Council to look at city’s solid waste services contract
By MEGHAN BRADBURY news@breezenewspapers.com
Cape Coral City Council will look at two options for solid waste collection today – an early extension of Waste Pro’s contract for five additional years or going out for requests for proposal which would open the door to other providers. Either way, higher rates are likely.
According to the presentation, Waste Pro is not interested in extending until October 2027 under the current terms of the contract. The early extension would be

23rd Burrowing Owl Festival provides fun, advocacy
By JOHNATHAN MINEHAN news@breezenewspapers.com
The Cape Coral Friends of Wildlife’s Burrowing Owl Festival always brings a hoot to the community.
The 23rd annual event was no exception, bringing a day of fun while providing insight into the city’s official bird and how the public can help keep habitats protected.
Saturday’s event included live animal exhibits, educational programs, food and beverages, silent auctions, access to the butterfly house and bus tours to nearby owl burrows.
Proceeds from the event help support CCFW’s mission to preserve and enhance wildlife and their habitats and educate the community about the wildlife found in Cape Coral.
“I think it’s a great event to bring the commu-
nity together and raise awareness about owls,” said CCFW volunteer Brendan Kulhawy, who enjoyed the event and the community it brought to the Cape. “Although it’s hot outside, we are helping the community come together and get to experience what the festival has to offer.”
Thanks to volunteers and organizers, attendees were able to learn about some of the ways they can do their part to help the burrowing owls, including:

According to staff, Cape Coral has a robust solid waste collection service one time a week without limits for waste, recycling, bulk, horticulture and white goods – one of the lowest contracted rates in Florida. In 2022 the average monthly rate for collection was $25.26. In Cape Coral for FY22 the rate equated to $12.06. For the current fiscal year, FY25, the rate equates to $13.72 per month.
Cape Council to brush up on budget basics
By MEGHAN BRADBURY news@breezenewspapers.com
With five new members added to the elected board in November, Cape Coral City Council will hear the first of a fourpart series regarding the development of the city budget this morning.
The series will include building a budget, the discussion today, with major revenues and expenditures in the development of a budget, monitoring, modification and reporting and financial reporting to follow.
The city’s fiscal year is from Oct. 1 through Sept. 30. When developing the budget, it must be balanced, and revenues – sources of funds— must be identified and expenditures must have planned uses of funds. The budget cycle includes preparing and planning, deliberations and adoption, execution, monitoring, modification and reporting.
The Cape Coral Fire Department’s accreditation is also on Wednesday City Council workshop agenda. CCFD officials will provide updates on peer team recommendations, compliance information, current capabilities, levels of service and future endeavors for improvement in fire service.
The agenda also includes commercial vehicle parking and polling site regulations.
Neither of those agenda items had any backup material or documentation attached online.
The workshop will take place at 9 a.m., today, Feb. 26, in City Council chambers, 1015 Cultural Park Blvd. The meeting is open to the public.
Editor’s note: This story will be updated online if information on commercial vehicle parking and/or polling site regulations becomes available.

CROW’s Taste of the Islands
Saturday at Sanibel City Hall
By TIFFANY REPECKI trepecki@breezenewspapers.com
The Clinic for the Rehabilitation of Wildlife (CROW) on Sanibel will present its 43rd Taste of the Islands the Saturday, March 1.
Reimagined in 2020 due to COVID, canceled in 2022 due to Hurricane Ian and postponed from November because of Hurricane Milton, the event will return to an in-person competition this year from 11 a.m. to 4 p.m. at City Hall on Sanibel.
“Taste is back — finally!,” CROW Executive Director Alison Charney Hussey said. “We are so thrilled to bring the much beloved open-air event back to the islands, and we know everyone will enjoy spending time together with great food, drinks and just an overall sense of community.”
The event will feature live music and showcase Sanibel and Captiva’s vibrant and diverse restaurant community, helping to reunite and celebrate the resilience of businesses. Returning this year, attendees will get a ‘taste’ of CROW and meet its Animal Ambassadors, as well as take home the Taste T-shirt.
“Sanibel is celebrating its 50th anniversary as well, and we thought it appropriate to bring Taste for all to enjoy at City Hall,” she said. “We know how much everyone loves the farmers market, so we think the new venue will give a fresh look and feel to Taste.”
In the week leading up to the event, participating restaurants will celebrate at their locations. Now through Feb. 28, the public can ‘taste’ each restaurant’s featured item and get a chance to cast their vote early for the People’s Choice Award, sponsored by the VCA Sanibel Animal Hospital.
“By continuing to support our restaurant partners with the restaurant week leading up to the traditional event, we hope to make this year’s Taste a must do for everyone,” Hussey said.
Fifteen restaurants are participating this year: Boop’s by The Bubble Room, BRGR Kitchen & Bar, reigning Taste
of the Taste and People’s Choice Award winner Cielo, Keylime Bistro, Lazy Flamingo, MudBugs Cajun Kitchen Rosalita’s Cantina, Sanibel Deli & Coffee Factory, Shima Japanese Steakhouse & Sushi Bar, Sunshine Seafood Cafe and Wine Bar, The Green Flash, The Lighthouse Cafe, The Shack of Sanibel, Timbers Restaurant & Fish Market, and Tutti Pazzi Italian Kitchen.
They will offer a variety of menu items for six CROW Bucks or less, while competing for honors in various categories, such as Best Appetizer, Best Seafood, Taste of the Taste and People’s Choice.
Edison National Bank/Bank of the Islands is returning as the title sponsor.
“CROW has adapted Taste of the Islands over the past few years, not only to raise funds for their mission, but also to support the islands’ many restaurants,” bank Chief Executive Officer Geoff Roepstorff said. “The one-day event gives the community a chance to come together to celebrate the fantastic food and drink the restaurants have to offer while supporting CROW’s good work of saving our wildlife.”
Additional supporters include: Millennial Brewing as the beverage sponsor; Scanlon Auto Group as the entertainment sponsor; Waste Management as the sustainability sponsor; and NBC2/ABC7 as the media sponsor; along with others.
The event proceeds will ensure CROW’s continued success providing the highest quality care and treatment of injured, sick and orphaned wildlife through state-of-the-art veterinary care. The funds will also support public education and outreach efforts.
Admission is $10 for ages 11 and older, $5 for ages 10-4, and free for ages 3 and under.
For advance tickets or more information, visit https:// tasteoftheislands.org/.
Tickets can also be purchased at the gate on the day of the event.
City Hall is at 800 Dunlop Road, Sanibel.

Solid waste: Council to discuss future services contract at workshop
From page 1
As proposed, the rate would jump 94% in two years beginning early in FY2026 with an extension with Waste Pro and the current rate would continue to increase by annual CPI through FY2027 by 3-4%.
If a new solid waste collection RFP is issued, the new service start date would be Oct. 1, 2027, with estimated new rates between $25 to $30 a home per month.
“Lee County amended its Solid Waste and Recycling Collection Franchise Agreement with Waste Pro in Area 4 June 2022,” the presentation states. “The key outcomes of the negotiation included improving the efficiency and clarity of waste and recycling collection services in
the area. The rate went from $13.31 in FY22 to $21.45 in FY23 (61% increase) to cover operating costs. The current FY25 rate is $24.59.”
The presentation concludes with two options – issue an RFP for a new contract beginning FY2028 if cost is the principal. This would retain the current rates for the last two years of the contract.
The second option would be accepting Waste Pro’s extension in an amendment and agree to buy-up the contract enhancements if service improvements are the principal concern.
The workshop will be held at 9 a.m. today Feb. 26, in City Council chambers, 1015 Cultural Park Blvd. The meeting is open to the public.

Numerous speakers and related organizations also took part.
Guest speaker Adam Brame, recovery coordinator for the endangered smalltooth sawfish and the threatened oceanic whitetip shark, NOAA Fisheries, U.S. Department of Commerce, spoke about conserving the smalltooth sawfish and other marine species at risk.
Joseph Bonasia, Florida Rights of Nature Network & Operations and communications director, spoke about the decline in local water quality and the critical importance of clean water in safeguarding the local community, wildlife and environment.
Adam’s Animal Encounters attended to teach the guests about reptiles, as well as to provide an opportunity to purchase
merchandise.
Information provided ranged from the life span of tortoises to how docile alligators — known for their lightning attacks on the unwary — can be. The community had the opportunity to pet the alligators with Adam Pottruck giving a demonstration and facts about each species.
Tandria Burke, Florida Panther National Wildlife Refuge outreach and administration ranger, spoke about her experience at the refuge and how they wanted to inform attendees about the wildlife.
“What we’re doing at the refuge, we manage 27,000 acres of habitats before the panthers, and we just want to get the word out about panthers in general,” Burke said. “Everyone’s always interested in learning more.”
While Burke and the refuge are working in Immokalee, they still wanted to see that growth of awareness in Cape Coral.
“I think that wildlife is super important and super important to get the community out, because there is not a lot of places to learn about wildlife unless you reach out to the people,” Burke said. “It’s very important to engage in community involvement, and just getting involved in the community and letting them learn about things, but also doing it in a fun way that interests
someone that’s not necessarily honed in on wildlife.”
Burke said she and her team learned a lot about the owls and their role locally.
“I actually did learn a little bit about the burrowing owl,” Burke said. “I learned that they need more habitat. They need more space to go. So Cape Coral, right now, they’re trying to buy up land to give them places to go.”
Event sponsors included Jason’s Deli, Cape Coral Wildlife Trust, Coastal and Heartland National Estuary Partnership and several others.
The Cape Coral Friends of Wildlife is “Dedicated to Protection, Preservation and Education.”
“Cape Coral Friends of Wildlife is a volunteer organization whose purpose is to preserve and enhance the habitats of protected wildlife species and to educate the community about Cape Coral’s wildlife resources.
“Founded in 2001, we now have approximately 500 members and an engaged group of volunteers, board of directors and committees operating our unique events and programs,” its websites states.
