By Randy Economy Allegations Voters in several Southeast Los Angeles County cities will be heading to the ballot box next Tuesday, November 5th to elect several new city council members, as well as a cadre of school board members.

Known as the 2013 Consolidated Election, more than 1.7 million registered voters throughout the sprawling county will be deciding the fate of 519 candidates who are seeking 114 different elected offices.

Locally, voters will be decided school board seats in the ABC Unified School District, Bellflower Unified School District, Norwalk-La Mirada Unified School District, Downey Unified School District and in the Montebello Unified School District.

Voters will also be electing city council members in Artesia, Hawaiian Gardens and Pico Rivera.

By Randy Economy (Bell) An ongoing “war of words” between Bell City Manager Doug Willmore and Vice Mayor Ana Marie Quintana escalated this past week with new charges and counter charges being hurled between the two city officials.

At issue, according to Quintana is in her opinion is that Bell taxpayers are currently on the hook to pay more than $3 million in unpaid bills to an Orange County based municipal law firm that has represented the scandal plagued community for more than one year now.

The Law Firm of Alshire and Wynder was hired by Bell city council members after the city made national and international headlines for being the focal point of one of the biggest political corruption cases in the history of the United States.

The City of La Mirada was recognized for its business-friendly policies by the Los Angeles Economic Development Corporation (LAEDC) at Tuesday’s City Council meeting.

The LAEDC has selected La Mirada as one of the most business-friendly cities in Los Angeles County for six years in a row. La Mirada’s low cost of doing business, extensive business outreach efforts, and low crime rate were cited as reasons for its selection.

HMG Exclusive-Dirty Water: Roybal, Apodaca and Vasquez Eliminate Central Basin Ethics Committee

By Brian Hews and Randy Economy President James Roybal, along with Directors Bob Apodaca and Leticia Vasquez of Central Basin Municipal Water District voted to eliminate the embattled water agency’s Ethics Committee this past Monday.

Roybal and Apodaca lead the charge to eliminate the longtime committee that has successfully investigated the two, referring complaints to enforcement agencies such as the District Attorney, the Fair Political Practices Committee (FPPC) and the Los Angeles County Civil Grand Jury. Decisions on prosecution are pending at this time.

On September 25th, CBMWD General Manager Tony Perez forwarded the findings of the Ethics Committee showing that Roybal had been found guilty by the Los Angeles County District Attorney of violating the Brown Act by revealing

confidential information in an interview with the press. Perez' letter was sent to the Civil Grand Jury seeking a possible indictment.

On October 7th, again based on a review by the Ethics Committee, Perez forwarded findings to both the District Attorney and the FPPC seeking an investigation into alleged improper conduct by Apodaca involving his live-in girlfriend Caroline Medrano.

The complaint alleged that Apodaca violated Government Code Section 1090 by approving payments exceeding $11,000 to Medrano for floral decorations. Other allegations in the complaint focused on the possibility that Apodaca committed insurance fraud by adding Medrano to his District paid health insurance benefits.

Cerritos Resident Armando Lopez, Jr., Joins Rio Hondo Symphony Board

By Dorothea Cummings Armando Lopez, Jr., a distinguished retired health care administrator from Cerritos, is a new Rio Hondo Symphony board member and he has already improved the health and well-being of the Symphony.

In just a few months, Lopez became the chairman of the Strategic Planning Committee which has developed a badly needed new Strategic Plan. Currently, he is carefully tracking the implementation of its objectives.

A long-time resident of Cerritos, Lopez worked for the L.A. County Department of Health Services as a Hospital Administrator for 35 years. He also worked at Harbor-UCLA Medical Center, the County-USC Medical Center and Rancho Los Amigos National Rehabilitation Medical Center.

Somehow Lopez also found time to serve as President of the California Asso-

ciation of Rehabilitation Facilities and to serve on other boards.

He distinguished himself by being elected a Regent of the American College of Health Care Executives.

Lopez received his BA and MBA degrees from UCLA and earned a Master ’s Degree in Health Care Administration from USC. Classical music, which has been one of Lopez’s passions, is now becoming the focal point of his life. In addition to serving on the Symphony Association board, currently he is taking viola and piano lessons from Whittier professionals.

Long Beach Mayor Candidates to Square Off on Environmental Issues

By Randy Economy Candidates running for Mayor of Long Beach in the upcoming 2014 election will be attending a candidate forum focused on environmental issues on Thursday November 21st at the Aquarium of the Pacific.

According to organizer Gabrielle Weeks, all of the hopefuls who will be running for Mayor will be invited to participate.

The Long Beach Municipal Primary Election will be held on Tuesday, April 8, 2014.

The candidates who have filed documents with the Long Beach City Clerk expressing their intentions to run are Damon Dunn, Jana K. Shields, Gerrie Shipske, Doug Otto, Robert Garcia, Kareem Muhammad, Richard Camp, Bonnie Lowenthal and Steve Mozena. Candidate Suja Lowenthal announced recently that she will not be a candidate for Mayor, opting to run for a seat in the State Assembly instead.

Noguez, Salari Slammed with Additional Felony Counts as LA County Assessor ‘Corruption Scheme’ Widens

Mark McNeil, one of Noguez’ s top deputies, will all return to court on Jan. 30, 2014, to set a date for their preliminary hearing. The three were arrested in October 2012 and charged with a scheme to trade bribes for lower property tax bills.

“The new charges today bring the total loss to the county at more than $10 million in revenue,” said Jane Robson, a media spokesperson for Los Angeles County District Attorney Jackie Lacey.

If convicted, Noguez faces more than 50 years in custody. Salari faces more than 75 years in custody.

Additional felony counts have been filed against Los Angeles County Assessor John Noguez and Tax Agent Ramin Salari on Monday in what prosecutors called “a corruption scheme to lower property taxes on favored individuals and businesses.”

Both Noguez and Salari appeared in a Downtown Los Angeles County Superior Court on Monday to hear the new charges, and both pleaded not guilty to a dozen new felony counts.

Noguez, 48, and tax consultant Ramin Salari, 50, appeared in court before Judge George Lomeli to set a date for their preliminary hearing when they were arraigned on three new counts each of grand theft and three counts each of embezzlement.

Hews Media Group-Community Newspaper confirmed that the new charges involve include three additional properties in downtown Los Angeles that were appraised at a lower value.

Prosecutors allege that Noguez accepted bribes from Salari to lower property tax assessments for some of Salari’s clients, whose properties were located in Beverly Hills, Brentwood, Pasadena, Marina Del Rey and the South Bay. Prosecutors allege the new charges show Noguez was working with Salari as far back as March 1996.

In addition, prosecutors with the Public Integrity Division filed a separate case today charging Salari with three counts of felony tax evasion. Salari pleaded not guilty to those charges.

You would have thought Caballero was advising Trimble (actually HG Coun-

cilman Barry Bruce was advising her), trying to sneak into HG in the middle of the night and set up camp to become a “legal resident� and “legal voter� “residing� in HG. The voters saw through her plan and well, she lost badly at the polls.

Back to Mr. An. This week we also learned that Mr. An does not consider civic duty as a responsibility. He has only voted twice in his lifetime, as shown on documents we obtained from Dean Logan and the Registrar Recorder for the County of Los Angeles (see page 7).

The new assessments will be computer-based, allowing for a much broader range of test questions than the multiplechoice exams given under STAR. As a result, the new assessments are expected to emphasize critical thinking, reasoning, problem solving, modeling the kind of teaching and learning needed to prepare all students for the demands of college and the workplace.

For 2013-2014 school year, AB484 requires districts to administer field tests

of the Smarter Balanced assessments to students in grades 3-8th and 11th in either English language arts or math. Field tests serve as “tests of the tests� allowing experts to discern the accuracy and reliability of individual test questions before finalizing the assessments for full scale use. For a preview of the new SBAC assessments, please go to http://www.cde. ca.gov/ta/tg/sa/smarterbalanced.asp As a result, there will not be any test scores for the students or schools during this school year.

There will not be an Academic Performance Index (API) for the 2013-14 school year during this transition. The State is in the process of developing new criteria for the API that will include other factors be-

The District is in the process of selecting an alternative assessment for Whitney admission, qualifications for the Gifted and Talented Education program as well as guidelines for redesignation of English language learners. They typified the three basic cardinal principles of this Greek-letter fraternity of LEADERSIP, FRIENDSHIP and SERVICE when they converged at the Food Bank facility on this small industrial city one Saturday morning – packing and sorting bread, canned goods, fruits, vegetables and toiletries like soaps and other basic human necessities into conveyors, crates, pallets and huge boxes to be distributed to schools in depressed areas and to other less-privileged areas in and around Los Angeles.

Two hundred five brothers and sisters including pledgees/neophytes from as far as Santa Barbara and San Diego comprising seven campuses in Southern California answered the call of service and showed up at 8:30 a.m. together with 28 alumni members of APO (Philippines) Alumni of Greater Los Angeles (better known as APOGLA). Hews Media Group-Community Newspaper strongly endorses Montebello Unified School Board Members Benjamin Cardenas, Gerri Guzman, Hector Chacon and Paul Montoya in next week’s election.

The Montebello Unified School District is one of the premier public education systems in California and we can thank the leadership of Chacon, Guzman, Cardenas, and Montoya as well as past school board members for making it happen.

This campaign has been aggressive, rough and tumble and sometimes downright in the mud. But, that’s okay in our opinion.

We have concerns about challengers Lani Cupchoy and Edgar Cisneros. Both appear to be bright, intelligent individuals, but both bring too much political baggage to the table. We were the only print publication to document that Cupchoy has never voted in any election in the past.

That is a blatant disregard for a US citizen’s civic duty.

Perhaps Cupchoy needs to take a course in American Civics at Montebello High School to learn about the Democratic process, and how it works before actually running for elected office. We urge that voters reject Cupchoy next Tuesday.

Cisneros has waged an impressive campaign against Appointed Incumbent Paul Montoya. He has banked on his ties to powerful Los Angeles County Supervisor Gloria Molina, his boss, in this campaign to get him “street credibility” with the voters. What ever happened to people working in public service, for the public, instead of having to make it about themselves and their own political agenda?

Paul Montoya is just a “regular guy” who is not a politician and could really care less about the public spotlight, and we like that aspect of his character. Montoya has proved to be a solid member of the Montebello Unified School Board and voters need to give him a huge thumbs up next Tuesday.

ABCUSD Recognized with Top Statewide Educational Honor ABC Unified School District has been chosen as one of 59 recipients of the state’s leading educational honor, the Golden Bell Award. The Golden Bell Award, now in its 34th year, is sponsored by the California School Boards Association (CSBA). The award recognizes public school programs that are innovative and sustainable, make a demonstrated difference for students, and focus on meeting the needs of all students.

ABC Unified School District will receive its award at a recognition ceremony to be held on Saturday, Dec. 7 from noon to 2p.m. at CSBA’s Annual Education Conference in San Diego at the Marriott Marquis & Marina located at 333 West Harbor Drive. The two programs honored include Nixon Academy’s JAM Sessions (Jaguars in Arts and Media) and the SMART (Saturday Morning Academic Reading Time) Academy.

The JAM Sessions provide opportunities for Nixon students to explore their particular strengths and talents. Students select from a variety of sessions offered by teachers, staff and community members.

They occur Friday afternoons for one hour during a six week period. The goal of JAM Sessions is to engage students in their own

learning through creative experiences that take place outside of the traditional classroom.

The SMART Academy focuses on increasing reading achievement by using academic language and a positive attitude toward school. The program focuses on African American and Hispanic-Latino students in 4th-6th grade attending Title 1 schools. Students receive extended learning time on reading comprehension strategies and academic vocabulary development. The parents of the students also participate in workshops on strategies to support and increase their child’s learning.

Brookshire Children’s Park is about to get a healthy makeover.

Beginning in January 2014, DakeLuna Consultants will design and implement new changes to the park that will focus on healthy and active living for both children and parents.

A survey of City of Downey park users was conducted and the following points were confirmed: • 15% of respondents wanted preschool programs • Brookshire Park is not well used • Condition of the park is ‘okay’ • 16% of respondents suggest upgrades are desirable DakeLuna is designing improvements to this important neighborhood park so that families with kids can choose to spend a few hours playing in the park near their house.

The experience of physical play as a child is fun, and with the development of a durable taste for physical culture through, walking, dance, and sports helps a person to maintain good health throughout their life.

The key is to provide a challenge that is appropriate to the child’s age and to make it easy for the care giver to choose the playground. A three year old is challenged by climbing stairs, and monkey bars are appropriate for those older than 5.

HMG-CN confirmed the voting status of An on Monday by obtaining an official affidavit signed by Dean Logan, Registrar Recorder for the County of Los Angeles.

Logan confirmed that An registered for the first time in Hawaiian Gardens on August 22, 2013, as a Democrat.

Logan also confirmed that An has voted only twice, in the 2012 General Election and the 2009 Consolidated Election.

Several weeks ago, An, 59, told the newspaper that he was “was a longtime resident of Hawaiian Gardens,” but when pressed about specifics on when he moved into the community, An became agitated.

“I live in Hawaiian Gardens, I can run, period, end of story,” An said.

Since then, City Manage Willmore has been, in his words, has been “working around the clock, nonstop as a matter of fact to get Bell back on track.” Willmore appears to have been given high grades from a majority of current city council members for his performance, but has been lambasted by Quintana during the past several weeks.

The war of words between Willmore and Quintana boiled over this past week with the two city officials exchanging written emails that directly challenge each other.

Hews Media Group-Community Newspaper was sent copies of current and past emails by both Willmore and Quintana, and the documents show a great distain between the two Bell officials.

“I will say that in my entire career I have never seen anything like this,” Willmore told HMG-CN in a written email last week. “To see an elected official (Quintana) make totally false allegation of this kind against people who work for her city, it’s just something I’ve never dealt with and never seen before,” Wilmore said.

Wilmore was responding to a press statement issued by Quintana in early October under the headline “City of Bell Covering Up Secret Fund Used To Hide Exorbitant Legal Fees.” The press release was sent to media outlets around Southern California from Quintana’s official city email account.

Quintana states in her opening salvo in her press release that “three years after the discovery that Robert Rizzo (former city manager) and his cronies had funneled an obscene amount of money into their pockets, questionable accounting practices are, once again, rearing the ugly heads.”

Willmore jumped all over Quintana and her statements in both a phone interview and written statement to HMG-CN. “In short, the statement from Councilmember Quintana’s press release that states, ‘Vice-Mayor Ana Maria Quintana recently discovered the existence of a secret fund that was created by City Manager Doug Willmore and City Attorney David Aleshire that serves to hide exorbitant legal fees,’ is completely and totally false,” Wilmore said.

Wilmore lashed out at Quintana by also claiming that “her quote yesterday on the HMG website of having claimed to see ‘manipulation of the city’s books and hiding of fees’ is totally unsupported by anything I have seen or know about.”

Wilmore also stated that a city audit report also backs up his claims that noting irregular or illegal took place between city officials in Bell regarding payments to Alshire and his law firm.

“When asked at the most recent public Council meeting, our outside auditor, Jim Godsey of MGO stated that he had seen no evidence of any manipulation or attempt to hide anything by current staff,” Wilmore said.

“I, the City Attorney, and Councilmember Quintana’s colleagues have worked diligently with her to try and help her understand how a proper city government works,” Wilmore said. “The majority rules. To be an effective Councilmember, you have to have a respect for the majority.

Despite all of my effort to help her understand this, she doesn’t appear to get it,” he said.

“She (Quintana) was on the losing end of a 4-1 vote on this issue (wanting the City Attorney’s contract to be changed) and seems to me to be practicing ‘hostage government,” Wilmore said. “I.E., give me what I want or I will trash the City, my Council colleagues, and the people working for it. To me, her (Qunitana) tactics appear to be similar to those who have shut down the federal government and are flirting with defaulting on the US’ bonds,” Wilmore said in his written statement.

Wilmore said that outside auditor, Jim Godsey of MGO, reviewed the Alshire/ Wynder contract and “sees no problems or violations with it.”

“This matter has had a full public airing and four Councilmembers once again recently voted that they are fine with the current arrangement and didn’t want the matter brought back,” Wilmore said.

Wilmore did admit that taxpayers in Bell did spend a total of $2.1 million in legal fees in for Fiscal Year 2012-13, but he staunchly defended the payments.

Because of Aleshire’s law firm, Wilmore said that Bell taxpayers “also

gained almost $7M in recoveries and successfully avoided more than $15M in contingent liabilities, such as paying Rizzo’s attorney’s fees, in the last year,” Wilmore said, “What a great return on investment!”

Wilmore continued by telling HMGCN in an email that, “on one level, this issue that Councilmember Quintana has ‘invented’ is extremely sad for the City of Bell. We should be spending all of our time on progress and improvement, not spending time on defending ourselves against baseless and false accusations. We have enjoyed tremendous success in the past year.”

Wilmore also touted that the City of Bell recently passed its first structurally balanced annual budget in more than 20 years. “The City was nearly bankrupt in 2010, with less than a 2% reserve. The City is projected to have a 14% reserve in fiscal 2014,” he stressed.

“The City has successfully negotiated a short sale with Dexia Credit to relieve itself of $35M in debt and a possible $10M deficiency judgment liability. The sale is due to close in less than a month,” the city manager said.

According to Wilmore, by Thanksgiving of this year, the City of Bell will have recovered “close to $7M in recoveries due to legal action.”

“Robert Rizzo left the City with $100 million in debt and no revenue to pay down debt. After the closing of the Dexia short sale, the City will have cut its debt to less than $50M and has a budgetary plan to pay down the remaining debt,” Gilmore said.

The Bell city manager also told HMGCN that when the Rizzo scandal broke in 2010, the City had not conducted annual audits of its financial operations “for years.” But, Wilmore said “in only the past year, the City completed three past due financial audits by an outside independent accounting firm, thus bringing it current.”

In one last parting shot against Quintana, Wilmore said, “Despite the false accusations by Councilmember Quintana, the City of Bell is making substantial progress, and the progress shows that even with one Councilmember making false accusations about her colleagues and City staff, that the City government works.”

“For it’s easy to be successful when the days are sunny. However, it’s when days are cloudy that government is put to the test. I feel that Bell is passing that test, and our strong performance in the face of this latest challenge is testament to that,” Wilmore concluded.

Barry Bruce, who is being challenged by An, said that he had “no comment” about An’s voter registration. “I really have nothing to say about it,” Bruce said in a phone interview.

Lady Lancers avenge only league loss, move closer to first title

By Loren Kopff Having a full squad definitely makes a difference and the Norwalk girls volleyball team benefited from having all of its players when it hosted Cerritos this past Tuesday afternoon. Behind 27 kills, seven aces and three blocks from junior middle blocker Jazmin Guzman, the Lady Lancers got past visiting Cerritos 25-16, 25-18, 1525, 25-17.

The win was payback as the Lady Dons gave Norwalk its only Suburban League loss on Oct. 3. In that match, Norwalk took the first two sets, then lost three players to various reasons and Cerritos took advantage by winning the next three sets. But this time, everyone was present and accounted for in what Norwalk head coach Jessie Gonzalez called a “total team effort”.

By Loren Kopff For the first time since 1998 and second time in school history, the Cerritos boys and girls cross country teams came away as Suburban League champions in the same season. Both teams placed at least six runners in the top 10 and both teams picked up 23 team points this past Wednesday at Cerritos Regional Park.

“This is the reward for the work that they have put in,” said Cerritos head coach Jason Watanabe. “This group has actually stayed together for a long time and so, we always look back at the history of them.

We have a lot of athletes who made the improvements over four years.”

Although Mayfair senior Ellis Newton won his third league meet of the season, this one by 23 seconds, Cerritos senior Joshua Quarles finished in second place with a time of 16:25. Right after him was senior Jonathan Carranza in third place at 16:43.

The top Artesia runner was junior Gil Ong (18:27) while sophomore Michael Estrada (19:15) led John Glenn. This was the second straight boys title for the Dons and fourth since 2007 but two of them have been at Cerritos Regional Park.

Just like the boys, a non-Cerritos runner came away as the top runner as La Mirada sophomore Samantha Huerta crossed the finish line at 19:33, the ninth straight season a La Mirada runner has won the individual league championship. But Cerritos senior Monique Gavilanes (19:56) and sophomore Catherine Lin (20:05) took second and third place respectively. Fourth place belonged to Norwalk sophomore Jennifer Osorio-Melendez (20:11) while the Lady Dons took care of business with the next three spots-junior Alyssa Movchan (20:57), sophomore Amanda Atilano (20:59) and junior Stacy Park (21:07).

“In the beginning of summer, [the girls] were running 10-minute miles for the long runs,” Watanabe said. “We had never done that before. But just because of the group we had, we had to encourage the girls.”

This was the second league crown in three years for the Lady Dons and third since 1998. La Mirada had won the league from 2001-2010.

“This year there were five teams before league started that I felt could have won the league title,” Watanabe said. “I didn’t know how good everyone was going to be.

La Mirada is going to be very solid. We have a lot of young athletes coming back, though.”

The last time both the Cerritos boys and girls won the league finals, Watanabe was a senior for the Dons under the tutelage of Dave Sanford while assistant coach Allison Koizumi was a junior.

“That was our first year in the Suburban League and we were looking forward to moving to the Suburban League from the Mission Valley League, which was a very, very ultra tough league” Watanabe recalls.

“Norwalk was good but that league as a whole…we saw it as an opportunity to at least make CIF.”

“We prepare game by game but in that preparation, we’re also preparing ahead of time,” Jessie Gonzalez said. “I try to stay a step ahead of the competition, which is what we did this week, strategizing for Cerritos.”

Mariah Gonzalez led the Lady Dons with 19 kills while senior right side hitter Jody Suski added 10 kills. Junior middle blockers Crystal Amalu and Kaitlyn Bales each pitched in with eight kills as Cerritos was eliminated from any chance of winning a league title.

“She was great,” Cuthbert said of Bales.

“I don’t think she likes purple because two of her better games have come against Norwalk, hitting-wise. She was definitely on point for us today.”

Sophomore libero Nicole Medina had 19 digs followed by 18 from Mariah Gonzalez and 14 from Suski. Cerritos hosted Glenn on Oct. 31 and will entertain Mayfair on Monday before visiting Artesia on Wednesday.

The CIF preliminaries will be on Nov. 16 at Mt. San Antonio College while the finals will be on Nov. 23.

FOOTBALL With two weeks left in the regular season, Artesia (5-3 overall, 2-2 in the Suburban League) is still alive for a playoff spot as the Pioneers visit John Glenn tonight.

Artesia, coming off a 21-9 win against Bellflower, has won more games since 2008 when it finished 7-4 and advanced to the playoffs. Also tonight, Cerritos (2-6, 1-4) will visit Mayfair and Gahr (3-5, 1-2) travels to Dominguez. Valley Christian, on the heels of a 37-7 win against Village Christian, will travel to Heritage Christian on Saturday. The Crusaders are 3-5 overall but 2-0 in the Olympic League.

VOLLEYBALL The shocking match of the past seven days came this past Tuesday when Gahr outlasted San Gabriel Valley League frontrunner Downey 25-20, 25-22, 19-25, 22-25, 15-8 for its first win over the Vikings since 1998. The Gladiators (9-13, 4-3) will host Lynwood on Tuesday and Bellflower on Wednesday to wrap up the regular season.

Artesia (1-13, 0-10) visits Bellflower on Monday before hosting Downey and Cerritos the next two days. Norwalk banks on Penny, McDowell and defense in another rout over John Glenn

By Loren Kopff Norwalk senior wingback Rashaad Penny and junior wingback Ryan McDowell combined to touch the ball nine times last Friday night against city rival John Glenn. But the two stars of the Lancers offense made the most of their little work by scoring five touchdowns as Norwalk crushed the Eagles 60-6 at Excelsior Stadium to reclaim the Mayor’s Trophy for the 11th consecutive year.

Penny carried the ball five times for a game-high 168 yards and scored on an 86-yard run down the left sideline on the game’s second play and on a 59-yard run on Norwalk’s first play of the second quarter.

After picking up 12 yards on first carry, McDowell got into the scoring action with touchdown runs of 68 yards in the second quarter, seven in the third quarter and 45 yards in the fourth quarter. For McDowell, it was the second time in three games he has scored three touchdowns.

Norwalk’s vaunted rushing attack produced 492 more yards on the ground on only 34 plays. Both of those totals were just shy of the all-time record in this rivalry set in 2010. In that contest, Norwalk needed 28 plays to churn 510 rushing yards in a 64-7 conquest.

“Honestly, we’ve told the kids no matter what, it’s a rivalry game,” said Norwalk head coach Jesse Ceniceros. “These kids grow up together in the same community, they go to the same middle school together, then they separate. That just adds to it.

During a rivalry game, you never know what’s going to happen.”

The game marked the last time that Penny, the Suburban League’s second leading rusher, will face the team from the east side of Norwalk. In three games against the Eagles, Penny carried the ball 26 times, gained 428 yards and scored seven touchdowns. He stated that he’ll remember the memories of growing up in the city and wanting to play Glenn.

“There were some awesome times,” Penny said. “We shared a lot of blood, sweat and tears with Glenn on this field.

They’re a great rival and they will always be a rival to us. We just played great the past three years. It was a great time playing against Glenn.”

“Just talking about it with my brothers and playing with my brothers, we just love to play here,” McDowell recalled of his fondest memories growing up. “Since my freshman year I couldn’t wait to get to

The Lancers, who remained the top team in the California Interscholastic Federation-Southern Section’s Southeast Division for an eighth consecutive week, improved to 8-0 overall and 4-0 in the Suburban League. Norwalk scored on five of seven first half drives and in the second quarter alone, the Lancers ran five plays, scoring on three of them. Senior quarterback Matthew Ortega made it a 33-0 game with his 13-yard score late in the stanza.

The designated home team would then score on all four of its second half drives.

Sophomore Jesse Lotts, who had earlier scored from five yards out, added a sevenyard score late in the third quarter to make it 47-0. The final Norwalk touchdown came from junior David Laugheed, a sixyard run late in the fourth quarter.

The only thing in doubt was the potential for a second straight shutout against the Eagles (0-8, 0-4). That was put to bed on the game’s final play as junior quarterback Erick Galindo found junior Dominick Enriquez for an eight-yard score.

“Those kids have heart and character,” Ceniceros said. “All I have is good things to say about those kids because again, they haven’t had a lot of success. But they came out with their top team and they weren’t afraid. They came out and played hard.”

At times, the Eagles were successful in moving downfield. But for every two steps forward the Eagles would make, they would take three steps backwards. Of the 46 rushes that Glenn had, 16 went for negative yardage. Norwalk’s defense recorded two sacks and intercepted Galindo twice.

“That was our thing tonight,” said Glenn interim head coach Joaquin Aguilar. “We got things going but we shot ourselves in the foot. A mistake here, a mistake there…just execution-wise on offense and it killed our drives.”

Senior running backs Jamal Burns (77 yards on four carries) and Angel Rochin (46 yards on 17 carries) led the Eagles ground game. Rochin was also four of four passing for 39 yards, all going to senior Steven Morones. Glenn will host Artesia tonight for its homecoming game, looking to break a 13-game losing streak.

“We just have to keep playing,” Aguilar said. “They realize this is the best team in the league right now; the number one team in the division. They knew who they were playing.”

Norwalk’s defense, which was missing senior linebacker Aaron Armendarez who tweaked his ankle, was led by senior linebackers Jose Abrina (eight tackles) and senior Jose Ramos (five tackles, an interception and a sack), who was Armendarez’ replacement. Norwalk was also without the services of senior fullback Xavier Fuery and junior quarterback Jacob Carr, both of whom sprained their knees against

The league title will be on the line tonight when the Lancers pay a second straight visit to La Mirada’s Goodman Stadium to face the Matadores. Norwalk lost last year’s contest 29-23 on a 59-yard touchdown pass from Gerry Myers to Tyler Luatua with 1:39 left to play. Norwalk has not defeated La Mirada since 2008, a 41-24 victory on the road.

“Anytime we play La Mirada, for our kids, it’s a big game,” Ceniceros said. “I think that’s our new rivalry that we have here. It’s time for us to step up and actually finish a game.”

“They have the players,” Aguilar said of Norwalk’s chances to go far in the playoffs. “Until someone says otherwise or stops them, who’s to say they’re not the best team in the division right now?

ORDINANCE NO. 980 AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CERRITOS ESTABLISHING A MORATORIUM TO PROHIBIT THE ESTABLISHMENT, LOCATION, USE AND/OR OPERATION OF NEW ELECTRONIC CIGARETTE, PERSONAL VAPORIZER AND/OR ELECTRONIC NICOTINE DELIVERY SYSTEM RETAIL LOCATIONS IN ALL ZONES AND PROHIBIT THE ISSUANCE OF BUILDING PERMITS, USE PERMITS, AND ANY OTHER LAND USE ENTITLEMENTS RELATED THERETO.

WHEREAS, zoning and other land use chapters within the Cerritos Municipal Code do not provide specific direction with regard to electronic cigarette, personal vaporizer and/or electronic nicotine delivery system (collectively, “e-cigarette”) retail locations; and,

WHEREAS, in order to understand and address potential impacts associated with e-cigarette retail locations, it is necessary for the City of Cerritos to study the potential impact such facilities may have on the public health, safety, and welfare, and to consider adoption of regulations based on said studies; and,

WHEREAS, pursuant to Sections 36937 and 65858 of the California Government Code, to protect the public health, safety, and welfare, a City Council may adopt as an urgency measure an interim ordinance prohibiting land uses that may be in conflict with a contemplated General Plan, Specific Plan or Zoning proposal that a legislative body, planning commission or planning department is considering or studying or intends to study within a reasonable time; and,

WHEREAS, the City Council of the City of Cerritos wishes to implement comprehensive regulations for the establishment, use, and operation of e-cigarette retail locations within the City of Cerritos so that the public health, safety, and welfare is protected; and,

WHEREAS, the City Council desires to insure that, during the pendency of the study activity for the formulation and implementation of said comprehensive regulations, new e-cigarette retail locations are not established, in use or become operational so that the regulations produced by the City’s study activity will be fully effective; and,

WHEREAS, permitting the location of new e-cigarette retail locations in the City of Cerritos prior to the adoption of said regulations may result in a current and immediate threat to the public health, safety, and welfare during the implementation of said comprehensive regulations.

LOWS:

THE CITY COUNCIL OF THE CITY OF CERRITOS DOES HEREBY ORDAIN AS FOL-

SECTION 1. The City Council finds that the facts set forth in the recitals above are true and correct and hereby adopts the recitals as findings in furtherance of this ordinance.

SECTION 2. The City Council further finds that, given the limited amount of information available on potential impacts of e-cigarettes and associated retail locations, a potential current and immediate threat to the public health, safety, and welfare exists. These potential adverse impacts include, but are not limited to:

a.

Unknown long-term health impacts associated with the use of e-cigarettes. To date no comprehensive and conclusive studies have been completed documenting the long-term health impacts of the use of e-cigarettes.

b.

A lack of federal and/or state regulation of the distribution of e-cigarettes. Currently, the federal and state governments are in the process of reviewing and potentially developing legislation to address the use and/or distribution of e-cigarettes; however, definitive legislation has yet to be developed to govern this matter.

c.

Permitting e-cigarette retail locations within the City before appropriate procedures and regulations are enacted has the potential to cause adverse public health, safety, and welfare impacts to the City’s residents, businesses, and the general public.

SECTION 3. The City Council hereby establishes an interim prohibition on the establishment, development, construction, maintenance, and/or operation of new e-cigarette retail locations in all zones of the City. For purposes of this ordinance, the term “e-cigarette retail location” shall mean any facility or entity of any nature that sells electronic cigarettes, personal vaporizers, electronic nicotine delivery systems and/or associated ingredients, materials, and paraphernalia.

SECTION 4. Notwithstanding any other ordinance or provision of the Cerritos Municipal Code, no person shall establish, develop, construct, maintain, or operate a new e-cigarette retail location, and no application for a business license, building permit, conditional use permit, or any other entitlement authorizing the establishment, development, construction, maintenance, and/or operation of any new e-cigarette retail location shall be approved during the term of the prohibition established in Section 3, above. Except as to the expansion of an e-cigarette retail location, said moratorium shall not be applicable to any e-cigarette retail locations that have current business licenses issued by the City as of the date of this ordinance.

SECTION 5. The City Council declares that this ordinance is necessary as an urgency measure to preserve and address existing and immediate threats to the public health, safety, and welfare. To enact the ordinance after giving notice, holding a public hearing, and two readings thereof, and thereafter wait thirty days for said ordinance to become effective, will be detrimental to the public health, safety, and welfare, in that during the interim period further such e-cigarette retail uses may be established without the benefit of the implementation of proper use regulations. It is therefore necessary that this ordinance go into effect immediately upon adoption. This ordinance, therefore, is adopted pursuant to the provisions of Sections 36937(b) and 65858 of the California Government Code, shall be adopted by a four-fifths vote of the City Council, shall take effect immediately upon its adoption pursuant to Section 36937(b) of the California Government Code, and shall remain in effect for a period of 45 days, unless extended by the City Council pursuant to California Government Code Section 65858(b).

SECTION 6. City staff is directed to study the applicable legal and land use issues and develop appropriate zoning and licensing guidelines or regulations governing such uses.

SECTION 7. The City Council hereby finds that it can be seen with certainty that there is no possibility that the adoption of this ordinance, and the prohibition established hereby, will have a significant effect on the environment, because the ordinance will impose greater limitations on development in the City, and will thereby serve to reduce potential significant adverse environmental impacts. It is therefore exempt from California Environmental Quality Act review pursuant to Title 14, Section 15061(b)(3) of the California Code of Regulations.

SECTION 8. Violation of any provision of this ordinance shall constitute a misdemeanor and shall be punishable by a fine not to exceed one thousand dollars ($1,000) or by imprisonment for a period not to exceed six (6) months, or by both such fine and imprisonment. Each and every day such a violation exists shall constitute a separate and distinct violation of this ordinance.

SECTION 9. The violation of any of the provisions of this ordinance hereby adopted shall constitute a nuisance and may be abated by the City through civil process by means of restraining order, preliminary or permanent injunction or in any other manner provided by law for the abatement of such nuisances.

SECTION 10. The City Clerk shall certify to the adoption of this ordinance.
