest marathon in the South Island, which draws thousands of runners. Silly me.

I should have remembered newsrooms and sports departments around New Zealand virtually shut down over the weekends and especially on holiday weekends. We just got the same old night-time sports news diet of rugby etc with a large dollop of American basketball. On June 23 Wellington has its annual marathon. I wonder if that manages to get on the TV One sports news? I’m not counting on it.

Blenheim jiu jitsu success The Gracie Oceania Invitational Jiu Jitsu Competition was held in Dunedin over Queens Birthday Weekend. Five Blenheim competitors attended the event, and performed well, competing against four other teams, and bringing home 16 medals. Event organiser and principal instructor for Gracie Oceania New Zealand, Stuart Marks, was impressed with the standard of jiu jitsu at the competition. "The boys from Blenheim did very well, and their standard is consistent with the other teams around the South Island of New Zealand. They are well positioned to consider international competition,” he said. This year’s competition saw ranks of White, Blue and Purple belts compete, and also included an open weight division. The Gracie Oceania Invitational Jiu Jitsu Competition was created to give jiu jitsu practitioners in the South Island the opportunity to compete in similar conditions to international competition.

Teams compete under the International Brasilian Jiu Jitsu Federation Rules, inclusive of age, weight and belt rank. The Blenheim team is known as the Marcelo Lopes Team, and the head instructor is Danny Pauw. The team would like to thank Monique Gemmell from Koru Institute of Training and Education for sponsoring their travel to Dunedin, and everyone who helped with fundraising. The grant, which includes bats, stumps, helmets and pads, will give the school enough gear to offer cricket training to every student who wants to play. ANZ branch manager Jo Swete said the bank wanted to support cricket at every level, from junior clubs right through to the professional series. “The ANZ Cricket Grant Scheme was established to celebrate and support New Zealand’s love of cricket.” She said Rai Valley Area School received a grant because they impressed them with their dedication to offering cricket to their students.

“The school has a number of kids really interested in the sport and we wanted to give them brand new gear to capture this enthusiasm and help their keen young cricketers excel next season,” she said. Sports coordinator Stephanie Stuart says the grant will make a huge difference to the school’s cricketers. “The students are thrilled to receive such a generous cricket package from the ANZ. Winning this package has created enthusiasm and a willingness amongst our students to play in cricket.” ANZ is awarding $100,000 worth of grants to clubs, schools, fans and social teams around the country.
