AFSCME/Cerritos negotiations LCCN exclusive survey on issues surrounding the impasse

Marines Honor Fallen Heros at Cerritos War Memorial

Area cities hold Memorial Day events By Randy Economy

By Brian Hews In an effort to get both sides of the union negotiations issue in Cerritos, LCCN sent a survey out to our online readers asking six questions. They were a combination of yes/no questions with some questions having an area for the respondents to leave comments. We will post the answers and select comments to one question each week. Question 3 is featured this week: 1. Are you a member of AFSCME? 44 yes (38.2%) and 71 no (61.8%). 2. Do you agree with AFSCME's position on negotiations? 69 yes (60%), 46 no (40%). 3. Do you agree with Cerritos' position on negotiations? 43 yes (37.3%), 72 no (62.7%). 4. What is your main complaint of Cerritos' negotiating position? 74 comments. 5. Do you think the Cerritos Council should be more involved in negotiations? 69 yes (60.5%), 46 no (39.5%). 6. Do you have any suggestions or comments on the negotiations? 105 comments. If you would like to participate in the survey, go to loscerritosnews.net and click on the AFSCME survey button.

Several area communities honored those who made the ultimate sacrifice for our nation at local Memorial Day events held last Monday. A recap of a few of the activities: NORWALK In an emotional and uplifting ceremony, the Norwalk community gathered at City Hall to honor its fallen war heroes for their annual Memorial Day Ceremony. The event was attended by over 400 residents, community leaders, and war veterans from World War II all the way up to the current conflicts in Iraq and Afghanistan. It was jointly sponsored by the City of Norwalk, the American Legion Post #359, and the American Legion Auxiliary #359. “Today we give thanks and remember those who grieve the loss of loved one who made the ultimate sacrifice for our nation,” said Norwalk Mayor Mike Mendez. “Norwalk is one of the most active communities when it comes to honoring our troops. Shanghai to 2007 in Los Angeles, but I quickly realized that wasn’t going to happen.” So See concluded the story in 1957 when a 24-year-old woman named Joy, who was filled with idealism, discovers that her natural father still lives in China. She leaves America and heads for China during a time of tremendous upheaval. The government was attempting to form a new society where women were supposedly to be treated as equals. “It was believed that women would fill up half the sky,” said See. The reality was quite different as Joy soon discovers when she finds her father, and they move to a commune in the country. Meanwhile, Joy’s mother also travels to China to rescue her daughter from the harsh life that awaits her. “My mother couldn’t understand why I would want to write a story about China in the 1950’s. She said it would only consist of a few pages because once Joy and her mother get off a plane in China, they would be taken out and shot.” “Many Americans thought it was difficult to enter China in the 1950’s, but it wasn’t very hard at all,” said Lee. It was a Bamboo Curtain, not an Iron Curtain. The problem was leaving once you entered the country.” While more than 45 million Chinese died of starvation during these times, “Dreams of Joy has a happy ending because it was about finding Joy the person and joy the emotion.” See’s second novel Snow Flower and the Secret Fan has been made into a movie that will be released Jul. 15.

Kennedy High proud of its traditions By Larry Caballero Kennedy High School in La Palma was originally named Centralia High School when it opened its doors on A replica of Rose Kennedy's rocking chair, as found in Kennedy High principal's office.

Sept. 14, 1964, and soon after would be the first school in the nation to be named after President John F. Kennedy who was assassinated on Nov. 22, 1963. Members of the Kennedy family at-

www.loscerritosnews.net tended its opening and presented to the school a replica of the rocking chair that Rose Kennedy, the President’s mother, used to rock her son to sleep. Principal Russell Earnest is willing to show it off to anyone who wants to drop by his office. “It would be a good idea to make an appointment first, however,” said Earnest. The assassination of Kennedy prompted a group of patrons to have the school renamed in his honor. Monaco Mallory, a ninth grader at Walker Junior High across the street, presented the Anaheim Union High School Board with a petition of 400 names, asking for the change. As a result of the new name, many interesting traditions have developed in regard to the Irish heritage of the Kennedy family. • The yearbook is named the ETERNAL FLAME; • The school newspaper is named THE SHAMROCK; • The student store is named THE SHENANIGAN; • The first victory flag was designed and made by members of the first Student Cabinet, but it disappeared in 1970; • The SHILLELAGH was the name of the first student handbook. The shillelagh is an Irish walking stick that accompanied the rocking chair.

Do you agree with Cerritos' position on AFSCME negotiations? 43 yes (37.3%), 72 no (62.7%). All emails on file

YES

NO

I believe the City is very fair and generous....possibly to a fault. Employees have been treated so well over the years, there is an air of entitlement among some of my coworkers. The City reevaluating benefits so that the system is sustainable is the only logical way to conduct business!

Impasse is failure on the City's part. If reductions are needed, state them, implement them. Do not continue to pay the highest pay rates to executive level employee's and try to put the screws to rank and file. All should share the pain. This should include the part time council. Roll back pay and benefits, or better yet return to volunteer status and cut all spending.

They pay me well to do my job which is to provide a better Cerritos to the people of this great city. Like I said no one has had a paycut in this city. Others cities have had paycuts, furlow days and have let people go. In light of todays economic environment, the city employees and their union should wake up and realize that they are extremely fortunate that the city hasn't furloughed any workers or laid anyone off. Besides that, AFSCME has made it quite clear that they will be seeking candidates who will support their union to unseat any of the current council members who run for reelection that do not support the union. That is at the detriment to the city of Cerritos and short sighted of the union.

Cerritos city leaders should not give only lip service to fiscal accountability. they are headed for a big charter reform effort and a resident uprising if they don't watch out. the community should harness civic engagement power and support charter changes. AFSCME has followed negotiation rules set by the AFL-CIO for contract negotiations and the City Council has NOT! They hired a labor lawyer to represent them at the bargaining table. This is a UNFAIR labor practice.

We are in the middle of a recession and have a pension debt problem, the council is being too generous.

Why all of a sudden is the cities management and city council so eager to impose this contract, when as stated by the cities management and council that the two sides reached impasse in Oct 2010 and council and management, stalled through out the last 6 month with the intent of dodging the issue during the re-election campaign of a certain city member.

Thank you Councilman Edwards, Barrows and Mayor Chen for upholding the fiscal responsible position during these negotiations.

We don't want to pack City Hall, but they leave us no out the city exaggerated Unions position by twisting the words into demands and making them sound outrageous!

City is offering a two year contract, guarantees no layoffs, furloughs, reduction in medical subsidies, or pay cuts. Do you know any state/ local government employee, including teachers, with such a contract? The City pays the state retirement benefit for employees above their salaries (8%), and also pays the City's portion as well (17%). Cerritos is spending reserve money to balance its budget. In the midst of the Great Recession, a status quo contract offer seems quite generous. The employee benefit program should should be reduced for all employees for the 2011-2012 budget.

Especially after the council meeting on May 9th, 2001, it had become clear that some of the city council members are not trying to do what is in the best interest of the citizens. They are trying to retaliate in response to the employees speaking up. I think it is an abuse of power and the idea of contracting out employees would not have been brought up otherwise.

Disappointed that it has come to impasse, but the Council has to work in the best interests, short and long term, of the city's financial health. Would like to see if that can be accomplished with labor peace. If reasonable people look for common ground, there's usually a way to find an agreeable solution.

Cerritos stated for all of California to see "that it is there way or the highway for anybody that does not agree with them. Shame, Shame on the City Council.

One union should be divided, as the Cerritos Center for the performing arts employees, should not be involved with the citywide employees union. The performing arts employees should become attached either to Disneyland union or Hollywood unions. Negotiations should not be finalized and closed doors, and the residents are paying for the union demands. Also, closed-door negotiation recorded minutes, must become public record, again the public is paying for this. I agree with the city's position that the cost of healthcare and contributions to the city employee pension plan must be brought under control. Especially the contributions to the employee pension plan that must be made to cover "the loss of investment value" due to poor choices made by CALPERS and the plan administrator. The employees must also realize that it is long past time that they contribute to the cost of their healthcare plan. I also believe the city can agree to some of their demands. Times are tough and things have to change. It's been a great ride but now it's time to get off the horse and clean up what has been left behind.

Before the public could speak, the Council members spent a whole hour listening to the City's position and asking questions. In a way, this was stonewalling and sand bagging.

The City Council has the duty to represent the citizens of the community who ultimately pay the bill. I think the City needs to be more reasonable, esp., since there are only a handful of small things that the Union is asking for. I don't believe they should be spending $80,000 on a biased attorney. I think the City should consider an abbreviated work schedule. I think the former Finance Mgr was right in reminding CC to not be spending the City's money so frivolously in light of the current economic climate. If Council gave up some of their perks & gave the Union a few things like uniforms. To impose a contract with 2 months left when obvious documentation indicates the union's movement towards the city's LBF, and more importantly the council, elected by the residents, completely ignoring the public's desire to send everyone back to the table for an agreement, is simply wrong and irresponsible. This city has money, we all know it. They can save money from all the little souvenirs they give out at there functions. Hiring a lawyer instead of speaking to the employee's is cowardly and unjust of the directors. They should know better. All are humans all should act as such.

I do not want to see anymore unfunded debt. Cerritos position on negotiations were understandable considering the economic conditions of the state and the city. The city did negotiate in good faith and presented a very fair "last and best offer" to the union which they rejected, even after being sent to mediation. Weekly crime summary May 23-29, 2011

Part I felony investigations rose by four last week when twenty-four were recorded. All categories in this report were up last week with the exception of commercial burglaries. Calls for service also increased to 280 compared to 273 the previous week. The 2011 weekly average in calls for service is 260. One robbery was reported last week. On Sunday May 29 at 1:00 p.m., two female shoplifting suspects fought with loss prevention personnel outside of a store in the Towne Center in an attempt to escape. Both were arrested. Residential burglaries rose from three to six last week. Three cases involved open/unlocked doors or windows, two windows were pried open, and a front door was kicked in. Jewelry, laptops, and electronics were taken. The 2011 weekly average in residential

burglaries is now 3.7. Fortunately, locking pins installed on doors and windows hold everything tightly to the frame and are inexpensive to install. If the thief wants to continue with the attempt to enter, breaking glass may be the only option left and that is not a common occurrence. Two commercial burglaries were investigated last week. Windows were shattered on two adjacent businesses where computers, laptops, and a phone were stolen. The 2011 weekly average in “other structure”/commercial burglaries is 3.0. Vehicle burglaries increased by one case last week when eight were reported. Seven of the crimes last week were in high-volume commercial parking lots. Four of the vehicles were SUVs. Purses, credit cards, cash, MP3 players, glasses, and a GPS unite were taken. The new 2011 weekly average in vehicle burglaries is 5.6. Vehicle burglary is the most frequently reported felony crime in the City of Cerritos. Last week, window

smashes, (the most common entry method), were responsible in five cases. Are you willing to leave valuables in the passenger compartment that are visible and only protected by less than a quarter inch of glass? Why take a chance? If your property is valuable and important to you, consider leaving it at home or taking it with you when you exit the vehicle Vehicle thefts were up from three to four last week. Three SUVs and a Nissan were taken from high-volume commercial parking lots. The current 2011 weekly average in this category is 2.7. There was no evidence to suggest that any of these vehicles utilized a steering wheel locking device. These devices are an inexpensive “insurance policy” that deters the would-be thief.

Gahr, Valley Christian baseball, Cerritos softball take top honors from spring season By Loren Kopff

PATIO COVERS & SUN ROOMS 30 % Energy Tax Credit!

As was the case last season, Gahr’s baseball team played for another San Gabriel Valley League title on the last week of the season but unlike 2010, this one came down to the last day. Still, the Gladiators had their third straight season of at least 19 wins. Just down the street, Valley Christian made a complete turnaround from last season while Artesia and Norwalk battled for fourth place in the Suburban League once again. In the circle, Cerritos reached the top of the Suburban League and is only getting better as is the case for Valley Christian’s softball team. Capping off this academic school year is the Los Cerritos Community News 2011 Spring All-Area Teams.

Buller guided V.C. to a 16-11 overall record and a home game in the first round of the California Interscholastic FederationSouthern Section Division V playoffs. V.C. will still have a solid group of returning players for 2012 and figures to challenge Whittier Christian for an Olympic League championship. Pitcher of the year-For the second season in a row, Jacob Faria of Gahr takes home this award. The California State University, Fullerton signee was 6-1 in the regular season with an earned run average of 1.72. Faria, who pitched a complete game against Loara in the first round of the Division III playoffs, struck out 57 batters in 53 innings during the regular season.and went the distance three times. Player of the Year-As always, Gahr produced a number of hitters with high batting averages and Alex Newman is no different. The center fielder batted .440 in the regular season, led the Gladiators with 37 hits and tied for the team lead in runs batted in with 19. He was one of three everyday players to clear the .400 mark as the team collectively batted .378 entering the playoffs. Newman also led the team with 23 stolen bases

Medina coached the Lady Dons to a share of the Suburban League crown and 17 victories overall, six more than last season. In Medina’s three seasons at Cerritos, the program has won 36 games, the best three-year win total since two different coaches won 47 games from 2004-2006. The 10-2 league mark is the also the best since 2006 and just the third double digit league victory output this decade. Pitcher of the Year-Cerritos sophomore Kaylilani Minami showed why she is one of the top pitchers, if not the best, in the Suburban League. Minami went 7-2 in league action with an ERA of 1.35. She struck out 54 batters and walked only seven in league action. Minami finished with a 10-6 record after going 4-7 last season. Player of the Year-During her first two seasons, Sarah Smith was behind the plate and a leadoff hitter for Cerritos. But this past season, she proved that she can be just as dangerous anywhere else on defense or in the batting lineup. Smith batted .667 in Suburban League action with 23 runs, 22 RBI, 11 walks and six home runs. Smith only had 33 official at-bats in league because she would either get hit by a pitch or get walked. In four Loara Tournament games as well as single games against Sunny Hills and Valley Christian, Smith batted .400 in 15 official at-bats but was walked eight times.

commitment from the beginning of my freshman year and my coach and I just worked on it and worked on it. The summer of my junior year was when I made the biggest strides. I really have to say that my coach is probably the biggest reason why I’m jumping this high..

By Loren Kopff

Seniors Neehar Thakor of Cerritos and Valley Christian’s Jesse Boom were hoping to extend their high school careers one more week by reaching qualifying marks in their respective events of the California Interscholastic Federation-Southern Section Masters Meet last Friday evening. But the two came up short in their quest to advance to the state preliminaries. Boom had the better chance of the two as she was jumping at the state qualifying mark but couldn’t clear the bar at 5’ 5”, which is one foot above her qualifying mark from the divisional finals the previous week. “Today was just a weird day for everybody,” Boom said. “I had a really bad mark just to start off, so I just had to try to work it out as I went. I was a little nervous.” Boom failed on her first attempt at 5’ 1” but bounced back to clear on her second attempt, then her first try at 5’ 3”. She admitted she had to run at a higher percentage at 5’ 5” and even backed up a little bit before she took off. She said she was a little too close to the bar on her second jump and confessed it was a timing problem that failed her on her second and third attempts. “I was really humble to make it this far especially since this is my senior year,” Boom said. It was a tougher evening for Thakor who was trying to be the first Cerritos athlete to advance to the state preliminaries in the pole vault. He had qualified for the Masters Meet with a mark of 14’ 9” and has easily cleared 14’ 2” on his first jump. But he struggled at 14’ 8” on all three attempts, including going under the bar on his second attempt. The state qualifying mark was set at 15’ 2”. Thakor said that despite having great practices during the week, his step was off at 14’ 8” and that a cross wind played a factor in his jumps. He was attempting to be the second athlete in school history to get to 15 feet. David Thomas, now at UCLA, holds the school record at 15 feet which he set in the Suburban League finals a few years ago. “I owe a big deal to my coach [Joe Snee],” Thakor said. “I just had the

Cerritos Swag wins 10U San Dieguito Memorial Day Tournament Cerritos Swag (10U All Stars) travelled to San Dieguito for their first tournament of the year. The weekend did not start off too well, Swag only won one out of their first three games in pool play and did not score more than 4 runs in any game. But once bracket play started Swag began to look like the team Manager Phil and his coaching staff had envisioned. They started off with a5-2 win against North Shore. The win set Swag up with the number one seed in the tournament, Moore Park. Swag jumped out to a lead of 8 to 0 by the 3rd inning due to small ball play and timely hitting and held on to win with a score of 8 to 6. Next, Swag faced Laguna Niguel (a team that had beaten them earlier in the tourney). They jumped out to a 4-0 lead in the first inning behind great pitching from Afi Satele and stellar defensive plays made by 3rd baseman, Cassie

The win put Swag into the championship facing East County, a great softball organization that had all their teams from 8u up to 14u playing for the championship in this tournament. Swag’s offensive power proved too much for East County as they hit 3 homeruns in the ball game (a solo shot by Afi Satele, 2 run blast by Cassie Oravetz, and a 3 run stroke by Dejanae Davis). Swag exploded to put on an offensive barrage that ended with a 14 to 6 score. Way to go girls!

How to Spoil Your Grandkids

Coins are cool. And collecting them is a great way to teach your children and grandchildren about some of the most fascinating people and events in world history. Take, for example, the 1993 Thomas Jefferson Silver Dollar. It was issued in honor of our th Bob Patton third president's 250 anniversary of his birth in 1743. Jefferson was the principal author of the Declaration of Independence. The coin features a profile image of Jefferson based on a portrait by famed American painter Gilbert Stuart and the reverse side features Jefferson's home on his Monticello estate near Charlottesville, Virginia. Located at the summit of an 850 high peak in the Southwest Mountains, the estate name comes from the Italian word for “little mountain.” In perfect mint state condition, the Jefferson Silver Dollar retails for about $190. So go ahead, spoil your grandkids by getting in on the ground floor of coin collecting when they are freshly minted and affordable. Visit www.shopnumis.com/bobpatton and see for yourself the wide collection of coins, kits and jewelry that you could be gifting to family members at special occasions or by sending them a new, mint state coin each month. Candidate Kicks Off Campaign for Artesia City Council Miguel Canales formally announced his intention to run for Artesia City Council. Canales is the current chair of the Planning Commission for the City of Artesia and a teacher at Richard Gahr High School. Surrounded by friends, family, colleagues, and former students, Canales spoke about his upbringing, school experiences, what led him to the teaching profession, and why he has now set his sights on an Artesia City Council seat. Before his introduction, nine speakers gave brief testimonies about his character, abilities, and passion. Over 80 people attended the event, catered by Vital Lourenco, with musical accompaniment by harpist Julio Montero. Although not a fundraiser, attendees made generous donations. Upon leaving, folks expressed their support for the candidate in different ways. Some spoke about the power of his life story and the obstacles he has overcome. Others were excited about his connection to youth and how he can involve the next generation of Artesians in shaping city life. One long time Artesia resident stated. “This brings back a lot of good memories, she said. A couple involved in city recreation summed up sentiments shared by many: “This was great. He is exactly what the city needs. We will support him in any way we can. For additional information from the event, go to www.canalesforcitycouncil.com.
