WELCOME Nau mai ki te tuatahi o nga Whakataetae Kaumatua o Aotearoa.
On behalf of Bowls New Zealand it is my pleasure to extend to all participants, supporters and officials a warm welcome to the inaugural Bowls New Zealand Masters Games. Being hosted by Carlton Cornwall Bowls, this event is a precursor to the 2017 World Masters Games which will be held at Carlton Cornwall, Mt Eden and Remuera Bowling Clubs in April 2017. The event will therefore be run under the same format and conditions as the World Games. We have 190 entries in the various age groups comprising the Men’s and Women’s Pairs and Fours, and the 2-4-2 Mixed Pairs and I look forward to a high standard of competition. Thank you to our host club, including members, greens staff and volunteers, for the efforts you have put in to provide your greens, club facilities and support for this tournament. Bowls New Zealand, and I am sure all players, truly appreciate your efforts. Thank you also to the officials for your contribution to this event. To everyone participating in our first Bowls NZ Masters Games, enjoy the competition and the camaraderie on and off the greens, good luck to one and all, and on completion travel safely home. CONDITIONS OF PLAY 1.
STATUS
1.1
These Conditions of Play are supplementary to Bowls New Zealand Regulation 10 – National Events.
1.2
These Conditions of Play are also made in accordance with Law 55.3 of the Laws of the Sport, which permits Bowls New Zealand as a Controlling Body to establish conditions of play to cover certain aspects of the sport. These Conditions of Play set out the conditions of play for the National Open Championships - Men and Women and applies to all players, Clubs and Centre’s participating in the Event. These Conditions of Play do not apply to International Competition which must be played strictly in accordance with the Laws of the Sport.

These Conditions of Play have been developed and issued by the Bowls New Zealand Chief Executive in accordance with Regulation 10 – National Events.

NAME OF EVENT, DATES AND VENUES

The name of the Event is: Bowls New Zealand Masters Games - Men and Women

DATES: Monday 14th March – Friday 18th March, 2016

VENUE: Headquarters is Carlton Cornwall Bowls, Auckland.

4.1
DEFINITIONS The words and phrases used in these Conditions of Play shall have the same meaning as defined in Regulation 10 – National Events and the Constitution of Bowls New Zealand, unless

otherwise specified in these Conditions of Play. For avoidance of doubt, the conventions used in the Laws of the Sport shall not apply to these Conditions of Play unless expressly stated. Bowls New Zealand Tournament Director means the person appointed by Bowls New Zealand for the National Finals on such terms and conditions as Bowls New Zealand determines. Event means the Bowls New Zealand National Open Championships. Laws of the Sport means the World Bowls Laws of the Sport of Bowls (Crystal Mark Third Edition) and includes the domestic regulations of Bowls New Zealand. Open Tournament means a competition, tournament or event for the game of Bowls which is open for entry to any member of any Club or Centre. Season is the period of competition for the game of Bowls which for the purposes of these Conditions of Play shall commence on 1st July and end on 30th June the following year. 5.
ENTRY
5.1
An entry fee will be charged for each person in all disciplines. Such entry fee will be set by Bowls New Zealand in the Entry Form for each Season.
5.2
The entry fee for 2016 is $25 GST inclusive per player for each discipline
5.3
The Event Entry Form must be filled in by all entrants and returned to Bowls New Zealand.
5.4
Age Groups: Players of at least 35 years but under 45 years on 1st July, 2015; at least 45 years but under 55 years on 1st July, 2015; at least 55 years but under 65 years on 1st July, 2015; at least 65 years but under 75 years on 1st July, 2015; over 75 years on 1st July, 2015. These categories may be changed depending on entry numbers

TRIAL ENDS
6.1
Pursuant to Law 5.1 of the Laws of the Sport trial ends will be allowed before competition commences each day.
6.2
Should players be required to change greens during the day an extra set of trial ends will be allowed.

PLAYING FORMAT (Applicable for both Men and Women)
The format and rules for all games are as follows: 7.1
Pairs: Men’s 45-65 Years Pairs
(a)
Section Play - One sections of five with a round robin of five games being played. Three games being played on day 1 (Monday 14th March) and I game on day 2 (Thursday 17th March) Each game will have a time limit of 1 ½ hours. Three bowls per player. Games will be of 15 ends or to the bell.
Men’s 65+ Year Pairs (a)
Section Play – Three sections of four with a round robin of three games being played and one section of five with a round robin of five games being played. Four games will be played on day one (Monday 14th March) and one game on day two (Thursday 17th March). Each game will have a time limit of 1 ½ hours. Three bowls per play. Games will be of 15 ends or to the bell.
(b)
Section winners will progress to post section. Section winners will be randomly drawn for post section.
(c)
Post-section Play - Sudden death knock-out. All byes will be disposed of in Round One. Three games per day will be played.
Women’s 45-65 Years Pairs
(a)
Section Play - One sections of seven with a round robin of seven games being played. Four games being played on day 1 (Monday 14th March) and three games on day 2 (Thursday 17th March) Each game will have a time limit of 1 ½ hours. Three bowls per player. Games will be of 15 ends or to the bell.
Women’s 65+ Year Pairs (a)
Section Play – One sections of four with a round robin of three games being played and one section of five with a round robin of five games being played Four games will be played on day 1 (Monday 14th March) and I game on day 2 (Thursday 17th March). Women’s 65+ Year Fours (a)

2-4-2 Mixed Pairs: (a)
Section Play – Two sections of seven with a round robin of seven games being played. Four games being played on day 1 (Wednesday 16th March) and three on day 2 (Friday 18th March) each day with a time limit of 1 ½ hours. Four bowls per player. Games will be of 14 ends.
(b)
Section winners will progress to post section. Section winners will be randomly drawn for post section.
(c)
Post-section Play - Sudden death knock-out. All byes will be disposed of in Round One. Three games per day will be played.
In all qualifying games three points will be awarded for each game won. One point will be awarded for each game drawn. Where match points are equal the winner will be the team

with the highest net total of shots 7.5
If the match points and the net total of shots are equal the team with the “lowest shots against” will be the winner.
7.6
If match points, net total of shots and “lowest shots against” are all equal the winner will b the team who won the game when the two teams met.
7.7
In post section play Law 28 of the Laws of the Sport will apply. If the scores are equal when all the ends in a game have been played or the time limit has been reached then an extra end should be played to decide the winner of the game.
7.8
Alterations to the Format & Length of Games:

(a)
The Controlling Body reserves the right to alter the format, times of play and greens to suit local unforeseen circumstances, giving as much notice as practical.
(b)
Where a programme is interrupted or cannot be completed due to inclement weather or local conditions, the Controlling Body may amend the format and length of games to achieve a result.
Absentee Players: If, 15 minutes after the scheduled start time for a game, one or more players are absent from a team, the defaulting team will forfeit the game to their opponents
7.10
Defaults: If a team defaults their score will be recorded as a loss. The non-offending team will be awarded a win and the average net total of shots scored by the winning teams in the same round of the same section
7.11
Restricting the Movement of Players: In time limit games as per this Regulation, the movement of players during play shall be restricted as specified in Appendix A. A.4 - Laws of the Sport as follows: (a)
After delivering their first bowl, players will only be allowed to walk up to the head under the following circumstances.

1. Pairs Games (each player playing three bowls):
the Leads: after delivery of their third bowl; and the Skips; after delivery of their second and third bowls
2. Fours Game:
the Leads: after the second player in their team has delivered their second bowl the Seconds: after delivery of their second bowl the Thirds: after delivery of their second bowl the Skips: after delivery of each of their bowls.

(b)
In exceptional and limited circumstances, a Singles player can ask the Marker for permission to walk up to the head, or a Skip can ask that a player walks up to the head earlier than described in Law A.4.1.
(c)
If a player does not meet the requirements of Law A.4.1, Law 13 of the Laws of the Sport shall apply.
SUBSTITUTES
Substitutes and changes to original team members will be allowed in terms of Bowls New Zealand Domestic Regulation Clause 7.
FOOTWEAR & CLOTHING
Shoes or sandals may be worn by players when playing on a bowling green. All footwear must be flat soled and heel-less. Soles may be of a non-slip material with a slightly abrasive surface.

9.2
Any Player with a physical disability may use an appropriate support, wheelchair or bowling aid, provided that the same is so made that its use causes no damage to the green.
9.3
For any Tournament other than a Club Tournament, players in Singles and members of Teams or Sides must wear garments of the same colour/design as determined by the Tournament Controlling Body. This means all members of a Team or Side wearing the same colour trousers/shorts as well as shirts/tops. Any garment may have logos displayed, but the Controlling Body may impose conditions relating to sponsors logos to ensure there is no conflict with a Tournament Sponsor.

Failure to comply with clause 9.3 will result in the offending Team or Side being defaulted for each round until they comply with clause 9.3.

SMOKING AND ALCOHOL
Subject to any further restrictions in specific Conditions of Play, the following smoking and alcohol policies apply: (a)
There shall be no smoking anywhere in a Club house or on the greens at a National Event. Smoking may only occur in designated smoking areas.
(b)
The drinking of alcohol at a National Event is restricted to the Club house at each venue in accordance with the Club’s licence. Drinking outside of the Club house including on the greens is strictly prohibited.
OFFICIALS
The appointed Chief Technical Official/Umpire will be responsible for ensuring that Technical Official/Umpires are allocated at all venues in use for the Event. For post section play Technical Official/Umpires must be Level 2 or above. The Chief Technical Official/Umpire will also be responsible for communicating with Clubs on the requirement for Markers in Singles. The Bowls New Zealand Tournament Director will be responsible for the allocation of Markers for the Semi- Finals and Finals of the Men’s and Women’s Singles. JURY OF APPEAL A Jury of Appeal shall be appointed by the Bowls NZ CEO for the purpose of deciding upon any points not provided in the conditions of play and/or for dealing with any referrals or appeals from decisions made by Technical Officials (Law 43.2.6 of the Laws of the Sport and Rule 14.4 of Regulation 10). - 12 -

PRIZE MONEY Prize money for the Masters Games will be based on the entry numbers, by Bowls New Zealand and will be set at a figure that ensures that the Event does not run at a loss. In determining the prize money, Bowls New Zealand shall take into account the overall budget costs for the event. All players reaching the finals will receive a Bowls New Zealand Medal.
