Mendez along with Knabe help officially launch the “real building” of the much anticipated “new superhighway” that when completed will end the traffic gridlock that has plagued the Southeast Los Angeles County region for generations. At a cost of $380 million, the I-5 Expansion will significantly improve the flow of traffic through the busy Carmenita Road interchange and also reduce

Officials are investigating what caused power lines at the Southern California Edison power supply plant and grid on Bloomfield Avenue near 195th Street at Teresa Way to spark, resulting in a small grass fire and temporary local power outages May 13. At approximately 1 p.m., at least two power poles on the Edison easement arched across from Cerritos Regional Park. A small brush fire was quickly knocked down by members of the Los Angeles County Fire Department Station 30. According to Sgt. Siro Racowschi with the Cerritos Sheriff’s Department the electrical fire prompted an immediate evacuation of three houses on Teresa Way. Four other streets around the immediate area also lost power. Several shops inside the nearby Los Cerritos Center were also affected with power being temporarily halted. Backup generators quickly kicked in to restore power and members of law enforcement were dispatched to the mall to oversee any possible problems. Racowschi said that traffic on Bloomfield Avenue was closed for a few hours, and the Cerritos Regional County Park was also evacuated. The Edison power lines are responsible for supplying electricity to hundreds of thousands of customers in the region. No injuries were reported, and no cost estimate of the damage has been determined. A command center was set up at the nearby Target Store parking lot at Bloomfield and Del Amo Boulevard. The smell of the fire lingered in the Cerritos Center, East Lakewood, Artesia and La Palma area for several hours.

The Council/City management should release the documents requested. Fairness and transparency are critical elements in a healthy relationship. The City is the only place I know with bronze fire hydrants and a titanium shelled library but they cannot work cooperatively with their staff.
I sincerely hope that as we voice our opinions that we'll actually be heard by the current union leadership and represented.
Negotiate, openly and in truth. Stone wall never ever has worked for anything good. You all know this, remember your history...remember. For those of us who understand that we have good jobs in a terrible economy, I really hope that Council and City Management doesn't think that not all employees feel the way leadership has portrayed. Because the City has forced a UNFAIR "last and final" to their employees the union should call for a city wide strike vote from the membership. A city wide shut down would open there eyes to how important there employees are to the well being of there city.

These people forget who they work for (Council) They work for us, not for themselves. Please listen to the union and each other. I am very disappointed the city has taken such a harsh action. So unnecessary! Cerritos management team negotiators need to bargain in GOOD FAITH! The key to labor relations is the word "Relation" the city should take this opportunity to develop the relationship with their employees. The city must be more accommodating and reasonable to allow the process to work. We need Cerritos services, they are tax payers and hard workers. Please try to work it out with them, the workers are not the enemy. Big banks and Wall Street is. Stop blaming the workers. All they do is make our lovely Cerritos a great place to live.
We are in a recession. Most cities have had to cut pay, reduce benefits, implement unpaid furlough days, and layoff workers. Cerritos has done none of those things. In fact, Cerritos employees have full benefits paid 100% by the City, full pensions paid 100% by the City, no layoffs, and no furlough days. The Unions are misguiding their members. Have an open mind, employees are your best asset in any organization, Cerritos employees give 110% to the residents, we're only asking for fairness across the board. I feel what three of the council members have demonstrated is that they really don't care about the employees and what we do. I would ask that instead of aggravating a situation by proposing a study of contracting out all employees, they should instead work with the employees so that we can better serve our residents.

Value the negotiation process! I just hope that as the years go by, the employees are viewed with more respect and valued as the providers of the frontline services. We are grateful for our jobs and devoted to the residents. Very few non-management employees expected a city job as a career. Many of us stayed because serving others is fulfilling.

I think the union reps that spoke were articulate & respectful. I loved Franco and Rogan. They brought up some great points. I think the citizens that spoke also brought up some great points about Management leading by example and not spending so much on unnecessary trips and lifetime health insurance for them and their spouses.
Cerritos has too much money. They have so much money that they hide it by buying expensive art and statuary. They think that is funny. It isn't.

Cerritos leadership should stop posturing and hiding behind high-priced, biased third parties and sit down with the union to engage PRODUCTIVELY. They should deal squarely with their employees and with our tax dollars. The City-funded unnecessary trips to DC should also be on the chopping block. A lot of employees feel the same way but don't want to say something out of fear of the union. They put a lot of pressure on employees by telling us what we should believe. I was raised in America that you should be able to state your opinion since it is freedom of speech. Get the city employee's out of CALPERS so the city doesn't have to cover the loss of investment value just because the CALPERS administrators didn't do a better job of investing the employee's funds. The city should also hold firm in insisting that city employees pay a portion of their healthcare coverage cost. I have more, but no space.

Norwalk High School grad missing after being swept away in Kern River Saturday benefit planned to help support search and rescue expenses; Also missing is Minh Tu Nguyen, 24 By Randy Economy Scott Neacato, a recent graduate of UCLA and former standout student and graduate of Norwalk High School has gone missing while river rafting in the Kern River. The popular 22 year-old Norwalk native was visiting the river with friends during a Scott Neacato weekend celebration on June 13 w hen he and a companion went missing while rafting in the choppy and aggressive rapids. Missing with Neacato is his friend Minh Tu Nquyen, 24. The pair was last seen in the river near Ant Canyon around 6:30 p.m. on June 13. The popular camping site is located about 10 miles north of Kernville, in Tulare County. It is a very popular location for college and university students to visit during spring and summer breaks. According to friends, Neacato had just graduated from UCLA with a Bachelors of Arts Degree in Sociology two days prior to the incident. Due to the recent rains and huge snow pack this winter in the Sierra Nevada’s, the Kern River is at its highest and most powerful level in recent memory. According to interviews conducted by the LCCN, Neacato was camping with about a dozen friends when they tied a rope across the river and tied a raft to the rope. The river appeared to be calm, and both Neacato and Nguyen were lying on the raft, when it broke away and surged caught into the rapids. The raft flipped over, tossing both into the wild flow of gushing water. The LCCN also learned that according to friends of the two, neither Neacato nor Nguyen was wearing life
vests. Jenny Tran, a friend of the missing men, said the two “did know how to float” and that she remains hopeful that they will be found alive. The area where Nguyen and Neacato entered the river is considered by many locals to be “deceptively calm.” But, just down river some of the biggest rapids are formed that are listed in the category of “Class IV” and “Class V,” which ranks at the top of the danger scale for whitewater rafting experts. Drugs or alcohol do not appear to have played any role in this case. According to local officials in Kern County, the river was reportedly flowing at approximately 4,500 cubic feet per second at the time the two were last seen. Experienced swift water kayakers, who were in the area at the time the two went missing, helped to volunteer in the search efforts. By 8:30 p.m., just two hours after the two went missing the search was called off due to darkness. Their empty inflatable raft was spotted in the river according to a report in the Kern Valley Sun Newspaper. Payush Chatta, 20, and a resident of Norwalk has known Neacato for the past seven years. He joined nearly 20 friends and family members in trying to locate both men this past week in the Kern County area. “We organized search teams and covered a five mile area, looking under rocks in heavy brush along the riverbank, all the way down to Lake Isabella, with no luck,” Chatta said. Dina Wilson, Principal at Norwalk High School said Neacato was one of the top students when he graduated from Norwalk High School in the Class of 2007. “Scott was on top of the world when he attended Norwalk High School,” Wilson said. “Everyone loves Scott, and we cannot give up till he is located,” she added. “We need to keep positive thoughts, but reality is setting in and we need to all rally together to help locate both of these men.”In an effort to help raise funds to keep the search and rescue efforts active, a yard-rummage sale is being held this Saturday, June 25 from 7 a.m. to 12 noon at the Norwalk High School campus located at 11356 Leffingwell Road in Norwalk. La Palma resident questions city program By Larry Caballero La Palma resident Robert Carruth voiced concern at the Jun. 21 City Council meeting over an item in the register of demands--a loan to an employee to purchase a personal computer. Two of the five sitting council members were unaware of the city policy creating this benefit. The Employee Computer Purchase Program policy was written sometime in the 1990’s with the stated objective to elevate computer literacy of all City employees. “A worthy goal 20 years ago,” said Carruth. The policy grants interest free loans

up to $2,000 to purchase computers for personal or family use. The loans are repaid through payroll deductions over a period not to exceed 24 months. No restrictions are placed on the number of loans an employee can receive. “The good news is that we achieved our goal of computer literacy among the City workforce long ago. Today, the marginal utility provided by the program to the community is practically nil. Our goal achieved, the program lives on having morphed into a veiled benefit. It took auditing the register of demands to uncover the program,” said Carruth. “Available records show the City of La Palma became the Bank of La Palma, taking deposits of property, sales and other taxes and granting more than $190,000 in interest free loans to employees. Some of the recipients are highly compensated, receiving annual salaries in excess of $100,000, certainly capable of purchasing a personal computer without public financing.” Carruth said that several employees are serial borrowers, receiving three or four loans in the course of eight years. “Public funds have restricted purposes. None of those purposes is interest free loans to purchase personal electronics,” said Carruth. “According to the IRS,” said Carruth, “this program constitutes a belowmarket interest loan, and employees who received these loans must claim taxable income for the difference between the stated rate and the applicable federal rate during the term of the loan. Those who do not could be guilty of tax evasion. Hopefully, every employee who participated in the program heeded this advice and reported the additional income to the IRS.” Carruth said, “This program is a manifest example of why residents in La Palma and other communities across the country are justifiably upset. We see excess in all levels of our government— excess we’ve funded. The evident lack of common sense, good judgment and self-control in our government is alarming.” Carruth said that a pervasive attitude exists among City employees that because other cities do it too this sort of program is acceptable and normal. Pascal said it best—“The only shame is to have none.” Carruth doesn’t only blame City management. “The blame is not theirs alone. The historic apathy and voluntary ignorance of citizens at large, along with the obliged drive among our elected leaders to appease and accommodate labor earned us this distorted view of normalcy. We have met the enemy and he is us.”

Three new students enshrined on Hawaiian Garden Walk of Achievement Jose Esparza, Adeline Rios and Alex Park honored for by City Leaders. By Randy Economy Hawaiian Gardens has three new student inductees on their ever expanding “Walk of Achievement.”
Esparza and Rios – Jose Esparza and Adeline Rios, two of the three Hawaiian Gardens Scholarship students examine plaque with their names and Alex Park engraved on it. The plaque is located on the north side of Carson Street east of Norwalk Boulevard.
Community leaders, students, family members, and other dignitaries attended the annual induction ceremony that is held along a walkway on Carson Street just east of Norwalk Boulevard. Hawaiian Gardens honors a select group of outstanding high school graduates each year with cash scholarships to help defray the rising costs of being able to attend a higher education institution and their names inscribed on a sidewalk plague. Students honored with induction on the “Walk of Achievement” for the Class of 2011 included Alex Park, Whitney High School, for Academic Achievement; Jose Esparza, Artesia High School for Athletic Achievement, and Adeline Rios for Civic Achievement, from Whitney High School. Esparza, a standout student athlete at Artesia High School in football is active in several other campus groups. He will be attending California State University Channel Islands in the fall and he earned a scholarship of $2,500. Esparza credits his lifelong education opportunities within the ABCUSD for “preparing me for the next chapter in my life.” “I am from Hawaiian Gardens, and this will always be where my heart is. I look forward to giving back after I attend and graduate college,” Esparza told the LCCN. Rios, a 17 year old Graduate of Whitney High School earned a 3.0 grade point average and said she will use the scholarship award to attend California State University Long Beach beginning this fall where she plans to pursue a career as a Doctor of Psychology. “This is amazing, and I feel like Hawaiian Gardens really cares about young people who are right here for the community,” Rios said.

Every 10 years following the federal census, the County of Los Angeles must undergo a process called redistricting to make certain that the population is divided evenly into five supervisorial districts to ensure fair representation. Although stunned and disoriented from the IED blast, Corporal Congilosi pulled an unconscious Marine, lying unconscious and face down in the water, from the canal and rendered first aid, saving his life. For his leadership and quick reaction under duress and in saving a Marine’s life, Corporal Congilosi was awarded both the Purple Heart and the Navy and Marine Corps Accommodation Medal.

The 2010 count shows a population count of 49,041. A net loss of 2,447 residents. He stated in March 2010, the Mayor sent a letter to Congresswoman Linda Sanchez expressing the city’s concern, regarding a possible undercount of Cerritos residents. The letter said that many Cerritos residents received their 2010 Census forms with an incorrect city and/or incorrect ZIP code listed on the documents. The city also challenges the Census number of housing units in the city. He said the city has 15,888 housing units compared to the Census Bureau count of identified 15,859 units. A dif difference of 29 units. He said should the informal challenge fail to resolve the matter to the city’s satisfaction, the city would than have the option to submit a formal challenge within 30 days of notification following the results of this challenge. Councilman Mark Pulido said if the Census count stands, the city would lose many substantial federal grants. City Manager Art Gallucci said the city receives many grants. If the figures are not corrected the count will put Cerritos the city will become a rural designation instead of an urban designation. He agreed it would make it more difficult to obtain federal grants. Mayor Carol Chen asked how difficult it was to successfully challenge the Census count. Director of Community Development Torrey Contreras stated it is very difficult to mount a successful challenge. He said the Census does not plan to do a recount. Gallucci added, that SCAG [Southern California Association of Governments] shows a higher number than the Census Count.
LOSCERRITOSNEWS.NET Councilman Joseph Cho said he believes there is something wrong with the number of vacant houses the Census says we have in the city. Mayor Pro Tem Jim Edwards said this will be a difficult task but he believes the city has to go forward with the appeal. The council unanimously voted to appeal the Census count, In other business the council approved a planning commission recommendation for the construction of a new restaurant at 18425 Gridley Road. The site was originally developed as Rubens Plankhouse that closed in 1971. It was most recently occupied by Todai Restaurant that closed in 2005. In 2009 the structure was torn down. Senior Planner Sandy Cisneros said the restaurant owner has indicated that diners will be able to design their own meals using tableside tablet computers that will be delivered to their table by a restaurant server or they can order their meal with a waitress taking their order. The restaurant has been described as a “fast casual plus” restaurant serving made-to-order sandwiches, burgers, salads and pizzas. It will also have traditional servers to take the customer’s order. The council also approved an agreement for services between the city and the law offices of Dapeer, Rosenblit and Litvak for the period of July 1 2011 through June 30, 2014. The attorneys investigate and prosecute violations of city ordinances referred by the Code Enforcement Division as well as planning issues from the Commuunity Development Department. Director of Community and Safety Services Greg Berg said approximately 50 to 75 cases are brought before the Property Preservation Commission annually, and although the majority are successfully resolved through the City’s normal abatement process, some require further assistance and are referred to the City Prosecutor’s office. The firm will receive $170 per hour and special litigation cases at $225. The council also approved a planning commission recommendation dividing an existing single-family residential parcel into two parcels located at 19412 Ely Ave. Assistant Engineer Kanna Vancheswaran said existing on site structures would be demolished with the applicant planning to build two single-family residences on the each of the new parcels in the future. The largest donation for NCCC is the $5,000 they award the Norwalk Libraries. These monies come from State of the City Luncheon and Silent Auction proceeds.

He said the governor has recognized this and proposed flat funding for education, dependent on extension of the taxes that expire on June 30, he said California funding per student is listed nationwide at $2.600 below the national average. During the last three years ABC has been cut about $29 million. “This is a real cut from child development, adult education and the general fund. If you add statutory COLAS and funding we should have received the cut would be $49 million. He said ABC has a budget deficit of about $3 million on top of a $6.2 million structural deficit. He said the District has reacted by authorizing four furlough days, transferring money from categorical (restricted) programs [approved by the state] to the

general fund, and transferring fund balances from various programs. enabling us to cut approximately $18 million.” He said the District has to estimate what amount the current year will close at, noting that was less than 10 days away. “We should close in the black at $1.5 million. He said to date the District has not reduced health benefits, did not take back money from the schools which they carried over. the cuts, about $5,241 per student. This year we will utilize about $1.5 million more in categorical funds. We will also use money from the stabilization fund, and half of the Education Council fund which is about $1.8 million, transfer about $1.1 million from the Adult School balance, continue the four furlough days that will save $1.6 million, He said the District is looking at revenue of $163.1 million and expenditures of $164.4 million in next year’s budget. The bulk of that deficit of $1.3 million is restricted funds. However we will have a balanced unrestricted general fund for 2011-12. Toan said the following year, the onetime solutions the District used previously will not be available and the District will have to look at other resources for funding. He noted the District does not get funded from enrollment but actual attendance. Newly elected AFT (American Federation of Teachers) President Ray Gaer commented that the union appreciates the financial situation the District is in and its members- (teachers) while not happy with the increase in class size and furlough days-understands the problems the District is facing. He said together they would ride it out. He added the teachers are dedicated to the children and know how important their education is. Board members responded they appreciate the support the teacher’s have shown.

All five of the city council members also receive a $50,000 life insurance benefit that will be paid to their next of kin if they die while serving in office. LCCN has also learned that three of the five spouses of the council members are also receiving thousands of dollars in monthly health, dental and other medical benefits. The projected 2012 budget of Hawaiian Gardens is $20.7 million dollars. In comparison, Carson, a city that has a population of 90,000 residents and is at least 20 times larger in size and an investment portfolio of over $156 million, their city council’s salary and benefit package are approximately $44,000 per member. City Councilman Barry Bruce said he was “shocked” after he received his first paycheck following his election to the City Council nearly 18 months ago. “Gee, I first thought that this had to be a mistake,” he said. “How could city council members get this amount of money for only attending two meetings per month?” Bruce said. “Then after being on city council, I realized that this is a commitment that takes hundreds of hours each month,” he said. “If I were to add up the total hours we put in as City Council Members, you would be shocked to see how little we actually get.” At its June 14 meeting the Hawaiian Gardens City Council took the first step in conducting an informal look at their pay packages and perks. In a review of internal financial documents, LCCN has learned that elected members of the Hawaiian Gardens City Council also receive fees

or “stipends” when they meet under the banner of the Hawaiian Gardens Community Redevelopment Agency and the Hawaiian Gardens Housing Authority. MONEY COMES FROM SEVERAL ACCOUNTS Hawaiian Gardens Council Members receive funds from several city accounts and taxpayer sources. According to city documents each city council member gets paid a monthly $795 City Council “stipend”; a $450 Monthly Car Allowance; a $375 Monthly Expense Allowance (Mayor earns an additional $150 for his monthly expenses); a $30 monthly cell phone allowance; $30 Per Meeting for attending HG Redevelopment Agency Meeting (limit four meetings maximum per month); $30 Per Meeting “stipend” for attending HG Housing Authority Meetings (limit four meetings a month). In addition, the taxpayers of Hawaiian Gardens pay out $216.14 for “retirement benefits” to the California Public Employees Retirement System (also known as CAL PERS). BENEFITS FOR SPOUSES In addition, three spouses of city council members, Vice Mayor Victor Farfan, Councilmember’s Bruce and Rodriguez also receive full medical, dental, and vision insurance. According to documents, Mayor Gomez opted out of receiving health insurance, and receives his coverage from his wife coverage who is a full time employee at the ABC Unified School District. Vice Mayor Michi Oyama-Canada also passed on taking the medical insurance package. STUDY FUTURE OPTIONS During this week’s city council discussion no formal action was taken on the matter, instead the city council called for staff to look into what other area city council’s earned in salaries and benefits. Councilman Rodriguez said due to the increase in gas prices it “costs a lot of money to drive around Hawaiian Gardens.” He also said he does not entertain anyone in the name of “city business” and said his average cell phone bill is over $80 per month, just on “city phone calls.” Mayor Gomez, who is facing reelection this November along with Councilman Farfan, said that the “media may have done us a favor” in bringing the expenses “out in the open.” He also said that the City Council will probably continue to grant itself an annual 5% cost of living increase for the upcoming new fiscal year “since we didn’t take a raise last year, or since 2007.” “I am not here to get rich as a City Councilman,” Gomez said. “We didn’t do anything illegal,” Bruce said. “We just to make sure that we do what are ethically responsible in the future,” he said. Bruce also said that he would be willing to lower the amount each council member makes for the monthly “car allowance” from $450.00 down to “around $250 instead.” Vice Mayor Canada, who has served on the governing body the longest, said that she doesn’t need to health benefits since she is covered by her late husband’s policy, late Hawaiian Gardens City Councilman and Mayor Robert Canada. Farfan said the city council needs to do its “due diligence” to make sure that we are not “out of line” in our expenses and benefits. The I-5 Carmenita Road Interchange Project will be the first of six projects totaling more than $1 billion to begin construction on the I-5 Corridor from the Orange County line to the San Gabriel River Freeway (Interstate 605). The project will replace the existing two-lane overpass with a ten-lane structure - nearly five times its current size – which will improve traffic circulation through the interchange, accommodate future projected traffic demands, and enhance safety. A one-mile section of I-5 also will be widened from four lanes to six lanes by adding one carpool lane and one regular traffic lane in each direction from Alondra Boulevard to Shoemaker Avenue. On average, more than 170,000 vehicles travel this section of freeway daily. The project is expected to be completed by 2015. The project’s local and regional funding partners include the Metro, the I-5 Consortium Cities Joint Powers Authority, and the Gateway Cities Council of Governments. The Federal Highway Administration also contributed funding. “Interstate 5 is the backbone of the economy for the west coast of the United States, driving economic development from Mexico to Canada,” said Metro Executive Director of Highway Project Delivery Doug Failing. “Metro is working closely with Caltrans to fund this series of infrastructure projects that will strengthen the economy in California and Los Angeles County.”

Weekly Crime Summary June 12-19, 2011
Nineteen Part I felony crimes were reported to the Cerritos Sheriff’s Station last week, up by two crimes from the previous one. Robberies, residential burglaries, and vehicle burglaries were up, while commercial/other structure burglaries and vehicle thefts were down. 333 calls for service were handled by field deputies, up from 306 the week before. The current 2011 weekly average in calls for service is now 266. One robbery was investigated. A male juvenile was walking in the 13600 block of Acoro Street on Monday June 6 at 6:00 p.m. when three male juvenile suspects approached him on foot and demanded his laptop. The victim dropped it and ran away while the suspects retrieved it. The victim delayed informing his mother, which accounts for the June 6 incident date incorporated into this summary. Residential burglaries increased from three to four last week. Three windows were pried open and a sliding glass door was shattered. TVs, cash, cameras, laptops, and a tea serving set were taken. The 2011 weekly average in residential burglaries is 3.6. Window hardware, such as locking pins, is a good way to keep sliding windows affixed to the frame and makes prying much more difficult if not impossible. Five of the crimes last week were in highvolume commercial parking lots. Five were SUVs. Drill compressors, laptop computers, a stereo, CDs, and a third-row seat (from an SUV) were stolen. The new 2011 weekly average in vehicle burglaries is 5.6. Thieves will drive around looking for something to steal. If they can look into your vehicle and see something valuable, you certainly risk losing the property and becoming a victim. Don’t give them the chance and help yourself avoid any misery. Keep it out of sight if you must keep it in the vehicle at all. No vehicle thefts were reported last week. The 2011 weekly average in this crime is now 2.7. Even though we see more SUVs, Hondas and Toyotas stolen compared to others, car thieves are not always as selective as you think and are most often just looking for transportation. If the proposed franchise shall be granted to it, Franchisee and its approved assigns will pay to said City the following fees: A. Base Granting Fee. A base granting fee of five thousand dollars ($5,000) shall be paid within thirty (30) days after the Council adopts the ordinance granting the franchise and prior to signing the written acceptance of the franchise.
B.
Base Annual Fee.
1. Pursuant to California Public Utilities Code Section 6231.5(c), the City may renew or extend the franchise using the local formula contained in an ordinance which in effect on September 1, 1989. Ordinance No. 135, which was adopted on May 23, 1969, was still in effect on September 1, 1989. Therefore, the formula set forth in Ordinance No. 135 shall be extended and apply to this proposed franchise. Pursuant to Ordinance No. 135, the Franchisee, as consideration for the franchise, shall pay to City in lawful money of the United States within ninety (90) days after the end of each calendar year and during the life of the franchise for each and every year, including the year of granting the franchise, an annual fee computed by first multiplying one (1) cent by the nominal internal diameter in inches of all pipe laid pursuant to this franchise or subject hereto and then by multiplying the product thereof by the length of the said pipe in feet, subject to the adjustment schedule in subsection D (Adjustments) below. 2. In the event that Public Utilities Code Section 6231.5(a)(3) is revised to increase the annual fee rates such that they exceed the base fee rate set forth in subsection (1) of paragraph B above, whichever annual fee rate is greater shall apply and be effective on the date of the amended legislation is adopted. C. Base Construction Charges. The Franchisee shall pay at the time of installation, relocation, or replacement of any pipeline or other facility covered by the franchise, a base construction charge of seven dollars and fifty cents ($7.50) per lineal foot of pipeline located within any street within the City. The City reserves the right to change the base fees established hereunder at any time after the effective date of the ordinance granting a franchise, but the base fees applicable to any one franchise may only be changed five (5) times during the life of that particular franchise. D.
Adjustments.
1. The amount of each base fee specified in subsections A, B and C shall be adjusted at the time payment is due by the percentage change in the Consumer Price Index, All Urban Consumers for the Los Angeles - Riverside – Orange County Area (1957-59 = 100), from May 23, 1969 (which is the effective date of Ordinance No. 135) to the date which is sixty (60) days prior to the due date of the fee. 2. In no event shall any fee be charged which is less than the base fee amount established by the rates set forth in California Public Utilities code Section 6231.5(a)(3), or subparagraph (a)(1) of this Section, whichever is greater. E. Deposit for Administrative Costs. The Franchisee shall deposit ten thousand dollars ($10,000) with the City to cover any and all actual and reasonable costs of the City’s administrative, staff, legal or consulting costs in connection with the preparation and evaluation of this franchise. Three rappers held their mics tightly, and a Hendrix wannabe played her axe. A crowd favorite was the students’ musical performance of My Crayons Talk. With crayon tips for hats and holding three-foot crayons in every color of the box, the students sang and danced the story that they had learned at the beginning of the school year. It was plain as the nose on your face that the kindergarteners and their

teacher were proud of their work at show’s end. Ms. Perez and OLF principal Juan Nagore handed out student awards and recognized family members, colleagues and other OLF students who had volunteered to make this school year and year-end show successes. 7-ELEVEN FROM PAGE 1 7-Eleven, one of the world’s largest and most popular convenience stores, was requesting to locate into an abandoned building that once housed a national video store that went bankrupt in 2008. The normally routine approval of such a new business permit was met with opposition from both Vice Mayor Cheri Kelley and Councilman Leonard Shryock due to the amount of businesses in the immediate area that sell both beer and wine. The two council members were adamant in opposing the project due to an “over proliferation of liquor sales” at businesses in the Firestone Boulevard and Studebaker Road vicinity. Mayor Mike Mendez, Councilman Luigi Vernola and Councilman Marcel Rodarte voted in favor of allowing 7-Eleven to move into the facility under the condition that beer and wine sales be limited to the hours of 8 a.m. to 12 a.m., seven days a week. The new store will take the place of the former Hollywood Video Store that went out of business nearly three years ago after declaring bankruptcy. Residents in that immediate area, expressed

Norwalk Sheriff Captain Pat Maxwell told the City Council that the area is considered to be a “major crime area” due to the large crowds that visit Costco, and other “big box” businesses. But Maxwell said that a majority of those major crimes reported are not alcohol related and that most are “crimes of opportunity” such as burglary, breaking into cars, shoplifting and vandalism. He noted that the Norwalk Sheriff’s Station will be “linked into the 7-Eleven” via closed circuit cameras that will be installed on the property. Councilman Shryock said he was concerned about the crime in this particular section of Norwalk. He said “adding another business that offers alcohol there is like putting gasoline on a fire.” According to city staff records, there are at least seven other businesses within “blocks” of the proposed 7-Eleven that currently sell alcohol including Costco, Food 4 Less, Smart and Final, Walgreens, Joe’s Food Mart, Target and Unocal Gas Station. Suzanne joined the Norwalk Woman’s Club in 1998 and hit the deck running, serving two years as chairman before going on the Executive Board as my, Helen Brown, Public Relations Chairman from 2000 to 2002 when I was elected president. In 2004 she was elected NWC president where she served until 2007. From there she moved up to. Their goal was to build 100 homes for low-income families in the Compton and Bell Gardens area. Working with then councilman Bob White, they were instrumental in establishing the Rio Hondo Homeless Shelter located on the grounds of the Metropolitan State Hospital on Bloomfield. With Councilman White’s influence they were able to rent the building for $1.00 a year. It took a lot of time and hard work but the results were well worth the effort. This lady and her family have
