Dear Neighbor, I recently made the decision to run for City Council in Place 3. Many of you have been asking me for years when I was going to make this run. I believe the time is right for a fresh voice in Place 3 and I would like the opportunity to serve the residents of our city as your representative on the Council. As a 26-year resident of Richardson, I have been active in my neighborhood association working to protect property values, as well as quality of life in Richardson. I served on the City Planning Commission for eight years, the last year as Vice-Chair. It was a privilege to represent District 3 regarding zoning decisions and participating in the process for the development of our city. Understanding that successful local schools can enhance our property values and our ability to attract business, I served on the PTA Board at Dover Elementary School for several years as a neighborhood advocate. I have also served on the Richardson YMCA Board for the past three years. Public, Civic, Private and Educational volunteer efforts have been my passion to support and promote both the growth and the stability of this dynamic community. It is my conviction that our city government should provide necessary services to its citizens in an efficient, responsible and transparent manner while keeping spending in check and our tax rate as low as possible. Fiscal Responsibility, Accountability & Transparency

Chris favors more transparency in our fiscal matters. Zero-based budgeting would ensure that we are not padding budget categories with surplus revenue, but providing only funds necessary to carry out the city’s business on behalf of the citizens. Putting the city checkbook online, like the State of Texas now does, is another tool that adds more transparency and accountability of government to the citizens.

Revitalization of Retail & Residential

The City has begun to expand its focus to revitalization of older neighborhoods and retail centers with the encouragement of neighborhood and homeowner association leaders. For many years the neighborhoods of Richardson have been asking for new and better retail choices. The Chamber of Commerce has finally begun to work in this area and we have had more ribbon cuttings for new businesses in the last two years than in recent memory. Chris will work with the Chamber and new members on the City Council to continue this effort to attract more retail, restaurant and new business choices for Richardson residents and keep our sales tax dollars at home.

Focus on Neighborhoods to Maintain Property Values & Protect Quality of Life

In 1997, it was HOA presidents that encouraged the city to devote a portion of the bond funds to Neighborhood Vitality efforts. This portion of the bond election passed and older neighborhoods began to get beautification elements like entry features and uniform walls along major thoroughfares. Neighborhood leaders have been meeting with city council members for years to suggest protective ordinances like garage conversion guidelines, rental property inspection and registration, and home occupancy standards to protect property values in our neighborhoods. Chris will continue to work for the revitalization of older neighborhoods and maintain the stability of Richardson’s newer areas.

Code of Ethics for City Officials

Richardson is one of the few cities in the Metroplex without a Code of Ethics for its city officials. Chris proposes that we immediately draft and pass such a code for Richardson to prevent any appearance of the use of city office or position for personal profit. Maintaining the integrity of our leadership positions is paramount to ensure the trust of our citizens and a good reputation.

First Class Emergency Services

Chris enjoys the support of the Fire Fighters Association and stands for providing Richardson citizens with first class emergency services.
