ABC Board approves process for provisional appointment to fill vacant board seat

By Jerry Bernstein The ABC School Board voted to make a provisional appointment to fill the seat vacated by Mark Pulido on Mar. 16 upon his recent election to the Cerritos City Council. Superintendent Dr. Gary Smuts told the Board it had two options; the first was to set an election for Nov. 8. at which time four members are up for reelection. The special election would be for the two years remaining on the unexpired term of former board member Pulido. He said the second option for the Board’s consideration is to make a provisional appointment, that person would serve until the November election. The [See BOARD Page 13]

The City of Cerritos sent a delegation to the National League of Cities, Congressional Cities Conference in Washington, D.C. in March. This annual legislative meeting allows congressional representatives and local officials to discuss best practices for cities and provides insights into the workings of Capitol Hill. This year's conference focused on many important topics such as the federal budget, the impact of EPA regulations on local government, clean energy priorities, roadblocks to transportation funding, local connections to global trade, and Let's Move!, a nationwide initiative on childhood obesity launched by First Lady Michelle Obama. Recall – Are You Kidding? Re: Randy Economy 4/1/11 One would think that after seven years of the most overmatched and under prepared governor in the history of California we would never want to go down the recall road again. It evidently is fine with Randy Economy however (LCCN 4/1/11). Unless Mr. Economy was writing an April fool's joke column, he advocates recalling the governor for doing exactly what Brown promised if elected – go to the voters for their input on taxes. Keeping your word, a rare commodity among politicians today, is now grounds for a recall according to Economy. The governor's mistake if he made one is not realizing that this is no longer the California he grew up in when his father was governor or even when he was in the office himself. Then, elected officials went to Sacramento to fund the building of things, fix problems, and improve the

quality of life for all Californians. Today, many go to Sacramento to protect special interests, pander to lobbyists, and take their marching orders from loud mouthed radio clowns. Brown certainly tried to get the state back on track with deep cuts to the state social safety net and the desire to extend fees originally introduced to raise revenue by Republican governors Reagan and Wilson and then renewed by Schwarzenegger. Brown only asks for a vote of the electorate. Evidently he did not anticipate that the other party would stand in the way of the people even having the right to vote. He even ceded to their demand for a temporary budget cap and reforms to the state pension system as the price for the votes needed to hold the special election. Unfortunately, each time he agreed to their demands the ante was upped in what increasingly became, to use the sports analogy, an attempt to stall and run out the clock. The culminating extortion note came on March 25 when a new list of fiftythree (53) demands was presented that

were a rehashed shopping list of items rejected time and time before by both the voters and the Legislature. Over half had nothing to do with the budget or made it worse including such gems as state funding for county fairs (How does this cut the state budget?) and moving the primary election to March (supposedly to give state Republicans a bigger voice in their party nominee for President in 2012). At that point Governor Brown finally grew tired of being played. There are now going to be a number of big losers as a result of this purely partisan fiasco of not being able to get the votes in order to have a vote. Thousands of state workers will be added to the unemployment ranks including at least 20,000 teachers who will probably be joining the brain drain of highly educated young people who will now contribute their skills and taxes to other states. The exodus of these potential home buyers along with reduced fire/police protection and the further decline of our already grossly underfunded public schools will apply further downward pressure on home values. Our long neglected state infrastructure will continue to deteriorate making California less and less desirable to new businesses. Students will suffer with larger class sizes, fewer programs, and more time on their hands due to a shrinking school year. College students will have less opportunity to develop their talent, face higher costs for learning and see fewer job prospects. The underclass will be further underserved. Governor Brown brings the rarity of experience to the job but this exercise early in his new term should be an eye opener. He has inherited a cesspool in Sacramento and some even like being in the sludge. The voters started the clean-up process last November by electing Jerry Brown to a third term and passing Proposition 25. We cannot take the hip boots off yet is the lesson we should take from this episode and not a recall. Gavin Riley Cerritos

Our Lady of Fatima School in Artesia will be selling buttons this coming week (April 10th) to benefit the families and children affected by the disaster. Joining the efforts of Catholic Relief Services and the Holy Childhood Association, Our Lady of Fatima School will be donating 100% of the proceeds to the local church of Sendai in order to better ease the suffering of its surrounding communities. Why do my teeth hurt? It is estimated that almost 60% of adults have one or more sensitive teeth. Over zealous tooth brushing, abrasive toothpastes, hard tooth brush bristles, excessive flossing and “tooth picking”, and poor diet (excessive sweets and sodas) may produce sensitive teeth. Let’s investigate this further. Most tooth sensitivity comes from exposure of the root and dentin that is normally covered by the enamel shell and gums. This portion of the tooth is naturally more susceptible to sensory overload because of its close proximity to the pulp and nerve. The sensory mechanism in the root is essentially made up of thousands of tiny holes in the side of the root that communicate with the nerve in the middle of the pulp. These holes house the nerve extensions that connect the inside of the tooth with the outside. In the normal tooth these holes are closed off to the outside world. In worn teeth these porous areas may open up and elicit a very sensitive response to certain stimuli. Overly aggressive tooth brushing, acid diets, tooth wear (attrition, abrasion, erosion), bulimia, periodontal disease, dry mouth syndrome, gum recession, cracks, decay etc. cause a tooth to spark a pain response. What about a sensitive tooth that has no pathology or has never had dental work performed on it? Why is it sensitive to cold or tooth brushing?

Dentists first look at the possibility of exposed root surfaces due to recession. Does it hurt when brushing or drinking cold water? Does it hurt when touching with your fingernail or to sweets? Is the pain sharp and short? The doctor will rule out cracks, decay, and other things people do to their teeth. Once the hypersensitive tooth diagnosis has been confirmed several remedies exist that can alleviate the problem. Our goal is to neutralize or close the exposed microscopic holes in the root. Sensitivity toothpastes that contain potassium nitrate along with fluoride are the least expensive alternative and provide adequate relief for this discomfort. Brushing for several weeks will reduce if not eliminate sensitivity along the exposed root surfaces by depolarizing the nerve. For occluding the microscopic pores in the root dentists can use fluorides in high concentrations, protein fixing agents, root bonding agents, remineralizing pastes, laser treatment, bioglass, and (in more advanced conditions) tissue grafts to cover the exposed roots. Although treatments may need to be tailored for each individual case your dentist can help to relieve you of troublesome hypersensitive teeth. The Cerritos College Foundation will host its 15th annual Chamber Mega Mixer on April 26 from 5:00-7:30 p.m. in the Cerritos College Student Center. Norwalk Hosts Free “Artastic” Event The City of Norwalk Recreation and Park Services Department will host an “Artastic” event April 5 from 6 p.m. to 9 p.m. at the Cultural Arts Center, 13200 Clarkdale Ave. The free event will feature art activities and projects for youth, a Community Book Fair, and multiple art exhibits. The Artesia and Cerritos boys basketball teams both advanced to the quarterfinals and the Valley Christian girls basketball squad went one round farther. Up and coming Whitney featured a talented high-scoring freshman. In boys soccer, Artesia and Norwalk again battled for Suburban League supremacy while on the girls side, Artesia and Cerritos continued to improve. Davon Potts left his mark as one of the best players ever to put on a Gahr jersey. Potts led the area with 702 points and averaged 20.6 points per game, including close to 24 points per San Gabriel Valley League game. He also scored at least 32 points four times. On the other side of the city, Aaron Wright also left his mark as one of the best Cerritos players ever. The University of California, Irvine signee averaged 18.7 points per game and had 15 games of at least 20 points including a pair of 31-point performances, one of them at Suburban League champion Mayfair.

Coach of the Year: In

one short season, amidst more adversity than anyone would want, Richard Roper can call himself a CIF-Southern Section champion. The former Nogales head coach guided the Gladiators to a remarkable 26-8 season, including a 16-2 mark since Jan. 7 before falling to San Diego-based Lincoln in the CIF Southern California state semifinals. This was the second straight season in which Gahr won at least 26 games.

Gahr’s Symone Brown once again had a stellar season, averaging close to 21 points per game for the Gladiators. Brown, who will next showcase her talents at Montana State University, scored a career-high 42 points at Paramount in the last game of the regular season and reached the 20-point plateau 15 times. The four-year varsity member departs Gahr with 1,693 points. About a half a mile down the street, Valley Christian’s Kari Korver continued to light up the scoreboard. The junior averaged 25.5 points per game and was held to single digits only once. Korver scored a careerhigh 39 points against Maranatha and with one more season to go, has already scored 1,709 points.

Coach of the Year: If this is her final season coaching, then John Glenn’s Linda Parra went out with her second best overall and Suburban League record. The Lady Eagles finished 19-9 overall and second in the league behind six solid players who accounted for all but 10 points scored this past season. In nine seasons at Glenn, Parra has gone 135-105. Player of the year: The future of Artesia boys soccer was paved with a trio of underclassmen led by Alejandro Martinez. Only a sophomore, Martinez led the Pioneers with 18 goals, 10 of which came in Suburban League action. He was one of three Artesia players to score in double figures. Coach of the Year:

Artesia’s Rudy Magallon guided the Pioneers to their first Suburban League title since the 2003-2004 season. The Pioneers went 18-5-4 this past season, the most victories since that 2003-2004 campaign, and advanced to the quarterfinals for the first time since the 20052006 season.

The midfielder led the area with 29 goals, all but nine coming in Suburban League action, and with 53 goals in two short years, is already the school’s all-time leading scorer. Joining her with this honor is Bianca Frontino of Cerritos. Listed as a midfielder on the team roster, Frontino showed her versatility all over the field, scoring 17 goals, two off the team high, but was just as valuable in the defense covering tons of ground. Frontino leaves Cerritos with 39 goals, good for fifth alltime in school history.

All of a sudden, Octavio Marquez has transformed the Artesia Pioneers from a laughing stock in the Suburban League to a serious contender for a league championship. The Pioneers went 18-5-1 overall, the best record in school history, and finished in second place, the highest ever. In addition, Marquez coached his team to its first ever victory against Mayfair and lost twice to La Mirada by a total of four goals, the queens of the league over the past decade and more. Artesia goes extra to secure first win of season, edges Norwalk By Loren Kopff Artesia head coach Michael Gaoghagan isn’t new to slow starts to begin a season. In 2008, the Pioneers lost their first 10 games, then their first five games the next season and their first six games last season. So, there wasn’t much panic when Artesia brought a 0-9 record into its road game at Norwalk last Friday and sent a sophomore to the mound in his first varsity start. Tommy Corrales pitched eight effective innings to notch his first victory and the Pioneers pushed across a run in the top of the ninth as the visitors edged the Lancers 4-3. Artesia had rallied from a 2-0 deficit in the first inning to tie the game in the third but couldn’t hold on to a 3-2 eighth inning lead. “I always try to have as tough of a [non league] schedule as I can and we did that,” Gaoghagan said. “There were a couple of [games] we thought we should have done a lot better, no doubt, and we were in pretty much most of the games except for El

Dorado. But today was nice because we battled all the way through.” The loss ruined a stellar performance from senior Johnnie Lopez, who went into the eighth inning for the Lancers, scattering seven hits and striking out nine. “Today we were looking for a loss to happen instead of going after a win and it showed,” said Norwalk head coach Ruben Velazquez. “We spoiled another very, very good outing from Johnnie Lopez again. He should be 3-1 without a doubt.” Norwalk (5-6 overall, 1-3 in the Suburban League) got run scoring singles from sophomore third baseman Miguel Castaneda and senior designated hitter Steve Mendoza in the bottom of the first. But after that, Corrales went to work until the eighth inning. He retired eight of the nine batters he faced, then got senior shortstop Skyler Bautista to ground into a double play in the fourth to begin a stretch of 10 straight he would get out. The Pioneers (1-9, 1-1) were looking to generate some offense, something that had been lacking through the first nine games. With one out in the top of the third, senior shortstop Osbaldo DeLaRosa singled and was safe at second when the Lancers couldn’t get him out on a grounder from junior third baseman Cesar Soto. After loading the bases, junior right fielder Gary Smith singled in a pair of runs. After that, Lopez sat down 14 of the next 18 men he faced. In the top of the eighth, senior catcher Jeff Gunter and senior pinch hitter Jose Esparza had back to back singles to chase Lopez from the bump. Senior center fielder Jhovanny Ortiz was walked to load the bases and junior left fielder Joseph Splung drove in Gunter. Gunter would replace Corrales in the ninth and picked up the save. But Castaneda tied the game when his

The Lancers too would load the bases in that inning when Corrales hit junior pitcher Jose Sandoval but a groundout from Lopez ended that threat. “We weren’t expecting [Corrales] to go eight innings,” Gaoghagan said. “But he has done a really good job in relief for us. He has shut the door on a lot of teams. He makes us a little better defensively with Jeff behind the plate. We couldn’t ask for anything more from him. He did a fantastic job.” “I tip my cap off to him,” Velazquez said. “You compete with what you have and this is what this game is all about. As long as the kids are willing to compete, anything can happen in this game.” Sandoval walked DeLaRosa to begin the last frame and following a pair of groundouts, Smith drove in his third run of the game with a base hit to left field. The four runs scored are a season-high and the Pioneers touched the plate seven times in the home and home series. Through the first eight games, Artesia combined for nine runs “We don’t have a premier type hitter,” Gaoghagan said. “We have some guys, who eventually, we think can do the jobs. It’s just a matter of consistency.” Artesia will wrap up its weekly series with La Mirada at home today, then host Whitney on Monday before visiting John Glenn on Wednesday. The Lancers, who had a season-high four errors and lost to the Lancers for the seventh time in the last nine meetings including three extra inning affairs, will be home to Mayfair on Wednesday. “We make errors and we make mistakes and they’re going to come back to haunt us,” Velazquez said. “Since I’ve been here, Artesia has been that thorn in my side.”

He said if the Board chooses to do nothing, the Los Angeles County Superintendent would call for an election to be held on Nov. 8. With the Board’s decision to fill the vacancy by appointment, applications will be accepted from April 6 to April 25. Deadline for submission of application will be 4 p.m. on the 25th and must be turned in at the Superintendent’s office. Following a candidate’s eligibility check on April 26-27 that includes if the person is a registered voter and lives within the District, final interviews will be held on April 30 with the winner sworn in at the May 3 Board meeting. Board member Olympia Chen asked if the appointee could run in November for the two remaining years of the term, Smuts said yes. He or she could also run for one of the four other seats that will be open. Chen also asked the cost of the election, Dr. Smuts replied approximately $132,090 regardless of what the Board decides tonight. Board member Celia Spitzer asked why the cost was so high? Finance Director Toan Nguyen said the figure represented the cost of the last Board election. Board member Sophia Tse said member of the Board received a $733.95 monthly remuneration and are eligible for health benefits. She asked if the Board did not make an appointment the District would save approximately $6,000. She said with the budget shortfall couldn’t that amount be used elsewhere. Dr. Smuts said it would go into the general fund. Board member James Kang said he would like additional information on how the interviews would be conducted. Dr. Smuts said each Board member will develop two or three questions and submit them to the Superintendent who would in turn compile a final list. The list would then be forwarded to Board President for final changes before the scheduled interview time. The Board members would pick up the questions the night before the interview. Copies of the questions would be available to all perspective ap-

pointees. The meeting will be an open meeting and televised. All candidates would be in a holding area until time it is for their interview. Each Board member would select the top three candidates and discuss their merits. They would then select the winning candidate. Dr. Smuts explained on Nov. 8 voters will not only be filling the remaining two years of the vacant seat but the election will be held to fill the expired terms of Maynard Law, Armin Reyes, Celica Spitzer and Sophia Tse. Other business In other business the Board approved a request for out-of-country travel for 11 Whitney High School students, teacher Maria Fierro, and library media technician Griseida Hidalgo to travel to Buenos Aires, Argentina to participate in a “best practices” exchange with the staff and students of Mario Vecchioi High School June 17-July 3. Funding for the trip will be paid from Whitney’s general funds. Students and teacher expenses will be paid by the individual participant. Students will be offered fund raising opportunities to help defray the cost. The Board also approved a contract for a Division of State Architect [DSA] certified building inspector to observe all aspects of the construction of the school’s multi-media facility to TYR in Long Beach at an hourly rate of $72. Cost is estimated at $220,000 while will be paid from the CTEF Grant Funds and

Weekly crime summary March 28- April 3, 2011

Cerritos Sheriff’s Station recorded seventeen Part I felony crimes last week, down from the previous twenty. Robberies, commercial burglaries, and vehicle burglaries were up, vehicle thefts remained the same, and residential burglary was down. There were 258 calls for service logged by patrol deputies, up from 254 the week before. The 2011 weekly average in calls for service is 256. Two robberies were reported last week, and both involved shoplifting incidents. On Monday March 28 at 3:00 p.m. a loss prevention employee from a retail store in the Towne Center was attempting to detain a shoplifting suspect when the male pushed the employee and fled through the lot. The second incident occurred at 1:21 p.m. on Wednesday March 30 at another store in the Towne Center. An employee again attempted to detain two male shoplifters but they pushed him down and fled to an awaiting vehicle. Residential burglaries dropped from five to three last week. Two of these crimes were “distraction burglaries” where the male suspects gained entry to the residences while posing as City water employees that needed to check the quality of the tap water for sand contamination. One of the two slipped away and removed cash and jewelry from the bedroom. The third case was due to an open/unlocked door. Bicycles and a scooter were stolen in that case. The new 2011 weekly average in residential burglaries is 3.5. Any employee of the City or utility serving Cerritos will wear ID that identifies them as employees. If you are not satisfied that they are who they represent themselves to be, contact the City to verify and do not grant them access to your home or yard until you are sure. In the cases last week, a “tell-tale” sign

was that both IDs being worn had the names blacked out. There were two attempted commercial burglaries reported. Two occurred the week before. Both attempts last week involved the same middle school where windows in the computer lab rooms were shattered, but entry was not made. The 2011 weekly average in “other structure”/commercial burglaries is now 2.7. Vehicle burglaries increased by one case to four last week. Two were in high-volume commercial parking lots, and the other two in residential tracts. Two involved SUVs. One stereo, purses, a watch, and a backpack were taken. The new 2011 weekly average in vehicle burglaries is 5.1. Just because you are parked in the driveway of your home does not exempt you from becoming a victim. Two residents can verify that after last week. ANY property left in your vehicle, no matter where it is, could be taken, unless of course your vehicle is locked in the garage! Vehicle thefts remained the same at two. Both of the thefts last week were from residential driveways. One was a Honda and the other a Toyota. The current 2011 weekly average in this category is 2.2.
