As part of Oakley’s annual reorganization of the City Council, Vice Mayor Anissa Williams was promoted to Mayor during the council’s Dec. 12 meeting. Although Councilmember George Fuller was next in line to be named vice mayor, he was passed over 3-2 in favor of Shannon Shaw, with council members citing Fuller’s “conduct toward the public, staff or City Council.”

Tunnels of Joy support pediatric cancer patients Heritage High senior this year’s beneficiary

Tunnels of Joy is an annual fundraising event in Brentwood. Since 2017, it has benefitted local children suffering from forms of pediatric cancer.

Brentwood’s Tunnels of Joy are lit up again this month, with a new fundraising recipient. Each year, the neighborhood on La Costa Drive chooses a pediatric cancer patient to raise money and awareness for. This year’s choice is Heritage High School senior Jeremiah Jones. In October, Jeremiah was diagnosed with stage four bone cancer and has already undergone two surgeries to correct damage done by a tumor on his spine that left him paralyzed. His family hopes to welcome him home in time for Christmas, but the young man has a long road ahead of him to beat the cancer. In addition to approximately 11 more months of chemotherapy, he also needs acute rehabilitation therapy to help regain some amount of function in his legs. “Jeremiah will be coming home,” said his father, Dewand Jones. “A nurse will come in a couple times a week, and there will be occupational therapy in a couple times a week, but a lot of the care will be up to us as a family.” Jeremiah lives at home with Jones, his stepmother, and two half-sisters. He also

has family in Georgia, where his mother lives. Jeremiah moved to Brentwood from Georgia over the summer, intending to finish high school and then attend Los Medanos College to study computer science. His plans have been put on hold indefinitely while he battles cancer. The Tunnels of Joy go up on La Costa Drive – and surrounding streets – each December. They are over-the-top Christmas decorations put up by residents to spread the joy of the holiday season and include tunnels of lights over the sidewalks. Each year since 2017, residents choose a family affected by pediatric cancer and collect donations from the community to help with the overwhelming costs that come with a cancer diagnosis. The tunnels were originally the neighborhood’s effort to support one of their own families when resident Joy Bursch lost her battle with breast cancer in 2009. The street

– always a brightly lit participant in seasonal merriment – began adding more lights each year, including “Joy” signs. The tradition has morphed into a major area attraction each December, with food trucks, live entertainment and raffles encompassing more than 150 homes on multiple streets. Longtime resident Yvette Gardizi, whose family takes credit for the first set of tunnels, said each year the Committee of Joy – which helps organize events and traffic control for the Tunnels – chooses a fundraising recipient. The committee looks for a young person from Brentwood or the surrounding areas who has not been picked up by another organization. “We are looking for families who have not had fundraising done,” Gardizi said, noting the group likes to maximize its impact. “Jeremiah was diagnosed within the last couple months, so they will need lots of support. We invite people to come down,

look at the lights, and donate.” Donations are sent straight to the Jones family Venmo, or visitors to the tunnels can use the two cash boxes set up along La Costa Drive. The family will use donated funds to defray costs associated with Jeremiah’s treatment. The future of transportation in county? Zero-emission, electric, autonomous Glydcars to ride next to Highway 4 By Sean Tongson Correspondent

A new autonomous vehicle transportation project aimed at relieving traffic congestion due to regional population growth could soon be headed to East Contra Costa County. The Contra Costa Transportation Authority (CCTA) and Tri Delta Transit have announced a public-private partnership with East County Connection Partners, LLC that could lead to a future Dynamic Personal Micro Transit (DPMT) Project in East Contra Costa County. The goal of this new fare-based micro transit system is to help alleviate increasing congestion on Highway 4 along with other major highways in East Contra Costa County, while also enhancing accessibility in East County by improving connections to already-existing transit options, such as BART and local bus services. “We’re very excited about this project and believe it will significantly improve the quality of life in the communities we serve,” said Tri Delta Transit Board Member CCTA Board chairman Federal Glover. “It’s a bold step toward a more sustainable and accessible public transportation system for Contra Costa County.” The micro transit project is a multi-city, on-demand autonomous option with a goal of meeting the diverse mobility needs of residents in East County that aligns with local, regional, and state emission reduction goals. Known as “Glydcars”, these zero-emission, autonomous electric vehicles made by Glydways will provide transportation for up to four passengers and travel in narrow, dedicated elevated

Designed with convenience in mind, Glydcars have enough space for passengers to travel with their luggage or bicycles, and comply with the Americans with Disabilities Act, with sufficient room to fit a wheelchair, officials say. Antioch, Brentwood, Oakley and Pittsburg completed the East County micro transit feasibility study in the spring of 2021 to support a potential deployment the county evaluated a 28-mile track throughout these four cities. Potential benefits identified from the feasibility study included: • providing economic development and job creation • supporting emission reduction goals • increasing transit accessibility for underserved communities with first/last mile connectivity • reduction of traffic congestion • improvement of travel efficiency by shortening wait times by two to five minutes • enhancing travel experience with personalized, non-stop travel. According to the feasibility study, this would cost $450 million. CCTA and Tri Delta Transit will now collaborate to

pursue funding in the regional, state, and federal levels. “We value public input and always strive for robust public outreach,” said CCTA Executive Director Tim Haile. “As this project develops, we will work with our partners and stakeholders to ensure our community feels safe and comfortable using this service.” Haile added that the mission behind the micro transit project is not only to enhance mobility and compliment other transit agencies for all residents of East Contra Costa County, but also to enhance and improve safety, as the CCTA have been testing autonomous shuttles at GoMentum Station in Concord since 2014. “Safety is very important to us at CCTA,” Haile said. “GoMentum Station is one of the largest secured autonomous vehicle testing facilities in the Country, and is owned and operated by CCTA. According to a recent survey conducted by CCTA that looked at interest in an autonomous shuttle service in part of the County, just over 70% of surveyed residents were either somewhat interested or very interested in using an autonomous shuttle service.” According to a University of Michigan fact sheet on autonomous vehicles, in 2021, the U.S. annual vehicular fatality rate was 42,915, with 94 percent of crashes due to human error. It is estimated that autonomous vehicles have the potential to reduce crashes by 90 percent, thus reducing human error and deaths while also saving an estimated $190 billion per year. “Many of the collisions that occur on our roads are a result of human error,” Haile said. “(Autonomous vehicles) have the potential to remove or reduce human error and improve safety.” While the micro transit project is still in the early stages of development, an initial segment is expected to be identified by late 2023, with an update to costs and ridership expected in spring 2024. Construction is estimated to start in 2026, with the beginning of operation anticipated to begin two to three years later, officials said. To view a video, visit www.thepress.net/multimedia

Car thefts have been on the rise in 2023, according to recent statistics from Brentwood and Oakley police. These reports are in line with nationwide statistics that have also shown an upswing in cases of car theft by about 34%, according to the Council on Criminal Justice. Car thefts increased by 9.2% in just the first quarter of 2023, compared to the same period last year. This is the highest increase in car thefts in the past decade, according to the National Insurance Crime Bureau (NICB). According to the Center for Criminal Justice, the overwhelming majority of stolen vehicles are then used to commit another, potentially more violent crime. Locally, there was a slight increase between March/April 2022 and March/ April 2023, but as a whole, the first quarter of 2023 saw a decrease in thefts. Beginning in August of this year, however, reports of car thefts are double what last year’s numbers were during each month. However, the data on the Brentwood Police Department’s website may be inaccurate, due to a recent switch in how crime data is aggregated, according to Brentwood Police Lt. Chris Peart. The Brentwood area has seen the highest number of thefts is the corridor

“With the decriminalization legislation we have seen occur in California over the years, property crimes are up, and we should not be shy about stating that truth,” Beard said. “The theft of vehicles is no different. If one lives in a rural area of California they will most likely not be impacted by these issues as we are here in Eastern Contra Costa County. Unfortunately, we do have to take extra measures to mitigate the overall rise in property crimes.” Across the nation, the amount of vehicle theft cases that are actually solved remains low – about 1 in 5 cases since 2000, according to data from the Federal Bureau of Investigation. The Oakley Police Department have had their fair share of stolen vehicle recoveries, as well. In 2022, they were able to locate 40 stolen vehicles, and 43 stolen vehicles have been recovered so far in 2023. In Brentwood, law enforcement personnel were able to recover 122 stolen vehicles in 2022 and 139 in 2023. Of those recoveries, about 35% happened locally, while the remaining 65% were recovered outside of the immediate area. The recent uptick in crimes committed to acquire money or property could reflect a return to normal living conditions and daily routines, post-COVID. However, the reasons behind this

Teen overdoses: How can we prevent them? Students are dying at an alarming rate across America due to drug overdoses. With drug usage on the rise, we all need to do our part to try and keep youth from falling prey to death by overdose. Narcan can treat a narcotic overdose in an emergency situation. Also known as Naloxone, Narcan is a medication that rapidly reverses an opioid overdose. Experts say it works by attaching to the opioid receptors and reverses and outh blocks the effects of other opioids. riter Narcan (Naloxone) can quickly restore normal breathing to a person if their breathing has slowed or stopped because of an opioid overdose. How does overdose and Narcan go hand in hand with our student population? Unfortunately, in today’s world, overdoses in our youth have become real and scary; a reality that most are uncomfortable with or ignore. Overdoses continue to plague

our youth. Within the last 6 years, at least 40% of the school district student population in the Bay Area, have experienced a non- lethal drug overdose, statistics show. How many more teens must die before we open our eyes? Because if it’s overflowing on to the next generation, what does that say about the community as a whole? Statistics in Contra Costa County in 2022 show that there have been at least 169 recorded opioid overdoses. With these spikes in our community that bleeds into our school districts, what might be some things our school districts could do or have done? First, Narcan is easily accessible to our districts. Research shows that California allows schools to have access to free Narcan. And so far, the Los Angeles school districts have implemented Narcan on all school campuses from kindergarten12th grade and have even helped train teachers learn how to safely use Narcan. The founder of the National Ethnic Arts (NEA), Swathi Lakshmanan, said the NEA strives to work with artists from all backgrounds to create opportunities to showcase their art and attract audiences globally through various programs and initiatives they organize. One of the biggest events for the NEA is the “Margazhi in San Francisco,” which was organized in 2020 dedicated to musicians and was conducted virtually. Lakshmanan said the NEA is doing the same this year by having its 4th annual Margazhi in San Francisco festival from Dec. 15 to Jan. 13, both in person and virtually. The in-person celebration will be held on multiple dates starting at 6:30 p.m. at 1948 Oak Park Blvd. in Pleasant Hill. Although NEA is in Brentwood, Lakshmanan said they were looking for a central space available for multiple dates because Brentwood studios and theaters

In 2020, Lakshmanan organized a virtual “Margazhi in San Francisco” event despite the COVID-19 pandemic and brought more than 50 artists amongst pouring applications from performers worldwide to celebrate art. “They (artists and performers) trusted arts during the pandemic, and they wanted to perform,” said Lakshmanan. “I was skeptical if people would come forward but when I opened the enrollment that year, we had so many guest artists performing from around the globe, online.” In 2021, Lakshmanan was recognized by the India Book of Records for organizing a virtual dance and music festival for the maximum number of consecutive days. In the following years, Lakshmanan went on to curate the Margazhi festival and received more applications. Heritage boys soccer suffers third shut out Patriots drop to 1-4 after loss to Napa High

A single second-half goal was the difference as the Heritage boys soccer team dropped to 1-4 on the season following their 1-0 defeat to Napa High. “Their crafty left wing got around us on a couple of things and served a nice ball in,” Patriots head coach Randy James said on the one goal his team surrendered. “It looked like our keeper got a touch on it and it went right into their guy’s foot and deflected in.” The defense kept the Patriots within striking distance, despite giving up the only goal of the match midway through the second half. Constant pressure from the Grizzlies’l offense was met with pushback from the Heritage defense. However, James gave credit to the Napa High team with their ability to “keep the ball really well as a group.” “We tried to keep them out of dangerous areas as much as possible.” James said. “I think we did a good job of keeping them from quality opportunities, where they had possession but it wasn’t a

dangerous possession.” Heritage’s offensive attack struggled all game. However, they ended the first half applying constant pressure to the Napa defense. Numerous shots were on goal but nothing found the back of the net and the two teams entered the halftime break scoreless. In the second half, however, the Patriots’ offense had difficulties getting shots on goal. Constant stress was ap-

plied from Napa, and after several empty offensive possessions, the Grizzlies struck for the only goal of the match. “They turned it up a little bit in the second half,” James said. “We had some opportunities, but their goalkeeper played pretty well. We had a couple volleys that the goalkeeper pushed out for a corner.” Chemistry is one aspect James has been emphasizing to his team early in the

season. It started with wanting a pink set of golf clubs when she was just 6 years old. It could end with her becoming Liberty High School’s next great golfer, following in the footsteps of recent Liberty graduate and girls golfing great Emily Knox. That, at least, is the current goal for Lions freshman Dallas Pigati. “There’s some pressure because everybody’s like ‘Oh, you could be like the next Emily,’” said Dallas, whose strength is the long game. Knox graduated last year and played in the 2022 PURE Insurance Championship Impacting First Tee that was televised nationally on the Golf Channel. She was also named to All-Bay Valley Athletic League and was league MVP in 2019, 2021, and last season. There were no championships in 2020 due to the COVID-19 pandemic. Dallas and the Lions took second in the BVAL tournament along with teammates Emilia Brown and Sandra Brown, shooting an 83 (+9). Heritage won

she did manage to take the league MVP crown and was named All-BVAL in her first year. Emilia and Sandra Brown also took home All-BVAL honors. “(Placing second in the BVAL tournament was) disappointing,” she said. “The person that won was my friend, and I golfed with her a lot.” Dallas has become the new face of a now relatively inexperienced, young girls golf team at Liberty. She added that one of her other goals while at Liberty is to become the leader of the team, one that she’s expecting to stay together at least going into next year. “All of the other players on my team are newer (to the team),” she said. “But they’re all going to play next year.” Dallas is the lone golfer in her family, and she said that, according to her mother, her wanting the set of pink golf clubs was essentially her way onto the course. “My mom said I just wanted a pink set of golf clubs,” Dallas said. “So that’s basically it. Nobody in my family golfs or anything.” Although her family doesn’t golf, Pigati says she feels their support, especially her grandfather. “My grandpa gets very anxious, like the whole time,” she said. “But he was really happy I won. He tells everybody.”

Lions suffer first loss to Campolindo in Stonebarger championship game guys out there,” Heinz said. “This was our first time in a pressure situation and championship game and they haven’t done it at the varsity level yet.” While Liberty struggled to find an offensive rhythm, their defense kept them close to Campolindo for most of the game. After the opening quarter, the teams were tied at 8, and at halftime Liberty trailed by 7. “Our defense, at times, was great,” Heinz said. “They got some wide-open looks from the three-point line and for layups, and we still held them to 49.” However, the defense began to crack in the second half. Campolindo expanded their lead to double digits and led the Lions 37-26 entering the final quarter. While the Lions didn’t win, Heinz still acknowledges some positives to take from the game. “I think it was a learning experience,” Heinz said. “They want to play at the highest level of Division I basketball, they have to be more disciplined.” Off their first loss of the season, Liberty will travel to Merrill F. West High School in Tracy for the West Holiday Invitational starting Thursday Dec. 14. Heinz said his team’s goal is simple: win the tournament.

The Liberty Lions boys basketball team suffered their first loss of the season after their offense was shut down by Campolindo High, 49-37. The loss comes in the championship match of the 39th annual Stonebarger Tournament at Liberty High School. “We create a lot of our offense from our defense,” head coach Jon Heinz said. “They took care of the ball so we didn’t get those easy opportunities.” Only senior guard Gavin Cook Whisenton recorded double-digit points for the Lions with 18. No other player on Liberty’s roster scored more than five. Heinz explains a lot of the offensive struggles from Saturday’s contest on “the guys being new,” as well as a majority of the roster still adjusting to the faster tempo of varsity basketball than JV basketball. “We got to do a better job moving without the ball, setting screens and reading screens,” Heinz said. “These guys haven’t done it at this level yet and they started to see what needs to be cleaned up.”

agencies in 12 states. California has the highest car theft rate in the country, with 163,900 reported cases in 2023, according to the NICB. This is a 12.6% increase from the previous year. Texas and Florida follow closely behind, with 97,800 and 77,100 reported cases respectively. The City of Brentwood (“City”) will accept sealed bids for its Brentwood Boulevard Widening North – Phase 1 (Building Demolition), CIP Project No. 33631620 (“Project”), by or before Wednesday, January 10, 2024, at 2:00 p.m., at its Brentwood City Hall office, located at: 150 City Park Way, Brentwood, California, 94513, at which time the bids will be publicly opened and read aloud in the Council Chambers. On Wednesday, January 10, 2024, the Council Chambers will be open from 1:30 p.m. to exactly 2:00 p.m. to accept bids in person. 2. Project Information. 2.1 Location and Description. The Project is located at 7030 Brentwood Boulevard, Brentwood, CA 94513 and is described as follows: Demolition of an abandoned freestanding former grocery store building that is approximately 2,800 square feet. Work includes safely demolishing the building containing lead and asbestos, removing and cleaning-up lead and asbestoscontaining/contaminated materials and related debris, properly transporting and disposing the waste materials, removal of pavement, and removal of trees. 2.2 Time for Final Completion. The Project must be fully completed within 30 working days from the start date set forth in the Notice to Proceed. City anticipates that the Work will begin on or about March 11, 2024, but the anticipated start date is provided solely for convenience and is neither certain nor binding. 3. License and Registration Requirements. 3.1 License. This Project requires a valid California contractor’s license for the following classification(s): Class “C” C-21 and C-22. 3.2 DIR Registration. City may not accept a Bid Proposal from or enter into the Contract with a bidder, without proof that the bidder is registered with the California Department of Industrial Relations (“DIR”) to perform public work pursuant to Labor Code § 1725.5, subject to limited legal exceptions. 4. You know, things could have turned out differently,” said Brouillette, adding that the vehicle can also serve as a deterrent to those with sinister plans. “You see this vehicle as a tactical SWAT type of vehicle and that’s one of the features of it. It can be utilized on SWAT operations, but it is also a patrol-ready vehicle to handle emergencies like a barricade in a house or vehicle, a dangerous situation in a neighborhood, or evacuating houses.” The vehicle was recently revealed to the public during the Holiday Parade in Brentwood on Nov. 25, and it received

a positive reaction from the public, said Herbert, adding that many people were curious about it. He said the fear and thoughts of mass casualties happening here on everyone’s minds but seeing a vehicle that could potentially save the lives of their loved ones got the locals who attended the parade excited. “This vehicle is something you almost have to have, but you hope you never have to use. “And if the only time we ever use it is at parades or concerts in the park or downtown events, then so be it,” Herbert said. “That’s all it is at the end of the day, it’s a piece of insurance that we hope we never have to cash in on in our community.”.

The vehicle does not require a special license to drive, and all community service officers of t he B rentwood p olice department will be trained to handle the vehicle. Training for all personnel is to be completed by mid-January, officials said. “It really is just a Ford F550 and serviced locally,” added Brouillette. Last year, the Brentwood City Council unanimously agreed to spend $368,000 on an armored rescue vehicle for the police department to benefit t he community. As outlined in the city’s list of reasons why a councilmember may be passed over for the role, Henderson cited Fuller’s rude remarks, lack of leadership and unprofessional conduct that would be unbecoming to the role as his reasoning behind the decision. The decision to appoint Shaw to the vice mayor role passed 4-1 with Fuller as the dissenting vote. Fuller suggested that he had reason to believe Shaw and Henderson, who were both voted onto the council in the 2022 election, had laundered campaign contributions and said that the California Attorney General should get involved before Shaw could take the role. Fuller did not elaborate further, but said that the Fair Political Practices Commission was not pursuing the matter. For her part, Williams’ nomination for the mayorship was a 5-0 vote. She replaces Aaron Meadows, with Meadows moving to the bottom of the list in the rotation for mayor.

During these monitoring periods, law enforcement issued six citations for speeding and eight for motorists failing to yield to pedestrians. A long-term solution to the problem is not currently clear, with various ideas being floated by members of the council that range from stop signs and stoplights to rumble strips and more speed limit signs. Steve Kersevan, the traffic engineer for the city, was unenthusiastic about many of the suggestions, saying that if the solution was “as easy as a stop sign,” he would have implemented it years ago. “We have 200 miles [of roads],” he said. “Sometimes I can’t engineer it to be safe enough for everybody. At the end of the day, what are we talking about? We’re talking about drivers who are driving poorly. It’s not misengineered – if any-

The total cost of the vehicles is $1,321,420 and comes from various parts of the city’s approved 2023/24 Operating Budget, such as Vehicle and Equipment Replacement Fund, per the agenda. That part of the budget has a projected cash balance on June 30, 2024 of $6,119,280 before deducting the cost of the 14 vehicles. • The appointment of Katherine Wisinski as interim city attorney. Prior to the appointment, Wisinski was the assistant city attorney. City Attorney Damien Brower had previously announced that he would retire from the role on Dec. 30, 2023 and the city is looking for a permanent replacement. One option is to pick an entertaining party theme that guests can get excited about. A fun theme can provide a break from the standard traditions. Consider these four unique party themes when planning holiday parties.

Ornament exchange Decorating the home is commonplace this time of year. Who couldn’t use a new trinket for the mantle or an ornament to adorn the tree? Ask all guests to bring a gift-wrapped ornament to the party. Then place numbers in a bowl and have each guest draw a number; this is the order in which they will then select an

ornament. After the first person makes their selection, subsequent guests can choose a new ornament from the pile or “steal” one from those already picked. The guest who picked first then has one last chance to keep or steal at the end.

Tropical holiday

The weather outside may be frightful, but a tropical island party can be utterly delightful. Give the event an island flair with fruity drinks, grilled kabobs, coconut desserts, and steel-drum music.

Grinch party

A party devoted to the Dr. Seuss character The Grinch can be a fun way to pass time together. “Being able to use your own imagination (is my favorite part),” Mcintire said. “It’s like Legos, but for adults. You just build what you want, and you can either sell it or use it, and just kind of have your own ideas.” Mcintire’s favorite projects have been ones he’s made on a lathe, a tool that shapes a rotating piece of wood. For the holidays, he’s been making a lot of wood-turned Christmas trees. “The wood is spun in a circle, and you have chisels that you use to carve away at the wood to create the shapes and form of the project,” Mcintire said. “It’s soothing. It’s kind of like making a sand castle and scraping

“Mcintire would hear stories of how he built homes that had secret doors and all the crafty cool stuff, so he was really intrigued,” Amanda Krause, Mcintire’s mom, said. “My dad did all the cabinetry in my parents’ house. So, he talked to Mcintire a lot about all the stuff he did, and I know that really inspired him.” Mcintire’s grandfather passed away in July of 2022. By December, inspired by his grandfather’s legacy and looking to make some money to purchase 4-H animals, Mcintire decided that he’d like to try his hand at making some wood projects to sell to friends and family. Mac Attacks Wood Crafts was born. Since Mcintire never got the chance to work with his grandfather due to ongoing health problems he took the stories and combined them with his own research. “He’s definitely self taught,” Krause said. “He sat and watched YouTube videos and Googled ideas. His dad knows a little bit about everything, so he’s got him to go to if he gets stuck on a project, but 99.9% of the time he’s just watched those YouTube videos and, of course, trial and error.” Creating something out of raw materials fascinates Mcintire. Using some of his grandfather’s tools, he started experimenting with different types of wood and designs.

He said customers are always surprised when they find out that he is the one who has worked to create everything, but they appreciate the quality and craftsmanship of his work. He’s always on the lookout for new events where he can sell his work. The money Mcintire made by auctioning his 4-H animals at the end of last season enabled him to buy an old school bus, which he plans to convert to an RV to use at future county fairs and 4-H shows. “He’s always had this mindset of ‘I’m going to convert a bus into a home, and that’s where I’m going to live,’ ” Krause said. “He gutted the whole, entire thing on Day 1. Ripped everything out, from the flooring to the seats, to everything. He probably built the bed three different times, before he found one that worked. He built the couch frame and made the cushions, and he made the kitchen counter. Then, he painted the inside and did a mural on the front.” Mcintire is slowly building his collection of tools, according to his mom, to continue his motivation and achieve his visions for future projects. “I plan on scaling (my business) up and getting better and bigger tools,” Mcintire said.
