Members of the Democratic controlled legislature in Sacramento, who have close ties to organized labor, have introduced a package of eight bills that would dramatically influence how cities operate. Responding to this push, along with other cities, the Cerritos City Council at its June 9 meeting went on record opposing the bills. Councilmember Mark Pulido excused himself during the discussion and vote because of a conflict of interest. He is a member of State Senator Alan Lowenthal’s staff. Councilmember Joseph Cho voted in favor of four of the measures, abstained on one and voted no on three. The bills include AB 46 that would [See CERRITOS page 11]

Supervisor Don Knabe with youngsters, volunteers and parents who participated in the annual fishing derby held at Cerritos Regional Park June 4. Approximately 1,000 youth, ages 15 and under, participated in the Annual Knabe Youth Fishing Derby and Pancake Breakfast held June 4 at Cerritos County Regional Park. Participants were provided complimentary breakfast, photos with their fish, fishing bait and rods. Winners in several categories, including largest fish, were awarded trophies. Eight year old Kristal Hoang weighed in with a 14-pound catfish. Curious kids and parents followed Kristal and her dad to the weighing station where the volunteers had trouble weighing the fish that proved to be the largest catch of the day. Knabe, sponsor of the annual Fishing Derby kicked off the three-hour Derby at 8 a.m., with trophies given to the three youngsters who caught the largest fish in each of their age categories, and one for whoever caught the largest fish overall. Within a first few minutes as the starting siren sounded, dozens of fish could be seen getting reeled in all over the lake. "Did I get on the board?" asked the youngsters after they had waited anxiously to get their fish weighed by the judges. As the morning wore on, the leader board was constantly changing, prompting a throng of fascinated youngsters checking to see if their name had been knocked off or to see the scores they had to beat. Along with the Rod and Gun Club were many employees and volunteers from the California Department of Fish and Game who brought fishing poles for kids to use if they didn't have their own. However, before they could get their poles, they had to visit three booths where they learned the basics of fishing. DFG employee Aaron Prochazka said, “I teach them biology. I just go over the fish life cycle, the anatomy, their fins, and how they breath. There's an ethics booth, which informs them about much what to do, what not to do, be courteous, all that good stuff. Then there's casting, where they practice with the reels and rods we rent out. But instead of a sinker, they have corks. I got hit in the head once. I learned the hard way.” Knabe expressed his appreciation for the Fish and Game volunteers who donate their services to help the kids, many of whom include foster kids and children from the inner city. "These guys are really patient with them it's amazing," he said. "For many it's the first time they ever had a pole in their hands.” The judging station where the fish were weighed was always bustling with children hoping to make it onto the leader board. Though some kids were a bit squeamish around the fish, others held up their catch proudly with beaming smiles. “I caught four,” said 8-year-old Jared Mora, “The biggest was 1 lb. 4 oz., but we're going to get some more.” Eight-year-old Krystal said she was not afraid to hold her two-pound catfish. "My dad helped me catch it," Krystal proudly announced with a smile. At 11 a.m., the competition ended and Supervisor Knabe presented the awards. Each of the winners received a trophy, with the largest going to Krystal for her impressive 14 pound catch.

Do you think the Cerritos Council should be more involved in negotiations?
69 yes (60.5%), 46 no (39.5%) All emails on file I am sure that the Council is involved in the negotiations via closed sessions. Their direction to staff needs to improve. Elected people should be concerned for all involved, or we elected the wrong ones.... They did what they intended to do all along! Lie. I think they should make sure that someone who is "reasonable" and sees both sides is sitting in on the Management Negotiation team. I think if they had done this in the beginning, things would not have gone so far. At least the 5 members can make an educated choice based on a clear perspective of the process instead of management's perspective. The city declared an impasse and halted negotiations, so yes, they should be more involved, come back to the table and negotiate. Right now they are not involved at all. They should stop taking things personally, it's not about them, the issues are about the quality of the city for the citizens. And decency to employees. In other Cities, like Artesia, when City Council Members actually sat at the table, it made things worse. They should have voted no on the motion to impose and told both parties to go back to the table and work it out. Jim Edwards should have been the swing vote and he should have made it clear that he wasn't favoring the union over the City, or the City over the union. He should have demanded that both parties stay at the table until a settlement was reached. Carol Chen should have backed him. I think if some one from city council just sat and observed the negotiations (not even participate) the City Representatives would bargain in GOOD faith. Yes but only if they have an open mind and are willing to the look at both sides objectively
I think management should be at the table and more involved as opposed to having their lawyer at the table while they sit away from then negotiations as bystanders. The childish name calling and personal attacks by Union members directed toward Council and City Management is an embarrassment. I don't believe the Council should be any more involved than they have been over the years, however, with the scene made at the Council meeting by my fellow union members, I don't see any way that Council won't be any less involved. Two Council members are in the pockets of the Union. Appropriate as it is, the primary task for negotiating is with the City Manager, with the Council providing oversight and approval. ABSOLUTELY. It was ludicrous to turn over negotiations to an attorney that "see's everything is black and white" and usually isn't open to compromise or alternative thinking. There are many items in the unions proposal that should have already been in place, such as safety glasses and safety foot wear. The Council should be involved only if they are not the beneficiary of the union perks. CCC receive same benefit package, as they are voting on for the union. Conflict of Interest and dishonesty.
They need to be more involved to hear the truth and not be swayed by selected members of Management. It depends on whether the Council is seeking solutions and looking at the long-term health of the community and the special things it has to offer.

The council members need to see and hear exactly what is being said and offered. Based on the last council meeting, it was quite apparent that Mark Pulido was totally ignorant of exactly what has been offered, rejected, or modified. Pulido obviously didn't respect his new posittion enough to take the time to read the 198 page long document. I did, and I still have my copy. I know more about the negotiations than he does. With the union buying two seats on the council in the last election, having the elected politicians dealing with their campaign contributors directly is a bad idea under any circumstance. The Council should have placed this item to the beginning of the agenda so that the residents could have had a greater opportunity to express themselves. This is a labor issue - City management has and should handle these issues. I would like for the people of cerritos to vote on this and many more issue for the city of Cerritos. The City Council should let the City Staff handle the negotiations completely. Yes, I do believe the council should be more involved in the negotiating process, but they should remember that they are elected officials and take an unbiased position. They also should remember that the people (residents) of Cerritos elected them to their respective position so they should be concerned with the issues & concerns of the residents. Since they are the "front line" people who I see day to day, and it is them who have to answer my questions, YES they should be involved. I don't think they have a clue what the city is doing to the residents by not appreciating the front line employee's who help day in and day out. Thursday night they were simply saying what they were told to say. Based on your reports it seem they are too involved. Allow the professional negotiators to do the job they are being paid a lot of money to do. Keep your feelings and thoughts to yourselves and the process will play out. It is up to the city management's negotiating team to hammer out an agreement and then present it to the City Council. I don't feel they should partake in face-to-face negotiations.

grade students participating in 53 oneman or two-man boats,” said Latham. Only recyclable bottle and materials can be used in the construction of the boats. More than 200 family and friends cheered the Walker students as they competed for top spots in the one-man and two-man categories.
Linda Sánchez pays tribute to Wayne Grisham Congresswoman introduces bill to rename La Mirada Post Office
Congresswoman Linda Sánchez introduced legislation (H.R. 2158) yesterday to honor the accomplishments of longtime civic leader and public servant, the Honorable Wayne Grisham by designating the U.S. Post Office Wayne Grisham located at 14901 Adelfa Drive, La Mirada, CA, as the “Wayne Grisham Post Office.” “Wayne left an indelible mark on the way we debate policies in our community,” said Congresswoman Sánchez. “Wayne believed politics should be civil, and his opponents would be the first one to tell you that Wayne was a true gentleman. As a member of La Mirada City Council, the California State Assembly, and Congress, Wayne’s dedication to the local com-
munity was truly remarkable. Naming a post office in his honor will remind us all of the dedication of a true public servant.” Wayne Grisham grew up in Long Beach and valiantly served as a fighter pilot during World War II, receiving the Purple Heart award for his courageous service. After the war, Grisham graduated from Whittier College. Grisham then taught elementary school in Long Beach before he changed careers and opened a realty business in La Mirada, which he maintained for much of his life. Grisham began his career in public service in 1970 when he was elected to the La Mirada City Council. Grisham continued his public service with his election to Congress in 1978 and the California State Assembly in 1984. He also served as Director in Kenya for the Peace Corps. Wayne Grisham died in January 2011 at the age of 88. Congresswoman Sánchez has received enthusiastic support for the legislation from the California congressional delegation and will work towards getting the bill approved by the entire Congress.

I have heard from other residents and employees that if Mr. Belknap does not like you and wants you out, he will do all he can to make you quit.” Pappas continued, “Before Belknap was Director, I have heard for example an employee, a Ms. Kay May, who was told by him to scrub the staff’s restroom with a toothbrush-size brush. Ms. May left after eight years of employment for less money and no benefits rather than work for him and his abuse of power.” Pappas was told that at the May 17 Council meeting there was a PowerPoint presentation that said a long-time

employee (Brewer) was retiring, and the City would be saving $27, 500 the first year when it hires two part-time staff members to replace her. When parents approached Administrative Services Manager Laurie Murray with their objections, they were told to attend Brewer’s retirement party. “I have Ms. Brewer’s letter of resignation dated May 16 that states the reasons why she was leaving,” said Pappas. “Two days after Ms. Brewer submitted the letter, she finds a letter from Ms. Murray saying her retirement is irrevocable.” Pappas said that she was walking in Central Park and saw Brewer crying after reading the letter from the City. “I was sad to think that an employee and woman who dedicated her life for the benefit of the children in this City was being treated in such a way because she doesn’t meet the mold of what they think she should look like.” Brewer had written in her letter of resignation that due to the unfair and hurtful comments that were made during her evaluation, “work has become a very stressful place.” During her evaluation, her supervisor remarked, “You look like you roll out of bed and come to work without combing your hair.” Brewer felt it was “an extremely hurtful and unprofessional thing to say.” Brewer said that she had never been approached regarding her appearance before and “this remark tells me that I am no longer a wanted or valued employee.” Pappas said that the parents want Brewer to stay as long as she wants, and “if our request is not met, and Ms. Brewer is not asked to stay…we will encourage her to go forward with legal action as several of her rights as an employee

and a protected class have been violated with full knowledge from city staff.” Belknap Criticized Pappas concluded that “some people should never be in a power position; it goes to their head. Maybe that’s why the powers that be waited 25 years to promote Mr. Belknap. I wonder how he would feel if we all wanted him out; maybe that is something the City should look into as he has opened up this City to untold liabilities.” Daughter and former Tiny Tots student Sonia Pappas said, “Ms. Brewer is loved and cherished in our community. She deserves dignity and respect.” Parent Christina Diaz has had three children in the Tiny Tot Program. “My children have built up self-esteem and important social skills that Ms. Brewer provided them. We want her to stay.” Parent after parent addressed the Council with similar comments. Perhaps, parent Melissa Hernandez summed it up best. “It breaks my heart what has taken place here.” Other parents called Brewer an icon in the community who had dedicated her life to the program while others wondered if the Council would want to be badly treated or remembered this way. Mayor Ralph Rodriguez commented that the City has always been supportive of the program and understands how beneficial it is for the families. “Even in tight budget restraints we know how important the program is to the fiber of our community.” Murray had sent a letter to concerned parents describing Brewer as “our long time and cherished Tiny Tot Teacher, and encouraged them to attend a Retirement BBQ Potluck on Jun. 10 after the graduation ceremony. She concluded, “We hope you can

join us in commemorating her well deserved retirement!” Murray also informed parents that Belknap began his career with La Palma in 1986 and “as a long time employee is very much invested in the community. Many of the Recreation programs that are offered today are a result of his dedication and efforts.” Pappas wrote to Murray that Belknap must really be an outstanding employee “since it only took him 25 years to become a department head. As for the vested interest, you are all employees and you receive a paycheck, and I am sure a nice benefits and retirement package. It would be advantageous for all to remember that you work for the residents of this City.” Investigation Needed La Palma resident Gerard Goedhart said, “If an employee resigned under duress, then the Council should look into it and investigate. This situation has not been handled properly.” City manager Dominic Lazzaretto said that he could tell that the parents were “passionate for the programs their children had participated in.” He said that Brewer “had done a fantastic job, and there were no previous complaints,” and he hoped to bring back to La Palma these programs “with modifications.” Lazzaretto said there was nothing illegal that took place in the martial arts class, but there was still a concern about the level of care that was being provided. As for Brewer, “she had said in public at the Volunteer Recognition Dinner May 5 that she would be retiring soon. Despite the many rumors that are out there, we have not asked Nancy Brewer to retire and she was not on probation.” He also said that staff members have spoken to Brewer, but he was not able to share the nature of the conversations with her. Brewer confirmed that staff had spoken with her, but not about continuing her service to the City. Apparently, staff was more concerned that she was upsetting the parents with her comments. After much thought and encouragement from parents, Brewer decided on Jun. 9 to request a change of retirement date to Apr. 2012. On the same day Lazzaretto denied her request. Brewer has asked for a formal denial in writing. “It touched my heart to hear the kind words of parents who attended the Council meeting to ask for me to continue teaching their children,” said Brewer. “It’s been a wonderful experience. All of the parents and kids have been great, and I will miss them.” When Brewer leaves the Tiny Tot program at the end of June, she plans to travel and babysit her grandson.

Displaying one of the many art pieces at the Dragon Boat Festival event were Robert Li (past CCASCA President), Maria Tu (Artist of Brush Painting & organizer of Art Exhibit), Dr. San-Pao Li (Artist & Professor retired from CSULB), Alice Chen (Artist of Photography), and participant. 200 guests honored 19 special mothers and fathers ages 71 to 98. The Art Exhibit showcased more than 50 pieces of artwork including Calligraphy, Brush Painting, Photography and paper-folding handicrafts. Some of the masters’ artworks were donated to
the Association as raffle prizes. Children or children-in-law nominated parents because of their great contribution to the family and the excellent example they have set. Honored parents included: • 97-year-old Mr. Cheng Yao Liang who was the military mailman during the Japan-Sino war in the 1940’s. His bravery in delivering mail to soldiers encouraged and kept up the morale of the soldiers. His wife Liang, Chih-Hui Y. (82) was also honored. • 95-year-old Mr. Chi-Chih Chiang attended ABC Adult School at the age of 80 and received perfect attendance recognition for several years. • 93-year-old Mr. Chia Liou was the founding president of CCASCA. • 87-year-old James Huang and Kathy Huang (85) moved to Cerritos in 1986. Mr. Huang recovered from a stroke in 2008 and remained active in the community. Mrs. Huang is displayed several Chinese brush paintings at the exhibit.

Continued from page 1 require cities with populations of less than 150 people to be dissolved into their respective counties 90 days after passage of the bill, which is specifically aimed at the City of Vernon. In her report to the council Assistant City Manager Kathleen Jung Matsumoto said at a time when jobs are hard to come by, passage of the bill would put thousands of jobs at risk by endangering the pro-job structures that currently exists in the City of Vernon. She said the city currently is directly and indirectly responsible for 105,000 jobs in the Los Angeles region and 50,000 inside the city boundaries. Matsumoto said the bill establishes a dangerous precedent by expanding the legislature’s authority to pick and choose which cities can legally exist and contradicts basic principals of local control. She said staff recommends a no vote. Voting against the bill were Mayor Carol Chen, Mayor Pro Tem Jim Edwards, and Councilmember Barrows. Councilmember Joseph Cho voted in favor. Mayor Chen questioned why the City of Vernon, that was formerly chartered approved and has been in existence all these years should suddenly no longer exist because of a population issue. She said there were businesses located in the city and dissolving Vernon could affect them. “I fear this is setting a precedent. Who is to say they might decide to dissolve Cerritos some day because of a loss of population based on the Census. Barrows said there was more involved than the dissolution of Vernon and local control according to articles in the L.A. Times and other sources. He said if the city is dissolved the money from Vernon would be used elsewhere, indicating its revenue could go to the state. At the same time many of the businesses in the city are saying they would move if the city is dissolved. He reiterated his comment that there was more involved than just 150 people living in the city. Turning to AB 438 Matsumoto said this bill would set a new precedent preventing cities from contracting for library services, which is an option that has allowed many cities to provide cost-effective services savings. She said if a city fails to meet the mandates in AB 438 it will not be able to contract services, which ties the hands of local government by denying control cities rightfully have over localized and administrative decisions. AB 646 would amend provisions governing collective bargaining of employees and delegate jurisdiction to the Public Employee Relations Board to resolve disputes. It also gives full discretion to public employee unions to request fact-finding once an impasse is reached and would impose the cost on agencies. She said this would be a process at the sole discretion of the union and not the agency. This has been criticized as being financially impractical for cities. Councilmember Cho said he supported AB 646 but said both sides could have done more and avoided the impasse between the union and city, noting nothing was done during the five months prior to the council declaring an impasse existed between it and the union. SB 469 requires a city or county, prior to voting on the development/ construction of a superstore, to prepare
a 17-point economic analysis. The assistant city manager described this as being prejudicial because it does not require other types of stores to make similar analysis. The bill attempts to mandate extensive scrutiny of specific types of retailers and fundamentally undermines local land use authority. She said if the state dictates which retailers are allowed in a community, cities would lose their power to improve their communities. Cho said he agrees there should be an economic impact analysis of superstores, especially concerning their effect on local businesses such as “mom and pop” stores. However Mayor Pro Tem Jim Edwards said to his knowledge there has never been a problem between the city’s superstores and local retailers. Mayor Chen said Cerritos has set a great example with its superstores. noting they and the city’s local family businesses co-exist very well with each other. She described business as a form of competition and said. “I do believe they [members of the legislature] are over-reaching” The council voted against AB 400 in a 3-1 vote. The bill provides any employee, whether part-time, temporary, or seasonal who work seven or more days in a calendar year as being entitled to be paid sick days at a rate of one-hour for every 30 hours worked. It would also require every employer to program their human resources systems to track employees they no longer employ. The bill does not apply to employees covered by a collective bargaining agreement that provides sick days. Councilmember Cho said he supports the bill because he believes all employees, whether part-time, temporary or seasonal who work seven or more days in a calendar year should be entitled to paid sick days. In summarizing the eight bills, Mayor Chen said many bills approved by the legislature have a strong impact on the local communities such as Cerritos. Unfortunately the members of the legislature, many who come from local government, appear to forget how their actions will affect local communities. She said once they are in Sacramento they sometime forget what local government has to deal with which is reflected by the various bills. Other bills included AB1087, which is currently in the Senate Committee on Governance and Finance. It codifies statewide what already can be termed negotiated at the local level between contract parties. The bill would alter the balance between local agencies favoring one agencies to the detriment of another. AB 506 amends existing law authorizing a taxing agency or instrumentality of the state to file a petition and prosecute to completion bankruptcy proceedings permitted under the laws of the United States.

In the 13 year history of the Cerritos Girls Softball Association Tournament, no Cerritos 12-Under All-Star team has brought home a first place trophy. In fact, Cerritos has played for five tournament titles on its own turf that is the Cerritos Sports Complex, winning just two. So, there was cause to be happy when the 12s, affectionately known as the Velocity, had a 6-3 lead against Chino Hills with six more outs to go to win the tournament. But a five-run bottom of the sixth spelled doom for Cerritos, which lost 8-6 this past Sunday afternoon. Chino Hills sent 10 batters to the plate, collecting four hits off of Ashley Iseri. “Our theory is that every error is a run,” said manager Chris Borza. “It hurt us. They played solid defense the whole game and we had great pitching. It’s just a tough loss. Ashley stuck it out. She was sore from the third inning on and kept pitching. She did great.” The Velocity seemed to have tons of momentum after scoring three runs in the top of the third inning. Evelynn Hernandez and Iseri led off with base hits and both stole third and second respectively. Alyssa Flores brought in Hernandez when she was safe on a fielder’s choice. That set the stage for Kylee Perryman who made it a 5-2 affair with a single to right field. She said the Artesia Park work impacted the area surrounding the playground area and requires additional work in order to make the area safe and usable for the children, The council approved an allocation of $31,995 to complete the work in time for the summer program for the kids. Targeted date for the playground opening is late June. Councilmember Sally Flowers asked if Redevelopment Agency money could be used to help pay for some of the work. The city attorney replied yes. Flowers said this would leave more money in the general fund for other uses. The council approved a $14,000 contract to Urban Futures Inc. for the preparation of the Five Year Implementation Plan for the Artesia Redevelopment Project Area. Artesia is a fully developed city with a population of approximately 17,000. It has a land area of approximately 1.6 sq. miles. The plan will focus on the City’s revitalization efforts, eliminating blight and adverse conditions within the city. The council also discussed ways to mitigate illegal dumping in public places such as roads (alleys), streets and parkways. Councilmember Tony Lima said “we need to find a way to clean up the city.” City Administrator Dadian said one way to reach the public is to publicizes the problem in the city’s newsletter. It was also suggested that perhaps a program similar to the Neighborhood Watch” could be established where the public would report any dumping they see happening. In his report to the council Administrative Services Manager Pradeepkumar Elayath noted as complaints are received about discarded materials such as furniture, mattresses, appliances, storage boxes etc. code enforcement officers could investigate the origin of the items and collect evidence of the source, resulting in the guilty party removing or cleaning up the site. Repeated offenders would be issued a citation with a penalty fee of $250, $500, and $1,000 for repeats. The council approved a Karaoke entertainment permit for Nena’s Canrina, a bar/restaurant located at 11746/48 E. 166th St. Applying for the permit was Maria Sofia Guardado. The projected 2012 budget of Hawaiian Gardens is $20.7 million dollars. In comparison, Carson, a city that has a population of 90,000 residents and is at least 20 times larger in size and an investment portfolio of over $156 million, their city council’s salary and benefit package are approximately $44,000 per member. City Councilman Barry Bruce said he was “shocked” after he received his first paycheck following his election to the City Council nearly 18 months ago. “Gee, I first thought that this had to be a mistake,” he said. “How could city council members get this amount of money for only attending two meetings per month?” Bruce said. “Then after being on city council, I realized that this is a commitment that takes hundreds of hours each month,” he said. “If I were to add up the total hours we put in as City Council Members, you would be shocked to see how little we actually get.” At its June 14 meeting the Hawaiian Gardens City Council took the first step in conducting an informal look at their pay packages and perks. Assemblyman Mendoza’s Statement on Citizens Redistricting Commission In response to the Citizens Redistricting Commission maps released on June 10, Assemblyman Tony Mendoza has issued the following statement: “I have had time to review the draft maps produced by the California Citizens Redistricting Commission and feel this first draft does not give all segments of our society just representation. The districts as they are currently drawn disenfranchise people of color and may lead to a Voting Rights Act violation. California’s Latino population grew nearly three times as much as the state as a whole in the last decade, this growth should be adequately reflected in our district boundaries. As a member of the Assembly Committee on Elections and Redistricting, I understand how complicated this process can be. We must all work together to ensure the Redistricting Commission increases and does not reduce the representation our communities have now. I hope that the Commission will take our comments into consideration when formulating future drafts.” The assemblymember, a former teacher and current Chair of the California Latino Legislative Caucus, has served California’s 56th District since 2006.
