The new mask mandate took effect Dec. 15 and will remain until Jan. 15, 2022. But since Contra Costa already has a local masking order in place, the renewed statewide mask mandate doesn’t apply to the county.
“People in Contra Costa, regardless of vaccination status, will have to keep wearing face coverings in public settings as they have been doing since August,” Contra Costa Health Services said in a statement.
The state action comes after the state saw a 47% increase in the seven-day average case rate, and a 14% increase in hospitalizations since the Thanksgiving holiday, statistics show. The expected increase in holiday travel coincides with the appearance in the state of the omicron variant, which is believed to be more easily transmitted than the delta variant.
Along with the statewide mask mandate, the state health department also issued a travel advisory for the state and guidance on attending events attended by more than 1,000 people. Under the new travel advisory, persons entering the state, or residents returning to the state, should be tested for COVID-19 within three to five days of their arrival.
Prior to attending such large events, an unvaccinated person must provide proof of a negative COVID-19 test before entering the venue or facility. An antigen test must be completed one day before the event, while a polymerase chain reaction (PCR) test must be completed within two days before the event.
“We know people are tired and hungry for normalcy,” Ghaly said. “Frankly, I am, too. That said, this is a critical time where we know we have a tool that has worked and can work. We are proactively putting this tool – universal masking in public settings – in place to ensure that we get through a time of joy and hope without a darker cloud of concern and despair. Californians have done this before and, of course, we believe we can do it again.”
Face masks have been required indoors in Contra Costa County since early August. At that time, Contra Costa joined six other Bay Area counties and the city of Berkeley in a joint health order requiring mask use indoors regardless of vaccination status. Will Harper, Contra Costa Health Service communications and media relations specialist, noted that the county’s exceptions to its mask order will remain in effect despite the more restrictive state order.
The county reported an increase in COVID-19 cases, but the increase is less than has been observed at the state level. The county has experienced an 18.9% increase in active COVID-19 cases over the two weeks before Dec. 14. Hospitalizations increased by 10.9 % over the same time frame.
“The recent increase in cases and the emergence of a new variant are reasons for concern, as are the upcoming holidays where families from different households will gather indoors,” Harper said. “The recent rise in cases likely has something to do with people gathering during Thanksgiving, although we can’t say that definitively. (It’s) hard to predict the future, especially with omicron. We are strongly recommending that everyone eligible for a booster get one as soon as possible.”
To date, no cases of the omicron variant have been detected in the county, but Harper noted that the variant was detected in a wastewater sample last week. Additionally, Ghaly said at a press conference on Monday, Dec. 13, that its increased transmissibility can make it become the dominant variant.
The seven-day average positivity rate in the county has climbed from 2.3% on Nov. 1 to 2.7% on Nov. 30, statistics show. The positive test rate is a primary indicator of the direction the pandemic is going, and a sharp increase would be cause for concern. So far, that has not materialized, officials said. During the summer spike in cases, the positive test rate topped out at 8.7%. During the peak of the winter wave one year ago, it exceeded 11%, records show. “Our collective actions can save lives this holiday season,” Aragón said. “We are already seeing a higher level of transmission this winter, and it is important to act now to prevent overwhelming our busy hospitals so we can provide quality health care to all Californians. One special part of the new theater is a row of seats salvaged from the Fox Theater in San Francisco. When the Fox Theater was demolished in 1963, former BUSD superintendent Bill Bristow brought the seats to Edna Hill Middle School to be used in that theater. They were pulled out and replaced 10 years ago and have been in storage ever since.
The chairs are a little worse for wear after their time in storage, but Schmitt said they are being restored to their former glory to sit in a special place in the new theater.
Since the theater is being built on city land, the district is working with city officials to reach a mutually beneficial agreement.
“The theater will be on city land, but we have an agreement to build on that and we are looking at trading or purchasing the land, sort of a joint-use agreement that benefits both parties,” said Schmitt. “We have a great working relationship with the city, and we will work it out to benefit both parties. The more opportunity we have for our students and community members to use it, the better.”
The theater will be complete with a parking lot, and Schmitt said he anticipates other local groups using the theater since it will be large and centrally located.
“We are just excited to have yet another theater,” Schmitt said. “It gives another place to provide our youth and adults with a meaningful way to participate in the arts. It provides a huge opportunity for our kids at Bristow. The choir and band programs are already big, and this will allow them to grow beyond what they are now, since they will have a full stage to perform on.”
Theater from page 1 facilities with a focus on ways to reduce or avoid construction-related local effects,” she wrote. “The DCA has organized the SEC to provide valuable input in understanding these local effects and the ways they might be minimized or avoided. This work is expected to result in recommendations by the DCA to DWR for design of the proposed project and suggestions on construction methodology.”
Nazli Parvizi, stakeholder engagement manager with the DCA, said that a December 2021 end date was always part of DCA’s plan and was discussed in one of the committee’s first few meetings. That date coincided with completion of the project’s conceptual design.
As might be expected with a large, complex and controversial project, the interaction between the SEC and DCA did not always go smoothly. In April 2020, members of the SEC suggested that project planning should be paused as the state struggled to come to terms with the impact of the burgeoning COVID-19 pandemic. Some members argued that meeting with constituents would be exponentially more difficult, particularly in environmental justice communities and parts of the Delta where high-speed internet connections are not common. Then-Executive Director Kathryn Mallon took an unwavering stance that the project would continue despite the challenges presented by the pandemic.
“We were outraged,” said Karen Mann, SEC member and president of Save the California Delta Alliance and SEC member. “The problem is that I can’t get the word out to my stakeholders, which is Discovery Bay. We couldn’t have meetings. We couldn’t show people maps. They were going to keep on the process with SEC members or without. If any SEC member was to resign, they would reach out and replace them.” The role of the SEC was to provide feedback on the project’s plans, not to debate the value of the project itself. But both sides expressed frustration at the amount of time spent doing just that.
“We have no say in whether the project should exist, should continue, should go forward,” Parvizi said. “That’s not the DCA’s role. We don’t have those debates with anybody. That’s not our job. I think folks understood that, but I don’t think anyone’s going to let an opportunity pass when they’ve got a public forum. But it did make the role of the SEC less effective.”
Signs of frustration with the process were evident as at least two SEC members – Mann and Restore the Delta Executive Director Barbara Barrigan-Parrilla – resigned from the committee in recent months. Barrigan-Parrilla cited DWR’s lack of meaningful engagement with environmental justice communities, while Mann called the process a “sham.”
Parvizi acknowledged that these resignations might have influenced the timing of the group’s dissolution.
“I think there would have been more resignations,” she said. “The point was not to have it just sputter off. We had a goal of trying to get feedback on engineer considerations. As we did that and our job wrapped up, then it made sense to end the SEC. That was always the plan. But I think the departures, for whatever reasons people had, were a sign that we were doing the right thing by ending it.”
Despite the challenges, Bethel Island and SEC member David Gloski ticked off a number of wins including the relocation of a tunnel shaft away from Discovery Bay; the relocation of a barge landing that was originally slated for a popular sailboat anchorage and moving construction operations away from areas used by sandhill cranes.
DCA final conceptual design will be the basis for DWR’s draft environmental impact report that is expected to be published in the middle of next year.
The creation of the SEC was not a mandated action; DCA did so voluntarily. The input gathered made the conceptual design better, Parvizi said, adding that the process that resulted in the SEC will likely serve as a blueprint for future efforts. Still, determining if the process was effective is difficult.
