California State Controller Orders Cerritos to Sell $170 Million in City Property REPORT CALLS INTO QUESTION ACTIONS BY CITY COUNCIL, CITY OFFICIALS, AND THE OVERSIGHT BOARD FOR “UNALLOWABLE TRANSFERS” OF PROPERTY AND CASH. By Randy Economy and Brian Hews

n a devastating blow that will send shockwaves across the city of Cerritos, Hews Media Group-Community News obtained the California State Controller’s Office (SCO) review on Tuesday confirming that transfers recorded by the Cerritos City Council and the Cerritos Redevelopment Agency were unallowable under ABX1 26, and the city must return over $170 million in property and cash to the Successor Agency.
Land named in the report include some of the crown jewels of Cerritos: the Los Cerritos Center, the Cerritos Auto Mall, the Cerritos Towne Center, Sheraton Hotel, B & B Stables, Liberty Park and several other parcels. The City must forfeit all proceeds from any sales and also future rents to the State of California. ABX1 26 was passed in January 2011 eliminating Redevelopment Agencies in California. Under the bill, any assets transferred after the effective date must be returned to the Successor Agency. The ruling demands city officials in Cerritos to sell the properties under the Health and
Safety Code Section 34177 (d) (e) with the money disbursed to local taxing agencies. “This is a devastating blow to the city,” said one local Commissioner who did not want to be identified, “ to lose the land and rental income is a huge loss.” The Asset Transfer Review Report was issued by Controller John Chiang and received by Cerritos City Manager Art Gallucci via Certified Mail October 8. The review covered January 2011 to January 2012. HMG-CN obtained the report exclusively that same day. In the report, Jeffrey V. Brownfield, Chief Division of

Audits for the State Controller’s officer, informed Cerritos officials that the Cerritos Redevelopment Agency transferred $210,774,198 in assets after January 1, 2011 including unallowable transfers of assets totaling $170,836,440 or 81.05% of the transferred assets. “Those assets must be returned at the Successor Agency to be disposed of as expeditiously as possible and in a manner aimed at maximizing value,” Brownfield said. According to sources, the review team for the SCO spent almost a year in Cerritos performing interviews with Successor Agency personnel; reviewing
meetings, minutes, resolutions, and ordinances of the Council, the RDA and the Cerritos Housing Authority; reviewing accounting records; and reviewing financial reports. The SCO issued the initial report Aug. 2, 2013, which was reviewed by Cerritos City Attorney Mark Steres. Steres responded by letter dated Sept. 13, 2013, disagreeing with the review results. The SCO Oct. 8, 2013 report disagreed with all of Steres’ arguments and ordered the City to return the $170 million to the Successor Agency. Findings by the Controller

CERRITOS COLLEGE FACULTY SENATE PRESIDENT IS ‘DONE BEING QUIET’ By Kristin Grafft Faculty Senate President Bob Chester took a surprising turn in his speech at the Cerritos College convocation, warning that he was done sitting silently at the board meetings. Chester elaborated on his statement at the September 24 faculty senate meeting saying that he would try to be respectful and collaborative, but “if this body wants me to just sit there, then we need to talk about who’s going to be senate president.” Chester then proceeded to express the many concerns that he has with the board, and with one trustee in particular. Chester said that he is especially troubled by, what he described as, “re-

markable cynicism about the college.” He stated that he continues to hear stories about “one of our trustees” bashing and attacking the president, sending inappropriate emails, and, “making wild accusations about stealing and other activities.” He went on to say that there is a growing perception that the board is protecting the individual. Chester was very clear, however, that he took no issue with the president herself and instead advised her to take legal action to protect herself from this individual. Chester also said that he would be willing to meet with any of the trustees and argued the notion that the board president should be concerned to meet with him because of his, “ferocious temper and [his] physical hostility towards people.” “You don’t get to be faculty senate president for five terms if you’re a bully,” Chester said, referring to Mr. Dryer’s alleged email stating that he was a bully and was bullied by him. He also explained that there was, “a single faculty member that got in [his] face and [he] was less than polite, and [he] makes no apologies for that.” Chester then continued, saying that he has witnessed a “complete lack of humility” at the board meetings and is concerned about the way people have been treated. “I see people texting, I see people talking, I see people not paying attention, I hear people asking a question that has just been answered, and so I’m concerned about that. I think people have been treated really shabbily at the table,” Chester said. Chester then reiterated numerous times that, “The only thing I want to say to you is that I have just finished being silent about certain things.”

Teachers Plan Protest at Bellflower Unified School Board Meeting By Randy Economy Leaders of a teachers union in Bellflower are preparing for a protest this Thursday night to object a decision by current school board members and district administrators that they claim steers as much as $49 Million in funds “out of the classroom” and into a general reserve account. Colin Davis, President of the Bellflower Teachers Association told Hews Media Group-Community Newspaper in an interview that current teachers will be converging on district offices prior to a school board meeting that is planned that same night to “take a stand against unfair spending practices.” “Call it a Flash Mob, or a rally, but teachers will be there at the school board meeting because we are not happy that much needed funds are begin kept away from our classrooms and our children,” said Colin Davis, the current President of the Bellflower Teachers Association. Davis said that teacher union members are objecting to what they claim is more than $49 million dollars in school district general fund monies being diverted into a reserve bank account. “We are wondering why they are not investing in the kids right now. $49 million is a lot of money that could be investing in hiring more teachers and more classroom aides,” Davis said. GOP Afraid Obamacare Will Succeed The bogeyman is coming. Republicans are threatening to shut down the federal government — and perhaps even refuse to let the Treasury pay its creditors — in a desHMG-CN perate, last-ditch atPublisher tempt to keep millions Brian Hews of Americans from getting health insurance. The GOP has tried its best to make Obamacare a synonym for bogeyman. Obamacare is a law, incorporating what were originally Republican ideas, that will make it possible for up to 30 million people now lacking health insurance to obtain it. It is an achievement. About 48 million individuals in this country lacked health insurance in 2012, according to the Census Bureau, representing about 15 percent of the population. Obama chose to model the Affordable Care Act after a program implemented by Romney. Before Obamacare there was Romneycare, a private-sector, free-market solution. So what’s going on? The GOP shows no serious interest in finding a way to provide the uninsured with access to health care. Rather, it pursues two goals at any cost: opposing Obama no matter what he does, and mak-

ing people see Obamacare as a failure. For those bozo Tea Party babies on the far right, making health care more widely available through the existing network of insurers is a giant leap toward the socialism bogeyman. Some of Obamacare’s provisions are already in force and seem to be having the intended effect. For example, young adults are now allowed to stay on their parents’ health insurance policies until age 26. The percentage has dropped from 29.8% not having insurance to 27.5 Now the Affordable Care Act is set to go — the individual mandate, the insurance exchanges, the guarantee of coverage for those with preexisting conditions. Republicans scream that Obamacare is sure to fail. But what they really fear is that it will succeed. Thus their reason for all the desperation. Republicans are afraid that Obamacare will not prove to be a bureaucratic nightmare — that Americans, in fact, will find they actually like it. The GOP fears that Obamacare will even be credited with slowing the rise of health-care costs. There are signs: Medical costs are still rising much faster than inflation but at the slowest rate in decades. Keeping premiums under control will require persuading lots of young, healthy people to buy insurance — and thus, in effect, subsidize those who are older and sicker. Yet, disgustingly, a group funded ultraconservative Koch brothers, plans to tour college campuses with ads in which a creepy Uncle Sam subjects a young woman to a pelvic examination. The GOP message: Whatever you do, don’t buy health insurance. It’s the bogeyman. Re: Government Shutdown Dear Editor: It has been awhile but Brian Hews is again on the attack against those evil Republicans who gleefully shut down the government. In his Publishers Corner letter in the October 4th edition of his paper, Hews says for some unknown reason Republicans took control of congress in 2010. That statement is laughable. Hews cannot be ignorant of the fact that Republicans gained 63 seats in the House precisely because of their commitment to smaller government and the repeal of Obamacare. Hews says the Republicans wanted to shut down the government. Nothing can be farther from the truth. The Republicans and a majority of our citizenry believe that Obamacare is harmful to the country. Not only will this massive en-
titlement result in less quality care but the negative economic impact is significant. Even though Republicans have offered to fund programs which have bipartisan support such as the Veterans Administration, Harry Reed, Senate Majority Leader, said no. He will accept nothing less than a total surrender by Republicans. Neither he nor Obama will negotiate. Republicans have taken a principled stand while the Democrats are using the shutdown for political gain. Democrats are in fact giddy about the shutdown as polls, largely influenced by a friendly media supportive of Democrats, show that Republicans are being blamed more than Democrats. I ask you, which party is acting in the best interests of the country? The shutdown is being used by Democrats to inflict as much pain as possible on
the public. The recent debacle involving the World War II monument is a glaring illustration. Erecting fences around open area D. C. landmarks in the minds of Democrats is a real winner. Anyone with an ounce of intelligence can see through this idiotic action by the Administration. Who will be blamed? Not Democrats. The so called mainstream media will make sure that doesn’t happen. The closing of the Grand Canyon to tourism is yet another example. In fact, Arizona has offered to pay the expense to keep this monument open. The Administration’s negative response is emblematic of the real problem. It isn’t about the budget, it’s about politics. Gary Lee Cerritos
Rep. Lowenthal Say’s ‘No’ to Paycheck as Federal Government Shut Down Enters Week Two Representatives. Lowenthal also stressed to members of the media, including Hews Media Group-Community Newspaper that “certain federal employees will be forced to work during a shutdown without a paycheck until a bill to fund the federal government is enacted.� In his letter to US CAO Dan Strodel, Lowenthal stated: “I am writing to ask that I not be given my salary, earned for the month of October and thereafter, as long as the lapse in appropriations continues.� “When this shutdown occurred, hundreds of thousands of federal employees were furloughed. Others, who are deemed to perform essential services, will be forced to work. Despite the fact that these latter employers have to work, they will not receive paychecks during the period of a government shutdown. However, it is my understanding that I, as a Member of Congress, will continue to receive a paycheck,� Lowenthal continued. “I believe it is simply wrong and unfair for me to receive my salary while Americans working hard across the country as part of our federal workforce receive nothing until this appropriations crisis is resolved. Therefore, I ask that until federal employees, who must work during a federal government shutdown, are paid, I not be given my paycheck,� he ended.

On Monday, Lowenthal fired off a letter to the Office of the Chief Administrative Officer requesting that he not be paid “due to the government shutdown.� Members of Congress will receive their monthly paychecks during the federal government shutdown while all other federal employees will not be paid. "I had sincerely hoped we could avoid an irresponsible government shutdown by passing a reasonable solution to fund the government," said Congressman Lowenthal. The Americans for the Arts have designated the month of October a “National Arts and Humanities Month,” and the City’s Recreation Services, Cerritos Library and The Cerritos Senior Center will all be offering numerous artistic activities. In honor of the art-themed month, Cerritos Library will feature a presentation of Shakespeare’s “Julius Caesar,” a puppet show, arts and crafts for kids, the Young Rembrandts class and a cartoon drawing class. Craftsman Area and paintings by James Kim will be exhibited in the lobby. The Cerritos Senior Center at Pat Nixon Park will have their arts and crafts up for display as well, and art and dance classes will be offered throughout the month. Some of the opportunities offered by Recreation Services include a wide rang or art classes, after-school programs and art-themed children’s activities. One of the activities offered will be a 5 week course for three to five year olds entitled, “Little One’s Hour – harvest artists.” The course will begin on October 16 and take place at Cerritos Park East from 3:30 p.m. until 4:30 p.m. It will cost $16 for residents or $24 for nonresidents. The city is also hosting a children’s poster contest with the theme, “Together Through Art.” The deadline for submittals is October 23 and can be delivered to Cerritos Park East. All residents are also welcome to participate in an excursion to the Los Angeles County Museum of Art on Saturday, October 26. La Palma Chooses Cash Deposits for Digital Displays By Rico Dizon After a long status quo, the La Palma City Council finally approved the offer of a $50,000 deposit over a reimbursement option, from La Palma Sign Partners, LLC, to advance the a Digital Billboard Display. The concept and proposal came with the recommendation of La Palma Community Development Director Douglas Dumhart. The recent City Council action virtually carried the decision of selecting La Palma Sign Partners, a consortium established specifically for the project, over the other company Clear Channel Outdoors, a top leader in the outdoor advertising industry. During the discussion, Councilman Peter Kim brought up the opinion that since the consortium is new nothing is written about its experience. He asked Dumhart if he is that confident and the latter replied, “Yes, as each of them has their own expertise in various fields including outdoor advertising.” Mayor Steve Hwangbo added, “No matter how big and well experienced are some
companies, we have seen them failed and messed up.” During its Oct. 1 regular meeting the City Council voted 3-2 with “no” votes from Council Members Kim and Gerard Goedhart. City Manager Ellen Volmert executed the Deposit/Reimbursement Agreement later in the day. Right after the voting, Goedhart said, “Actually I am all for the motion and I fully support LPSP’s concept, I just have little reservations on the representations. “So, that’s fine and I am happy with the results.” Mayor Hwangbo smilingly noted, “It is for the good of the City that no amount will have to be taken from the General Fund as this project is not in the budget for the current fiscal year.” This gave the green light for LPSP to move forward and implement the initial stages of its Digital Sign Concept including the ocular inspection of finding the suitable sites for the displays along the 91 freeway and securement of necessary permits among them is Caltrans’s go-signal. For the City of La Palma this would mean a spring of guaranteed fresh revenues every year at $240,000 for the first year for 2 billboards and with an estimated gross of $12.1 million within a 30-year period. With the city free from a binding commitment, LPSP admitted of taking a “big risk” on this undertaking.

For its part, the City will have to amend the current Municipal Code on the Prohibition of Digital Signs in the city. Dumhart is confident that the project is a very worthy undertaking as “the strength of the city lies in its being in the center of a major marketplace bounded by LA, OC and Riverside counties where through its 2,800 linear feet corridor well-know product brands vie for advertising exposure”. He added, “it is during these times that the city needs all the new and diversified sources of revenues it can get especially with the pull out last year of BP/Arco. “The proposed two signs are slightly more than the equivalent of 436 residential properties that generate about $218,000 in property taxes.” On its Sept. 3 meeting, the City Council discussed two proposals, one from LPSP the other from Clear Channel Outdoors. On June 4, 2013, LPSP proposed to help facilitate the construction and implementation of a La Palma Digital Billboard Project with the goal of bringing the project on-line and a new revenue stream to the City by the start of next fiscal year. The company will add the necessary expertise to secure future sites for two units, to assist with processing of municipal code, and environmental compliance documents, to secure Caltrans ’permit, to finance, construct and furnish digital

Cerritos Part I felony crimes were up by four cases compared to the previous week after 27 were recorded. Residential burglaries, commercial/”other structure” burglaries and vehicle burglaries increased. Robberies, locker burglaries and vehicle thefts were down. 325 calls for service were handled by patrol deputies, up from 292 a week ago. The 2013 weekly average in calls for service is now 300. There were no robberies reported last week. Residential burglaries were up from one to six. Three of the recent crimes were attributed to open/unlocked doors or windows. Two windows were shattered and one was pried. Tools, jewelry, cameras, and laptop computers were taken. The 2013 weekly average in residential burglaries is currently 4.2. There were three commercial /“other structure” burglaries investigated. There were two the week before. Unlocked detached garages were targeted resulting in the theft of tools, a helmet and a hair cutting kit. Stereo equipment was removed from an open business. The 2013 weekly average in “other structure”/commercial burglaries is 2.5. No locker burglaries were investigated. One was reported the week before. Vehicle burglaries were up from two to nine last week. High-volume commercial parking lots were the crime scenes in seven cases. Six involved SUVs and stereo items were removed in two incidents. Other property reported stolen included laptop computers, clothes, bags, hair products, wallets, purses, credit cards, an iPad and a camera. The new 2013 weekly average in vehicle burglaries is 6.4. Vehicle thefts dropped from eight to four last week. Two were stolen from high-volume commercial parking lots. Two were SUVs, one was a Honda and an Acura was also taken. Aggravated Assault Three aggravated assaults were reported last week. A shooting occurred on the 12900 block of Duffield Ave. The victim was standing with friends in front of a house when a trio of suspects pulled up in a vehicle. After a short exchange of words, one of the suspects brandished a handgun and began shooting, then fled the scene. The victim was transported to the hospital and treated for a gunshot wound to the foot. The incident remains under investigation.

Continued from page 1 The report goes on in great detail describing the unallowable transfers via financial records obtained during the review. The most egregious transfers occurred during the Mar. 24, 2011 Cerritos City Council meeting where the Council and the RDA approved the sale and transfer of properties to the City amounting to over $120 million. The City Council at the time consisted of Mayor Carol Chen, Mayor pro tem Bruce Barrows, Mark Pulido, Joseph Cho, and Jim Edwards. The first sale of properties within the RDA had a book value of over $75 million with the Council approving purchase by the city of $11 million, eliminating over $64 million because of a "decline in value." The City argued the value of the land dropped a staggering 85%. The land included in the sale consisted of the Cerritos Towne Center and three dealerships at the Auto Mall- KIA, Land Rover/Jaguar, and Lincoln Station. “That is very suspect,” said one former Mayor of a local city and former California Contract Cities Association President who did not want to be named, “it looks like they tried to transfer the property worth $75 million and buy it for $11 million and keep all the rental income.” The Cerritos Council and the RDA then approved the transfer of over $45 million in book value assets to the City for zero dollar value. That land included the Cerritos Center for the Performing Arts, the former ROP building, B&B Stables, and Milliken Medical. The City Attorney attempted to argue for the transfers, but was soundly rebuffed by the SCO. Another unallowable transfer occurred during the January 26, 2012 Cerritos City Council meeting. The Council approved the sale of future ground rents (years 2012-2087) from certain Towne Center and Auto Mall properties to the City in the amount of $28 million. Conflict of interest questions were brought forward concerning members of the Oversight Board to the Successor Agency and the approved transfers. Under the direction of the Oversight Board, redevelopment agencies were required to establish a Successor Agency, which would be charged with handling any outstanding debts and winding down the activities of the former redevelopment agencies. The Oversight Board consists of
Chairman and former Cerritos Mayor Jim Edwards who was a councilmember during the unallowable transfers, Vice Chair and former Cerritos Mayor Barry Rabbitt, Secretary and Cerritos City Clerk Vida Barone, former Cerritos Finance Director Becky Lingad, current Assistant City Manager Kathy Matsumoto, Director of the Business Services Office for Cerritos College David L. Fattahl, Toan Nguyen, CFO of the ABCUSD, and David Mochiuki. Jacob Roper, spokesman for California State Controller John Chiang confirmed to HMG-CN late Wednesday afternoon that officials in Cerritos must transfer the assets to the Cerritos Assessor Agency “immediately.” “The law is clear, Cerritos needs to comply with the order and the report immediately,” Roper said. “If they don’t comply, a legal order was built into the law to compel Cerritos officials comply with the review,” Roper added, "litigation will not stop the process." This means he served on the MUSD School Board from February 25, 2012-April 8, 2013 when he was registered to vote and actually voting by mail on at least two occasions in another jurisdiction in violation of state law,” Lugo continued “If Mr. Montoya misrepresented himself to the Board of Education, is the Board's appointment valid? I've attached the vacancy appointment that went out when he was appointed which states that legally the appointee must not be disqualified by state law from serving in order to be appointed.” “In this case, state law precludes someone who isn't registered to vote in the district from serving on the local school board. Unless you have additional information
that I'm not aware of, I am concerned that Mr. Montoya misrepresented himself and that his appointment should be rescinded,” Lugo stressed. Montoya slammed Lugo and her assertions in a written statement. “I was born and raised in East Los Angeles and have live in the Montebello Unified School District for over 36 years. I attended Winter Gardens Elementary, Joseph Gascon Elementary, Eastmont Intermediate, and Schurr High School. I am a product of the district and I am honored to have been appointed to the Board of Education in March of 2012,” Montoya said. Montoya did acknowledge that he lived outside of the Montebello Unified School District for a brief period nearly eight years ago. “I did live in Arcadia the first year of my marriage and I voted there in one election, but my wife and I moved back to East Los Angeles and the Montebello District in late 2005 and have lived here to this date. I updated my voter registration and have voted in my East Los Angeles precinct since 2006,” Montoya said. “At the time I applied for the appointment I met all the requirements, and I still do. I am eighteen (18) years of age or older,
I am a citizen of the state, a resident of the school district, a registered voter and not been disqualified by the Constitution or laws of the state from holding a civil office,” Montoya said. Montoya is facing a stiff reelection effort in the November 5th election against two challengers including Edgar Cisneros who is a Field Deputy to Los Angeles County Supervisor Gloria Molina, as well as candidate CJ Salgano who is a recruiter. It is not known who Lugo is supporting in the campaign, and additional emails to her were not returned to the newspaper. “Never having run for public office before, I was warned that it could possibly get nasty or ugly, but I never thought people would spread such blatant misinformation,” Montoya said. “If it were a valid issue it would have been raised after my appointment last year and not during this election campaign,” he stressed. “I have faith and confidence that the voters will see right through this political ploy since many of the residents who know me, as well as all the education and community leaders, are whole heartily supporting me in my election campaign for which I am very thankful,” he concluded.

It marks the first time since 2008 that the Pioneers have defeated both Cerritos and Gahr in the same season and only the fourth time this century. But before the game, Artesia head coach Joe Veach has plenty of reasons to be concerned about how his team would fare against the vastly improved Dons. After the game, Veach displayed his frustrations. “We didn’t do a great job tonight,” Veach said. “Cerritos came out firing and they came out and played physical and they ran downhill. We did not do a good job tackling. We didn’t do a good job of reading our keys. There were a lot of things that we didn’t do well, especially in the first half.” Down by two points late in the third quarter, Artesia converted on the first of two straight fumble recoveries when senior wide receiver Tytus Simmons hauled in a 74-yard touchdown pass from junior quarterback Jimmy Rodriguez. After those two hooked up again for the two-point conversion, the Pioneers led 28-22 with 53.7 seconds left in the third quarter. Then three minutes into the fourth quarter, Rodriguez connected with senior wide receiver Isaiah Benoit for a 66-yard score and the hosts began to pull away at 36-22. Artesia recovered its own onside kick to begin the game and took a 7-0 lead after junior running back Vincent Brown scored from a yard out. But the Dons took nearly seven minutes off the clock to score its first touchdown when junior running back Kory Boyd took an inside reverse from senior running back LaMarr Crowder and raced 16 yards for the first of his two touchdowns of the night. Rodriguez would put Artesia up 14-6 late in the opening quarter on a 24-yard scamper up the middle but the Dons, who have run up and down the field all season with their double wing, ballcontrolling offense, tied the game nearly midway through the second quarter. Junior quarterback Ki’Jon Washington ended a 12-play drive by pushing forward from two yards out, then handing the ball to Crowder who scored the twopoint conversion. The Pioneers (4-2 overall, 1-1 in the Suburban League) responded when Brown hit pay dirt with a 34-yard touchdown run just 30 seconds after another 34-yard run was called back because of a holding penalty. Cerritos head coach Darin Owens was feeling good about his team heading into the locker room as the Dons had rushed for 214 yards and controlled the clock for nearly 16 minutes. Crowder had 100 yards on 15 carries in the first half.

“They played with good intensity throughout the four quarters,” Owens said. “I think right now we’re learning that when we make mistakes, you can’t hang their heads. You have to keep pressing through. We’re learning that and we’re improving each week. I feel like we’re getting better and better.” Cerritos took its first and only lead of the game when it recovered its own onside kick to start the second half and marched 46 yards in 6:34, capped by an eight-yard run from Boyd. That touchdown gave Cerritos its 17th first down of the contest and a perfect nine for nine on third down conversions. The Dons would convert two more third down conversions the rest of the way as Artesia capitalized on the two fumbles. Rodriguez led Artesia’s running attack with 98 yards on seven carries while Brown added 81 yards on eight carries and also scored from a yard out with 3:25 left in the game. The Pioneers racked up 425 yards of total offense but ran 31 plays and held the ball for 13:41. Artesia will see another team that operates the double wing offense as it visits Norwalk tonight. “Vincent played great,” Veach said. “Physically, he’s just an animal. He’s a big, strong kid, he’s fast and he’s hard to bring down. When he gets going forward, he’s just a tough kid to stop.” Crowder, the league’s leading rusher, picked up 149 yards on 27 carries, the third time he has rushed for at least that amount. He now has 773 yards through five games with 10 touchdowns. Crowder, originally from San Diego, attended Artesia after the football season two years ago but never played football at Artesia. “LaMarr is great; he’s a good kid,” Veach said. “He was here at Artesia just a couple of years ago. We know the kind of athlete that he is and I know the kind of person that he is. I’m glad that he’s getting to play varsity football this year.” Washington rushed for 105 yards on 16 carries while Boyd added 77 yards on 14 touches. Sophomore running back Jacob Tucay contributed another 50 yards on nine carries as Cerritos (1-4, 0-2) will host Bellflower tonight. “I’m pleased with the kids’ overall attitude and kind of the rebirth of the program,” Owens said. “I feel like we have definitely made that turn that [I] talked about at the beginning of the season. Now we have to build upon that turn.”

Gonzalez ignites Cerritos’ comeback win against Norwalk By Loren Kopff Coming off a season in which the Norwalk girls volleyball team finished in third place in the Suburban League with an 8-4 mark, its best league record since 1999, the Lady Lancers were primed to contend for a league title. But somebody forgot to tell Cerritos that it is part of that league championship discussion as well. Down two sets to none, the Lady Dons, with senior outside hitter Mariah Gonzalez leading the charge, stormed back to steal a crucial early league season match from Norwalk 18-25, 19-25, 26-24, 25-18, 1715 last Thursday afternoon at Cerritos. “We started really flat,” said Cerritos first-year head coach David Cuthbert. “It’s an issue we’ve had all year. We usually put ourselves in a hole early in games and we just couldn’t dig ourselves back out of it.” Norwalk had it going in the first two sets, getting 14 kills from junior middle blocker Jazmin Guzman and eight more from senior outside hitter Viviana Gomez. Some of those kills were easy tip shots at the net as the Lady Dons led only once in the first two sets, and that was by one point in the first set. Of the 18 points Cerritos recorded in the first set, six were off of Norwalk serving errors and another four were aces. Cerritos posted only 14 kills in the first two sets with Gonzalez getting five. “When our passing unit’s not as good, our setter really has one option,” Cuthbert said of Gonzalez. “They keyed in on her early. She had a lot of double blocks and but she really came back for us today.” “I think we were intimidated hearing that they beat Mayfair,” Gonzalez said. “We let that get to our heads.” But that all changed in the third set, partly because of a lineup change by Norwalk. The third set featured 15 ties and seven lead changes with no lead being greater than three points. Norwalk had a 22-20 lead but a serving error and two straight kills from senior right side hitter Jody Suski put Cerritos up 23-22. Then with the set tied at 24-24, Gonzalez closed it out with her 16th and 17th kills. She had 12 kills in that set alone. “I think what I said to them after the second set was I don’t need heroes out there,” Cuthbert said. “I don’t need somebody to go off and score 12 points. I don’t need the best serve of your life. I just need what we do in practice. I need communication.”

“He was telling us we shouldn’t give up,” Gonzalez said. “I had faith in my team that we could pull through.” Norwalk was without the services of three players by the middle of the match as junior defensive specialist Anna Bustos had to leave due to a family matter and injuries sidelined senior opposite hitter Daniela Lozada and freshman outside hitter Athena Sio. As a result, Norwalk got only 11 kills in the third set, all but two coming from Gomez or Guzman. With Gonzalez dominating the third set, Cerritos went to its supporting cast in the fourth set as Suski and junior middle blocker Crystal Amalu both picked up four kills while junior middle blockers Kaitlyn Bales and Brittney Freeman combined for another four kills. An ace from junior setter Lorinet Marquez gave the Lady Dons their biggest lead of the match at 16-13 and Norwalk wouldn’t get closer the remainder of the set. “It’s really important for us to get balance,” Cuthbert said. “When we have a hitting leader like Mariah, we can often overuse her. But if we want to be successful long term in this season, we need to make sure that everybody is getting involved. Kaitlyn really came out of the woodworks for us. We took the setting responsibility away from her and had her focus on hitting and blocking. She was big for us.” The two teams nearly traded every side out in the fifth set as there were 13 ties but three lead changes. A kill from Bales put Cerritos up 14-13 but a net violation tied it up. Suski then put Cerritos up 15-14 but a serving error made it 15-15. After Norwalk’s serve went wide, Mariah Gonzalez ended the match with a tip kill over Guzman. It was the 25th kill for Gonzalez, who also had 17 digs. “It gives us new motivation because it tells us we can pull through in those tense situations,” Mariah Gonzalez said. “I just told them [after the match] that we don’t want to be a team that gives up a game that easy; that we couldn’t give up three straight sets,” Jessie Gonzalez said. Suski had 15 kills and 19 digs while Bales added nine kills. Sophomore libero Nicole Medina pitched in with 16 kills. Cerritos (7-7 overall, 3-1 in league) would sweep John Glenn 25-11, 25-21, 2514 this past Tuesday and faced Mayfair on Oct. 10. It will host Artesia on Tuesday before visiting Bellflower on Thursday. The Lady Lancers (7-6, 3-1) were led by Guzman, a match-high 26 kills, and Gomez (16 kills). Norwalk, which swept Bellflower this past Tuesday, hosted first place La Mirada on Oct. 10 and will visit Glenn on Tuesday. “I don’t like to predict and I don’t like to boast about ourselves or any other team because you never know how things are going to go,” Jessie Gonzalez said. “Like I said at the beginning of the season, it’s a coin toss.”

On Thursday, Artesia visits La Mirada, Cerritos goes to Bellflower and Glenn hosts Mayfair. In San Gabriel Valley League action, Gahr (6-11 overall, 1-1) hosted first place Downey on Oct. 10 and will end the first round on Thursday with a trip to Lynwood. The Gladiators have played a pair of five-set matches to begin league play, falling to Warren last Thursday before knocking off Paramount this past Tuesday. Valley Christian (15-4, 1-1) was swept by Village Christian this past Tuesday and hosted Heritage Christian on Oct. 10. The Lady Crusaders will visit league leading Whittier Christian on Tuesday to end the first round of Olympic League action. Whitney (4-4, 2-2) has lost three straight matches, including the past two to Academy League foes. The Lady Wildcats will visit Oxford Academy tonight, Downey Calvary Chapel on Tuesday and Brethren Christian on Thursday. Many years ago, the victory bell was stolen from the quad on the Artesia High campus. It was a fixture of the high school as players and fans would march to the quad after each Artesia win and ring the bell. Artesia head coach Joe Veach was told last year that a new one would be ordered and delivered at the end of this season. However, he was informed last week that it would arrive just in time for the Cerritos game. The return of the victory bell coincided with Artesia winning the Silver Milk Barrel for the first time since 2008. The trophy goes to the winner of the ABC Unified School District. The seniors on this year’s team went 1-9 as freshmen with the lone victory coming against Cerritos. “We won it in 2008 and after that, we thought we were going to have a good run there,” Veach said. “But things didn’t work out and we had a rough patch. It’s great that we could do this [tonight].”

Street Sweeping Contract Awarded To Athens Services Cerritos News Service The Cerritos City Council recently awarded a contract for street sweeping services to Athens Services. The contract takes effect on October 28 and includes street sweeping services covering all dedicated streets, alleys and City-owned parking lots within the City of Cerritos. The total annual cost of the Athens Services street sweeping contract is $409,737. The City received four proposals for street sweeping services ranging in amounts from $409,737 to $576,758. The new contract will save the City $110,000 per year. The agreement provides for all labor, equipment, tools, fuel, material, insurance, supervision, waste recycling/disposal and all other items incidental to performing the required street sweeping services in the City. The contract will conclude on December 31, 2017. The street sweeping schedule will re-

main the same, although the actual time street sweeping takes place might be adjusted slightly. Street parking in Cerritos is prohibited during specified days and times designated for street sweeping. When streets are clear of parked cars, street sweepers can clean the streets more thoroughly and maintain the City’s attractive and tidy appearance. Trash, leaves and other debris easily accumulate in City gutters. Street sweeping reduces the potential of pollutants reaching the storm drain system and improves the flow of urban runoff through the gutters. Street sweeping days in Cerritos are scheduled weekly on the day after trash is collected. Signs indicating the restricted day and four-hour time period of prohibited parking are posted at the entrances to each residential housing tract. Violators of the ordinance will be subject to a $25 ticket for each offense. The restriction will not be enforced during weeks when there is an official holiday and City Hall is closed. It described Brian's Kennedy's conduct over the last year to include serious misconduct in his operation and stewardship of the company’s unique and highly valuable assets. “Most egregiously,” the complaint stated, “Brian with the assistance of Seyde, transferred ownership of the one of the companies Crown Jewel properties located on the Sunset Strip to a separate company Brian secretly formed and in which Drake has no ownership interest. The new company paid nothing in return for the property.” The filing also stressing that “the transaction was done after Brian became seriously ill as a result of cancer radiation and chemotherapy.” The complaint and spells out how Brian Kennedy deprived Drake of meaningful access to information about the company and prevented Drake from reviewing the company's books and records. Drake Kennedy who is part owner of Regency Outdoor Advertising has filed a complaint demanding that a jury trial be held against his brother Brian Kennedy claiming he committed breach of fiduciary duty, fraudulent concealment, and involuntary dissolution of the famed marketing company. The complaint was filed in Los Angeles Superior Court on September 25 and obtained by Hews Media Group-Community Newspaper on Monday. In the lawsuit, David Seyde is named as a defendant, who according to the documents holds 20% interest in another company related to Regency. The lawsuit stated that Seyde held a senior manager position at Regency from approximately 2000 to the present and that he has been “intimately involved in the management of the company particularly in the last two years.” The complaint describes in great detail how Drake Kennedy brought his brother in at 50% interest in the company in 1974, “but in recent years that relationship has deteriorated.”
