“It means a lot to us,” Rocky said.

McClelland has made personal visits to dozens of families across the country from Oregon to Maryland through 22 Too Many, which relies on donations to operate, according to its website. The most important job for a chaplain is just to listen and be in the word of God every day, McClelland says. So that’s what he tries to do.

“These families … they can’t be neglected. Because they’re always going to be hurting,” McClelland said. “Talking and listening, and sometimes praying, hugging. It’s pretty cool to show up and just tell the family that you care.”

Families of soldiers who’ve died by suicide do not get a lot help or services unless they actively seek it out from organizations such as 22 Too Many or the Tragedy Assistance Program for Survivors (TAPS), McClelland said. That’s who he tries to reach with the help of 22 Too Many.

“I go visit the families that don’t do anything,” he said.

McClelland is hesitant to talk about himself. Personal questions are often redirected back to his charitable work or ministry. It’s not that McClelland is shy. Far from it.

The 61-year-old Byron native speaks candidly about the joy and pain he’s witnessed along the road traveling the country to support struggling U.S. military veterans and their families. But he finds self promotion to be a distraction from what’s really important.

“It can’t be about me. Because I’m just some guy who serves God,” McClelland says. And he credits God with everything he and his organization is able to do.

However, McClelland often sprinkles details about his own life into the stories he tells about his work.

McClelland graduated from Liberty High School in Brentwood and attended three years of college. He worked as a carpenter for 30 years and now spends much of his time in Sonora, where he’s “heavily involved” in a local church called the Calvary Chapel.

And how did he become involved in helping veterans? “I’d like it to be a short story,” McClelland said.

After attaining sobriety in 2006 and finding God in Alcoholics Anonymous, McClelland “started dabbling in serving others.” He launched the nonprofit Operation Creekside a few years later and eventually earned his chaplaincy in 2014 through a church in Antioch.

Serving others keeps him in good shape, McClelland says.

“I’m a recovering alcoholic. And I had to find something to do with that same level of energy, because my level of energy for alcoholism was high,” McClelland said. “After a while, you figure out, ‘Wow, sobriety is pretty cool, serving others is really cool. And even in tough times.’”

He sometimes used to wonder if it was just trading one addiction for another.

“I’d be packing boxes in the middle of the night, and be asking myself, ’Am I gonna have to go to meetings for this too?” McClelland said with a chuckle. But that wasn’t the case, he said. “God was showing me something he wanted me to do.”

Though he’s never served, McClelland said seven of his uncles were service members around the time of World War II, and he grew up listening to their stories. Two even fought in the Battle of Iwo Jima, he said. One of them was killed in action a short time later, but the other, a Marine, inspired the work McClelland does now.

McClelland will help a veteran or their family anyway he can. He travels all over the country for Operation Creekside, 22 Too Many and Joni and Friends, a Christian ministry geared toward those with disabilities that also caters to veterans with post traumatic stress, as well as other injuries, and their families. So McClelland says there is ample opportunity.

The work McClelland does includes anything from providing a listening ear to bringing a veteran’s widow firewood to building a tiny home for a homeless veteran. He does clarify that his one-on-one chaplaincy services are usually offered only to men, but will refer women veterans to someone who can provide them similar services.

“The reason why I do it all is because I’m able to in this free country. I can mail the care packs, I can go visit the families, I can go serve at events — all on the same trip — because we live in a free country,” McClelland said. “We can do that because of what our military does for us. And because of what our veterans have always done for us.”

Then there are the care packages McClelland helps to fill and send to service members. One is Travis Lang. Lang said he could always tell when McClelland had stocked his care package. The 44-year-old Army veteran and McClelland are both diabetic.

“When I was in Arkansas or Nebraska, he sent me care packs,” Lang said. ”I knew when he packed it ‘cause I could eat half of it. If somebody else packed it, I was giving it all away.”

Lang grew up in Illinois and served three years in Iraq. He’s lived in several other states since leaving the military, including Arkansas, Nebraska and Texas. McClelland and Lang were introduced by a mutual friend a couple of years ago.

When the COVID-19 pandemic hit he couldn’t get into the Department of Veterans Affairs to see a therapist, Lang said.

“I just needed somebody to talk to,” Lang said. ”He’ll talk to you all night, if you want.”

After what both men described as a bad living situation, McClelland helped Lang, who had become homeless, move out to California in April from Nebraska. Lang spent a few months at what he called ”a homeless village for veterans” before moving into a studio on McClelland’s Brentwood property in July with his service dog Autumn.

Both McClelland’s 23-year-old son and childhood best friend, a Navy veteran, also live on the property.

Lang couldn’t pinpoint exactly how McClelland was able to make such a meaningful connection with him.

“It was him,” Lang said. ”It was just something about Ed that made me want to open up more and trust him.”

McClelland, who describes himself as “a grateful citizen,” says the invisible wall between the military and civilians is a myth. That wall can be broken down, he said, so long as you use love and not force.

“I break through it all the time,” McClelland said. “It’s important because there are more civilians than there are vets. We need each other.”

Chaplain’s Operation Creekside sends care packages to veterans

Ed McClelland, a chaplain in Brentwood, founded Operation Creekside in 2009. He serves as the nonprofit’s director and outreach liaison. The organization also has a small board of directors and 12 people who regularly help assemble care packages throughout the year for service members and veterans.

About 15,000 boxes are sent across the U.S. and to those deployed in countries such as Iraq, Afghanistan, Japan, Kuwait and South Korea. The packs contain dry, packaged food and treats that won’t spoil and can survive the shipping process, such as granola bars, nuts and beef jerky. Sometimes the packages contain special gifts, such as letters, homemade pillow cases with decorative embroidery, and even a guitar.

“Focusing on the box count would make it about us,” McClelland said. “It’s about the care pack getting delivered at the right time to encourage a soldier.”

Operation Creekside relies on community donations and support from local businesses, McClelland said. And it’s not just about funding what goes inside the packages. Each box also costs about $21 in postage to send, he said.

Brentwood NAPA Auto Parts co-owner Linda Wilson says she was skeptical when McClelland first approached her nine years ago about hosting a packing event for Operation Creekside.

“I said, ‘Ed, my guys could use a pack,” Wilson said of those who worked for her. “I mean, we don’t make that kind of money.”

But Wilson said they eventually decided to give it a go and the event ended up being a success.

“We put out, I think, about 85 packs that night,” she said, explaining the community really did their part when it came to donations.

But what sealed the deal for her was a thank-you email she received Christmas Eve that first year from a troop stationed in Afghanistan.

It’s been a Christmas tradition ever since.

“I think the highest amount (of packages) we ever got out was 420 in one night,” Wilson said.

Willson says McClelland just has a love for veterans.

“He takes care of them. He takes phone calls in the middle of the night. He goes and sees them. He takes the benches to the parents,” she said. “That’s just his ministry.”

Operation Creekside will ship a care package to anyone service member or vet that needs one, McClelland says. And he always keeps a few with him just in case. ”I’ve probably mailed care packs from more post offices than anybody in the country,” he said. “I’ve mailed them across the nation. And it’s fun. Sometimes, it’s boring. Other times, I’ve had the clerks cry.”

McClelland will even personalize a pack if he can, such as the Cap’n Crunch’s Blueberry Pancake Crunch mix he included in a box to a veteran in Tennessee as a treat for the man’s children. But even when he can’t, McClelland said it’s still “pretty cool” and encouraging to get something in the mail from someone you don’t know.

“Everybody needs some kind of encouragement. Everybody needs value,” he says.

Free COVID-19 ‘Back to Business’ kits available

tential cause of the increase in delinquent activity due to the schools being closed and more people at home with time on their hands.

As a result of the rise in activity, the City Council has added the parking garage to their recent strategic plan for the 2022-’23 period. The Council intends to explore different ways to curb unwanted behaviors in the structure. While most items in the strategic plan will not be put into motion before May of 2022, the Council plans to address the parking garage sooner, City Manager Tim Ogden stated in an email.

“There are so many components to the issue,” said Councilwoman Susannah Meyer, who brought the issue for further discussion at the City Council meeting on Nov. 16 after receiving over a dozen letters about the parking garage from concerned residents such as Holmes.

All of the letters outline concerns and provide examples of incidents in the parking structure, but only a few suggest possible solutions.

“What can be done to help make the City parking garage safe for LHS and the community,” wrote Brentwood resident Eli Swansberg-Kerns. “An overwhelming enforcement of laws would send a message that there are repercussions and thus spread the word to some that the area is no longer a great place to cause mayhem.”

A Brentwood police spokesman believes the longterm solution is a three-pronged one that involves the city, the police and the community. For its part, the police department has enacted measures such as making the parking structure part of officers’ patrol. The department has also installed signage that limits the hours of operation for the structure in an effort to reduce loitering late at night and surveillance cameras. Other possible preventive measures include installing a gate to the entrance of the structure.

Solutions for the parking garage issues are a top priority, according to Meyer, and will remain a topic of discussion at City Council meetings. The city’s strategic plan, which will include potential actions to take toward fixing the issues, is due to be brought before the Council in February for approval.

Wetlands from page 1 more natural mechanism for doing this,” Fateman said. “That is restoring wetlands and having drainage flow naturally across the landscape, and while doing that, provide (wildlife) habitat.”

Purchased from the Nunn family for $6.1 million, the ECCCHC provided about 90% of the cost using funds obtained through state and federal land conservation grants. The EBRPD provided the remaining 10%. The Nunn family leased the property back after the sale and continued to irrigate and farm the land, which is classified as low-grade agricultural land. Their lease expires at the end of the year and was not renewed, though Fateman said they had the opportunity to do so. With the expiration of the lease, the land will transition from irrigated agricultural use to grazing.

Because the plot is already relatively flat and above sea level, the construction effort required is relatively small as wetland restoration projects go.

“I don’t envision this as a two-year nonstop project at all,” Fateman explained. “My hope would be that we can do the work in one construction season, possibly two, which would be from July through October. All of that is still being worked out. We don’t have a final design. We don’t have final plans. We’re still working through that process.”

While the project initially received support from the Knightsen Town Community Services District (KTCSD), the district later withdrew its endorsement of the project. In an interview, Trish Bello-Kunkel, KTCSD chairperson, cited concerns that it could increase the risk of flooding on properties adjacent to the project, potentially degrading wells and septic systems. She added that farmers are concerned that an increased presence of threatened or endangered wildlife species in the area could interfere with established farming operations.

In a letter dated Feb. 13, 2020, Bello-Kunkel wrote to the Contra Costa County Board of Supervisors advising them of the district’s revised position and asking the supervisors to also withdraw their support, a move the supervisors did not take.

“We do not believe the proposed project benefits the Knightsen community with regard to flood control and drainage,” wrote Bello-Kunkel. “In fact, the proposed project may increase the flood hazard for many Knightsen residents. Therefore, any assertion that the proposed project provides multi-benefits with regard to drainage and flood control is highly questionable at best.”

A project timeline presented at a Nov. 9 community meeting projected the project’s final design and permitting would be complete in 2023 and that construction would start in 2025, though Fateman stressed that those dates are not yet firm. In the meantime, the EBRPD continues to manage the property.

“As the project is implemented by the East Contra Costa County Habitat Conservancy, we’ll continue to be responsible for operations, public safety and that sort of stuff,” said Brian Holt with the EBRPD. “Plans for public access aren’t part of this project right now. Our role right now is that we’re the landowner and we’ll provide on-the-ground operation of the property.”

Fateman expects that there will be four more public meetings in 2022 to continue to gather community input on the project. The dates for those meetings have not yet been determined.

“Anytime there is an opportunity to restore and protect local habitat for future generations, it is a great thing,” said Joel Bryant, mayor of the City of Brentwood and vice chair of the ECCCHC Governing Board. “This project does just that.
