Dear Resident, I’ve lived and worked in West Yorkshire for all my life. For 31 years I served our county as a Police Officer, protecting the public and helping to make our communities safer. Since leaving the police service six years ago I’ve used my skills and experience to help and support some of the most vulnerable victims of crime including murder and human trafficking. I understand policing and how it can be improved by working in partnership with other organisations. I understand how victims of crime feel and what their needs are. I understand what the public wants from its police service and the wider criminal justice system. Policing can only be improved if we put the victim at the top of every priority and keep them there. The public have to be at the heart of every decision taken, they have to have their concerns addressed and their questions properly answered. They have to be kept informed of what the police service is doing on their behalf. I pledge that I will do all of the above if I am elected as your Police and Crime Commissioner on May 5th. I will use every minute of my 37 years’ experience of the criminal justice system to make sure that your priorities are my priorities, that every pound of our council tax is spent wisely and that when you need the police, they are there for you and are on your side. My experience will be your experience and I’ll make sure I’m available and accessible in your community, so I can focus on the issues that matter most to you and your family. Your PRIORITIES ARE my PRIORITIES 1 Consult

I intend to listen and properly consult with the people of West Yorkshire to establish the real priorities that need addressing. I will push for effective budget control across the county and beyond to ensure that every pound of the allocated budget is spent wisely and waste is eliminated.

I will provide leadership by example and make myself accessible and visible to as many people as possible, whilst encouraging the senior management of the police along with neighbourhood police leaders to do the same.

2 Community involvement and engagement Most people know little of the crime and policing issues in their area until it’s too late and they become victims themselves. I would put in place a requirement for the police to identify and provide a presence at community and transport hubs, increasing the visible policing presence and providing an opportunity to engage with the public before they become a victim.

I will ensure that the public is properly engaged with and encouraged to work with the police to help reduce crime and disorder. I believe that many residents of the county would willingly volunteer to assist the police and given the proper support and information a visible policing presence can be maintained and improved upon.

3 Collaboration

I would enter into a meaningful dialogue with the major partners and organisations across the county and beyond to ensure that joined up thinking and collaboration occurs and that resources and information are shared to prevent and reduce crime and disorder.

I would strive to make the streets of our city centres safe for the public and free of anti-social behaviour brought about by misuse of alcohol and other substances.

4 Cyber crime More crime than ever is now committed using the internet and cyber technology. Some of the most vulnerable victims in society are now targeted using the internet. Recent high proďŹ le cases involving child abuse and elderly people losing their life savings have highlighted how criminals are changing their tactics to high yield low risk crimes.

The police service needs to adapt and respond to these new threats accordingly. It is of great concern to me why so many cyber crimes seem to go un-investigated with perpetrators not brought to account. I intend to change this and publicise it widely.

5 Communication I would maximise the impact that technology can make to reducing crime and to reassure the public. I would ensure that the current CCTV systems across the county are fully utilised to deter criminals. I would increase the publicity that can be yielded from such systems to reassure the public that criminals are being caught and punished for their crimes.

The means of contacting the police service has to improve along with the feedback from the police regarding the outcome of incidents and investigations. We are now able to communicate globally via the internet/mobile devices, the police must also use these systems to better effect to provide timely and useful information to the public.


My Plan FOR WEST YORKSHIRE I’ve been out and about sharing my experience and listening to what matters most to residents across West Yorkshire. They’ve helped me to develop my clear six-point plan to keep you and your family safe;

Having served 31 years with the West Yorkshire force, I am confident that I can identify and eliminate any wastefulness and ensure every pound in the police budget is spent wisely.

■ More officers on the beat - I want West Yorkshire Police to have the technology they need to carry out their work on the beat, not behind a desk. I would invest in mobile and tablet devices so officers can receive real-time updates on the streets, giving them the best chance of responding to crimes quicker.

■ Keeping our streets safe - I am determined to make our streets safer, by tackling anti-social behaviour like fly-tipping, graffiti, misuse of alcohol and other activities which can blight our communities. I would ensure current CCTV systems across the county are fully utilised, upgraded and deployed in the right areas to deter criminals.

■ Delivering more for less - This Conservative Government has protected the overall police budget for the next five years.

■ Tackling Cyber Crime More crime than ever is now committed using the internet, often affecting the most vulnerable in society. My plan is to create a dedicated cybercrime unit, which will draw on expertise from the industry, helping officers understand how to deal with internet crimes and develop their skills, to keep families safe online.


■ Protecting the vulnerable - It is vital victims of domestic abuse are given every encouragement to come forward, every protection when they do, and every chance to go on and rebuild their lives. I have dealt with perpetrators and helped victims at first hand. I will work with the most vulnerable in our communities, particularly women, empowering and educating to create a positive culture of change.

That’s why I will look at police provisions in rural and semi-rural areas, so officers have the right equipment they need and the best training to deal with specialised rural crimes.
