Coverage includes the central and provincial government of the Qing Empire, the fiscal position of the Chinese state, international trade, the position of foreigners in China’s economy, opium imports, the Inspectorate of Customs, the railways, and an examination of the guild system that underpinned the organization of commerce in China. Hosea Ballou Morse spent 35 years in China working for the Chinese Maritime Customs Service as Commissioner and Statistical Secretary. He held posts throughout China and was involved in diplomatic negotiations in the Sino-Japanese war. He also acted as adviser to the Chinese Delegation to the Economics and Financial Conference of the League of Nations. At the time of his death he was regarded as the major historian of modern China, influencing generations of scholars. Includes a new introduction by leading scholar, Michael Dillon.
