An overflowing council chamber was revved up Monday night over the prospect of motorized vehicle use being enshrined on Mount Gardner. The issue, which has been hotly contested for the past two years after council passed a resolution asking for the vehicles to be banned on the mountain, was back in the spotlight following a consultation visit to Bowen by Recreation Sites and Trails BC (RSTBC) earlier this month. RSTBC is in the process of gathering information through what’s described as a Visitor Use Management Framework, which they’ll use to make recommendations to the Ministry of Forests who will make the final decision. Bryan Mitchell, land and resource specialist with RSTBC, is heading the project and led the June 1 stakeholder meeting. Mitchell appeared before council June 13, but the evening began with a lineup of 30 speakers at Municipal Hall, a near unanimous chorus of residents echoing their opposition to any use of motorized vehicles on the mountain during the more than hour-long public comments section. Oppositions were varied but centred around certain main themes. One of these was the potential impact on the environment, such as damage to soil or disturbances to local wildlife.

The bylaw would also make changes to our regulations for residential guest accommodation, proposing to not allow this short-term rental use within a secondary suite or detached secondary suite, and allow detached secondary suites on larger lots to have more floor area (140 sq. m., or 1,500 square feet up from the current 115 sq. m. or 1,230 sq. ft.).

We’re hiring - Roads Crewperson BIM seeks to fill a new position on the Roads & Parks Crew in Public Works. The crewperson is an outside labourer and will primarily be responsible for assisting with the maintenance of the Municipality’s roads, parks, beaches, and trail infrastructure. In addition, winter maintenance requirements will consist of snow clearing from roadways and applying anti-ice material amongst other duties. Disturbances to local residents was another major concern. Several speakers expressed their discomfort at having to share the trails with motorized vehicles, also citing the relative noise levels of dirt bikes and ATVs. The consultation process itself didn’t escape complaint either, with many attendees saying it appeared from the tone of the meeting that it was a done deal motorized vehicles would be permitted come decision time. Mitchell’s update followed, where he outlined what RSTBC is factoring into their recommendations and where they are in the process. The stakeholder meeting – part of Phase 2 of the four-phase project – was the last item to have a specific timeline attached to it. An actual decision is still several months away, and unlikely to take place this year. One of the main reasons for this is delays in conducting a full archaeological assessment of the mountain, as part of reconciliation efforts with Indigenous groups. Mitchell says the ministry simply doesn’t have the resources to undertake this right now, and is unsure when they will. Once work begins Mitchell says archaeology reports usually take around four to five months to complete. He added he expects the process to move fairly quickly after that. Following Mitchell’s presentation it was council’s turn, where Coun. David Hocking followed up on people’s frustration with RSTBC. “I’m quite frankly astonished that when you (RSTBC) finally come, and you started this consultation process… you appear to have a solution already decided… that there will be motorized use on at least part of Mount Gardner.” “That’s not how the process works. I would expect you to come and say here’s the issue, let’s hear your thoughts,” said Hocking.
Mitchell responded “There is no preconceived outcome of what this work will be. I’m starting with a completely clean slate.” Hocking also wanted to know how RSTBC felt motorized vehicle use reconciled with climate change, given extreme weather events B.C. has seen lately such as hotter summers and the atmospheric river. Mitchell says environmental issues are outside the scope of his work. “That isn’t our role within RSTBC. Our role is really to manage recreational values. I recognize there’s concern about motorized use and its impact on climate change, but that ultimately comes from a different branch of government, and any mandates that would restrict that type of use isn’t our responsibility as RSTBC,” said Mitchell. This did little to satisfy the councillor. “I’ve been working on climate change for a few decades, and lots of folks have ducked the issue who are responsible by saying ‘well it’s not my arm of government to do that,” said Hocking. “There’s no magic bullet to deal with climate change emissions, every department and every aspect of every department has to do it, and I’m sorry you just can’t drop it off your mandate.” Mitchell said the municipality should advocate to the provincial government for more resources to fight climate change. Councillors Sue Ellen Fast said there was a worry that Bowen would become a destination for recreational motorized vehicle enthusiasts if their use was allowed on Mount Gardner. “The scale of the motorized use will probably be changing, I think that’s what people are concerned about.” Mitchell pointed out there’s currently no rules restricting these vehicles on Gardner. “There’s a history of motorized use on the island, there’s never been any regulations under

any provincial legislation… We’re completing a consultation process in light of the municipal resolution, as well as the significant amount of interest we’ve received from the public on the issue, as well as stakeholder groups, to inform a decision on whether or not the province should enact regulation for the first time… that would restrict motorized recreation.” Coun. Maureen Nicholson wondered in light of the many people opposed to the use of these vehicles, including 80 letters received by the municipality in the past week plus the public showing at council, whether this could speed up a decision. Mitchell agreed the evening had been a near unanimous showing for one side, but said RSTBC still had to follow due process. “With the significant impact that’s been noted by stakeholders to the environment, the high level of both political as well as citizen interest in the issue… the province of B.C. and RSTBC have decided to put a higher level of scrutiny into our decision making process.” “It would be easy just to take the resolution from your municipality and translate that into a decision, but ultimately there needs to be a higher level of scrutiny… to make sure that everyone engaged in this feels there’s a process, they had the opportunity to speak, and ultimately it was transparent and they can see themselves within the final decision,” said Mitchell. Coun. Michael Kaile concluded by asking Mitchell to do everything he could to move things along. “Because this is becoming an exercise in frustration in so many different ways, and I see no goodwill being built up by not coming to a speedier conclusion,” said Kaile. Mitchell also cleared up a 2021 letter from RSTBC which stated the group would create a non-motorized experience on Mount Gardner, but failed to expand on what that would be. Mitchell said he interpreted the letter – described by chief administrative officer Liam Edwards as “very confusing and very loose” – as a decision to develop this non-motorized experience on the mountain. Mitchell confirmed this means no matter what the final decision, there will be spaces on Mount Gardner motorized vehicles are not allowed.

What is this amendment about? BIM has applied for a temporary use permit for temporary worker accommodation to house up to three travel trailers or campers for a period of up to four months. A contractor engaged by the Bowen Island Municipality to construct the Tunstall Bay Water Reservoir wishes to house their workers on Bowen Island during the construction period at the Cove Bay Water Treatment Plant location. What is this amendment about? Proposed Land Use Bylaw Amendment Bylaw No. 580, 2022 would rezone a 87 sq. m. portion of Lot “B,” owned by BIM located on Bowen Island Trunk Road, from Village Commercial 1 to a zone variation Village Commercial 1 (b) to faciliate a lot line adjustment to include that portion within neighbouring 1011 Miller Road. This zone variation permits “service station” use and governs setbacks for that use. The Municipality then intends to exchange that portion of Lot B with an equivalent area of land from 1011 Miller Road along Bowen Island Trunk Road to contain the Multi-Use Path. No Motorized Recreation on Mount Gardner – once more with feeling! Open letter to Mayor and Council, I am writing once more to object to any motorized recreation anywhere on Mount Gardner. I am asking Council to send another letter to the Recreation Sites and Trails Branch (RSTBC branch) of the Ministry of the Environment and Climate Change Strategy, include a copy to the Honourable Minister George Heyman and repeat your unanimous decision from your April 27, 2020 Council meeting, i.e. requesting a prohibition of motorized use on Mount Gardner. I repeat your 2020 resolution here: RES#20-232 It was Moved and Seconded That Council support prohibiting motorized use on Mt. Gardner; and that Council direct staff to prepare a submission to Tom Blackbird, District Recreation Officer for the Chilliwack District of Recreation Sites andTrailsBC,requestingaprohibitionofmotorized use on Mt. Gardner. [CARRIED UNANIMOUSLY] Despite this very clear letter to the Province, we are being asked to participate in a further consultation process that is designed to allow for some motorized recreation on Mount Gardner. The ATVers and dirt bikers already have Radar Hill as their playground. A number of us who attended the June 1, 2022 workshop held by RSTBC representatives were told that they do not consider Radar Hill in this consultation, as it is not a recreation site and therefore not within their mandate. All Crown lands on Bowen lie within the municipal boundaries of Bowen Island Municipality. Therefore, the Province needs to respect our Council’s decision and point out that any motorized recreation on Mount Gardner will destroy not only the peaceful hiking experience of Bowen Islanders but that of so many tourists who come here to hike in peaceful forest surroundings. A quote from Louise Penny in Brutal Telling says it all, as she referred to the dirt bikes in her little Quebec town: “They shattered the calm with their banshee screams, polluting the wilderness with the noise and fumes.” Thank you for standing up to the Province on this issue, and continuing to defend the rights of Bowen Islanders and visitors alike to a peaceful hiking experience on Mount Gardner. BICS at a Soggy Swangard Stadium I’m writing as a grandparent greatly energised by an event my wife Pam and I attended last week. We hear so much negative news from around the world that I wanted to share the positive vibes from a brilliant day last week (Thursday June 9th; evidently the wettest ever June 9th hereabouts). At 7:30 am we set off on the ferry together with a large group of students and staff from BICS, along with a number of volunteer helpers. The destination was a schools track and field meet at Swangard Stadium in Burnaby. The weather was already far from ideal and was to get markedly worse. I’m happy to say the weather had no
serious bearing on the day. The solid downpour and cold winds made the running track at Swangard more like a paddling pool. In my 60+ years of running I can recall a number of senior meets called off under such conditions. Our students, however, are made of sterner stuff. For more than four hours, with much of that time spent waiting for their events in an exposed marshalling area, they proceeded to run in multiple relays and individual events, jumped long jump and threw shot putts dressed in no more than T-shirts and shorts. What’s more, they sang, cheered and stomped their feet to support each other the whole day. They demonstrated everything

that’s great about serious endeavour, high spirits and friendship. They were a tribute to themselves, their school and all their supporters. They also showed a clean pair of heels to quite a few of their competitors. I must also pay a big tribute to all the BICS staff and others who made this happen, kept the organisation on track and, in some cases, ran miles themselves marshalling the athletes to all points of the stadium dozens of times throughout the day. Well done all.

I am pleased to share with you some important information about the upcoming municipal election to be held this fall. Election date and locations The next local general election (municipal election) will be held on Saturday, October 15th from 8:00 AM – 8:00 PM at the Bowen Island Community School, located at 1041 Mt. Gardner Road. There are two ways you can vote in advance of general voting day. An advance voting opportunity will be held at Municipal Hall, Council Chambers, 981 Artisan Lane on Wednesday, October 5th from 8:00 AM – 8:00 PM and voting by Mail Ballot will also be available. It’s also encouraging to see so many of you will be taking flight, whether it’s to travel, work, or continue school in other parts of the globe. River Hooper River grew up on Bowen, attended preschool, BICS, IPS and finally Rockridge. Life on Bowen was pretty sweet but he made things challenging by falling in love with hockey and playing competitively since he was 7 years old. People will remember seeing him hauling his hockey bag on the 5:30 am ferry for many years and coming home on later and later ferries as he got older. River is grateful to his friends, teachers and family for all the love and support over the years. He is looking forward to attending Western University to study business next year.

Alexandra is excited to embark on a new chapter of her life by attending Western University in London, Ontario to major in Engineering. Alex has truly participated in “all things Bowen” starting with Tiny Tots Gymnastics (before she could even walk), ballet with Miss Mara, and piano with Elaine. In Grade 8, Alex attended a We Day presentation and returned home with an unstoppable commitment to embark on a youth volunteer trip to Kenya to help build a new school. Most Fridays Alexandra was aboard the ferry selling Krispy Kreme Donuts to fundraise for the trip. “Where there is a will there is a way” Alexandra, and with your strength in character, strong work ethic, and tenacity you will achieve your goals and actualize your dreams.
Warren Russell Harold Pugash Warren Russell Harold Pugash received his law degree (JD), from the University of Washington School of Law in Seattle, on June 5th 2022. He received his undergraduate degree from the University of California Berkeley in 2019. UW was the first campus to close in the US during the initial days of Covid-19 pandemic. He spent nearly two years in virtual isolation, attending Zoom classes in the solitude of his apartment. This fall, he will join the Fenwick law firm in Seattle, after working at the firm as a summer student in 2021. We are so proud of you, Warren! Congratulations!

Finding peace on the Pier ALEX KURIAL Editor Along with coffee and kayaking, morning yoga has become a weekend staple at the Pier. Yoga on the Pier classes have experienced a renewal thanks to Nectar Yoga co-founder Andrea Clark and fellow Nectar instructor Sarah Kraatz. Every Saturday and Sunday morning during the summer, Clark or Kraatz set up at the ferry dock and guide participants through an hour of welcoming and inclusive yoga. The pair stepped in last year to continue the tradition started by the Well, after the Artisan Square yoga studio was forced to close its doors during the pandemic. Kraatz, who also worked at Well prior to its closure, says they’ve kept classes “essentially the same, we haven’t really made any changes to how it’s been run. It’s something that the community really loves.” “I was teaching a lot of them, so every time I would see students passing on the street they’re like ‘When’s Yoga on the Pier happening? We’re ready for it!’ Everyone comes out and they love it,” says Kraatz. Classes begin at 10:15 (9 during the heat of summer) and run for an hour. This means at some point during the session a ferry pulls into the dock. While instructions on how to disembark the Queen of Capilano typically aren’t part of the meditative process, Clark says outside forces make it a unique experience.
“It’s just a really nice opportunity to have this sort of periphery music – of the people on the pier getting coffee, and the ferry coming in – there’s a lively type of weekend energy,” says Clark. “I think that’s why Sarah and I like it, because obviously here (at Nectar) we have a very contained and curated space… for our guests where we set the tone. But it’s kind of fun to actually be in an environment where it’s ever-changing,” adds Clark. “It’s also really great practice for people to stay more inward with their perspective, and not let this distraction and that distraction pull the mind.” “That is really part of the meditation and the living yoga practice – we can always blame something outside for our distractions. But the whole point is to keep coming back. So it’s actually really nice if we can cultivate an outside practice, in the summertime especially,” says Clark. The classes are especially important given the impact COVID has had on the world for the past two years. Clark says small businesses in the wellness industry were heavily impacted by lockdowns and restrictions, forcing many studios – such as Well or One Yoga in Vancouver – to cease operations. “One of the reasons why we wanted to start Yoga on the Pier this year in a bigger way – we did it last year too but people were still hesitant – it just feels really nice to have a community offering,” she says. The mental and physical stresses that are a reality of our new world are something people are still coming to terms with. But Clark says she notices people’s search for fulfillment goes
beyond pandemic problems. “For myself, and I know this includes a lot of people in the general public, we tend to blame things that happen outside that are happening inside. COVID was one of those things that was like, well I’m not happy because of COVID. And now that that’s eased, people are like ‘well I’m still not fully content’,” says Clark. “So now people are really diving into those practices of self-exploration to be like, well there are different layers. Yes, part of it was this global situation that we we’re all in, and also part of it was maybe we were all very busy and we didn’t have a chance to slow down and look within. Now that we’re kind of coming out of this – hopefully – it gives people the opportunity to want to do more holistic things in their life and make a lot of changes too.” The classes are catered to both Boweners and weekend visitors to the island. Exercises consist mainly of slow-flow movements in order to make Yoga on the Pier the most accessible to all levels. Everyone is welcome to drop-in for a session now and then, or grab a 10 class pass. The plan is to run classes as long as possible. Last year’s warm summer meant the weekend meetups went all the way into October – participants were even showing up in Halloween costumes by the end of the month. “It’s the idea that we all desire to be content and happy. But happy tends to be an emotion that is a little bit fleeting,” says Clark. “For me, contentment is one of the things I’m trying to cultivate more of in my life. And when I think of that, it’s the deep peace, which is the undercurrent of who we are. But there’s lots of layers there,” explains Clark. Nectar has also begun offering retreats again at their Bowen space, and are hoping to begin Yoga on the Lawn soon as well.

Weaving Our Way Into Reconciliation PAULINE LE BEL Contributor “Weaving is a huge passion for me,” says Cheximiya, a master weaver who will be sharing her passion with islanders at 2 pm, Sunday, June 26 in a Knowing Our Place event at the Cove Commons. Cheximiya, a member of the Squamish Nation, learned to weave in 2008 when she began working at the Squamish Lil’wat Cultural Centre in Whistler. She is mostly self-taught. “It’s been an amazing journey for me,” she says. “Pushing the boundaries with Salish weaving is my goal. And since 2010, I’ve been teaching people from all around the world in workshops through the cultural centre and other art centres.” “Pre-contact, we harvested wool from mountain goats and woolly dogs, known as Salish Dogs, which no longer exist. We also incorporated down feathers and plant materials. We had many skilled weavers. Only certain families carried the teachings.” Materials could be harvested over several years before starting to spin, then dye and weave. “Design aspects and math were involved. With the arrival of the Hudson’s Bay Company, our people could trade for their blankets, and our cultural weaving was almost lost.” Cheximiya is grateful for the work of Chief Janice George and her husband, Buddy Joseph, who revived the art form. “I’m pleased to say I completed a 1-on-1 mentorship with Master Weaver, Chief Janice George, and the finished garment is currently on display in the museum at the Squamish Lil’wat Cultural Centre. Today we have over 200 weavers and always
growing.” Cheximiya was born off-reserve, as was her mother. This goes back to her grandmother who lost her status because she married a non-Indigenous man — one of the many egregious aspects of the Indian Act, which discriminated against Indigenous women. An amendment to the Act in 1985, made it possible for women to return to the reserve with their children. “I love being on the reserve, being with my community. I was fighting to be part of my nation so I could be buried with my people on our reserve land.” If you were at the Opening Ceremonies for the 2010 Olympics, you may have seen her dancing on stage — in regalia she helped make — during the welcoming of the world’s athletes. Thanks to a Heritage Canada Grant, Cheximiya will come to the island with a loom already set up and some weaving started at the top. She will talk about the ancient and modern history of Squamish wool weaving, as she teaches us the twill technique of diagonal weaving — one of the most used techniques. Under her guidance, participants will take turns adding to the weave. She will also bring a few small sample looms for people to practice on individually. The weaving we make together will remain on display at the Bowen Island Library. Many thanks to the Library and the Arts Council for their ongoing support since I approached them in 2017 with the idea for this Knowing Our Pace reconciliation initiative. “Now it’s not on the backs of parents. It’s part of a government system like the library and the elementary schools and the high schools. It’s big,” says Silberman. She also adds there’s a security factor – the new rate isn’t in danger of being repealed down the road since the plan was developed in partnership with the federal government. “This is both provincial-wide and pan-Canadian. This is here to stay like it is in Europe, and has been for decades. It’s a move in the right direction,” says Silberman. The program has been around since 2018 when the first 50 centres were approved for $10 a day care. BCC applied last summer, and after a through selection process learned early this year they’d been selected. “It is an essential service. And we found that out during COVID… We’re just happy that we were successful,” says Silberman. “I think that quality childcare is a good option or a good addition to support family life. Our philosophy here at
Bowen Children’s Centre is that we are a ‘family centered’ organization. We work together with the families,” she says. It’s a service that’s especially in demand on Bowen; according to 2021 census data the island has 395 children under the age of 10, out of a population of 4,255. Silberman says $10 a day child care will ease several major challenges for parents, especially those who have been taking on extra work to make ends meet, which reduces time spent with family. Many grandparents have been brought into the childcaring mix too, especially since the pandemic began. Families making $111,000 or less can also apply for the Affordable Child Care Benefit, which can further reduce the amount to pay. Parents have already been expressing their relief at the news, says Silberman. She says prior to the change, child care was one of the largest costs for families each month. “This changes everything for me, my daughter can

continue with her social and emotional education and all her early learning and care,” one mother told her. “It takes the stress out of the whole next year for me.” The new rate is now into its third month on Bowen. “This change is not something that’s going to go away. A sense of human ‘Touch’told by shells and driftwood at the Hearth MATHILDE ROHR Cultural Connector / The Hearth Many of us are familiar with these West Coast landmarks, but how often do we listen to the stories they have to tell? How often do we allow ourselves to be touched by what they have to reveal? Open from June 15 to July 4, the Hearth’s new exhibition invites us to travel through the shorelines and to pause in front of the fragility and subtlety of these everyday places of wander. Touch features the delicate and fascinating work of two artists: Bettina Harvey and Aileen Vantomme. Based in Tsawwassen, Bettina Harvey works with graphite, gouache and mixed media. With both a background in Fine Arts and in horticulture, she merges her interests to explore the parallels between ecosystems and humankind. In this show, Bettina presents a series of intricate driftwood drawings. For her, driftwood pieces are a metaphor for humans and society. Assembled in clusters and floating together on
the paper, they reflect our own experience of community and loneliness. “Like the driftwood that piles together in grapes along the shore, we seek relationships” says Bettina Harvey. Aileen Vantomme is a ceramist and printmaker who lives and works in Lions Bay. Moved by the textures, the colors, and the physicality of shells, she brilliantly translates these tactile components into ceramic forms. Richly detailed and layered with multiple glazes inspired by the sea, each vessel becomes its own entity; going beyond its function to fully embody the life of the Salish Sea. “Like the seashell, though empty and discarded, they hold the memory of the process and, in turn, its maker” - says Aileen Vantomme. Together, the two artists beautify beach-combing finds to convey the importance of physical and social connections as a response to recent times of significant disruption. Touch is an opportunity to dive into the infinite and mesmerizing lines, patterns, and shades that compose the natural elements of the
shoreline. Moreover, this show is an invitation to look at this biodiversity as a mirror of our human interactions and our capacity for resilience. Touch is on at the Hearth from June 15 to July 4. The Artist pARTy is on June 18 from 6 pm to 8 pm with DJ Yeshe.

MATHILDE ROHR Cultural Connector / The Hearth The popular and energetic local band Straight Up Seven Hills will be back on stage for an outdoor live concert on the Union Steamship Marina lawn, Friday June 24 at 7 pm! Supported by Celebrate Canada, a funding from the Government of Canada, the Hearth is inviting the root rock quintet to play their original songs to celebrate Saint-Jean-Baptiste Day and the beginning of the summer. As part of the same government funding, the Bowen Island Library will celebrate National Indigenous Peoples Day with events on June 21st, 22nd, and 26th, and the Bowen Island Municipality Recreation Department will offer several activities on Canada Day. Formed on Bowen island in 2015, Straight Up Seven Hills has, since, been making many audiences dance at the Pub and at the Legion. In May 2021, they released their first EP Higher Grounds, a collection of seven songs written and recorded during the pandemic, and produced by Jon Siddall, one of the lead singers. New Youth Arts Bursary supports burrowing into creativity this summer! THE BURROW STUDIO

If you want to touch the future, touch a life.” Author unknown, but these inspirational words, and a commitment to give back to the community and to support the lives of young artists inspired the trio of Bowen
Gateway Mural artists to donate a portion of the mural print sales to go towards youth having the opportunity to create art at the new hub of creativity on Bowen Island: the Burrow at Artisan Square, run by Sara Skuce who enthuses: “The Burrow is excited to announce that bursaries are available for registration in children’s creativity camps. This fund was made possible thanks to a very generous donation by Bowen artists Sarah Haxby, Paula Love, and Art by Di, who donated a portion of their proceeds from the Garden Gateway
Mural. We are so thankful for their support of young artists.” The Gateway Mural Project was made possible thanks to support from the community and featured participation by local youth. Di, Paula and Sarah all believe in reinvesting in the community and supporting young artists and committed a portion of the project to go towards charitable reinvestment in the community. Why is there such a passion to support young artists? “I mentored with local artist Betty McIntyre when I was a youth, and it changed my life, so I want to keep paying that mentorship forward, to give other youth the chance to explore and practice being creative.” Says Haxby. “We all can’t wait to see what the youth are going to create next, and hope that the youth of Bowen have an art-full summer at the Burrow.” To find out how to access the youth arts bursary, or to learn more about upcoming creative camps at the Burrow go to www.theburrowbowen.com

Roundabout, Bowen style ALEX KURIAL Editor The 2022 Round Bowen Race set sail at exactly 10 am Saturday, June 11, as more than 100 boats took off from the Cove heading counter-clockwise around the island in one of the west coast’s largest mass start lines. The wind was blowing hard throughout the morning and into the afternoon, leading to a unique phenomenon: a spinaker start and spinaker finish. Many long-time observers and participants of the race said it was a sight they’d seen very rarely, if ever.
The boat with the top adjusted time was the Lark, sailed by skipper Paul Arcoite from Fernie, with a scored finish of 4 hours, 1 minute, 43 seconds. Bowen skippers who took part in the race include Allard Ockeloen aboard Seamist (4:22:33), Nigel Tunnacliffe aboard Voila (4:13:43), Bill Kitchen aboard Terna III (4:25:43), John Turner aboard Five Feathers (5:23:35), and Brad Hawthorn aboard Brigadier (6:07:11). The race was followed by an after party on the USSC Marina lawn, with barbecue dinner and a live music performance by the band Black Molly. *Take a look at our website this week for more photos.
