CALTRANS: CALIFORNIA’S SLUMLORD

‘Pile Driving’ to Begin on Rosecrans, Bloomfield

By Rico Dizon

By Randy Economy

This fall’s election for three Artesia city council seats appears to have all the ingredients needed for a classic city hall “insiders” versus “outsiders.” Three new city council contenders and three longtime current city council members will be appearing on the November 5th ballot in Artesia. Current Mayor Sally Zuniga Flowers, and Councilmembers Victor Manalo and John Lyon will face stiff challenges from Manu Patel, Ali Taj, and Melissa Ramoso. Patel is a familiar figure in Artesia community and business affairs for the past decade as he is the past president of the Cerritos-Artesia Rotary Club and an active member of the Artesia Chamber of Commerce. Patel is also a Director of the ABC Unified School District Education Foundation. A practicing medical insurance broker, Patel told Hews Media Group-Community Newspaper it is “my sincere wish and priority goal is to make Artesia

Residents and motorists along the Santa Ana Freeway (Interstate 5) South Corridor Improvement Project in Norwalk, La Mirada, Santa Fe Springs and Cerritos will be experiencing lots of “thumbing” and “pounding” this coming weekend due to ongoing intense freeway construction. Maria Raptis, a spokesperson for the California Department of Transportation (Caltrans) told Hews Media Group-Community News in a statement that “an accelerated pile driving schedule” will be taking place on Saturday, August 24 and Sunday, August 25 from 5 a.m. to 9 p.m. Raptis said the project will be “driving approximately 60 concrete beams into the ground to construct the foundation for a new, wider Rosecrans Avenue undercrossing.” The work is part of the I-5 South Corridor Improvement Projects from the Los Angeles/ Orange County line to I-605 to add one HOV lane and one general purpose lane in each direc-

he California Department of Transportation (Caltrans) is known for its’ meticulous maintenance of the state’s highways, bridges and roads managing more than 50,000 miles of California’s highway and freeway lanes, but that is not the case in the tiny neighborhood of El Sereno, where residents contend that Caltrans, who owns many of the houses in their area, is treating them like a slumlord. Last week Hews Media Group-Community News, State Assemblyman Jimmy Gomez, and State Senator Ed Hernandez got a firsthand look at the “slum like conditions”

that an estimated 4,000 to 5,000 residents have been forced to live in at the end of the Long Beach 710 Freeway for more than a generation now. A tightly bonded group of residents who call themselves the “No 710 Freeway Coalition,” took the group on a walking tour of their hillside neighborhood to see firsthand how they have been neglected and forced to live in “substandard living conditions” by their “landlord,” Caltrans. The group visited around a half dozen homes in the pathway of the freeway showing a wide range of problems that residents claim

were “directly caused by Caltrans workers.” Some of the homes had several gaping holes in their walls, cracked or totally broken windows, uprooted sidewalks, cracked foundations, garage doors that could not be opened, and broken water pipes. One house even had a hole in their living room where you could see dirt from the ground below. Resident Carlene Ward held her newborn child of less than eight weeks in a blanket and told the group, “I am a breast cancer survivor and I have lived here for 17 years,

Web submittals Re: Gahr Football and Jon Nielsen Interesting how things transpire, I do not know nor care to know all the details of what has brought Jon to resign. But Gahr does not really know what they have let get away. Jon was good for the program as he understood the business side of it and worked to help these kids who may not have the exposure of big time schools obtain scholarships. Jon knows how the game works on how to get these kids into a position where they can sell themselves to even have an opportunity to get a scholarship. I grew up with Jon play-

ing with him from high school through college. He is a good guy and I wish him the best wherever he may land next. I am one of Jon’s hardest critics, because I have always made it a fact to keep it real with him, that is the kind of relationship we have. I am sure this change will allow him to reflect on what he has accomplished and be grateful for the opportunity he had. But also knowing Jon, he will use this as motivation to be able to give even more back. As that is what it is all about, we both had our time and now it is about passing it on; the knowledge, the skills and the opportunities. Sal Mejico Re: Gandhi Statue in Cerritos Gandhi was racist, yes, but even more bizarrely, considering the City of Cerritos decided to honor him with a statue, he was a sexual predator who abused his own grandnieces for years. This is from Organization for Minorities of India’s website, with excerpts from Wall Street Journal and The Independent articles. Re: Lynwood Mayor Shame on your Mr. Alatorre, you should resign and enroll in an ethics class first and then pursue completion of your G.E.D. I am pleased to see the new pedigree of candidates in communities of Southeast Los Angeles County, from Lynwood to Whittier. Young men and ladies with vision, ethical standards and degrees from our Nation’s best colleges and universities. You however represent the same shady ignorant profile as previously elected, recalled and or incarcerated local elected officials that have been a cancer to our region. The working families of Lynwood deserve better. For too long, our local municipalities have been under siege

by inept career politicians who are foreign to the meaning of public service and place their own agendas before the needs of their constituency. Lynwood was a test ground for former D.A. Steve Cooley’s integrity unit and it seems that they should perhaps return to Lynwood with probes for Alatorre and his buddy and previous FBI target Jose Solache ( Juan Noguez’s BFF) who is looking to now slide over from the school board into City Hall. The people of Lynwood are fortunate to have local reporter/superhero Randy Economy and his Publisher Brian Hews expose how sausage is made in Lynwood and the connected dots of political greed and evil. End corruption and cut the fat. Re: City Council Recall in Commerce I agree that progress is slow coming to Commerce. It has been years that City Council Members have been making excuses for the vacant lots and abandoned buildings along Telegraph. Where’s the plan guys? I’m sure that developers would love to join the success of the casino and Citadel so why doesn’t the Council get together and move forward? It is obvious that these guys are not the most intelligent bunch we’ve ever seen. I almost can understand the lack of progress when you take into consideration who is on the Council. First off, let’s elect people who have real jobs. That’s just me. Re: Commerce employee cashing in So where is this Stinnett guy hiding? Wasn’t this the same guy who was responding to the early stories in this paper about the corruption at Central Basin claiming to he holier than thou? As I recall, Stinnett was that tough talker who was sticking up for Central Basin’s resident crooks James Roybal, Leticia Vasquez and Bob Apodaca while promoting his BS anti-Chacon agenda that nobody bought? This guy raised big union $$$$$ for Roybal and Vasquez and claimed to be a union head honcho shot caller. Great credentials buddy, makes me want to rally behind him. So let’s look at what’s going on here. Stinnett works for the City of Commerce so he can’t run where he works, so I guess that makes Central Basin ripe for the taking. His council buddies promote him to a cushy job where he can promote them (and himself) so that he builds a base for Central Basin where he can then hire Tina, Lilla, and Ivan to public outreach and government liaison posts that all pay $100,000 plus. Sounds like more Gil Cedillo Jr.’s right? The residents of Commerce deserve better and Stinnett needs to be terminated. Too bad Jorge Rifa is the City Manager, he will do whatever they ask. I think that place needs a good house-

cleaning. Re: Central Basin Water It’s no coincidence that the Central Basin Water District is located in the City of Commerce. Like many of the elected members of the water district, the city’s councilmembers are just as corrupt. Their campaigns were financed by Steve Craig who owns the Citadel. He greases the council and in return they give him carte blanche. It won’t be long before the District Attorney, Attorney General and the Fed’s come sniffing as they look into the bank accounts of councilmembers, especially Ivan’s. He’s practically family with the Craig’s, even vacationing with them. In their quest to pay back Stinnett, the Commerce Council opened the door wide open and now it can’t be closed. City Manager Jorge Rifa knows that once he agrees to give Stinnett the PIO position permanently, the clock starts ticking. Steve Craig may own the City Council, but he’ll have nowhere to hide once he crosses the Stinnett bridge. When the press exposes Stinnett as the city’s photographer (is that actually a real job?) who somehow climbed the ranks to a management position, all hell will break lose in this one horse town. Furthermore, the last thing the embattled Central Basin needs is another political hack who knows zero about water coming in to seek his share. Re: Tanaka Runs for LA Sheriff Tanaka is a little man with Napoleanitis. He always builds a small circle and is not a team player. He is the reason we have the jail problems. Lt. Thompson who has been fired, was his executioner at the jails. Be careful of this guy he is a person the Sheriff trusted and now a critic. The people he has promoted are followers. This was the guy who went to all the stations telling us to work in the grey area. Small man with a big ego. Damned if you do and damned if you don’t. Keeping Baca would be a continued mistake and replacing him with Tanaka would be simply changing the faces without changing the underlying problems. Both are responsible for the problems facing the Sheriff’s office and neither is worthy of a vote. Baca has led in times of major distress. As a leader, there is no comparison; Tanaka and his groupies would be self serving and will take us down. Baca trusted Tanaka and Tanaka turned on him. NO ON TANAKA

Student Continues on ‘Adventure’ in Ghana Editor’s Note: Local Cerritos teenager Nathaniel Chou is documenting his summer journey to the African country of Ghana for Hews Media Group By Nathaniel Chou I seldom grant others advice because of my adamant belief in experiential learning, but I find it necessary to reveal this scandal we have discovered here in Ghana. In Ghana, people commonly practice an internet form of scamming called “Sakawa” where they find people overseas and then plead them for money often using schooling, holidays, or some other large event to gain pity from their donors. We recently caught a host family member practicing Sakawa and here's how. After receiving multiple complaints regarding failure to provide school receipts, Simon, STAESA's Chief Volunteer Coordinator, asked me to investigate into what he suspected to be a scam by interrogating these people and finding out more information regarding finances from the rest of the family. However, I figured a less obvious and more effective way of conducting this investigation. Since the government here obviously ignores Sakawa, I assumed that they would ignore certain unethical practices, including spying. Thus, I spied on courage the easiest way I knew how: through the computer. A few days ago, I had requested that he escort Vignesh and me to the Togo-Ghana border. On the way home, he complained that he spent too much money at the cybercafé here, and I asked him if he would like to borrow my computer to check his Facebook. So after another short excursion to the border (because our friend Viktor begged us to go again), I let him borrow my laptop. Little did he know that I had a key logger installed on my laptop that not only logs his every keystroke, but also takes screenshots and second-bysecond footage of his actions on my computer? After he finished, I returned back to my room and dug through the key logger where I found his Facebook login and password. Looking through both his old and relatively recent messages, I discovered that he has tried to rip people since before 2011. I looked and read through all his messages where he had literally copy and pasted the same text multiple times to former STAESA volunteers. I thought that perhaps he did not receive too much money yet seeing as his way of asking for money online seemed sketchy, but my fears were confirmed when I read a conversation he had with a British woman. He pleaded her to give him two hundred euros for school fees which she had gladly given unhesitatingly. I laughed at the irony when I read that this woman was glad that he didn't scam her and wished him luck with school. However, after a little more snooping, I read a conversation which really irritated me in his message box. The conversation was between himself and a friend where they spoke in a sketchy broken English dialect about some sketchy, but undecipherable good which they never explicitly stated. This wasn't what irritated me. What irritated me was when he wrote to his friend with pride: “I just hit money, 201 euro” The fact that he not only betrayed one of his “friends”, but also take pride in his actions really did it for me. In fact, when I showed Simon this information, Simon seriously considered just leaving the facility, and I emphatically encouraged him to do so. How and why would someone with no money in a remote African village afford internet, but not schooling?

SCHOOL DISTRICT NEWS

More than 90% of NLMUSD Seniors Graduate Norwalk-La Mirada graduation rates continue to climb. The graduation rate at Norwalk-La Mirada Unified School District high schools has seen a steady increase over the last four years, topping off at 92 percent for the 2012-13 academic year. This year, NLMUSD had 1,523 seniors graduate from its five high schools – John Glenn, La Mirada, Norwalk, El Camino and Southeast Academy. This compares with the 2009-10 academic year when NLMUSD graduated 87.2 percent of its seniors; 90 percent in 2010-11; and 92.2 percent in 2011-12. Superintendent Dr. Ruth Perez attributes the ongoing success of the District to new intervention programs, positive policy changes and better tracking of the District’s students. “We’re at 92 and we intend to see continued progress,” Perez said. Our students are working hard to receive their diplomas, and our teacher and staff are utilizing proven instructional programs

ABC Schools Selected on Honor Roll by California Business for Education Excellence Superintendent of ABC Unified School District, Dr. Mary Sieu is pleased to announce that the California Business for Education Excellence (CBEE) has named a record number of schools in ABC to the 2012 Honor Roll. The 2012 Honor Roll includes public elementary, middle and high schools recognized for demonstrating consistently high levels of student achievement, improvement in achievement over time and reduction in achievement gaps. For high schools, Honor Roll recognition includes measures of college readiness. The Honor Roll Program for 2012-13 is made possible with support from numerous businesses and organizations including State Farm, Macy’s, Edison International, Wells Fargo, Southern California Auto Club, Enterprise, Chevron, the California Business Roundtable and several private foundations. The 7 STAR Schools, that include higher number of low income students yet attained higher academic achievement in ABC include: Artesia HS, Bragg ES, Ross MS, Kennedy ES, Burbank ES, Palms ES and Gahr HS. The 9 Scholar Schools include: Carmenita MS, Stowers ES, Cerritos ES, Cerritos HS, Leal ES, Whitney HS, Wittmann ES, Gonsalves ES, Nixon ES. A total of 16, schools in ABC were recognized on the Honor Roll by the California Business for Education Excellence. This is the largest number of schools recognized in ABC in a single year. Each school will receive an Honor Roll banner from CBEE to display in their school. According to Jim Lanich, CBEE President, “The Honor Roll Schools are overcoming challenges and obstacles every day for all students and are especially succeeding with kids who have been historically underserved. Our goal is to highlight their results and provide a voice to these outstanding educators so that their success can be emulated in other places.”

and interventions to provide whatever academic support each individual student needs to achieve that goal.” In the last five years, the District has implemented several programs to steer students toward success. Such programs include one-on-one and in-classroom intervention programs for students who struggle throughout middle school, a District leadership group that looks at achievement gaps and finds ways to close them, and peer-mentoring groups. One of the most effective programs has been the Secondary Action Team, said Assistant Superintendent of Educational Support Services Lila Bronson. The team consists of District stakeholders, including teachers, parents and administrators, who meet regularly to identify problems, evaluate programs and find ideas to improve student retention and graduation. Students also have the option to graduate in the summer if they had not attained enough credits before the spring graduation ceremony. Nearly 100 stu-

dents participate in the summer graduation each year adding to the success rate, Bronson said. “The programs have been very meaningful in terms of making students successful,” Bronson said. NLMUSD Board President Ed Hengler said the graduation rate is direct reflection on the hard work by everyone in the district, from students to administrators. “Ninety-two percent is a very impressive number and I wouldn’t be surprised if we just keep raising it,” Hengler said. “I’m very proud of what we’ve done at Norwalk-La Mirada, and especially of our students.”

KCAL 9 Features HMG-CN Coverage on Gilbert Cedillo, Jr. Publisher’s Note: We would like to thank our friends at CBS2/KCAL9 News here in Southern California for highlighting our recent Investigative Series on the Central Basin Municipal Water District and Gilbert Cedillo, Jr. this past Monday night. Reporter Dave Bryan filed the repor belowt. To see the entire segment, visit our web site at www.loscerritosnews. net! LA City Councilman’s Son Stays Silent On Role In Calderon Investigation MONTEBELLO (CBSLA.com) — The son of a Los Angeles City Councilman and former employee at a Southern California water district reportedly under federal investigation remained silent on his role in the federal probe Monday. KCAL9’s political reporter Dave Bryan found Gilbert Cedillo Jr., the son of Councilman Gil Cedillo, at a meeting of the Montebello School District’s Personnel Commission, which he chairs. Asked to comment on the investigation, Cedillo Jr. ducked out the back door of the school district headquarters with the help of a commission staff member who blocked the way. Cedillo Jr. was employed as a business development manager two years ago by the Central Basin Municipal Water District, which is widely reported to be under scrutiny, along with State Sen. Ron Calderon (D-Montebello) and his brother, Tom Calderon, by the Federal Bureau of Investigation. Before Cedillo Jr. was hired by the water district, he was the chief of staff for then-Assemblyman Ron Calderon and senior field representative for former state assemblyman Tom Calderon.

The federal investigation has included an FBI raid on Senator Calderon’s office at the State Capitol in June, and federal subpoenas for documents from the Central Basin Municipal Water District. Cedillo Jr.’s name was on the list of subpoenaed documents provided by the FBI. “Gilbert Cedillo Jr. has played a major role in this particular situation with the FBI investigation, said Randy Economy of the Los Cerritos Community News, which has broken several stories about the investigation. Among them was news that the FBI is looking into Cedillo Jr.’s role in a possible corruption scheme, in which companies looking to Sen. Ron Calderon for help securing state contracts may have funneled political contributions and gifts to him through a middle man. “We do know that FBI investigators have been at the Central Basin Water District for probably I know at least one week, if not two weeks where they’ve set up camp there at the office to go ahead and pull documents and interview employees, said Economy. “It’s a wide-ranging probe. Cedillo Jr. was hired as a business development manager two years ago for the Southern California water district despite evidence that he lacked the required degree for the position. Along with Cedillo Jr.’s nearly $113,000 salary, the district also agreed to pay Azusa Pacific University more than $22,000, so Cedillo Jr. could get the appropriate degree. His position was created when he was hired and abolished when he left at the end of July.

Taj said he believes he “will help a lot in his intention to be a fiscal watchdog, cut wasteful spending and bring new money to the City primarily by supporting the existing businesses as well as encouraging new ones.” Taj said his vast experience in finance enabled him to assume key positions with multi-national firms like American Express and Waddell & Reed. On community service, he said he has been on the Advisory Council of the LA Sheriff’s Department and a volunteer for American Red Cross. He is also a member of the Artesia Chamber of Commerce. Taj holds a Master’s Degree in Public Administration and B.A. in Economics and Statics and has acquired his license from the Financial Industry Regulatory Authority (FINRA). The third challenger Melissa Ramoso has already gathered an impressive list of early supporters including former Artesia Mayor Tony Mendoza, and current Cerritos Mayor Pro Tem Mark Pulido. In a press release, Ramoso said, “As we emerge from this Great Recession, our diverse community needs new energy, ideas and vigor. That’s why I’m running for city council.” Her top priorities she said are “improving the quality of life for all our neighborhoods; strengthening our local economy; and making City Hall more responsive to the people.” Currently, Ramoso is Deputy District Director to Senator Ted Lieu, advising on healthcare, military, education and older adult issues. She is also Vice President of the Friends of Artesia Foundation. She is a Richard Gahr High School graduate and a recipient of the Distinguished Gladiator Award. Flowers and Lyon are both in their fourth term and Victor Manalo is on his second term. Manalo, who is a Professor at California State University in Long Beach, told supporters via email this week that, “there is nothing more important than an active citizenry, and voters that participate in their own governance.” HMG-CN will have more updates on the campaign during the next several weeks.

LA MIRADA

Continued from page 1 La Mirada’s property values grew by $256,405,157 to $5,319,525,500 in 201314. The assessment roll reflects the value of all taxable properties. The first time La Mirada’s assessed value passed the $5 billion mark was in Fiscal Year 2008/09 when it reached $5,053,220,948. During the depth of the Great Recession the total slipped to $4,848,619,805 in FY 2010/2011. In the three years since that period it has climbed by nearly $500 million. A decade ago, La Mirada’s assessed valuation stood at $3,728,070,983. In the past 10 years La Mirada has recorded an impressive net gain in assessed valuation of nearly 43 percent. La Mirada’s 5.06 percent gain in FY 2013-14 was higher than the 4.66 percent growth in assessed value experienced by properties throughout Los Angeles County as a whole. La Mirada’s growth in assessed value ranked it in the top third of cities in Los Angeles County. Strong growth in the assessed value of properties in La Mirada is considered

a positive economic indicator as it shows homeowners and businesses continue to invest with confidence in the community. Another positive indicator for the local economy is sales tax revenues received by La Mirada growing by 5.5 percent in Fiscal Year 2012-2013. Total sales tax receipts were up by $530,468 to $10,202,793 compared to the prior year’s amount of $9,672,325. Sales tax revenues had dipped to as low as $7,996,513 in Fiscal Year 2009-10 during the depth of the Great Recession. Higher sales tax revenues point to a continued strengthening in the local economy. As the economy improves and business activity grows in La Mirada, these sales tax revenues enable the City to deliver the types of services needed by local residents and businesses. Revenues received in first quarter of 2013, which includes sales from January through March, were relatively flat from the prior year. Business changes cut receipts from contractor supplies and the business and industry group. Sales increased in the office supplies/furniture, home furnishings and automotive group. Activity in La Mirada’s commercial centers is also encouraging to local officials. Walmart recently announced that it will bring a new Neighborhood Market to the Crossroads Center at Imperial Highway and La Mirada Boulevard by November. Walmart plans to hire 65 employees for the new store. A new Walgreens opened in the Crossroads Center in July. Remodeling of the Roseview Center on the southeast corner of Rosecrans Avenue and Valley View Avenue is moving towards completion. A similar remodeling project is anticipated to begin in the near future on the northeast corner of the same intersection in a center anchored by Rexall Drugs. Improvements to these two corners are expected to significantly enhance this entryway to the community. New homes are now taking shape at The Orchards residential development on Alondra Boulevard. Brandywine is developing 41 new homes as part of a project initiated by the City to place an obsolete commercial center. “Each of these indicators point to the local economy getting stronger in La Mirada,” says City Manager Tom Robinson. “The City will continue working to ensure that La Mirada remains a desirable place in which to live and do business.”

while wearing cowboy hat and with a “No 710” button on his lapel. Jones said his wife passed away recently and that he had to spend her final days “fighting with Caltrans.” “Jerry Brown lied to us when he said he cared about our community here, shame on him and his administration for continuing to put us through this living hell,” Jones said. The tour also stopped in front of a fenced off group of three to five small bungalow style units that residents claim have been empty for at least twenty years. The off yellow units are covered with gang graffiti and are used as “shooting galleries” for drug users. The windows are nailed shut with plywood, the doors are sealed off, and the roofs are falling apart. “This area is not safe for the children who have to live here,” said Janice Dotson, another longtime opponent and vocal critic on how Caltrans has conducted business with this project. “It is time to start facing facts. The 710 Freeway is never, ever going to be expanded and someone needs to fix this once and for all,” Dotson said. Retaliation Mike Rivera, who has lived in one of the homes in the path of the freeway said he was concerned about “retaliation” from Caltrans officials for “speaking the truth about just how bad and corrupt” this situation has become. “We don’t want to be retaliated against by Caltrans, we want to be

2013 FOOTBALL PREVIEW Norwalk primed to win Suburban League title, John Glenn hoping to compete By Loren Kopff Sports editor’s note: This is the second installment of several area football previews that will continue throughout the rest of the month.

JOHN GLENN EAGLES

2-8 overall last season, 1-5 in the Suburban League, sixth place, 17-33 overall last five seasons Head coach: Ray Niemann (fourth season, 8-22) Lost 20 seniors out of 50 from 2012 opening day roster Last time made the playoffs: 2002 2013 schedule Aug. 30 @ Magnolia (3-7 overall last season) Sept. 6 @ Pioneer (1-7-1) Sept. 13 @ Santa Ana Valley (7-4) Sept. 20 @ Gardena (7-4) Sept. 27 BYE Oct. 4 La Mirada (10-2) Oct. 11 @ Mayfair (4-6) Oct. 18 Cerritos (0-10) Oct. 25 @ Norwalk (9-3) Nov. 1 (HC) Artesia (4-6) Nov. 8 @ Bellflower (6-5) It was another long season for the Eagles, who extended their playoff drought to 10 seasons, second longest in the Suburban League behind Cerritos (11 seasons). Head coach Ray Niemann saw his team go in the opposite direction from 2011 when Glenn won four games. The Eagles had talent with their skill personnel, but when it was all said and done, they crashed both offensively and defensively. OFFENSE After scoring 263 points in 2011, Glenn mustered 143 last season and failed to reach 15 points four times in the nine games it played on the field. In fact, the team scored 73 points in the first three games of the season, winning once and nearly defeating Pioneer but ended up losing by a touchdown. “We had problems on the line,” Niemann said. “We had issues with commitment levels and we were never stocked with depth. When those situations happenand we lost a couple of key linemen-it really took a toll on what we wanted to do in

the backfield.” Glenn will have a new quarterback as senior Angel Rochin, who was a running back last season, will compete with junior Eric Galindo, younger brother of Deven Galindo, who was the team’s signal caller in 2012. While both are new at the position, the key will be up front where the Eagles will field an offensive line of four seniors, but all of them got little to no time there last season. “[Eric] has more form and technique,” Niemann said. “He makes great decisions. But the dimension that Angel brings in is that running dimension. He has that speed and makes good decisions in terms of what he needs to do with the ball right then and there.”

back last season, so did the defense, which allowed 405 points, including the final six games of more than 40 points. The low point of the season came in the fourth game when the Eagles were pummeled by Laguna Beach 74-19. Niemann believes this season’s defense will be better with a line consisting of senior Ryan Murillo, juniors Carlos Jurado and Moises Rodriguez and Uribe. The secondary will be anchored by junior cornerback Louie Chavez, Enriquez, who will be a strong safety and Rochin, who will play free safety. The top linebackers will be Galindo, Jasso and Morones. “I think the front seven is going to be a little bit more dynamic,” Niemann said. “Our linebacker corps is going to be great.

Senior Salvador Trejo will hold down the left tackle position and to his right will be sophomore left guard George Perez, senior center William Ruano, senior right guard Alex Jasso and senior right tackle Luis Figueroa. With Rochin moving to quarterback, the top candidates for running back will be juniors Jamal Burns and Dominick Enriquez and sophomore Elijiah Zendejas. Niemann said the key will be to keep the sophomore group of running backs together and if that can happen, then he says the future looks bright. On the receiving end will be seniors Felipe Jimenez, Jesse Miras, Steven Morones and tight end Anthony Uribe. “I think we made improvements in terms of what we have skill-wise and how we’re going to allow them to move around a little bit more,” Niemann said. “Our scheme has kind of been revamped a little bit to allow the offensive guys to get in the way.” DEFENSE Just as the offense took a few steps

We have a new coach taking care of that. Robert Lopez is doing a great job with those guys. With Uribe anchoring defensive end, I think he’s going to keep those guys in line.” SCHEDULE Last season, the Eagles wore their blue uniforms six times and did not play a road game until Oct. 12. This season, it’s nearly the opposite as Glenn will play four straight road games and will not set foot on Excelsior Stadium until its league opener on Oct. 4 against La Mirada. On paper, the first two games seem winnable. Glenn has an 8-8 mark against Cerritos since 1998 including last season’s forfeit victory. But the team is also 1-47 against Bellflower, La Mirada and Mayfair during that time and has lost 10 straight games to its city rivals to the west. Homecoming will be against Artesia, an opponent Glenn has defeated twice in the past three seasons. The last time Glenn hosted Artesia on homecoming night (2009), the lights

9-3 overall last season, 4-2 in the Suburban League, tied for second place, 3823 overall last five seasons Head coach: Jesse Ceniceros (sixth season, 38-23) Lost 14 seniors out of 40 from 2012 opening day roster Last time missed the playoffs: 2006 2013 schedule Aug. 30 Cabrillo (3-8 overall last season) Sept. 6 @ Diamond Bar (4-6) Sept. 13 Warren (0-10) Sept. 20 @ Whittier (3-7) Sept. 26 @ Cerritos (0-10) Oct. 4 BYE Oct. 11 (HC) Artesia (4-6) Oct. 18 @ Bellflower (6-5) Oct. 25 John Glenn (2-8) Nov. 1 @ La Mirada (10-2) Nov. 8 Mayfair (4-6) For the third time under the watch of head coach Jesse Ceniceros, the Lancers came close to a Suburban League championship but had to settle for at least a share of second place. Norwalk went from three wins in 2011 to nine victories last season but fell to eventual Southeast Division champs Downey by three points, 45-42, in the second round. All three losses came by a combined 10 points, making this season’s squad the hungriest it has been in quite some time to go deeper in the playoffs. “Every year that we come out, we’re shooting for a league championship,” Ceniceros said. “That’s something that we’ve instilled in the kids. Their yearly goal should be going to the finals or that’s it. There’s no other choice. Some coaches will look at [9-3] as a successful season because the year before we only won three games. But again, when our yearly goals are to be in that championship game, it’s really not that successful. But there were a lot of positives that came out of [last season].” OFFENSE The offense did what it has been doing a lot of since Ceniceros took over in 2008-score and score some more. The team piled up 490 points and put its op-

ponents away before halftime, scoring 282 points in the first half. The Lancers eclipsed the 40-point mark five times and went over 50 points three more times. The patented double wing offense will once again be led by senior wingback Rashaad Penny, who amassed nearly 1,900 yards on the ground and scored 37 total touchdowns. But if opponents have ideas to stop Penny in his tracks, the Lancers will gladly give the ball to senior fullback Xavier Fuery, senior wingback Matthew Ortega, junior wingback Ryan McDowell and sophomores Tyrant Davis and Chris Walker, the latter being the star running back on the freshmen team last season. Also in the mix is Jacob Carr. “I think we’re blessed to have a young man by the name of Rashaad Penny,” Ceniceros said. “That really helps out things. But the thing about it is a lot of people don’t understand that we have a really good, hard working group of young boys who have really worked hard in the offseason.” Ceniceros added that what people don’t know about Penny is that he can also punt and kick field goals and that Penny reminds him of a Jim Thorpe-type player. At quarterback will be senior Angel Diaz with Ortega backing him up. Senior Louie Hernandez and juniors Esteban Rosiles and Chandler Roth will be the tight ends. The offensive line is one of the best, if not the best in the league, and will be handled by junior left tackle Dillon Faamatau, senior left guard Aaron Armendarez, junior center Gabriel Silva, senior right guard Adam Gonzalez and junior right tackle Rodrigo Sanchez, a tight end in 2012. Ceniceros stated that he wasn’t surprised at the success of his sophomores last season because they had a great offseason in workouts. The Lancers are also deeper at wingback this season than last season. “I think we’re bigger and we’re stronger,” Ceniceros said. “From what I’ve seen with Penny, he’s as explosive of any football player I’ve seen and he’s doing stuff out there that I don’t see other kids doing. If he stays healthy, he’s going to have a tremendous season.” DEFENSE If you think the offense is explosive, just wait until you get the see the defense. Again, there is so much depth that at the linebacker spot, six players are fighting for the two inside spots. Gonzalez and Ortega will man the outside spots while Armendarez is slated to be in the middle. Also in the mix will be seniors Jose Abrina, a transfer from Hoover High School in Glendale, and Daryl Seals. Ceniceros thinks he has the best sec-

ondary the league has seen in a long time with senior Daniel Moreno and Penny as the top cornerbacks, senior safety Dante Foster, Carr and McDowell. The line will be occupied by Faamatau, who might be the best lineman in the area as a junior, according to his coach, Fuery, Hernandez, Rosiles and Sanchez. SCHEDULE In 2009, the Lancers went 11-2, losing only to La Mirada and Garden Grove in the semifinals. The 2012 schedule is set up, at least on paper, to give Norwalk double digit victories. Norwalk won’t play a team that had a winning record last season until Oct. 18, which will be a revenge game as Bellflower spoiled Norwalk’s homecoming festivities in a 45-44 overtime win. But Ceniceros is very far from looking way ahead. “I look at a Cabrillo team and I know they’re always going to have talent,” Ceniceros said. “They’re always going to have some size. You have a Diamond Bar team that also played us pretty well, I felt. They have a lot of talent coming back. A lot of people have said [our schedule] looks very formidable but from my point of view, if we have turnovers and if we don’t play our type of game, I see we can be 0-2 going into the third game.” When Norwalk shutout Mayfair 35-0 last season, it was only the second time since 1998 that the team had defeated the Monsoons. Norwalk has lost back to back overtime games to Bellflower and the homecoming game will be against Artesia for the seventh time in 15 seasons. But the big game will be on Nov. 1 when Lancers return to Goodman Stadium for the second straight season, hoping to avenge a 29-23

loss in which the visitors were held to just three points in the second half. La Mirada has won 14 meetings with Norwalk since 1998. “My first year coming in, I had no clue about the dominance that La Mirada had over Norwalk,” Ceniceros said.”We went in [my] first year and the kids were confident and believed in themselves and we beat La Mirada. This team that we have is a lot like the 2008 team where they just need to believe.” 80,000 unique visitors per month! Advertise on Loscerritosnews.net Call 562.407.3873

on the scoreboard nearly blew out as the Pioneers escaped with a 44-40 victory. “If we can go 4-6 or 5-5, I think we’ve done very, very well,” Niemann said. “If we can get over the hump and can teach these young kids how to be very, very aggressive and get them to run the schemes well enough so that in the next few years they can build on whatever…it just depends on how fast those sophomores and young guys up front mature. ”

Rio Hondo Symphony Sets 2013-14 Season By Justin Cooley The Rio Hondo Symphony announced its 81st (2013-2014) season earlier this month, hoping to provide a unique series of shows that will satisfy every taste. Kimo Furumoto, the Conductor and Music Director of the 2013-2014 seasons has lined up a series of concerts beginning with “A Big Beethoven Bash” on September 22, 2013. The free concerts will be held in the Vic Lopez Auditorium at Whittier High School at 3 p.m. on Sundays. Furumoto plans to continue his Beethoven Project through his orchestra’s performance of the composer’s 5th Symphony. The conductor’s fifth season with the orchestra will also feature a soloist performance by Benjamin Hopkins, the Young Artists Competition Winner. The orchestra also plans to play the Fidelio Overture. The free “Will and Romance” concert on November 3rd, 2013 will feature the written works of William Shakespeare combined with the music of some of the greatest composers who have written music based on his words. The Whittier community Theatre, who will be interpreting the scenes, will also be joining the orchestra. The concert’s music will include Prokofiev’s Romeo and Juliet and Mendelssohn’s A Midsummer Night’s Dream and a number of other compositions from other composers. It will also include music from Bernstein’s West Side Story. Mozart enthusiasts will also have a chance to hear some of the composer’s

most heartfelt pieces. The “Mozart’s Women” concert on February 9th, 2014 will feature music inspired by the women in his life. From his sister, “Nanneri,” or to his wife, Constanze, the women help reveal some Mozart’s most touching and sincere pieces. Alison Edwards, a local pianist, will be performing the Piano Conerto No. 17 in G Major. She’ll also team up with Michael Sushel to perform Mozart’s Piano Sonata for Four Hands. Suzanna Guzman, a world-renowned mezzo-soprano, and Linda Leyrer will be performing Mozart’s operas. The concert will also include Symphony No.31 in D Major, “Paris,” and the Cosi fan tutte Overture Concertgoers will also have the chance to see Furomoto’s “The Final Frontier” concert on May 4th, 2014, which is the same day of noted Star Wars holiday, “May the 4th be with You.” The program will include Richard Strauss’ Fanfare from Sprach Zarathrustra (2001 Space Odyssey) and other compositions from John Williams including the E.T. and Star Wars main theme and Gustav Holst’s The Planets. The winner of the Symphony Association’s Young Artists Competition in February 2014 also will appear as a soloist. The orchestra is sponsored by numerous local cities including: Whittier, Pico Rivera and Santa Fe Springs and by the Rio Hondo College, as well as hundreds of individuals and business throughout Southern California. Audit: Lara Responds to Bullying and Harassment ‘Problem’ in Schools

By Randy Economy

A recent audit conducted in California has determined that the problem of bullying and harassment is still an in issue on public school campuses, according to California State Senator Ricardo Lara. Lara represents a wide section of Southeast Los Angeles County and Long Beach and the lawmaker requested an audit of the school safety and nondiscrimination laws in the state. This week, State Auditor released its findings. “Though California has moved in a progressive direction to pass laws to protect our youth from bullying and harassment, the audit highlights the gap between policy making and the implementation of effective bullying prevention programs in our schools,” Lara said. “To ensure we maximize our efforts, I will be working through the interim on legislation to implement the Auditor’s recommendations with due haste,” he said. The State Auditor determined that

NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. The street address and other common designation, if any, of the real property described above is purported to be: 13327 DURANGO PL, CERRITOS, CA, 90703. The undersigned Trustee disclaims any liability for any incorrectness of the street address and other common designation, if any, shown herein. In addition to cash, the Trustee will accept cashier's checks drawn on a state or national bank, a check drawn by a state or federal credit union, or a check drawn by a state or federal savings and loan association, savings association, or savings bank specified in Section 5102 of the Financial Code and authorized to do business in this state. Said sale will be made, in an ''AS IS'' condition, but without covenant or warranty, express or implied, regarding title, possession or encumbrances, to satisfy the indebtedness secured by said Deed of Trust, advances thereunder, with interest as provided, and the unpaid principal of the Note secured by said Deed of Trust with interest thereon as provided in said Note, plus fees, charges and expenses of the Trustee and of the trusts created by said Deed of Trust. NOTICE TO POTENTIAL BIDDERS If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the lender may hold more than one mortgage or deed of trust on the property.
