ABC selected for new Magnet Schools Grant ABC Unified School District has been awarded a new round of funds for the Magnet Schools Assistance Program (MSAP) by the U.S. Department of Education. The $5,541,674 will be dedicated to convert three ABC schools into new magnet schools over the next three years. Duncan announced the award of $100 million in Magnet School Assistance Program grants on Sept. 30th. ABCUSD was one of 36 school districts in 15 states selected for this highly competitive grant. The grant award is designed to help school districts bring diverse groups of students together through the use of innovative educational programs and create more school choices for parents. During the past 15 years, ABC Unified School District has successfully obtained the MSAP funds to create thirteen magnet schools in the District. According to Dr. Mary Sieu, Deputy Superintendent, “The Magnet Schools Assistance Program Grant has truly transformed our schools by raising student achievement and creating exciting new programs for the community. CERRITOS- Pioneer Medical Group (PMG) announced its participation in clinical research studies in such areas as high blood pressure, diabetes, and heart disease. Also known as clinical trials, the studies bring together physicians, study volunteers, and research sponsors with the common goal of finding new therapies for the advancement of medicine. “In clinical studies, new drugs are typically compared to a standard therapy,” explained Sanat Patel, M.D. and head of PMG’s research program. “Volunteers receive investigational treatments under the supervision of a physician and have the opportunity to receive new – and potentially more effective – medical treatments.” Each clinical study undergoes rigorous preclinical research testing prior to PMG’s participation, and the studies are closely monitored by the U.S. Food and Drug Administration (FDA). PMG physicians also review all studies to ensure the safety of study volunteers. Participants receive free medical care, free medication, and possible compensation. Truth vs. Innuendo’s Accusations and denials described the Sept 28 meeting of the Hawaiian Gardens City Council during the Oral Communications section with disgraced former Councilmember and Mayor Kathy Navejas comparing Hawaiian Gardens to the City of Bell, even though LCCN published all salaries of officials two weeks after the Bell scandal broke. She accused Mayor Victor Farfan and Councilman Mike Gomez. whom she described as being appointed to their positions and not elected, of attacking two councilmember’s who were elected. “They (Bruce and Rodriguez) are afraid the City of Bell is going to be opened up in Hawaiian Gardens. They

(accusing others beside Gomez) would not be fighting so hard to get Barry Bruce off the council because he is questioning everything,” she asserted. She criticized the proposed Sports Complex, asking if any local jobs or local contractors were considered for the work. “Did anyone protect the interest of this community? The answer is no” (In a LCCN article dated Feb. 2, 2010 it was noted that WLC Architects, located in Rancho Cucamonga , provided engineering and design plans for the construction of the Sports Complex and it was also noted that WLC was involved in the modernization of two other ABCUSD high schools, Cerritos and Gahr. The ABCUSD will be in charge of the construction of the project.) Resident Daniel Roe refuted her statements about Councilman Mike Gomez and Mayor Victor Farfan, saying they were automatically elected because no one ran against them. Navejas, who was recalled from the council approximately 19 years ago charged with corruption and now lives in Huntington Beach, has repeatedly compared Hawaiian Gardens with the City of Bell, but has yet to provide any evidence. Oct. 2 marks the 28th annual observance of World Farm Animals Day, dedicated to exposing and mourning the suffering and death of 58 billion land animals in factory farms and slaughterhouses. There have been undercover investigations showing male chicks suffocated in plastic garbage bags or ground to death, their female counterparts crammed together in tiny wire-mesh cages, pigs clobbered by metal pipes and killed by hanging, and assorted farm animals skinned and dismembered at the slaughterhouse while still conscious. Studies have linked consumption of animal products with elevated risks for heart disease, stroke, cancer, diabetes, and other chronic killer diseases. A 2007 United Nations report blames meat production for 18 percent of greenhouse gases, and the animal waste "dead zone" in the Gulf of Mexico is actually larger than the BP oil spill. We’re certainly much more aware of the devastating impacts of animal agriculture – on animals, the earth, and humans -- than we were 28 years ago. This Oct. 2, let’s acknowledge all the suffering, disease, and destruction connected with animal agriculture and adopt a plant-based diet; it would do a world of good! Christian Katz Cerritos

what is Navejas doing at city council meetings causing dissension if she is not a resident of the city? What is her relation with Barry Bruce beside friendship? Why does she feel the need to use the council agenda oral comments section to spread misinformation and falsehoods? One thing is clear, she is solidly against the proposed Sports Complex that is slated to be built on the Fedde Middle School recreation field, spreading even more falsehoods and lies. She has said the $8 million cost of the project would deplete the city’s reserve. Untrue. The city has raised approximately $6.7 million of the total cost of the estimated $8 million needed to build the Complex. This includes $1.5 million from the Irving Moskowitz Foundation, $500,000 from ABC Unified School District, $1 million state grant and $3.7 million from money set aside by the city over the past few years earmarked for the project. The Complex cost will not deplete the city’s reserve or the general fund. So what are her motives in relation to the Sports Complex? At the present time all outdoor city sports events have to be held outside the city. The reason

is the fields at Fedde are in such poor condition, the teams are afraid to have visiting teams play on them because of potholes, etc. The city loses sales tax revenue and goodwill because its' own residents leave the city to play elsewhere. Is Navejas for that? In this week’s council meeting an EIR report was proposed for the complex, ABC officials said one wasn’t needed because it is a “refurbishing” of the school’s recreation field, no large structure or gymnasium is being constructed. The Federal Bureau of Investigation recently released the United States Department of Justice’s 2009 annual crime report for the nation. The data showed a decline in nearly all reporting categories in the City of Cerritos. Overall, violent crime in the City of Cerritos decreased 42.1 percent in 2009 and property crime in Cerritos decreased 6.9 percent. Nationwide, violent crime decreased by 5.3 percent in 2009 and property crime decreased by 4.6 percent. Cerritos’ violent crime statistics showed that in 2009, rape declined by 33.3 percent (national decline was 2.6 percent); robbery declined by 44.4 percent (national decline was 8 percent); and aggravated assaults declined by 41.9 percent (national decline was 4.2 percent). Murder/voluntary manslaughter increased from 1 case in 2008 to 2 in 2009 (one 2009 incident involved a driver under the influence of alcohol). In the property crime category, burglaries declined by 17 percent (national decline was 1.3 percent); larceny/theft declined by 2 percent (national decline was 4 percent) and vehicle theft declined by 19.6 percent (national decline was 17.1 percent). The City has contracted with the Los Angeles County Sheriff's Department for public safety services since 1956.

Maestro Kris Kristofferson at Cerritos By Glen Creason

A visit from the exalted Kris Kristof Kristofferson to the Cerritos Center for the Performing Arts is most certainly a cause for celebration. For those who love the lyrics and appreciate a classic song there are few in the land that can satisfy like this septuagenarian singer songwriter. Kristofferson possesses the rare combination of musical composition genius along with a poet’s sensibility and his songs will be listened to in decades to come with an increasing appreciation for his place in American music. Despite spending much of his career acting in motion pictures Kristofferson has put his brilliant mind to music and has created a repertoire that sets a standard for coming writers. While he may have been branded one of the country music outlaws once upon a time he is actually an honors graduate from the esteemed Pomona College and a Rhodes scholar who put his talents into songwriting. On Saturday at Cerritos the man with the aged-bourbon voice simply demonstrated the greatness of his art by standing before the full house with an acoustic guitar, blues harp and thirty wise and wonderful songs. That voice, aged and mellowed by some full living just seems to fit the material even more than when he made his initial mark in the 70’s. While the evening began with “Shipwrecked in the 80’s” it most certainly was timeless in its messages and a very full two hours in length. It was surprising even

to the assembled fans to hear so much of his memorable material. Many of these songs were made famous by other great singers like Janis Joplin, Willy Nelson, Johnny Cash or Waylon Jennings but they sound the very best coming from the master himself. As a matter of fact the most moving moments in several heart aching ballads were when that husky baritone caressed the lower registers, shimmering as they went. At Saturday’s show he gave us his trademark ballads of lost love like “Bobby McGee,” “Loving Her Was Easier,” “Jody and the Kid,” and “Darby’s Castle” that made you remember your own bittersweet romantic regrets. There were his C&W tinged confessionals like “Help Me Make it Through the Night,” “Kiss the World Goodbye,” “the Law is For Protection of the People,” Sunday Morning Coming Down” and the eerie “Beat the Devil” that sounded so fine coming from those well-toned pipes of the master. Songs that told stories abounded including “Casey’s Last Ride.” “Johnny Lobo,” “Billy Dee,” and Duvalier’s Dream” alongside the stunningly powerful “Song for Layla AlAttar and Los Olivadios.” Still, the show is not all regret and remorse evidenced by “Here Comes That Rainbow Again” and four incredibly moving songs about family that were particularly shining jewels on this nights. “Daddy’s Song,” “Thank You for a Life” “Moment of Forever” and the tear inducing “the Circle from Here to Forever” that he dedicated to his children could have carried the two-hour show on their lonesome. The concert at Cerritos lacked any pretension and the material was set forward in a manner focusing on the song’s meanings that allowed the rapt house to savor the full meaning these great songs. That was more than enough. Based on a Pulitzer Prize-winning book, The Color Purple is a celebration of life and a testament to the healing power of love. Showcasing a colorful musical score of Jazz, Ragtime, Gospel, and the Blues, the inspiring saga spotlights a woman who overcomes adversity to claim her unique voice in the world. The Chicago Sun-Times calls the Tony winner "uplifting and thrilling." This show contains adult themes and is recommended for mature audiences only.

Basically it is bad breath. We all have it, what do we do with it? Let us review some of the causes of bad breath. Bacteria growing in the oral cavity, food rotting between teeth, and diseased gum tissues predominantly cause halitosis. I am not concentrating on dietary eliminates such as onion breath that slowly dissipates as the body eliminates it from the digestive tract. In my experience most bad breath emanates from the mouth. Councilman Reynaldo recommended they continue Sandoval as interim city attorney while they send out the RFP’s that was originally requested of the City Administrator nine months ago. Rodriquez referred to a 2008 resolution passed by the City Council and approved by Mayor Michiko Oyama-Canada stating that in order to bypass sending out RFP’s the council needs four out of five votes for approval. “You have only three votes,� he said. Councilman Barry Bruce said that was the first time he had heard of it. He commended the former Mayor for signing it. Bruce said when the council approved Mr. Sandoval as interim city attorney by a 3-2 vote, the resolution said RFP’s would be going out to area

law firms to see if any were interested in representing the city. “None were sent,� he said. It was also the night Mr. Rodriquez and myself were sworn in. “We were shut out. The same thing that happened in the city of Bell.� He said there were similarities between Bell and the city. Decisions are made without informing the public. We need to be transparent with our community instead of doing whatever we want. Let Mr. Sandoval send in his proposal with everyone else’s. Councilmember Oyama-Canada said the city has things in the works right now and she didn’t believe they should change city attorneys at this time. Mayor Farfan agreed. Scott was gunned down along with eleven other students and a teacher at Columbine High School in Colorado on April 20, 1999. Her family and friends felt their daughter would be remembered long after her death because they knew her to be a very special person who always reached out to people she didn’t even know in order to show kindness and compassion. They weren’t surprised when Rachel’s father, Darrell Scott, found her many journal writings and notes in her bedroom after she died. “She was never suicidal,” Scott said, “but she did have a premonition that her life would be a short

Hawaiian Gardens and Lakewood Sheriff hold Back to School BBQ at Furgeson Elementary By Jerry Bernstein Furgeson Elementary School in Hawaiian Gardens was the scene of a Backto-School BBQ hosted by the Los Angeles County Sheriff Department and the City of Hawaiian Gardens with Mayor Victor Farfan, Mayor Pro Tem Michiko OyamaCanada, and Councilmember Reynaldo Rodriguez in attendance. City volunteers and sheriff deputies arrived early to prepare the school grounds. Popular with the kids were two sheriff patrol cars. Deputy Malcolm Hardgrove and other deputies explained how the equipment in the vehicle was used. Youngsters in the front seat were able to push buttons for the vehicle’s siren and horn. Perhaps the most popular feature at the BBQ was the water slide, where the youngsters cooled off riding down the slide and landing in a shallow pool of water. Other activities included two “bounce houses” one of which had a slide, a puzzle contest in which the youngsters had to put together a small puzzle in a limited time. The winners received a back packs with school supplies inside them. Volunteer Hawaiian Gardens Maintenance workers in the Public Works Department, noted for their cooking skills, prepared meat for tacos served with soft drinks and water to wash it down. Toward the end of the BBQ a drawing was conducted with cash prizes contributed by Tri City Regional Medical Center. One lucky winner walked away with $100. The Youth Activity League donated Back Packs and small shopping bags filled with school supplies. The BBQ officially started at 12 Noon and ended at 4 p.m.

Cerritos ends pair of losing streaks with dominating defense

While the Dons will gladly savor their 28-0 win at Rancho Alamitos last Thursday, the defense put on a display that has been absent for several years. Cerritos limited the Vaqueros to just two first downs, both coming in the first quarter and Rancho Alamitos never crossed midfield the entire game. Cerritos forced eight punts, held the hosts to 58 yards of total offense and posted its first shutout since 2004 (6-0 against Gahr). “Defense is what really set the tone,” said Cerritos head coach Chad Reed. “The guys, for a short week, really bought into the scheme. We had our best film sessions and our best practices, which is a surprise. Usually after you get beat up [49-7 to Gahr]…the kids were into it and they knew what they were doing.” In addition, Cerritos snapped a fivegame overall losing streak and a 15-game nonleague losing streak. The last victory outside the Suburban League was back on Sept. 21, 2006 on the road and against Rancho Alamitos. It was also the first time in six games the defense didn’t allow an opponent to score on its opening drive. The Dons (1-2) got on the board late in the first quarter when senior running back Aaron Francis scored from two yards out. It would be the only score of the first half but Cerritos continued to churn out some yardage and control the clock. The visi-

tors had 116 yards on the ground and held the ball for 15:36 before halftime despite turning the ball over at the Rancho Alamitos eight-yard line with 51.5 seconds left in the half. Cerritos would punt for the fourth time on its first drive of the third quarter, then saw Francis miss a 37-yard field goal with 2:07 left in the stanza before the offense scored on its next three possessions. With 20 seconds remaining in the third quarter, senior quarterback Jimmie Guevara eluded a would-be ankle tackle and matriculated 56 yards towards the end zone for a 14-0 lead. When the Dons got the ball back, sophomore running back Marcus Francis touched the ball five straight times, picked up 23 yards and scored from six yards out. Almost four minutes later, Guevara worked his magic again when he fumbled the snap from center, recovered the ball and scrambled 17 yards for his second touchdown of the night. Lost in the mix of the exceptional defense was the bruising ground game by Cerritos. Six different players combined to gain 346 yards on 47 carries. Cerritos had the ball for nearly 30 minutes and picked up 15 first downs. While the ground gainers get most of the attention, credit also has to be given to the starting offensive line of seniors Danny Gutierrez, Austin Khym, Alejandro Sosaysilva, Kevin Vaca and junior Paul Luevano for leaving tons of gaping holes. “We pride on [our offensive line],” Reed said. “We had a bad week last week and that was another position where we really focused on what we needed to do.” Leading the way on the ground was Guevara, who had 96 yards on five carries followed by the younger Francis with 86 yards on 21 carries, just one yard more than his older sibling, who began the season as the top returning running back. “To me it’s more of a tribute to Aaron,” Reed said. “We had a guy miss a couple of practices and couldn’t play and Aaron volunteered to play basically tight end the whole game. Junior Marquis Moss, known for his speed as a wide receiver, picked up 59 yards on nine carries and was under center seven times. Defensively, Luevano and sophomore linebacker Elijah Leonard each had four and a half tackles. Luevano also had a sack as did junior lineman Branden Wilson. Next up for the Dons will be a road game at Pioneer tonight. It will be the final tune-up before league action begins on Oct. 8 at Mayfair. “It gets the program off the ground,” Reed said of the victory. “It’s been a long time since we’ve won early in the season. We’re going to try to win two games in a row for the first time since 2003. Pioneer is a good football team; we’re going to watch them [last Friday]. We have to get some momentum going so we can get

By Loren Kopff For the fourth time in the past five years, Gahr’s football team proudly hoisted the coveted silver Milk Barrel that goes to the winner of the ABC School District. The Gladiators made sure the trophy stayed at their home with a resounding 56-6 victory over Artesia last Friday night at Hanford Rants Stadium. Although Cerritos has won more district titles, 14, in the 38 years that the three district high schools have played for the Milk Barrel, it has been Gahr which has suddenly closed the gap to make the district rivalry just that-a rivalry. “When you have a district like we do, you get measured by other schools,” said Gahr head coach Greg Marshall said. “When we first got here, it was measured as not so good and not worthy of playing. It’s a good measurement for us and it reminds us of where we were, not where we’re at.” Gahr (3-1) has won 11 district championships, two fewer than Artesia and three fewer than Cerritos, but it’s turning out to be more of a ‘what have you done for me lately’ deal. In the past two weeks over Cerritos and Artesia, the Gladiators have won by a combined 90 points, most ever in the past 13 years. And, in that same time, Gahr has now broken a three-way tie that had all three teams winning the district crown four times. Last Friday’s victory was the widest margin for Gahr over Artesia since a 56-7 thumping in 1998. Of course, the Pioneers suiting up 23 players because of injuries and a low turnout had something to do with the rout. “I remember when we went over to Paramount, we played with 23 guys but they had 100 guys,” Marshall said. “We started just like they do with “x” amount of freshmen. Everyone works as hard as they can and sometimes it works out and sometimes it doesn’t.” Gahr, the seventh-ranked team in the California Interscholastic FederationSouthern Section’s Western Division, got off to an unusual slow start when senior

quarterback D.J. Lopez was picked off three minutes into the game. But the Pioneers were forced to punt for the second of seven times in the half and Gahr immediately went on a scoring frenzy. Senior running back Kalep Davis scored from 10 yards out and on Gahr’s very next play from scrimmage, Lopez connected with senior wide receiver Josh Perkins for an 18-yard score. While the Gladiators were having their way with the Pioneers all night long, the already depleted Pioneers got more bad news when senior center Josh Garcia went down early in the game with an injury. Without him anchoring the line, Artesia was limited to four yards of offense in the half and had 10 plays go for negative yardage. “If you asked me before the game, the number one guy we could not lose would have been Josh [Garcia] because he’s our center and because he plays defense,” said Artesia head coach Joe Veach. “He’s a senior, he’s our leader, he’s a team captain and we lose him in the first quarter and we’re scrambling from that point on both sides of the ball.” Gahr led 27-0 at the half as Perkins caught a five-yard touchdown from Lopez on the first play of the second quarter and Davis added another one, this time from five yards out. In the third quarter, Lopez hooked up with junior wide receiver Dwayne Washington for a 14-yard score and Davis cashed in once again, this time from 17 yards. Even the Gahr reserves got into the action in the fourth as junior quarterback Josh Allen threw a 22-yard touchdown pass to junior wide receiver Yodik Vega and sophomore running back Alex Kline tacked on a six-yard touchdown run late in the game. The Pioneers (0-3) avoided the shutout with 7:51 left in the game when sophomore quarterback Jeremy Gaskin found junior wide receiver Jerry Bumpas for 22 yards. Gaskin was three of eight for 36 yards while sophomore starter Francisco Galan completed five of his first eight passes for 33 yards. Senior defensive back Jonathon Ricketts led the Artesia defense with four and a half tackles while Bumpas had three and a half. Artesia will host defending Suburban League champion La Mirada tonight on its homecoming. For Gahr, it was business as usual for Lopez and his quartet of receivers. Lopez was 19 of 25 for 331 yards with Perkins catching seven for 166 yards. Next were junior Delshawn McClellon (six for70 yards), Washington (four for 70 yards) and senior Quincy Dickens (two for 25 yards). “I think they are very talented at wide receiver,” Veach said. “I don’t know if I can say they’re the best in the state because I haven’t seen everyone in the state. But I know they have a lot of talent over there. I know Josh Perkins was at Artesia his freshman year. They are very good athletes.” Gahr’s defense harassed Galan and Gaskin to the tune of seven sacks, two each by senior lineman Devaughn Hanley and senior linebacker Lene Lesatele. The former also had three tackles. Senior linebacker Desmond Carter led the way with three and a half tackles and 19 players had at least one tackle through the first three quarters. The Gladiators will wrap up its preseason slate tonight with a home game against Trabuco Hills, its nemesis the past four meetings. Gahr has lost four straight to the Mustangs. “Our goal was to tighten up our game

because from here on out, if we play like this, we’re not going to be successful,” Marshall said. “This is going to be a dif different type of football. “Trabuco is always our measuring stick,” he added. “It’s not if we have to [beat them or not]. It’s can we play at that level and not let it get away from us? That’s what we use that game for and that’s why we play them.”

Lady Dons still putting pieces together, sweep Bell Gardens By Loren Kopff BELL GARDENS-Last season, the Cerritos girls volleyball team virtually swept its way to a Suburban League championship and a trip to the California Interscholastic Federation-Southern Section Division III-A title match. Of the 25 regular and postseason victories, 19 were three-set sweeps, including all 12 in league action. This season, the Lady Dons, with the departure of six players from last season’s team, have gotten off to a 2-6 start before posting their first sweep this past Tuesday afternoon at Bell Gardens, 2516, 25-13, 25-5. It comes off the heels of a mediocre performance last Saturday in the Mayfair Tournament in which Cerritos was put in brutal pool with Aliso Niguel, Arrowhead Christian and tournament champion La Reina. “It’s another brand of volleyball that we were facing on Saturday and today,” said Cerritos head coach Khanh Vo. “The main difference is probably the height. I would say on average, we faced a lot of six-foot players on Saturday. We don’t stack up to six-foot players quite as well.” Cerritos set the tone early against Bell Gardens by jumping to a 9-4 lead after senior libero Jhea Illo served four aces. The Lancers would cut the gap to 12-10 but junior setter Trisha Justiniano had a pair of kills, senior outside hitter Jessica Wu added one and sophomore middle hitter Arnelle Duru had a block to extend the lead and virtually put the first set away. Five different players had at least one kill despite senior outside hitter Cherise Kam sitting on the bench in the set, but she would come on strong in the next two. Kam posted seven kills in the second set that saw the Lady Dons put down 20 kills of the 25 points scored. With the score tied 6-6, Justiniano had her third kill to that point, followed by 10 straight points served by senior setter Telena Vo. During that stretch, Duru had a pair of kills and a block and Kam had three kills.

By now, Bell Gardens was completely worn out and had no defense for what many was waiting for this season from Cerritos. Illo would serve 10 straight points in the third set with five aces and 6’2” sophomore middle hitter Bali Lef Leffall-Young had three of her seven kills. Wu finished with a match-high 13 kills followed by a dozen from Kam, six from Duru and five from junior outside hitter Susan Suski. “I thought our preseason schedule was much more difficult than it was last year,” Khanh Vo said. “Even though we’re in the same tournaments, the teams we played are highly more ranked. I didn’t expect for us to win that many matches but at the same time I would have liked us to compete a little bit better.” He added that the team still needs to work on its passing as well as put away sets at the end. In the Mayfair Tournament, it led Arrowhead Christian 24-20 in the first set and lost 26-24. The Lady Dons would lose the second set 25-17. They were also swept by La Reina 25-16, 24-13 but got by Aliso Niguel 25-10, 2025, 15-11. In all three matches, Wu had 29 kills and four aces, Kam 17 kills and seven aces, Duru 11 kills and Suski 10 kills and three aces. Justiniano also added nine aces. Cerritos opened up league action this past Wednesday against Bellflower and will visit La Mirada today before hosting Norwalk and Mayfair on Monday and Wednesday respectively. “Athletically, we’re going to be strong this year,” Vo said. “They have to continue to progress. So far, Bali and Arnelle have progressed nicely and I just need them to continue to learn the game, learn to control the net and just play aggressive.”

He said the proposed changes were requested to facilitate Best Buy’s continued occupancy within the Cerritos Towne Center. The initiation of the meeting became cloudy when it was revealed (Sept. 25) that Best Buy crushed its earnings number for its fiscal second-quarter, booking per-share results of 60 cents versus an average analyst forecast of 42 cents. Additionally, Best Buy management is optimistic about the crucial holiday season, (Barron’s Sept. 25, 2010) City Manager Art Gallucci said Best Buy occupies approximately 50,000 sq. ft in the Towne Center. He said Best Buy is one of the city’s largest tax producers, averaging between $300,000 and $500,000 annually. Carey said the current ground lease provides the city with $167,000 through November 2011. Beginning in December 2011 the ground rent for the Best Buy property is scheduled to increase $229,000 annually. In addition, the city is expected to receive Participation Rent of predetermined thresholds established within the terms of the ground lease. Under the proposed amendment the Ground Lease will be increased to $198,080 rather than being increased to 228,995 and shall remain in effect for five years. Beginning Dec. 1, 2016 the rent would increase to the fully scheduled amount of $228,995 for the remainder of the term. Additionally under the proposed sublease amendment, Best Buy’s rent would be retroactively reduced effective June 15 2009. Summarizing the proposed amend-

ment Carey said the changes would result in a reduction of revenue to the city of $154,575 in base ground rent through Nov. 20, 2016 and $77,275 in participation rent to June 15, 2009 plus a loss of future participation rent of approximately $61,271 per year for the remainder of the term. He said staff feels any reduction in the ground lease will be offset by sales tax generated by Best Buy.

Council Comments

Councilmember Jim Edwards said it was important to the city to keep Best Buy in Cerritos. He said he was aware that Best Buy and previously Pacific Sales were threatening to leave the city if they did not get a rent reduction, but he felt if they both left it would be detrimental to the city. “No one is knocking down doors to open a business in Cerritos,” he said. “Over time, the sales tax generated will make up for the initial rent loss.” He pointed out that the people who shop at Best Buy also shop at other stores in the Town Center. Councilmember Carol Chen noted that the council recently voted on a budget that included ground rent to the tune of $3.4 million. “If this is a reduction, then we are going to have to look at further reductions somewhere in the budget to make up for the lost ground rent”, she said. Councilmember Bruce Barrows said the proposed deficit is closer to $2.1 million. He said the city just won a lawsuit against Los Angeles County and will be receiving approximately $600,000. He also noted car sales at the auto mall were twice as high as the last quarter and that should yield more sales tax than originally predicted. He said Councilmember Chen brought up some good points but I don’t want to see the city lose one-half million dollars in sales tax either. Councilmember Laura Lee said she doesn’t like to give money away, but

sometimes the landlord has to reduce the rent to help the business. “Hopefully the economy will turn around soon”, she said. Edwards also said new money will be coming into the city from the opening of the new Nordstrom’s, Forever 21, and Apple. “It’s important to realize we have new money coming in. He added, “To lose Best Buy would be more of a detriment.” Mayor Joseph Cho reminded the audience the council was not discussing the budget but making business decisions, He said, like Councilmember Chen noted, the city provides a very good business environment. He said it makes good business sense to help our tenants and if necessary, adjust our budget. The Council voted 4-1 to amend the ground rent agreement with Best Buy with Councilmember Chen voting no.

In other business and as part of a unanimous vote on 12 consent calendar items, the Council endorsed a resolution in support of Proposition 22, the Local Taxpayer, Public Safety, and Transportation Protection Act of 2010. The League of California Cities designed the proposition to close a loophole in Proposition 1A that allowed the State of California to seize money from local entities to plug the State’s budget gap. Councilman Rick Ramirez, in separate remarks, requested that staff bring Council information on Propositions 21 and 23. Proposition 21 raises money for the state by establishing an $18 annual vehicle license surcharge to fund state

parks and wildlife programs. Proposition 23 suspends implementation of AB 32, passed by the State Legislature to reduce greenhouse gas emissions. The suspension would last until State unemployment drops to 5.5% or below for a full year. Marcella and Joseph Derthick, organizers of the Norwalk Relay For Life, presented the City Council with a plaque in recognition of the City’s support of efforts to raise money for the National Cancer Society. This year’s Norwalk Relay For Life was held at Cerritos College on June 12-13, with 25 teams comprised of 450 participants. Norwalk Relay For Life has raised more than $100,000 over three years. Vice Mayor Luera nominated Candy Martinez to serve on the Parks and Recreation Commission. The nomination failed on a 2-3 vote, with only Councilman Ramirez voting with Vice Mayor Luera. The outcome of the vote started a heated exchange between Vice Mayor Luera and Councilman Michael Mendez that sank to personal attacks and namecalling until ended by Mayor Stefenhagen. The invocation was given by Mayor Stefenhagen, filling in for Fernando Santillana, Senior Pastor at Norwalk United Methodist Church. Tak Hamabata, Director of Social Services for the City of Norwalk, led the flag salute.

Weekly crime summary September 20-26, 2010 Part I felony crime investigations initiated by Cerritos Sheriff’s Station deputies increased last week to twentyseven compared to twenty-four the previous week. Last week saw increases in residential, commercial, and vehicle burglaries along with vehicle thefts. Robberies decreased. 323 calls for service were handled by patrol personnel, up from 269 the week before. The 2010 weekly average in calls for service remained at 300. GREAT NEWS! There were no robberies reported for this summary period. Residential burglaries increased from three the previous week to five. Three of the homes were burglarized via open/unlocked doors or windows, one window was pried, and the fifth case involved a shattered rear window. Two suspects were arrested in one incident as a result of an observant neighbor that called 911 upon seeing the suspects enter a rear yard. Another crime was prevented when an alarm system activated. The only reported loss in all of the cases last week was a ring of keys. No other loss could be determined at the time of this writing. The current 2010 weekly average in residential burglaries is 2.5. We constantly mention the benefit of

an alarm system, and as we can see, an alarm system was responsible for stopping a residential burglary last week. Consider this crime prevention tool for the safety of your family and property. There three commercial burglaries reported. All involved closed businesses. One case was investigated the week before. Office widows and doors were shattered and cash, a leaf blower, and a laptop computer were stolen. The 2010 weekly average in commercial burglaries is 2.5. Vehicle burglaries increased from six to seven last week. Five of the cases last week occurred in high-volume commercial parking lots, and five of the vehicles involved were SUVs. Two GPS units and one stereo system were missing along with purses, laptop computers, a taser device, eyeglasses, and a third-row seat from an SUV. The 2010 weekly average in vehicle burglaries is now 6.8. With the lack of secure trunk space in SUV and the fact that criminals know this, leaving anything in the vehicle places you at risk of becoming a victim. Vehicle thefts rose from two to six last week. All were from high-volume lots. Three were Hondas, one an SUV, and the sixth a Nissan. The 2010 weekly average in vehicle thefts is now 4.7. As with car burglary, you can be your own best police officer by using a steering wheel locking device when parking in commercial parking lots (especially if your car is ten years or older, and really especially if it is an older model Toyota or Honda).
