Robert Wright argues that Canadians’ understanding of notions such as art, culture, unity, identity and sovereignty have always been informed by conﬂicting forces, most of them beyond the control of ordinary citizens, many beyond the control of governments. He suggests that Canadians are not timid fence-sitters, or apathetic victims of situational forces. Rather, out of conditions of contradiction, paradox and irony, they have developed remarkably sophisticated cultural and political strategies for deriving pleasure, prosperity and peace of mind. Living with contradiction has always been a fact of Canadian life; ambivalence has been the critical framework that has made this living not only possible, but the envy of the world. Focusing on the traditional state-centred arenas of group and social movement influence such as Parliament, elections, the bureaucracy and the courts, this book argues that the terrain of group politics in Canada has been restructured by the transition from the Keynesian welfare state era to the era of neoliberal globalization. It surveys the main approaches to the study of collective action in the Canadian context, including theories such as pluralism, neo-Marxism, historical institutionalism, and rational choice theory. The core of the analysis draws on political economy and historical institutionalism to explore the ways in which Canadian political institutions are in the midst of a fundamental transformation brought on by the shift to neoliberalism. Miriam Smith argues that political-institutional changes in federalism and intergovernmental relations, the role of the courts in the wake of the Charter, the decline of the legislature, the concentration of power at the centre, the relative displacement of the public service, the regionalization of the brokerage party system, and the rise of professional lobbyists have altered the scope for group politics in Canada. —or Gypsies as some people still call them—constitute Europe’s largest, poorest, and most enigmatic minority. In spite of their centuries-long coexistence with mainstream Europeans, our picture of this people remains rooted in stereotypes and myths that have little in common with contemporary social reality. Fullfledged citizens of the European Union, and ostensibly protected by the world’s most progressive human rights legislation, many Roma live under conditions that challenge our notions of Europe, modernity, and pluralism. This book is about a Romani settlement in eastern Slovakia. It is a community that has grown to become one of the largest and most problematic townships of rural Roma in the entire district. The dark-skinned squatters on the margins of Svinia are segregated from the surrounding society by means of physical and social barriers entrenched in local ideology and enforced by rules and conventions reminiscent of apartheid. David Scheffel offers a detailed ethnographic account of the social, cultural, and historical circumstances that have encouraged and supported inter-ethnic inequality in the region. In the process, he demonstrates the complexity of what is often referred to as Europe’s “Gypsy problem” with passion and sensitivity. David Z. Scheffel has written extensively about the Roma, as well as helped produce the documentary The Gypsies of Svinia (1998) for the National Film Board of Canada. HE essays in this book deal with the appropriateness of “dirty hands” in politics the widely-held view that politics is a dirty business and those who engage in it can’t help but get their hands dirty – Oliver North’s self-defense in the aftermath to the Iran-Contra affair is a good example. The book explores the meaning of the term and its implications: whether dirty hands is useful as a description of the way public figures actually behave in crisis and whether it is acceptable as a model for guiding ethical and efficacious conduct. Contributing authors present differing appreciations both of the extent to which there are dirty hands in political decision-making and actions and of the justifiability of such conduct if and when it presents itself. Defenders of dirty hands make the argument (in various ways) that sometimes cruelty and/or deception are necessary means to achieve a desirable end. The desirable goal may be advancing the greater good or it may mean preventing a considerable evil. On the other hand, there are a variety of strong arguments for rejecting the practice as well as the theoretical justifications of dirty-handed activity. The book presents arguments and analyses pro and con for using normally repugnant methods to advance worthy ends. The dirty hands problem sets ethicists, political theorists, and social philosophers against one another on empirical, logical, and normative grounds, leaving it to readers to form their own views. However, the debate about dirty hands is also directly relevant to the consideration of ethical problems in a more general sense because its ultimate concern – how to act rightly when moral rules point in contradictory directions – can come to the fore in many circumstances in social life. Accordingly, several of the essays address broad moral questions beyond the dilemmas faced by political leaders.
