MICHAEL FLESHER NAMED NEW EXECUTIVE VICE PRESIDENT & CEO
MICHAEL FLESHER Mr. Flesher is executive vice president and CEO of IMS.
In early April, the IMS Board of Directors announced Michael Flesher as the Society’s next executive vice president and CEO, replacing Clare Kelly, who announced her departure in November 2016 and steps down May 25, 2017.
Mr. Flesher has a wealth of nonprofit, for-profit, and political experience. He began his career in the Iowa political campaigns of the late 1980s, worked for the Small Business Administration and the Organization for Economic Cooperation and Development before joining the American Medical Association (AMA), where he led resident and fellow services and created the Professional House Staff Associations.

With seven years at the AMA and 14 with Pfizer, Mr. Flesher has been a proven leader in the healthcare arena for more than 20 years. Throughout his tenure at Pfizer, he developed and led interactions with medical societies, and he helped develop Pfizer’s public health partnership. “I’m honored to be joining the Iowa Medical Society. A PURPOSEFUL JOURNEY TO LEADERSHIP AND SERVICE By Joyce Vista-Wayne, MD, DFAPA
JOYCE VISTA-WAYNE, MD, DFAPA Dr. Vista-Wayne is a child and adolescent psychiatrist practicing in Des Moines. She is the president of IMS.
Joyce Vista-Wayne, MD, was installed as IMS’ 168th president on April 28, 2017. The ceremony was part of the IMS Annual Conference, which was themed Renewing Passion and Purpose in Practice. The following are remarks she made at the event. I was born in a small Philippine naval base hospital in a sleepy town north of Manilla. A sickly child, some of my earliest childhood memories are of hospitals with physicians in long white lab coats and nurses wearing stiff hats and striped apron dresses. That early exposure to medicine — to caregivers who served our community and made me a stronger, healthier child — galvanized my interest in medicine and launched a journey that led me halfway around the world to California, then to Iowa, and now as the 168th President of the Iowa Medical Society. I was raised, nurtured and educated in a culture of service. While my father was gone for months at a time serving as an officer in the Philippine Navy, my mother raised my sister and me and still found time for volunteer service with the Philippine Red Cross and other charities. Mother taught me to look at challenges as nothing more than a unique opportunity to develop strength of character. The Augustinian Recollect Order of Nuns who educated me in

my formative years set an example of dedication to a mission of generosity and service to the community. In each stage of my life, the call to serve was strong, and it eventually became my purpose and passion — as a nurse, a surgical resident, and as a child and adolescent psychiatrist. It was the desire to serve, driven by purpose and passion, that led this foreign medical graduate from the Philippines through the arduous and onerous qualifying exams to gain entrance in to the exclusive house of medicine; proudly and confidently I stood shoulder to shoulder with my U.S.-educated and trained colleagues, having fairly and ethically earned the privilege of providing the highest quality medical care to those who seek it. And so in the summer of 1998, together with my family, I moved to Ottumwa from Southern California to start my pediatric psychiatry practice. Astronaut Mike Massimo said of the Challenger crew, “They taught me that you only have one life. You have to spend it doing something that matters.” That should be life’s purpose — doing something that matters.
Passion is the fuel that allows us to achieve our goals — our purpose. The core purpose of the Iowa Medical Society is to assure the highest quality health care in Iowa through our role as physician and patient advocate. The Society holds the distinct honor of representing the owners of the House of Medicine in this state; the owners who spent years of interminable days and nights in classrooms and laboratories learning the art and science of medicine from accredited medical educational institutions. The owners who refused to settle for shortcuts because they knew they had the talent, ability, strength of character, fortitude, perseverance, resilience, and endurance to succeed. The owners who thought education — not legislation — earned them the privilege to serve in the noble profession of medicine. Passion and purpose kindled my pilgrimage of service and leadership from a small town naval base in the Philippines to the heartland of the United States and these vast fields of opportunity called Iowa. Energized and driven by passion and purpose, I begin my year-long service as your president. I am humbled by your trust. I will devote my time and energy to making our Iowa Medical Society an even more vibrant, stronger, and relevant representative body of the physicians of Iowa.

2017 ANNUAL CONFERENCE: RENEWING PASSION AND PURPOSE IN PRACTICE By Brian Privett, MD

The transition of Iowa’s Medicaid program from feefor-service to a privately run, managed care system over the last year has been fraught with challenges, so IMS assembled a panel of representatives from the managed care organizations — UnitedHealthcare, Amerigroup, and AmeriHealth Caritas Iowa — to answer questions from attendees.
The 167th Iowa Medical Society Annual Conference, Renewing Passion and Purpose in Practice, was held April 28-29 at the Des Moines Marriott Downtown. Physicians, clinic administrators, residents, and students took part in this two-day educational event designed to provide a collegial atmosphere in which to reconnect with the joy of practicing medicine. The first day of the conference featured five general sessions designed for both physicians and clinic administrators. Participants started the day with credentialing and insurance tips and tricks from IMS Business Affiliate, Paramount Health Options. Attendees were then treated to a full report on the 2017 state legislative session by Dennis Tibben, IMS Director of State Government Affairs and Sandra Conlin, IMS contract lobbyist. It was a banner year at the

From electronic health records to insurance company bureaucracy and government regulations, the demands on physicians and the administrators who run their clinics is leading to greater levels of professional burnout. Diane Shannon, MD, made an encore appearance at the IMS Annual Conference (she also presented in 2015) to share research and insights from her newly released book, Preventing Physician Burnout: Curing the Chaos and Returning Joy to the Practice of Medicine.
Following the awards, Joyce Vista-Wayne, MD, DFAPA, was installed as the 168th President of the Iowa Medical Society. In her installation address, which is featured in part on page 6, Dr. Vista-Wayne shared her remarkable journey from her home country of the Philippines, to residency in California and practicing pediatric and adolescent psychiatry in Ottumwa and Des Moines, to her election as IMS President.

After a full day of education, it was time for attendees and guests to unwind and celebrate at the President’s Reception. Guests enjoyed food stations, beverages and networking, while capturing fun memories in the group size photo booth. The second and final day of the conference kicked off with the Foster Group Breakfast Session presented by Foster Group Chief Investment Officer, Kent Kramer. While physicians were treated to high quality investing advice, nine medical students presented research posters to the judges and other attendees. Poster award winners were later announced at the networking luncheon, with the results as follows: • First Place: Siwei Dong, Des Moines University Inhibition of BMP2-inducible kinase (BMP2K) reduces hypoxia/reoxygenation injury and decreases autophagic flux in H9c2 cells • Second Place: Sebastian Sciegienka, UI Carver College of Medicine Enhancing neuroendocrine (NET) cancer therapy responses via disruption of peroxide balance • Third Place: Peter Kim, UI Carver College of Medicine Does Liposuction Cause Lymphatic Injury When Performed to Treat Lymphedema?

In his State of the Society address, Immediate Past President, Paul Mulhausen, MD, FACP, AGSF, discussed the many factors that divide the profession and the issues that are driving more physicians toward professional burnout. Despite these challenges, however, Dr. Mulhausen expressed tremendous optimism for the profession, identifying the Iowa Medical Society as a body that serves to unify Iowa’s physicians. Following Dr. Mulhausen’s address, Brad Nieder, MD, took the stage for the opening keynote address. Dr. Nieder, aka “The Healthy Humorist,” kicked off Saturday morning with a laugh — several of them in fact! Attendees enjoyed Dr. Nieder’s lighthearted approach to medicine and his humorous tips for living a happy, healthy life. Each attendee left the session with their own prescription from Dr. Nieder, a little reminder that laughter really may be the best medicine (well okay, 4th or 5th best). Following the opening session, attendees spent their day in educational sessions focused on four topics: Physician Wellness, Leadership Development, Practice Transformation, and Chronic Pain Management.

MERIT AWARD: HAMED TEWFIK, MD
Dr. Tewfik, a radiation oncologist from Iowa City, was chosen to receive the Merit Award, which is reserved for a physician who has made outstanding contributions to the medical profession and IMS. It is among the highest awards IMS presents to an Iowa physician. Dr. Tewfik and his wife, Ferial, also a radiation oncologist, are natives of Egypt. After arriving in the United States in the early 1970s, they practiced for many years at the University of Iowa before entering private practice, which they

WASHINGTON FREEMAN PECK AWARD: KIWANIS MIRACLE LEAGUE AT PRINCIPAL PARK
Kiwanis Miracle League at Principal Park, a Des Moines organization that provides a place for children with special needs to play baseball, is the 2017 recipient of the Washington Freeman Peck Award. This award is presented annually to an organization that makes significant contributions to the public health. Dr. Peck was a surgeon and medical educator, and he is attributed with being the principal agent behind the establishment of
what is now the University of Iowa Carver College of Medicine. Established in 2008, Kiwanis Miracle League at Principal Park provides a place for children with special needs to enjoy our nation’s pastime, but it is truly so much more than that. It is a place for families to come together and enjoy the great outdoors and the spirit of competition. At Kiwanis Miracle League, everyone bats, everyone scores, and every game ends in a tie. Among the numerous nominees for this award, Kiwanis Miracle League stood out for several reasons, but primary among them was the beautiful way it touches the lives of all who participate — players and coaches, buddy volunteers, parents, friends, and spectators. With every high five — each swing of a bat and toss of a ball — and every hug given in celebration of achievement, our community — our state — is made better.

Over the course of Clare Kelly’s tenure as Executive Vice President and CEO of IMS, the organization faced many unique, unanticipated, and harsh challenges to our mission. This was especially true in 2016, when there were times when the IMS leadership team was forced to contemplate a future without IMS.
IMS was forced to streamline staffing and realign the budget with new financial realities. Clare helped navigate the organization through these troubled times. It was painful, hard, and full of personal loss. Through it all, Clare faced the hard choices and difficult decisions that resulted in the sleepless nights many know so well — nights of worry and concern. Despite it all, she never let IMS lose sight of the mission and the value IMS brings to the physicians of Iowa. The physicians of Iowa have benefited greatly from Clare’s personal sacrifice and her commitment to the essential role our IMS plays in its advocacy for our patients. PHYSICIAN COMMUNITY SERVICE AWARD: RICHARD DEMING, MD
The Physician Community Service Award recognizes the outstanding service of an Iowa physician to his or her community. This year’s recipient, Richard Deming, MD, is a Des Moines oncologist who has enriched the lives of thousands through his commitment to the principles of human dignity, social justice and compassion. Through his work and personal example, he inspires all to live life to the fullest. Dr. Richard Deming is the medical director of Mercy Cancer Center and

founder and chair of the nonprofit Above + Beyond Cancer. Above + Beyond Cancer is dedicated to elevating the lives of those touched by cancer to create a healthier world. Among other initiatives, it engages cancer survivors in transformative journeys such as climbing to the top of Mt. Kilimanjaro and to Mt. Everest Base Camp, and a race across America — inspiring survivors and the public to devote themselves to a “life of advocacy and leading an example for healthy living and cancer prevention in their communities.” Dr. Deming’s greatest ambition is to encourage others to pursue lives of meaning, purpose, passion, and compassion. His kindness, compassion, and clinical expertise are known and deeply respected not just in Des Moines, not just in Iowa, but throughout the United States. Dr. Deming is involved in many national, state, and community organizations and is the recipient of numerous awards. He was awarded the Lane Adams Award by the American Cancer Society for excellence and
compassion in patient care. He is the recipient of “the one hundred” Award by Massachusetts General Hospital for his work with cancer survivors, and he was awarded the Iowa Cancer Champion Award for his tireless efforts in the field of advocacy. POLICY FORUM 17-1 RESULTS
PHASES CALL FOR ACTION The official “Call for Action” period begins seven weeks prior to each scheduled Policy Forum and lasts for two weeks. During this time, members are invited to submit Policy Request Statements (PRSs): brief descriptions of an issue or concern that you are experiencing in your medical practice, and request that IMS take some action to help resolve the issue. PRSs may request IMS establish or amend policy, take an official position, seek legislative remedy, or work within respective organizations to bring relief. Members submit a PRS and staff assist with formatting the desired action plan to be considered by the Policy Forum. Members may submit PRSs to forum@iowamedical.org or by mail to Iowa Medical Society, 515 E. Locust Street, Suite 400, Des Moines, IA 50309, Attn: Policy Request. PRSs can be submitted at any time during the year; however, they will only be discussed at a Policy Forum. TESTIMONY FORUM The second phase is the Testimony Forum. PRSs received during the Call for Action period are published online, signaling the opening of the Testimony Forum.

Members have two weeks from the opening of the Testimony Forum phase to contribute testimony via members-only discussions on the IMS website or submit feedback privately to forum@iowamedical.org. POLICY FORUM The final phase is the Policy Forum meeting. At the meeting, all PRSs and accompanying Testimony Forum comments are addressed by the Policy Forum and either accepted, amended, rejected, tabled, or sent to an ad hoc committee for further discussion. All members are invited to attend the Policy Forum to engage in discussion and offer their testimony in support of or in opposition to PRSs under consideration. While Policy Forums must be held at least once a year, they are regularly scheduled to be held once in the spring in concert with the annual conference and again in the fall. In addition, special sessions of the Policy Forum may be called as needed.
POLICY FORUM 17-1 RESULTS PF 17-1 was held at 1:00 p.m. on April 28 in Des Moines. The following represents the Policy Request Statements considered and the actions taken with regard to each.
PRS 17-1-01 Maintenance of Certification Submitted by: Tiffani Milless, MD, Des Moines POLICY REQUEST IMS shall pursue legislation to prohibit the imposition of a requirement that a physician secure a Maintenance of Certification (MOC) as a condition of licensure, hospital privileges, and reimbursement from third party payers. ACTION TAKEN Reaffirmed existing IMS policy; PRS rejected. PRS 17-1-02 Hospital Medical Staff – Autonomy, Self-Governance Submitted by: Craig Clark, MS, MD, JD, FCLM, Cedar Rapids POLICY REQUEST The Iowa Medical Society should adopt the following policy position concerning the self-governance and autonomy of organized medical staff: The Iowa Medical Society supports the principle that the organized medical staff of a hospital is an autonomous, self-governing legal entity with the authority to sue on its behalf and on behalf of its individual members in order to enforce medical staff bylaws. And, the Iowa Medical Society should submit a resolution to the American Medical Association House of Delegates urging it

POLICY REQUEST An amendment to the IMS bylaws is requested to change the position of Speaker of the Policy Forum from an elected to an appointed position. When the bylaws were amended in 2014 and the House of Delegates was closed, the ex-officio board seat of Speaker of the House of Delegates was changed to Speaker of the Policy Forum. This year was the first time since the bylaws were amended in 2014 that the Nominating Committee was responsible for slating candidates to run for this position. The Nominating Committee struggled to garner interest from the membership, and thus the position was left uncontested. The Nominating Committee believes the Board of Directors is better positioned to understand the particular skills required of this position, and thus seeks the following change to the IMS bylaws:

The Speaker shall also serve as a voting member of the Board of Directors.

ACTION TAKEN Tabled PRS pending outcome of Policy Forum ad hoc review committee. PRS 17-1-04 Protection for Epinephrine Prescribing Submitted by: Tom Benzoni, DO, Urbandale POLICY REQUEST 1a. The Iowa Medical Society shall pursue legislation establishing a gross negligence standard of proof if a physician writes a prescription for self-injection epinephrine to treat an allergic reaction, regardless of injection method. 1b. The Iowa Medical Society shall submit a resolution to the American Medical Association House of Delegates that it advocate for statutory protections for prescribing injectable epinephrine without the auto-injector (e.g. vial/syringe). ACTION TAKEN Referred PRS to Committee on Medical Services. PRS 17-1-05 Recommended Action on IMS Policies Last Acted Upon in 2007 Submitted by: IMS Policy Committee POLICY REQUEST • Retain H-15.010 – Accident Prevention: Motor Vehicles, Media Reporting of Accidents. Policy still relevant.
• Rescind H-60.009 – Children and Youth, Tdap Booster Prior to Middle School. The administrative rules to implement this requirement became effective January 13, 2013, and implementation began with the 2013-2014 school year. • Amend and Retain H-160.013 – Health Care Delivery, Interventional Pain Medicine Procedures, Practice of Medicine. This retains the intent of H-160.014 while allowing that advocacyspecific policy to be rescinded. • Rescind H-160.014 – Health Care Delivery, Interventional Pain Medicine Policy Statement. IBM rule 653 IAC 13.9 governing interventional pain medicine became effective August 4, 2010, however the 2013 Iowa Supreme Court decision on ARNP supervision of fluoroscopy undermines its effectiveness. PAST PRESIDENT PAUL SEEBOHM, MD, PASSES AWAY AT 100 Paul Seebohm, MD, Allergy and Immunology, Iowa City, passed away on January 8, 2017. Below is an excerpt from the eulogy delivered by Francois Abboud, MD, during Dr. Seebohm’s funeral on January 12, 2017. “Now before we say good-bye and adieu to you, Paul, let me one more time say why we love you. Without fanfare, you have taught us loyalty and equanimity. Your loyalty is ‘marble-constant’ and your fidelity unfailing. Your equanimity during controversy has taught us self-confidence and tolerance. From you, we learned never to compromise on professional ethics and yet avoid self-righteousness. We learned how to make just and difficult decisions and yet retain humaneness and sensitivity. In sum, you have taught us the greatness of the human potential. Throughout all of this, silence more than speech characterizes your genius. I would like to end with a quote from [Kahlil] Gibran on silence as a concluding statement in your honor and your memory: ‘Great truth that transcends nature does not pass from one being to another by way of human speech. Truth chooses silence to convey her meaning to loving souls. There is something greater and purer than what the mouth utters. Silence illuminates our souls, whispers to our hearts and brings them together.’ Paul, you have illuminated our souls, you have whispered to our hearts, and you have brought us together.”

2017 LEGISLATIVE SESSION ENDS WITH HISTORIC IMS WIN By Dennis Tibben
DENNIS TIBBEN Mr. Tibben is the director of state government affairs for IMS. He serves as the staff liaison for the Committee on Legislation and for the IMPAC Board of Directors.
By the time this edition of Iowa Medicine lands in your mailbox, the General Assembly will have adjourned for the year. It has been another busy, productive session for the house of medicine with the biggest news being the historic passage of comprehensive medical liability reform. Tort reform was not the only legislative victory for IMS this year. We also saw success in enacting a series of policy measures intended to help address Iowa’s opioid abuse problems and reduce insurance barriers to care. Medical Liability Reform On May 5, 2017, Governor Branstad signed SF 465 into law. The most significant reforms to Iowa’s medical liability system in more than a generation, the legislation enacts four primary reforms: a $250,000 cap on noneconomic damages with some exceptions, strengthened expert witness standards, a Certificate of Merit in all medical liability suits, and expansion of the Candor protections IMS successfully passed in 2015.
This legislation was decades in the making, with IMS working since the 1970s to educate legislators on some of the reforms included in this year’s legislation. Despite Republican control of both legislative chambers and the executive branch for the first time since 1998, passage of SF 465 was far from a foregone conclusion. The Iowa Bar Association and the Iowa Association
for Justice, the membership organization for plaintiff attorneys, vehemently opposed these reforms. In conjunction with their legislative allies, they were relentless in working to halt or significantly diminish the scope of the bill. Iowa physicians, residents, students, and clinic administrators should be commended for their overwhelming grassroots response to our calls to action. While the IMS Government Affairs team was spearheading efforts inside the Capitol, these external legislative contacts helped validate our message and put a local face on the issue. In more than one instance, undecided or wavering legislators cited contacts from their constituents as the reason for their ultimate support of the bill. SF 465, which takes effect July 1, 2017, is expected to significantly reduce medical liability insurance premiums. States that have passed medical liability reforms similar to those in the new Iowa statute have experienced increases in physician workforce; increased access to care, especially in rural communities; and decreases in overall healthcare costs.
Opioid Abuse Prior to the 2017 session, IMS-crafted comprehensive opioid abuse legislation, which included reforms intended to improve informed prescribing, reduce overall opioid supply, and increase access to treatment. This comprehensive legislation failed to clear the necessary procedural

To help address this, IMS worked as part of an expansive coalition of provider and patient advocacy organizations to pass legislation, which would create a prescriberinitiated step therapy override process for commercial insurers. This override process will help reduce instances where an insurer requires a patient to first try and fail other medications before they will cover the originally prescribed medication.

Informed Prescribing
HF 524 Grants authority for the Iowa
Board of Pharmacy (IBP) to enter into interstate agreements to connect the Iowa Prescription Monitoring Program (PMP) with all 48 otherstate PMPs. Doing so will allow physicians to have a more comprehensive picture of patients’ medications prior to issuing a new prescription. This legislation will ensure access to the records for any prescriptions patients receive while out of the state. Currently, the PMP is only connected to states that border Iowa plus Kansas.
Supply Reduction
SF 484 Grants authority for the IBP to implement a number of programmatic changes. Of interest to the medical community, the bill removes the current statutory cap on the board’s use of licensure fees to fund local controlledsubstance disposal programs.
In 2016, the IBP received more than 100 applications for participation in this program, however, the state cap
only allowed them to fund programs at half of these locations. After IMS alerted the Governor’s Office to this issue, they were able to find funds elsewhere in the state budget to cover the shortfall. Without this cap the IBP now has greater flexibility to fund programs to remove excess opioids, at risk of being diverted and abused, from circulation. The original IMS-crafted legislation included a provision to allow for patient-initiated partial fills of opioid prescriptions, with pharmacist notification to the prescriber.
The override process may be initiated in any of the following situations: if the step medication is contraindicated, if the step medication is expected to be ineffective, if the patient has previously tried and failed the step medication or a therapeuticallyequivalent medication, or if the patient is currently stable on the prescribed medication. This legislation prompted a discussion with the IBP regarding their ability to promulgate administrative rules to implement this new patient-choice option under authority of the recently enacted federal CARE Act. The IBP is in the process of drafting rules under this authority to allow for patient-initiated partial fills for all Schedule II controlled substances.
Administrative Burden One of the contributing factors to physician burnout is burdensome insurance regulations that are forcing physicians to spend more time dealing with paperwork and insurance call centers, and less time caring for their patients.

How to implement a Candor program and the mechanics of successful discussions will be the focus of a Candor conference in Des Moines this fall.

The three will discuss what happened in the case, the process of initiating a Candor discussion, how that discussion went and what made it successful. Each party will give his perspective and will answer questions from attendees. Tim McDonald, MD, JD, will introduce the early-disclosure model and share its successes in other states and institutions. Dr. McDonald has served as the Chief Safety and Risk Officer for Health Affairs at the University of Illinois Medical Center at Chicago. In that role, he implemented a program for responding to patient safety incidents that resulted in nearly 200 system improvements. Dr. McDonald is currently engaged in implementing early disclosure programs in more than 100 hospitals in nine states.
Candor (Communication and Optimal Resolution) is an open, honest, and confidential discussion between a patient and a physician following an adverse outcome. The physicianinitiated discussion occurs shortly after the incident, and none of the discussion is admissible in court. Using Candor gives patients honest and frank answers about the circumstances surrounding an adverse outcome, and provides the opportunity to participate in implementing procedures to prevent a future incident. The process is much

shorter than traditional lawsuits, so patients with legitimate claims receive faster resolutions. A one-day Candor conference, scheduled for Friday, September 22, in Des Moines, will feature national speakers from successful early disclosure programs as well as individuals from the pilot Candor program in eastern Iowa. The chief medical officer of the pilot program in eastern Iowa will speak about how Candor discussions have affected his clinic and the way they
Michelle Mello, JD, PhD, Professor of Law at Stanford University, will provide data from programs across the country and what those statistics mean for Iowa programs. Dr. Mello has written extensively on topics related to medical malpractice systems and medical errors and patient safety. Her presentation will include the latest data from one of the first early disclosure programs in the country. A panel of attorneys includes Karen Lorenzen, JD, a plaintiff’s attorney who represented a patient through a successful Candor discussion at the pilot site in eastern Iowa.

Connie Alt, JD, who represented the pilot site clinic through that discussion, will serve on the panel as well. Stacie Codr, JD, a malpractice defense attorney based out of Des Moines, will also join the panel to discuss the effect the Candor law will have on future litigation. The attorneys will give their perspectives on Candor and conference attendees will have the opportunity to ask questions. The conference will offer seperate breakout sessions for attendees from larger systems and from independent clinics. Employees of larger systems will be invited to hear a panel of risk managers from the pilot site in eastern Iowa. Panelists will discuss barriers they faced to implementation, how they overcame those barriers, and what they have learned since the pilot program began.
Employees of independent clinics will be invited to a panel of representatives from several malpractice carriers discussing their perspectives on early disclosure programs. The representatives will provide insight into how early disclosure programs benefit malpractice carriers in addition to providers and patients. After championing passage of the Candor law through the 2015 Legislature, IMS co-sponsored a national conference in Stanford, California, in winter 2016. That conference brought together professionals from across the country to discuss the merits of early disclosure programs and to learn practical methods of implementation. Members of the pilot site in eastern Iowa attended the Stanford conference
and developed a plan to establish Candor within their clinic. Since implementation, the pilot site’s Candor program has led to several successful resolutions of cases, as well as system improvements to provide superior health care. The conference is sponsored by COPIC Medical Foundation and will be held at the Kelley Conference Center at UnityPoint. It is free to IMS members and lunch is provided. All professionals involved in patient safety, including physicians, risk managers, and attorneys, are encouraged to attend. CME and CLE credit will be available. NEW IOWA NEUROSCIENCE INSTITUTE TO DEVELOP NOVEL RESEARCH PROGRAMS By Jean Robillard, MD

This is an exciting time for research at the University of Iowa Roy J. and Lucille A. Carver College of Medicine. The launch of the Iowa Neuroscience Institute, increased external funding, and a new strategic plan position us well to continue our leadership role in biomedical discovery for Iowa and the world. With reports that neuropsychiatric, neurodevelopment, and neurological disorders now account for nearly one-fifth of all disability in the world leading to ill health or early death, we recognized that the Carver College of Medicine had a tremendous opportunity to contribute to discovery of the causes of — and preventions, treatments, and cures for — the many diseases that affect the brain and nervous system.
Initially, researchers will focus on four disease/problem areas: epilepsy; mood and anxiety disorders; neurodegenerative diseases such as Alzheimer’s, Parkinson’s, and Huntington’s; and brain and nervous system trauma. Dr. Abel will also build on existing strengths at Iowa in physiology, genetics, and translational neuroscience to recruit and retain outstanding faculty, develop common research facilities, and create innovative educational programs.
We believed we could lead the way in creating a neuroscience institute — a campus-wide neuroscience community that could make revolutionary discoveries in fundamental neuroscience and translate them into clinical treatments for brain disorders.
Through the auspices of the Iowa Neuroscience Institute, we intend to establish the University of Iowa as a leading center for excellence in neuroscience.
Earlier this year, we dedicated the Iowa Neuroscience Institute and welcomed its first director, Ted Abel, PhD, a nationally-respected neuroscientist from the University of Pennsylvania. Dr. Abel’s vision is to maximize UI’s highly collaborative spirt and strengths in basic and clinical neuroscience research to develop novel interdisciplinary research programs.
Among the funding sources for the new institute was a transformative $45 million grant from the Roy J. Carver Charitable Trust. The Trust and the Carver family have provided many years of vision and significant support to the UI Carver College of Medicine, which has allowed us to continue our leadership role in biomedical discovery and contributions to the
understanding of some of society’s most devastating diseases. Outside of philanthropic gifts, we saw an overall 2.46 percent increase in external funding for Fiscal Year 2016, with the college receiving more than $229.4 million. Contributing significantly to that increase was a 13.5 percent increase ($13.6 million) in grants from the National Institutes of Health, for a total of $117.1 million in NIH funding for FY 2016. In addition, UI Health Care is also investing in the academic success of the Carver College of Medicine, by committing a total of $100 million ($20 million a year for five years) to recruit new faculty, support needed resources toward successful NIH grants, and fund pilot grants. Since launching the initiative in late 2015, we have already recruited seven new research faculty members, all of whom come to the Carver College of Medicine with significant NIHfunded grants. Such increased funding can spur significant progress in our five major

translational pillars, selected for their promise in synergizing bench to bedside discovery. The pillars are: 1) neuroscience; 2) diabetes, metabolism, and obesity; 3) cancer; 4) heart and lung; and 5) immunity, inflammation, and infection. Working in each of these areas are interdisciplinary teams of scientists and clinicians using outstanding research facilities, and the newest scientific approaches to answer transformative questions. Among the breakthrough discoveries that have been made in these areas are a better understanding of human genetic mutation vital to cystic fibrosis discoveries; critical advances for sudden death in epilepsy; the discovery of new biomarkers for identifying young patients at risk for diabetes; and new insights into muscular dystrophy.
Our researchers are pursuing strategies to bring new genetic discoveries to patient care as rapidly as possible, such as the creation of transplantable retinal tissues from patient-derived stem cells and other gene-directed therapies to treat inherited eye diseases. Tremendous strides have also been made in cardiology, pulmonology, and cancer among other areas. Finally, our research vision and mission have been re-invigorated by a strategic planning process and resulting plan that will focus on initiatives that bring innovation and imagination in biomedical research to the world. Our strategic-planning efforts ensured that we explored many possible futures that may unfold and that we considered how our path forward might change — or not

We explored how the landscape of academic medicine might evolve over the next decade, and we considered how global economic growth, consumerism, personalized medicine, and the emergence of big data and other technologies will permeate all aspects of what we do. The whirlwind pace of change in science and medicine is the common thread that requires us to build capacity to manage that change and enable us to be more responsive and flexible than ever before. Through these efforts, and through the creative thinking of some of our most talented people, we have developed robust-yet-flexible research goals that are an integral part of reinforcing and advancing the tripartite mission of UI Health Care — patient care, education, and research.

WELL, MAYBE. BUT PROBABLY NOT….. If you used the property for the greater of 14 days or 10% of the total time rented, then it is considered a vacation home by the IRS. You can write off most expenses associated with the vacation home, but you will have to prorate the expenses between personal use and rental use. Oh, and the pesky IRS says that if it’s a vacation home, then you can’t create a loss. So, even if you have a nice depreciation charge or other expense to offset the revenue, you can take your income down to zero, but you can’t create a loss to offset your other income. There is, however, a way to rent it out for 14 days or less and not report the rental revenue as taxable income…..
