olitical newcomer Andrew Sarega appears to have won a seat on the La Mirada City Council more than 24 hours after the polls officially closed and in a campaign that will be remembered more for how the votes were counted and the resulting two different outcomes. On Tuesday night, election officials in La Mirada ran into difficulties with the vote tabulating machines that were provided by a well known election company Martin and Chapman that is based in nearby Anaheim. Decorated Marine to Visit Cerritos The City of Cerritos has invited Corporal Rubin Zapata, a Marine Corps veteran from Camp Pendleton’s 1st Combat Engineer Battalion who recently returned from a seven month deployment in Helmond Providence, Afghanistan, to spend a weekend in Cerritos and receive public recognition for his service. The pubic is invited to meet this young Marine and extend a welcome to Cerritos on Saturday, March 16th at 11:30 AM at the Sheraton Hotel (Fountain Plaza) wherein Corporal Rubin Zapata will be honored with a City Proclamation by City Council members. Corporal Rubin Zapata has been awarded numerous medals, ribbons, and commendations in his short Marine Corps career. During a single operation, during his battalion’s deployment in Afghanistan, he

was the lead vehicle driver during Operation Jaws, combing some 1000 miles of rough terrain, supporting the engineer’s efforts to find and clear the deadly mines and booby traps set by the enemy to cause American casualties. The Sheraton Hotel is providing Corporal Rubin Zapata free lodging and breakfast and other local restaurants are providing meals (TGI Fridays, Macaroni Grill, and BJs Restaurant). yles V. Smith, cross country star from St. John Bosco High and Dion Wright, Mayfair High basketball standout are the Lakewood Youth Hall of Fame Co-Athletes of the Year for 2012. Honoring their accomplishments, and those of many other student athletes, was part of the 32nd annual Hall of Fame banquet held on February 25 at the Centre at Sycamore Plaza. Wright starred on the Monsoons’ CIF championship team earning league MVP and CIF Player of the Year awards while averaging 19.6 points and 8.7 rebounds per game. Smith was CIF Southern Section individual cross-country champion, finished second in the California State Championships and won three invitational meets and the Trinity League championship. In addition to the top awards, Performers of the Year were recognized for 15 sports, and Special Achievement awards were presented to scholar athletes, youth coaches, Special Olympics athletes and for outstanding high school career. The awards

questration will take effect on March 1. California has just begun a recovery from state level cuts of over $20 billion to education spending over the past five years. With the passage of Proposition 30 last November, our District was spared from cutting an additional $16 million for 20132014. Under the Governor’s proposed budget, State funds will allow us to stabilize our budget for the next several years. However, the proposed budget will not be fully realized until the Legislature passes the budget by the end of June. So how will the federal sequestration affect ABCUSD? According to the State Superintendent, Tom Torlakson, sequestration cuts could represent a $262 million funding reduction to California’s federal education program. These include estimated cuts of $91 million for Title I of the Elementary and Secondary Education Act intended to improve education for socioeconomically disadvantaged students; $72 million in special education funding for programs that serve the needs of students with disabilities; $6.9 million for Career and Technical Education and $9.6 million in funding for English learners. Should the sequestration cuts occur, the District’s federal funds to support these programs will need to be reduced immediately. Ten percent of the District’s total budget is supported by federal revenue. Even if the cuts represent a reduction of 5% of these federal funds, they come at a crucial time in our District. We are held to greater accountability measures for every student including those who are socio-economically disadvantaged, English language learners and students with disabilities. We expect to have all our students college and career ready. The continuous reduction of federal funds to support these programs will have an impact on them in the long term.

Ink In His Veins

I

t is with much sadness that LCCN announces the retirement of longtime Editor Jerry Bernstein. It had been rumored that he would retire for months since his illness in December, but Jerry made it official this past Tuesday. Like any newspaper-man, Jerry had ink in his blood. He first started at the Santa Ana Register, (a paper that was delivered to my parents house in Santa Ana by the way), working for the paper for many years. Jerry then moved on to a career at the DWP where he eventually retired. Jerry went back to work for the Arcadia Weekly as the Editor and then retired again. It was 1996 when he saw the help wanted ad placed by the former publisher of LCCN Elizabeth Gadbois. He was hired as Editor few weeks later. Jerry brought his extensive community newspaper experience to Cerritos and him, along with Gadbois

and Bette Gilles built the paper to a 25,000 weekly. There was always lively conversation between Jerry and Bette; Jerry was a Florida Republican and Bette an Ohio Republican. Jerry was expert at covering council meetings school board meetings, and was always at various community events, later to be published in the paper. Jerry was known for his objectivity, following the Cannons of Journalism, and also for his friend from Florida, “Fruitcake”. Jerry was also known for his phone sometimes going off during a meeting, or leaving the camera lens cap on when taking pictures. Regardless, everybody adored and respected him.

Good luck Jerry, you will be missed.

2nd Superintendent’s Community Forum Focuses on Schools for the 21st Century Learners The 2nd Superintendent’s Community Forum was held at Fedde Middle School in Hawaiian Gardens on February 21. Dr. Mary Sieu, Superintendent of ABC Unified School District opened the Forum with a budget update and how the Governor’s new budget formula for all schools will affect ABCUSD. She detailed some of the changes in the way school districts will be allocated funds in the future. Following the budget presentation, Dr. Colin Sprigg, Director of Information and Technology delivered a multi-media presentation that focused on creating schools for 21st century learners. He discussed the role that technology advances have changed the way teachers are delivering instruction in class as well as how students are learning using new technology tools. Driving these changes are the new Common Core State Standards and the new assessment called Smarter Balanced Assessment. Both will be implemented in all California schools beginning 2014. Parents from neighboring schools including Furgeson ES, Hawaiian ES, Melbourne ES, Fedde MS and Artesia HS participated along with community and 1 civic leaders. The literature goes on to say that the CREPAC and BORPAC are there to help support “real estate-friendly candidates” to public office. When told about the donations, Norwalk council candidate Enrique Aranda told LCCN, “fundraising is not easy, I am proud that I had a broad base of funding for my campaign and not just funding from one source. Cheri Kelley is beholden to one special interest, that is now obvious. Kelley has lost sight of what is good for Norwalk. With all the money given to her, there has to be strings attached, what is she going to do in return? CREPAC and local BORPAC accounts are funded through direct contributions on the realtor/broker dues billing, contributions made online or at CAR, or local association meetings. Some local realtors were extremely angry that campaign donations went to Kelley. One local Norwalk realtor who did not want to be identified said, “ I do not agree with Cheri Kelley, and I am angry my donations went to her campaign, who makes these decisions”? When told that CREPAC is made up of 15 trustees who make decisions on the state level and the BORPAC has trustees who make the decision on the local level, the realtor snapped back, “so if you have a trustee or trustees as friends, you can steer donations to your campaign and steer away from another, that’s not right.” As evidence of possible trustee collusion, one council candidate for the city of Cudahy who is a member of the Rancho Southeast Association of Realtors (RSAOR) told candidate Aranda that Cheri Kelley said to him, “you will not see any money from CREPAC or BORPAC because you endorsed Enrique Aranda.” The NAR donation of $15,000 was apparently used for three Kelley mailers. According to documents, the NAR check went TargetSmart Communications based out of Washington D.C., who then paid CSI Printing, a Virginia based company, to print and postmark the mailers for delivery in Norwalk. Emails and calls into Ms. Kelley went unanswered. Messages were left for NAR treasurer Karen Paschal. CREPAC would not identify the state trustees due to board policy, and emails into RSAOR were unreturned at the time of publication.

Ray and Chen worked in tandem in the final weeks of the campaign with teams of volunteers going door to door handing out campaign materials on both of their behalf. Current Cerritos City Planning Commissioner Frank Aurelio Yokoyama finished well behind Chen and Ray with 2,623 votes. Yokoyama had the backing of current Cerritos City Councilman Mark Pulido, and it was the first time in which the “homegrown” candidate sought public office. Current ABC School Board Member James Kang finished well behind Yokoyama with 1096 votes, while retired police officer K.Y. Ma received 953 votes. Two other first time candidates Alejandro Estella finished with 613 votes and Gerad Valencia had 203 votes. Chen and Ray relied on the backing of current Los Angeles County Supervisor Don Knabe as well as a bevy of former past Cerritos Mayors. In one mailing, Ray touted his “proud endorsement of 14 former Cerritos Mayors.” Ray also relied on a solid resume of past civic and community involvement, as well

as lending his campaign $50,000. “We worked hard and kept our heads down and tried to stay out of the fray,” Ray told Los Cerritos Community Newspaper in an interview on Wednesday afternoon. Ray said that his first priority will be to review the city’s budget “line by line.” “I need to look at our reserves and what are the unassigned reserves that the city maintains. The city council isn’t going to be able to cut our way out of this fiscal situation,” Ray said. Ray spent election night with supporters, friends and family members at the home of Cerritos Fine Arts Commissioner Janet and Tom Beach. “What an amazing night being able to watch the returns come in precinct by precinct,” a jubilant Ray said. “Our campaign had support from across the board. It was a victory of the entire community, I feel very humbled and honored,” Ray said. Ray also said that he was “concerned” about the “tone of the campaign.” “I never saw a campaign like this one here in Cerritos, I have been here since 1969,” Ray said. “It is time to move forward,” Ray said. Chen also poured in more than $40,000 to her own campaign war chest in loans according to documents filed with the California Secretary of State’s office. Chen also benefited from several thousands of dollars

Vasquez also responded to a comment in LCCN in which Gonzalez says “she knows how to play dirty.” “Once again as with other lies, Mr. Gonzalez you provide no details, no facts, no dates, no names, no places nor any other bit of information to support these fabrications. This is simply untrue and I have no idea to what you are referring. Once again I call on you to provide factual information to support these defamatory statements against me,” Vasquez continues. Gonzalez also told LCCN in a previous interview that Vasquez “doesn’t care about rules.” Vasquez wrote back to Gonzalez that “this is another absolutely baseless charge. As with the other charges: no details, no facts, no dates, no names, no places nor any other bit of information to support these fabrications. Mr. Gonzalez you owe an explanation to me and the public why you make sure false statements against another public official that are made up out of the whole cloth?” Vasquez goes on to scold Gonzalez by writing “there is no shame in being wrong or mistakenly relying on false information or rumors you have heard. The only shame and lack of integrity a man may suffer comes from perpetuating a lie and a falsehood once you are aware of the truth. I await your apology and prompt response.” Vasquez also send copies of the letter to six other South Gate city officials including Mayor Bill Dewitt, Vice Mayor Gil Hurtado, Councilwoman Maria Davila, City Clerk Carmen Avalos and City Treasurer Maria Belen Bernal. Los Cerritos Community Newspaper spoke to Vasquez on Tuesday morning about the letter she wrote and said that she would “call us back later.” Gonzalez told LCCN that he didn’t “take too kindly” to the letter he received from Vasquez.

As Keithly sat nervously in the city council chambers on Wednesday afternoon along with several other residents including Sarega, they all sat and watched the ballot tabulation machines malfunction at least three additional times. Deputy City Manager Anne Haraksin and officials from Martin and Chapman were having what they said were “elec-

trical issues” with the vote tabulation machines. “We don’t have enough power wattage in our system here this part of city hall to properly operate the machines,” Haraksin said. Then city officials literally unplugged the machines and tried additional outlets in a room that is normally used for a city conference room. But, within minutes, election officials ran into the same set of circumstances. “This is crazy,” said Keithly. “I had no idea that counting ballots could be so difficult in this day and age.” After several hours of waiting, city officials resorted to a hand count of all the city ballots and when all the dust settled, Sarega had eked out an 11 vote win over Keithly. Sarega told the La Mirada Lamplighter and Los Cerritos Community Newspaper that he was “hopeful” that he would eventually win the heated campaign. “I worked very hard, and no one really gave me a chance,” Sarega said. Going down to defeat was incumbent Mayor Gabe Garcia who was dogged on the campaign trail for the past three months after he was arrested on suspicion of driving under the influence after he was involved in an auto accident in December. Garcia came in fifth place after the votes were counted on Wednesday night and was a no-show at La Mirada City Hall during the tense afternoon of counting and recounting.

SCIENCE: Something for the Birds… and Humans Too

Songbirds, just like humans, can stir the emotions of their kinds. By Rico Dizon In an article by Sally Appert of Epoch Times, it was reported that following a study led by Sarah Earp at Emory University on the brains of white-throated sparrows listening to birdsongs, it was found out the birds’ brains responded similarly the way human brain responds to music. Reportedly the first study to use the listener’s brain imaging to compare birdsong with human music, Earp said through a press release that “the same neural reward system is activated in female birds in the breeding state that are listening to male birdsong and in people listening to music that they like.” On the other hand, “male birds in the breeding state didn’t find the male birdsong so appealing. “When they listened to it, their brains responded like humans listening to music in horror movies.” Earp explained, “attempts in the past compared birdsong and human song in more limited terms such as melody and rhythm. “One problem with trying to compare the birds’ brain with humans’ is that some parts of the human brain that respond to music do not really exist in the birds’,” she added. However, researchers saw that the two are similar enough in the sense that they respond to songs in the same way. “Both birdsong and music elicit responses not only in brain regions associated directly with reward but also in interconnected regions that are thought to regulate emotion,” Earp elaborated. The study was first published in the journal Frontiers in Evolutionary Neuroscience on Nov. 28, 2012.

Artesia won more games in a season in well over 15 years but still, the Pioneers finished in last place in the Suburban League for the fourth straight season and hasn’t won a league game since 2008. “Disappointed, not upset, is a better way to look at that,” Hovis said of last season. “The fact [was] the girls and their grades kind of hurt. The girls and their actions of being out here kind of hurt. But I felt it was okay, not a big deal, because I had the whole summer and winter in front of us. This has been my first year [here] and there is a huge

difference in the attitudes of the girls. Right now, it’s a different attitude.” For the first time in quite some time, the Pioneers will have depth in a lot of positions, starting with the pitching. Senior Dominique Moran had a decision in all but one game last season. When Moran isn’t in the circle, she is a candidate to play second base. “The depth behind Dominique is huge because they don’t have to rely on her all of the time,” Hovis said. “She knows she can come in under pressure and pitch when she needs to. She’s working hard.” Senior catcher Kira Ito returns after an injury plagued season limited her to playing shortstop or being the designated player. Hovis said that sophomore catcher Briana Perez is slated to play more time behind the plate. Senior first baseman Jessica Alcala returns after a one-year absence and the team will have tremendous speed in the outfield, anchored by senior center fielder Dominique Gonzalez, who batted .348 last season. Senior right fielder Bianca Espinoza is a transfer from Cerritos but won’t become eligible until the league season begins. Freshman Brandy Palate is the leading candidate to start at shortstop. While Artesia may be getting better, so is the rest of the Suburban League, thus putting more pressure on the Pioneers reaching the playoffs for the first time since 1992. “We’ll see where it ends up,” Hovis said. “They’re still young, they’re still growing and the school is just now getting used to having a full-time person out here all the time. I’m real excited about [this season]. I’m anxious to get started but I’m still skeptical because we still have the three big dogs and I’m hearing rumors about how good Norwalk is. Cerritos ended the season on a four-game losing streak, including a sweep by league champion La Mirada. But head coach Bob Medina’s team is once again stacked and even has more depth in every position than last season. However, Medina said one of the keys for this season is for the team to close games. Cerritos lost a 4-0 third inning lead at La Mirada and a 3-0 home lead to Mayfair. “You learn by experience and what happened last year, I don’t think it’s going to happen this year,” Medina said. “I think the kids are more motivated, more determined to do better. I don’t dwell on the past; I never have. It’s over with. It’s a new season and I’m excited about it.” The pitching still remains the same with sophomore Jennifer Iseri and her 1.58 earned run average and 132 strikeouts leading the way. Iseri is also the team’s returning leading hitter (.467, four home runs). “Everybody looks at Jennifer as, ‘wow, what a phenomenal player’, which she is,” Medina said. “But she still is going to have that year to grow and she’s a sophomore. Everybody doesn’t look at that. I think she has higher numbers to put on the board for anything and to achieve because she is a sophomore. Everybody has to remember that-she is a sophomore. But she plays like a senior.” Sophomore Heather Cameron is the top catcher but junior Jasmine Javier and sophomores Megan Darling and Madison Lee are more than capable backups. Second base is also a log jam with junior Liliana Herrera, who batted .392 last season, as the most likely starter. But sophomores Amanda Lejano and Leeann Tran will give Herrera some serious competition. The biggest change comes from the left side of the infield where senior Erin Clinton moves from shortstop to third base. “Every other year, you want to get a good crop of freshmen in,” Medina said. “You don’t want them every year because then you have too many kids. But every year we try to bring up a couple others so you do have the youth.”

Out is Mike Rogers and in is new head coach Shawn Quarles, who along with his brother, Joseph, now takes over a squad that is still young but very capable of finishing in the top three in the league. “We’re from the travel ball world, so there are a lot of nuances that we have to get used to,” Quarles said. “We’re excited about the team spirit and the stuff that goes along with high school ball. “Sometimes the girls have to buy in and see the new look,” he later added. “The program just has to be reinvigorated every once in awhile. I am an alumnus of Gahr-me and my whole family-so we definitely have a vested interest in bringing some pride back to the program.” Although young, the pitching staff is strong with veteran junior Mel Varela and sophomores Deidra Genera and Vanessa Montanez. Genera is also a strong hitter and batted .353 as a freshman, tops of all returning players with at least 20 at-bats. Sophomore catcher Brianna Besenty, who missed last season because of an injury, is the leading candidate behind the plate while the infield is rock solid with junior second baseman Erica Balboa, sophomore third baseman Celeste Gonzalez (.344) and sophomore shortstop Deja Portillo (.333). “This team has really good chemistry and is a very talented team,” Quarles said. “When we field nine, there will be nine really quality

players. We’re real excited actually.” The other newcomers to the Gladiators are seniors Taylor Choyce, Bianca Meneses and freshmen Alyssa Cuffia, Erica Espinoza, Kristen Redaja and Alyssa Rodriguez. While Gahr’s last trip to the playoffs was in 2009, it advanced to the quarterfinals in 2007 and 2008. “If everything goes right and if our pitching stays healthy, I think we can compete with [Downey and Warren] this year,” Quarles said. “I know I’m pretty familiar with those teams. But I’m definitely making it a goal to make the playoffs. I don’t want to sell us short because this is a good team. Now, Albert Enriquez takes over as the program’s new head coach and although he has never coached at the high school level before, he has experience being with teams from the Strike Force and USA Athletics travel ball programs. Enriquez also graduated from Glenn in 1991, a season after the school’s last trip to the playoffs. “It’s a great opportunity to coach high school softball,” Enriquez said. “My daughter is a freshman; she’s a pitcher on this team. That’s kind of why I took the job. I’m trying to build the program here.” The Lady Eagles will start a freshman in the circle as Enriquez’ daughter, Destiny, will get the chance over returning senior Jocelyn Galvez. Albert Enriquez said his daughter doesn’t get rocked and even if the bases are loaded, she’ll still bring the heat. Junior catcher Jessica Wallace, a varsity newcomer, will get the bulk of the time behind the plate as the experienced Denise Miranda, will move to center field. Another major move is junior Valeria Ortega, who was in the outfield last season but is now the new shortstop. Senior right fielder Gabby Cruz is the anchor of the outfield and covers a lot of ground.

The new coach says expectations for this season are going to be tough in terms of league placing. He did say that he expects the team to be disciplined and is making sure the players and the program move forward. “I think that everybody out there is equal,” Enriquez said. “We have a good group of kids here and I think they need a little coaching and some motivation. I can’t judge the previous coaches but from my experience and my approach, it’s teaching them the basics and getting them motivated. The Lady Lancers won a share of the league in 2009 but has finished in fourth place since then, despite fielding teams full of talent. “We came to Norwalk not knowing what we had and we have quite a few quality girls which we’re happy to be here with,” Aguirre said. “I have the same [assistant] coach that I had three years ago and we’re excited about this year because I think we can do some damage in the league this year.” Unlike previous seasons, Norwalk is well stocked with pitching but the ace of the staff is sophomore Destiny Vasquez, who had a 2.61 earned run average as a freshman. Vasquez was also the team’s second leading hitter with a .462 average. “Destiny is all-around,” Aguirre said. “She can hit, she can field, she can pitch, she can run and is smart on the bases.” A lot of talk last season was on junior catcher Samantha Lujan, who batted .373 and led the team with a dozen triples. She is slated to be the leading catcher with senior Crystal Cano as the backup. Both Cano and Lujan each made three errors last season. The infield is one of the best in the league, headlined by sophomore second baseman Jazmin Guzman, the team’s lead-

For Fiscal Year 2013-2014, the United States Department of Housing and Urban Development (HUD) has not released final allocation amounts. Based on funding received during the prior Program Year, the City of Norwalk expects to receive approximately $1,070,927 of CDBG funds through its entitlement grant and estimated program income in the amount of $89,243. In addition, the City anticipates receiving approximately $254,056 of Home Investment Partnerships (HOME) funds. The final funding amounts for the CDBG and HOME programs have not yet been approved by the United States Department of Housing and Urban Development (HUD).
