ou can now call the Cerritos High School Dance Drill Team the BEST in America after they captured the 2013 United Spirit Association Nationals Competition recently at Segerstrom Center for the Arts in Costa Mesa. The Dons took First Place in the Open Novelty category. The school has had a long history of success with their dance, drill and cheer squads dating back when the school was founded in the mid 1970’s. Also racking up major awards this season is the Cerritos Dance Drill’s All Male Team who placed second with their Medium Military routines. The CHS Dance/Drill Team also placed third recently at the Miss Dance Drill USA Nationals 2013. The Dons com-

MOSKOWITZ FOUNDATION GRANTS $10,000 TO CALIFORNIA AUTISM SPEAKS By Randy Economy randy@cerritosnews.net
I
n an ongoing battle to win the war on Autism, the Irving J. Moskowitz Foundation made a generous $10,000 award to California Autism Speaks in a ceremony last week at the Hawaiian Gardens Bingo Club. Sal Flores, who is with the Moskowitz Foundation, presented Matt Asner, Chairman of California Autism Speaks with a ceremonial giant check. Los Cerritos Community Newspaper Publisher and Owner Brian Hews also attended the event. Asner, a successful film and television producer, is also the son of legendary Hollywood actor Ed Asner, and he opened up to LCCN about how Autism has dramatically affected their lives.
“My son and another family member both have Autism, so for me to be involved as the Chairman of California Autism Speaks is very personal,” Asner said. Asner said it was “an honor to have the Moskowitz Foundation makes such a generous donation.” Asner also pointed out that Autism Speaks is the largest non-profit organization in the world. Its main objective is to fund autism science, advocacy, and to fund research into the causes, prevention, treatments and a cure for autism. “Autism now touches every segment of our society, it does not discriminate from gender or race,” Asner said. “We will be increasing awareness of autism spectrum disorders, and advocating for the needs of individuals with au-

Brandywine Homes to Acquire Alondra Site for New Housing Tract in La Mirada By Brian Hews publisher@cerritosnews.net
A
fter nearly four years of working through the State’s lengthy environmental remediation process begun in 2009, the City of La Mirada has received final apap proval of the cleanup work at the Alondra Center North housing site. The State Department of Toxic Substances Control approved the City’s proposed Remedial Action Plan for the property in December, 2011. Once this plan was approved, the City was able to move forward with the clean-up plan by going out to bid for a contractor to perform the work. After the contract was awarded, all required testing and remediation work
was completed. A final report was submitted to DTSC in February, 2013. No further cleanup work will now be required by the State. The City, acting as the Successor Agency to the La Mirada Redevelopment Agency, will now proceed with the sale of the property to Brandywine Homes. Escrow is expected to close within the next month. Brandywine was founded in 1994 with a business plan to help revitalize established neighborhoods and convert underutilized and often run-down space into needed housing. Brandywine has grown into one of the pre-eminent infill builders in Southern California. “ We understand

Rep. Linda Sanchez Calls Upcoming Sequestration ‘Nightmare’ By Randy Economy

ongresswoman Linda Sanchez lashed out over the upcoming deep mandatory cuts in government spending known as Sequestration as the “perfect nightmare scenario that is about to become reality.” Sanchez, who represents a wide swatch of Southeast Los Angeles County spoke before a small gathering of business owners and city officials on Wednesday after afternoon in Norwalk during an event billed by organizers as a “State of the Nation.” Sanchez didn’t mince words in her comments and frustrations about the “gridlock” in Washington DC, and the Republican controlled House of Representatives. “We have a Do-Nothing Congress. They don’t do anything to help the average America. They don’t do anything to help small businesses and cities and for public education. Sequestration will literally destroy many of us financially,” Sanchez said. In a one-on-one interview with Los Cerritos Community Newspaper before her remarks, Sanchez said that this current

I wish that many of my colleagues were as committed to providing certainty as they are dysfunction. Congress has been lurching from one manufactured crisis to another. Sequestration is just the latest, and, in my view, the most dangerous,” Sanchez lamented. “Right now, many economists are predicting that our economy will go into another recession, if we don’t fix the deep, reckless cuts of sequestration that went into effect earlier this year. I voted against the Budget Control Act, which gave us sequestration. I voted against it because it would gut investments into California and make California less competitive. Sequestration will also hurt our small businesses,” she continued. “This is the time we should be making your lives easier as small business owners—not more difficult. Right now, many of our local businesses are having a hard time getting loans to expand their business. Sequestration will slash SBA loans. Many of you may be in a good position to expand but can’t get loans to finance the effort. You need the ability to pay for major expenses up front so you can grow your business. You need to be able to get financing,” she said. months ago. Yokoyama was suspended by the Califor California State Bar from practicing law after he was cited for several violations on January 7, 2012 by Judge Richard A. Platel of the California State Bar Court. Yokoyama told State Bar officials that he “was in compliance with the MCLE requirements,� when in fact he had not complied with any MCLE courses within the compliance period.� Contrary to what Barrows and Chen said at a public Council meeting, Yokoyama took the test, paid a fine and was reinstated by the State Bar. “This (the suspension) is the reason we are not reaffirming the appointment of Mr. Frank Yokoyama,� said Councilwoman Carol Chen. But, a closer inspection of Cerritos commissioners shows a clear double-standard ex existing on the Cerritos Council between Bar Barrows, Chen, and Ray. Cyndi Yen Chen, a Pulido appointee was fined $79,000 in 2004 by the Federal Maritime Commission for transporting toxic chemicals. It was alleged that Zen Continental unlawfully collected forwarder compensation on shipments booked on behalf of its related NVOCC, Sunway, and failed to seek prior Commission approval of changes in the licensees’ organization and qualifying individuals. Ms. Chen compromised with the Commission, and paid the fine. With this type of resolution, Chen avoided going to court and facing possible prosecution. Sound familiar? Just like Frank Yokoyama, Ms. Chen is a commissioner and ran for council. Just like Frank Yokoyama, Ms. Chen was found culpable (on a much larger scale), and fixed the situation through a compromise. Just like Frank Yokoyama, Ms. Chen was removed from her position as commissioner. No she was not, double standard. One now must seriously question the motive behind the removal of Frank Yokoyama. Call it for what it is.

A Message from the ABC Superintendent
Lessons Learned from Sandy Hook and Columbine By Dr. Mary Sieu
E
arlier this month during our spring break, I had the privilege of spending time with two women superintendents who were thrust into the Dr. Mary Sieu national spotlight as a result of tragedies Superintendent - ABCUSD that occurred in their school districts. One was Dr. Janet Robinson, Superintendent of Newtown, Connecticut and the other was Jane Hammond, retired Superintendent of Columbine in Colorado. Both shared their extraordinary experiences of how they lead and managed their school districts through their crisis. Since the Newtown tragedy last December, we in ABCUSD were forced to look at ourselves and find where we were deficient and improve. Since then, we have beefed up our security by reviewing lockdown procedures, implemented regular drills, audited every campus and worked with law enforcement to help us refine our security measures. We required all schools to update their safe school plans and gather input with their Safe School Committee. During the Safety Walk Visitations at every school, we worked with the school to identify areas that need to be repaired or features that need to be installed in order to strengthen security. We recognize from the experiences at Sandy Hook and Columbine that there are other important components that play a great role in school safety. In addition to the physical features of a school, the four other areas that are important in ensuring school safety are: 1) Instructional programs that educate our students about conflict resolution and nonviolence; 2) Effective safety and discipline policies implemented in the schools; 3) Addressing mental health issues in the schools; 4) Working with the community to ensure school security. These are four areas that we have built capacity in over the years but recognize that there is still more work to be done. What the District will not do is arm teachers or staff as some districts in the country are considering. We feel that the emergency response should be left to trained professionals. We are very fortunate to have outstanding local law enforcement agencies partnering with us to ensure the safety of our schools throughout the

would like to know why it is considered discrimination when a Latino isn’t elected to an office that no Latino ran for. You say the community is not represented on the school board, we just had an election, where there was no Latino on the ballot, and you can’t call it unfair to your candidate when you don’t have a candidate. I do live in Cerritos and my race is not an issue, as no where in either article, last week or this week ever mention my race, only Latino and Asian, ... On my street, there are 24 houses, 8 white, 6 Latino, 6 Asian, 4 Black, Kind of a mix and the way most of Cerritos is... So what is racist about that...? Please think about the facts before you jump on the race issue. and please stop saying the election isn’t fair when you don’t even try.... I no longer care much about the schools, as my sons (who went to ABC schools) are in their 40’s but I really don’t think it’s fair to say the things you are saying about one of the best school districts in the country. Riley Misses The Point Of ABCUSD Voting Rights Lawsuit Dear Editor:

n my opinion, Gavin Riley missed the point of the ABCUSD lawsuit. The California Voting Rights Act (CVRA) of 2001 only dealt with At Large elections and if that system resulted in polarized voting thereby preventing protected minorities from being elected. Instead, Mr. Riley argues against the law (CVRA) itself which was signed into law by Governor Davis. He has a right to his opinion that under a “trustee� procedure the district will become the federal government in miniature� (however that is

I have heard that ABCUSD Board members do not want to be in violation of the law. Feds Award $443,000 Grant For Bus Operator Training The Compton and Wilshire Metro WorkSource Centers received $443,000 in new grants from the Federal Transit Administration to provide job training to low-income individuals seeking employment as Metro bus operators. I
n an ongoing effort to crackdown on those who drive while “under the influence,” the Los Angeles County Sheriff’s Department will be holding three key Driver’s License Checkpoints in Lakewood, Bellflower and Norwalk during the first two weeks of May. In an announcement to members of the media on Monday, motorists in the two communities will be experiencing the “checkpoints” during the three following times: On Friday, May 3rd from 6 p.m. to 2 a.m. in the city of Lakewood. On Thursday, May 9th from 6 p.m. to 2 a.m. in the city of Norwalk, and on Thursday, May 16 from 6 p.m. to 2 a.m. in the city of Bellflower. The specific street locations where the checkpoints are going to be conducted have not been made public, just that residents and motorists in the three Southeast Los Angeles County municipalities are being targeted. Member of the LA County Sheriff’s Department want to remind residents “if you see dangerous driving, Report Drunk Drivers, by calling 9-1-1!” “All too often, members of our community are senselessly injured or killed on local roadways by impaired drivers. Alcohol impaired deaths make up the largest number of vehicle fatalities, with 31 percent of all vehicle fatalities caused by a drunk driver,” Detective Daniel Dail, Traffic Services Detail for the Risk Management Bureau told Los Cerritos Community Newspaper in a statement. “A DUI/DL checkpoint is an effective
and proven method in lowering alcohol related traffic deaths. DUI/DL checkpoints are an effort to reduce those tragedies, as well to ensure that drivers possess a valid driver’s license,” Dail said. The locations of the checkpoints will be based on DUI related activity in that area. Traffic volume and weather permitting, all vehicles may be checked and drivers who are under the influence of alcohol and/or drugs will be arrested. “Our objective is to send a clear message to those who are considering driving a motor vehicle after consuming alcohol and/or drugs – Drunk Driving, Over the Limit, Under Arrest,” Dail said. “In an effort to reduce the number of persons killed and injured in alcohol involved crashes, DUI checkpoints are conducted to identify offenders and get them off the street, as well as educate the public on the dangers of impaired driving,” he stressed. “Saving lives, reducing injuries, traffic collisions and property damage is important work,” said Sheriff Lee Baca. “Every life is a life worth saving and we will do our utmost to help keep the public safe,” Baca said.

DUI/CDL checkpoints are an effort to reduce those tragedies, as well as ensuring drivers carry a valid driver’s license. A major component of these checkpoints is to increase awareness of the dangers or impaired driving and to encourage sober designated drivers,” Baca said. Statistics from the California Department of Motor Vehicles claims that DUI/ CDL checkpoints are “proven effective method for achieving this goal.” “By publicizing these enforcement and education efforts, the Los Angeles County Sheriff’s Department and others experts believe motorists can be deterred from drinking and driving,” Dail said. Statewide, overall traffic deaths have declined 23 percent from 3,995 in 2007 to 3,081 in 2009 and total traffic fatalities are at their lowest level in six decades. DUI deaths have declined from 1,132 in 2007 to 950 in 2009, which is a decrease of over 16 percent. In case you are wondering how much it will cost a first time “offender” of a DUI, experts tell Los Cerritos Commu-
nity Newspaper that it “could cost someone anywhere between $6,000 to $10,000 when all the potential fines, fees, classes, lawyers, work days missed, and increased insurance for years to come have been factored in.” One local Cerritos resident, who did not want to be identified, told LCCN that they spent more than $12.000 for a recent “DUI arrest.” “I had no idea how much time and money it took me to just go through the legal process during my DUI arrest and citation,” the person told LCCN. “It was the most expensive mistake of my life, and I never want to go through the experience ever again,” they continued. Dail also said that “everyone can avoid getting arrested for a DUI, all they have to do is plan ahead.” He suggested that drivers who consume alcohol to arrange rides home for friends, family, co-workers and yourself before the drinking begins. Dail also urged local businesses who serve alcohol to “identify and provide free non-alcoholic drinks or other promotional items to the Designated Driver and for party hosts and servers to limit drinks to your guests or patrons. Don’t serve more than one or two over several hours,” Dail warned. It is also suggested that people “cut back on the amount of drinks you plan to bring to the party – and provide plenty of food.” Funding for these ongoing DUI Check points is provided by a grant from the California Office of Traffic Safety http://www. ots.ca.gov through the National Highway Traffic Safety Administration http://www. nhtsa.gov.

Brandywine, which has been working to complete its planning process, will obtain necessary building permits following the close of escrow. In 2009, the City issued a Request for Proposal looking for a qualified developer to purchase the land and develop quality single family homes. After carefully reviewing the proposals based upon factors such as design quality, aesthetics, density, and financial feasibility, Brandywine Homes was selected. The development will feature 41 Craftsman-style homes with three or four bedrooms, two and one-half to three and one-half bathrooms, two-car attached garages and private fenced rear yards. The homes will be two-story, ranging in size from approximately 1,300 to 2,000 square feet. Homes will be priced at approximately $500,000. Six of the smaller homes will be made available for purchase at prices starting in the high $200,000s by moderate-income buyers. rin Clinton saved the best for last in her final regular season home game as a softball player. The Cerritos senior shortstop had a season-best three hits, drove in two and smacked her first home run of the season as the host Lady Dons crushed Norwalk 11-1 this past Wednesday on senior day. Clinton’s home run came with one out in the second to make it a 2-0 game. The first run was a home run to center from sophomore pitcher Melanie Okazaki to lead off the bottom of the first. Okazaki pitched a two-hitter and faced one over the minimum. Norwalk’s lone run was a home run from sophomore pitcher Destiny Vasquez. Okazaki also went three for three and drove in four runs and every Cerritos starter had at least one hit. The only other Cerritos senior is right fielder Miki Okazaki, who went one for three and scored shortly after Clinton’s home run. La Mirada is 9-1 in league action. The Mayfair and La Mirada baseball teams will also vie for the league championship next week as Mayfair’s 8-6 win over Bellflower this past Wednesday pushed the Monsoons to 9-0 while La Mirada is 9-1.

The Gahr softball team saw its playoff dreams dashed for a fourth straight season following a 4-1 loss to Downey this past Tuesday. After the Vikings scored an unearned run in the top of the first, freshman sensation Alyssa Cuffia belted a home run down the left field line in the fourth inning. It was the center fielder’s third home run of the season and she is tied for second on the team in hitting with a .446 average. The home run was one of three hits the Gladiators got. Gahr dropped to 9-14 overall and 2-5 in the league. The team visited Dominguez on May 2 and will travel to Lynwood on Tuesday before hosting Warren on Thursday. Gahr’s baseball team will play for a league title next week in a home and home series with Warren. Following an 8-0 win over Lynwood this past Tuesday, the Gladiators improved to 17-5 overall and 10-2 in the circuit. They held a one-game lead over Paramount and Warren. Tuesday’s game will be at Gahr with Thursday’s encounter at Warren.

Power Outage Hits Los Cerritos Center, Auto Square By Randy Economy A power outage on Monday night resulted in nearly 400 Southern California Edison customers on the west side of Cerritos in the dark, including businesses at world famous Cerritos Auto Square and heavily used Los Cerritos Center. The outage took place at around 6:50 p.m. near 183rd Street and Studebaker Road due to equipment problems, a Southern California Edison spokesperson confirmed. The power was restore at around 10 p.m., it was reported. “It was weird,” said a local resident who only wanted to be identified as Ivan. “Macy’s, Forever 21 and all of the interior shops had power, but all of the perimeter shops were dark and shut down. Talk about bizarre,” he said. Another local shopper, Megan Chu of Cerritos said that everyone was “orderly, and no one got hurt, and that was a real positive.”

Cerritos College Dental Hygiene Scores Big in Table Clinic Competition Team Cerritos’ presence was felt at the California Dental Hygienists’ Association meeting in Anaheim Friday April 12. Every year the dental hygiene students compete in an annual statewide table clinic competition. A total of 83 students from nine schools competed this year. The table clinic competition is a table top presentation addressing a topic in dental hygiene. The students are judged on the quality of the board, the quality of the presentation and topic. ne thing was for sure when the John Glenn boys volleyball team hosted Bellflower last Thursday. Someone was going to win its first ever Suburban League championship. In its 11-year history of fielding a boys volleyball program, Glenn has never finished higher than third place in the league but will have to settle for no worse than second as Bellflower swept the host Eagles 25-15, 25-16, 25-17, giving the Buccaneers a season sweep over Eagles. The match took on a different look just 48 hours earlier as Glenn was upset by fourth place Artesia, meaning the best Glenn could do is share the league crown with Bellflower. The four-set loss to the Pioneers definitely affected the team against the Bucs. “Mentally I think it did,” said John Glenn head coach Davion Jackson. “I think it weighed heavy on their hearts that they lost on Tuesday. We just didn’t come prepared to play.” Glenn (17-6 overall, 8-3 in league) held a slim 4-3 lead in the first set on a net serve, but a serving error opened the door for Elai Mama, who reeled off 11 straight points to give Bellflower a commanding 15-5 lead. During that run, 6’3” opposite hitter Alfredo Larranaga was a force at the net, pounding down five kills and combining on a block with Vince Madrigal. Three other points were aces from Mama. Larranaga ended the match with 17 kills. “I don’t think it was about containing him,” Jackson said. “It was more or less we couldn’t pass the ball. We couldn’t get out of serve receive, so we gave them free balls left and right in that run. We just couldn’t pass the ball.” The Eagles got to within five points (17-12) after consecutive aces from sophomore defensive specialist Diego Garcia but a flurry of errors allowed the Bucs to pull away. In the second set, the Eagles rallied from a 7-3 deficit to tie it up at 11-11. But
ust like clockwork, the John Glenn and Norwalk baseball teams lived up to the city rivalry that you would expect to see. With both clubs facing near playoff extinction, it’s only fitting that they would combine for 20 runs, 20 hits and 11 errors just two days after Norwalk won a low scoring pitching duel. A loss by Norwalk would have just about been the end of its season with two weeks remaining but the Lancers scored three runs in the bottom of the sixth and rallied for an 11-9 home victory over the Eagles last Friday to complete the season series sweep. The win allowed the Lancers to pull even with the Eagles at 2-6 in the Suburban League, one full game behind Artesia for the fourth and final automatic playoff spot entering this week. This past Tuesday, Glenn beat Artesia and Norwalk held on to beat Cerritos to force a threeway for fourth place. Now, Artesia, Glenn and Norwalk are all 3-6 in the circuit. “We had about four different internal battles that we had to get through within the seven inning game and they overcame them all,” said Norwalk first-year head coach Ruben Guerrero. “My hats off to [them] for coming out and just never giving up. They just fought through the whole game today.” After leading throughout most of the game, the Lancers were trailing 9-8 going into the bottom of the sixth. But junior third baseman Fernando De Luna was hit by a pitch and moved to second on a sacrifice from sophomore right fielder Pete Hernandez. That was followed by a single from sophomore center fielder Jacob Carr and a double from junior shortstop Trino Romero, who later scored on an error. De Luna pitched the top of the seventh and yielded just one base runner to pick up his first save of the season. When the dust had settled, the teams had played in
the highest scoring game in this rivalry since Mar. 24, 2005, a 14-6 Norwalk win. But since 2007, the winner of the GlennNorwalk game has won by four runs or less 13 times with the Lancers coming out ahead eight times. “We didn’t deserve to win,” said Glenn head coach Jack Brooks. “We made six errors, we dropped routine infield pop-ups and you can’t win games [like that].” Norwalk scored twice in the bottom of the first before the Eagles got on the board in the second when senior third baseman Rene Gaytan’s single up the middle brought home senior first baseman Cesar Arzate. Two innings later, the Eagles tied the game on a groundout from senior catcher Arturo Loera, plating sophomore shortstop Luis Rosas. But Norwalk (9-11 overall, 3-6 in league) responded with four runs in its half of the frame after sending 10 batters to the plate. The rally began with consecutive singles from Hernandez, Carr, Romero (a bunt to load the bases) and senior pitcher Miguel Castaneda. Glenn (11-12, 3-6) got to within 6-5 in the fifth on three hits and a pair of Norwalk errors. But the hosts added two runs in the bottom half of the inning to make it an 8-5 affair. The score might have been more for Norwalk had the team not stranded 11 runners including the bases loaded in the second and fourth. “We told them that when you have opportunities like that, with very few outs and bases loaded, we need to manufacture runs,” Guerrero said. “We have to cash in on those. We cannot leave that many base runners on.” “I’m really proud of our kids that they battled back,” Brooks said. “I’m really proud of their effort. I’m proud of the way they competed. But to be honest, we had some help from Norwalk.” Glenn sophomore pitcher Victor Sanchez went two for four, scored twice and was in a zone early in the game. Through the first three innings, Sanchez got ahead in the count 10 times and was ahead 0-2 three other times. But senior Deven Gal-

Global Thoughts Become Local Concerns For PHL-U.S. Community By Rico Dizon The Mutual Defense Treaty between the United States and the Philippines signed in 1951 obligates each party to defend the other in the event of war or hostility with another country. With the current threat of North Korea to launch ballistic missiles against the U.S. hanging like the proverbial Damocles sword, the Philippines, by virtue of the MDT, would readily come to the aid of its close ally, in addition to South Korea and Japan, when the need arises. But as “PINAS” columnist Perry Diaz said, “How can the Philippines whose armed forces mostly consist of a poorlyequipped army, an Air Force with vintage helicopters, and a Navy with coast guard cutters, help the U.S.?” A laughing matter? Not quite. The
Philippines has the strategically-located former U.S. Subic Naval Base in Olongapo City and U.S. Clark Air Base in Angeles City, both situated in the country’s Central Luzon Region, still almost in tact. “The U.S. needs forward operating bases, logistical and supply centers whose proximity to the war zone would help the former move her forces a lot faster,” as Diaz con-
vincingly answered his own query. This topic comes in the heels of the closing of the joint PhilippineUnited States “Balikatan” exercise on April 17 this year. U.S. Embassy Deputy Chief of Missions in the Philippines Brian Goldbeck said, “We know that you will come to our aid as well,” as he thanked Philippine Foreign Secretary Albert Del Rosario following the latter’s assurance of support, “We remain with you not just with the annual military exercise but whenever our partnership is needed.” The possible reuse of the former U.S. Subic Naval Base and Clark Air Base in the Philippines faces a very challenging issue: the 1987 Philippine Constitution that prohibits the use of foreign bases in Philippine soil. Likewise, on Sept.16, 1991, the
Philippine Senate voted 12-11 to reject a new treaty that would have allowed Subic Naval Base for another 10 years. China’s encroachment on certain territories in the disputed West Philippine Sea two years after the end of U.S. presence in the country in 1991 has created a second issue: a growing furor among many Filipinos urging Congress to call for a national referendum abolishing the provision in the constitution that prohibits the use of foreign bases in Philippine soil. More than ever, the Philippine needs his strong ally to help defend her shores against the militarily-strong provocative neighbor. Thus “PINAS” columnist Diaz aptly put it, “Our leaders must realize that they can’t have both ways. It’s either they allow American bases to return, or abrogate the Mutual Defense Treaty. They can’t have their cake and eat it too.”

A request will also be filed with the District Attorney's Office Public Integrity Office to review Greuel's possible misuse of the Controller's Office for political gain. The ethics allegations come in the midst of a close mayoral runoff between Greuel and City Councilman Eric Garcetti. The latest ABC Eyewitness News poll shows Greuel has a three point lead over Garcetti. Their previous poll showed Garcetti with a nine point lead.

There were just too many piled up and a team like [Bellflower] is going to capitalize on them.”
