ICONIC BRITISH SEASIDE TOWN LAUNCHES A NEW ATTRACTION Blackpool is extremely proud of its tram heritage, which last year celebrated its 126th year of operation. The heritage trams, which for years have run along the west coast seafront, had become a tourist attraction in their own right. In April 2012, Blackpool signalled a new era in its tram history when a new fleet of 16 ultra-modern FLEXITY 2 trams arrived in the town. Blackpool and Lancashire County Councils

VICTORIA LINE TUBE UPGRADE – DELIVERED ON TIME AND UNDER BUDGET The Victoria Line Upgrade (VLU) started in earnest in 2005. Transportation demands in London are increasing dramatically, so to meet projected growth, London Underground set the goal of increasing overall passenger capacity by 21"% through the introduction of a 33 trains per hour timetable. As the first upgrade of an automatic railway the VLU was a significant and challenging undertaking, with the project scope including a fleet of 47 new trains built by Bombardier Transportation, new automatic signalling and line control system as well as significant infrastructure works. Despite the scale of the challenge, the £1 billion upgrade was completed on time and in readiness for the London 2012 Olympics. The project was also successfully delivered under budget, realizing significant savings through efficient working and effective risk management. Since the introduction of the new fleet, customer satisfaction scores have increased and journey excess wait times have been slashed. The new trains are larger, faster and more frequent and with the new signalling system, more reliable than ever.

The proven ZEFIRO 250 train is already operating in various parts of China. An existing fleet of 115 trains, 1,200 cars in total are currently in service.

THE CORNERSTONE OF MAINTENANCE Discussing whether it was more important to work on preventative maintenance, or to develop quick and effective reactions to disruptions, Newton said: “Preventative maintenance has got to be the cornerstone of any fleet. Obviously, it’s got to be the driver, but you have to make sure it’s dynamic, so that you don’t stagnate and do the same thing over and over. This involves constant optimization on VMIs (Vehicle Maintenance Instruction) and preventative maintenance practices. Permanent staff are also spread across the network to provide reaction where necessary, as quickly as possible. Good maintenance obviously reduces the need for reaction. However, Newton believes “the real target should be condition based maintenance with new vehicles having more and more inbuilt capability to monitor their own systems.” He adds: “We’ve got various proven initiatives such as BOMBARDIER ORBITA which we plan to expand towards our full Asset Information Management System (AIMS) including building on the early success of our Automatic Vehicle Inspection System (AVIS) currently being trialled by our South African colleagues with full support from the UK. These Bombardier’s service capability enables its customers to benefit not only from extensive expertise in engineering but also from a global materials supply network and component overhaul capability. In the UK alone, Bombardier services more than 5,200 vehicles – from intercity and regional trains, including electrical and diesel multiple units, to metros and light rail vehicles. Fleet management packages can range from full service provision, ensuring fleets are service-ready every day, through to the supply of specific spares and/or technical support. For years train operators have cited fleet reliability and availability as the keys to success in customer satisfaction, encouraging greater numbers of passengers to leave their cars at home and to travel by train. Yet today’s rail passengers have increasingly high expectations for punctual, efficient and environmentally friendly rail service. As trains become more sophisticated and have additional features, such as passenger information systems, or “intelligent” climate control, the task of ensuring that trains are fully functional has become even more complex. This means that maintenance teams have a more challenging task than ever before. As well as ensuring that fleets are safe and reliable, the maintainer has to have an eye for all the details that affect a passenger. Whether a panel is rattling, or an information system is malfunctioning, passengers’ expectations for the comfort of their environment

CONDITION BASED MAINTENANCE The engineering knowledge of the original vehicle builder is invaluable and having the train-builder as maintainer brings many implicit advantages. “There is increasing opportunity to build condition-based maintenance into new vehicles,” Newton explains and there are currently pockets of the practice across the railway network. “It doesn’t always mean there’s a need for a very high technology, high-complexity solution. Sometimes it can be as simple as just checking certain things more quickly. Our operators now have handhelds while line-side, giving the capability to capture more data, look more frequently at a lot of things and build up a picture that allows you to make better decisions. This new approach to maintenance can provide significant cost savings and remove constraints on where and when fuelling takes palace, offering a wider range of options for timetabling. The approach is clearly paying dividends in tangible performance results.
