One down and one to go: City gets state permit for Yacht Club rebuild

Federal permits still pending

Cape Coral has received a long-awaited Environmental Resource Permit from the Florida Department of Environmental Protection, granting authorization for the city’s redevelopment of the Yacht Club.

The state agency notified city officials Thursday that the permit needed for various aspects of the rebuild - the relocation of the boat ramp in the Caloosahatchee, replacement and reconfiguration of existing docks in the marina, replacement of nearly 3,000 feet of seawall, repair of the fishing pier and redevelopment of the 16.6-acre park itself — has been granted.

Also required, and still pending, is permit authorization from the Army Corps of Engineers.

“I’m excited to see some progress finally,” said Cape Coral City Councilmember Rachel Kaduk. “One permit down. One permit to go. Let’s get our beautiful Yacht Club rebuilt.”

The riverfront park — the city’s first, built by the Cape’s founding developers — was heavily damaged by Hurricane Ian and has since been razed pending a $130-$150 million rebuild as a island-style “destination” with a new two-story community center, resort style pool, four-story parking garage, new piers and a marina with additional boat slips.

Councilmember Bill Steinke, in whose district the Yacht Club is located, said the state permit is an important first step.

“We’re highly appreciative of that being issued. It’s been a labor of love,” he said. “Certainly it’s taken a lot longer than we had hoped that it would.”

The next step will be a city review of any

The municipal charter high started with 25 students in 2009 when it opened.

More than 40% of the student population now participates on an athletic team. By 2026, the high school is expected to have a 75-student football team.

The meeting will take place at 3:30 p.m. today, Feb. 19, in City Council chambers, 1015 Cultural Park Blvd. The meeting is open to the public.

Horizon Council founding member and the organization’s first chairman, David Barton, has died at age 89.

The longtime Southwest Florida developer and business leader, who died Feb. 13, had been battling an illness at his farm in Ocala.

Originally from Meriden, England, Barton worked in manufacturing in his home country.

In 1987, he and his wife Margaret –who met and were engaged onboard the Queen Mary — decided to make Cape Coral their permanent home after several holidays to Florida in the 1980s.

Barton saw the potential for growth in Cape Coral and worked tirelessly to develop the North Cape Industrial Park, a 92-acre manufacturing and service industry site that is home to more than 100 businesses. His wife and his son Simon worked with him for many years building the business.

Barton also found time to stay involved with the local community and promote growth and development in the area as chairman and founder of the Horizon Council in Lee County, the founder and executive director of the Southwest Regional Manufacturers Association and served on the Industrial Development Authority for many years.

Margaret Barton said she wants people to remember her husband of 60 years as a

City may accelerate UEP timeline

Cape Coral City Council may expedite the timeline for the city’s pending Utility Expansion Program projects.

Resolution 65-25 addresses the UEP within North 6 and also expands the geographical area for which the South Florida Water Management District issued an emergency order in 2023 due to low water levels in the Mid Hawthorn Aquifer. The proposed new schedule includes Hudson Creek and the Pine Island Corridor.

Council’s agenda also includes amending the city’s affordable housing inventory list. This will include the dona-

tion of 14 properties from the list to Habitat for Humanity of Lee and Hendry Counties for the development of single-family homes.

There are also six resolutions for the burrowing owl habitat preservation up for approval in association with the Burrowing Owl Habitat Protection grant project. Those purchases include 503 N.E. 1st Ave., 614 N.W. 3rd Place, 601 N.W. 4th Ave., 606 N.W. 3rd Place and 605 N.W. 4th Ave.

The meeting will be held at 5 p.m. today, Feb. 19, in council chambers, 1015 Cultural Park Blvd. The meeting is open to the public.

Grand opening and brand unveiling for ‘The Courts, Cape Coral’ set for Saturday

The Sports Facilities Company is hosting a grand opening and brand unveiling for “The Courts, Cape Coral,” located at 420 S.W. 2nd Ave., Saturday, Feb. 22, from 7 a.m. to 3 p.m.

The facility was previously known as the Lake Kennedy Racquet Center.

No reservation is required to attend. The event will feature an open house, programming activities and a ribbon-cutting ceremony at noon.

“The Courts, Cape Coral, represents progress, innovation, and community spirit,” said Cape Coral Mayor John Gunter. “This facility reflects our commitment to offering

exceptional recreational opportunities while driving economic growth and strengthening our identity as a vibrant destination for sports tourism.”

The facility includes 32 pickleball courts and 12 tennis courts, designed to host large-scale tournaments. The venue is expected to attract over 1,000 participants and become a key destination for local and national sports enthusiasts.

“To date, we have sold over 2,600 memberships in the venue’s pre-opening phase,” said Cape Coral Parks & Recreation Director Joe Petrella. “The overwhelming interest demonstrates the excitement and demand for a facility of this caliber.”

Lee County Commission approves several roadway projects

The Lee Board of County Commissioners continued its commitment to improving the county’s transportation network Tuesday with votes to approve multiple projects.

Cape Coral Bridge

n Voted to use the Design-Bid-Build approach for the construction of the planned Cape Coral Bridge replacement project. In April 2022, the contract for the Cape Coral Bridge Project Development & Environmental and design services was awarded to Kisinger Campo & Associates Corp. Included in the award of the contract was the expectation that once the project design reached 60%, the Board would decide whether to opt for Design-Build or a DesignBid-Build delivery method.

The spans of the Cape Coral Bridge were built in 1963 and 1989. The project is planned to replace both two-lane bridges with two, three-lane bridges to increase capacity between Cape Coral and South Fort Myers. The improvement will incorporate wider shoulders, lighting, and a shared use path on both spans to improve traffic flow and safety for all users of the roadway network.

Staff recommended the Design-Bid-Build method due to the size of the project in accordance with guidance from the Florida Department of Transportation and the Florida Transportation Builders Association. The Cape Coral Bridge project is estimated to cost about $360 million with construction scheduled to begin in late 2026.

Six Mile Cypress and Daniels Parkway

n Voted to award a low-bid, $2 million contract to Ajax

Paving Industries of Florida, LLC, to improve and expand the intersection of Six Mile Cypress Parkway and Daniels Parkway. The project will repurpose a northbound left turn lane into an additional northbound through lane on Six Mile Cypress Parkway through the intersection with Daniels and extend the southbound left turn lanes from Six Mile on to Daniels eastbound. The project is aimed at creating additional capacity to enhance the operations of the intersection.

The project also includes resurfacing, road markings, curbing, drainage, traffic signal work, sod and more.

The work is expected to begin in late March after the completion of the Minnesota Twins Spring Training activities. The project will include daytime and nighttime work with required lane closures at various times.

Three Oaks Parkway Extension North

n Award a low-bid, $39.7 million contract to EHC, Inc. to construct the final phase of the Three Oaks Parkway Extension North project, which includes widening Daniels Parkway to eight lanes at the intersection with Three Oaks.

The project also includes widening Fiddlesticks Boulevard south of Daniels and resurfacing Three Oaks Parkway from Alico Road to Fiddlesticks Canal, as well as necessary water and sewer relocations.

Construction on this project is estimated to begin in March with completion scheduled in three years. The contractor will be required to maintain six lanes of traffic on Daniels Parkway throughout the construction project with only intermittent, nighttime lane closures, when necessary.

conditions that may be attached to FDEP’s permit authorization.

“I’ve not officially seen what conditions are being requested, if any,” Steinke said.”Most often conditions will come as a part of it, and we’ll just see how we would respond to those and then hopefully we’ll have an expedited process to having the Army Corps’ approval and will be able to be able to get started, finally.”

A release issued by the city’s Communications Office Friday afternoon addresses the process.

“The environmental resource permit will now be sent to the U.S. Army Corps of Engineers (USACE), with federal approval anticipated in April 2025, barring unforeseen circumstances,” the release states. “Once received, the construction manager at risk will advertise the marine improvement portion of the project for construction bids, marking a significant step forward in the project.”

The 84-page permit response outlines the various changes the city plans to make to the Yacht Club campus, which include both land and waterfront amenities. The changes, particularly those that may impact the river, re-

quire specific state and federal authorizations, including lease modifications for submerged lands owned by the state of Florida and specified standards for a range of things from construction and dredging practices to water quality standards and habitat and wildlife protections while the project progresses.

Potential environmental impact issues have been addressed, officials said.

“Since 2021, the City has worked closely with USACE and FDEP to secure necessary approvals for the park’s transformation. This process has included extensive environmental and regulatory reviews, addressing water quality, submerged land leases, and slip transfers. Following Hurricane Ian’s impact in September 2022, additional coordination with state and federal agencies was required,” the release states.

Design plans for the Yacht Club Community Park renovation are underway, with completion anticipated by November 2025, officials said.

A project timeline and related information be found on the city’s Yacht Club Community Park webpage, https:// www.capecoral.gov/department/parks_and_recreationhome/yacht_club_community_center/index.php

North girls soccer team ready for today’s state semifinal match

For the second consecutive year, the North Fort Myers girls soccer team has punched a ticket to the state final four.

Following a dramatic 2-1 win in overtime versus Braden River, the Red Knights (21-2) are once again one of the last teams standing in the FHSAA 5A State Championships.

Last year, North reached the state finals and came up just short of a title in penalty kicks. This season marks the first time a Red Knight girls soccer team has reached the final four in back-to-back campaigns.

“It’s awesome,” said Red Knights head coach Nick Erickson of making it back

Monday Baseball

to the final four with a team ranked by MaxPreps as No. 9 in the state and nation.

“I’m really, really happy for the kids. Obviously, it’s a really difficult thing to do, and how we’ve played over the last three regional games, I think, has been really good. We’ve been more than tested. I’m happy that we’ve had the match-ups that we have had, and have stayed relatively healthy prior to going into (Wednesday’s) game, and hopefully Saturday.”

As the No. 1 seed in 5A Region 3, North’s first win in the state tournament came via a 6-1 win over No. 8 Gulf Coast.

The intensity of the matches increased dramatically in the regional semifinal and final, first with a match-up against No. 4 St.

Petersburg. The Red Knights were taken to a shootout after a 3-3 tie after regulation, coming out on top 4-3 in penalty kicks.

Last Wednesday versus No. 3 Braden River, North, despite controlling much of the possession, faced a 1-0 deficit as they conceded the game’s first goal in the 45th minute. The Red Knights’ leading scorer did what she does best in the 75th minute, as junior Hannah Busenbark netted a beauty in the top right corner of the goal to bring the match even, forcing overtime.

Pirates goalie Kaele Smith turned in an exceptional performance against the Red Knights, saving 16 of 18 shots on net.

“Probably the best goalkeeping performance that I’ve ever witnessed in my 23

years of coaching club and high school,” Erickson said. “Their keeper was just outstanding. The amount of saves she made, and the clearances they had as a defensive unit off the line, just spoke to their effort and intensity in their team. But for our girls to be on the front foot most of that game other than a two-minute stretch...for them to constantly be on the doorstep and be denied, and then score with minutes to go and then come out in overtime and take it to them...it’s pretty awesome. You don’t see that all the time. Very easily they could have chalked it up to, ‘Oh, it’s not going our way this particular day.’ And they did not.

man with strong family values and traditions, high moral character, a strong sense of community and many sizable career achievements.

David Barton was instrumental in furthering economic development efforts in Lee County as a founding member of the Horizon Council in 1991. At the time, the county had several economic development organizations competing for county funds.

Barton and other business leaders developed a cohesive, forward-looking plan for growth in the county that was transparent and allowed all voices to be heard.

Their plan led to the Horizon Council becoming the official advisory board to the Lee County Board of Commissioners on economic development issues, also providing vision, guidance and support to the Lee County Economic Development Office in its mission.

Barton went on to serve as chairman of the council for four years. His efforts were crucial to building the foundation for this critical public-private advisory board. He also served on the board of the Industrial Development Authority for 30 years. In addition, he was a founding member and executive director of the Southwest Regional Manufacturers Association.

Guido Minaya, Horizon Foundation president and founding member of the Horizon Council, praised Barton for his vision in forming the organization.

“David really laid the groundwork for the Council. It was his meticulous focus on how we could collaborate as business organizations, as municipalities, as the county to really introduce economic development county wide that led to where we’re at today,” Minaya said.

Tom Hoolihan, founding member of the Horizon Council and longtime friend of Barton’s, echoed Minaya’s sentiments.

“David was the bridge. He brought the group together,” Hoolihan said. “David

said this is how it’s going to be, and agreement was reached rather quickly, but you have to have boots on the ground and David did that.”

Barton is survived by his wife, three children, 10 grandchildren and three great-grandchildren.

The family will receive friends for viewing from 4-6 p.m., Friday, Feb. 21, at Fuller Metz Funeral Home, 3740 Del Prado Blvd. Cape Coral. A Catholic prayer service will be conducted at 6 p.m.

In lieu of flowers the family asks that memorial contributions be made to St. Judes. David’s final resting place will be in England.

Kudos to them, and hopefully that can carry through into (Wednesday) and possibly one more.”

In the second overtime period, it was Busenbark again delivering for North, as she banged home a penalty kick to give North a lead they would not relinquish. With her two goals against Braden River, Busenbark now has 56 total on the year in 22 games, the ninth most in the country and third most in the state this year.

“She just turns in huge performances,” Erickson said. “Her job on this team is to score goals and to create opportunities for others 22 yards and in. She does that. I had a feeling she was not going to be denied (versus Braden River), and she wasn’t. It just speaks to repeated effort not only by her, but by everybody.

The two teams met earlier in the year on Jan. 18 at the Montverde Classic girls tournament, where the Red Knights came out with a 4-0 win. The Sharks are also the defending FHSAA 6A State Champions.

“Regardless of that result, you can chalk that up to anything,” Erickson said. “We’ve got a couple of results on our schedule that we’re not overly thrilled with, and I’m sure our girls would be the first to say we could have played better in both of those contests.

Erickson’s message to his team leading up to the match?

“One game at a time,” he said. “Regardless of any previous match-ups with any teams that could be left in our way. None of these kids want to go home. None of these seniors want it to be their last game. None of them. That’s the attitude that we have to have. We have to go out and play fast, aggressive and be the first to things. We don’t want our seniors to go home. We do not want the season to end for them. That’s the message. We’re playing for them right now and trying to keep this going as long as we possibly can. We feel we have a good chance, as good of a chance as anybody else.”

Friday Boys Soccer Region 3A-3 Semifinals

Somerset Academy Canyons 1, Bishop

Verot 0: Verot’s only loss of the season brought that season to a close (13-1-5).

Regardless of the outcome, Erickson said this installment of Red Knights girls soccer has been fun.

“We’ve scored quite a bit of goals, and have done a pretty good job of keeping them out of the back of the net,” he said. “From a local perspective, we were not defeated this year in any contest, which is impressive. We’ve got a lot of really good teams in our area, as evident by the amount of teams that made regional play or are still in regional finals. That speaks to just the effort and attitude and commitment of our kids. I will not forget that win, lose or draw. It’s been a special year. It’s a great group of seniors and kids in general. I want nothing more for them than to have two more games. I’d love for them to have that opportunity to win something that was so close last year.”

A live stream of the game can be found on the NFHS Network.

Delray Beach American Heritage 2, Oasis 1: The Sharks came up a goal short, ending their year with a 12-6-2 record.

Baseball Island Coast 11, Ida Baker 2: Archer Ellis was 4-for-4 with three RBI and Javier Torres was 3-for-4 with three RBI as the Gators (3-0) rolled past the Bulldogs (0-2). Isaac Lopez added two RBI. For Ida Baker, Abdiel Ortiz had two hits.

SW Florida Christian 10, Oasis 0 (5 innings): Oasis is 0-2 to begin the season. Bishop Verot 6, Bradenton Manatee 0: Nick Raber had two RBI, while Owen Rardin and Braylon Sheffield knocked in a run each for the Vikings (3-0). Raber and Teegan Turner combined to hold Manatee to one hit.

Girls Lacrosse

Cape Coral 13, Riverdale 0: Alex Sanchez had five goals, Mackenzie Scully scored four times and Bailey Bianchi had three goals for the Seahawks (2-1). Sophia Vianest also scored for Cape Coral. Katie O’Shea posted a shutout in goal.
