By Randy Economy The Norwalk City Council paid tribute to the entire Norwalk High School Lancer Varsity Football Team, coaches, staff, and parents on Tuesday night at city hall, at a celebration that was fit for the new local Kings of the Gridiron.’ A few weeks ago, the Lancer football team made school history when it reached the finals of the California Interscholastic Federation (CIF) football game, only to come up short against La Serna High School from nearby Whittier. Mayor Luigi Vernola and his fellow city councilmembers including Vice Mayor Marcel Rodarte, Councilman Leonard Shryock, Councilman Mike Mendez and Councilwoman Cheri Kelley hosted a party just outside the city council cham-

Rodriguez New Mayor of Hawaiian Gardens; Bruce Mayor Pro Tem By Randy Economy Hawaiian Gardens has a new mayor, mayor pro tem, and a new city council member after the holding its official changing of the guard ceremony before a large crowd Mayor Reynaldo at city hall. Councilmember Rodriguez Reynaldo “Rey” Rodriguez will be leading the five member elected body for the next 12 months as Mayor of the small municipality. Councilmember Barry Bruce, a local pastor, was selected as Mayor Pro-tem. Also during the night, Marianna Rios was formally administered the Oath of Office and took her place on the dais alongside of Rodriguez, Bruce and councilmem-

By Randy Economy Dozens of healthcare workers converged on College Hospital Cerritos on Tuesday to protest current and past working conditions at the mental health facility that has been under fire by members of the Service Employees International Union United Health Care Workers. The protestors included the families of two former patients who died at the facility, including one that has a pending wrongful death lawsuit, as well as California State Assembly Member Bonnie Lowenthal. Sean Wherley, spokesman for SEIUUHW, told Hews Media Group that College Hospital Cerritos has been the site of “reported patient related deaths, sexual assaults and escapes, and we will not allow these conditions to continue without action.” “Just this month, one patient died after suffering a seizure and two others reported being sexually assaulted. In addition, employees have suffered serious injuries after violent altercations with patients, and other workers reported being sexually harassed by a supervisor,” Wherley told the newspaper on Tuesday. Wherley said that the Cerritos-based facility is under investigation by county, state, and federal officials for alleged safety and care violations, including discharging homeless patients out the front door
without a plan for housing, transportation, or medical care. Union officials also contend that in 2009, College Hospital paid a $1.6 million fine for dumping homeless patients on Skid Row in downtown Los Angeles. Also attending the press event was Chris Mills, who is a current College Hospital Licensed Vocational Nurse who said he was stabbed “repeatedly” by a patient and nearly died on the job and has been left with permanent injuries. “Patients and workers shouldn’t have to fear for their safety or well-being but try telling that to the families of the loved ones at College Hospital or the employees, like myself, who were stabbed on the job,” Mills said. Mills went on to say that “we have asked management to do more to protect the safety of patients and workers but we’re still waiting for them to make changes.” Others attending the protest who work at College Hospital Cerritos told Hews Media Group-Community Newspapers under the condition that their names not be used, said that “dangerous mentally ill patients are literally dumped on the streets of Cerritos, Artesia and Norwalk every day.” “The people who live in Cerritos need to understand that College Hospital is lit-
Newly appointed board president, Margarita Rios, welcomed the newest board member, Sean Reagan, to the team at the December 9 Norwalk La Mirada Unified School District board meeting. Daryl Adams and Ana Valencia were also victorious in this most recent election, while Reagan replaced longtime incumbent Ed Hengler. The meeting began with the swearing in of the four board members, followed by short speeches from each of them thanking their supporters and expressing their vision for the time they will have on the board. The board then elected Rios as their new board president and Jesse Urquidi as the new vice president. Rios accepted the position saying, “my promise and commitment to the communities we serve is to continually strive to provide a quality education for each and every student.” Rios also laid out her goals for the next year. The list of ten included trust at every level, collaboration with students, parents and staff, and preparing more students for the global economy through Project Lead the Way programs. Rios also said one of her goals was to, “Support a bond that would bring new life into our district through the modernization of campus and athletic facilities necessary in order to offer all of our students a first rate education and first rate facilities, and 21st century readiness in science and arts, entrepreneurism, engineering and technology.” Later on in the meeting a presentation was made to the board on the results regarding public opinion on a potential new bond for the school district. The bond would be for $375 million, which would go towards classroom repairs, upgrades and new educational facilities. Board members were especially keen on using this money towards a new football stadium and other physical education facilities. Daryl Adams was concerned that the bond language did not adequately convey that though and worried that voters might feel deceived. Urquidi echoed Adams’ concerns saying that there needs to be something about the stadiums clearly written out in the ballot to truly be transparent with their constituents.

The CAB Committee currently has five vacancies, with varying terms, and another two vacancies with four-year terms will be created when the incumbents’ terms expire on December 31, 2013. Up to three of these vacancies may be filled by youth representatives. The role of the Development Committee is to review and evaluate plans for new construction in the City, and act as an advisory body to the Planning Commission. The Planning Commission relies on the Development Committee’s expertise in ensuring that every project
meets the high standards maintained throughout La Palma. The Development Committee meets every other month on the second Monday of the month, with special meetings conducted on an asneeded basis. The Development Committee currently has one vacancy with a term ending December 31, 2016, and another two vacancies with four-year terms will be created when the incumbents’ terms expire on December 31, 2013. Residential Burglary A burglary was reported on the 12800 block of Larrylyn Dr. The remains unknown if there was any loss in the incident. Other Structure Burglary An incident was reported on the 16700 block of Trojan Wy. Rims and tires were stolen from a storage room at the location. A burglary to a storage unit was reported on the 15000 block of Alondra Blvd. A tool box containing various tools was taken. An incident was reported on the 11800 block of La Mirada Blvd. Various items were stolen from an office at the location. Vehicle Burglary A burglary was reported to a motor home on the 15200 block of Las Flores Ave. There was no reported loss from the vehicle. Grand Theft A handgun was reported stolen from the trunk of an unlocked vehicle on the 14800 block of Telegraph Rd. There were 265 calls for service handled by patrol deputies last week, down from 275 the week before. The 2013 weekly average in calls for service is now 294. Two robberies were again investigated for the third consecutive week. On December 10 at 9:00 p.m. two male suspects approached a male victim in the Towne Center and inquired about the contents of his pockets. The suspects took cash from the victim and fled. A male juvenile was accosted by four other juveniles near Horst Avenue and Yearling Street on Wednesday December 11 at 4:30 p.m. The suspects struck the victim multiple times and stole his basketball and headphones. Residential burglaries remained the same at two last week. Entry to one location was made via an open/unlocked door or window and a side garage door was kicked in at the other residence. TVs, laptop computers and a security monitoring system were taken. The 2013 weekly average in residential burglaries is currently 4.3. There were two commercial /“other structure” burglaries investigated last week. None were logged the previous week. The recent crimes involved two closed businesses where metal products were stolen. Two suspects are in custody in one of the cases. The 2013 weekly average in “other structure”/commercial burglaries is 2.4. For the second consecutive week there

were no locker burglaries reported. One vehicle burglary was logged compared to none the previous reporting period. An SUV was targeted in a highvolume commercial parking lot. The loss could not be determined at the time of this summary. The new 2013 weekly average in vehicle burglaries is 6.1. Vehicle thefts rose from four to six. Four of the crimes occurred in high-volume commercial parking lots. Three were SUVs two were Hondas and the sixth was a Chevrolet. The 2013 weekly average in vehicle thefts is now 4.4. Volunteers on Patrol Wanted The Cerritos Sheriff’s Station is seeking Volunteers on Patrol (VOPs). Patrolling the City in distinctly marked vehicles, VOPs assist with crime suppression, traffic control, vacation checks, special events and park security checks.

Public Records Request Reveals Central Basin Water President Roybal Attends LAUSD Teacher Jail

Records confirm Roybal is violating procedures and protocol of LAUSD By Brian Hews and Randy Economy
Hews Media Group-Community News has obtained documents through a public records request that definitively show that embattled Central Basin Municipal Water District President CBMWD President James Roybal has been assigned to James Roybal LAUSD Teacher Jail, formally known as the Education Service CenterEast, since February 20, 2013. The document, obtained Dec. 12 from the LAUSD Office of General Counsel by the newspaper, stated that, “pursuant to California Government code sections 6254 (f) and (k), your request for these documents is being partially denied. This partial denial is based upon a determination that at this time these records are exempt from disclosure.� The exempt records are presumably for the alleged violations committed by Roybal. However the last line of the letter indicates that Roybal was “reassigned on February 20, 2013 to the Education Service Center-East.� HMG-CN obtained an inter-office correspondence letter from the LAUSD that outlines the procedures and protocol during “reassignment.� The document’s letterhead indicates it originated from the Educational Service Center-East confirming that Roybal is in Teacher Jail. On Wednesday Nov. 13, HMG-CN took a video camera inside the embroiled water district offices in Commerce and confronted Roybal about the situation while he was attending an Administrative Committee Meeting that started at noon. Roybal was asked if he is enrolled in Teachers Jail and he quickly acknowledged that he goes “to the building� where Teacher’s Jail is held. When pressed further on the subject he quickly ended the interview by saying “this conversation is over.� HMG-CN confirmed with sources that Roybal has attended at least 50 meetings since February, earning over $25,000 in committee attendance fees. HMG-CN asked CBMWD Director

Leticia Vazquez, who is a teacher and close friend of Roybal to comment but she refused to do so until she confirmed Roybal was at the teacher jail. Beginning in the mid 90’s, teachers accused of misconduct have been removed from their teaching assignments and held in district offices while administrators and law enforcement agencies investigate allegations. In a January 15, 2013 televised statement made by LAUSD Superintendent John Deasy, only teachers accused of “egregious acts� are reassigned. They are returned to their classrooms only after being cleared by law enforcement. The process typically drags on for months, with teachers collecting their full pay – an average of $6,000 a month, plus benefits – until they’re returned to work or fired.
Under written rules, teachers in jail are to check in at a designated location every day for 2 hours and then go back to their home. They are not to seek a second job, take a day trip, or enjoy outside entertainment, such as, going to the movies, sporting events, shopping, etc. Failure to follow these rules will lead to disciplinary action such as Notice of Unsatisfactory Act, suspension without pay, and/or dismissal from District services. HMG-CN has made an inquiry to the LAUSD Office of the Inspector General as to whether any action will be taken given the new evidence of Roybal earning the committee attendance fees. The OIG asked for the documents but would not comment further. HMG-CN also attempted to contact Roybal, with no response.

with any updates” regarding any current investigations currently taking place at the facility. “I am aware that the Department of Public Health is investigating College Hospital Cerritos after complaints regarding unsanitary and unsafe conditions not only for the patients, but for the public,” Garcia wrote in her request to Chapman. A spokesperson for College Hospital Cerritos blasted SEIU officials in a statement to the media on Wednesday morning. “It is not surprising that SEIU chose to hold a non-productive rally rather than engage in a meaningful, bargaining session with College Hospital Cerritos,” said Samantha K. Feld, General Counsel for College Hospital Cerritos. “The rally is nothing more than an attempt by SEIU to put pressure on the Hospital,” Feld told HMG-CN. “The Hospital, however, will not be pressured by such tactics. Last season, Gahr scored 30 points in the third quarter en route to a 36-point victory. Last Friday night, Gahr outscored Cerritos 22-8 in the third quarter and held off a late Cerritos rally. “We came out with a lot of energy in the third quarter,” said Gahr head coach Ricky Roper. “There weren’t really any adjustments. We were just better at what we’re supposed to do defensively.” Cerritos (1-4) got off to a rough start, falling behind 9-0 and 16-5 in the first quarter before it made the first of several rallies in the game. Senior Kelechi Ukoha drained a three-pointer from the right wing with 1:25 left in the quarter to make it an 18-15 contest. Then a three-pointer from sophomore Evan Leonard at the top of the key ended the stanza at 18-18. “The first quarter wasn’t good either to start,” said Cerritos head coach Jonathan Watanabe. “When you spot them nine points and it’s 9-0, that’s tough against a good team. But I love the way our guys played. It was [junior] Henry Buycks’ first game tonight and it’s tough, when you’re coming off of your first game and the speed of the play was this much. We’ll all get better.”

Buycks was coming off an ankle injury and scored 13 points, one of three Cerritos players to do so against a stocked Gahr squad that has just too much firepower for most teams. It was that firepower that poured in 28 points in the second quarter, all but seven coming from senior Malachi Hoosein and juniors Gregory and Jeremy Carlyle. But Cerritos stayed very close and even took a pair of seven-point leads within the first two minutes of the second quarter. Eventually, Gahr would head into the locker room with a 46-45 lead in one of the highest scoring, if not the highest scoring first halves, in this city rivalry. “They’re tough,” Roper said of Cerritos. “They went 1-3 in the [CerritosGahr] classic but all of their games were competitive. They were right there with some good teams.” But as was the case to begin the game, Gahr scored the first eight points of the third quarter and built a 15-point lead after a basket from sophomore De’Jah Pickett with 2:41 left in the quarter. The Dons crept back in the fourth
quarter and trailed by four points after a driving lay-up from Buycks made it 7470 with 3:17 left to play. “It’s just one possession at a time, especially in this type of ballgame,” Watanabe said. “You have to play one possession all the way through. The first possession is just as important as the last possession. It’s easy to kind of fall into a lapse and that’s where you go on your runs. Can you stay focused for 32 full minutes? That’s the tough part.” However, Jeremy Carlyle scored consecutive baskets in a 23-second span and the Gladiators scored the final seven points of the game in the final 70 seconds. Hoosein posted a game-high 26 points with seven rebounds and seven assists while Gregory Carlyle added 17 points and seven rebounds. His brother had a career-high 16 points with five assists and three steals. “We have a lot of weapons offensively [with] both the twins [and] obviously Malachi,” Roper said. “We’re very young; Malachi is the only senior. But if we can figure out how to stop people, we’re pretty tough.” Cerritos was led by Leonard (19 points), Ukoha (18 points) and Buycks (13 points). Cerritos will wrap up play in the Westminster Tournament on Saturday while Gahr will do the same in the North Orange County Championships. “We’ll battle; we have a lot of good pieces,” Watanabe said. “We have a lot of guys doing a lot of good work. Tonight we got into some foul trouble and we had to go a little deeper towards the end. That hurt us a little bit but those guys got some experience and they’ll be ready the next time it comes around.”

Seniors Rachel Nagel and Reyna Ta’amu, one of the most prolific tandems in Southern California girls basketball, have been doing their thing, which pretty much is everything on the court. South Torrance found out, but not surprisingly, the hard way last Saturday night in the finals of the 14th annual John
Glenn-Norwalk Girls basketball classic. Nagel scored a game-high 23 points and grabbed 10 rebounds while Ta’amu added 21 points and pulled down 12 boards as the Lady Wildcats beat the Spartans 53-36. It was the second time these two teams have faced each other in the tournament. South Torrance beat Whitney 5752 in the first round last season before the Lady Wildcats won the next three games. “They know we played them [last year], they know we lost to them,” said Whitney head coach Jeff Day of his team. “But like I told the [South Torrance] coach before the game, this should have been the championship two years in a row. the other three on the floor beat us.” Whitney put the game away by scoring the first eight points of the third quarter but it would play at a slower pace over the final 16 minutes. In fact, the Lady Wildcats attempted only 12 shots from the field in the second half, connecting on five of them. But at the same time, Whitney was 16 of 24 from the free throw line in the second half. Day said he wanted to slow down the shot selections and rest his starters as much as he could. The starting five of Chu, Lee, Nagel, Ta’amu and senior Allison Tran scored all but one point in the game. “We were doing a 3-2 zone and at halftime, [I thought] we’re still not doing a good job on our rotations,” Day said. “So I was going to go back to a 2-3 zone and they really didn’t attack at the high post. I thought our defense slowed them down, so they were using 20-25 seconds on their end of the court. I told my girls we needed to rest and we needed to use some of the clock.” Nagel and Ta’amu were name comost valuable players of the tournament,

I told her yesterday to prove that she’s the MVP of this tournament and she scored 32. “The team got her the ball where she needed to get the ball,” he added. She’s doing a better job taking her time of being strong and finishing at the basket.” Whitney began the tournament with a 57-27 win against Whittier Christian last Wednesday followed by wins over Santa Fe (56-47) and St. Paul (64-54). Elsewhere in the tournament, the two co-hosts struggled mightily and did not even play against each other in a scheduled game last Saturday. It would have been just the third time the co-hosts
would have met in their own tournament. Glenn defeated Norwalk in 2000 and again in 2003. It’s the first time in the history of the tournament that neither co-host played on the final day of the tournament. Glenn (2-7) fell to Santa Fe 85-33, Whittier Christian 50-21 and Bassett 44-42 in overtime while Norwalk (0-4), which finished in fourth place in last season’s tournament, lost to Whittier 48-37, St. Pius X-St. Matthias Academy 37-35 and Long Beach Jordan 62-35. Gahr was making its first appearance in this tournament since 2009 when it fell to Glenn in the consolation championship game. The Gladiators (5-5) defeated Bassett 66-26 before losing to St. Paul 43-26, Santa Fe 53-45 and Whittier 41-36. Valley Christian (2-5), in the tournament for the first time ever, lost to St. Paul 56-30 before picking up its second win of the season, a 40-26 triumph over Bassett. The Lady Crusaders then fell to Olympic League rival Whittier Christian 35-20 and St. Pius X-St. Matthias Academy 33-27.

The Federal Communications Commission voted unanimously Wednesday to begin the process of eliminating sports blackout rules that prohibit broadcasting of some events – among them NFL games – if too few tickets are sold. The rules were put in place 40 years ago. “Changes in the sports industry in the last four decades have called into question whether the sports blackout rules remain necessary to ensure the overall availability of sports telecasts to the public,” according to the FCC’s notice of proposed rule-making. AN ORDINANCE OF THE CITY OF CERRITOS IMPLEMENTING CHAPTER 22.94 OF THE CERRITOS MUNICIPAL CODE, ENTITLED ART IN PUBLIC PLACES PROGRAM, AS IT RELATES TO THE AUTO SQUARE FREEWAY SIGN THE CITY COUNCIL OF THE CITY OF CERRITOS DOES HEREBY FIND, DETERMINE AND ORDAIN AS FOLLOWS: SECTION 1. The purpose of the Art in Public Places Program is to promote the general welfare by encouraging pride in the community, enhancing the quality of life through artistic opportunities, uniting the community, and creating a cultural legacy for future generations. SECTION 2. Chapter 22.94 provides that the City Council of the City of Cerritos shall administer the art in public places program. SECTION 3. New development projects and remodels of existing nonresidential buildings, when the projects are valued at greater than two hundred fifty thousand dollars in the aggregate, are subject to the provisions of Chapter 22.94, and shall either pay one percent of the total project valuation of the project to the art in public places trust fund, or donate or place art work which has a minimum value of said one percent valuation. SECTION 4. A significant portion of the contributions in the art in public places trust fund is from projects related to the Cerritos Auto Square dealers. The Cerritos Auto Dealers Association is proposing to modify and upgrade the existing free-standing "Cerritos Auto Square" regional center identification sign. As a part of the modifications and upgrades, the identification sign shall also display digital art as part of the Art in Public Places Program. Partial funding of the remodeled identification sign will be from the Cerritos Auto Square dealers contributions in the art in public places trust fund and from a loan from the City's general fund to the art in public places trust fund for the identification sign project. As future projects are proposed in the Cerritos Auto Square, any required deposit pursuant to Chapter 22.94 shall first be paid to the City's general fund to repay the identification sign loan until fully paid. SECTION 5. The City Council finds and determines that the proposed digital art to be displayed on the identification sign meets the intent and purpose of Chapter 22.94 of the Municipal Code by providing original art that can been seen by the entire community and has the potential to provide an iconic status in the community, thereby promoting the general welfare by encouraging pride in the community and uniting the community. The City Council also finds that the proposed digital art is significant and important art that meets the definition of "art work", and that the use of the Cerritos Auto Square dealers' contributions, both present and future, to the art in public places trust fund for the identification sign that will display the digital art in a central location for all of the Cerritos Auto Square is in compliance with Chapter 22.94, including the sections related to selection of art work and expenditure of funds in the trust fund. SECTION 6. The City Council further finds and determines that notwithstanding anything to the contrary in Chapter 22.94, any proposed project within the Cerritos Auto Square from a Cerritos Auto Square dealership that is subject to Chapter 22.94 shall pay the one percent fee to the art in public places trust fund and shall not have the option to place or donate art in lieu of the fee for compliance with Chapter 22.94, until such time as the loan from the general fund is repaid. Upon the full repayment of the general fund loan to the art in public places trust fund, any subsequent Cerritos Auto Square projects that are subject to Chapter 22.94 shall have the options set forth in Section 22.94.060.

AN ORDINANCE OF THE CITY OF CERRITOS AMENDING CHAPTER 22.48, SIGNS, OF THE CERRITOS MUNICIPAL CODE AMENDING THE DEVELOPMENT STANDARDS OF AUTOMOBILE DEALERSHIP SIGNS.
SECTION 1. Section 22.48.900, Commercial and Industrial Signs, of Chapter 22.48 of the Cerritos Municipal Code is hereby amended by amending Subsection 22.48.900(7)(d) to read as follows: (d) In addition to the regional identification sign regulations contained in subsection (6) of this section, the sign height may be increased to seventy feet and/or have in addition to the fixed copy area an electronic changeable message display providing: (i) The sign structure is perpendicular to the freeway and the sign is set back at least fifteen feet, but not more than fifty feet, from the freeway right-of-way, and at least five hundred feet from any arterial or secondary street and at least five hundred feet from another regional identification sign; (ii) The face of the electronic message display does not exceed one thousand two hundred twenty-five square feet per face with a maximum of two faces and does not exceed thirty-five feet from top to bottom or thirty-five feet from side to side; (iii) The height of the electronic message display portion of the sign does not exceed sixty-five feet; (iv) The face of the electronic message display does not rotate or move; (v) The intensity of the lighting and the level of glare produced by the electronic message display lighting shall be subject to the approval of the director of community development; (vi) All state requirements and regulations for the installation of electronic message displays are met; and (vii) The architectural design and treatment of the sign and all component parts shall be approved as a part of a precise plan and meet all of the policies set forth in Section 22.48.150. The precise plan application shall include a line-of-sight and glare study. SECTION 2. The City Clerk shall certify to the passage of this ordinance and cause same to be posted as required.
