INTRODUCTION BOOKS FOR ALL, was an initiative of the WHITE TEAM, who participated in the INTER-AMERICAN LEADERSHIP TRAINING held in Houston, Texas; sponsored by the Messengers of Peace program and first performed at the Interamerican Scout Region. The main objective of ILT is generate learning processes on effective leadership by addressing issues such as problem solving, effective communication, teamwork and project management to strengthen the background of the participants and also to train skilled leaders pro-actively in order to help their associations in the development of social service program initiatives raised by Messengers of Peace.


JUSTIFICATION "The book are works which, through the variety of their contents and different forms of human expression, feed our shared intellectual heritage in all its diversity� 2 BOOKS FOR ALL, the project emerged as a strategy to address the educational problems of the twentieth century. Latin America has the lowest reading rates by country and these statistics are due to the lack of education and economic resources to purchase books, especially for people socially vulnerable. Mainly, education is a fundamental right and is considered by UNESCO as the Millennium Development Goals, it is therefore important to note that books are tools that help to enhance the cultural capital of the people, generating development in society. Also the book "are central to the great effort that goes into increasing their role in the life of societies in developing countries ." 3 However, volunteer members of the World Scout Movement, are consistent with our commitment to work in projects and strategies that are true to our slogan of building a better world. We believe that management book donation programs and reading habits, promote the improvement of the educational levels of those socially vulnerable where reading is conditioned by access to printed media. Taking into account, the donation is an activity that it is done on the recommendations made by UNESCO, in this sense, it is a practice that is useful whenever you take into the integration of several factors that make the book chain, such as authors, publishers, organizers, and finally readers. The management of this project, fosters leadership skills among older members of the scout movement, called Rovers, because the philosophy of Scouting aims to build a better world through such an initiatives, since this is build stronger links among in scout members based on binding, confidence and responsibility inteamwork, which is important for the integration and development of

organizational capacity within the scout associations. In the same way, the volunteer work is going to count with the support of the global platform Messengers of Peace, and governmental agencies and institutions to strategically assist in the implementation of these projects to proactively affect change and overall improvement.


OBJECTIVES FOR BOOKS FOR ALL GENERAL Develop a book donation program and strategies for implementing reading habits, getting a major global impact on the different regions covered by the World Scout Movement, especially at the Interamerican Scout Region. SPECIFIC 1. Manage books to be distributed to underprivileged children. 2. Create strategic alliances with multilateral organizations in order to generate the greatest possible impact of the project. 3. Promoting culture and education. 4. Encourage reading. 5. Motivating Rovers to achieve leadership in these initiatives to build a better world.


PROJECT LOCATION FOR BOOKS FOR ALL Mainly, the field location for project implementation will be the five regions in which the World Scouting Movement is divided: African Region: Nairobi, Kenya Arab Region: Cairo, Egypt Asia Pacific Region: Manila, Philippines Eurasia Region: Kiev, Ukraine European Region: Geneva, Switzerland and Brussels, Belgium Inter Region, City of Panama, Republic of Panama It is important to note that the characteristics of existing populations in different regions in which the World Scout Movement operates, it will be very different, so to achieve effectiveness in implementing BOOKS FOR ALL, it should be aware that is necessary to study the context in order to the project respond effectively to the various educational problems, during the programs of donation of books and reading habits. BOOKS FOR ALL, the initiative will take place primarily in the Interamerican Region, with the support of its respective office and the 36 participants of the Interamerican Leadership Training, for the reason that they have more contact with the reality of policy regarding distribution of books and programs of reading habits in America, also with help of the volunteer Rover support and global platform - Messengers of Peace. According to the above, BOOKS FOR ALL is going to run on the remaining five regions, thanks to contact leaders in other countries and agencies who have knowledge about the context of the book, so we can be aware of the realities experienced by other countries relative to the distribution of books and reading programs, so that we can establish this project as an initiative that adapts to different contexts for the sole purpose of promoting the wealth and culture of the


world through this important product development called book.


TARGET GROUPS FOR BOOKS FOR ALL It will have to implement this initiative in several types of populations, depending on the context and the region in which the project BOOKS FOR ALL is going to run: Child population vulnerable: children who can read and who are in difficult socio-economic situations that prevent them to get different books. Vulnerable young people: young people who can read and who are in difficult socio-economic situations that prevent them to get different books. Libraries of schools and colleges: usually libraries of schools and colleges, especially those of rural context, that not have sufficient resources to purchase or obtain a variety of books, however by this project is important to provide some books that allow the educational task more productive for children and young people that cannot access a variety of books for free. Resourced Young University: Young people who are in college, who doesn’t have the economic possibilities to get different books of their study material. Youths and adults interested in the development of culture and reading habits: People in general who is interested in programs and promote reading habits to generate greater synergy about regarding cultural issues. For the Interamerican Region, it will have the most optioned population for the implementation of BOOKS FOR ALL project, it will be the vulnerable children and young people, adults interested in culture and the reading habits, they will be the main beneficiaries.


IMPLEMENTATION DATES BOOKS FOR ALL

Released Project: launch date of the project is on July 1st, 2014, however prior to this activity, it is bring together all participants of the Interamerican Leadership Training, so before to the launch date it will publish all information related to the initiative by email, in order to the Interamerican leaders support this project quickly, spreading in their National Scout Organizations for develop BOOKS FOR ALL. The launch of this initiative, is going to handout a page on the social network Facebook, infographics and videos that explain in an assertive and creative execution the process of BOOKS FOR ALL. Date of the project: We have scheduled implementation BOOKS FOR ALL project, after the day of publication and dissemination, it means, on July, the project will spread massively and in the months of August and September, it will study the context in which the project is going to apply and subsequent the volunteer groups will make a collection of books. Finally in October and November, the volunteer groups will donate books and hours of distribution and donation of educational materials will be made.


METHODOLOGY AND IMPLEMENTATION OF BOOKS FOR ALL

The methodology or model work for this project will be youth empowerment, it means the Rovers are going to lead this project creating national teams for the execution of BOOKS FOR ALL. For the development and implementation of this project, we have several runspaces: INTER-REGIONAL FIELD: A. Launching the project on social networks at global, national, regional or district level depending on the organization of each National Scout Organization: launch will be on July 1st, 2014. However, before the official presentation on the social network Facebook, we are going to invite all participants to a meeting for the presentation of BOOKS FOR ALL. B. Meetings with each team which participated in the ILT: it will be conducted before and during the launch of BOOKS FOR ALL. C. Contacts and seeking support from other agencies: That will be in the process of launching BOOKS FOR ALL and subsequent execution. Within each National Scout Organization. Since the publication on the social network Facebook, it must be establish a call by the Rover to lead the project as a partnership, in order to form a national teamwork, which is responsible for motivating the implementation of BOOKS FOR ALL in each region or district, adopting a regional coordinator for these tasks, it is recommended that the national leader make meetings with the team to establish key points in the development of the project and it is important to take three stages: the first related


to the study of the target population, the second refers to actions aimed at collection of books and application for assistance to appropriate agencies that contribute to this implementation process, and finally the delivery of the books to the chosen people, delivery is one of the most important parts of the project that must be performed by a pedagogical approach, teaching that books and reading are important to the cultural development of people.


WHO CAN PARTICIPATE Among the strategies of coordination and empowerment may participate Rovers as managers of BOOKS FOR ALL, in the case of chief scouts, who will play the role of committed to the project and finally: venturers, scouts and cubs as volunteers lend their support for the various stages of project implementation. Similarly, those organizations that are related to cultural and educational issues as libraries, bookstores and foundations may participate by generating synergy in 3 stages to the development of this initiative, it means generating contributions or comments that allow growth experience BOOKS FOR ALL, in the same way, civilians that want to be part of this initiative by donating books with no longer use.


RESOURCES Mainly donated books in good condition. Donors are asked to bring: encyclopedias, dictionaries, atlases, story books, special books, educational games and materials (educational puzzles, shapes, alphabets, magazines, story books, pre-school materials, etc.). It is requested that the items are new or are in perfect condition (no scratches or cut).
