NORWALK HOLDS CENSUS PARADE TO RAISE AWARENESS Artesia City Council Passes Balanced Budget, Union Contract in Light of Economic Downturn

Hews Media Group has obtained a letter from Metropolitan Water District of Southern California General Manager Jeffrey Kightlinger addressed to California State Senator Sam Bradford (D-Carson) outlining MWD’s position on Bradford’s SB-625, the bill he cosponsored with Assemblywoman Cristina Garcia that would put Commerce-based Central Basin Municipal Water into receivership and dissolve the board of directors, five of which are elected. The controversial receivership bill is quickly winding its way through legislature, pushed by Garcia, in spite of the fact that Central Basin has $9 million in reserves, owns an $8 million building free and clear, while an independent auditor recently issued a “clean” opinion on the District’s financial statements. The June 10 letter was titled “Central Basin Receivership-Watch and Engage as Needed to Protect Metropolitan.” Kightlinger first expressed that the MWD Board voted to remain “neutral” on Bradford’s bill. MWD’s Board consists of 26 member agencies including 14 cities, 11 municipal water districts, and 1 county water authority. There are 38 board seats occupied by directors from each member agency, the number of board seats based on the assessed property valuation inside each member’s borders. Kightlinger wanted to stay out of the fray, not defending a member, while letting Bradford know the WRD will remain neutral, “Historically, Metropolitan has not engaged in legislative policies that deal directly with an individual member agency’s governance matters, and the board reaffirmed that position at their meeting this week." Kightlinger also let Bradford know about the “extensive public comment” during board and committee meetings expressing concern that the bill would disenfranchise communities within Central Basin’s area, and the “swiftness” with which the bill is making its way

Despite an economic downturn, Artesia passed a balanced budget and a robust contract with its employee union at its special meeting held June 23. The Artesia City Council also discussed, and ultimately voted unanimously to pass, a new contract with the employee union Local 1520 of the American Federation of State, County, and Municipal Employees. Mayor Ali Sajjad Taj told HMGLCCN, “In the League of California Cities, something like nine out of ten cities are facing really tough decisions right now because of the economic downturn, facing layoffs and drastic budget cuts. But Artesia, thanks to its large emergency reserve at 116 percent of its operating budget, is in a good spot economically. Thanks to City Manager Bill Rawlings, his negotiation team, and the union’s negotiation team under the leadership of Union President Andrew Perry.” Other councilmember’s expressed similar statements of pride at Artesia’s fiscal stability. Rawlings said, “I’ve been doing this for 35 years, and this particular budget has by far been the hardest. I’d like to thank the Finance team and those staff that helped put this together, everyone worked really hard. I’m hopeful that the economy will turn within the next two to three years. We wanted to offer our community stability, we wanted to offer our employees stability, and that’s why the budget is structured as it is.” Councilmember Miguel Canales asked City Manager Bill Rawlings, “Let me get this straight. In the face of an economic downturn, you’re proposing a balanced budget without layoffs, with no furloughs, and you’re also proposing this contract with the union?’ Rawlings replied, “Yes sir.” Canales reminisced when he first came in as a councilmember in 2011, when the Council was facing a fiscal emergency with a low reserve from the previous recession. Canales congratulated Rawlings on the successful budget and

BY TAMMYE MCDUFF The City of Norwalk held its first census parade June 17th, to bring about awareness for the 2020 Census, and to encourage residents and community to complete their census forms. Prior to COVID-19, the City had numerous inperson events planned but had to postpone them to abide by the County guidelines, and maintain safety of the community. The parade was one way to keep the conversation about the importance of the

census going. The Norwalk Census Parade was part of a regional effort by Southeast Los Angeles [SELA] Collaborative, who also hosted Census caravans in neighboring cities. The entire parade movement was part of an even larger effort for WeCountLA. “We are very excited to have 16 cars participate in the Norwalk Census parade. Our parade was comprised of our Census wrapped vehicles, a Transit bus, vans and SUVs. We are also very

Contracts awarded for tree and concrete improvements

ABCUSD Class of 2020 Earns Over $30 Million in Scholarships

The Cerritos City Council recently awarded contracts for tree and concrete improvements for the vicinity bordered by Shoemaker Avenue, South Street, Carmenita Road and Coyote Creek. Golden West Arbor Services, Inc. in Pomona will remove 68 parkway trees, including stump grinding and root removal, and plant 52 trees. CJ Concrete Construction will replace handicap accessible ramps and rehabilitating sidewalks, curbs, gutters and driveway approaches. The projects will be funded through the Road Maintenance and Rehabilitation Account, which was created as a result of Senate Bill (SB) 1. The work is expected to be completed in July.

Overnight parking moratorium extended Due to the ongoing COVID-19 pandemic, the City’s moratorium on overnight parking restrictions has been extended through Wednesday, July 15, 2020. The moratorium on “no parking during street sweeping” also has been extended through Wednesday, July 15, 2020. The moratoria were previously set to expire on Monday, June 15, 2020. During this time, citations will not be issued for violating the City’s ordinance requiring an overnight parking permit or for parking on a public street during restricted times for street sweeping.

Many of the 2,200 graduates from the ABC Unified School District’s Class of 2020 will be moving on to college, and they will be taking over $30 million in scholarships with them to help pay for it. “I am so proud and impressed by the Class of 2020,” said Board of Education President Dr. Olga Rios. “These students worked so hard during their time at ABCUSD and that work is paying off in the form of millions of dollars in scholarships.” Whitney High School students earned over $9 million in scholarships, with Artesia High School students. Cerritos High School students earned over $7 million in scholarships, and Gahr High School students are taking more than $5 million in scholarships with them to college. Students at Tracy High School, with a much smaller student population, earned more than $148,000 in scholarships. “There is no doubt that the Class of 2020 is something special,” said Superintendent Dr. Mary Sieu. “They have met the challenges thrown their way with grace and perseverance. I admire these amazing students and I know they will go on to achieve great things.” In addition to those moving on to college, 35 have enlisted to serve their country in the United States armed forces.

BY TAMMYE MCDUFF Kiwanis of Bellflower has partnered three times with The Shriji Mandir Temple to organize a drive-through food distribution, held at the Kiwanis Bellflower Hall. Victor Sanchez, Past President and Caring Connections Board Member told HMG – CN that today was potentially the last food drive, “However we are working toward a fourth one to be held next month. We are ninety percent positive that we will host one more, in about two weeks. It really depends whether or not the school district case managers will be able to make calls to the families.” “Our Case managers do a ton of work to get families here,” added Nichole McGahey of Caring Connections in Bellflower, “They check and recheck

with everyone, and whether or not we will be able to host another even, will be determined by man-hours. We have nine case managers that are volunteering their time currently.” Secretary for Shriji Mandir Temple, Brakash Mehta told HMG, “Our President decided, because we have a Temple in Bellflower that we should continue to be involved and this was the right time to donate the funds for food. We have purchased food for the last three months for 125 families. For nearly a century, The Walt Disney Company has created timeless family entertainment, touching the hearts of generations around the world, encouraging a smile, a song and even shedding a tear. The tale began in 1923 when Walt Disney arrived in Hollywood. Over the next four decades this one of a kind storyteller introduced the world to unforgettable characters, created enchanting lands and reimagined outdoor amusement into themed entertainment. Visitors can now can get a behind the scenes story of The Archives at the Bowers Museum in Santa Ana, California. A large portion of the Archives collection centers on the lives of Walt and his brother Roy O. Disney, who together founded the Walt Disney Company in 1923. In fact the Company was first known as the Disney Brothers Cartoon Studio. Among the most important and most used elements of the collection are thousands of pages of Walt’s correspondence from early handwritten notes and letter to his family, to copies of letters typed by his secretaries. There are books, speeches, interviews and more than 8,500 photos depicting the business life of these two legendary men. Through these materials Walt and Roy continue to speak to us today. There is nothing closer to the heart of The Walt Disney Company than art from the earliest crude animation drawings of the 1920’s to the evocative concept paintings that inspire Imagineers to create whole new worlds for Disney Parks and Resorts. The exhibit ‘begins at the beginning’ as so many tales do, with a live

reproduction of an animators table with original props and drawings by the Disney brothers. The tour quickly invites you into the office of Walt himself, and then on into the ‘Reading Room’ which features exhibits representing different aspects of Disney’s history, from personal effects belonging to Walt and Roy Disney to displays presenting props and artifacts from films and park attractions of day gone by. The Research Room is where people come to study the historic materials and files maintained by the Walt Disney Archives. Next to the Reading Room is a back room containing the most prized collection, an area called ‘the stacks’ where rolling shelves archive materials and are stacked for easy access. These two rooms surround Disney history in the form of historical documents, artwork, photographs and reference files. The Archives ‘Back Room’ holds a sampling of original animation art as well as art from live action films and television productions, along with a specially curated collection of costumes, documents, merchandise, posters, props and memorabilia. These treasures are kept close at hand as they represent important moments in Disney’s nearly 100 year long history. The oldest piece is the megaphone Walt used in the 1920’s when making his Laugh-O-gram films in Kansas City. Flying cars, carriages and futuristic light cycles are just a few examples of the impressive collection of vehicles under the care of the Walt Disney Archives. Many of these conveyances are just as famous if not more so than the actors and stunt performers who drove them in productions. While much

Sal Flores stated that Norwalk census tracts were above the National and state response average, but added that they cannot stop working, “A complete count is essential for our city because these numbers are for ten years and they will affect the funding that will come back into our community. We will work closely with the US census bureau to achieve a complete count for Norwalk. A complete count will insure representation in Congress, state and local elections.”

BY TAMMYE MCDUFF Blind Children’s Learning Center held their first ever virtual walk-a-thon and fundraiser with a live broadcast the pst Saturday June 13, held at the beautiful Newport Dunes Waterfront Resort. Host Jared Moriarty told attendees, “This is such an amazing cause and I realize that virtual events are a little new for everyone. We have a handful BCLC alumni that will be walking the 5k course, a talent showcase with musical performances along with messages from families, walkers and supporters who will share the impact that donations have made toward BCLC’s first ever virtual marathon.” Danielle Hauk, Blind Ambassador for BCLC, sang the national anthem, she also added, “Thank you so much to everyone who is supporting BCLC today. This is where I got my start. I learned how to read and write in Braille and learned how to use my cane properly.” She said there will be ups and downs along your journey, but pay no attention to the negativity, “Just keep going, no matter what.” Angie Rowe, BCLC President and Executive director thanked all the sponsors “It was Mister Rogers who said in times of difficulty, look for the helpers – you will always find people who are willing to help. Monies raised have helped to support virtual class rooms, individual education support and therapeutic services since April 1st. Debbie Coombs of the Avalon Bay communities remarked, “We are thrilled to be partnered with the BCLC first ever virtual charity walk. Creating a better way to live is a core reason that gets Avalon employees up in the morning. We hope to participate with them for many years to come.” Cathy McHugh is a teacher of the visually impaired and BCLC Youth Outreach Program working directly with Orange County public school students. When CoVID-19 shut down schools, her team had to get creative, “My students had made so much progress, we didn’t want them to lose momentum. When you are visually impaired it is imperative to continue using the skills, such as Braille or technology, regression can happen rather quickly. Our students have adapted amazingly well. I’m blown away by the progress of the students. There is a silver lining in the fact that they have had to learn and comply with the system technology. One student has gone above and beyond what was set up for her in order to learn.” A highlight of the event was when BCLC Ambassador Sako gave his soulful rendition of Nina Simone’s ‘Feeling Good’ …. “And this old world is a new world and a bold world.” Thanks to everyone who participated, the 16th Annual Destination Independence Walk, the Center raised over $100,000.

Each story will have comments from that school’s athletic director, or one of the coathletic directors on most, if not, all the sports that school competes in. Next up is Valley Christian High, a school that has always had its share of championships, both in the Olympic League and with the CIF-Southern Section. The school even has won a USA Today National Championship. Since 2000, every sport has won at least one league title with three programs having claimed at least 11 league championships. In the history of the school, there have been over 240 league championships and over 30 CIF championships. The current athletic director, Dan Leffler, graduated from V.C. in 1990 and has been associated with the school one way or another for over 30 years. He is about to start his third year as athletic director and when he took over for Zac Chan at the beginning of the 2018-2019 school year, had his work cut out as there were half a dozen coaches on their way out. As the upcoming school year approaches, there will be more new head coaches. FOOTBALL When Leffler was at V.C., he played for former legendary head coach Mike Wunderley and even then, the football season was considered to set the tone for the school year. Wunderley retired from coaching after the 2002 season and since then, there have been five coaches in charge of the program with four of them winning at least one league title. The program has missed the playoffs four times since 2000 and have had four losing seasons in that time, the last being in 2018 when the Defenders were 3-7 under former head coach Stephen Kelley. Two seasons before that, former head coach Woodie Grayson, who had gone 4220 in five seasons and lost two league games, won the 2016 Division 9 championship. “We had a little bit of a road block there, trying to figure out the program [and] how we were going to fill that gap because coach Grayson did a tremendous job and it was time for him to move on,” Leffler said. “I think from there, having someone like Bill Garner, who is our current head coach and being on staff really helps our program.” Garner won seven games last season, marking the 14th time in the past 20 years the program has won at least seven games. The program has won eight league titles, finished in second place nine times and has won at least one league game for over 22 years, at least. “I think Valley Christian is in a good spot and we’re poised to make it back to the playoffs again,” Leffler said. “That’s always the goal every year and if you’re the undefeated Olympic League champs like we are, there’s always a target on you. So, we’re mindful of that. “Obviously with Bill at the helm, he’s a graduate of Valley Christian [and] he played for Mike Wunderley,” Leffler later said. “So, I honestly believe that’s part of the formula for us to be able to succeed. It’s having someone that has played in that program and understands the tradition and

what’s expected.” GIRLS VOLLEYBALL With 323 victories in the past 20 years, this has been the winningest program in that time, but the program has won two league titles, which came in 2001 under former head coach Susan Boogaard and in 2016 under former head coach Melody Nua. Still, the program has advanced to the quarterfinals seven times, the semifinals in 2006 and won last season’s Division 4 championship under current head coach Jeff Ornee. “We’ve obviously had a rich tradition; this goes even back to the days when Gladys Rouwenhorst was there,” Leffler said. “To me, we have a lot of girls that come through our school system that actually stay. We don’t have that luxury all the time, especially when it comes to football or basketball.” Leffler says keeping the volleyball girls in the program, even before they get to the high school level, can be attributed to Ornee, who calls the fourth-year head coach ‘very meticulous and detailed and skill-oriented’. Ornee has won 65 matches and no other head coach before him has lasted at V.C. more than four seasons from 2000. On top of that, Ornee is one of two coaches since 2000 to have won at least 20 matches in two seasons. The other one was Brett Rinks, who won 21 matches in 2012 and 20 matches the next season. “Obviously winning a CIF championship this last year in Division 4, we’ve got a lot of excitement and people are really eager to be a part of our volleyball program, and I think a lot of that is attributed to Jeff,” Leffler said. “He’s got some club experience at a really high level and has coached some national teams and stuff.” Leffler added that Ornee will be coming on in the athletic department to help Leffler on a part-time basis and will have the role of Director of Volleyball operations, coaching both the boys and the girls starting next year. GIRLS TENNIS The program is in a transition stage as longtime head coach Sheri Admiraal, who also coached the boys tennis program, resigned and is moving to another state. According to Leffler, Admiraal had been coaching V.C. for over 20 years. Since 2002, the program has gone 99-75-1 in league competition, winning a league championship in 2005, 2007 and 2011, coming in second place six times and third place five times. “Sheri has a pretty laidback style, which I think helps girls play a little freer and not quite have the pressure,” Leffler said. “I think that was a lot of their success; is that Sheri’s motto was always, ‘hey, we’re not going to take ourselves too seriously. We’re going to be prepared and the outcome will take care of itself’. “It’s going to be a huge void for me to try to fill,” he continued. “Most of all, I think the tennis guys and girls that are still in the program will miss her tremendously, as a person and as a coach. She’s a great mentor for those girls and guys in our tennis program.” CROSS COUNTRY The program has captured a combined 15 league championships in school history but recently, both boys and girls have been the leaders of the league. The boys won five straight league championships from 2013-2017 while the girls have finished in first place from 2010-2017. In addition, the boys came in second place in the CIF championships in 2016 and 2017. “Cross country is a really big deal at Valley Christian,” Leffler said. “We have probably the largest numbers of student athletes participating in that specific sport. We have 50 or 60 kids every year participating in cross country and track at one time. For a school that has 460 kids, it’s probably kind of unheard of.” Leffler said that former boys head

STAFF REPORT The City of Bellflower unveiled a brand new 60 foot splash of color on Bellflower Boulevard Friday, June 19th just south of the heart of Downtown. Local muralist, Dave Van Patten was commissioned by the city in early 2020 to create a whimsical design that would enrich the cityscape. The blank wall located at 16916 Bellflower Boulevard now exhibits a food-themed mural that represents the community’s homegrown restaurants and marks the arrival of The Nest II restaurant. “Virtually all of my murals center on the theme of diversity. Since I have trouble centering on one main character, I put my focus on the many characters. I find beauty in the all elements, personalities and colors interacting with each other,” stated Van

Patten, “This particular mural focuses on the colorful, vibrant mixture of the city of Bellflower and its historical farm and quality food culture.” Van Patten is a prolific muralist, participating in the world renowned mural organization, POW!WOW! in 2016 and 2017. His tiny comic drawings can be found spanning across entire buildings. Many of his murals can be found throughout Long Beach and Los Angeles. “This remarkable mural continues Bellflower’s celebration of art and expression in our ongoing Progress and expansion,” said Mayor Juan Garza. “It will serve as a striking destination that connects our community and locallyowned businesses with our past, present and originality.”

HELPING HANDS HELPS NEEDY IN LA MIRADA BY TAMMYE MCDUFF The City of La Mirada has many residents who have lived here 30, 40 and even 50 or more years. As these residents age-in-place, maintenance on their homes has become more challenging and sometimes creates code compliance and/or safety issues particularly with the stay-at-home initiatives of CoVID-19. We have seen an upheaval in our society this year, but the one thing that prevails is neighbors helping neighbors. One elderly resident in La Mirada contacted the city; he needed help clearing out his yard. In true neighborly form Neighborhood Life Church, Love La Mirada, Relay for Life of La Mirada/ Whittier and Living Hope Community Church came to the aid of this resident. Together the haul away was over 1,300 pounds of agave plants, shrubs and

Applicants can now complete an online application/plan submission form, which allows for the transmittal of large file attachments for electronic review by City staff. They can also submit business license applications via email. The department also now accepts online credit card payments for application and permit fees. CITY OF HAWAIIAN GARDENS RESOLUTION NO. 052-2020 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HAWAIIAN GARDENS, COUNTY OF LOS ANGELES, RATIFYING EMERGENCY ORDER NO. 4 (COVID-19) ADOPTED BY THE CITY MANAGER AND FURTHER EXTENDING THE PRICE GOUGING PROHIBITION RELATING TO THE LOCAL EMERGENCY DUE TO THE NOVEL CORONAVIRUS (COVID-19) WHEREAS, international, national, state, and local health and governmental authorities are responding to an outbreak of respiratory disease caused by a novel coronavirus named “SARSCoV-2,” and the disease it causes, named “coronavirus disease 2019,” abbreviated COVID-19 (“COVID-19”); and WHEREAS, on March 4, 2020, the Governor of the State of California declared a state of emergency to make additional resources available, formalize emergency actions already underway across multiple state agencies and departments, and help the state prepare for broader spread of COVID-19; and WHEREAS, on March 4, 2020, the Los Angeles County Board of Supervisors (“Board of Supervisors”) and the Los Angeles County Public Health Official (“County Health Official”) declared a local emergency and local public health emergency to aid the regional healthcare and governmental community in responding to COVID-19; and WHEREAS, on March 13, 2020, the President of the United States of America declared a national emergency and announced that the federal government would make emergency funding available to assist state and local governments in preventing the spread of and addressing the effects of COVID-19; and WHEREAS, on March 16, 2020, the City Council of the City of Hawaiian Gardens proclaimed the existence of a local emergency to ensure the availability of mutual aid and an effective response and authorized its City Manager, acting in his capacity as Director of Emergency Services, to furnish information, and to promulgate orders and regulations necessary to provide for the protection of life and property; and WHEREAS, on March 19, 2020, the Governor of the State of California also issued Executive Order N-33-20 (commonly known as the “Safer-at-Home” Order), which ordered all individuals living in California to immediately heed the State Public Health Official’s directive to stay home or at their place of residence, except as needed to maintain continuity of operations of outlined critical infrastructure sectors; and WHEREAS, on March 19, 2020, the County Health Official issued a “Safer at Home” Order that was further clarified on March 21, 2020, which prohibited all public and private gatherings and events and required people to stay in their homes, with limited exceptions; and further required closure of all non-essential retail businesses, shopping centers, playgrounds for children, bars, nightclubs, movie theaters, and all similar gathering places, in an effort to further restrict and limit gathering of persons and require closures of non-essential businesses so as to stem or slow the spread of the virus; and

WHEREAS, in accordance with the May 29 Order, City Hall will also begin a gradual reopening, with enhanced safety modifications, including allowing access to City Hall by appointment only; implementing health screening for all members of the public and City staff entering a City facility or preparing to be in the field to conduct City business through a contactless thermometer; requiring all visitors to wear face coverings inside any City facility and all City staff inside any City facility to wear face coverings when within six feet of another person; installing plexi-glass guards and using six-foot distancing floor decals throughout City facilities’ lobbies where the public will be assisted; and increasing cleaning frequencies; and WHEREAS, further, as a result of these ongoing public health orders and social distancing requirements, the Gardens Casino has been closed for the past three months, with such closure having a profound and detrimental impact on the City’s finances given the City’s revenue-sharing agreement with the Casino; and WHEREAS, as part of the Governor’s reopening framework and the County’s June 16, 2020 order authorizing card clubs’ reopening, the Gardens Casino will reopen at a significantlyreduced capacity and with an overall reduction in available card games, thus further having a profound and detrimental impact on the City’s revenue-sharing for the foreseeable future due to a further reduction in the Casino’s available revenues to share with the City; and WHEREAS, to mitigate the impacts of the substantial loss of revenues from the closure of the Gardens Casino, the City continues to immediately prioritize essential services, such as police, fire, public works, and senior services, throughout the City, and to reduce other services, as needed, in order to help protect the City’s reserves and General Fund from depletion; and WHEREAS, consistent with the State and County health directives and social distancing requirements, and to preserve City resources, the City is limiting and/or suspending certain Park and Recreational programs; the suspension and/or limitation of such programs is in addition to the prior programs and events the City has cancelled; and WHEREAS, even with these continued efforts to preserve the City’s resources, General Fund, and reserves, because the Gardens Casino provides approximately 70% of the City’s revenues to sustain its General Fund, the Casino’s ongoing closure and the uncertainty as to the revenues that will be generated even upon its eventual reopening have created such a significant financial shortfall and uncertainty that it gives rise to a fiscal emergency for the City, and further restrictions of expenditures of the City’s resources are anticipated; and WHEREAS, given the ongoing nature of the pandemic and the uncertainty as to the Casino’s reopening and profitability, precise economic impacts on the City associated with COVID-19 is difficult to predict at this point; however, a mid-range on staff’s estimate identifies a potential loss of $4.2 million for the end of the 2019/20 Fiscal Year budget, a continuing loss of $5 million in the 2020/21 Fiscal Year budget (assuming no further stay-at-home orders are issued), and a loss of $3.9 million in General Fund Reserves for the 2019/20 Fiscal Year; and WHEREAS, based on these estimates and the economic impacts from the ongoing pandemic, the City’s General Fund reserves are insufficient to fully absorb the anticipated loss in revenue that will occur from the COVID-19 pandemic; and

WHEREAS, COVID-19 continues to threaten public health throughout the State of California, including specifically within the County of Los Angeles, which as of June 17, 2020, had approximately 75,000 cases and nearly 3,000 deaths; and

WHEREAS, further, Governor Newsom on March 16, 2020 issued Executive Order N-2820, which suspended, until May 31, 2020, provisions of state law in order to enable cities and counties to adopt moratoria on evictions in their respective jurisdictions; and

WHEREAS, on April 28, 2020, recognizing that the impact of COVID-19 on public health throughout California is expected to continue to evolve and is likely to vary by region throughout the State, the California Governor announced a four-stage plan for a gradual reopening of California’s economy through the “Resilience Roadmap, and on May 4, 2020, the Governor issued Executive Order N-60-20, which modifies the Stay-at-Home Order by directing residents to continue to obey State public health directives and sets forth the four-stage framework for reopening businesses and spaces throughout the State; and

WHEREAS, on April 14, 2020, the City Council adopted Resolution No. 024-2020, ratifying the Director of Emergency Services’ Executive Emergency Order Nos. 01-2020 and 022020 (COVID), issued on March 23 and April 2, 2020, respectively declaring and implementing a moratorium on residential and commercial evictions, and residential foreclosures, within the City of Hawaiian Gardens, if such evictions were caused by a tenant’s failure to pay rent due to financial impacts caused by COVID-19; and

WHEREAS, Executive Order N-60-20 allows the State to move into Stage 2 of the reopening process to permit certain low risk businesses and open spaces to open with modifications, and further directs the State Public Health Officer to establish criteria and procedures, as set forth in the order to determine how local jurisdictions may implement public health measures that depart from state-wide directives of the State Public Health Officers; and WHEREAS, Statewide progression through each of the stages depends on jurisdictions’ varying capacities to manage the continuing public health risks posed by COVID-19, and achieving stage four is dependent on satisfying the Governor’s six benchmarks for lifting the stay-at-home orders, which includes but is not limited to expanding testing capacity, adopting measures to protect the most vulnerable and further physical distancing guidance, addressing hospital needs, developing therapeutics, and establishing herd immunity or potentially developing a vaccine; and; and WHEREAS, in general, a county may only reopen business sectors for which the State has posted a sector guidance, and jurisdictions that attest to meeting additional state readiness criteria may obtain a county variance to open dine-in restaurants, hair salons, and barbershops; and WHEREAS, on May 29, 2020, the State approved a variance for Los Angeles County (“County Variance”), and the County Health Officer issued a revised health order with reopening protocols for hair salons, barbershops, and restaurants (“May 29 Order”), which was further revised on June 11, 2020 for reopening protocols for, amongst other things, day damps, fitness facilities, and music, film, and television production; and WHEREAS, the May 29 Order supersedes all prior County Safer at Home Orders and applies to all cities and unincorporated areas within the County; requires that activities and business operations permitted to reopen in Stage 2 must be conducted in accordance with social distancing requirements, must adhere to any required reopening protocols and applicable infection control guidance issued by the County Health Official (and where the County has not issued a specific guidance or protocol, applicable guidance or protocols established by the State Public Health Officer shall control); allows cities within the County to adopt more restrictive measures; provides that persons who can telework or work from home should continue to do so as much as possible, all County residents should remain at home whenever practicable, and to the extent possible, all essential government functions (which includes the work of all government agencies) should be performed in compliance with social distancing; requires that all designated higher-risk businesses and recreational sites (including gyms, gaming facilities, public piers, massage and body art establishments, and outdoor playgrounds) remain closed; allows essential businesses, as identified in the May 29 Order, to conduct normal business operations, provided that the business owner or operator prepares and posts social distancing protocols consistent with the Order (and restaurants offering in-person dining must adhere to the On-Site Dining Protocols in the Order); allows identified lower-risk businesses to reopen, subject to following the protocols of the Order; and allows identified permitted activities; and WHEREAS, in accordance with the Resilience Roadmap and County’s May 29 Order, restaurants and retail are required to adhere to social distancing protocols and, for in-person dining, adhere to the Onsite Dining Protocols, which have the effect of reducing capacity within the physical limits of the business’s operations and greatly limiting the number of customers allowed and/or served; and WHEREAS, the City is continuing to monitor and evaluate impacts to City businesses and measures to help preserve City retail and restaurants, and in light of the County’s May 29 Order allowing reopening of these businesses, desires to immediately address concerns about loss of retail and restaurant operations while continuing to study long-term strategies and regulations for preserving retail and restaurant uses during the ongoing pandemic and local emergency; and WHEREAS, the California Department of Alcohol Beverage Control (“ABC”) has issued various “Regulatory Relief” orders designed to support the alcohol beverage industry in its efforts to assist California in slowing the spread of the virus while assisting the industry in dealing with the economic challenges it is facing as a result, including ABC’s fourth notice of Regulatory Relief on May 15, 2020, providing temporary relief for licensees to expand licensed footprints in order to serve more people outside where it is safer while the COVID-19 pandemic continues, through an inexpensive ABC permit requiring authorization from local jurisdictions, and its fifth notice of Regulatory Relief on May 20, 2020, to permit on a temporary basis, licensees that do not operate kitchen facilities and do not prepare bona fide meals on the licensed premises to partner with business that do offer meals to sell bona fide meals in conjunction with to-go containers of alcoholic beverages; and WHEREAS, the City of Hawaiian Gardens seeks to be responsive to allowing restaurants to take advantage of ABC’s temporary relief orders to permit, consistent with direction from the County’s Health Officer, restaurants to reopen in light of the County’s May 29 Order; and

WHEREAS, the moratorium related-provisions of the City’s Executive Emergency Orders, as ratified by City Council Resolution No. 024-2020, were set to expire by their own terms on May 31, 2020, consistent with the limitations of the Governor’s Order N-28-20; and WHEREAS, amongst other things, those Executive Emergency Orders, as ratified by the City Council, provide that the City’s moratoria, or any provision thereof, may be suspended to prevent inconsistencies in the event that the other government agencies adopt an order or legislation that similarly prohibits evictions and foreclosures for failure to pay rent by individuals impacted by the COVID-19 crisis; and WHEREAS, on March 27, 2020, the Governor issued Executive Order N-37-20, which extends the time periods provided under California’s Code of Civil Procedure to respond to an eviction complaint filed in court, for a period of 60 days; and WHEREAS, effective April 6, 2020, the State of California’s Judicial Council approved 11 temporary emergency rules to be added to the California Rules of Court, including Emergency Rule 1, which temporarily suspends unlawful detainer actions (including for failure to pay rent) filed on or after April 6, bars entry of default for any defendant who fails to appear in an action filed on or after April 6 (unless excused under an executive order), and sets or continues trial dates for at least 60 days, unless contrary to public health and safety, which remain in effect until 90 days after the Governor’s declaration of the state of emergency ends, or until amended or repealed by the Judicial Council; and WHEREAS, the Los Angeles County Board of Supervisors initially issued an order on March 19, 2020 that only applied to properties within the unincorporated areas of the County and, which like the City’s Orders, provided a defense against eviction for nonpayment of rent by residential and commercial tenants for COVID-19-related reasons, and on April 14, 2020, amended its eviction moratoria to: (1) extend the order and those protections to incorporated cities within the County without eviction moratoria in place, (2) extend the repayment period from six (6) months to twelve (12) months following the end of the moratorium period, and (3) further encourage landlords and tenants to enter repayment plans; and WHEREAS, the County’s amended order was initially also set to expire on May 31, 2020, but on May 12, 2020, the Los Angeles County Board of Supervisors voted to: (1) extend the eviction moratorium until June 30, 2020, with the opportunity for the Board of Supervisors to thereafter extend it on a month-to-month basis; (2) exempt multi-national companies, publicly traded businesses, and businesses with more than 100 employees from the County’s emergency tenant protection policies; and (3) require commercial tenants that have between 10 and 100 employees to not have more than six (6) months following the end of the moratorium period to pay back the owed rent; and WHEREAS, additionally, the federal and state governments have announced several protections with respect to residential foreclosures, which may make the property owner eligible to reduce or delay payments for up to twelve (12) months through a forbearance agreement, and many institutional lenders have further indicated they will not be initiating foreclosures during the ongoing COVID-19 pandemic and attendant state of emergency; and WHEREAS, on May 29, 2020, Governor Newsom issued Executive Order N-66-20, which extended the protections in Executive Order N-28-20 for an additional sixty (60) days; and WHEREAS, these eviction and foreclosure moratoria regulations are necessary in order to protect the public’s health and safety by mitigating community spread of COVID-19 resulting from evictions and housing insecurity during the ongoing pandemic and declared emergencies, and given that the degree of health and economic impact remains unprecedented and unknown, and unemployment numbers are extraordinarily high, with millions of people filing for unemployment, there is a tremendous interest in preventing widespread homelessness and supporting the purpose behind safer-at-home directives issued by federal, state and county health authorities; and WHEREAS, notwithstanding the necessity of these orders to preserve the public health and safety, the web of regulation for eviction moratoria has become increasingly complex since the time that they City issued its Emergency Orders and is leading to confusion amongst the public, which is made only more complicated by the unprecedented nature of the situation and that the applicable rules continuously change and evolve; and WHEREAS, given (1) the number of orders and regulations that have been issued on the State, County, and City level regarding eviction moratoria, (2) that the State’s and County’s various orders have been extended and/or remain current and ongoing (along with the availability of State and County resources), and (3) that it was the City’s original intent to suspend any provisions of its own eviction moratorium to avoid the possibility of creating confusion or inconsistencies with other government agencies’ orders that similarly prohibited evictions or foreclosures for failure to pay rent or mortgage payments by individuals impacted by the COVID-19 crisis, the City did not extend its

moratoria set forth in its Emergency Order Nos. 01-2020 and 02-2020 (COVID-19), as ratified by City Council Resolution No. 024-2020, which accordingly expired on May 31, 2020, so that the State and County’s orders may clearly control; and WHEREAS, however, in order to ensure the affirmative defense and repayment provisions remain in effect for those who relied on the moratoria provisions in the City’s Executive Emergency Order Nos. 01-2020 and 02-2020 (COVID-19) prior to their expiration, the City extends only the defense and repayment requirements, as set forth in those Orders, for persons who adequately and properly satisfied the provisions of Emergency Order Nos. 01-2020 and 02-2020 (COVID-19) prior to their expiration; and WHEREAS, the City Council further finds that to in order to protect the lives, property, and welfare of the citizens of Hawaiian Gardens during the ongoing local emergency resulting from the COVID-19 pandemic, it is necessary to extend through July 25, 2020, and as may be further extended in additional thirty (30) day periods, the price gouging prohibition previously adopted by the City Council through Resolution No. 024-2020; and WHEREAS, by this Resolution, the City Council confirms and ratifies the aforementioned Emergency Order No. 4 issued by the City Manager, in accordance with Hawaiian Gardens Municipal Code section 2.40.060(A)(6)(a) and pursuant to the City Council’s declaration of a local emergency, as set forth in City Council Resolution No. 017-2020, and the City's police powers and powers afforded to the City in time of national, state, county and local emergency during an unprecedented health pandemic, such powers being afforded by the State Constitution, State law and the Chapter 2.40 of the Hawaiian Gardens Municipal Code to protect the peace, health, and safety of the public, by Emergency Order No. 4, and to further protect the public health and safety by extending the previously-adopted prohibition on price gouging; and WHEREAS, the City Council further finds that this Resolution is necessary for the preservation of the public peace, health, and safety of residents living within the City and finds urgency in adopting this Resolution and in the Emergency Order No. 4 having been immediately issued based on the facts described herein, and is necessary to provide for the protection of life and property. F. These regulations apply to outdoor dining on private property only. They do not extend into the public right-of-way. II. APPLICATION PROCEDURES A. An application for a Temporary Outdoor Dining Permit shall be obtained from the Community Development Department of the City. A site plan drawn to scale shall accompany the submitted application form. The plan shall delineate the proposed outdoor area and the layout of furnishing and allowable amenities. Plans must adhere to and be compliant with the American Disability Act. This includes but is not limited to leaving sufficient walkway space for access. B. Issuance of Temporary Outdoor Dining Permits may be subject to conditions of approval, as determined by the Community Development Director, consistent with the purposes and goals of this Outdoor Dining Program. In an effort to help food establishments operate as closely as possible to pre-pandemic levels, (1) no fees shall be assessed for the Temporary Outdoor Dining Permit application or the Temporary Sign Permit application, and (2) review of all Temporary Outdoor Dining Permit applications and Temporary Sign Permit applications shall be expedited. III. OUTDOOR DINING SITES A. The temporary outdoor dining areas shall be permitted on private property located adjacent to or nearby the business. If the business has onsite parking, a portion of the private parking may be used for outdoor dining/seating.

Section 2. The City Council hereby ratifies Emergency Order No. 4, issued by the City Manager, acting as the Director of Emergency Services, on June 10, 2020, which is attached hereto as Exhibit 1.

B. The maximum area of temporary outdoor dining space may not exceed the area needed to compensate for the loss of capacity of the interior area of the business to achieve social distancing and other in-person dining requirements, in accordance with Los Angeles County and State of California guidelines.

Section 3. The City Manager is hereby directed to take all further actions necessary and appropriate to implement the Emergency Order No. 4.

C. All temporary outdoor dining areas must be bounded by removable barriers erected on its exterior perimeters.

Section 4. Pursuant to California Penal Code section 396, the City Council hereby finds that is necessary to extend the price controls prohibitions as specified in Section 4 of City Council Resolution No. 024-2020, for an additional thirty (30) day period, in order to protect the lives, property, and welfare of the citizens of Hawaiian Gardens during the ongoing local emergency resulting from the COVID-19 pandemic. Accordingly, through June 25, 2020, and as may be further extended in additional thirty (30) day periods by Emergency Order of the City Manager or Resolution of the City Council, it shall be unlawful for any person or business of the City of Hawaiian Gardens to sell or offer to sell consumer food items or good and other goods or services for a price of more than 10% greater than the price charged by that person or business for those goods or services immediately prior to the proclamation. Additionally, the Governor’s State of Emergency declaration waived the time limitation as it relates to emergency supplies and medical supplies and those price-gouging protections shall remain in effect through September 4, 2020.

D. The buildings adjacent to these dining areas shall maintain building egress as defined by the California Building Code and Title 24, Disabled Access Standards.

Section 5. This Resolution shall take effect immediately upon adoption. Section 6. The City Clerk shall certify to the passage and adoption of this Resolution and enter into the book of original resolutions. D. These standards and procedures for the Outdoor Dining Program regulate the design and operational criteria for temporary outdoor dining areas. However, they do not provide the information on all the government agency requirements for starting a new restaurant or expanding an existing one. Business owners must secure the appropriate licenses and permits from the ABC Board, County of Los Angeles Heath Department, and the City of Hawaiian Gardens, including its Community Development Department and Business License Office. E. Approved Temporary Outdoor Dining Permits shall be effective for the duration of Executive Order No. 04-2020 (COVID-19); provided, however, it will expire immediately upon Los Angeles County’s approval to reopen at capacity levels established prior to the Executive Order, if such County order is issued prior to the termination of the Executive Order. Upon expiration of the Temporary Outdoor Dining Permit, the temporary outdoor dining area shall be immediately returned to its previous condition.

B. Temporary outdoor dining areas are limited to dine-in customers being served from the restaurant (i.e., they cannot be destinations for take-out food and beverages). Alcohol can only be served to customers in conjunction with a dine-in food order.

E. Upon termination of the Temporary Outdoor Dining Permit, the holder of the Permit (the “Permittee) shall immediately remove the barriers upon the outdoor dining area, return any impacted parking spaces or sidewalks to their original condition, and remove all personal property, furnishings, and equipment from the parking spaces or sidewalk. Any personal property remaining on the premises shall be removed pursuant to the laws of the State of California. F. The allowable hours of operation will be reviewed on a case-by-case basis, but in no case shall the hours of operation exceed the business’s normal operation hours or be open after 11:00 p.m. VI. ENFORCEMENT A. Notice of violation of the Outdoor Dining Program rules and regulations, as set forth herein, shall be made in writing to the Permittee by any Code Enforcement Officer, Public Works Inspector, Building Inspector, or police or fire department official of the City. A copy of the notice shall be filed with the Community Development Director. The Permittee shall immediately cure the violation upon receipt of the notice. If the violation is not cured within ten (10) days after issuance of the notice to the Permittee, the Director may suspend or revoke the Temporary Outdoor Dining Permit. B. In the case of non-compliance with the conditions imposed on the Temporary Outdoor Dining Permit, substantial difficulties resulting from the Temporary Outdoor Dining Permit issuance, or other unforeseen problems with the Temporary Outdoor Dining Permit, the Community Development Director has the right to reevaluate the Permit or its conditions, and the Community Development Director may recommend to the City Manager that the Permit should be revoked, which the City Manager may do in his sole discretion; and if the Temporary Outdoor Dining Permit has created neighborhood, police, or Code Enforcement problems, the Temporary Outdoor Dining Permit may be revoked, at the discretion of the City Manager.

Christina Dekker, who ran when Becksvoort was the coach, had recently been the head coach of both programs but retired at the end of the 2019 campaign. Taking over is Craig Henry, who was an assistant last year and had previously been the head coach at Covina High. Last year, the girls program advanced to the state championships for the first time in school history. GIRLS GOLF Leffler says this program is always interesting because the Olympic League doesn’t field too many golf programs with among the other four schools. Last year, V.C. was in the 605 League for girls golf and Lauren Cho, one of the better area golfers according to Leffler, was a league champion. “Here again, it’s not something where we have a steady flow of girls coming through to do girls golf,” Leffler said. “We have a few girls who are in our system that actually train and play golf on a daily basis and Lauren happens to be one of those. Do I think we’re going to be the first or second place finisher? No. But do I think that Lauren will carry the torch for us and represent us in CIF? Yeah, for sure.” BOYS BASKETBALL Leffler coached for six seasons, beginning with the 2000-2001 team which advanced to the quarterfinals. Since then, the program has seen three other coaches with former head coach Bryan Branderhorst winning a CIF championship in 2008. Although V.C. has won 292 games and missed the playoffs twice since Leffler took over, that 2007-2008 team is the only one to have won a league crown in over 20 seasons. Most of that can be attributed to the strength of the league, especially with Heritage Christian High, Maranatha High and Village Christian High constantly dominating the circuit. “Obviously, a lot of the success came when Bryan was there, and even before that [former head coach] Harold [De Bie] had some success as well with all the 40 years he was there,” Leffler said. “For us, I think we kind of got ourselves in a very difficult spot as far as league goes. When Heritage Christian is in your league playing in Division 2, Village was really, really good this year and they actually play in our same division…competitionwise, it seems everybody gets frustrated in our community because they really don’t understand how the divisions work. For us, third is automatic and puts us in a division with teams we can compete with. I think we can compete with Heritage and Village and the likes of those teams in the Olympic League. But we’re not playing on the same wavelength as those guys.” V.C. is coming off a 20-9 season under the tutelage of head coach Josh Zumkehr, the fourth time since the 2006-2007 season that the program has seen a team win at least 20 games. However, six of those losses came in league play. The program has made one other trip to the semifinals and three other trips to the quarterfinals in addition to that CIF championship team. GIRLS BASKETBALL This program has the exact record of that of the boys program over the past 20 years, 292-274, which ranks tied for the third winningest of all V.C. programs in that time. Three teams under three different head coaches have advanced to the CIF finals, but there hasn’t been a championship since the 1999-2000 squad under another legend in V.C. history, Eleanor Dykstra. The program will see it’s seventh head coach since Dykstra stepped down following the 2005-2006 season. Anthony Roldan, a former V.C. player, will become the program’s fourth head coach in as many years and since Dykstra, no head coach has lasted more than four years.
