The City of the Blue Mountains is located within the Country of the Dharug and Gundungurra peoples. The Blue Mountains City Council recognises that Dharug and Gundungurra Traditional Owners have a continuous and deep connection to their Country and that this is of great cultural significance to Aboriginal people, both locally and in the region.
For Dharug and Gundungurra People, Ngurra (Country) takes in everything within the physical, cultural and spiritual landscape - landforms, waters, air, trees, rocks, plants, animals, foods, medicines, minerals, stories and special places. It includes cultural practice, kinship, knowledge, songs, stories and art, as well as spiritual beings, and people: past, present and future.
Blue Mountains City Council pays respect to Elders past and present while recognising the strength, capacity and resilience of past and present Aboriginal and Torres Strait Islander people in the Blue Mountains region.

Director’s Message
Public cultural facilities have always played an important role in our community by providing educational opportunities that both open our eyes to new ideas and challenge the ideas of the past. Like all dynamic and engaging cultural spaces, Blue Mountains Cultural Centre continues to reflect the contemporary thinking of our community, and there is no better example of this than our focussed activity on energy efficiency and sustainability.
From the outset, the Blue Mountains Cultural Centre building was designed with a strong focus on having a light footprint on our planet. Through the building’s various energy saving architectural elements and recycling systems we have a sound foundation to build upon our environmental aspirations.
This Environmental Action Plan for the Blue Mountains Cultural Centre represents an exciting new phase in public space management, respecting our environment and responding to the needs of our planet. We hope that by leading by example we can influence our peer organisations and work towards the public gallery sector being a leader in making positive change on environmental sustainability.

Galleries & Sustainability
Australia’s public galleries are deeply embedded within their communities, forming part of, and contributing to, the cultural fabric of their regions. Through their exhibitions, public programs, and local collections they engage, educate, and inspire audiences and stimulate debate and critical thinking. They are closely connected with the concerns, hopes and aspirations of their communities and hence are uniquely placed to respond to and address social, environmental, and economic issues unique to their locality.
Blue Mountains Cultural Centre, situated within a City of the Arts surrounded by a UNESCO listed World Heritage Area, is one of NSW’s premier arts facilities and a leading advocate for environmental sustainability. These principles have been incorporated into the Cultural Centre building architecture, operations, and artistic programs.
The Cultural Centre blends a wide range of green features and functions, all of which contribute in unique ways to create an environmentally sound and sustainable building. The Centre utilises its architectural design, solar energy, water re-use, green-roof and even many of its construction materials to ensure its impact on the environment is kept to a minimum.
Guided by Blue Mountains City Council’s Community Strategic Plan 2035 Objective 4: ‘To generate civic engagement with eco-sustainability themes’, the Cultural Centre’s creative program prioritises exhibitions, workshops and education programs that focus on environmental issues and sustainable solutions. Local community groups including schools, not-for-profit organisations and interest groups are strategically involved in the creation of content for programs and exhibitions focussing on issues relevant to the region.

The Blue Mountains Cultural Centre Environmental Action Plan 2023-25 lays out strategic priorities as well as concrete goals and actions, that commit the Cultural Centre to initiatives that minimise waste and environmental impacts, preserve natural resources, and engage and inspire audiences and communities to take part in sustainable living and positive environmental actions. This Environmental Action Plan supports a Council-wide approach to delivering services in our local government area and sits alongside a range of other Blue Mountains City Council strategies and plans, including:
BMCC’s Corporate Workplace Waste Management Plan (WPMP), Carbon Abatement Action Plan (CAAP), Towards Zero Waste Strategy – 2022-2032, Creative Strategy 2020-27, Aboriginal Advisory Strategic Plan, Community Facilities Strategy and the Community Strategic Plan 2035.
The four key commitments of the Environmental Action Plan for the Cultural Centre’s building, operations and artistic programs for the period of 2023-25 are:
1. Reduce the Cultural Centre’s building and operational impacts on the environment and maximise operational savings;
2. Embed environmental considerations in our procurement, planning & systems;
3. Highlight and explore eco-sustainability themes within our artistic programming; and
4. Educate and engage our audiences and stakeholders with environmental matters and act as a leader in sustainability within the visual arts industry.
By committing to these four key goals, the Cultural Centre will build on existing initiatives to refine the Gallery’s social, environmental, and cultural impact and continue to deliver tangible benefits to our local community and visitors to the Centre.
We will continue to inspire and engage our audience and visitors by setting a good example and demonstrating our commitment to sustainability in everything we do.

Global: the UN 2030 Sustainability Development Goals
In 2015, the United Nations defined 17 goals, known as the UN 2030 Sustainable Development Goals to address the world’s most pressing challenges by 2030. They included inequality, climate, education and justice. The Global Goals provide a roadmap to achieve a more sustainable and prosperous future for all. They have been widely adopted by leading global and Australian companies and government organisations. Since opening in 2012 the Blue Mountains Cultural Centre has championed environmental sustainability, creativity, diversity, cultural rights and respect for heritage. Now, 10 years on, we remain committed to these ideals and values.
Through our alignment with the 2030 UN Sustainability Global Goals, the Cultural Centre’s Environmental Action Plan supports global efforts to safeguard our natural environment. The Cultural Centre’s Environmental Action Plan will contribute to 3 of the 17 Sustainable Development goals and 9 targets.

The Cultural Centre’s Environmental Plan also aligns with Council’s Corporate Workplace Waste Management Plan (WPMP), Creative Strategy 202027, Council’s Carbon Abatement Action Plan (CAAP), and the Towards Zero Waste Strategy – 2022-2032.
In 2020 BMCC launched the Blue Mountains Planetary Health Initiative. Planetary Health provides a framework to reassess and adapt human practices to better support a healthy planet for current and future generations. It also includes
learning from sustainable resource management practices that have been used by traditional peoples from around the world for millennia.
The Blue Mountains Planetary Health Advisory Committee is advising and guiding the Council on the establishment and implementation of Planetary Health Initiatives with the aim of providing local, regional, national and international benefits.

Monitoring & Review
The Manager Arts & Cultural Services, Artistic Program Manager, and the Cultural Centre’s Building & Exhibitions Technician (Waste Champion), are responsible for driving the implementation of the Environmental Action Plan, reporting on progress, and reviewing the plan every 3 years.
The Environmental Action Plan will be made available on the Cultural Centre’s website, used for internal communications to staff and volunteers and will be included in staff orientation packages.
All Cultural Centre staff are responsible for championing sustainability in their areas of responsibility and ensuring that actions relevant to their area are budgeted for and implemented. The implementation of these actions will be reported to the Manager Arts & Cultural Services.
Key targets will be included in staff personal development plans where applicable.
The inaugural Cultural Centre Environmental Action Plan (2023-25) will be completed by December 2025. The Sustainability Action Plan will be reviewed in 2025 to enable a new plan for the following three-year period, 2026-28.
