CONCEPT A FLOATING RECREATIONAL DECK WITH A 2 PUBLIC POOLS - ONE SHALLOW FOR CHILDREN AND ONE DEEPER FOR ADULTS TO FACILITATE SOCIAL AND RECREATIONAL ACTIVITY. TEMPORARY - IT IS INSTALLED AT THE START OF THE SUMMER AND THEN TAKEN DOWN AND STORED IN A NEARBY COMMUNITY CENTER DURING THE WINTER.

LOCATION The ease of assembly and opportunities for various designs makes the installation suitable for many locations along the Río Eresme. It is propsed to build the installation in the calm swale by the Casa de la Moneda, where it will help to reviltalize the river and attract citizens to the existing community center. MATERIALS//COST Option 1- Recycled Material In order to reduce cost and recycle material, we planned to contact the mayor of the the 19th arrondissement in Paris, to recycle their high-density polyethylene cubes at their temporary swimming pool that was set up in Bassin de la Villette in summer 2017. Option 2- Purchase new Material Another method to obtain the material is to purchase the cubes from a sustainable distributor, T-dock. They are an eco-friendly and experienced distributed in providing floating platforms for fish farms, landing platforms and other organizations such as concerts, restaurants and temporary installations.

LEGAL INFORMATION This document will determine the relevant legal implication of the proposed ‘pool party’ as determined by the relevant codes and regulations. This document will covers the laws of greater Spain, Castille and Leon and also for Segovia. Please note that only the relevant articles have been selected and analysed. REFERENCE: CÓDIGA DE AGUAS DE NORMATIVA ESTATAL ARTICLE 51 (PAGE 83) España 1. El ejercicio de los siguientes usos comunes especiales requerirá previa declaración responsable: a) La navegación y flotación. b) El establecimiento de barcas de paso y sus embarcaderos. c) Cualquier otro uso, no incluido en el artículo anterior, que no excluya la utilización del recurso por terceros. 2. La declaración responsable, a la que se refiere el artículo 3.9 de la Ley 17/2009, de 23 de noviembre, sobre el libre acceso de las actividades de servicios y su ejercicio, deberá presentarse con un periodo mínimo de antelación de quince días, para que pueda comprobarse la compatibilidad de dichos usos con los fines del dominio público hidráulico. English 1. A responsible declaration shall be made for the exercise of the following special common uses: a) Navigation and flotation. b) The establishment of ferries and their piers. c) Any other use, not included in the previous article, that does not exclude the use of the resource by third parties. 2. The exercise of these special common uses shall respect the aims and integrity of the public water domain and, in particular, the quality and flow of water. To this end, basin organizations shall, taking into account the characteristics and circumstances of each river basin, determine the conditions, quotas and other requirements to be observed in the exercise of those uses and according to which the compatibility of the activity with the protection of the public water domain. Implication of the law This article states that a responsible declaration must be made for navigation and flotation or the establishment of ferries and their piers. The proposed project is not categorised as any of these common uses, however it being a floating device means that our project will be exempt from making a responsible declaration. Additionally, the design of the ‘pool party’ as noted in the project portfolio will be designed specifically to not impact on the natural flow of the water, thus complying with point 2. ARTICLE 58 España 1. A los efectos de este reglamento, toda embarcación que navegue por las aguas continentales de una cuenca hidrográfica, con la excepción de las previstas en el artículo 56, deberá ir provista de matrícula normalizada. 2. Se eximirán de los requisitos de matriculación a las embarcaciones respecto de las que se presente declaración responsable para navegar exclusivamente con motivo de descensos de ríos, pruebas deportivas u otras ocasiones similares de carácter esporádico. English 1. For the purposes of this regulation, all vessels navigating the inland waters of a river basin, with the exception of those provided for in article 56, shall be provided with a standard registration. 2. Vessels in respect of which a responsible declaration is submitted to navigate exclusively on the occasion of descents of rivers, sporting events or other similar occasions of a sporadic nature shall be exempted from the registration requirements. Implication of the law This article states that vessels navigating a river require standard registration however this is not relevant for the project. However it states that for events of a sporadic nature, like our project, are exempt from a responsible declaration ARTICLE 58 España 1. En aquellos lagos, lagunas, embalses o ríos en los que los usos recreativos de navegación y baños alcancen suficiente grado de desarrollo, el organismo de cuenca correspondiente podrá fijar las zonas destinadas a navegación, fondeo y acceso a embarcaderos, que se balizarán adecuadamente, así como aquéllas en las que se prohíba la navegación por peligro para los bañistas, peligrosidad de las aguas o proximidad de tomas de abastecimiento, azudes, presas u órganos de desagüe de las mismas. English 1. In those lakes, lagoons, reservoirs or rivers where recreational uses of navigation and baths reach a sufficient degree of development, the corresponding basin organization may establish areas for navigation, anchorage and access to piers, which shall be properly marked , as well as those which prohibit navigation for danger to bathers, the danger of water or the proximity of outlets, dams, dams or drainage systems. Implication of the law This article shows that the basin organisation of the Eresma river has a duty to establish appropriate areas for anchoring, access to piers and appropriate spaces for people of the public to interact with the water. This is currently lacking for the Eresma river and therefore the ‘pool party’ project may be a part of a new way to achieve this right for people to be able to safely access the water

LEGAL INFORMATION CONT. ARTICLE 65 España Cualquier alteración sobrevenida en las obras, instalaciones o entorno de un embalse y que, de forma permanente o temporal, pueda repercutir en los usos de baños o navegación o modificar las limitaciones establecidas, deberá ser comunicada de inmediato al organismo de cuenca correspondiente por el responsable de la explotación del embalse. English Any alteration occurring in the works, installations or surroundings of a reservoir and that, permanently or temporarily, can affect the uses of baths or navigation or modify the established limitations, must be immediately communicated to the corresponding basin organization by the responsible of the exploitation of the reservoir. Implication of the law This article has determined our need to consult the local environmental government regarding the proposed temporary installation. As it will be installed temporarily each summer it will affect the use of baths of the Eresma river. ARTICLE 72 España 1. La utilización o aprovechamiento por los particulares de los cauces o de los bienes situados en ellos requerirá la previa autorización administrativa. 2. En el otorgamiento de autorizaciones para aprovechamientos de áridos, vegetación arbórea o arbustiva, establecimiento de puentes o pasarelas, embarcaderos e instalaciones para baños públicos, se considerará la posible incidencia ecológica desfavorable, debiendo exigirse las adecuadas garantías para la restitución del medio. English. 1. The use or exploitation by the individuals of the channels or the property located in them will require the previous administrative authorization. 2. In the granting of authorizations for the use of aggregates, tree or shrub vegetation, establishment of bridges or walkways, piers and facilities for public baths, the possible adverse ecological impact shall be considered, and appropriate guarantees for the restitution of the environment shall be required. Implication of the law This article states that the use of the channel must require authorization. It states that the ecological impact of the use shall be determined and ensure the restitution of the environment. As can be seen in the ‘pool party’ proposal, the pool will not have any significant impact on the environment and is completely reversible which should result in authorisation from the Segovia council. ARTICLE 75 España Las autorizaciones para establecimientos de baños o zonas recreativas y deportivas en los cauces públicos o sus zonas de policía serán tramitadas de acuerdo con lo dispuesto en el artículo 53 de este reglamento. Además regirán las siguientes prescripciones: a) La documentación técnica incluirá, como mínimo, planos y memoria explicativa y justificativa de las obras e instalaciones, señalando en aquéllos la posición relativa de éstas respecto a las tomas de agua para abastecimiento, azudes, presas y sus órganos de desagüe, que queden a distancia inferior a 500 metros. b) En el caso de que se trate de instalaciones deportivas entre cuyos fines se incluya la navegación en ríos o embalses, la documentación técnica incluirá, además de los datos correspondientes a los embarcaderos, una propuesta de balizamiento de las zonas dedicadas a fondeos, mangas de salida y acceso, así como de aquéllas en las que se habrá de prohibirse la navegación por peligro para los bañistas, peligrosidad de las aguas, proximidad a las instalaciones propias de los embalses, azudes o tomas de abastecimiento u otras causas. Este balizamiento correrá a cargo del peticionario. c) En este tipo de autorizaciones se establecerá el trámite de competencia de peticiones. d) El plazo de estas autorizaciones será como máximo de veinticinco años. e) La declaración responsable para la navegación de las embarcaciones que pretendan hacer uso de las instalaciones a que se refiere este artículo se presentará de forma independiente y de acuerdo con lo previsto en los artículos 55 al 66 de este reglamento. English. Authorizations for bathing establishments or recreational and sports areas in public channels or their police zones shall be processed in accordance with the provisions of Article 53 of these regulations. In addition, the following requirements shall apply: a) The technical documentation shall include, as a minimum, plans and explanatory memory and justification of the works and facilities, indicating in those the relative position of these with respect to the water supply, sewers, dams and drainage organs remaining at a distance of less than 500 meters. b) In the case of sports facilities whose purpose is to include navigation in rivers or reservoirs, the technical documentation will include, in addition to the data corresponding to the piers, a proposed marking of the zones dedicated to anchors, of exit and access, as well as of those in which the navigation due to danger for the bathers, danger of the waters, proximity to the own installations of the reservoirs, azudes or shots of supply or other causes will be forbidden. This mark will be borne by the petitioner. c) In this type of authorizations will be established the process of competition of petitions. d) The term of these authorizations will be a maximum of twenty-five years. e) The declaration responsible for the navigation of vessels that intend to make use of the facilities referred to in this article shall be presented independently and in accordance with the provisions of articles 55 to 66 of these regulations. Implication of the law This article states that it is required to produce documentation including plans and explanations of the extent of the project. The ‘pool party’ project abides by this law as the attached portfolio shows the extent of the recreational facility.

We are writing to propose a new recreational facility for the people of Segovia. We are a passionate group of architectural students who are interested in adding social spaces to Segovia to add value and community spaces. We feel, that after some analysis of Segovia, that all the recreational spaces currently existing are located far out from the historical center; students and short term visitors are less likely to take part as it requires tiresome transportation and high costs to be involved. Our proposal is for a new free community pool that will be able to be used by the wider community and provide a fun communal space for the summertime, that is located right near the historical center. The concept is for a temporary floating recreational deck with a pool that is floating on the river Eresma, that will be dismantled after the summertime and reinstated the next summer. Our proposed location is near Casa de Moneda - this is close to the historical center and also close to IE university and IE’s creative center.

Our floating deck is to be created with high-density polyethylene cubes that are a simple system of plastic cubes that can be screwed together by anyone with no construction experience. The floating deck and pool will be able to be constructed and dismantled in a few days at the beginning and end of the summertime by the students of IE university, and we are teaming up with a student led club to ensure that the pool will not have any negative effects on the river - such as ensuring rubbish is cleaned up the entire time of the installation and acting as a lifeguard to ensure the safety of people utilising the pool. We are planning to contact the mayor of the 19th arrondissement in Paris, to recycle the material of their temporary swimming pool made with high-density polyethylene cubes, which will mean we can recycle an existing installation for our new deck and pool in Segovia. If this is not possible we will contact TDock, a supplier of polyethylene cubes in Europe, who pride themselves on being environmentally friendly and high quality so the products can be used for many years or eventually recycled again for other uses. We researched the laws and regulations of Segovia, Castille and Leon and the wider area of Spain and have determined that it would be legal and possible to create this temporary floating recreational deck on the River Eresma. According to the Codiga de Aguas Normativa Estatal, this floating deck and pool is possible as long as it is a temporary installation and no permanent damage is caused to the river or river bed of the river Eresma. The construction of our floating deck will ensure that the natural flow of the water is maintained. We also are proposing that the construction of anchoring the deck will be done by tying rope to heavy rocks, which ensures easy dismantling of the installation which will not impact on the river bed. Somos un grupo apasionado de estudiantes de arquitectura que están interesados en agregar espacios sociales a Segovia que promuevan la interacción social y la sensibilización sobre los hermosos potenciales ambientales de Segovia. Después de algunos análisis de Segovia, pensamos que todas las instalaciones recreativas existentes se encuentran lejos del centro histórico. Dear Ms. Pascual, Estimada Sra. Pascual, We are writing to propose a new recreational facility for the people of Segovia. We are a passionate group of architectural students who are interested in adding social spaces to Segovia to add value and community spaces. We feel, that after some analysis of Segovia, that all the recreational spaces currently existing are located far out from the historical center; students are less likely to take part as it requires tiresome transportation and high costs to be involved. Our proposal is for a new free community pool that will be able to be used by local schools and provide outdoor swimming lessons for the summertime, that is located right near the historical center. The concept is for a temporary floating recreational deck with a pool that is floating on the river Eresma, that will be dismantled after the summertime and reinstated the next summer. Our proposed location is near Casa de Moneda - this is close to the historical center and also close to IE university and IE’s creative center. Having a swimming pool in central Segovia is beneficial to students. Swimming allows students to exercise with fun. According to studies by professionals, swimming can help maintain a healthy weight, healthy heart and lungs. It can also help the younger generation to tone muscles and build strength because swimming allows almost all of their muscles to be used. Furthermore, the ability to swim is considered as a survival skill. Therefore, teaching students to swim is essential. With our outdoor floating pool constructed, schools can organise swimming classes with ease. Our floating deck is to be created with high-density polyethylene cubes that are a simple system of plastic cubes. We are planning to contact the mayor of the 19th arrondissement in Paris, to recycle the material of their temporary swimming pool made with high-density polyethylene cubes, which will mean we can recycle an existing installation for our new deck and pool in Segovia. If this is not possible we will contact TDock, a supplier of polyethylene cubes in Europe, who pride themselves on being environmentally friendly and high quality so the products can be used for many years or eventually recycled again for other uses. The system of plastic cubes can be screwed together by students with no construction experience.The floating deck and pool will be able to be constructed and dismantled in a few days at the beginning and end of the summertime by the voluntary co-operation between students from different schools. The construction process is an interesting extracurricular activity that allows students to discover their interest and talent in architecture, as well as to increase their sense of belonging to the community through such social participation. The floating deck has minimal impact on the environment due to its structure and construction method. We are also teaming up with a student led club from IE University to ensure rubbish is cleaned up the entire time of the installation. When younger students participate in the construction, teachers can also explain the history of river, and the importance to protect such natural resources such that the students can gain insights from the building process. We researched the laws and regulations of Segovia, Castille and Leon and the wider area of Spain and have determined that it would be legal and possible to create this temporary floating recreational deck on the River Eresma. We have also looked into the General Organisation of the Education System Act (LOGSE) and found that there is a requirement of total 210 hours of religion/ socio-cultural activities in primary education. The Spanish Constitution also establishes that public authorities must guarantee social participation in the general programming of education in order to improve the quality of education. We, therefore, believe it is essential to build a outdoor swimming pool on the River Eresma since it is beneficial not only to the physical well-being of local students, but also to the education quality. We hope that you will take our proposal into serious consideration as it will add much value to the students to Segovia. Somos un grupo apasionado de estudiantes de arquitectura que están interesados en agregar espacios sociales a Segovia para agregar valor y espacios comunitarios. The floating deck is an outdoor communal area that promotes the vibrancy of the city. Both locals and visitors can spend quality time at the pool to foster cultural interaction. The public area is also a possible venue for the Hay Festival because it is located at the historical centre and easily accessed. An natural environment will add value to Hay Festival such that the festival can become a larger cultural event, and that the communal pool can also be transformed into another cultural hub in Segovia. Our floating deck is to be created with high-density polyethylene cubes that are a simple system of plastic cubes. La cubierta flotante es una zona comunitaria al aire libre que promueve la vitalidad de la ciudad. Tanto los lugareños como los visitantes pueden pasar tiempo de calidad en la piscina para fomentar la interacción cultural. La zona pública es también un lugar posible para el Festival Hay porque está situado en el centro histórico y de fácil acceso. Un entorno natural aportará un valor añadido al Festival Hay, de tal forma que el festival se convierta en un acontecimiento cultural más amplio y que la piscina comunal también pueda transformarse en otro polo cultural de Segovia.

We researched the laws and regulations of Segovia, Castille and Leon and the wider area of Spain and have determined that it would be legal and possible to create this temporary floating recreational deck on the River Eresma. According to the Codiga de Aguas Normativa Estatal, this floating deck and pool is possible as long as it is a temporary installation and no permanent damage is caused to the river or river bed of the river Eresma. The construction of our floating deck will ensure that the natural flow of the water is maintained. We also are proposing that the construction of anchoring the deck will be done by tying rope to heavy rocks, which ensures easy dismantling of the installation which will not impact on the river bed. It is a sports that is suitable for all citizens of different age ranges. Other than improving physical health of the locals, having a communal swimming pool is beneficial to the mental health of the general public. During weekends, citizens of Segovia can spend some quality at the pool, enjoying the view of nature and chatting with friends. It is a great opportunity for them to relieve their stress from daily life.

Tener una piscina en el centro de Segovia es beneficioso para todos los ciudadanos. Según diferentes estudios realizados por profesionales, la natación puede ayudar a mantener un peso saludable, corazón sano y los pulmones. También puede ayudar a las personas a tonificar los músculos y fortalecer la fuerza porque la natación permite que casi todos sus músculos para ser utilizado. La natación es uno de los pocos deportes que mantener el ritmo cardíaco de la gente, pero tomar el impacto de estrés fuera de su cuerpo. Es un deporte que es adecuado para todos los ciudadanos de diferentes rangos de edad. Aparte de mejorar la salud física de los lugareños, tener una piscina comunitaria es beneficioso para la salud mental del público en general. There is a significant percentage of the Spanish population that has mental problems. Nonetheless, having mental disability does not imply that they should be excluded from the society. We have found successful cases in Spain which people with mental problems involve in construction of installations. Giving them the opportunity to participate in social activities and to be in contact with different people help them alleviate their illness. In addition, citizens can also benefit from working with people having mental issues. This is a co-operation that allow people to truly understand people with mental problem, and possibly eliminate discrimination. This is beneficial to different groups of people that participate in the construction process, as well as to the society as a whole. Therefore, we will organise co-operation with people having mental problem after reaching consensus with their doctors. We researched the laws and regulations of Segovia, Castille and Leon and the wider area of Spain and have determined that it would be legal and possible to create this temporary floating recreational deck on the River Eresma. Reading from the report from World Health Organisation (WHO) on Spain’s public health, we found out that WHO encouraged Spanish government to implement further strategies on diet and exercise of the people, with special attention given to child obesity issue. In this case, the construction of the public swimming pool is necessary because it promotes sports which allow citizens to gain physical health. In the report, WHO has also urged for mental care policies which includes preventive interventions and mental health promotion activities coordinated with civil society and schools, assistance for mental disorders originating from situations of risk or social exclusion. Though a community-based mental health care network has been developed across the territory, rehabilitation, intermediate care and social insertion resources are still too limited. In order to improve mental health of both citizens and people with mental problem, it is essential to involve people with mental problems in the construction process of the installation. We hope that you will take our proposal into serious consideration as it will add much value to both the locals and visitors to Segovia. We believe that free access to fun shared spaces and activities is a right of a community - this is what our pool will provide.

El sistema de cubos de plástico puede ser atornillado por los ciudadanos sin la experiencia de la construcción. La cubierta flotante y la piscina se podrá construir y desmontar en pocos días al principio y al final del verano por la cooperación voluntaria entre los ciudadanos, estudiantes, y probablemente personas con problemas mentales. Hay un porcentaje significativo de la población española que tiene problemas mentales. Sin embargo, tener discapacidad mental no implica que deben ser excluidos de la sociedad. Hemos encontrado casos exitosos en España que involucran a personas con problemas mentales en la construcción de instalaciones. Darles la oportunidad de participar en actividades sociales y estar en contacto con diferentes personas les ayudará a aliviar su enfermedad. Además, los ciudadanos también pueden beneficiarse de trabajar con personas que tienen problemas mentales. Esta es una cooperación que permite a las personas comprender verdaderamente a las personas con problemas mentales y posiblemente eliminar la discriminación. Esto es beneficioso para los diferentes grupos de personas que participan en el proceso de construcción, así como para la sociedad en su conjunto. Por lo tanto, vamos a organizar la cooperación con personas con problemas mentales después de llegar a un consenso con sus médicos. Investigamos las leyes y reglamentos de Segovia, Castilla y León y la zona más amplia de España y hemos determinado que sería legal y posible crear esta cubierta recreativa flotante temporal en el río Eresma. Al leer el informe de la Organización Mundial de la Salud (OMS) sobre la salud pública española, descubrimos que la OMS alentó al gobierno español a implementar nuevas estrategias sobre dieta y ejercicio de la población, con especial atención a la obesidad infantil. En este caso, la construcción de la piscina pública es necesaria porque promueve deportes que permiten a los ciudadanos obtener la salud física. En el informe, la OMS también ha instado a que se adopten políticas de atención mental que incluyan intervenciones preventivas y actividades de promoción de la salud mental coordinadas con la sociedad civil y las escuelas, la asistencia a los trastornos mentales originados en situaciones de riesgo o exclusión social. Aunque se ha desarrollado una red comunitaria de atención de la salud mental en todo el territorio, los recursos de rehabilitación, de atención intermedia y de inserción social siguen siendo demasiado limitados. Con el fin de mejorar la salud mental de los ciudadanos y las personas con problemas mentales, es esencial para involucrar a las personas con problemas mentales en el proceso de construcción de la instalación. Esperamos que usted tome nuestra propuesta en serio, ya que agregará mucho valor tanto a los lugareños y visitantes a Segovia.
